Kingsley Moghalu, has said with<br />

the security situation in the<br />

country, Nigeria was drifting in<strong>to</strong><br />

the status of a failed state.<br />

Moghalu also said he did not<br />

go <strong>to</strong> the Presidential Election<br />

Petition Tribunal <strong>to</strong> contest the<br />

vic<strong>to</strong>ry of President Muhammadu<br />

Emeka Ihedioha of Imo<br />

State has promised <strong>to</strong> make the<br />

legislative arm of government in<br />

the state <strong>to</strong> be independent as<br />

well as perform its functions in<br />

line with the 1999 Constitution.<br />

Ihedioha stated this in Owerri,<br />

during the inauguration of the 9th<br />

Assembly, saying he would not<br />

“muscle” the 27 lawmakers for<br />

any personal reasons.<br />

Represented by his deputy,<br />

Gerald Irona, the governor said:<br />

“I will not muscle the 9th House<br />

of Assembly, but will allow it <strong>to</strong><br />

perform its functions as enshrined<br />

Bank of Nigeria, CBN, has<br />

said the recent bailout funds were<br />

not mere freebies but guaranteed<br />

structured loans <strong>to</strong> states.<br />

The CBN Direc<strong>to</strong>r of Corporate<br />

Communications, Mr. Isaac<br />

Okoroafor, disclosed this,<br />

weekend, at a one-day interactive<br />

enlightenment session with<br />

stakeholders on measures by<br />

CBN <strong>to</strong> ensure stability in the<br />

financial system and economy in<br />

Democratic Party, PDP, had gone<br />

<strong>to</strong> the tribunal <strong>to</strong> contest the<br />

vic<strong>to</strong>ry.<br />

Speaking <strong>to</strong> newsmen after<br />

attending the launching of a book<br />

written by the Bishop on the<br />

Niger, Rt. Rev. Owen Nwokolo,<br />

entitled “The Lord’s Prayer, Psalm<br />

23 and The Beatitudes,” at Awada<br />

in Idemili North Local<br />

Government Area, Anambra<br />

State, Moghalu urged the APCled<br />

Federal Government of<br />

President Buhari <strong>to</strong> sit up on<br />

security, economy and providing<br />

Owerri.<br />

“The structuring of the bailout<br />

funds was done as a loan <strong>to</strong> the<br />

states, so it is a long-term loan <strong>to</strong><br />

the states and they are<br />

guaranteed,” Okorafor said.<br />

Explaining the CBN’s intent in<br />

doling out the funds, Okorafor<br />

said: “It was done <strong>to</strong> create an<br />

environment where workers who<br />

could not be paid, received their<br />

salaries and have the purchasing<br />

power <strong>to</strong> go <strong>to</strong> the market and buy<br />

their needs.<br />

“With this, the producers of such<br />

jobs for the teeming unemployed.<br />

According <strong>to</strong> him, “Nigeria, as<br />

a country, is drifting in<strong>to</strong> the status<br />

of a failed state. With the security<br />

situation we have in the country,<br />

if it is not corrected, the path <strong>to</strong><br />

the state failing is staring us in<br />

the face.<br />

“So there is an imperative on<br />

the government <strong>to</strong> perform its<br />

number one duty, which is <strong>to</strong><br />

secure the lives and properties of<br />

the citizens of the country. Also,<br />

the economic problems must be<br />

tackled headlong; poverty is rife<br />

While adding that some states<br />

used the bailout funds for other<br />

issues, Okorafor said there was<br />

little CBN could do about it.<br />

textile industry, Okorafor said<br />

not need <strong>to</strong> be fixed, as the effects<br />

lobbying for various positions<br />

from the government of Imo<br />

State.<br />

Vanguard learned that<br />

lobbyists besieged the office of<br />

the Secretary <strong>to</strong> the State<br />

Government, SSG, and that of<br />

the Chief of Staff, weekend, <strong>to</strong><br />

make the list of commissioners.<br />

Another source <strong>to</strong>ld<br />

Vanguard the sudden rush by<br />

the appointment seekers was<br />

based on the speculation that<br />

Governor Emeka Ihedioha was<br />

ready <strong>to</strong> submit his list of<br />

commissioners <strong>to</strong> the state<br />

House of Assembly.<br />

Speaking <strong>to</strong> Vanguard on<br />

grounds of anonymity, a<br />

source said: “I am not in a<br />

hurry <strong>to</strong> be a commissioner.<br />

What I believe is favour will<br />

locate you wherever you are.<br />

“Some of them are prepared<br />

<strong>to</strong> pay huge sum just <strong>to</strong> get<br />

attention as well as give a<br />

position <strong>to</strong> their choice. I will<br />

not do that. If Ihedioha sees<br />

me as credible, let him appoint<br />

me. If not, he should go <strong>to</strong><br />

those he feels are better.”<br />

while carrying out his duties.<br />

He made the commendation<br />

at Nsukka, when he paid a<br />

condolence visit <strong>to</strong> the family<br />

of Apostle Mike Ugwu, during<br />

the funeral ceremony of his<br />

wife, Grace, weekend.<br />

view is that President Buhari<br />
