County can help residents with sewage repairs<br />

The <strong>Madison</strong> County Health Department has $84,500 to help existing<br />

homeowners with repairs or the replacement of their existing<br />

household sewage treatment systems.<br />

The Ohio Water Pollution Control Fund, through the Ohio Environmental<br />

Protection Agency, provided the funds to help residents<br />

decrease the risk of untreated sewage polluting <strong>Madison</strong><br />

County’s waterways, groundwater and land from failing systems.<br />

This is an ideal program for homes connected to systems that<br />

are 25 to 30 years old and may be starting to see signs of needing<br />

repair or replacement. Examples of signs that a system may need<br />

to be repaired or replaced include:<br />

• raw sewage, black or gray water on the ground surface or ditch<br />

when the weather is dry;<br />

• soapy water on the ground or in the ditch;<br />

• unexplained wet area in the yard during dry weather near<br />

where the system is located;<br />

• wet spots over the leach field area;<br />

• motor for the aeration system not working;<br />

• the system’s lift station pump and/or grinder pump not working;<br />

• missing tank risers or covers, grates over sections of aeration<br />

system;or<br />

• strong sewage odor or foul odor around the system outside;<br />

To be eligible for funding to help fix such problems, a homeowner<br />

must be living in the home connected to the failing system for at<br />

least six months prior to application for assistance. <strong>Madison</strong> County<br />

Public Health must inspect the home’s sewage treatment system<br />

and determine that it is failing.<br />

Homeowners also must have a total household income below or<br />

at one of the following three funding categories and provide documents<br />

and provide documentation (a recent federal tax form or current<br />

income statements):<br />

• 100 percent funding—household of one to four people, maximum<br />

income of $24,600; five people, $28,780; six people, $32,960;<br />

seven people, $37,140; eight people, $41,890. The owner pays zero<br />

percent of the repair costs.<br />

• 85 percent funding—household of one to four people, maximum<br />

income of $49,200; five people, $57,560; six people, $65,920; seven<br />

Funeral Home/Crematory<br />

people, $74,280; eight people, $82,640. Owner pays 15<br />

percent of repair costs.<br />

• 50 percent funding—household of one to four people,<br />

maximum income of $73,800; five people, $86,340; six<br />

people, $98,880; seven people, $111,420; eight or more<br />

people $123,960. Owner pays 50 percent of repair costs.<br />

Owners who do not qualify for 100 percent funding<br />

are required to pay their portion of the repairs. Rentals<br />

properties, commercial properties and new-build homes<br />

are not eligible. Existing houses already connected to a<br />

public sanitary sewer system are not eligible. Prior expenses<br />

for repairs, tank pumping or system connections<br />

are not eligible. Expenses to expand the size of the system<br />

due to remodeling the house are not eligible.<br />

The program does not cover costs if only the plumbing<br />

is repaired in the home. Limited plumbing costs<br />

NUTT<br />

Narene Sue “Susie” Nutt, 48, of London passed away<br />

surrounded by family on <strong>April</strong> 13, <strong>2019</strong>, in The Ohio<br />

State University Medical Center. Susie was born on<br />

<strong>April</strong> 9, 1971, in Columbus, Ohio, to Jimmie and Rosalee<br />

(Anderson) Nutt. She spent her whole life spreading<br />

love and joy to her family and friends. Susie had a<br />

passion for caring for others every day of her life and<br />

was dedicated to making the lives of her loved ones happier.<br />

She was an avid sports fan, specifically the Buckeyes,<br />

Reds and Blue Jackets. Susie loved her pets,<br />

Sophie, Cooter and Boo. Other things she enjoyed are<br />

Christmas, snow, baking, reading and Joey Votto! She<br />

was known for her playful personality, long beautiful<br />

hair and joyful spirit. Susie impacted so many lives and<br />

her memory will be cherished forever. Susie was preceded<br />

in death by: her great-grandparents, Burky and<br />

Rhoda Anderson; grandparents, Harold and Bessie Anderson<br />

and Ronald and Betty Nutt; her mother, Rosalee;<br />

uncle, Chuck Anderson; and brother, Keith Nutt. She is<br />

survived by: her father, Jimmie; sister and brother-inlaw,<br />

Sherinda (Nutt) and Chris Jacobs; special niece<br />

and nephew, Amanda Plummer and Cody Nutt;<br />

nephews, Michael and Matthew Nutt; aunt, Rita Riddleburger;<br />

special cousins, Diane, Kathy, Tom, Chuck,<br />

Tim, Bobbi, Sherri and Gina; and very close friends,<br />

Darcey, Avery, Weena, Riley, Allen, Aria, Jack, Kelsey<br />

and Corrie. Funeral services were held <strong>April</strong> 16 at<br />

Eberle-Fisher Funeral Home & Crematory, London,<br />

with Pastor Jeff Smalley officiating. Memorial contributions<br />

may be made to the funeral home for the benevolence<br />

of the family.<br />

MATHEWS<br />

Carolyn Ruth Mathews, 70, died on <strong>April</strong> 14, <strong>2019</strong>,<br />

at her residence. Born on Aug. 1, 1948, in Kenton, she<br />

was a daughter of John Edwin and Margaret Ann<br />

(Hare) Thomas. Carolyn enjoyed shopping, being with<br />

friends and, most of all, spending time with her grandkids.<br />

She was by far their biggest fan and did everything<br />

she could to be at every one of their events. They<br />

truly were the light of her life. She retired from Doctors<br />

West Hospital in Columbus. She was preceded in death<br />

Contractors are selected by a bid process and reimbursed<br />

directly from <strong>Madison</strong> County Public Health.<br />

Due to the bid process, owners do not get to select a contractor.<br />

All work conducted under this program’s funding is<br />

required to be completed in <strong>2019</strong> as long as funding is<br />

available.<br />

<strong>Madison</strong> County Public Health is looking for owners<br />

interested in the funding and to assist them with maintaining<br />

their household sewage treatment system or replacing<br />

it. For more information about the program or to<br />

Kaitlyn Mathews, Haley Mathews, Preston Robinson,<br />

Tyler Mathews, Parker Robinson and Joey Mathews;<br />

siblings, Carl Thomas, Cheryl (Sonny) Rhodes, Carla<br />

James and Chad Thomas; and numerous nieces and<br />

nephews. A memorial service will be held at 6 p.m. <strong>April</strong><br />

25 in Jesus Christ Church of the Latter-Day Saints,<br />

1070 Sheffield Blvd., London. Memorial contributions<br />

may be made to the American Cancer Society at<br />

www.cancer.org. The family is being served by Eberle-<br />

Fisher Funeral Home & Crematory, London.<br />

ROBERTS<br />

Joe Roberts, 89, of London died on <strong>April</strong> 15, <strong>2019</strong>, in<br />

his residence. Born on Dec. 11, 1929, in <strong>Madison</strong><br />

County, he was a son of Chester Pearl and Hilda Grace<br />

(Loveless) Roberts. Joe was a lifelong farmer, had<br />

served in the Ohio National Guard for nine years and<br />

was a charter member of the Central Townships Fire<br />

Department at Newport, serving as assistant fire chief<br />

from 1966 to 1986 and as fire chief from 1986 to 1999.<br />

Joe was a member of Newport United Methodist<br />

Church and the Gold Wing Road Riders Association and<br />

had ridden a motorcycle for more than 82 years. He had<br />

a passion for travel, having seen most of the United<br />

States. He also loved being a private pilot in the family’s<br />

plane. He is survived by: his wife, Marie Nibert; sister,<br />

Mary Anne Dawson of Tallahassee, Fla.; several nieces<br />

and nephews; two step-daughters and three step-grandchildren.<br />

He was preceded in death by: his parents; first<br />

wife, Margaret; brothers, Deane L. and Neal H. Roberts;<br />

and sister, Phyllis Jane Roberts Raub. Funeral services<br />

were held <strong>April</strong> 19 in Newport United Methodist<br />

Church with Pastor Jeff Smalley officiating. Interment<br />

followed in Paint Memorial Cemetery, London. The<br />

family was served by Eberly-Fisher Funeral Home and<br />

Crematory, London. Memorial contributions may be<br />

made to Newport United Methodist Church, P.O. Box<br />

701, London, OH 43140.
