Conversations about recreational<br />

marijuana in HP on the horizon<br />

how the city will implement<br />

recreational cannabis<br />

when it becomes legal next<br />

year.<br />

Mayor Nancy Rotering<br />

and City Council unanimously<br />

approved a resolution<br />

to commence the<br />

zoning, regulation and<br />

licensing amendment process<br />

of recreational marijuana<br />

at its July 8 meeting.<br />

Illinois Governor J.B.<br />

Pritzker signed the Cannabis<br />

Regulation and Tax Act<br />

in June, making Illinois the<br />

11th state to legalize recreational<br />

maraijuana, which<br />

will begin Jan. 1, 2020.<br />

“This is simply a starting<br />

point under the recently<br />

passed state law for<br />

us to have a more comprehensive<br />

conversation<br />

around the subject matter,”<br />

Rotering said. “We’ll be<br />

looking forward to input<br />

from the public, which<br />

will come at a later date.”<br />

cannabis cultivation<br />

centers and dispensing<br />

their involvement in the City’s 4th of July festivities,<br />

including a parade, Fourth Fest, the Bitter Jester<br />

Music Festival and a fireworks display.<br />

• Rotering announced the winners of the HP150<br />

History Competition.<br />

• Rotering recognized Stuart Senescu for his effort<br />

in organizing the HP150 Historic Architecture Bike<br />

Plan and Design Commission<br />

to evaluate and recommend<br />

a zoning amendment<br />

and a definition of<br />

recreational cannabis businesses.<br />

It will also recommend<br />

whether any, some,<br />

or all types of recreational<br />

marijuana consumption be<br />

allowed on cannabis businesses’<br />

premises.<br />

The Cannabis Regulation<br />

and Tax Act also permits<br />

municipalities to impose<br />

a tax up to 3 percent<br />

of the retail purchase price<br />

for the sale of recreational<br />

marijuana. The Plan and<br />

Design Commission is<br />

also directed under the<br />

resolution to recommend<br />

whether the city should<br />

impose that tax.<br />

Highland Park currently<br />

has just one medical marijana<br />

dispensary, Elevele.<br />

Marijana remains illegal<br />

at the federal level but<br />

the state law marks a considerable<br />

shift in the war<br />

on drugs in Illinois. It allows<br />

anyone over the age<br />

of 21 to buy, possess and<br />

consume marijuana in Illinois<br />

and effectively wipes<br />

clean past convictions for<br />

minor marijuana offences.<br />

that approving the resolution<br />

is only the beginning<br />

of the conversation about<br />

the legalization of marijuana<br />

and its impact on<br />

Highland Park.<br />

“We will keep the public<br />

posted as to when these<br />

further conversations will<br />

be occurring,” Rotering<br />

a span of four days. On<br />

July 2, a complainant in<br />

the 400 block of Broadview<br />

Avenue reported that<br />

a car window was smashed<br />

by unknown subjects. It is<br />

unknown when the damage<br />

occurred. Two cars<br />

were reported damaged on<br />

July 5. A complainant in<br />

the 2700 block of Lauretta<br />

Place reported than an unknown<br />

subject slashed the<br />

rear tires on his vehicle.<br />

Later that day, a complainant<br />

in the 100 block<br />

of Skokie Valley Road<br />

reported that an unknown<br />

subject keyed her car.<br />

July 2<br />

• A complainant in the<br />

1200 block of St. John’s<br />

Avenue reported the theft<br />

of miscellaneous items<br />

from an unlocked vehicle<br />

during the overnight hours.<br />

• A complainant in the 900<br />

block of Marion Avenue<br />

reported the theft of headphones<br />

from an unlocked<br />

vehicle during the overnight<br />

hours.<br />

• A complainant in the 400<br />

block of Broadview Avenue<br />

reported that a car<br />

window was smashed by<br />

unknown subjects. It is unknown<br />

when the damage<br />

occurred.<br />

July 3<br />

• Michael Armstead, 52, of<br />

Chicago, was arrested and<br />

charged with retail theft<br />

with a value under $300<br />

when police responded to<br />

the 2100 block of Green<br />

Bay Road for a complaint<br />

of a person removing ice<br />

from an exterior ice container<br />

without paying for<br />

it.<br />

July 4<br />

• A complainant in the<br />

2000 block of Skokie Valley<br />

Road reported the theft<br />

of 18 cans of Enfamil, valued<br />

at $358, by unknown<br />

subject(s).<br />

July 5<br />

• Jessica Becerra, 24, of<br />

the 1500 block of Park Avenue,<br />

Highland Park, was<br />

arrested and charged with<br />

driving under the influence<br />

of alcohol and improper<br />

lane usage when police<br />

conducted a traffic stop at<br />

the intersection of Skokie<br />

Valley Road and Half Day<br />

Road.<br />

July 6<br />

• Alvarez Ray, 18, of<br />

Grayslake, was arrested<br />

and charged with driving<br />

under the influence of alcohol,<br />

with a blood alcohol<br />

content of more than<br />

.08, speeding construction<br />

zone of 35 miles per hour<br />

over, disobeyed traffic<br />

control device and improper<br />

lane usage when police<br />

conducted a traffic stop at<br />

the intersection of Edens<br />

Expressway and County<br />

Line Road.<br />

• A complainant in the<br />

1500 block of Old Skokie<br />

Road reported that an unknown<br />

subject unlawfully<br />

removed miscellaneous<br />

landscaping equipment<br />

during the period of July 3<br />

to July 5, 2019. Forced entry<br />

was discovered on the<br />

trailer housing the equipment,<br />

and no subjects are<br />

identified at this time.<br />

July 7<br />

• A complainant in the 700<br />

block of Orleans Drive reported<br />

the theft of a package<br />

valued at $403 from<br />

his front porch. No subjects<br />

are identified at this<br />

time.<br />
