After months of training we all made it across the 

finish line. It was an amazing and emotional day for 

us all and will remain with us forever.

Iceni Partnership is a charity, working to empower, enrich, 

promote and add lifestyle value to all people in Swaffham 

and surrounding parish areas. Initiatives including hosting 

help programmes, community project funding, events, 

meetings, affordable hall hire which includes both the 

Community Centre and the Assembly Rooms. 

The Community Centre, which has a long-standing reputation 

for its service to the local community and the positive impact 

on the lives of it service users, is committed to promoting 

excellence and inclusivity within all the services it offers. 

Due to retirement, we have an opportunity for a full time, 

permanent Community Centre Manager to manage both the 

Community Centre and the Assembly Rooms: to ensure and 

improve the performance, productivity and efficiency of the 

two venues through effective operations, whilst supplying 

excellence in customer service.

times a year, offering grants for a specific purpose for 

the relief of persons resident in the area of benefit 

(i.e. Swaffham) who are in need, hardship or distress.

Upcoming Events 

Car Boot Sale Swaffham Rugby Club, Saturday 1st June from 10am – 2pm 

with a charge of just £5 per car entry. Cars will be allowed access from 9am and 

this is open to anyone and everyone who fancies earning a few pennies whilst 

clearing out their garage or loft before the summer arrives. The bar will be open 

and hopefully we will also have a food stand there as well. All proceeds will of

West Acre Village Fete Saturday 15th June, 1pm - 4pm, in the lovely grounds 

at Abbey House (behind the Church). £1 adults, 50p children (5-16 years). Events

game, coconut shy, human fruit machine, bowling for the pig and tombola. Also 

birds of prey, art\crafts and West Acre Garden plant stalls + raffle, bar, BBQ, Trout

Celebrating 100 years Archive items from West Acre Miniature Furniture

Nar Valley Ornithological Society (NarVOS) Social Evening 

Tuesday 25th June 2019, 7.30pm at the Barn Theatre, Sacred Heart Convent 

School, Swaffham. Access and parking from Sporle Road. Please come along 

to a NarVOS Social Evening including short presentations on: • Birding in the 

Atlantic Rainforests of Brazil • Logging Bird Sightings on Birdtrack • Action for 

Swifts. Allan Hale will talk about Brazil, Ken Bayliss about BirdTrack and Annie 

Bird about Swifts. Just part of the NarVOS Social evening where we invite 

members and visitors to bring along books, photographs, paintings or anything

Sporle Open Gardens Sunday 30th June, 12 - 5pm, maps from

Beachamwell Open Gardens Sunday 30th June 2019, 12 noon – 5 pm. A 

large variety of beautiful gardens. Light lunches and teas in the Village Hall. The 

Shanty Singers will be singing on the Village Green at 2pm and 4pm. There will be 

plants for sale and a raffle. Tickets £5 and children free. All proceeds to the Friends

Sacred Heart School Year 5 went on a rock-climbing 

trip to Highball Climbing Centre in Norwich. 

We learned climbing skills including using autobelays, 

belaying for each other (holding someone’s 

climbing rope to keep them safe) traversing, and 

bouldering – which is climbing with no ropes or 

harness! Everybody enjoyed everything, but the 

auto-belays were very popular because we could 

jump off at the top of the wall and fly back down. 

We had pizzas, chips and apple juice for lunch 

and we also got the chance to look at climbing 

equipment like ice axes and crampons, and to 

watch new climbing routes being set.

The Roman Catholic Diocese of East Anglia 

consulted on a proposal to establish a new primary 

VA school for 210 pupils, on the site of the Sacred 

Heart School, in Swaffham, with a 25-place 

maintained nursery class, from 1 September 2019. 

The Local Authority Decision Maker, Sara Tough, 

Executive Director Children's Services, considered 

the school organisation proposal and approved the 

opening of a new primary VA Catholic school from 

1 September 2019.

Swaffham Infant and Nursery School 

Vandalism to Forest School 

Since September we have been running Forest School 

sessions throughout the week, enabling each pupil 

of the school to access the Forest area at the School, 

These sessions enable the children to connect with 

nature, experience the seasons, learn about flora 

and fauna, construct dens, climb trees, problem 

solve, use real tools, fire lighting and building. These 

sessions are invaluable to the children as not only 

are they learning about their natural world their 

self-esteem and confidence is increasing. The Forest 

School was set up through the teaching assistants 

fundraising, parents and local company donations 

and the Friends of Swaffham Infant and Nursery 

School raising funds. It took a lot of effort and hard 

work. It is as such a community project for the 

children of the community. 

Since opening the Forest School in September 2018, 

we have received three break ins. The first break in 

items were damaged and stolen. Over the Easter 

holidays we have received two further break ins. The 

first which happened between the close of school 

on Friday 5th April and Saturday 13th April. During 

this break in, a tree was forced down and chairs were 

smashed on the play bus on the field. This incident 

was reported to the police by myself on Saturday 

13th April as I found the damage. On return to School 

yesterday, Tuesday 23rd April, I was absolutely 

devastated to find that the forest school area had 

suffered yet another mindless attack. This time it 

was the worst. The swing had been ripped down 

and broken, the wooden see-saw broken in half, the 

willow tunnel and willow dome had been ripped/ 

pulled up in places, the forest boundary fence had 

been forced in three places, a bird table had been 

smashed to pieces, the compost bin overturned, 

and cider cans left over the forest floor. It is so 

heartbreaking as we have worked so hard to make 

this area into a rich learning environment for the 

children. It has taken us two days to clear the mess 

and destruction left so far, but there is still a way to 

go. All incidents have been reported to the police.

Students from Year 10 were fortunate enough to have 

the opportunity to experience the ‘world of work’ 

outside of secondary education. Students took up

Christian Aid Week 

The 2019 National Christian Aid week took place 

between the 12th – 18th May as previously 

announced, and once again the Swaffham street 

collectors, organised by Swaffham Churches Together, 

were out and about on Saturday 18th May. The 

results were most encouraging and the generosity 

of the Swaffham people (and others in town on that 

morning) was really heart-warming. Thank you to all 

the collectors and for the support Churches Together 

in Swaffham and District received from many people. 

The day’s total was £328 with the possibility of 

further donations.

Parish Church Stewarding 

The Parochial Church Council (PCC) try to keep the 

parish church open during the day, for visitors and 

those wishing to have some solitude or personal and 

silent prayer. The PCC also tries to ensure that there is 

at least one steward at all times to welcome visitors. 

Most of the stewards (sometimes called ‘churchsitters’) 

come from members of the congregation, 

but the PCC would like to encourage anyone else, 

who would like to assist in this way, to volunteer 

the occasional hour or so. This would be much

Strattons Hotel Marathon Fundraising 

Our grateful thanks to everyone who supported 

Strattons Hotel ‘London Marathon’ runners. It was 

Dominic and Les’s first ever marathon and they 

managed to run it in 3 hours 23 minutes and 3 hours 

34 minutes respectively. Les and Dom were running 

to fundraise for Neuroblastoma UK. 

Neuroblastoma is a disease in which cancer cells 

form in nerve tissue of the adrenal gland, neck, chest, 

or spinal cord. On average in the UK, 2 families per 

week discover that their child has neuroblastoma. 

The charity Neuroblastoma UK directly supports 

research projects aimed at finding new, effective 

and kinder treatments for these young children. 

As there are no paid staff or plush offices, 95% of 

all donations directly fund the research. The run 

secured £8000 for the charity. A special thank you to 

Sarah at Artichoke for arranging a fundraising fashion 

show and to Swaffham Lions for their unexpected 

generous contribution. 

Les said, ‘Although I have been a runner for nearly 

forty years, the 26 miles was a first for me and the last 

3miles came as a bit of a surprise. My first grandson 

was taken ill quite suddenly aged just over one year 

old. The subsequent diagnosis of Neuroblastoma left 

him facing a long, painful and ultimately unsuccessful 

treatment in Hospital. We want to help other children 

and their families facing this frightening disease.’

A visit from a recently rescued puppy was of great 

delight to our clients. This lovely dog's name is Amber 

and she belongs to Jo, one of our support staff. My 

dog who is a permanent fixture at the centre met her 

with interest in his eyes. As you know, animals are of 

great help to people with dementia and mental health 

problems, so again we are ahead of the game. 

On the 31st March 1973 Red Rum won the Grand 

National for the first time, so we thought that we would 

celebrate this great horse with a day of fun We had 

horsey games, quizzes and shared some horse related 

facts. There is nothing we can't celebrate here at the 

centre. 

So, we thought we would give Coca Cola a try, it was 

met with the same reaction that it was probably met 

with in 1886! Some fors and against, with 'I would rather 

have a cuppa', but we did have a laugh with some of the 

comments about this new drink, 'may never catch on' 

was another comment! 

We had a very nice man come to the door with 5 jigsaw 

puzzles. Mr Johnson, thank you for your kind gift, they 

are already on the go and a lovely addition to our 

collection. 

Tickets are now on sale for our murder mystery evening 

on 22nd June at Swaffham Assembly Rooms. The 

evening will include a hog roast and dessert with 1960s 

music and attire. £25 a ticket. Ring Georgie on 01760

On St George's Day we had flags out blowing in the 

breeze and looking very resplendent in the sunshine. 

We had roast beef with all the trimmings along with 

apple pie in the oven, a St George's day quiz and stories 

of how it used to be celebrated by our clients. A lovely 

day had by all. 

We may not be anywhere near Japan, but this is our 

take on a Japanese cherry blossom tree. It has a way 

of just making us smile. It's pretty in pink and just so 

delicate, such hard work done by our clients, they are 

just so amazing with their skill. 

Jeanette, our crochet wonder woman, has been busy 

making us wonderful blankets for our winter raffle.

Swaffham & District Lions 

Swaffham Lions are proud to 

sponsor two local people in this 

year’s London Marathon, both 

receiving £150. Les Scott, from 

Stratton’s Hotel, is running for Neuroblastoma UK 

and Gill Creed, from Just Hair, has a team of five 

running for the Autistic Society. Gill's niece, Lucy 

Dickerson, has a son who was diagnosed with Autism 

when four years old, now nine he attends a special 

school in Dereham. Les’s first grandson, Rafe, was 

taken ill quite suddenly aged just over one year old. 

The subsequent diagnosis of Neuroblastoma left him 

facing a long, painful and ultimately unsuccessful 

treatment in Hospital. He died without reaching his 

third birthday in 2006. 

Swaffham Lions joined in the Lions' Beach Clean Up 

of 5 beaches in and around Hunstanton. 18 Lions and 

Lionesses were kitted out by the local council with 

pickers, gloves and sacks and spent over 2 hours 

cleaning up the beaches. 

Swaffham Lions responded to a call for help, in 

providing kitchen equipment and craft items for 

the John Chapman Centre, which is housed in the 

Maltings' Care Home. The centre, which is open four 

days a week, has up to thirty five people attend and 

they enjoy a cooked meal and join in various craft 

activities. Simon Fowler, chair of the Lions welfare 

team, helped to start the centre many years ago, 

which was opened by Princess Anne. 

Maureen Rutland was one of twenty seven winners 

in this year’s Lions' Easter Basket draw, when number 

30 was the bonus ball on the National Lottery. The 

baskets which were in local businesses raised over 

£1200 which will good to Lions good causes. 

Following a busy few weeks, 34 Lions took time out 

for a meal at the College of West Anglia in Kings Lynn. 

The evening was themed as a St George's night, with 

the meal being prepared and cooked by the students 

under supervision as part of their training. All agreed 

that the evening was a great success and thanked the 

students for all their hard work.

Sporle Afternoon WI 

Tuesday April 16th Sporle celebrated 

its birthday – no-one is sure exactly 

how old we are but each year we have 

a birthday tea party-sometimes at Sporle Community 

Hall and sometimes out in a restaurant or café. This 

year was no exception and two members prepared a 

delicious cream tea for us all. All dainty sized morsels 

of “naughty but nice” things from sandwiches to 

cake and scones with cream and jam- no one went 

home in the least bit hungry. We were entertained 

by “3’s a crowd” but there was only 2 of them. One 

lady was unable to make it but the two ladies gave 

us an amusing, funny, thought provoking show and 

all the poems and anecdotes made the afternoon 

a very happy occasion. After the WI news and 

information of forthcoming events the raffle brought 

the meeting to a close and we look forward to June’s 

speaker whose title is ‘The Life of an Author'. 

P.S. Apologies to our May speaker for my error in 

telling everyone she has 5 children when in-fact she 

only has 3!

Swaffham WI 

After a very interesting talk on the 

Arctic Peninsular with photographic 

presentation by Sue Gatuso from 

the Swaffham Museum at our April meeting, May 

was the month for discussion and voting on the WI 

Resolutions to be selected at our National Annual 

Meeting held in Bournemouth in June. This was 

followed by a well-stocked Auction including a set of 

Patio furniture, conducted with a lot of humour and 

persuasion by two of our members! 

A card-making workshop held recently proved so 

successful and will be repeated in July. 

Update On The Magpie Centre 

The quiz with hog roast supper, held on April 27th at 

Stowbridge Village Hall, was a fantastic success. More 

than 100 eager trivia experts in 18 teams tackled a 

wide range of questions, plus dingbats and mystery 

pictures. Highlight of the evening was, of course, 

the food: the hog roast, with vegetarian option, plus 

salads and desserts made by volunteers. The evening 

raised £1,000 for the Magpie Centre, home of West 

Norfolk Riding for the Disabled Association, one-third 

of whose £130,000 annual budget has to be raised 

by events such as this, so we are hugely grateful to 

everyone who participated. 

Note for your diary: the next Quiz with Hog Roast will 

take place at the same time and venue on Saturday 

October 19. Watch this space for details of how 

to book. Next up is the Magpie Centre Open Day, 

scheduled for Sunday June 23 from 11.00 am to 3.00 

pm at Wallington Hall, South Runcton, PE33 0EP. Find 

us on the A10, about three miles north of Downham 

Market. Admission is FREE and there’s plenty of 

parking, so now’s your chance to find out who we 

are and what we do. In a nutshell, we provide 130 

riding and carriage driving lessons a week to people 

of all ages and with a wide range of physical and 

learning disabilities. The Open Day will feature pony 

rides, carriage drives, demonstrations and lots of 

fun for the children. Refreshments, including locallysourced 

burgers, tea, coffee, cold drinks and cakes 

will be available all day. What’s not to like? We look 

forward to seeing you at the event.

Age Concern Swaffham & District 

In April our more intrepid members had a coach visit to what was called “Sea Shells and Bomb 

Shells”, ably organised by John Clarke. The sea shells bit was the “Shell Museum” at Glandford 

and the bombshells part was the huge Muckleborough Military Collection at Weybourne – most 

impressive. We normally arrange three or four trips out per year with the remaining monthly 

meetings “in house”. If you haven’t been to one of our events before, and you are 55 years 

or over, do please come along to one (see below) where members enjoy a free afternoon of 

entertainment. You can join our Group (a registered charity) there – we usually meet on the last 

Tuesday in each month, 2 pm in the Assembly Rooms. You can also contact our Membership 

Secretary Vicky, see details below. The annual membership subscription is £5.

SCALGA 

Greetings from the allotments 

Unfortunately, because we have to send our 

Newsletter well in advance I have been unable 

to be up to date with current “happenings” at the 

Allotments. 

In the past we have had petty theft and silly damage 

done. A few sheds have been broken into but on the 

whole this is an aggravation. In Late April however, 

things turned really nasty. A pack of children made a 

habit of invading both Tumbler Hill and Shouldham 

Lane sites. Not only did they damage, they stole 

Cock and Hen birds. The cocks, we are told, can 

be used for cock fighting but the poor hens were 

mutilated by having their combs and wattles cut off 

and left dead or dying in a hedge near the Fakenham 

Road. This cruelty is beyond the pale even the most 

off hand gardeners were appalled. The Police were 

involved and have given SCALGA the utmost support. 

Unfortunately, real proof is needed in the shape of 

photos or positive eye witnesses. Steps have been 

taken to try to safeguard plot-holder’s sites. This 

cannot however bring back what has been lost. It is 

in the interest of everyone to stay alert and PLEASE 

contact the Police. It may not seem that action is 

being taken but cases are built and information 

amassed ready for use. 

On a happier note, things are growing apace. We 

had a very dry start in April just when young plants 

need the most water. The sweet corn romped away 

but the potatoes were very slow to show, we hope 

that they will catch up and be ready for eating with 

summer salads. 

Our starter plots are currently fully let and planted. It 

was a slow start but the warmer weather encouraged 

people to “have a go”. Even on a small area it is 

surprising what variety can be achieved. 

When sowing seeds it is best to plant in rows so 

when they pop through you can tell seedlings from 

weedlings. I also sprinkle a bit of dark compost over 

them, again to highlight where they are. Manys the 

time in a fit of efficiency I have gaily started to dig up 

plantlings. 

Fail safe annuals are: - Love in the mist (nigella), 

Californian poppies, cornflowers, larkspur, poached 

egg plant, Ladybird poppy and Opium poppy. These 

alone can give a lovely show without too much toil 

and angst.

Book Groups 

Swaffham Library’s new book group, the Swaffham 

Sleuths, is focusing on stories of murder, mystery and 

intrigue. The group meets every second Friday of the 

month to talk about the books they’ve been reading 

and will be discussing My Criminal World by Henry 

Sutton at their next meeting. Book groups are a very 

popular and sociable activity to get involved with and 

are supported by the Norfolk Library and Information 

Service with special terms for reservations and loan 

periods as well as access to a large collection of titles 

with multiple copies available. Speak to a member 

of staff at the library if you would like to join a book 

group, or perhaps start a group of your own.

The Library Friends are busy planning some super 

summer events at the library! Between 21st-23rd 

June 2019, communities up and down the country 

will be getting together to celebrate kindness, respect 

and all we have in common at part of the Great 

Get Together in honour of the late Jo Cox MP. You 

are invited to join the Swaffham Library Friends on 

Saturday 22 June, 1-3pm for their Strawberry Tea 

Great Get Together event for a friendly chat and a 

cuppa with sandwiches, scones and strawberries. 

Booking is required, and the Strawberry Tea will

future community events organised by the library

Screenings at 2pm on the 3rd Wednesday of the month 

Swaffham Jazz Club 

For May’s session we welcomed Bays River Jazz, 

which consists of Mark Jolly, electric violin - Peter 

Pease, guitar - John Temple, sax and clarinet - Ian 

Hireson, bass guitar - Diana Hare and Hugh Lynch, 

vocals. 

Having a violinist is a first for the Club. The violin is 

a great rarity in Jazz for two basic reasons. Firstly 

it has a comparatively soft sound (which is why 

symphonic orchestras can have up to 32 of them at 

a time!) and secondly, nearly everyone who takes 

up the violin expects to be playing classical music. 

Mark started on the instrument at an early age in 

his parents’ folk group, before moving on to Jazz. 

Also, playing an amplified instrument overcomes 

the lack of volume. 

Mark has an excellent technique, exemplified in his 

ability to play double stopping (ie. playing on two 

strings at once) for long stretches. I really liked his 

silky tone and his sparing use of vibrato, though he 

can use it quite passionately as demonstrated in 

'Dream a Little dream of Me'. 

One of the most interesting pieces was their 

version of the Glen Miller Big Band classic 'In the 

Mood' which worked surprisingly well in such a 

small group and really swung. 

Hugh sang a much appreciated tribute to Doris 

Day who had passed away the previous day. Diana 

got the second set off to a lively start with 'All of 

Me' and followed it up with 'That Old Black Magic' 

which had some good sax soloing. 'As Time Goes 

By' - sung by Hugh - had an interestingly sparse 

intro, just bass and guitar, with some great violin 

interjections once he started to sing. 

The evening ended with a really beautiful 

performance of 'Cry Me a River' with Diana and the 

band making a perfectly balanced sound.

realise we might not always get it right. Therefore,

Swaffham Arts 

AGM 

We are glad to have made it safely to the end of 

another year of Swaffham Arts, and grateful to all the 

artists who came to entertain us. 

In the autumn the concerts we planned turned 

into a Baroque Season, which was a great success. 

The chamber orchestra Norwich Baroque, Norwich 

Baroque Quartet, and Tale Dolce Musica brought 

wonderful performances of the wide variety of music 

from this period. 

To celebrate Christmas we again joined in the Parish 

Church Festival of Trees, and collected money for 

the charity Musicians in Hospitals. The Swaffham 

Shantymen came to sing for us at our members’ 

afternoon. 

Believing wholeheartedly in the value of live 

performances, we repeated our invitation to Garlic 

Theatre Puppets for our children’s afternoon. We 

had a good audience of enthusiastic and attentive 

children, but there would have been room for more! 

We had a really good audience for the poetry of 

Lewis Buxton and friends Anna Cathenka and Molly 

Naylor. There seems to be a real interest in this form 

of writing, and they were well received. 

The evening of Traditional Jazz with Barry Tyler was 

nearly a disaster, with one car broken down near 

Lakenheath, and the banjo player having a lapse of 

memory! But the band minus one started only half an 

hour late, and were immediately forgiven by the jazzlovers; 

and when the banjo player, who was also the 

singer and had driven all the way from Surrey, arrived 

just as the second half was about to start, he was 

greeted with a cheer – what a hero! 

Local talent, Ella McCready has a wonderful voice and 

is now making her mark further afield. Accompanied 

by her father, Ivan, on cello and Ian McGregor on 

piano, she sang a wide range of songs with remarkable 

maturity, and the calls for an encore signalled the 

appreciation of her listeners.Thanks go to everyone 

who has helped us this year; to the artists who journey 

to Swaffham; to our membership who encourage us; 

and to all our audiences who support us. 

Our new programme will be out soon. We look forward 

to seeing you next season, starting in September with 

the Sheringham Shantymen.

Swaffham History Group 

This scene of Swaffham may still be recalled by 

older residents of the town. It is a postcard of the 

Pedlar town sign and has the date September 1961 

written on the back, although the photograph may 

have been taken in the late 1950s. 

Thank goodness all the various road signs have 

been removed from the positions shown, so the 

Pedlar can now be seen in his true glory. Looking 

down London Street the shop with its blinds down 

was the Aldiss Drapery department, a company 

which had been trading since the early 1860s. The 

tall white building further down was originally 

Plowrights, the famous ironmongers, before it was 

converted into the present shopping arcade. The 

name of Plowright was first mentioned in Swaffham 

parish records as early as 1457. 

The building between Aldiss and Plowrights is 

Fitzroy House, the then home of the Swaffham 

Rural District Council. This is now an estate agents 

with various offices above. 

The History Group still welcomes new members, 

particularly anyone interested in undertaking 

research. Our next meeting is due to take place on 

Monday 10th June, from 2pm/4pm at the museum.

Women’s Pension Campaign 

Gaining NCC Support 

Norfolk campaigners adversely affected by pension 

reforms have gained the support of Norfolk County 

Council to help them keep their plight on the agenda. 

Members of the Norfolk Broads – PAIN (Pension 

Action in Norfolk) Group met the Leader of the 

Council Andrew Proctor at County Hall to hear that 

the Council had almost unanimously passed a motion 

to back more than 45,000 women in the county 

who were born 

in the 1950s 

and 1960s and 

have had their 

state pension 

age increased 

twice, from 60 

to 66 by 2020. 

Mr Proctor will 

now write to 

the Secretary of State for Work and Pensions to 

call on the Government to reconsider transitional 

arrangements for affected women. 

The Norfolk Broads do not expect the state pension 

age to go back to 60 but they do claim women were 

given insufficient personal notice by the Government 

about the changes. Many have been left in financial 

hardship as they were unable to make alternative 

pension plans in time. The Group’s leaders, Lynn 

Nicholls, Lorraine White and Annette James, thanked 

Judy Oliver, County Councillor for Sheringham and 

Chairperson of the NCC Pensions Committee, for 

her help and for putting the motion forward to the 

full Council. They said “we are delighted to gain 

this support which helps keep the pressure on the 

government to right a wrong affecting not only us 

but our children and grandchildren in the future”. 

The group, which has over 200 members, campaigns 

against the increase in state pension age for women 

born in the 1950s and 1960s. A judicial review into 

statepension changes is due to be heard in London 

on 5 and 6 June.

CELEBRATING 

President’s Corner

The last month has been a mixture of planning for 

future events for our continuing celebration of our 

50th Anniversary (which goes on until 31st December 

2019) and the preparation for the next Rotary year 

which starts on the 1st July 2019 with our next 

President Steve Ward. 

Last month we followed up our donation to the 

work of Leeway by inviting their Residential Service 

Manager and their Manager of Safe Houses to talk to 

us. They gave illuminating and moving presentations 

on the work of Leeway who support adult, children 

and young people who are experiencing domestic 

abuse. The latter does not just mean violent 

behaviour. They use the terms domestic violence and

This year we are again sponsoring a young candidate 

for RYLA - Rotary Youth Leadership Award. This is an 

intensive leadership experience at Graffham Water 

lasting one week. Young people from ages 18 to 

30 develop their skills as a Leader while having fun 

and making connections. Every year thousands of 

young people take part at similar venues around the 

Country, our area using the excellent facilities and 

trainers at Graffham Water. The course which costs 

between £500-£600 involves a challenging outdoor 

experience, group games,trust events,ropes course, 

business methods, public speaking and problemsolving 

skills, thus teaching values such as democracy 

equality and peace. We have found that those 

participating return home much wiser and stronger 

in so many ways after this excellent course for young 

people.

Once again our Rotary Club are pleased to sponsor 

the £1200 fee for Professional Writer Helen Moss 

to become the Professional ‘Writer in Residence’ 

at Litcham School. Following our past support 

excellent award winning results have resulted from 

the pupils there due to her continuing input. Helen is 

also organising and will judge a writing competition 

between infant schools in the area. 

Again we are organising our annual Stroke Awareness 

day on June 8th at the Assembly Rooms 9am to 

1.30pm. Come along and have your blood pressure 

checked for free. We know that we have saved lives 

in the past by organising this day.

Last month we were horrified to learn of the 

Swaffham Infants School Reading Garden had 

been vandalised for the 3rd time since it opened 

in September. Their higher level teaching assistant 

and Forest School leader Cara Butters spoke of her 

heartbreak at yet another mindless attack in which 

the swing was ripped down and broken, the wooden 

see-saw was split in half and the willow dome was 

pulled up in places. They had worked hard to make 

this area a rich learning environment for the children. 

Therefore I visited the School, saw the site and spoke 

with the Head Teacher Marion Link regarding the 

help we could give. I am pleased to say that the Club 

immediately voted to donate £200 towards their 

crowd- funding Appeal to remedy the damage. 

Meanwhile as a Club we continue to enjoy fellowship 

on a weekly basis. If you would like to learn more

Swaffham Players have completed their run of “A 

Little of What you Fancy”. The show, was in the 

popular Old Time Music Hall format, and included 

a variety of songs and sketches, old favourites 

as well as some more modern offerings. Nearly 

all the active members of the society took part, 

showcasing a wide range of talents and styles. It was 

presented in the friendly, intimate atmosphere of 

the Swaffham Conservative Club. Audiences joined 

in enthusiastically with the chorus numbers, and 

seemed to thoroughly enjoy their evening. 

We will be holding our AGM later in May. Apart from 

the usual agenda items, we will be discussing our 

next play, to be presented on 18th and 19th October, 

possible ways to expand our types of show to appeal 

to the widest audience, and ways to celebrate our 

50th anniversary next year.

Wissey U3A 

On the 2nd May there was a Special General Meeting 

(SGM) which was a precursor to the Annual General 

Meeting (AGM) on 4th July. The SGM, which was well 

attended, enabled members to question, discuss 

and debate the work done by members on the 

Committee. A presentation by a representative of 

the Nat West Bank entitled ‘Friends against Scams’ 

will be on 6th June. This presentation, which is in 

conjunction with Norfolk Trading Standards and the 

Police, is sure to be very popular with U3A members. 

There was a visit to the Museum of Gas and Local 

History in Fakenham on 16th May which will be 

followed by another visit on 20th June. 

The U3A is an international movement whose 

aims are the education of retired members of the 

Community or those in their ‘Third Age' of life. 

U3A membership is open to any individual who by 

definition is not in full-time gainful employment, 

so anyone working ‘part-time’ can also apply for 

membership. By definition, the U3A is non-political 

and non-religious. Wissey U3A meetings are held at 

Holme Hale’s Pavilion on the first Thursday of the 

month from 09.45 until 12.00 mid-day. 

Membership of the Wissey U3A can help those 

who may be living alone and feeling isolated or for 

anyone who has recently moved to the local area 

and would like to make new friends. As one member 

said, ‘The U3A has enhanced my social life, allowed 

me to form valued new friendships and provided me 

with knowledge and entertainment.' Another spoke 

of an immediate introduction to a community and 

realising that it’s never too late to learn something 

new. Members of the Wissey U3A can take part in a 

wide variety of activities. Currently, some activities 

do have waiting lists however members can ask to 

join groups such as ‘Family History’, Rambling, Tenpin 

Bowling and Walking. There are currently over 

30 interesting activity groups. If you have a hobby or 

pastime which you would like to share with others 

why not make enquires about joining the Wissey 

U3A. Group leaders only need an interest in a subject 

and to be prepared to share their knowledge with 

other like-minded members.

Daredevil pilots celebrated in new show! 

This year is the centenary of one of the greatest 

moments of aviation history and a truly British first 

– the first ever non-stop flight across the Atlantic, 

completed by British aviators Capt John Alcock and 

navigator Lt. Arthur Brown. To mark the occasion 

the nail-biting, side-splitting true story of this 

daredevil flight has been turned into a rip roaring 

play and is set to tour Breckland rural venues as 

part of Breckland Council’s Silver Social project. 

‘Those Magnificent Men’, by acclaimed writing duo 

Mitchell & Nixon, tells the story of the intrepid 

duo who made the first non-stop transatlantic 

flight in a modified First World War Vickers Vimy 

bomber, flying not only through dense fog, sleet, 

snow and hail – sometimes upside down – from 

Canada to Ireland. Starring Radio 4 regular David 

Mounfield (‘Count Arthur Strong’s Radio Show’) 

and writer/performer Brian Mitchell (‘The Ministry 

of Biscuits’), they will endeavour to tell the epic 

tale with just cardboard, two stools and some leftover 

props! 

The Silver Social project is an ambitious programme 

of daytime events aimed at older people, in 

community venues across Breckland. The project 

uses a range of art forms, delivered by professional 

artists, to promote participation and independent 

living in our communities. The Silver Social holds 

events in libraries, village halls and other familiar 

community spaces, in target areas across Breckland 

including Dereham, Swaffham, Attleborough, 

Watton, Thetford, Ashill, Necton, Shipdham and 

Harling. The scheme is funded by the Arts Council 

England, Breckland Council and Norfolk County 

Council. Transport can be arranged for participants 

with travel issues.

Swaffham Community Hospital LOFs 

Now into spring and our newish garden at the 

rear of the hospital is looking good. We hope to 

maximise its use for both occasional events and 

primarily for the wellbeing of the patients. 

As you are aware the hospital beds are always full 

and the staff cope daily with more patients of a 

higher dependency. Also, because the hospital 

has a large catchment area it does mean at times 

that local Swaffham residents can not access all 

services. 

We are still in dialogue with the Hospital Trust 

regarding the purchase of the “high tech” patient 

bedside chairs. More news soon. 

Thanks to all who supported the last coffee 

morning at the Methodist Church. Our next one 

is planned for Saturday 21st September. 

On Wed 15th May we participated in the annual 

“health roadshow” in town. This is where lots of 

organisations associated with health matters get 

together to promote well being and keep you 

informed. 

Our last fundraising event was on Saturday 18th 

May in the Assembly rooms at 7pm. This timewe 

had something new, James Parry, a Norfolk based 

writer talked about a lady called Emma Turner 

who is a well known photographer and naturalist. 

It was a social evening with a welcome drink, 

cheese and wine, plus pay bar. It proved to be an 

entertaining evening. 

On the afternoon of Sunday 14th July we plan to 

hold a garden party/fete at the hospital seeking 

to involve as many patients as possible. More 

publicity on this later. Bring the children as well. 

On 7th September it will be time again for our 

town street collections. Help is always welcome 

for this, so lend a hand if you can. 

On a more formal note, as a charity we hold an 

annual general meeting to formally adopt last 

year's accounts and a chairman's report. This took 

place at 2pm on Monday 13th May in the meeting 

room at the hospital. It was an open meeting and 

gave the opportunity for members of the public to 

learn more about what we do. As ever we welcome 

new people to join our small committee and help 

us with our activities. If you think you might be 

interested, call me for an informal chat. 

We have received some lovely letters and 

donations from past patients and their families.

day, and there wasn’t too much litter, we collected 

one bin bag full between us in a couple of hours. 

In May most of our time was taken up selling tickets 

for our Grand Draw, which took place at our 1950s 

Supper Dance held at Stanley’s on 17th May. Thanks 

to Asda, Tesco and Swaffham Market for allowing us 

to sell our draw tickets. Hopefully we will have made a 

good amount to donate to Charities for the homeless. 

On the social front, we entered a team in the Swaffham 

Lions St. George’s Quiz, and some of us went to see 

the Swaffham Players Music Hall “A Little of What 

you Fancy”, which was an enjoyable and entertaining 

evening.

British Radicalism: 

From the Peasant's Revolt to the present 

In Britain we have a long and fascinating history of 

individuals and groups who have asked awkward 

questions of the establishment and challenged the 

status quo. We are proud of our rights and freedoms 

and look back on a long history of struggles to 

transfer power from the rich and powerful, usually 

the king, to the ‘common’ people. Magna Carta, the 

Peasants' Revolt, the Levellers, the Great Reform Act 

and the Suffragettes have all played their part in this 

radical tradition. 

Swaffham RBL 

I am delighted to announce that the 

2018 Poppy Appeal now stands in 

excess of £25,000 and will continue 

until September 2019. 

In April we held an Awards Evening, 

where something like 67 awards were presented by the 

County Poppy Appeal Organiser Lynn Hatch. 

Certificates are awarded for 5 and 10 year service. 

There are also different badges brooches and tie pins 

for those whose service amount to 15 and 20 years. 

That is really good going but for those stalwarts who've 

served even longer there are 30, 35, 40 and also 55 and 

60 year medals and Bars. 

In a forthcoming day school organised by Swaffham 

WEA tutor Chad Goodwin will be examining these 

events and movements and looking at their place 

in British history. He will also address the questions: 

does any unfinished business remain? are there still 

more freedoms to fight for? In the current era of 

political uncertainty this course is bound to have a 

special relevance and be particularly stimulating and 

thought provoking. 

As always for WEA courses no skills or experience are 

needed - just bring an open mind, and a willingness 

to join in the discussions.

Also, a personal thank you to those of you who voted 

to support me as a Town Councillor for the next 4 years. 

I must also take this opportunity to thank our Town Hall 

staff and all previous Councillors for their support to me 

over the last year, and the many community groups and 

organisations across Swaffham for their valuable input 

into making Swaffham our great Market town. 

On local news, firstly to say that we understand the 

independent report on the future of Leisure facilities for 

Swaffham is now with Breckland and hopefully will be 

released fairly soon. Work on renovating the toilet block 

at the Recreation Ground, Haspall’s Road has started, 

and you will soon start to see the results - thanks goes 

to a number of local business people who, alongside 

the council are undertaking much of the work. 

By the time you get this we will have held our second 

successful “Sheep Fair” on the market – it promised to 

be bigger and better than last year, so I hope you all 

enjoyed the day. 

It’s a 2nd year of annual events - with Norfolk Day 

on Saturday July 25th and Dads Army Day with the 

Thetford museum volunteers and Timescape joining us 

again on Saturday 3rd August. 

The 3rd annual Car Event and Family fun day is 

scheduled for August Bank Holiday Sunday at the 

Recreation Ground and promises to be an attractive 

and enjoyable day out for everyone. 

Unfortunately, there is no update on the future of the 

Green Britain Centre – as you may recall this property is 

owned by Breckland Council who are currently seeking 

new tenants 

Finally, I was so pleased that a majority vote was 

recorded to adopt the Swaffham Neighbourhood Plan. 

This has been 3 years in the making and with the support 

of the community we now have a comprehensive 

development plan that certainly gives the town a lot 

more influence on planning matters.

the day and the odd item where the Council want to 

share information with the Town. 

Swaffham Town Council Annual Report 2018-19 

Mayor's overview of the year 2018-19 

A report by the Mayor Cllr Colin Houghton given to 

the Annual Town Assembly on 24th April 2019: - 

Forthcoming Elections - 4 Councillors are not 

standing for re-election, Cllrs Brenda Bowler and Jan 

Buckley-Stevens have served for 4 years, both Anne 

Thorp and Terry Jennison have served for much 

longer and both have served the town as Mayor. In 

the Breckland elections Cllr Shirley Matthews was 

standing down after serving 28 years as a Breckland 

Councillor. All retiring Councillors were thanked for 

their service to the town. 

Neighbourhood Plan – all were encouraged to 

vote at the referendum. A Yes vote would earn 

the Plan the same status as Breckland Local Plan, 

when determining planning applications for the 

development of the town. Tribute was paid to 

our willing band of volunteers working alongside 

Councillors, Staff and Rachel Leggett and her team of 

experts. It has been a labour of love at times, and a 

lot of hard work getting a credible document that can 

be used for the next 20 years - our grateful thanks 

to all, but especially Rachel who has steered the 

Steering Group through to the end. 

Events - the Town Council have been involved in the 

past year with the re-launch of a Sheep Fair in May, 

a spectacular visit of the Grenadier Guards Band in 

June (in conjunction with the RB Legion), a Vintage 

Car Event and Funday on the Rec, a Dad’s Army Day 

at the Market, the town rising to the occasion with 

fantastic Poppy Displays all around the town with 

the Market Cross as a focal point in the Town Centre, 

and of course the Christmas Lights Switch-on and 

Christmas Market in December. 

Market - 4 years ago we were also part of the 800- 

year celebrations for Swaffham Market. The Market 

has slowly but steadily had an upturn in the past 12 

months. The Auction is as popular as ever. There 

is a good selection of stalls, always with room for 

more. We have 10 new market stalls purchased in 

conjunction with Watton Town Council, following 

a successful joint grant application. This project is 

due to launch very soon, and we hope can take our 

Market onwards and upwards to the next level. 

Twinning - our twinning partnership with Couhe in 

France and Hemmoor in Germany reached its 50- 

year milestone back in September 2018. The Mayor 

led a contingent from the town to Couhe, and a new 

twinning charter was signed, after working on a 

modification to bring the partnership pledge up to 

date and hopefully to stand the test of time for the 

next 50 years. The world has changed immeasurably 

in the past 50 years, and yet the friendships remain 

strong between the three towns, who celebrate their 

different cultures and their similarities. 

Watton and Swaffham Focus Group - continue to 

meet bi-monthly and this liaison is starting to pay 

off dividends, with the appointment of Sue Dent 

our Project Support Officer last June, working across 

the two towns 18.5 hrs each week in Watton and 

in Swaffham. Already Sue has brought in grants 

in excess of her annual salary and has raised the 

profile of the town in many mediums, promotion 

is on-going, event organisation is building, and the 

building blocks are being laid for a solid foundation 

for the future in both towns. There is so much more 

to do though... 

Days Field - was previously up for sale for 18 months 

or so, it is currently off the market. The Town Council 

narrowed down their options to a straight sale, a 

partnership arrangement or to borrow £6 million to 

build out the site. Each option has different merits 

and potential benefits to the town, as the Council 

would like to retain some of the housing to rent in 

the private sector as an income generator. There was 

a Public meeting that started to debate some of the 

complex issues surrounding this potential project. 

It was then decided by the Council to defer a final 

decision to the new Council following the elections 

in May, likely to be around July 2019. It remains a 

potential windfall for the town. The Town Council 

are currently going through a re-application process 

for outline planning permission for 51 dwellings, this 

is in order to protect their investment in the site, 

whichever option is finally chosen to take the project 

forward. 

Town Centre Project - the Buttercross has been 

refurbished, with a lot of the stonework being 

replaced and the columns have been repaired and 

repainted. The electrics have been brought up to 

date, with a power supply to the Buttercross, lit 

bollards surrounding the Buttercross and lights 

underneath the dome. Some of the cobbles have 

been flattened out or repaired, there are now power 

points for Market traders to plug into, there are two 

electric car charging points and 6 new streetlights. 

The most controversial issue for this project was a 

brick built UKPN power supply cabinet, to power 

all of the electrics and two car park ticket machines 

for Breckland Council. It was something that was

equired by UK Power Network and the Town Team 

have come up with a way of disguising it, by moving 

some of the display panels to three sides of the 

structure and removing the triangular boards which 

are also close to the Buttercross. This work should be 

completed sometime in May or early June. 

Flags and Flag Poles – another new initiative this 

year, was to purchase 100 flags and flag poles, a 

combination of Union Jacks, St. George’s Cross and 

Norfolk Flags were put up around the Town. The 

Council will be repeating this from 1st May through 

to the end of September this year + ad-hoc days/ 

events. 

Air Quality – we are still awaiting DEFRA’s response 

to the Air Quality Action Plan prepared by a Steering 

Group including representatives from Norfolk County 

Council, Breckland Council and Swaffham Town 

Council. Some of the proposed actions we hope can 

be taken forward in the years to come, as we try 

and address this very serious issue, mainly in Station 

Street, but in the area from the traffic lights to the 

mini roundabout on the A1065 too! 

Network Improvement Strategy – we have had an 

interim report; we await a more detailed report. This 

carries on from the work that was started last year 

with Norfolk County Council. Swaffham was one of 

five towns receiving £20,000 to get their strategy 

completed. The idea being to provide baseline data 

to support the case for improvements to mitigate and 

complement the development of the town. The key 

to the next stage is to get money allocated in order to 

get some of the improvements implemented. 

Breckland Local Plan – is almost there, we hope to 

have a fully adopted plan later this year. 

Swaffham Newsletter – remains a good source of 

information, and we are grateful to Iceni Partnership 

for their commitment to keeping a high standard 

community newsletter coming through our doors. 

Grateful too to our willing team of volunteer 

deliverers who deliver to every door in the Town. 

There is always room for more volunteers, as we 

would like to reduce the burden on our current band 

of volunteers, even if it is to cover for their holidays 

now and again. If you would like to help, we would 

like to hear from you. 

Leisure Centre Feasibility Study – we were invited 

with other stakeholders to a meeting with the 

consultants at the start of this process back in 

February. The brief is to carry out this feasibility study 

for a dry facility to enhance or replace the current 

Leisure Centre at Hamonds Academy site. The results 

of the study are currently awaited, as Breckland have 

a meeting with the consultants later this week and 

the final report is expected in mid-May, just after the 

Local Council elections.

Any Other Business – there is of course so much 

that we could have mentioned in this report, things 

that are dealt with day to day, and by the Council at 

every Council or Committee meeting. Not in the least 

of these in recent months has been dealing with a 

traveller incursion at the Orford Road Playing Field 

and the subsequent clear-up operation. There is often 

issues in need of our attention, to that aim there is 

a public open forum at every Council meeting of 15 

minutes where you can ‘have your say’ and address 

the Council. 

FINANCE: Budget 2019-20 & Accounts 2018-19 by 

the Town Clerk Richard Bishop 

Precept - Swaffham Town Council decided to put up 

their Precept (Council Tax) to £156.56 at Band D at 

their Budget meeting in January for 2019-20 starting 

this month, an increase of £1.57 per year. Councillors 

also agreed to take advantage of an increase in their 

Council Tax Base from 2538.80 to 2602.90 as the Town 

is expanding there are now more people living in the 

Town to share the Council Tax burden, otherwise the 

increase could have been higher. This has meant that 

the Town Council have been able to increase their 

Precept from £393,500 to £407,500, thus following 

a 5.6% increase for the previous financial year with 

a 1% increase in the year just started on 1st April. As 

the Town expands it means that the Town Council is 

taking on more Play Areas, Open Spaces and Street 

Lights, so the additional income will be needed to 

pay for more services delivered locally. 

The Budget - The outgoing Council has just set the 

budget for the incoming Council; they are in the final 

stages of their 4-year term. The task as always is to 

see that there are sufficient funds to manage the 

services and facilities we have in the Town, whilst 

not burdening the Council Taxpayer with larger than 

necessary increases in what they have to pay. 

Council Tax Support Grant - For 2019-20 Breckland 

Council have finally removed the Council Tax Support 

Grant, having reduced it year on year over the past 

three years. The Town Council must now manage 

this loss of income by monitoring its expenditure to 

ensure good housekeeping. 

Council Tax - Government have given us a bit of 

breathing space at least one more year on the 

question of whether Parish & Town Councils should 

be included in a referendum policy (which both 

Breckland and County Council have now), whereby 

a percentage increase is set by government and 

local councils can only go above this by winning a 

referendum. The coming years will see many more 

changes and challenges put before the Town Council.
