After months of training we all made it across the<br />
finish line. It was an amazing and emotional day for<br />
us all and will remain with us forever.<br />

Iceni Partnership is a charity, working to empower, enrich,<br />
promote and add lifestyle value to all people in <strong>Swaffham</strong><br />
and surrounding parish areas. Initiatives including hosting<br />
help programmes, community project funding, events,<br />
meetings, affordable hall hire which includes both the<br />
Community Centre and the Assembly Rooms.<br />
The Community Centre, which has a long-standing reputation<br />
for its service to the local community and the positive impact<br />
on the lives of it service users, is committed to promoting<br />
excellence and inclusivity within all the services it offers.<br />
Due to retirement, we have an opportunity for a full time,<br />
permanent Community Centre Manager to manage both the<br />
Community Centre and the Assembly Rooms: to ensure and<br />
improve the performance, productivity and efficiency of the<br />
two venues through effective operations, whilst supplying<br />
excellence in customer service.<br />

Car Boot Sale <strong>Swaffham</strong> Rugby Club, Saturday 1st June from 10am – 2pm<br />
with a charge of just £5 per car entry. Cars will be allowed access from 9am and<br />
this is open to anyone and everyone who fancies earning a few pennies whilst<br />
clearing out their garage or loft before the summer arrives. The bar will be open<br />
and hopefully we will also have a food stand there as well. All proceeds will of<br />

Tuesday 25th June 2019, 7.30pm at the Barn Theatre, Sacred Heart Convent<br />

to a NarVOS Social Evening including short presentations on: • Birding in the<br />
Atlantic Rainforests of Brazil • Logging Bird Sightings on Birdtrack • Action for<br />

Sacred Heart School Year 5 went on a rock-climbing<br />
trip to Highball Climbing Centre in Norwich.<br />
We learned climbing skills including using autobelays,<br />
belaying for each other (holding someone’s<br />
climbing rope to keep them safe) traversing, and<br />
bouldering – which is climbing with no ropes or<br />
harness! Everybody enjoyed everything, but the<br />
auto-belays were very popular because we could<br />
jump off at the top of the wall and fly back down.<br />
We had pizzas, chips and apple juice for lunch<br />
and we also got the chance to look at climbing<br />
equipment like ice axes and crampons, and to<br />
watch new climbing routes being set.<br />

consulted on a proposal to establish a new primary<br />
VA school for 210 pupils, on the site of the Sacred<br />
Heart School, in <strong>Swaffham</strong>, with a 25-place<br />
maintained nursery class, from 1 September 2019.<br />
The Local Authority Decision Maker, Sara Tough,<br />
Executive Director Children's Services, considered<br />
the school organisation proposal and approved the<br />
opening of a new primary VA Catholic school from<br />
1 September 2019.<br />

<strong>Swaffham</strong> Infant and Nursery School<br />
Vandalism to Forest School<br />
Since September we have been running Forest School<br />
sessions throughout the week, enabling each pupil<br />
of the school to access the Forest area at the School,<br />
These sessions enable the children to connect with<br />
nature, experience the seasons, learn about flora<br />
and fauna, construct dens, climb trees, problem<br />
solve, use real tools, fire lighting and building. These<br />
sessions are invaluable to the children as not only<br />
are they learning about their natural world their<br />
self-esteem and confidence is increasing. The Forest<br />
School was set up through the teaching assistants<br />
fundraising, parents and local company donations<br />
and the Friends of <strong>Swaffham</strong> Infant and Nursery<br />
School raising funds. It took a lot of effort and hard<br />
work. It is as such a community project for the<br />
children of the community.<br />
Since opening the Forest School in September 2018,<br />
we have received three break ins. The first break in<br />
items were damaged and stolen. Over the Easter<br />
holidays we have received two further break ins. The<br />
first which happened between the close of school<br />
on Friday 5th April and Saturday 13th April. During<br />
this break in, a tree was forced down and chairs were<br />
smashed on the play bus on the field. This incident<br />
was reported to the police by myself on Saturday<br />
13th April as I found the damage. On return to School<br />
yesterday, Tuesday 23rd April, I was absolutely<br />
devastated to find that the forest school area had<br />
suffered yet another mindless attack. This time it<br />
was the worst. The swing had been ripped down<br />
and broken, the wooden see-saw broken in half, the<br />
willow tunnel and willow dome had been ripped/<br />
pulled up in places, the forest boundary fence had<br />
been forced in three places, a bird table had been<br />
smashed to pieces, the compost bin overturned,<br />
and cider cans left over the forest floor. It is so<br />
heartbreaking as we have worked so hard to make<br />
this area into a rich learning environment for the<br />
children. It has taken us two days to clear the mess<br />
and destruction left so far, but there is still a way to<br />
go. All incidents have been reported to the police.

voluntary work placements over a weeklong period<br />
with over 100 employers. We received many positive<br />
comments from both students and employers alike<br />
with several students earning themselves part-time<br />
employment. The academy would like to thank all<br />
the local employers who took part in the scheme and<br />
gave our students this very worthwhile opportunity.<br />

Mothers’ Union<br />
The <strong>Swaffham</strong> branch of the MU usually meets on<br />
the 2nd Thursday of the month - now in the Baptist<br />
Rooms - and the next meeting will on Thursday 13th<br />
June. The speaker will be Sister Francis from the<br />
Sacred Heart Convent. Coffee/tea is served from<br />

Christian Aid Week<br />
The 2019 National Christian Aid week took place<br />
between the 12th – 18th May as previously<br />
announced, and once again the <strong>Swaffham</strong> street<br />
collectors, organised by <strong>Swaffham</strong> Churches Together,<br />
were out and about on Saturday 18th May. The<br />
results were most encouraging and the generosity<br />
of the <strong>Swaffham</strong> people (and others in town on that<br />
morning) was really heart-warming. Thank you to all<br />
the collectors and for the support Churches Together<br />
in <strong>Swaffham</strong> and District received from many people.<br />
The day’s total was £328 with the possibility of<br />
further donations.<br />

Parish Church Stewarding<br />
The Parochial Church Council (PCC) try to keep the<br />
parish church open during the day, for visitors and<br />
those wishing to have some solitude or personal and<br />
silent prayer. The PCC also tries to ensure that there is<br />
at least one steward at all times to welcome visitors.<br />
Most of the stewards (sometimes called ‘churchsitters’)<br />
come from members of the congregation,<br />
but the PCC would like to encourage anyone else,<br />
who would like to assist in this way, to volunteer<br />
the occasional hour or so. This would be much<br />
appreciated and if you wish to be involved in this way<br />

Strattons Hotel Marathon Fundraising<br />
Our grateful thanks to everyone who supported<br />
Strattons Hotel ‘London Marathon’ runners. It was<br />
Dominic and Les’s first ever marathon and they<br />
managed to run it in 3 hours 23 minutes and 3 hours<br />
34 minutes respectively. Les and Dom were running<br />
to fundraise for Neuroblastoma UK.<br />
Neuroblastoma is a disease in which cancer cells<br />
form in nerve tissue of the adrenal gland, neck, chest,<br />
or spinal cord. On average in the UK, 2 families per<br />
week discover that their child has neuroblastoma.<br />
The charity Neuroblastoma UK directly supports<br />
research projects aimed at finding new, effective<br />
and kinder treatments for these young children.<br />
As there are no paid staff or plush offices, 95% of<br />
all donations directly fund the research. The run<br />
secured £8000 for the charity. A special thank you to<br />
Sarah at Artichoke for arranging a fundraising fashion<br />
show and to <strong>Swaffham</strong> Lions for their unexpected<br />
generous contribution.<br />
Les said, ‘Although I have been a runner for nearly<br />
forty years, the 26 miles was a first for me and the last<br />
3miles came as a bit of a surprise. My first grandson<br />
was taken ill quite suddenly aged just over one year<br />
old. The subsequent diagnosis of Neuroblastoma left<br />
him facing a long, painful and ultimately unsuccessful<br />
treatment in Hospital. We want to help other children<br />
and their families facing this frightening disease.’<br />

Merle Boddy Centre<br />
Who said presents need to be expensive? We have<br />
made some lovely flower brooches to wear and some<br />
very pretty flower pictures to display on our board. We<br />
then celebrated Mother's Day with a tasty chocolate<br />
cake for afternoon tea.<br />

that Easter was a fun<br />
filled time with crafts,<br />
games, quizzes and<br />
of course an Easter<br />
egg for everyone.<br />
We just have to have<br />
our chocolate fix,<br />
although I must say<br />
not just at Easter!<br />
A visit from a recently rescued puppy was of great<br />
delight to our clients. This lovely dog's name is Amber<br />
and she belongs to Jo, one of our support staff. My<br />
dog who is a permanent fixture at the centre met her<br />
with interest in his eyes. As you know, animals are of<br />
great help to people with dementia and mental health<br />
problems, so again we are ahead of the game.<br />
On the 31st March 1973 Red Rum won the Grand<br />
National for the first time, so we thought that we would<br />
celebrate this great horse with a day of fun We had<br />
horsey games, quizzes and shared some horse related<br />
facts. There is nothing we can't celebrate here at the<br />
centre.<br />
So, we thought we would give Coca Cola a try, it was<br />
met with the same reaction that it was probably met<br />
with in 1886! Some fors and against, with 'I would rather<br />
have a cuppa', but we did have a laugh with some of the<br />
comments about this new drink, 'may never catch on'<br />
was another comment!<br />
We had a very nice man come to the door with 5 jigsaw<br />
puzzles. Mr Johnson, thank you for your kind gift, they<br />
are already on the go and a lovely addition to our<br />
collection.<br />
Tickets are now on sale for our murder mystery evening<br />
on 22nd June at <strong>Swaffham</strong> Assembly Rooms. The<br />
evening will include a hog roast and dessert with 1960s<br />
music and attire. £25 a ticket. Ring Georgie on 01760<br />

On St George's Day we had flags out blowing in the<br />
breeze and looking very resplendent in the sunshine.<br />
We had roast beef with all the trimmings along with<br />
apple pie in the oven, a St George's day quiz and stories<br />
of how it used to be celebrated by our clients. A lovely<br />
day had by all.<br />
We may not be anywhere near Japan, but this is our<br />
take on a Japanese cherry blossom tree. It has a way<br />
of just making us smile. It's pretty in pink and just so<br />
delicate, such hard work done by our clients, they are<br />
just so amazing with their skill.<br />
Jeanette, our crochet wonder woman, has been busy<br />
making us wonderful blankets for our winter raffle.<br />

<strong>Swaffham</strong> & District Lions<br />
<strong>Swaffham</strong> Lions are proud to<br />
sponsor two local people in this<br />
year’s London Marathon, both<br />
receiving £150. Les Scott, from<br />
Stratton’s Hotel, is running for Neuroblastoma UK<br />
and Gill Creed, from Just Hair, has a team of five<br />
running for the Autistic Society. Gill's niece, Lucy<br />
Dickerson, has a son who was diagnosed with Autism<br />
when four years old, now nine he attends a special<br />
school in Dereham. Les’s first grandson, Rafe, was<br />
taken ill quite suddenly aged just over one year old.<br />
The subsequent diagnosis of Neuroblastoma left him<br />
facing a long, painful and ultimately unsuccessful<br />
treatment in Hospital. He died without reaching his<br />
third birthday in 2006.<br />
<strong>Swaffham</strong> Lions joined in the Lions' Beach Clean Up<br />
of 5 beaches in and around Hunstanton. 18 Lions and<br />
Lionesses were kitted out by the local council with<br />
pickers, gloves and sacks and spent over 2 hours<br />
cleaning up the beaches.<br />
<strong>Swaffham</strong> Lions responded to a call for help, in<br />
providing kitchen equipment and craft items for<br />
the John Chapman Centre, which is housed in the<br />
Maltings' Care Home. The centre, which is open four<br />
days a week, has up to thirty five people attend and<br />
they enjoy a cooked meal and join in various craft<br />
activities. Simon Fowler, chair of the Lions welfare<br />
team, helped to start the centre many years ago,<br />
which was opened by Princess Anne.<br />
Maureen Rutland was one of twenty seven winners<br />
in this year’s Lions' Easter Basket draw, when number<br />
30 was the bonus ball on the National Lottery. The<br />
baskets which were in local businesses raised over<br />
£1200 which will good to Lions good causes.<br />
Following a busy few weeks, 34 Lions took time out<br />
for a meal at the College of West Anglia in Kings Lynn.<br />
The evening was themed as a St George's night, with<br />
the meal being prepared and cooked by the students<br />
under supervision as part of their training. All agreed<br />
that the evening was a great success and thanked the<br />
students for all their hard work.<br />

Sporle Afternoon WI<br />
Tuesday April 16th Sporle celebrated<br />
its birthday – no-one is sure exactly<br />
how old we are but each year we have<br />
a birthday tea party-sometimes at Sporle Community<br />
Hall and sometimes out in a restaurant or café. This<br />
year was no exception and two members prepared a<br />
delicious cream tea for us all. All dainty sized morsels<br />
of “naughty but nice” things from sandwiches to<br />
cake and scones with cream and jam- no one went<br />
home in the least bit hungry. We were entertained<br />
by “3’s a crowd” but there was only 2 of them. One<br />
lady was unable to make it but the two ladies gave<br />
us an amusing, funny, thought provoking show and<br />
all the poems and anecdotes made the afternoon<br />
a very happy occasion. After the WI news and<br />
information of forthcoming events the raffle brought<br />
the meeting to a close and we look forward to June’s<br />
speaker whose title is ‘The Life of an Author'.<br />
P.S. Apologies to our May speaker for my error in<br />
telling everyone she has 5 children when in-fact she<br />
only has 3!<br />

<strong>Swaffham</strong> WI<br />
After a very interesting talk on the<br />
Arctic Peninsular with photographic<br />
presentation by Sue Gatuso from<br />
the <strong>Swaffham</strong> Museum at our April meeting, May<br />
was the month for discussion and voting on the WI<br />
Resolutions to be selected at our National Annual<br />
Meeting held in Bournemouth in June. This was<br />
followed by a well-stocked Auction including a set of<br />
Patio furniture, conducted with a lot of humour and<br />
persuasion by two of our members!<br />
A card-making workshop held recently proved so<br />
successful and will be repeated in July.<br />
Update On The Magpie Centre<br />
The quiz with hog roast supper, held on April 27th at<br />
Stowbridge Village Hall, was a fantastic success. More<br />
than 100 eager trivia experts in 18 teams tackled a<br />
wide range of questions, plus dingbats and mystery<br />
pictures. Highlight of the evening was, of course,<br />
the food: the hog roast, with vegetarian option, plus<br />
salads and desserts made by volunteers. The evening<br />
raised £1,000 for the Magpie Centre, home of West<br />
Norfolk Riding for the Disabled Association, one-third<br />
of whose £130,000 annual budget has to be raised<br />
by events such as this, so we are hugely grateful to<br />
everyone who participated.<br />
Note for your diary: the next Quiz with Hog Roast will<br />
take place at the same time and venue on Saturday<br />
October 19. Watch this space for details of how<br />
to book. Next up is the Magpie Centre Open Day,<br />
scheduled for Sunday June 23 from 11.00 am to 3.00<br />
pm at Wallington Hall, South Runcton, PE33 0EP. Find<br />
us on the A10, about three miles north of Downham<br />
Market. Admission is FREE and there’s plenty of<br />
parking, so now’s your chance to find out who we<br />
are and what we do. In a nutshell, we provide 130<br />
riding and carriage driving lessons a week to people<br />
of all ages and with a wide range of physical and<br />
learning disabilities. The Open Day will feature pony<br />
rides, carriage drives, demonstrations and lots of<br />
fun for the children. Refreshments, including locallysourced<br />
burgers, tea, coffee, cold drinks and cakes<br />
will be available all day. What’s not to like? We look<br />
forward to seeing you at the event.<br />

Age Concern <strong>Swaffham</strong> & District<br />
In April our more intrepid members had a coach visit to what was called “Sea Shells and Bomb<br />
Shells”, ably organised by John Clarke. The sea shells bit was the “Shell Museum” at Glandford<br />
and the bombshells part was the huge Muckleborough Military Collection at Weybourne – most<br />
impressive. We normally arrange three or four trips out per year with the remaining monthly<br />
meetings “in house”. If you haven’t been to one of our events before, and you are 55 years<br />
or over, do please come along to one (see below) where members enjoy a free afternoon of<br />
entertainment. You can join our Group (a registered charity) there – we usually meet on the last<br />
Tuesday in each month, 2 pm in the Assembly Rooms. You can also contact our Membership<br />
Secretary Vicky, see details below. The annual membership subscription is £5.<br />

SCALGA<br />
Greetings from the allotments<br />
Unfortunately, because we have to send our<br />
<strong>Newsletter</strong> well in advance I have been unable<br />
to be up to date with current “happenings” at the<br />
Allotments.<br />
In the past we have had petty theft and silly damage<br />
done. A few sheds have been broken into but on the<br />
whole this is an aggravation. In Late April however,<br />
things turned really nasty. A pack of children made a<br />
habit of invading both Tumbler Hill and Shouldham<br />
Lane sites. Not only did they damage, they stole<br />
Cock and Hen birds. The cocks, we are told, can<br />
be used for cock fighting but the poor hens were<br />
mutilated by having their combs and wattles cut off<br />
and left dead or dying in a hedge near the Fakenham<br />
Road. This cruelty is beyond the pale even the most<br />
off hand gardeners were appalled. The Police were<br />
involved and have given SCALGA the utmost support.<br />
Unfortunately, real proof is needed in the shape of<br />
photos or positive eye witnesses. Steps have been<br />
taken to try to safeguard plot-holder’s sites. This<br />
cannot however bring back what has been lost. It is<br />
in the interest of everyone to stay alert and PLEASE<br />
contact the Police. It may not seem that action is<br />
being taken but cases are built and information<br />
amassed ready for use.<br />
On a happier note, things are growing apace. We<br />
had a very dry start in April just when young plants<br />
need the most water. The sweet corn romped away<br />
but the potatoes were very slow to show, we hope<br />
that they will catch up and be ready for eating with<br />
summer salads.<br />
Our starter plots are currently fully let and planted. It<br />
was a slow start but the warmer weather encouraged<br />
people to “have a go”. Even on a small area it is<br />
surprising what variety can be achieved.<br />
When sowing seeds it is best to plant in rows so<br />
when they pop through you can tell seedlings from<br />
weedlings. I also sprinkle a bit of dark compost over<br />
them, again to highlight where they are. Manys the<br />
time in a fit of efficiency I have gaily started to dig up<br />
plantlings.<br />
Fail safe annuals are: - Love in the mist (nigella),<br />
Californian poppies, cornflowers, larkspur, poached<br />
egg plant, Ladybird poppy and Opium poppy. These<br />
alone can give a lovely show without too much toil<br />
and angst.<br />

Book Groups<br />
<strong>Swaffham</strong> Library’s new book group, the <strong>Swaffham</strong><br />
Sleuths, is focusing on stories of murder, mystery and<br />
intrigue. The group meets every second Friday of the<br />
month to talk about the books they’ve been reading<br />
and will be discussing My Criminal World by Henry<br />
Sutton at their next meeting. Book groups are a very<br />
popular and sociable activity to get involved with and<br />
are supported by the Norfolk Library and Information<br />
Service with special terms for reservations and loan<br />
periods as well as access to a large collection of titles<br />
with multiple copies available. Speak to a member<br />
of staff at the library if you would like to join a book<br />
group, or perhaps start a group of your own.<br />
Library Friends<br />
The Library Friends are busy planning some super<br />
summer events at the library! Between 21st-23rd<br />
June 2019, communities up and down the country<br />
will be getting together to celebrate kindness, respect<br />
and all we have in common at part of the Great<br />
Get Together in honour of the late Jo Cox MP. You<br />
are invited to join the <strong>Swaffham</strong> Library Friends on<br />
Saturday 22 June, 1-3pm for their Strawberry Tea<br />
Great Get Together event for a friendly chat and a<br />
cuppa with sandwiches, scones and strawberries.<br />
Booking is required, and the Strawberry Tea will<br />
cost £1.50 per person. Funds raised will go towards<br />
future community events organised by the library<br />

<strong>Swaffham</strong> Jazz Club<br />
For May’s session we welcomed Bays River Jazz,<br />
which consists of Mark Jolly, electric violin - Peter<br />
Pease, guitar - John Temple, sax and clarinet - Ian<br />
Hireson, bass guitar - Diana Hare and Hugh Lynch,<br />
vocals.<br />
Having a violinist is a first for the Club. The violin is<br />
a great rarity in Jazz for two basic reasons. Firstly<br />
it has a comparatively soft sound (which is why<br />
symphonic orchestras can have up to 32 of them at<br />
a time!) and secondly, nearly everyone who takes<br />
up the violin expects to be playing classical music.<br />
Mark started on the instrument at an early age in<br />
his parents’ folk group, before moving on to Jazz.<br />
Also, playing an amplified instrument overcomes<br />
the lack of volume.<br />
Mark has an excellent technique, exemplified in his<br />
ability to play double stopping (ie. playing on two<br />
strings at once) for long stretches. I really liked his<br />
silky tone and his sparing use of vibrato, though he<br />
can use it quite passionately as demonstrated in<br />
'Dream a Little dream of Me'.<br />
One of the most interesting pieces was their<br />
version of the Glen Miller Big Band classic 'In the<br />
Mood' which worked surprisingly well in such a<br />
small group and really swung.<br />
Hugh sang a much appreciated tribute to Doris<br />
Day who had passed away the previous day. Diana<br />
got the second set off to a lively start with 'All of<br />
Me' and followed it up with 'That Old Black Magic'<br />
which had some good sax soloing. 'As Time Goes<br />
By' - sung by Hugh - had an interestingly sparse<br />
intro, just bass and guitar, with some great violin<br />
interjections once he started to sing.<br />
The evening ended with a really beautiful<br />
performance of 'Cry Me a River' with Diana and the<br />
band making a perfectly balanced sound.<br />

For those of you who don’t already know, we<br />
show a film in the Community Centre on the third<br />
Wednesday of each month at 2pm. We try to select<br />
a varied choice of films to cater for all tastes, but<br />
realise we might not always get it right. Therefore,<br />
we want to ask for your suggestions, would you like<br />
more comedy, drama or documentaries?<br />

<strong>Swaffham</strong> Arts<br />
AGM<br />
We are glad to have made it safely to the end of<br />
another year of <strong>Swaffham</strong> Arts, and grateful to all the<br />
artists who came to entertain us.<br />
In the autumn the concerts we planned turned<br />
into a Baroque Season, which was a great success.<br />
The chamber orchestra Norwich Baroque, Norwich<br />
Baroque Quartet, and Tale Dolce Musica brought<br />
wonderful performances of the wide variety of music<br />
from this period.<br />
To celebrate Christmas we again joined in the Parish<br />
Church Festival of Trees, and collected money for<br />
the charity Musicians in Hospitals. The <strong>Swaffham</strong><br />
Shantymen came to sing for us at our members’<br />
afternoon.<br />
Believing wholeheartedly in the value of live<br />
performances, we repeated our invitation to Garlic<br />
Theatre Puppets for our children’s afternoon. We<br />
had a good audience of enthusiastic and attentive<br />
children, but there would have been room for more!<br />
We had a really good audience for the poetry of<br />
Lewis Buxton and friends Anna Cathenka and Molly<br />
Naylor. There seems to be a real interest in this form<br />
of writing, and they were well received.<br />
The evening of Traditional Jazz with Barry Tyler was<br />
nearly a disaster, with one car broken down near<br />
Lakenheath, and the banjo player having a lapse of<br />
memory! But the band minus one started only half an<br />
hour late, and were immediately forgiven by the jazzlovers;<br />
and when the banjo player, who was also the<br />
singer and had driven all the way from Surrey, arrived<br />
just as the second half was about to start, he was<br />
greeted with a cheer – what a hero!<br />
Local talent, Ella McCready has a wonderful voice and<br />
is now making her mark further afield. Accompanied<br />
by her father, Ivan, on cello and Ian McGregor on<br />
piano, she sang a wide range of songs with remarkable<br />
maturity, and the calls for an encore signalled the<br />
appreciation of her listeners.Thanks go to everyone<br />
who has helped us this year; to the artists who journey<br />
to <strong>Swaffham</strong>; to our membership who encourage us;<br />
and to all our audiences who support us.<br />
Our new programme will be out soon. We look forward<br />
to seeing you next season, starting in September with<br />
the Sheringham Shantymen.<br />

<strong>Swaffham</strong> History Group<br />
This scene of <strong>Swaffham</strong> may still be recalled by<br />
older residents of the town. It is a postcard of the<br />
Pedlar town sign and has the date September 1961<br />
written on the back, although the photograph may<br />
have been taken in the late 1950s.<br />
Thank goodness all the various road signs have<br />
been removed from the positions shown, so the<br />
Pedlar can now be seen in his true glory. Looking<br />
down London Street the shop with its blinds down<br />
was the Aldiss Drapery department, a company<br />
which had been trading since the early 1860s. The<br />
tall white building further down was originally<br />
Plowrights, the famous ironmongers, before it was<br />
converted into the present shopping arcade. The<br />
name of Plowright was first mentioned in <strong>Swaffham</strong><br />
parish records as early as 1457.<br />
The building between Aldiss and Plowrights is<br />
Fitzroy House, the then home of the <strong>Swaffham</strong><br />
Rural District Council. This is now an estate agents<br />
with various offices above.<br />
The History Group still welcomes new members,<br />
particularly anyone interested in undertaking<br />
research. Our next meeting is due to take place on<br />

Women’s Pension Campaign<br />
Gaining NCC Support<br />
Norfolk campaigners adversely affected by pension<br />
reforms have gained the support of Norfolk County<br />
Council to help them keep their plight on the agenda.<br />
Members of the Norfolk Broads – PAIN (Pension<br />
Action in Norfolk) Group met the Leader of the<br />
Council Andrew Proctor at County Hall to hear that<br />
the Council had almost unanimously passed a motion<br />
to back more than 45,000 women in the county<br />
who were born<br />
in the 1950s<br />
and 1960s and<br />
have had their<br />
state pension<br />
age increased<br />
twice, from 60<br />
to 66 by 2020.<br />
Mr Proctor will<br />
now write to<br />
the Secretary of State for Work and Pensions to<br />
call on the Government to reconsider transitional<br />
arrangements for affected women.<br />
The Norfolk Broads do not expect the state pension<br />
age to go back to 60 but they do claim women were<br />
given insufficient personal notice by the Government<br />
about the changes. Many have been left in financial<br />
hardship as they were unable to make alternative<br />
pension plans in time. The Group’s leaders, Lynn<br />
Nicholls, Lorraine White and Annette James, thanked<br />
Judy Oliver, County Councillor for Sheringham and<br />
Chairperson of the NCC Pensions Committee, for<br />
her help and for putting the motion forward to the<br />
full Council. They said “we are delighted to gain<br />
this support which helps keep the pressure on the<br />
government to right a wrong affecting not only us<br />
but our children and grandchildren in the future”.<br />
The group, which has over 200 members, campaigns<br />
against the increase in state pension age for women<br />
born in the 1950s and 1960s. A judicial review into<br />
statepension changes is due to be heard in London<br />
on 5 and 6 June.<br />

and Narvos, (Nar Valley Ornithological Society) are<br />
promoting awareness by holding an information stall<br />
on <strong>Swaffham</strong> Market on Saturday, June 29th. There<br />
will be Swift nest boxes for sale, information, survey<br />
details and a chance to find out more.<br />

CELEBRATING<br />
President’s Corner<br />
<strong>Swaffham</strong> 5<br />
The last month has been a mixture of planning for<br />
future events for our continuing celebration of our<br />
50th Anniversary (which goes on until 31st December<br />
2019) and the preparation for the next Rotary year<br />
which starts on the 1st July 2019 with our next<br />
President Steve Ward.<br />
Last month we followed up our donation to the<br />
work of Leeway by inviting their Residential Service<br />
Manager and their Manager of Safe Houses to talk to<br />
us. They gave illuminating and moving presentations<br />
on the work of Leeway who support adult, children<br />
and young people who are experiencing domestic<br />
abuse. The latter does not just mean violent<br />
behaviour. They use the terms domestic violence and<br />
YEARS<br />
This year we are again sponsoring a young candidate<br />
for RYLA - Rotary Youth Leadership Award. This is an<br />
intensive leadership experience at Graffham Water<br />
lasting one week. Young people from ages 18 to<br />
30 develop their skills as a Leader while having fun<br />
and making connections. Every year thousands of<br />
young people take part at similar venues around the<br />
Country, our area using the excellent facilities and<br />
trainers at Graffham Water. The course which costs<br />
between £500-£600 involves a challenging outdoor<br />
experience, group games,trust events,ropes course,<br />
business methods, public speaking and problemsolving<br />
skills, thus teaching values such as democracy<br />
equality and peace. We have found that those<br />
participating return home much wiser and stronger<br />
in so many ways after this excellent course for young<br />
people.<br />

Once again our Rotary Club are pleased to sponsor<br />
the £1200 fee for Professional Writer Helen Moss<br />
to become the Professional ‘Writer in Residence’<br />
at Litcham School. Following our past support<br />
excellent award winning results have resulted from<br />
the pupils there due to her continuing input. Helen is<br />
also organising and will judge a writing competition<br />
between infant schools in the area.<br />
Again we are organising our annual Stroke Awareness<br />
day on June 8th at the Assembly Rooms 9am to<br />
1.30pm. Come along and have your blood pressure<br />
checked for free. We know that we have saved lives<br />
in the past by organising this day.<br />

Last month we were horrified to learn of the<br />
<strong>Swaffham</strong> Infants School Reading Garden had<br />
been vandalised for the 3rd time since it opened<br />
in September. Their higher level teaching assistant<br />
and Forest School leader Cara Butters spoke of her<br />
heartbreak at yet another mindless attack in which<br />
the swing was ripped down and broken, the wooden<br />
see-saw was split in half and the willow dome was<br />
pulled up in places. They had worked hard to make<br />
this area a rich learning environment for the children.<br />
Therefore I visited the School, saw the site and spoke<br />
with the Head Teacher Marion Link regarding the<br />
help we could give. I am pleased to say that the Club<br />
immediately voted to donate £200 towards their<br />
crowd- funding Appeal to remedy the damage.<br />
Meanwhile as a Club we continue to enjoy fellowship<br />
on a weekly basis. If you would like to learn more<br />

<strong>Swaffham</strong> Players have completed their run of “A<br />
Little of What you Fancy”. The show, was in the<br />
popular Old Time Music Hall format, and included<br />
a variety of songs and sketches, old favourites<br />
as well as some more modern offerings. Nearly<br />
all the active members of the society took part,<br />
showcasing a wide range of talents and styles. It was<br />
presented in the friendly, intimate atmosphere of<br />
the <strong>Swaffham</strong> Conservative Club. Audiences joined<br />
in enthusiastically with the chorus numbers, and<br />
seemed to thoroughly enjoy their evening.<br />
We will be holding our AGM later in May. Apart from<br />
the usual agenda items, we will be discussing our<br />
next play, to be presented on 18th and 19th October,<br />
possible ways to expand our types of show to appeal<br />
to the widest audience, and ways to celebrate our<br />
50th anniversary next year.<br />

Wissey U3A<br />
On the 2nd May there was a Special General Meeting<br />
(SGM) which was a precursor to the Annual General<br />
Meeting (AGM) on 4th July. The SGM, which was well<br />
attended, enabled members to question, discuss<br />
and debate the work done by members on the<br />
Committee. A presentation by a representative of<br />
the Nat West Bank entitled ‘Friends against Scams’<br />
will be on 6th June. This presentation, which is in<br />
conjunction with Norfolk Trading Standards and the<br />
Police, is sure to be very popular with U3A members.<br />
There was a visit to the Museum of Gas and Local<br />
History in Fakenham on 16th May which will be<br />
followed by another visit on 20th June.<br />
The U3A is an international movement whose<br />
aims are the education of retired members of the<br />
Community or those in their ‘Third Age' of life.<br />
U3A membership is open to any individual who by<br />
definition is not in full-time gainful employment,<br />
so anyone working ‘part-time’ can also apply for<br />
membership. By definition, the U3A is non-political<br />
and non-religious. Wissey U3A meetings are held at<br />
Holme Hale’s Pavilion on the first Thursday of the<br />
month from 09.45 until 12.00 mid-day.<br />
Membership of the Wissey U3A can help those<br />
who may be living alone and feeling isolated or for<br />
anyone who has recently moved to the local area<br />
and would like to make new friends. As one member<br />
said, ‘The U3A has enhanced my social life, allowed<br />
me to form valued new friendships and provided me<br />
with knowledge and entertainment.' Another spoke<br />
of an immediate introduction to a community and<br />
realising that it’s never too late to learn something<br />
new. Members of the Wissey U3A can take part in a<br />
wide variety of activities. Currently, some activities<br />
do have waiting lists however members can ask to<br />
join groups such as ‘Family History’, Rambling, Tenpin<br />
Bowling and Walking. There are currently over<br />
30 interesting activity groups. If you have a hobby or<br />
pastime which you would like to share with others<br />
why not make enquires about joining the Wissey<br />
U3A. Group leaders only need an interest in a subject<br />
and to be prepared to share their knowledge with<br />
other like-minded members.<br />

Daredevil pilots celebrated in new show!<br />
This year is the centenary of one of the greatest<br />
moments of aviation history and a truly British first<br />
– the first ever non-stop flight across the Atlantic,<br />
completed by British aviators Capt John Alcock and<br />
navigator Lt. Arthur Brown. To mark the occasion<br />
the nail-biting, side-splitting true story of this<br />
daredevil flight has been turned into a rip roaring<br />
play and is set to tour Breckland rural venues as<br />
part of Breckland Council’s Silver Social project.<br />
‘Those Magnificent Men’, by acclaimed writing duo<br />
Mitchell & Nixon, tells the story of the intrepid<br />
duo who made the first non-stop transatlantic<br />
flight in a modified First World War Vickers Vimy<br />
bomber, flying not only through dense fog, sleet,<br />
snow and hail – sometimes upside down – from<br />
Canada to Ireland. Starring Radio 4 regular David<br />
Mounfield (‘Count Arthur Strong’s Radio Show’)<br />
and writer/performer Brian Mitchell (‘The Ministry<br />
of Biscuits’), they will endeavour to tell the epic<br />
tale with just cardboard, two stools and some leftover<br />
props!<br />
The Silver Social project is an ambitious programme<br />
of daytime events aimed at older people, in<br />
community venues across Breckland. The project<br />
uses a range of art forms, delivered by professional<br />
artists, to promote participation and independent<br />
living in our communities. The Silver Social holds<br />
events in libraries, village halls and other familiar<br />
community spaces, in target areas across Breckland<br />
including Dereham, <strong>Swaffham</strong>, Attleborough,<br />
Watton, Thetford, Ashill, Necton, Shipdham and<br />
Harling. The scheme is funded by the Arts Council<br />
England, Breckland Council and Norfolk County<br />
Council. Transport can be arranged for participants<br />
with travel issues.<br />

<strong>Swaffham</strong> Community Hospital LOFs<br />
Now into spring and our newish garden at the<br />
rear of the hospital is looking good. We hope to<br />
maximise its use for both occasional events and<br />
primarily for the wellbeing of the patients.<br />
As you are aware the hospital beds are always full<br />
and the staff cope daily with more patients of a<br />
higher dependency. Also, because the hospital<br />
has a large catchment area it does mean at times<br />
that local <strong>Swaffham</strong> residents can not access all<br />
services.<br />
We are still in dialogue with the Hospital Trust<br />
regarding the purchase of the “high tech” patient<br />
bedside chairs. More news soon.<br />
Thanks to all who supported the last coffee<br />
morning at the Methodist Church. Our next one<br />
is planned for Saturday 21st September.<br />
On Wed 15th May we participated in the annual<br />
“health roadshow” in town. This is where lots of<br />
organisations associated with health matters get<br />
together to promote well being and keep you<br />
informed.<br />
Our last fundraising event was on Saturday 18th<br />
May in the Assembly rooms at 7pm. This timewe<br />
had something new, James Parry, a Norfolk based<br />
writer talked about a lady called Emma Turner<br />
who is a well known photographer and naturalist.<br />
It was a social evening with a welcome drink,<br />
cheese and wine, plus pay bar. It proved to be an<br />
entertaining evening.<br />
On the afternoon of Sunday 14th July we plan to<br />
hold a garden party/fete at the hospital seeking<br />
to involve as many patients as possible. More<br />
publicity on this later. Bring the children as well.<br />
On 7th September it will be time again for our<br />
town street collections. Help is always welcome<br />
for this, so lend a hand if you can.<br />
On a more formal note, as a charity we hold an<br />
annual general meeting to formally adopt last<br />
year's accounts and a chairman's report. This took<br />
place at 2pm on Monday 13th May in the meeting<br />
room at the hospital. It was an open meeting and<br />
gave the opportunity for members of the public to<br />
learn more about what we do. As ever we welcome<br />
new people to join our small committee and help<br />
us with our activities. If you think you might be<br />
interested, call me for an informal chat.<br />
We have received some lovely letters and<br />
donations from past patients and their families.<br />

In May most of our time was taken up selling tickets<br />
for our Grand Draw, which took place at our 1950s<br />
Supper Dance held at Stanley’s on 17th May. Thanks<br />
to Asda, Tesco and <strong>Swaffham</strong> Market for allowing us<br />
to sell our draw tickets. Hopefully we will have made a<br />
good amount to donate to Charities for the homeless.<br />
On the social front, we entered a team in the <strong>Swaffham</strong><br />
Lions St. George’s Quiz, and some of us went to see<br />
the <strong>Swaffham</strong> Players Music Hall “A Little of What<br />
you Fancy”, which was an enjoyable and entertaining<br />
evening.<br />

British Radicalism:<br />
From the Peasant's Revolt to the present<br />
In Britain we have a long and fascinating history of<br />
individuals and groups who have asked awkward<br />
questions of the establishment and challenged the<br />
status quo. We are proud of our rights and freedoms<br />
and look back on a long history of struggles to<br />
transfer power from the rich and powerful, usually<br />
the king, to the ‘common’ people. Magna Carta, the<br />
Peasants' Revolt, the Levellers, the Great Reform Act<br />
and the Suffragettes have all played their part in this<br />
radical tradition.<br />
<strong>Swaffham</strong> RBL<br />
I am delighted to announce that the<br />
2018 Poppy Appeal now stands in<br />
excess of £25,000 and will continue<br />
until September 2019.<br />
In April we held an Awards Evening,<br />
where something like 67 awards were presented by the<br />
County Poppy Appeal Organiser Lynn Hatch.<br />
Certificates are awarded for 5 and 10 year service.<br />
There are also different badges brooches and tie pins<br />
for those whose service amount to 15 and 20 years.<br />
That is really good going but for those stalwarts who've<br />
served even longer there are 30, 35, 40 and also 55 and<br />
60 year medals and Bars.<br />
In a forthcoming day school organised by <strong>Swaffham</strong><br />
WEA tutor Chad Goodwin will be examining these<br />
events and movements and looking at their place<br />
in British history. He will also address the questions:<br />
does any unfinished business remain? are there still<br />
more freedoms to fight for? In the current era of<br />
political uncertainty this course is bound to have a<br />
special relevance and be particularly stimulating and<br />
thought provoking.<br />
As always for WEA courses no skills or experience are<br />
needed - just bring an open mind, and a willingness<br />
to join in the discussions.<br />

Also, a personal thank you to those of you who voted<br />
to support me as a Town Councillor for the next 4 years.<br />
I must also take this opportunity to thank our Town Hall<br />
staff and all previous Councillors for their support to me<br />
over the last year, and the many community groups and<br />
organisations across <strong>Swaffham</strong> for their valuable input<br />
into making <strong>Swaffham</strong> our great Market town.<br />
On local news, firstly to say that we understand the<br />
independent report on the future of Leisure facilities for<br />
<strong>Swaffham</strong> is now with Breckland and hopefully will be<br />
released fairly soon. Work on renovating the toilet block<br />
at the Recreation Ground, Haspall’s Road has started,<br />
and you will soon start to see the results - thanks goes<br />
to a number of local business people who, alongside<br />
the council are undertaking much of the work.<br />
By the time you get this we will have held our second<br />
successful “Sheep Fair” on the market – it promised to<br />
be bigger and better than last year, so I hope you all<br />
enjoyed the day.<br />
It’s a 2nd year of annual events - with Norfolk Day<br />
on Saturday July 25th and Dads Army Day with the<br />
Thetford museum volunteers and Timescape joining us<br />
again on Saturday 3rd August.<br />
The 3rd annual Car Event and Family fun day is<br />
scheduled for August Bank Holiday Sunday at the<br />
Recreation Ground and promises to be an attractive<br />
and enjoyable day out for everyone.<br />
Unfortunately, there is no update on the future of the<br />
Green Britain Centre – as you may recall this property is<br />
owned by Breckland Council who are currently seeking<br />
new tenants<br />
Finally, I was so pleased that a majority vote was<br />
recorded to adopt the <strong>Swaffham</strong> Neighbourhood Plan.<br />
This has been 3 years in the making and with the support<br />
of the community we now have a comprehensive<br />
development plan that certainly gives the town a lot<br />
more influence on planning matters.<br />

A report by the Mayor Cllr Colin Houghton given to<br />
the Annual Town Assembly on 24th April 2019: -<br />
Forthcoming Elections - 4 Councillors are not<br />
standing for re-election, Cllrs Brenda Bowler and Jan<br />
Buckley-Stevens have served for 4 years, both Anne<br />
Thorp and Terry Jennison have served for much<br />
longer and both have served the town as Mayor. In<br />
the Breckland elections Cllr Shirley Matthews was<br />
standing down after serving 28 years as a Breckland<br />
Councillor. All retiring Councillors were thanked for<br />
their service to the town.<br />
Neighbourhood Plan – all were encouraged to<br />
vote at the referendum. A Yes vote would earn<br />
the Plan the same status as Breckland Local Plan,<br />
when determining planning applications for the<br />
development of the town. Tribute was paid to<br />
our willing band of volunteers working alongside<br />
Councillors, Staff and Rachel Leggett and her team of<br />
experts. It has been a labour of love at times, and a<br />
lot of hard work getting a credible document that can<br />
be used for the next 20 years - our grateful thanks<br />
to all, but especially Rachel who has steered the<br />
Steering Group through to the end.<br />
Events - the Town Council have been involved in the<br />
past year with the re-launch of a Sheep Fair in May,<br />
a spectacular visit of the Grenadier Guards Band in<br />
June (in conjunction with the RB Legion), a Vintage<br />
Car Event and Funday on the Rec, a Dad’s Army Day<br />
at the Market, the town rising to the occasion with<br />
fantastic Poppy Displays all around the town with<br />
the Market Cross as a focal point in the Town Centre,<br />
and of course the Christmas Lights Switch-on and<br />
Christmas Market in December.<br />
Market - 4 years ago we were also part of the 800-<br />
year celebrations for <strong>Swaffham</strong> Market. The Market<br />
has slowly but steadily had an upturn in the past 12<br />
months. The Auction is as popular as ever. There<br />
is a good selection of stalls, always with room for<br />
more. We have 10 new market stalls purchased in<br />
conjunction with Watton Town Council, following<br />
a successful joint grant application. This project is<br />
due to launch very soon, and we hope can take our<br />
Market onwards and upwards to the next level.<br />
Twinning - our twinning partnership with Couhe in<br />
France and Hemmoor in Germany reached its 50-<br />
year milestone back in September 2018. The Mayor<br />
led a contingent from the town to Couhe, and a new<br />
twinning charter was signed, after working on a<br />
modification to bring the partnership pledge up to<br />
date and hopefully to stand the test of time for the<br />
next 50 years. The world has changed immeasurably<br />
in the past 50 years, and yet the friendships remain<br />
strong between the three towns, who celebrate their<br />
different cultures and their similarities.<br />
Watton and <strong>Swaffham</strong> Focus Group - continue to<br />
meet bi-monthly and this liaison is starting to pay<br />
off dividends, with the appointment of Sue Dent<br />
our Project Support Officer last June, working across<br />
the two towns 18.5 hrs each week in Watton and<br />
in <strong>Swaffham</strong>. Already Sue has brought in grants<br />
in excess of her annual salary and has raised the<br />
profile of the town in many mediums, promotion<br />
is on-going, event organisation is building, and the<br />
building blocks are being laid for a solid foundation<br />
for the future in both towns. There is so much more<br />
to do though...<br />
Days Field - was previously up for sale for 18 months<br />
or so, it is currently off the market. The Town Council<br />
narrowed down their options to a straight sale, a<br />
partnership arrangement or to borrow £6 million to<br />
build out the site. Each option has different merits<br />
and potential benefits to the town, as the Council<br />
would like to retain some of the housing to rent in<br />
the private sector as an income generator. There was<br />
a Public meeting that started to debate some of the<br />
complex issues surrounding this potential project.<br />
It was then decided by the Council to defer a final<br />
decision to the new Council following the elections<br />
in May, likely to be around July 2019. It remains a<br />
potential windfall for the town. The Town Council<br />
are currently going through a re-application process<br />
for outline planning permission for 51 dwellings, this<br />
is in order to protect their investment in the site,<br />
whichever option is finally chosen to take the project<br />
forward.<br />
Town Centre Project - the Buttercross has been<br />
refurbished, with a lot of the stonework being<br />
replaced and the columns have been repaired and<br />
repainted. The electrics have been brought up to<br />
date, with a power supply to the Buttercross, lit<br />
bollards surrounding the Buttercross and lights<br />
underneath the dome. Some of the cobbles have<br />
been flattened out or repaired, there are now power<br />
points for Market traders to plug into, there are two<br />
electric car charging points and 6 new streetlights.<br />
The most controversial issue for this project was a<br />
brick built UKPN power supply cabinet, to power<br />
all of the electrics and two car park ticket machines<br />
for Breckland Council. It was something that was<br />

equired by UK Power Network and the Town Team<br />
have come up with a way of disguising it, by moving<br />
some of the display panels to three sides of the<br />
structure and removing the triangular boards which<br />
are also close to the Buttercross. This work should be<br />
completed sometime in May or early June.<br />
Flags and Flag Poles – another new initiative this<br />
year, was to purchase 100 flags and flag poles, a<br />
combination of Union Jacks, St. George’s Cross and<br />
Norfolk Flags were put up around the Town. The<br />
Council will be repeating this from 1st May through<br />
to the end of September this year + ad-hoc days/<br />
events.<br />
Air Quality – we are still awaiting DEFRA’s response<br />
to the Air Quality Action Plan prepared by a Steering<br />
Group including representatives from Norfolk County<br />
Council, Breckland Council and <strong>Swaffham</strong> Town<br />
Council. Some of the proposed actions we hope can<br />
be taken forward in the years to come, as we try<br />
and address this very serious issue, mainly in Station<br />
Street, but in the area from the traffic lights to the<br />
mini roundabout on the A1065 too!<br />
Network Improvement Strategy – we have had an<br />
interim report; we await a more detailed report. This<br />
carries on from the work that was started last year<br />
with Norfolk County Council. <strong>Swaffham</strong> was one of<br />
five towns receiving £20,000 to get their strategy<br />
completed. The idea being to provide baseline data<br />
to support the case for improvements to mitigate and<br />
complement the development of the town. The key<br />
to the next stage is to get money allocated in order to<br />
get some of the improvements implemented.<br />
Breckland Local Plan – is almost there, we hope to<br />
have a fully adopted plan later this year.<br />
<strong>Swaffham</strong> <strong>Newsletter</strong> – remains a good source of<br />
information, and we are grateful to Iceni Partnership<br />
for their commitment to keeping a high standard<br />
community newsletter coming through our doors.<br />
Grateful too to our willing team of volunteer<br />
deliverers who deliver to every door in the Town.<br />
There is always room for more volunteers, as we<br />
would like to reduce the burden on our current band<br />
of volunteers, even if it is to cover for their holidays<br />
now and again. If you would like to help, we would<br />
like to hear from you.<br />
Leisure Centre Feasibility Study – we were invited<br />
with other stakeholders to a meeting with the<br />
consultants at the start of this process back in<br />
February. The brief is to carry out this feasibility study<br />
for a dry facility to enhance or replace the current<br />
Leisure Centre at Hamonds Academy site. The results<br />
of the study are currently awaited, as Breckland have<br />
a meeting with the consultants later this week and<br />
the final report is expected in mid-May, just after the<br />
Local Council elections.<br />

Any Other Business – there is of course so much<br />
that we could have mentioned in this report, things<br />
that are dealt with day to day, and by the Council at<br />
every Council or Committee meeting. Not in the least<br />
of these in recent months has been dealing with a<br />
traveller incursion at the Orford Road Playing Field<br />
and the subsequent clear-up operation. There is often<br />
issues in need of our attention, to that aim there is<br />
a public open forum at every Council meeting of 15<br />
minutes where you can ‘have your say’ and address<br />
the Council.<br />
FINANCE: Budget 2019-20 & Accounts 2018-19 by<br />
the Town Clerk Richard Bishop<br />
Precept - <strong>Swaffham</strong> Town Council decided to put up<br />
their Precept (Council Tax) to £156.56 at Band D at<br />
their Budget meeting in January for 2019-20 starting<br />
this month, an increase of £1.57 per year. Councillors<br />
also agreed to take advantage of an increase in their<br />
Council Tax Base from 2538.80 to 2602.90 as the Town<br />
is expanding there are now more people living in the<br />
Town to share the Council Tax burden, otherwise the<br />
increase could have been higher. This has meant that<br />
the Town Council have been able to increase their<br />
Precept from £393,500 to £407,500, thus following<br />
a 5.6% increase for the previous financial year with<br />
a 1% increase in the year just started on 1st April. As<br />
the Town expands it means that the Town Council is<br />
taking on more Play Areas, Open Spaces and Street<br />
Lights, so the additional income will be needed to<br />
pay for more services delivered locally.<br />
The Budget - The outgoing Council has just set the<br />
budget for the incoming Council; they are in the final<br />
stages of their 4-year term. The task as always is to<br />
see that there are sufficient funds to manage the<br />
services and facilities we have in the Town, whilst<br />
not burdening the Council Taxpayer with larger than<br />
necessary increases in what they have to pay.<br />
Council Tax Support Grant - For 2019-20 Breckland<br />
Council have finally removed the Council Tax Support<br />
Grant, having reduced it year on year over the past<br />
three years. The Town Council must now manage<br />
this loss of income by monitoring its expenditure to<br />
ensure good housekeeping.<br />
Council Tax - Government have given us a bit of<br />
breathing space at least one more year on the<br />
question of whether Parish & Town Councils should<br />
be included in a referendum policy (which both<br />
Breckland and County Council have now), whereby<br />
a percentage increase is set by government and<br />
local councils can only go above this by winning a<br />
referendum. The coming years will see many more<br />
changes and challenges put before the Town Council.<br />
The Council Taxpayer in <strong>Swaffham</strong> at Band D last year<br />
paid £1,790.74 this was shared out as follows: -<br />
