ELEAZAR: President Rodrigo
Duterte has given so much to
the police.
BOB DUNGO
Rody has given cops so much — Eleazar
He emphasized that the sole duty of the police is to
serve and protect civilians
By Pat C Santos
There is no coup plan
within the Philippine National
Police (PNP), National Capital
Region Police Office chief
Maj. Gen. Guillermo Eleazar
said yesterday.
At the weekly Kapihan Sa
Manila Bay weekly forum,
Eleazar said the 170,000-strong
PNP sticks to its mandate
of ensuring law and order
while strictly following the
hierarchy of command wherein
the President serves as the
commander-in-chief.
He emphasized that the
sole duty of the police is to
serve and protect civilians and
not to interfere on government
affairs or veer away from what
the Constitution mandates.
“As batch ‘87 of the PMA
(Philippine Military Academy)
there is no plan or even an
idea of staging a coup d’ etat
against President Duterte,”
Eleazar said.
“I have been in the service
for at least 36 years and he is
the only president who have
invested much in the PNP by
raising its pay and benefits.
We, in the PNP, laud his action
as we believe investing much
in the police will result to
better service” Eleazar added.
Eleazar’s statement came
at the heels of President
Rodrigo Duterte saying that
his fight against graft and
corruption may one day spur
soldiers and policemen to
unseat him.
The President said he is
willing to listen to the military’s
grievances over coffee and to
step down if that is what they
want. He said there is no need
for soldiers and cops to bring
their forces to his doorsteps.
Abby seeks council’s backing
Hopes unity will supplant campaign ‘challenges’
By Alvin Murcia
Awash with cash to bankroll
big-ticket projects, Mayor
Abby Binay, nonetheless, said
Wednesday that she will need
the full cooperation of the
Sangguniang Panglungsod or
city council to get things moving.
In a speech before the first
session of the council, Binay
emphasized that reforms and
innovations are needed to raise
the quality of life in the country’s
primary commercial and business
district.
“Given a fresh mandate, I am
asking for your full cooperation
so that we can continue to
promote inclusivity and provide
the best public service to the
people of Makati,” the mayor
said.
Binay encountered some
difficulties in dealing with the
council during the last part of
her first term at the height of the
campaign frenzy.
But with the election already
behind, Binay expressed hope
unity will be restored as she
thanked the people of Makati
for their trust and support,
especially during the eight-month
campaign.
New chapter
“Now is the start of a new
chapter for us in order to
fast-track progress in Makati,”
she said.
“We need to push through with
the digitalization of Makati for us
to be considered as the country’s
first certified Smart City that
is fully capable of providing
efficient, transparent, and firstrate
services to Makatizens,”
she said.
She expressed optimism that
the city government will be able
to speed up the implementation
of initiatives aimed to fast-
Binay raised the possibility of
giving bonuses to city employees
after Makati received the
highest possible review from the
Commission on Audit (CoA) on
the transparency of its finances
as the top city in the country in
terms of assets.
However, she said all officials
should strive hard to make the
city an investment destination
and No.1 city in all of Asia.
“With the
new set of
national and local governments to ban the
manufacture, importation, distribution and use
of single-use disposable plastics to stem
the “plasticization” of the environment.
“National and local authorities
need to enact aggressive measures
to fight plastic pollution that
will hopefully bring about deep
changes in the way producers and
consumers think, behave and live,”
Tolentino said.
“We urge the 18th Congress to
end the production and consumption
of SUPs by enacting a national law
complete with an ambitious phase-out
plan toward a society free of SUP
such as plastic bags, straws, stirrers,
cutlery and polystyrene beverage
and food containers,” added Sonia
Mendoza, chairman of the Mother Earth
Foundation.
While pushing for behavioral
and policy reforms, the group also
emphasized the need for industries
to switch to sustainable packaging,
design toxic chemical additives out of
processes and products, and assume full
responsibility for the retrieval and recycling
of their goods at the end of the product
life cycle.
On her second term, Binay
said the council will need to
craft new pieces of legislation
that would address emerging
challenges a fast-growing city
encounters.
“Within the four walls of the
session hall, let us start anew in
crafting reforms, ordinances, and
programs that will bring greater
prosperity to our Makatizens,”
said Mayor Abby.
“I know that our job will be
difficult, but I believe that if we
all work together, we will succeed
in achieving more ambitious
goals that will accelerate the
transformation of Makati into
one of Asia’s most progressive
cities,” she said.
Court records showed
that Siguan was accused
of forcibly taking items
from a female victim
named “Mary Anne”
inside a bus going home
to Fairview, Quezon City
on 28 September 2017.
The victim initially
refused to hand over
her cellphone, wallet
and jewels but Siguan
threatened to kill her,
which prompted her to
surrender the items.
After weeks of
surveillance and a tip from
a concerned citizen, the
police officers finally traced
the suspect’s whereabouts
and arrested him inside his
residence. N. Alcober
