EDITORIAL<br />

On the face of it<br />

IFSEC was its usual busy mix of new<br />

technologies, information and launches in<br />

<strong>2019</strong>, but this year the clear trend was<br />

adding analytics to surveillance with facial<br />

recognition a common theme in the hall<br />

Last month in this<br />

column I commented<br />

on the court case in<br />

Cardiff in which a member<br />

of the public is in dispute<br />

with the South Wales<br />

Police because they<br />

allegedly captured his face<br />

twice during an operation<br />

to spot known lawbreakers.<br />

He described this as a<br />

fundamental invasion of his<br />

privacy (see Panel later in<br />

this edition to find out what<br />

the experts think will<br />

happen as a result). One<br />

month later at the UK<br />

security industry’s biggest<br />

event, IFSEC International at ExCeL in London, facial recognition<br />

was again at the fore as it was quite clearly the trend of the show<br />

- which is good news.<br />

The rise of analytics to where we are today is great for the<br />

security installer. It means that surveillance systems are no more<br />

installed purely for security purposes and it is no longer a job<br />

paid for from a single budget with business intelligence and<br />

marketing departments also being able to learn from the camera<br />

collected data.<br />

What is more exciting is that analytics are finally, definitely<br />

here for good. We all know that companies try to get<br />

technologies to market occasionally before they are 100% ready<br />

because they want to either be first or need to be seen to be<br />

riding along on the same buzzwords as everyone else. We’ve<br />

seen it in the past with biometrics, external PIRs, integration and<br />

more recently AI, when these subjects have been the next big<br />

thing but in reality weren’t even ready to shine. Take AI for<br />

example, this has been promoted for a number of years but not<br />

with any manufacturers really having any ‘genuine’ AI tech to<br />

show us. Analytics was in the same boat not so long back, but<br />

now it is here, and here for good.<br />

What this leaning towards software rather than hardware does<br />

mean however is that we will for the next few years at least be<br />

dealing with companies that are new to the security industry<br />

(there were plenty of them at IFSEC <strong>2019</strong>) and while the<br />

technology may be very accurate (see above photo) we must<br />

keep in mind that earlier mentioned court case concerning the<br />

use of such innovations in public spaces. Transparency is now<br />

key for the success of camera-led analytics installations.<br />

New company for Panasonic<br />

security business<br />

Panasonic has announced that it is to establish<br />

a new company to operate its security systems<br />

business in Japan and overseas following the<br />

Urmet UK is awarded Secured by<br />

Design status<br />

Urmet UK has been awarded Secured by<br />

Design certification, joining the UK’s official<br />

police security initiative which aims to prevent<br />

crime through design innovations.<br />

Secured by Design plays a crime prevention<br />

role in the planning process to ‘design out’<br />

crime in a wide range of building sectors. It has<br />

achieved some significant successes including<br />

one million homes built to SBD standards with<br />

reductions in crime of up to 87%.<br />

The new company and co-investment is<br />

aimed at achieving stable growth in a market<br />

that Panasonic believes is forecast for growth.<br />

organisations. Strengthening its solutions<br />

capabilities with proactive alliances and M&As<br />

the new company will aim to enhance its<br />

revenue and profitability globally centred on the<br />

North American market.<br />

After establishment the new company’s<br />

security cameras and software are planned to<br />

be sold through existing Panasonic sales<br />

companies in Europe.<br />

Urmet door entry and access control<br />

solutions have been tested in conjunction with<br />

doors by Premier Security & Fire Consultants<br />

the supplier of Secured by Design community<br />

entrance steel door sets.<br />

Gami, commented on the certification: “Being<br />

a member of SBD gives our clients<br />

(developers, consultants and installers) the<br />

reassurance that working with Urmet UK<br />

means that they are working with a company<br />

TDSi is acquired by the<br />

Vitaprotech Group<br />

TDSi has announced that it has agreed to be<br />

acquired by Vitaprotech Group. The acquisition<br />

continues Vitaprotech’s growth strategy which<br />

has included several acquisitions in the market<br />

over the last two years.<br />

The acquisition of TDSi aligns with the<br />

Group’s and TDSi’s growth strategy to develop<br />

export sales of technological security solutions<br />

for sites around the world and enables<br />

Vitaprotech to expand its access control<br />

portfolio, to strengthen its export presence<br />

and to access international distribution<br />

networks in the sector.<br />

For TDSi, this merger will allow it to speed<br />

up the finalisation of its new range of GARDiS<br />

products including the launch of Access<br />

Control as a Service through the GARDiS ONVIF<br />

Compatible Open Source software platform<br />

and to benefit from the additional resources<br />

that the Vitaprotech Group brings to<br />

strengthen its market penetration in markets it<br />

currently doesn’t service through the use of<br />

Vitaprotech Group business development and<br />

sales teams.<br />

For Vitaprotech Group’s perimeter intrusion<br />

detection business, TDSi will become the<br />

logistics and technical support base in the<br />

Tyco conference goes “beyond security”<br />

The delegates who attended the recent Tyco Engage<br />

Conference <strong>2019</strong> saw how Tyco, the security products division<br />

of Johnson Controls, can help system integrators grow their<br />

businesses by developing solutions which capitalise on<br />

emerging technologies.<br />

‘Beyond Security’ was the central theme of the conference<br />

held at the Melia Villaitana Hotel, Costa Blanca, Spain, which<br />

began with delegates being welcomed by Alan Riegler, Senior<br />

Sales Director EMEA, Access & Video.<br />

“We were delighted so many of our customers throughout<br />

EMEA accepted our invitation to attend this inaugural event,”<br />

said Alan Riegler.<br />

Day One of the conference included a range of<br />

presentations covering key aspects of Tyco branded access<br />

control, fire detection, intrusion and video surveillance<br />

solutions. Day Two enabled delegates to attend more in-depth<br />

presentations, as well as see live demonstrations of various<br />

solutions carried out in the Tyco Mobile Exhibition Unit, which<br />

was parked in the centre of the hotel complex.<br />

Presentations on the company’s ongoing commitment to its<br />

Cyber Solutions Product Security Program, as well as the Tyco<br />

demonstrations of the new Tyco Frictionless access control<br />

solution were also well attended. Due to be launched at the<br />

end of <strong>2019</strong>, this uses face identification technology to control<br />

access to restricted areas of a building.<br />

IoT growth and competing verticals are threatening the entry levels of our<br />

sector, how does the professional industry take control of this?<br />

I think the answer is in the question – ‘how does the professional industry take<br />

control of this?’. In our view, security engineering is a valuable and vital<br />

profession. It requires specialist skills and knowledge to safeguard people and<br />

their property in a reliable and effective manner, all backed up with trusted and<br />

certified suppliers working to international standards.<br />

Professional installation companies are ideally placed to take advantage of the<br />

new opportunities IoT presents. Installers are trusted advisors, who already have<br />

credibility in protecting people. They are security experts, who understand the<br />

technology and are experienced at delivering bespoke solutions. They have local<br />

knowledge, are always on call, and are a long-term partner that end-users can<br />

trust to offer systems that will continue to offer value in the future.<br />

Together, the whole industry needs to take a leadership role in communicating<br />

these values and benefits to a wider audience.<br />

Where does Texecom position itself within the ecosystem of major hubs<br />

such as Alexa, Google, Sky and BT?<br />

We recognise the importance of security systems offering value every day and<br />

defeating the so-called ‘grudge purchase’ mentality. Ultimately end users will want<br />

to operate their systems how they want to, not how the industry tells them to. Our<br />

role is to provide end users with the choices and experiences they are looking for,<br />

while maintaining an uncompromising level of security and protection.<br />

IoT and connectivity should be used to complement and enhance the user<br />

experience, but professionally designed systems must continue to work robustly<br />

when everything else fails. As the recent Google/Nest outage reminds us, security<br />

platforms cannot be wholly reliant on systems outside of the premises. Getting<br />

locked out of your house or not being able to use your heating system because<br />

the Nest network is down isn’t acceptable in the professional space.<br />

Our strategy has been to integrate with trusted partners, allowing flexibility for<br />

users while ensuring that our core security ecosystem is robust and secure.<br />

How does your product roadmap align with the changing profile of the<br />

Installer?<br />

Technology trends only move in one direction and we have a responsibility to<br />

support the professional engineering community along this path. Texecom has,<br />

and is continuing to develop, a range of digital services that add value across the<br />

entire intruder alarm ecosystem, from using, installing and managing a portfolio of<br />

alarms, through to learning and educating the next generation of alarm engineers.<br />

The Hikvision DS-2CE71H0T-PIRLO is an IP67<br />

“Turret” style, 5MP CMOS analogue camera<br />

with true day /night switching and a built in<br />

passive infrared motion detector, infrared<br />

illumination and a white LED that can be used for<br />

continuous or strobe lighting on alarm.<br />

Getting started<br />

The camera simply requires a 12volt DC power<br />

supply and coax connection to a compatible TVI<br />

recorder. The available information in the manuals<br />

is quite basic and some can be misleading such as<br />

the Day to Night and Night to Day settings from 0<br />

to 9 with the higher values stated to make the<br />

camera more sensitive rather than simply the<br />

switching point. Similarly, for Smart IR the range of<br />

0 to 3 is given as “the higher the value the more<br />

obvious the effects are”. It is necessary to work<br />

through the available options and find what works<br />

best for your intended location.<br />

Menu options<br />

The camera’s main menu is displayed on-screen<br />

and this can be activated by a compatible TVI<br />

recorder or a suitable engineer’s test monitor,<br />

however, it is likely that the majority of engineer<br />

monitors currently available will be limited to a<br />

1080p maximum resolution rather than the<br />

camera’s default 5MP output.<br />

Video Format: Select from 5MP 20ips, 4MP 30ips,<br />

2MP 25ips or 2MP 30ips.<br />

Exposure: Global, BLC, HLC or DWDR exposure<br />

and AGC (Low, Medium or High).<br />

Day / Night: Auto, Day or Night, IR light control<br />

and changeover threshold value setting.<br />

Video Setting: Image Mode, Brightness, Contrast,<br />

Saturation, Sharpness, DNR and Mirror.<br />

Functions: White light (alarm or off), Trigger Mode<br />

(Camera), Alarm Mode (Solid or Flashing), PIR<br />

level and detection mode (Indoor or Outdoor).<br />

Factory Default: Restore factory settings.<br />

Exit: Exit the menu without saving settings.<br />

Save & Exit: Save changes and exit.<br />

The Video Setting Image Mode option<br />

switched between “Standard” and “High Sat”,<br />

this has little impact on a well-lit scene. The<br />

controls for Brightness etc. had a range of 1 to 9<br />

with all set at 5 by default. The white LED can be<br />

triggered to stay on for a period of 5, 10, 15, 30 or<br />

60 seconds. If set to flash the time options are not<br />

available and the light flashes for approximately<br />

12 seconds with a flash rate of roughly 4 Hz.<br />

Hardware<br />

The camera is based on a metal chassis with a<br />

plastic enclosure giving it a reasonably solid feel.<br />

The removable mounting plate and top cover, clip in<br />

place and allow the central “ball” to be positioned<br />

through 3-axis positioning to suit the majority of<br />

likely positions. As options, an inclined ceiling<br />

mount, junction box and wall mounting bracket are<br />

available. In addition to the video and power<br />

connectors the composite cable from the camera<br />

also includes a 2-pole normally open alarm output<br />

socket for connection and control of local devices.<br />

Alarm scheduling will need to be controlled by<br />

the recording system; versions of the Hikvision<br />

“Turbo” recorder can receive and manage the<br />

alarm status.<br />

The white and infrared illumination are both<br />

given a range of 20 metres, but results are really<br />

dependant on reflectivity of surfaces being<br />

viewed. Camera sensitivity is given as 0.01Lux<br />

colour but results were in line with cameras of<br />

this price-point at low light levels.<br />

Conclusion<br />

A very easy option to provide megapixel<br />

performance and PIR activated alarming in one<br />

small device. While the menu options are limited,<br />

this will simplify the installation and configuration<br />

process.<br />

Performance<br />

The built-in PIR has a wider horizontal detection<br />

angle of 110° than the camera’s 85.5° view for the<br />

2.8mm lens version (80.1° for 3.6mm). For the<br />

majority of application to which this camera is<br />

intended this should not be an issue but should<br />

be considered during installation to avoid<br />

unobserved activations.<br />

An alliance for innovation<br />

This month we talk to Johan Jubbega of OSSA to find out more about the<br />

recently established initiative and how it can help manufacturers and<br />

installers with choice and security<br />

According to its website, the Open Security<br />

& Safety Alliance (OSSA) is a collaboration<br />

initiative developed to create a framework<br />

providing standards and specifications for<br />

common components including an operating<br />

system, IoT infrastructure, collective approach<br />

for data security and safety solutions.<br />

We caught up with Johan Jubbega, President<br />

of OSSA during IFSEC <strong>2019</strong> to talk about the<br />

initiative and how a group of technology rivals<br />

managed to come together to serve a common<br />

cause and make the security industry more<br />

secure.<br />

What is OSSA?<br />

It is an alliance of like-minded companies that<br />

have come together to address common<br />

problems and challenges we have in the<br />

security and safety industry in order to<br />

stimulate innovation.<br />

When I say common problems this is all<br />

about security and involves data security,<br />

privacy, market fragmentation and a limited<br />

usage of data produced by the security devices.<br />

The goal is to make it easier for application<br />

developers to come into our industry and<br />

getting access to a common standardized<br />

platform (including an operating system) to<br />

deploy their applications and thus stimulate<br />

further innovation.<br />

Who is the ‘we’ in OSSA?<br />

First of all we have a number of founding<br />

partners including Vivotek, Bosch Building<br />

Technologies, Pelco, Milestone Systems and<br />

Hanwha Techwin. We came together about a<br />

year ago and discussed the idea of an alliance.<br />

We then founded the Alliance and launched it in<br />

September 2018.<br />

In the meantime we took on around 25-30<br />

companies which encompass all elements of the<br />

security industry such as device manufacturers,<br />

system integrators, distributors and video<br />

management solution providers to tackle the<br />

whole ecosystem because you need devices and<br />

also the applications to be sold through<br />

integrators and distributors. On top of all of that<br />

we have a member called Security and Safety<br />

Things which is building an OSSA specified<br />

operating system for cameras and a digital<br />

market-place for apps.<br />

We are moving very quickly and we believe<br />

that by 2020 we will have the go-live of an<br />

ecosystem, including the camera operating<br />

system, digital market-place (like an app store)<br />

and partners that deliver their first hardware<br />

and software offerings compatible with the<br />

ecosystem.<br />

The founding partners are essentially<br />

competitors, so how did you all come<br />

together?<br />

To be honest, there we had a lot of interesting<br />

discussions. But already soon we found out that<br />

certain topics can only be solved together.<br />

Addressing these challenges together gives us a<br />

much better chance of raising the bar in the<br />

industry, and stimulating the market and<br />

technology development.<br />

So what are the challenges that you are<br />

addressing?<br />

As we were only founded recently we are still<br />

finding new problems! Typically though we have<br />

identified concerns around cyber security and<br />

the protection of privacy.<br />

The OSSA specified operating system is<br />

therefore based on Android Open Source<br />

Platform (AOSP), which means it already<br />

comes with a lot of security built-in, giving us a<br />

good starting point. And with the contributions<br />

What is the difference between the Open Security & Safety Alliance<br />

and ONVIF?<br />

ONVIF is an open industry forum that provides and promotes standardised<br />

interfaces for effective interoperability of IP-based physical security products.<br />

OSSA focuses on developing a framework outlining a common standardised<br />

platform for security and safety devices solutions. The framework provides<br />

standards and specifications for common components including an operating<br />

system, IoT infrastructure, collective approach for data security and privacy,<br />

and a drive for improved levels of performance. In addition, the Alliance aims to<br />

promote new business models to encourage the adoption of more data-centric<br />

services by users.<br />

of all of our members, we have already<br />

hardened that operating system to make it<br />

even better for security applications. I believe<br />

that an open alliance developed by all of us<br />

will greatly benefit the market, of course we all<br />

want to differentiate from each other and there<br />

will be many areas where device<br />

manufacturers can try to do so, but we all have<br />

one objective of raising the bar and to battle<br />

any security and potential threats we may<br />

come across.<br />

What do you need manufacturers and<br />

installers to do now?<br />

The more security manufacturers we can get<br />

involved with supporting the Alliance, the<br />

broader the open platform will eventually be –<br />

ultimately offering more choice for installers<br />

and integrators. Ideally all devices with their<br />

unique differentiators that are offered in the<br />

ecosystem will be able to work with any<br />

software application. For the installers this will<br />

be a big benefit because they will have the<br />

luxury of a broad choice of vendor technologies,<br />

each with their own differentiators such as<br />

image quality or security add-ons, but sharing a<br />

common operating system and approach to data<br />

security and privacy.<br />

Are developments such as AI changing<br />

the nature of the work OSSA is doing?<br />

New technologies, such as AI, need powerful<br />

processors. Therefore we encourage System-on-<br />

Chip (SoC) manufacturers to join the alliance, so<br />

that together we can define a baseline regarding<br />

the performance of hardware. After<br />

establishment of this baseline, it will be<br />

possible for a wide range of app developers to<br />

come in and make use of the power that is<br />

available in cameras that are based on OSSA’s<br />

specifications.<br />

Another objective of the alliance is to<br />

educate the industry on these new<br />

developments and where we are standing so<br />

that installers and integrators are prepared for<br />

what is coming.<br />

Leak detection system<br />

utilises fire alarm technology<br />

LEAKalarm from Hochiki is a fully addressable<br />

water leak detection system. According to the<br />

company, utilising fire alarm technology in the<br />

design of LEAKalarm provides the reliability and<br />

Smart motion detection system with high accuracy<br />

Dahua Technology has released SMD Plus, its fullchannel<br />

smart motion detection system which, says the<br />

company, delivers detection accuracy of up to 95%. The<br />

new software is available on Dahua’s XVR AI models.<br />

Upgraded from the original SMD technology running on the CPU, the<br />

new SMD Plus uses an independent AI smart chip loaded with new deep<br />

learning algorithms, enabling processing power to be ten times more<br />

powerful. It also needs fewer pixels to make positive detection results.<br />

As a result, Dahua says SMD Plus can recognise moving objects and<br />

differentiate between people and vehicles, effectively reducing false<br />

alarms caused by objects such as tree branches, animals, insects, shadows and the effects of wind. Meanwhile, users can target specific<br />

vehicles or people for tracking and playback, saving time on searching for and retrieving relevant video.<br />

Dahua SMD XVRs support up to 16 channels and are suitable for indoor and outdoor security applications. HDCVI users need only<br />

upgrade their devices from XVR-X to XVR-I to enjoy the benefits of HD over coax with AI performance. In conjunction with Dahua’s active<br />

deterrence camera, the system can be used to warn off any intruders with white light and a siren, thereby protecting premises while also<br />

saving manpower. No other equipment is required and alarms and alerts can be sent to a user’s mobile phone via the DMSS (Digital<br />

Face - the future...<br />

Facial recognition hit the mainstream media recently with a claim that<br />

scanning the public is a violation of “human rights”. Is this a security<br />

make-or-break moment for legislation going forward? The <strong>PSI</strong> Panel of<br />

experts looks at the future for facial analytics<br />

Facial recognition took a hit recently with a<br />

case in Cardiff going to Court because<br />

South Wales Police allegedly captured the<br />

face of a member of the public without his<br />

consent twice during an operation to spot<br />

known lawbreakers. He described this as “a<br />

fundamental invasion of my privacy”<br />

"It is just like taking people's DNA or<br />

fingerprints, without their knowledge or their<br />

consent," said Megan Goulding, a lawyer from<br />

the civil liberties group Liberty which is<br />

supporting the case.<br />

Could this case be a watershed moment for<br />

the use of facial recognition in the UK and what<br />

changes to legislation could result? The <strong>PSI</strong><br />

panel is now in session.<br />

Currently surveillance systems<br />

are installed and used in<br />

accordance to the Data<br />

Protection Act 2018 and the<br />

Home Office guidelines on<br />

CCTV. However, some recent<br />

national press controversy regarding the use of<br />

recorded footage concerning facial recognition<br />

in particular, may see some developments<br />

required within the security sector.<br />

To date, end users can keep any recorded<br />

information for up to 30 days as long as<br />

adequate signage is displayed on the particular<br />

site. The advancements in analytics and facial<br />

recognition may see a more stringent approach<br />

to how live and recorded data is utilised. There<br />

are many systems that are able to ‘redact’ facial<br />

features, so that personal information isn’t<br />

stored. This isn’t currently an accredited feature<br />

and a must have for recording systems however<br />

we may see this change.<br />

The fire and intrusion market is heavily<br />

regulated for life safety and security purposes, with<br />

measures such as BS5839-1:2017 (manufactured to<br />

EN54 standard) and PD6662 (manufactured to<br />

EN50131 standard). The regulations in other<br />

sectors, potentially questions the level of<br />

regulation and guidance given to security installers<br />

and end users for the CCTV sector.<br />

A further area of conjecture is the amount of<br />

DIY CCTV installations. End users can source<br />

some products from the internet and are able to<br />

have features such as facial recognition<br />

however this isn’t regulated by any insurance or<br />

government body.<br />

The remaining months of <strong>2019</strong> will prove to<br />

be interesting regarding surveillance systems in<br />

general and how public bodies react to any<br />

further controversy regarding the use of CCTV,<br />

such as the recent case that saw a gentleman<br />

take the Police to court questioning his breach<br />

of human rights.<br />

and judgement by all involved.<br />

However, given their resource<br />

limitations, we know the police are trying to do<br />

their best in a tough rising crime landscape.<br />

There is a compelling need to enable the Police<br />

to explore the latest technologies as society<br />

must be protected.<br />

It is understandable and a good thing that<br />

the Police have been legally challenged given<br />

their interpretation of how AFR can be applied<br />

in the public domain. This will lead to an open<br />

and thorough debate on how AFR can be used<br />

and ensure the right level of legislation,<br />

control and transparency is put in place. The<br />

sooner this is achieved the better as AFR<br />

technology is improving rapidly and should be<br />

seen as a force for good and not be<br />

misinterpreted as 'Big Brother'.<br />

Building trust is the most important and, of<br />

course, the most difficult step that needs to<br />

happen, it must come from the highest-level<br />

driven by a set of clear understandable and<br />

transparent regulations to all. There also must<br />

be a distinction between the state and the<br />

private sector use of the technology. There is a<br />

big difference here and if we are to make<br />

progress, once again, understanding and<br />

education must come soon ensuring fair and<br />

appropriate use.<br />

Cressida Dick mentioned in a recent TV<br />

broadcast, that AFR is already being used by<br />

the police, but they are a very early stage, with<br />

just a few trials undertaken in limited<br />

locations. Furthermore, she believes and<br />

publicly stated that AFR is an important force<br />

for good that must be embraced to make<br />

society a safer place.<br />

I support her view and believe AFR can have<br />

a material positive impact on society when<br />

applied appropriately. Businesses will use the<br />

technology to reduce and deter crime,<br />

prioritise the customer experience and enable<br />

access rights to buildings and environments.<br />

It's can be used to protect the individual<br />

wellbeing, for example, protect self-excluder<br />

gamblers or prevent urban explorers climbing<br />

sky- scrappers. There are literally hundreds of<br />

positive applications and equally if not<br />

implemented correctly it can be presented as a<br />

potential threat to society and your civil<br />

liberties.<br />

It is time to behave and act responsibly, as<br />

this is one genie that won't be going back in<br />

the bottle!<br />

I do think in the future, when<br />

ever this may be, we will see<br />

more regulation around the<br />

use of surveillance systems<br />

and its metadata that we<br />

take from it, and I don’t think<br />

we should take issue with<br />

this. What we will most likely see is tighter<br />

regulation on those that install, service &<br />

maintain surveillance systems through the use<br />

of accredited trade bodies, and of course we<br />

already have these, but it’s not a mandatory<br />

requirement to be part of this. if the industry<br />

was to go this way it would mean a set of<br />

people working to a common set of objectives<br />

and standards , which would also include not<br />

just physical installation methods but would<br />

include skills to include data protection<br />

awareness , privacy awareness , camera use<br />

and deployment as well as compliance to<br />

guidelines and legal compliance. From what I<br />

can see this shift has already begun, but what<br />

does this mean for regulation of system types<br />

that would include specifics like facial<br />

recognition, people counting, behaviour<br />

analysis and the like? Like all things there is<br />

always a place for this technology for the<br />

security of property and people and we should<br />

not be scared to embrace this technology, it<br />

can have a very positive impact. But whatever<br />

this dataset is used for we should make it<br />

clear why it’s being used and for what<br />

benefits, and how effective this technology is,<br />

this could be an online portal where systems<br />

have to be disclosed and the type of<br />

technologies used, where practical and not<br />

sensitive. We all want to be connected and<br />

have faster, better, now. Sometimes we can<br />

only achieve this through the use of these<br />

technologies.<br />

Square One<br />

As an industry I believe<br />

strongly that we should be<br />

fighting and lobbying for more<br />

regulation in the CCTV<br />

industry and the recent case of<br />

Mr Ed Bridges and the South<br />

Wales Police raises some very interesting and<br />

important issues. We are seeing technology<br />

moving at an expediential rate, but this<br />

technology and the use of it, is arguably too<br />

easily available to any person or organisation<br />

holding themselves out as a CCTV installer or<br />

integrator.<br />

I was speaking recently at The Security Event<br />

in Manchester and when asked, 90% of the<br />

audience supported increased regulation and<br />

licensing for CCTV installers and operators. I<br />

believe all the tools possible should be made<br />

available to Law Enforcement and Private<br />

Security Organisations to ensure “Crime has<br />

Consequences”. Whilst some will argue and<br />

question that the use of these AI technologies<br />

are potentially an infringement on our civil<br />

liberties and human rights, I would say these<br />

technologies are a necessary tool to take back<br />

our human rights, that have been stripped from<br />

us by the fear of terrorism, organised crime<br />

gangs, criminals and anti-social behaviour that<br />

makes so many feel unsafe walking the streets<br />

and even in their own homes. These tools<br />

applied properly responsibly and regulated<br />

through professional licensing of their<br />

operators and installers, including a national<br />

register of their deployment, can and will assist<br />

in reducing the impact of crime and terrorism on<br />

us all.<br />

Where we leave our industry and the use of<br />

these types of AI assisted technologies wide<br />

open to criticism, is the low threshold required<br />

to access and deploy their use. How can we<br />

accept that one day you can be a window<br />

installer event SiX at EventCity in<br />

Manchester in November. Here we<br />

continue our preview of what is in<br />

store for those attending<br />

As we discussed last month,SiX is aimed<br />

squarely at the security installer and<br />

system integrator. Running on 5-6th<br />

November <strong>2019</strong>, the event will offer a<br />

conference programme delivered by experts, not<br />

manufacturers or government bodies, alongside<br />

an exhibition at EventCity Manchester. In<br />

addition, the annual <strong>PSI</strong> Premier Awards Dinner<br />

will be held on the evening of 5th November.<br />

There are a number of reasons why <strong>PSI</strong> and<br />

Benchmark magazine publisher Pro-Activ took<br />

the decision to host the show, and importantly,<br />

to hold it in Manchester.<br />

Why exhibit at SiX?<br />

In recent years we have seen a clear desire for<br />

an installer-only event. The security trade shows<br />

we have today are aimed at both installers and<br />

end users - in fact, in reality they’re aimed at<br />

anyone who has anything to do with security,<br />

fire, facilities management or health and safety.<br />

This wide audience has considerably different<br />

needs and not many of those visiting the event<br />

could actually be interested in buying or<br />

specifying electronic security technology.<br />

We believe that an installer-only show will be<br />

a better ROI for exhibitors because the people<br />

they will have visiting their stands will have a<br />

genuine interest in the products and services on<br />

offer and will be in a better position to make<br />

purchasing decisions than someone only in<br />

attendance because of a co-located event.<br />

Why visit SiX?<br />

SiX is aimed squarely at installers, there is no<br />

end-user focus in any of the seminars and all of<br />

the exhibitors at the event are looking to build<br />

relationships with engineers that specialise in<br />

electronic security technology.<br />

The seminars at the event (news of which is<br />

forthcoming) have been developed to provide<br />

installers with the information they want to hear<br />

rather than a series of manufacturer-led product<br />

presentations or high-brow subjects of no real<br />

relevance to the audience.<br />

The second issue addressed by SiX is the<br />

location of the event. For some installers a trip<br />

South for a London event is not the most<br />

appetising of travel propositions. By hosting SiX<br />

in Manchester in the new purpose-built Event<br />

City (see sidebar) the show splits the nation in<br />

half, sitting in an easily accessible area with<br />

plenty of options for overnight stays if required.<br />

Big show highlights<br />

Mid-June <strong>2019</strong> saw the UK’s biggest security event, IFSEC International,<br />

take place in London. There was a lot to see and do, so in case you<br />

couldn’t make it or spent too long in the bar, here’s a selection of<br />

attractions that you might have missed over the three days<br />

Our overall opinion on this year’s event can<br />

be found on page 5 of this edition, however<br />

we couldn’t just give you our thoughts on<br />

what the big trends and ideas were, so here is our<br />

random selection (in no particular order) of some<br />

of the launches, sights and attractions of IFSEC<br />

<strong>2019</strong>.<br />

Visual verification with OPTEX<br />

Optex launched two new solutions<br />

at IFSEC with visual verification at<br />

their heart. The VXI-CMOD allows<br />

installers/end-users to upgrade<br />

the Optex VXI outdoor approach<br />

sensor with a wireless 180 degree<br />

day/night camera that will send<br />

keyholders immediate notification<br />

in the event of intrusion, providing<br />

recorded footage and live images<br />

on which to make informed<br />

decisions about appropriate action.<br />

The second solution announced<br />

was the Optex Bridge powered by CHeKT, a<br />

hardware and software solution that takes<br />

separate intruder and CCTV technologies installed<br />

on the same site, but acting independently, and<br />

‘bridges’ them to create one, seamless,<br />

integrated monitored solution. Intruder alarms<br />

can now effectively be visually verified.<br />

installs. Each device can cloud-enable up to 8<br />

cameras or channels from a DVR/NVR simply by<br />

adding it to the local network.<br />

Abloy showcased a number of products including<br />

the PROTEC2 CLIQ access control system, which<br />

enables remote key management and provides<br />

audit trails on locks and padlocks which fulfils the<br />

demands of regulators. It also has the ability to<br />

electronically remove lost or stolen keys from the<br />

system, meaning security can still be confidently<br />

maintained in circumstances where a key has<br />

been misplaced.<br />

Securing a perimeter with<br />

Pyronix<br />

Exhibiting alongside parent<br />

third time, Pyronix<br />

demonstrated how to set<br />

up a secure perimeter with<br />

its XD detectors, indoor<br />

and outdoor Wi-Fi cameras,<br />

security control panels and the updated<br />

ProControl+ app. The company also showcased<br />

something very exciting at the show; adding even<br />

greater functionality to our all-rounded perimeter<br />

protection solution, for additional peace of mind<br />

and greater upsell and retention advantages for<br />

our installers.<br />

Camera launches<br />

from IDIS<br />

A range of new cameras and<br />

smarter deep learning<br />

analytics were showcased by<br />

IDIS at IFSEC. The selection of<br />

cameras includes an easy-toinstall<br />

2MP micro-dome (86pi<br />

x 58), designed for speedy<br />

set-up and rapid deployment.<br />

It features in-built IR illumination with a range of<br />

15m and, with no cable whip (pigtail) to enable<br />

easier and quicker installation. The IDIS<br />

LightMaster PTZ features a 36x optical zoom, an<br />

auto-iris and a Hall sensor for optimum image<br />

quality, and installers can choose between PoE<br />

and 24VAC power supplies. A new range of 5MP<br />

IP cameras was also revealed.<br />

Surveillance optimised drives<br />

by SkyHawk AI, NVRs can ensure data is<br />

preserved and instantly accessible for analytics<br />

and real-time decision making.<br />

Traka and key and asset<br />

management<br />

Traka unveiled its latest generation Traka Web<br />

software, offering remote administration with the<br />

benefits of faulty item exchange, fleet<br />

management and full audit control capability. It<br />

can be recorded with instant email notifications<br />

linked to specific item movements. Traka also<br />

highlighted its integration credentials with access<br />

control providers, to present increased efficiency,<br />

resource and significant cost savings, without<br />

compromising on safety or security.<br />

Artificial intelligence focus from<br />

Dahua<br />

Dahua focused on Artificial Intelligence at IFSEC<br />

this year. AI embraces advanced deep-learning<br />

technology, such as video data structuring, face<br />

and vehicle recognition, people counting and<br />

perimeter protection, greatly improving the<br />

efficiency of searching targets. Dahua’s latest<br />

Smart Motion Detection Plus reportedly delivers<br />

people and vehicle detection accuracy up to 95%.<br />

Available on Dahua’s HDCVI 5.0 series, this<br />

technology reduces nuisance alarms and can cut<br />

surveillance costs using a built-in siren and white<br />

light feature (Active Deterrence Camera).<br />

Radar awareness with InnoSenT<br />

The focus on the InnoSenT stand was on the<br />

Smart Tracker of the new iSYS-50x1 series. “IFSEC<br />

<strong>2019</strong> presented us with an ideal opportunity to<br />

demonstrate our new systems to the public for the<br />

first time. We were very excited to see how the<br />

audience of industry specialists reacted to our<br />

developments,” explained Christian Bömmel,<br />

Head of Industrial Sales & Marketing. InnoSenT<br />

also showcased the iSYS-50xx series, which was<br />

recently expanded to include two additional radar<br />

systems. The products provide information on the<br />

speed, distance, direction of movement and<br />

position of persons or vehicles within the<br />

coverage area of up to 29,500 m².<br />

Proxyclick unveiled face<br />

BWCs to help prevent both criminal and antisocial<br />

behaviour when out on patrol. This latest<br />

camera has an IP67 ingress protection rating, and<br />

delivers full 1080p HD recording capabilities to<br />

capture evidence-quality footage, Bluetooth<br />

sensor monitoring, and built-in GPS functionality<br />

which will greatly simplify camera asset<br />

management across large estates. Other features<br />

include a full-shift battery life, Wi-Fi streaming,<br />

120 degree horizontal field of view and haptic and<br />

audio feedback alerts to show when recording has<br />

been activated.<br />

of the new printing production line for technical<br />

furniture. The new printer can print onto the<br />

panels with textures and patterns, created inhouse.<br />

These will be added to on a regular basis,<br />

incorporating the trends in office furniture design,<br />

to build up a library of popular finishes and colour<br />

schemes coordinating with worktop finishes.<br />

Logos and artwork including montages can also<br />

be added, giving clients complete customisation<br />

over the look of their new control room furniture.<br />

Eagle Eye showcased its new open, public<br />

domain, plug and play communications<br />

framework that enables video manufacturers to<br />

connect cameras, DVRs and encoders to the cloud,<br />

at IFSEC <strong>2019</strong>.<br />

Its Networks’ Cloud Camera Specification has<br />

been developed with 10 years’ experience gained<br />

from practical integrations with camera<br />

manufacturers and cloud technology<br />

partnerships. Eagle Eye is providing an open<br />

source SDK and an open public domain<br />

specification that can be used across the industry.<br />

“Our primary objective is to make video<br />

surveillance easier for the integrator, the installer,<br />

and the customer. Open systems have been<br />

proven to do that better than closed systems,”<br />

said Dean Drako, CEO of Eagle Eye Networks. We<br />

are packaging our experience and cyber security<br />

expertise into this open solution by introducing EE<br />

Connect.”<br />

1080p BWC from Edesix<br />

launched<br />

Edesix launched its latest VideoBadge, the VB-<br />

400, at IFSEC <strong>2019</strong>. The VB-400 will be<br />

predominantly aimed at the policing and security<br />

Hanwha Techwin introduced its compact four- and<br />

eight-channel Wisenet NVRs for transport<br />

applications to visitors at the show. The new<br />

vibration-proof Wisenet TRM-410S and TRM-810S<br />

NVRs have a footprint of 250mm x 210mm and offer<br />

two-way audio communication. The two new robust<br />

NVRs are EN50155, EN-50121 and EN-61373 certified,<br />

which makes them suitable for deployment on buses<br />

and trains where they can be used to record video of<br />

passenger activity, as well as video of the road or<br />

track ahead, in order to provide evidence of any<br />

incidents. The company also displayed how easy<br />

installation of cameras can be.<br />

IDL demonstrate sidegating<br />

In response to changing regulations and to meet<br />

customer demands for wider lanes for both<br />

pedestrian and wheelchair users’ comfort, IDL<br />

Maxxess highlighted a host of new surveillance<br />

integrations at IFSEC, showing how eFusion<br />

makes it easy to link security, fire, safety, building<br />

and business systems together under a unified<br />

management umbrella. Among the solutions on<br />

the stand was the Sony SNC-VB770 full colour<br />

ultra-low light camera, that was demonstrated in a<br />

third-party housing as part of a PTZ solution, and<br />

video technologies such as the latest video<br />

management solutions (VMS) from Cathexis.<br />

Maxxess eFusion makes it simple to deploy these<br />

advances and integrate with more than 60<br />

security and fire systems as well as business<br />

management solutions from other vendors.<br />

end of 2017 and, most recently, the Glassgate 400<br />

Plus. Both models enable Fastlane customers to<br />

install turnstile lanes of up to 1200mm wide,<br />

significantly wider than the standard 660mm and<br />

914mm DDA and ADA compliant lanes that have<br />

previously been supplied. But, with the<br />

development of wider<br />

lanes came the potential<br />

for ‘sidegating’. Driven by<br />

Hikvision helped launch the Secure by Default<br />

initiative and unveiled new product and<br />

technology developments at the show this year.<br />

Secure by Default is a set of minimum<br />

requirements which for the first time will provide a<br />

guarantee for users that network video security<br />

products are as secure as possible in their default<br />

settings out of the box. Secure by Default was<br />

launched by UK Surveillance Camera<br />

Commissioner Tony Porter as part of the first<br />

National Surveillance Camera day, the launch of<br />

which took place on Thursday June 20.<br />

Percepto launched the next generation of its AIpowered<br />

autonomous industrial Drone-in-a-Box<br />

(DIB) at IFSEC. The solution includes a portable,<br />

smaller, lighter-weight and weather resistant base<br />

station. Adding 5G compatibility, the new DIB also<br />

features seamless integration of 2D mapping and<br />

3D modelling, customised reporting, compliance<br />

and enhanced safety functions. At only 166(W) x<br />

162(D) x 168(H) and 162kg, the smaller and lighter<br />

weight (162 kg) Percepto Base makes it easy to<br />

transport, deploy and manoeuvre units into<br />

position, in order to schedule and manage a range<br />

of surveillance, mapping, inspection and<br />

maintenance missions.<br />

conditions. Presenting the technology in the UK<br />

for the first time at IFSEC Cepton’s Neil<br />

Huntingdon said that because the device<br />

combines the sensor with a micro-computer in a<br />

single package it can process the information<br />

directly at the “edge” and highlight only potential<br />

threats. This then guarantees the anonymity of<br />

those not involved in any suspicious incident.<br />

throughout IFSEC, but we did manage to<br />

catch up with Tim Northwood, MD, to find out<br />

what was proving popular with installers.<br />

“The show has been really good for us this<br />

year - at times we've been exceedingly busy,”<br />

said Tim. “The footfall was certainly better than<br />

we expected and we're delighted with that. The<br />

interest from visitors has primarily been around<br />

our integration options. So solutions with<br />

integrated access, intruder and biometrics. One<br />

of the angles that people are really interested in<br />

are how we are able to offer cause and effect<br />

solutions so they can have a security<br />

management system that will integrate almost<br />

every service that they're looking for and that<br />

has probably increased the footfall on our stand<br />

because it takes so long to demo it!<br />

“I think also our addition of integration of<br />

biometrics, both 2D and 3D fingerprint<br />

recognition and Iris recognition as well, has<br />

been of great interest to a lot of people,” he<br />

continued. “Also we probably only for the<br />

On the final day of the show, <strong>PSI</strong> magazine<br />

spoke to Ross Wilks, the Head of Marketing<br />

Communications at Vanderbilt International<br />

UK, to find out what was interesting the visitors:<br />

using at IFSEC is how you can badge a reader on a<br />

has been generating a lot of interest with visitors.<br />

What would be a typical project for you?<br />

Each day differs from the last one, which is what<br />

makes my job so great, however there are two<br />

types of installation projects that I work on – a<br />

domestic CCTV installation, which involves<br />

installing a CCTV system to a home property.<br />

Often the system will include a camera, storage,<br />

recording and associated equipment. The other<br />

most common installation I carry out is a standard<br />

intruder alarm installation.<br />

What is the best thing about working in<br />

security?<br />

There are many benefits, I love being on the front<br />

line, being out all day and customer facing. Being<br />

able to use new technology, such as<br />

SecureConnect from Eaton is also brilliant.<br />

Having said all that, I think the most enjoyable<br />

aspect is I’m able to use the problem solving<br />

skills that I’ve acquired over my career to in a<br />

practical job role, as opposed to being office<br />

bound all day – it makes a huge difference!<br />

What is the industry’s biggest myth?<br />

Insurance is a big issue in our industry and there<br />

are many misconceptions, however one that I see<br />

over and over again is people who believe that<br />

they are fully safe with a DIY security system<br />

which is not insurance approved.<br />

Are you concerned about Brexit?<br />

Whilst Brexit is a concern for many industries, it is<br />

not one that will necessarily affect ours, at least<br />

in the short term.<br />

Granted no-one really knows what will happen<br />

or how it will affect people or businesses so<br />

there’s no point really worrying about it… for now!<br />

What advice would you give to a younger<br />

version of yourself?<br />

Over the years, I’ve picked up numerous<br />

strategies for how to work more efficiently but the<br />

one that I always come back to and that has been<br />

the most helpful is “work smarter, not harder”.<br />

If you won £25,000 what would you do with<br />

the money?<br />

£25,000 is a life changing sum of money for<br />

anyone in my generation and giving the state of<br />

the housing market at the moment, I’d have to<br />

say a deposit for a house –<br />

involve. This can lead to a difficult<br />

conversation when us installers have to<br />

break the news to customers that the<br />

system they’re craving may be<br />

slightly out of their price range.<br />

According to reports, a robber made off with<br />

almost $8,000 from two Israeli banks after<br />

holding them up armed with an avocado. The<br />

man struck in May demanding money. When<br />

the Postal Bank worker hesitated, the man<br />

pulled out what he said was a grenade and threatened to<br />

throw it if she refused. When captured the fruit threat was<br />

How far two people would go to avoid paying<br />

for a £7 lunch was revealed by the Daily Mail<br />

as CCTV footage taken at The Peacock in<br />

Sunderland showed two women placing a<br />

strand of hair onto a pizza. Initially staff apologised and gave<br />

the women a refund on the lunch as well as a round of drinks,<br />

but staff became suspicious when they realised the hair<br />

didn’t match anyone working at the pub. The pub’s owners<br />

Pub Culture slammed the ‘cynical stunt’ caught on camera.<br />

During this armed robbery attempt in Argentina<br />

in May, a man is held up by two men outside<br />

his house before his two boxer dogs come to<br />

robbers packing and return to a relieved owner. No doubt the<br />

Any technology is only as valuable as the<br />

user’s skills and ability to operate it.<br />

Looking at how we use business software<br />

applications, or only use a small part of the<br />

functionality on our mobile phones, it becomes<br />

clear how technology is rarely used to its full<br />

potential. This is as true of video surveillance as<br />

any other technology: a solution that isn’t<br />

intuitive, easy to use and manage won’t deliver<br />

maximum value. And while the quality of video<br />

surveillance has improved enormously in recent<br />

years, and the addition of other network<br />

technologies and analytics have enhanced<br />

coverage and insight, these innovations will<br />

mean little if the operator cannot make full use<br />

of them. This is particularly true of smaller<br />

organisations – whether in retail, hospitality,<br />

education or manufacturing – which are far less<br />

likely to have people specifically employed to<br />

use and manage the video surveillance solution.<br />

An intuitive user interface is therefore<br />

essential in allowing non-specialist employees<br />

to set up and operate cameras and deliver the<br />

associated security and operational benefits.<br />

Key aspects that should be considered include:<br />

• Automatic camera discovery and setup<br />

wizards so that systems are live as quickly as<br />

possible<br />

• The ability to view live and recorded video<br />

simultaneously<br />

• Tabs that enable instant recall of views of<br />

interest<br />

• On-screen controls for common and useful<br />

camera features<br />

• An ‘always on’ timeline for easier<br />

investigation after any incidents<br />

• Simple export of video footage to relevant<br />

authorities<br />

In many smaller organisations, the video<br />

surveillance operator isn’t dedicated to the task<br />

full-time. In such cases, email notifications with<br />

an attached image can alert the operator, who<br />

can then use a mobile viewing app to access live<br />

surveillance. In doing so, system users are free<br />

from static camera management stations,<br />

allowing them to monitor video surveillance<br />

while engaged in other work.<br />

Every organisation is different, which is why<br />

it is vital to understand the unique<br />

requirements the surveillance system needs to<br />

fulfil. Take Washington Community High School<br />

(WCHS) for example. As the school expanded, it<br />

outgrew its security system, which was made<br />

up of a variety of different analogue cameras<br />

from multiple manufacturers. As such the<br />

system was difficult to use and generated a<br />

large number of false alarms, as well as there<br />

being gaps in coverage. The school decided to<br />

upgrade to an IP-based system to improve<br />

quality, coverage and ease of use.<br />

After deploying the new system, the schools<br />

issues around usability were reduced. For<br />

example, rather than spending an hour<br />

reviewing analogue video to find five minutes’<br />

worth of relevant footage, the school’s security<br />

officer can quickly find incidents on video and<br />

see exactly what happened, allowing them to<br />

address the issues immediately. By also using<br />

video management software security personnel<br />

can spend more time monitoring the school for<br />

potential problems.<br />

“It’s performed much better than the former<br />

system and it’s saved me a lot of time, probably<br />

several hours,” said School Resource Officer<br />

Troi Westbrook. Also, by the new system being<br />

very user-friendly, it allows new users to get up<br />

to speed quickly, saving money on training<br />

costs and the consequences of user errors.<br />

College CCTV system achieves<br />

almost instant success<br />

Like many educational facilities, Brighton Hove &<br />

Sussex Sixth Form College (BHASVIC) in East<br />

Sussex, lacks the resources for a round-the-clock<br />

security team. Upgrading the school's analogue<br />

CCTV system, however, with a Lilin IP cameras,<br />

server and software has helped BHASVIC meet its<br />

security needs, and provided a high-resolution<br />

video solution that can be accessed remotely by<br />

authorised staff when they are not on-site or<br />

during off hours.<br />

During planning, both the Head of Facilities<br />

and the school security team made it clear that<br />

the new system needed to give them remote<br />

viewing of HD video, wherever they were and<br />

whatever the time. This was implemented through<br />

the installation of the Lilin Viewer App on their<br />

smartphones and tablets for access to live feeds<br />

and playback. Next, the client software was<br />

installed on school PCs for select staff and<br />

installed on the caretaker's home computer for<br />

round the clock surveillance. The Head of<br />

Facilities established a hierarchy of video access<br />

dependent on staff role.<br />

A total of 18 Lilin MR8342 cameras were<br />

installed outside the school for general<br />

surveillance and monitoring of key areas such as<br />

the main entrance, bike<br />

sheds and other busy areas<br />

on the campus grounds. The<br />

areas that would normally<br />

require several standard<br />

resolution cameras. Indoors,<br />

Along with remote access, BHASVIC wanted a<br />

video surveilance solution that included privacy<br />

masking zones for areas where sensitive<br />

information was displayed, along with the ability<br />

to flag motion events and deliver high quality<br />

images that clearly identified a trespasser or<br />

vandal.<br />

Shortly after the system was installed it<br />

captured clear footage of a man who had stolen<br />

more than 40 bicycles from students and railway<br />

station passengers. The man was identified by the<br />

video, arrested and sentenced to 30 days in jail.<br />

Sheffield City Council upgrades fire alarm<br />

systems across housing stock<br />

Sheffield City Council has<br />

taken a decision to upgrade<br />

the fire alarm systems across<br />

its entire housing stock as part<br />

of an electrical upgrade<br />

programme to keep customers<br />

safe. Phase 1 of this work will<br />

see over 20,000 properties<br />

upgraded from category LD3 to<br />

LD2 using Aico 3000 Series<br />

Alarms.<br />

Domestic Fire Alarm<br />

installation is guided by BS<br />

5839-6 which clearly identifies<br />

both grades of alarm system to<br />

use and categories of<br />

protection. Grade D is the<br />

most common and requires one or more interlinked mains<br />

powered alarms, each with an integral stand-by supply. LD3<br />

category, which is a low level of protection, was the minimum<br />

requirement, but Sheffield City Council decided to move to the<br />

next level up, LD2, in anticipation of changes to the British<br />

Standard, which were released at the end of April.<br />

The Council, through its principal contractors, is installing mains<br />

powered 3000 Series for this upgrade, using the Ei3024 and<br />

Ei3028 Multi-Sensors. The Ei3024 features Optical and Heat<br />

Sensors which constantly monitor and analyse smoke and heat<br />

levels. In line with LD2, the Council is fitting mains powered<br />

Smoke Alarms in every circulation space on each storey (i.e.<br />

hallways and landings), in the principal habitable rooms and in<br />

every access room serving an inner room, plus a Heat Alarm in the<br />

kitchen. All 3000 Series Alarms within a property are being<br />

hardwired together or, where this is not practical, wirelessly<br />

interconnected using Aico SmartLINK RF technology.<br />

CCTV – TRIED & TESTED<br />

An overview of some of the products we have featured in <strong>PSI</strong> independent<br />

test reports. This month we highlight recent CCTV reviews; products are listed<br />

in no particular order. As always, manufacturers and distributors have no input in<br />

the test reports or results<br />

Bosch – Flexidome NDE-4502-AL<br />

This is a compact, easy to install, ONVIF compliant dome with a remote<br />

zoom and focus 3mm to 10mm auto-iris lens. It provides up to two 1920<br />

x1080p streams with a third using MJPEG. Both H.264 and H.265 are<br />

supported. A wide selection of video analytic features along with local<br />

alarm input & output connection and audio line in and out. Infrared illumination is quoted<br />

to 30 metres.<br />

Review: A very capable camera with good sensitivity and 1080p HD detail. Can be configured<br />

to record directly to iSCSI drive as well as its optional internal Micro SD card. Web access to<br />

relevant information is not a straightforward as it<br />

could be.<br />

IDIS – DC-Y3C14WRX<br />

This is a 360° dome IP camera with built-in infrared<br />

illumination. It supports two-way audio, alarm input and<br />

outputs and a range of viewing modes.<br />

Review: This is a well-built 360° camera with some very<br />

flexible display modes. For maximum benefit it would<br />

ideally be used with an IDIS NVR or front end but<br />

works well with the supplied software or Web viewer.<br />

Concept Pro – CP-HSD20-AHD<br />

This Concept Pro IP66 IK10 rated speed-dome is based on the Starvis 1/2.8” CMOS<br />

sensor, giving a 2MP (1920 x 1080p) image with a 20x zoom lens and in-built infrared<br />

illuminators with a stated range of up to 150 metres. A 30x zoom version is also<br />

available. The camera provides outputs for all the main analogue HD formats such as<br />

AHD, CVI, TVI along with the digital over coax SDI standard.<br />

Review: An interesting highly sensitive HD speed dome that gives a potentially easy route to<br />

changing from analogue HD to IP based viewing and control, compatible with all key analogue HD<br />

systems. Some of the camera’s core configuration options are not currently<br />

accessible via the browser but possibly may be included in a future<br />

firmware version.<br />

Vista – VK2-MP4XVDIR28V12M<br />

This dome is a 4MP vandal resistant model from the Vista VK2 range, with IP66<br />

and IK10 protection ratings. A motorised 2.8 to 12 mm lens allows simple<br />

adjustment of the required field of view once installed. H.264 and H.265 formats<br />

are available with up to four streams. IR LED illumination is stated up to 25 metres.<br />

Review: A well-featured external vandal resistant camera with excellent resolution and good<br />

sensitivity. Support documentation is of a good standard. Additional software performed reasonably<br />

well.<br />

SMOKE DETECTION<br />

Hikvision – DS-2CD4A26FWD<br />

This camera is a high-end outdoor bullet camera identified as part of<br />

Hikvision’s DarkFighter range. The camera offers very high sensitivity and<br />

1920 x 1080p HD performance with pre-installed firmware to provide video<br />

analytic functions. These can be selected from options including Audio<br />

Exception, Defocus, Scene Change, Face, Line Crossing, Intrusion, Region Entrance,<br />

Region Exiting, Unattended Baggage and Object Removal Detection.<br />

Review: The wide range of detection methods mean that this camera can fulfil the majority of current security video tasks. Its builtin<br />

Infrared illuminator range and high sensitivity provide very good image quality even in challenging conditions.<br />

Tyco – Illustra Flex IFS02P6INWIT<br />

This Indoor HD PTZ dome is from the Illustra Flex range and has a 30 times optical and<br />

12 times digital zoom range with IR illumination up to 25 metres. An external variant<br />

has IR support to 150 metres.<br />

Review: A very well constructed PTZ camera unit with straightforward connection and<br />

configuration. Some minor issues encountered with setup functions and lens performance but overall,<br />

good image quality and extended zoom range.<br />

Hanwha Techwin – Wisenet PNM-9320VQP<br />

The Wisenet PNM-9320VQP is a relatively large assembly that can house up<br />

to 4 fixed camera modules for wide area coverage and with a PTZ camera<br />

beneath fitted with a 32x zoom lens of 4.44mm to 142.6mm. The wide<br />

range of fixed camera modules means that the camera can cover a full 360° field of view or 4<br />

specific narrower views to suit the surveillance requirement.<br />

Review: An interesting device to provide wide area surveillance with PTZ<br />

support for close-up or automated tracking of subjects. The single network<br />

connection means that an existing network camera can be upgraded to a multiview<br />

capability without the need for additional network hardware.<br />

Dahua DH-IPC-HF8835FP<br />

This is an 8MP (UHD) box style camera with very high<br />

sensitivity and intelligent video detection capabilities. It is<br />

promoted as a Starlight+ camera. Due to the large format<br />

of the CMOS sensor used, the lens mount is an M43 (Micro<br />

four thirds) bayonet-style connection.<br />

Review: It is likely that lens choice will be limited for some time unless this mount finds more common usage in the security industry.<br />

Various compact mirrorless digital cameras use the M43 format so this may be the best way to provide a variety of options, but<br />

controlled zoom versions may be limited and expensive.<br />

Flir – CC-3103-01-I<br />

This is an IP66 rated corner mounting 3MP IP camera from the Flir Ariel range with<br />

a lens viewing angle designed to provide wall to wall and ceiling to floor coverage<br />

of the surveyed area. It has a curved front plate to ensure no grip is possible and<br />

that no ligature can be attached. A microphone allows sound to be captured and<br />

discrete infrared illumination is available for low or zero visible light use.<br />

Review: This camera is very simple to get up and running and has a wide range of settings to optimise its<br />

performance. Image quality and colour rendition is very good and alarm settings are clearly laid out and<br />

function well. The ease of browser access was a welcome change from some supplier offerings.<br />

For those of you who are involved – or BS 5839-<br />

6 is the code of practice for the design,<br />

installation, commissioning and maintenance<br />

of fire detection and fire alarm systems in domestic<br />

premises. When it was first introduced in 1995, BS<br />

5839-6 it changed everything. Whether you were a<br />

landlord, a specifier or an installer, here at last was<br />

a clear and detailed set of standards to be<br />

observed. The contents of BS 5839-6 were quickly<br />

adopted and have been standard practice since<br />

then in both existing dwellings and new builds.<br />

Building Regulations and other guidance<br />

documents reference this standard, so its<br />

importance cannot be over emphasised.<br />

BS 5839-6 was revised in 2004 and then again<br />

in 2013, both times taking into consideration<br />

technological developments and revising best<br />

practice accordingly. It’s been around a decade<br />

between each set of revisions so why, just six years<br />

since the last set of revisions, was a new version<br />

released this year on the 30th April?<br />

The answer isn’t to be found in new technology<br />

but in the will of professionals in housing, fire and<br />

safety to improve the level of fire protection in<br />

domestic dwellings, which ultimately provides<br />

residents with a greater chance of escape<br />

unharmed from a fire in their home.<br />

Whilst there have been a number of minor<br />

revisions within BS 5839-6:<strong>2019</strong>, plus multiple<br />

definitions that have been updated throughout, the<br />

biggest changes by far apply to the grades of<br />

alarms and the type/level of protection for each<br />

identified dwelling. The Grade determines the type<br />

of alarm to be used and the Category the level of<br />

protection required.<br />

Changes to Grades<br />

Under BS 5839-6, Fire Alarms are classified into<br />

Grades, from A to F. Grades B and E have been<br />

removed in <strong>2019</strong>, but with Grade D being the<br />

current most common for domestic properties that<br />

will form the focus of this piece.<br />

Under the previous standard, Grade D required<br />

one or more interlinked mains powered Smoke<br />

Alarms (and Heat Alarms if required), each with an<br />

integral back-up supply; the back-up supply to be in<br />

the form of a rechargeable lithium or alkaline battery.<br />

Under the revised BS 5839-6, Grade D has been<br />

replaced with Grades D1 and D2 which differ in<br />

terms of the back-up power supply:<br />

• D1 calls for a tamper-proof standby supply<br />

consisting of a battery or batteries, with lithium<br />

being the standard battery type. These are long<br />

life battery cells lasting the recommended lifespan<br />

of the alarm and are designed so they cannot<br />

easily be removed by the user. Grade D1 alarms are<br />

the preferred option for social housing as they<br />

remove the risk factor.<br />

• D2, on the other hand, requires an integral<br />

standby supply consisting of a battery or batteries<br />

(usually 9 volt PP3) which need to be replaced at<br />

regular intervals throughout the life of the alarm by<br />

the user.<br />

Changes to these Grades provides greater<br />

clarity for alarm specifiers and installers, which is<br />

welcomed.<br />

Whilst Grade D alarms feature most heavily in<br />

BS 5839-6:<strong>2019</strong> Grade F systems also warrant<br />

mention here due to changes in Scottish legislation<br />

earlier this year which permits their use. Grade F<br />

systems use battery only powered alarms. As with<br />

Grade D, Grade F has now been divided into F1 and<br />

F2 in the same fashion as that noted above.<br />

Property Types Get New<br />

Minimum Levels of protection<br />

Under BS 5839-6 different classes of premises are<br />

identified and the minimum Grade of fire alarm<br />

system and Category of fire protection provided for<br />

that specific type of property are listed. It is here,<br />

in the <strong>2019</strong> revisions, that we have seen the<br />

biggest changes that will have a major impact on<br />

what type of Fire Alarms are fitted and where. In<br />

the main this is due to an increase in the Category<br />

of fire protection from LD3 where previously listed,<br />

which requires one mains-powered Optical Alarm<br />

in the hallway and another upstairs on the landing,<br />

interconnected together, to Category LD2. LD2<br />

involves additional alarm coverage, with a Heat<br />

Alarm in the kitchen and a further Smoke alarm in<br />

the main living area; once again all interconnected.<br />

This upgrade in fire protection is most notable<br />

in existing rental properties and Houses in Multiple<br />

Occupation (HMOs):<br />

• Existing two – three-storey maisonettes and<br />

houses in the rental sector have now been<br />

upgraded from the low Category of fire protection<br />

(LD3) to the medium Category LD2 and graded D1,<br />

i.e. mains-powered alarm with tamper-proof<br />

battery back-up power. New build properties of<br />

this nature remain LD3, unless a risk assessment<br />

indicates otherwise.<br />

Other Changes of Note<br />

Weekly alarm testing was previously<br />

recommended in BS 5839-6 but this has been<br />

changed to monthly (apart from Grade A systems).<br />

Although weekly testing of alarms remains ideal,<br />

it’s not a realistic expectation, whereas monthly is<br />

far more manageable and therefore likely. The<br />

important message is that users continue to test<br />

their alarms at regular intervals.<br />

Recommendations contained within the NFCC<br />

Specialised Housing Guide regarding all fire<br />

detection, alarm and transmission / signalling to<br />

an Alarm Receiving Centre has been incorporated<br />

into BS 5839-6:<strong>2019</strong>, which is useful and<br />

recognises that valuable document.<br />

Carbon Monoxide Alarms have been<br />

acknowledged for the first time in BS 5839-6 <strong>2019</strong><br />

as they are increasingly been installed alongside<br />

Fire Alarms systems or incorporated within them.<br />

BS 5839-6 states that mains powered Carbon<br />

Monoxide Alarms conforming to BS EN 50291 and<br />

installed in compliance with BS EN 50292 may also<br />

be interlinked with the fire detection and alarm<br />

system if the manufacturer of all the components<br />

makes such a recommendation.<br />

Implications for the Future<br />

BS 5839-6:<strong>2019</strong> is a code of practice for fire<br />

detection and fire alarm systems in domestic<br />

premises, not a set of legal requirements; there is<br />

no penalty if an organisation or individual chooses<br />

to ignore the standard and no date for<br />

‘compliance’. However, the standard is considered<br />

best practice and those who choose to ignore it do<br />

so at their own risk. Certainly, social housing<br />

organisations place great emphasis on it and<br />

complying with it is regarded as essential.<br />

Many RSLs have been moving towards LD2<br />

systems over the past year in the anticipation of<br />

the revisions and we are now witnessing a large<br />

number rewriting their alarm specifications<br />

accordingly and planning upgrade programmes.<br />

With the <strong>2019</strong> revisions we have benefitted from<br />

greater clarity and, in a number of cases, an increase<br />

in the level of fire protection. Of course, with this<br />

comes a need for additional alarms per property<br />

which has an associated cost, not just in alarm units<br />

but also installation. Some of this cost can be<br />

mitigated by using wireless alarm interconnection<br />

technology and by using alarms that have been<br />

designed to be quick and easy to install.<br />

With larger Fire Alarm systems comes issues<br />

over control and maintenance as more alarms will<br />

need to be tested, it’s important to be able to<br />

locate the precise alarm which originally triggered<br />

the alarm. In these cases an Alarm Controller<br />

should be considered (especially important if a<br />

Carbon Monoxide Alarm is included in the system).<br />

These wall mounted devices feature test, silence<br />

and locate features, adding a very valuable extra<br />

measure of controllability to an LD2 system.<br />

Fire alarm systems should be able to evacuate<br />

everyone. Relying on audible fire alarm<br />

notification alone, however, disadvantages<br />

people with hearing impairments or those<br />

working or living in a sound-reducing<br />

environment. Even something as simple as<br />

wearing a pair of headphones could prevent<br />

The key issue affecting all industries today<br />

is a simple but important one. Over the last<br />

decade, there has been a huge rise in<br />

demand for micro electrical components.<br />

Manufacturers are having to find new ways<br />

build devices, without increasing unit size. As a<br />

result, producers of electronic components are<br />

meeting demand by downsizing everything they<br />

create.<br />

Much of the technology we use today<br />

incorporates similar components all fitted to a<br />

printed circuit board (PCB) which determines<br />

the function of the product. To correctly fit each<br />

component and keep production moving,<br />

manufacturing lines need to be equipped with<br />

the right machinery.<br />

As the miniaturization of mainstream<br />

technology continues, manufacturers in all<br />

industries must follow suit. This is especially<br />

true in the life safety sector. Life safety<br />

solutions are not as space-hungry as products<br />

like mobile phones. This means there is no great<br />

need for them to become smaller. However,<br />

when these new, smaller components are<br />

manufactured, the predecessors are usually<br />

phased out, leaving a shortage for the rest of<br />

the industry, a process known as component<br />

obsolescence.<br />

To keep production going in the face of<br />

component obsolescence, life safety<br />

manufacturers need to have a strategy that is<br />

built with the future in mind, and this must be a<br />

key focus for any R&D team. R&D divisions,<br />

regardless of sector, should understand how<br />

technology might change, or is changing, and<br />

how their business may need to adapt to suit.<br />

There are a number of relatively straightforward measures manufacturers can<br />

take to combat the risks posed by the component shortage. We have recently<br />

invested hundreds of thousands of pounds in our production capabilities and<br />

equipment to ensure we can handle the smallest of components. By being aware<br />

that such an investment will be required for long term success we can plan our<br />

operations more effectively, factoring in any costs as part of business planning.<br />

We must always be looking for new ways to increase productivity, outputs<br />

and everything in between, despite challenges like the global component<br />

shortage. Getting ahead of the curve is key, and by maintaining close<br />

relationships with suppliers and customers and investing in capabilities, our<br />

industries will be able to continue to operate efficiently now and into the future.<br />

software tools to ensure our R&D teams can<br />

track such changes and use the data to develop<br />

plans that will ensure the business can continue<br />

to operate.<br />

Manufacturers will have a quota of the<br />

number of products they need to be able<br />

produce to keep up with customer demand and<br />

maintain a suitable level of stock, meaning<br />

there should never be a product shortage.<br />

Meeting this quota requires a certain number of<br />

components, and if these are not available then<br />

manufacturing processes can be very quickly<br />

thrown out of sync, causing issues for the<br />

manufacturer, customers and end users.<br />

To address this risk, we need to be forward<br />

thinking and more collaborative. This is why we<br />

work closely with suppliers to ensure they are<br />

top of the list for product deliveries.<br />

Simultaneously, we are also planning well in<br />

advance to ensure our component stock is<br />

continually maintained. We are ensuring we<br />

have enough components to maintain a steady,<br />

constant stream of production.<br />

As with any product, an increase in demand<br />

drives costs up. When the cost of individual<br />

components rises, so too does the cost of the<br />

final product. Manufacturers then have to make<br />

a difficult decision – how much of the cost do<br />

they pass on to their customers and how do<br />

they communicate the increase?<br />

Essentially, there is no right or wrong way to<br />

do this and it very much depends on the<br />

manufacturer. One thing that is constant,<br />

however, is the need for excellent relationship<br />

and stakeholder management processes.<br />

Another reason why manufacturers must<br />

manage the risks of the global component<br />

shortage effectively is for installers themselves.<br />

If a company is unable to produce solutions,<br />

installers could find themselves without the<br />

products they need to fulfil a project. Being in<br />

such a position could mean that installers then<br />

have to turn down work, which is bad from a<br />

reputation and business perspective. In<br />

addition, there is another risk that customers<br />

could re-specify projects to incorporate other,<br />

less advanced systems. It is therefore essential<br />

that, throughout the supply chain, risk is<br />

managed, mitigated and communicated so all<br />

parties can continue to operate as they should.<br />

APPOINTMENTS<br />

Paxton has appointed Paul Massey as its new<br />

field training engineer, covering the north of<br />

the country, Scotland and Ireland.<br />

Paul has worked in security and access<br />

control for more than 20 years and has<br />

installed Paxton systems in buildings across<br />

Europe.<br />

He said: “I’ve always enjoyed helping<br />

people understand how things work and have<br />

spent a lot of time training and mentoring<br />

others. I started installing Paxton systems<br />

about 15 years ago, so you could say I’ve had a<br />

fairly good grounding!”<br />

Brian Barrett<br />

Elmdene International has announced a new<br />

addition to its Business Development team in<br />

Europe with Brian Barrett joining as the new OEM<br />

Business Development Manager.<br />

In his new role Brian will be leading Elmdene’s<br />

growth throughout Europe, by working on<br />

continuing to deliver an OEM service including<br />

product development for bespoke projects.<br />

Brian comes to Elmdene with over 20-years’<br />

experience in the security industry, and the last<br />

16-years within intruder product management, he<br />

also has strong experience in technical sales.<br />

Darren Cooper<br />

Pyronix has introduced Darren Cooper as<br />

its new Account Manager for South Central<br />

England. Darren has been with Pyronix for<br />

over two years and joins the UK team<br />

having worked as the International Pre-<br />

Sales and Technical Support Manager.<br />

“I’m really pleased to be joining the UK<br />

team and I’m really looking forward to this<br />

new challenge,” Darren said.<br />

Darren has worked in the professional<br />

security sector for over 24 years in various roles across a number of companies<br />

before joining Pyronix in November 2016.<br />

His appointment comes as Tom Summerfield leaves Pyronix for pastures new<br />

after two years with the company.<br />

With his sights set on growing the team and<br />

developing Door Group’s service offering, Lee’s<br />

extensive history working in the mechanical<br />

and construction industry will bring a wealth of<br />
