Seabrook Station Nuclear Power Plant<br />

REGIONAL – The toughest question<br />

Dr. Victor Saouma had to answer at<br />

a forum last week on the Seabrook<br />

Station nuclear power plant was “Is it<br />

safe to operate?”<br />

“I don’t know!” Saouma said. One<br />

of the world’s leading experts on the<br />

problem of alkali-silica reaction (ASR)<br />

in dams and now nuclear reactors,<br />

Saouma gave that perplexing answer to a<br />

crowd of 75 people at the Newburyport<br />

Public Library.<br />

The reason for his ambiguity? Even<br />

the basic testing of the affected concrete<br />

by Florida-based NextEra has not been<br />

done, Saouma said.<br />

The federal Nuclear Regulatory<br />

Commission’s Atomic Licensing Board<br />

has agreed to extend NextEra’s license<br />

to operate the plant, commissioned in<br />

<strong>19</strong>90, for another 20 years, until 2050.<br />

But the NRC also agreed to hold a<br />

hearing Sept. 24-27 at the Newburyport<br />

City Hall to review the concerns by the<br />

reaction creates<br />

a gel, which<br />

absorbs moisture<br />

and swells.<br />

Under certain<br />

circumstances, the formation of the<br />

gel can cause expansion and eventually<br />

cracking in the concrete.<br />

According to the Slag Cement<br />

Assn., ASR can cause severe concrete<br />

deterioration, rendering the concrete<br />

more susceptible to damage by freezingand-thawing<br />

or chloride ingress and<br />

corrosion.<br />

The association maintained that it is<br />

very difficult, if not impossible, to halt<br />

the ASR reaction once it begins. It may<br />

be possible in some instances to limit<br />

the ingress of water into the concrete,<br />

but this will only slow down rather than<br />

stop the progress of deterioration.<br />

Seabrook Station is the only nuclear<br />

plant in the U.S. where ASR is known<br />

to be happening, but nuclear reactors<br />

in Canada and Japan have ASR. It is a<br />

more common problem in dams.<br />

to allow the five colorful<br />

shanties to be moved<br />

off of the Waterfront<br />

Trust land to the<br />

adjacent Newburyport Redevelopment<br />

Authority’s acreage, Rowley Clay<br />

Studio’s Tim McAuliffe and Salter’s<br />

Point Provisions’ owner Jeannine Selig<br />

were excited to be selected as the first<br />

vendors for a new tourist attraction on<br />

the Merrimack River waterfront.<br />

“People who come love it,” McAuliffe<br />

said. “They love the shanties. It’s a great<br />

idea. It’s great for the town.”<br />

The shanties, officially known at the<br />

Newburyport Arts and Culture Shanties<br />

Project, found a home along the<br />

Clipper City Rail Trail on the eastern<br />

side of the waterfront park, close to<br />

the Harbormaster’s Office and Oldies.<br />

The shanties, built by Benjamin Becker<br />

with BLB Custom Homes, were initially<br />

placed in the middle of the waterfront<br />

park, a more centrally located spot, but<br />

they stood partially on the Waterfront<br />

Trust property.<br />

Because of a miscommunication,<br />

the trust had not been asked to let<br />

the shanties sit on its property, and its<br />

chairman, Steve Hines, did not think<br />

waterfront.<br />

“It’s a beautiful spot,” Selig said of<br />

where the shanties ended up at the<br />

eastern end of the boardwalk next to<br />

the river.<br />

The vendors decorated the site<br />

with colorful umbrellas and flowers.<br />

McAuliffe brought his own music.<br />

About 30 to 40 customers and<br />

interested people came during the first<br />

days the artists were in the shanties.<br />

They predicted more would stop by on<br />

the weekend and even more this week<br />

when they hope the Firehouse Theater,<br />

which is managing the shanties, has<br />

bigger signs made.<br />

“Maybe we could have a banner<br />

across Water Street,” McAuliffe said.<br />

The shanties are “so new,” Selig said,<br />

it will take time and promotion to<br />

bring people.<br />

McAuliffe, who teaches pottery at St.<br />

John’s Preparatory School, works with<br />

Dale Bryant, whom he replaced after<br />

she retired from teaching at the school.<br />

She now focuses full-time teaching at<br />

Massachusetts Citizens Overwhelmingly Oppose Killing Contests<br />

For the last two years, Powderhorn Outfitters in Hyannis has sponsored<br />

a coyote killing contest that awards prizes to hunters for killing the largest<br />

and most accumulative weight of coyotes. The contest lasts for six months<br />

and there is no limit to the number of coyotes that can be killed. Based<br />

on the gruesome photos that Powderhorn callously posts on social media,<br />

it appears that the winner of the 2018-20<strong>19</strong> contest killed 21 coyotes.<br />

Killing contests are barbaric and unsportsmanlike and have been<br />

banned in Vermont, California, New Mexico and Arizona. As residents<br />

across the Commonwealth are learning of these heinous killing contests,<br />

they are calling on Mass Wildlife to ban them. MassWildlife’s mandate is<br />

to protect and manage the wildlife of the Commonwealth for the use and<br />

enjoyment of all citizens. As less than 1% of Massachusetts citizens are<br />

hunters, it is imperative that MassWildlife consider the views and values<br />

of the majority of the public who are overwhelmingly opposed to killing<br />

contests.<br />

Over the next few weeks, MassWildlife will determine if they will<br />

draft regulations to ban coyote killing contests. Please join me in urging<br />

MassWildlife (mass.wildlife@mass.gov) to consider the opinions and<br />

values of the majority and to ban killing contests<br />

“When I heard about (the<br />

shanties), I was so excited. I<br />

was even more excited to be<br />

selected,” Selig said.<br />

McAuliffe said he is already<br />

looking forward to coming<br />

again next summer. At $150<br />

a week or $250 a week during<br />

Yankee Homecoming, the fees<br />

are much cheaper than an art<br />

fare, where a booth may cost<br />

$<strong>12</strong>5 a day.<br />

looking for a lower-rent, lowrisk<br />

place to showcase their<br />

work. One of the big roles (of<br />

the Firehouse) is to promote the<br />

creativity in the community.”<br />

are earthquakes and how the<br />

concrete would withstand<br />

seismic activity.<br />

Diane Curran, an attorney for<br />

C-10, who has litigated nuclear<br />

regulatory and environmental<br />

cases for decades, said C-10<br />

has achieved something rare in<br />

getting the NRC to hold the<br />

hearing after it granted the 20-<br />

year extension.<br />

“We are at a critical moment.<br />

NextEra has the burden of<br />

proving that this program<br />

they’ve proposed is adequate,”<br />

Late last year, the Firehouse<br />

was awarded a $30,000<br />

grant from the Essex County<br />

Community Foundation’s<br />

Creative County Initiative to<br />

create the artist shanty program.<br />

They are similar to ones on the<br />

busy Hyannis waterfront where<br />

more than 90 artists participate<br />

in the artist colony.<br />

“These colorful structures<br />

will enhance our waterfront,<br />

attracting visitors to the<br />

boardwalk where they can<br />

enjoy a stroll and the scenery<br />

and perhaps purchase a special<br />

item from the juried artists,”<br />

Mayor Donna Holaday said<br />

at the announcement of the<br />

project.<br />

They were designed to be<br />

similar to Newburyport’s<br />

historic clam shacks, which<br />

once lined the river at Joppa<br />

Flats.<br />

The shanties are 8 feet by 6<br />

feet and will have electricity.<br />

“I am very excited that the<br />

city, in partnership with the<br />

Firehouse Center for the Arts<br />

and the Creative County<br />

Initiative will bring the shanty<br />

project to fruition,” Holaday<br />

said.<br />

The shanties are not the<br />

she told the Newburyport<br />

library crowd. “This is your<br />

opportunity. It’s not going to<br />

come up again.”<br />

If there were an earthquake<br />

in southern New Hampshire,<br />

it could cause the concrete to<br />

crack, she said. “It could be a<br />

dangerous situation.”<br />

Regulators dispute that claim,<br />

saying that although the ASR<br />

is getting worse, they believe<br />

the plant is structurally sound.<br />

They based their conclusions on<br />

studies in Texas of concrete that<br />

imitated Seabrook’s problem.<br />

Peter Robbins, director of<br />

nuclear communications for<br />

NextEra Energy, said that any<br />

claims or inferences by C-10 or<br />

Saouma that Seabrook Station is<br />

not safe are “simply wrong and<br />

are not supported by facts.”<br />

In a prepared statement,<br />

Saouma wrote: “In my expert<br />

opinion, the manner in which<br />

NRC staff reviewed and<br />

accepted NextEra’s testing<br />

and analysis programs was<br />

so devoid of scientific rigor<br />

or independence as to fatally<br />

undermine the credibility of its<br />

only new feature along the<br />

increasingly popular Clipper<br />

City Rail Trail.<br />

At a licensing hearing<br />

earlier this year, dozens of<br />

International Brotherhood of<br />

Electrical Workers members<br />

told regulators they supported<br />

the continued operation of<br />

Seabrook because it is a better<br />

than burning fossil fuels.<br />

They noted that the 2014<br />

closure of Vermont Yankee<br />

Nuclear Plant caused a spike<br />

in natural gas use in New<br />

England. Seabrook is about<br />

twice the size Vermont Yankee<br />

was.<br />

Residents, who appeared at<br />

the hearing in February, are<br />

not convinced that the plant is<br />

safe. Massachusetts fisherman<br />

Jay Gustaferro, a long-time<br />

anti-nuclear activist, argued<br />

at the hearing, “It’s turning to<br />

sand, guys, sand. It’s breaking<br />

down.”<br />

When the Hampton Beach Comedy Festival comes to the iconic Ashworth by the Sea, 295 Ocean<br />

Boulevard, from July 25-28, it will be exactly what comedian Jimmy Dunn envisioned when he started<br />

it 10 years ago.<br />

“I just wanted to invite my funniest, nicest friends to come enjoy the ocean, do a show, and have some<br />

laughs,” says Dunn, a Hampton resident who -- since the first festival in 2009 – has starred in a CBS<br />

sitcom, appeared on Letterman, Conan, and Judd Apatow’s Netflix Series Love, and is currently working<br />

as a writer on the DIRECTV series Loudermilk. “All of the comedians are funny and they’re also fun to<br />

hang out with. Some of them come up to go swimming in the afternoon, and then after most shows we<br />

go to the arcade. Then at the shows, I get to see a lot of friends from around town, and the Ashworth<br />

is the perfect host. It’s a beautiful place, but also comfortable and very welcoming. People are really nice<br />

here, and it reminds me of when I was a kid, parking cars out front.” (As a teenager, he was a valet.)<br />

Among the new faces to join the festival this year is Boston legend Kenny Rogerson, whose industry<br />

credits include FX’s Rescue Me, Letterman, and the documentary When Stand-up Stood Out.<br />

The festival is produced by Scamps Comedy, a company headed by fellow comedian Dave Rattigan.<br />

Dunn hosts every show, which features at least six other comedians. In addition to the lineups, highprofile<br />

friends such as Juston McKinney often drop in for unannounced guest sets.<br />

“The audiences are always laid back and lots of fun, and there are always a lot of folks who come<br />

every year, sometimes to multiple shows,” Rattigan says. “I get calls and emails from comedians and<br />

agents from all over the country, but this is a different kind of comedy festival. There are no contests<br />

and nobody comes here to get a TV deal. We’re here for our audience, and maybe to stop at Jimmy’s<br />

for a steak.”<br />

Showtime is at 8 p.m. each night, and tickets are $20, available at HamptonBeachComedy/Weebly.<br />

838-3006. Tickets will also be sold beginning at 7 p.m. at the door (cash only) on show nights.<br />

Along with Rogerson, newcomers this year include radio personality/actor Chris Zito (mornings on<br />

Mix 93-1 and notably in HBO’s Clear History), popular club comics Chris D. and Andrew Della Volpe,<br />

and newcomer Quin Nehr, who is still in high school. Also, Karen Morgan (who works nationally in<br />

theaters) will make her return after a multiple-year absence.<br />

They’ll join old favorites including Kelly MacFarland, Will Noonan (Improper Bostonian’s “Best<br />

Comedian,” and featured on New England Honda commercials), Mark Riley, Tony V., Dan Boulger,<br />

Lamont Price (named “Best of Boston” by Boston Magazine) and several more, including many with<br />

ties to the New Hampshire seacoast. That batch includes national touring act Jim McCue (Hampton),<br />

Massachusetts’ Funniest Person Carolyn Riley (Newmarket), Steve Scarfo (Raymond), and from<br />

Massachusetts Jeff Koen (Newburyport), Paul Gilligan (Ipswich) and L.A. resident/Ipswich native TV<br />

writer and producer Courtney Cronin.<br />

photographer specializing in documenting the restoration of historic wooden boats. Mary’s minimalist<br />

style in editing and use of natural and existing lighting provide a traditional maritime feel to her photography.<br />

She is the staff photographer for the <strong>19</strong>26 Essex-built Schooner Adventure in Gloucester,<br />

and her photographs have been featured in Wooden Boat, Marlinspike, and Sea History magazines, the<br />

2018 Tall Ship Directory, many local brochures, blogs and newspapers, and numerous international<br />

I’ve heard of some new<br />

cosmetic techniques that<br />

can improve smiles. Are they<br />

appropriate for older adults?<br />

Older adults can benefit from<br />

many of the options available<br />

today for improving the look of<br />

a smile. Your dentist can describe<br />

and discuss with you the range of<br />

treatments that would be right<br />

for you. Part of older adulthood<br />

is the acceptance of aging and<br />

the development of realistic<br />

expectations for appearance. In<br />

that context, dental treatment<br />

for older adults can be a healthy<br />

and adaptive way of maintaining<br />

dental health and emotional<br />

well-being.<br />

Our teeth and mouth play<br />

a critical role in psychological<br />

development and well-being<br />

throughout our lives. Modern<br />

dentistry has expanded esthetic<br />

options for people of all ages.<br />

Coupled with good oral hygiene<br />

and regular dental visits, cosmetic<br />

techniques can help improve the<br />

appearance of your smile.<br />

According to an AARP study, onethird<br />

of seniors are lonely. Another<br />

study revealed that loneliness and<br />

social isolation can cause increased<br />

mortality. Yet another study talks about<br />

cognitive decline and depression.<br />

It can be a vicious cycle: If we’re<br />

depressed, we don’t want to go out,<br />

which makes us more socially isolated,<br />

which worsens our depression. We<br />

might not feel valued, especially if<br />

we’ve recently retired, or we’ve lost<br />

a spouse and therefore our previous<br />

regular dental treatment. Are<br />

there any resources available to<br />

help me?<br />

Even if you cannot pay for<br />

dental care, you don’t need to<br />

live without it. Thousands of<br />

dentists across the country assist<br />

the elderly on fixed incomes by<br />

offering their services at reduced<br />

fees through dental societysponsored<br />

assistance programs.<br />

The availability of such aid<br />

varies from one community<br />

to another, so call your local<br />

dental society for information<br />

about where you can find the<br />

nearest assistance programs and<br />

low-cost dental care locations,<br />

such as public health and dental<br />

school clinics. Other sources of<br />

such information are local social<br />

service organizations.<br />

What is dentistry doing to<br />

better serve older adults?<br />

Dentists are experiencing a<br />

quiet revolution in their offices<br />

as the number of older patients<br />

increases steadily. The profession<br />

knows that this burgeoning<br />

population group is wearing<br />

fewer dentures and is keeping<br />

natural teeth longer. Also,<br />

we know that some patients<br />

in this group require special<br />

consideration because reduced<br />

mobility and dexterity may<br />

make daily oral hygiene difficult.<br />

In addition, medical conditions<br />

and impairment are factors that<br />

dentists take into account for<br />

social group, or we don’t know if we’d<br />

be welcome in new places.<br />

There are a number of ways to fight<br />

loneliness, but we have to take the<br />

steps to break the cycle. It’s up to us.<br />

The biggest (and sometimes hardest)<br />

step is to get out of the house. Just<br />

go.<br />

Talk to people while you’re out.<br />

You never know what doors might<br />

open just saying hello to someone.<br />

Start a new hobby, ideally one that<br />

involves others.<br />

Get off the computer. Many of us<br />

turn to technology and social media,<br />

but it’s really not a cure for loneliness,<br />

which makes us more vulnerable to<br />

scams.<br />

Join a group, whether at the senior<br />

center or library, ideally a group<br />

certain patients.<br />

Sometimes, lack of awareness<br />

about available treatments and<br />

techniques leads older patients<br />

to make false assumptions about<br />

their dental health and tolerate<br />

conditions such as toothaches,<br />

bleeding gums and clicking<br />

dentures. Dentists are gaining<br />

practical information on how to<br />

effectively manage the treatment<br />

needs of older patients. Many<br />

dental societies have set up<br />

access programs to assist older<br />

adults, individuals with physical<br />

or mental disabilities or indigent<br />

persons to receive care.<br />

The dental profession<br />

is increasingly sensitive to<br />

the special needs of and the<br />

importance of dental health in<br />

the older patient. Older adults<br />

are more health conscious as a<br />

group than ever before. Their<br />

oral health is an important part<br />

of their overall health and the<br />

dental profession is committed<br />

to providing the treatment and<br />

guidance older adults need to<br />

maintain it.<br />

Have you tried tai chi? If you knit or<br />

crochet, investigate those “coffee and<br />

caps” groups that meet once a week to<br />

socialize and make hats and mittens<br />

for kids.<br />

Do you dance or sing? Square<br />

dancing is energizing, and choirs are<br />

uplifting. Volunteering to walk dogs<br />

at the humane society accomplishes<br />

two things: you interact with others<br />

and you train a dog to become a better<br />

pet for a potential adopter.<br />

No, you won’t become close pals<br />

with everyone you meet, but you<br />

are likely to develop a few quality<br />

relationships. You just need to take<br />

the first steps.<br />
