The boat ramp at Cashman Park
REGIONAL – On the second weekend
of July, the sun came out after torrential
rain storms on Thursday night and
Friday morning, creating perfect weather
for kayaking, swimming and paddle
boarding on the Merrimack River.
There was no way to tell the
unsuspecting swimmers and boaters that
floating towards them down the river
were millions of gallons of untreated
sewage, overflows from four municipal
consolidated treatment plants (CSOs)
upriver.
The Merrimack River Watershed
Council issued an alert on its web site:
“Four sewage treatment plants reported
actual or ‘probable’ sewage discharges into
the Merrimack River during the intense
rainstorms that struck the region over the
past 24 hours. The quantity of sewage
that was released has not yet been fully
calculated. However, given the number of
plants that have likely released sewage, the
MRWC recommends that residents heed
state Department of Health advice and
avoid direct contact with the Merrimack
(i.e., swimming)
for 48 hours.”
To get that
warning in
time meant the
swimmers and
boaters had to
be looking at the
council’s website
or social media
site before they or
their dogs jumped
in the water.
But now, thanks
to state Sen.
Diana DiZoglio,
D-Methuen, a new
flag warning system for notifying people
of the overflows may be on the way.
In the state’s budget, currently being
negotiated in a conference committee
between the House and Senate, is a
measure she sponsored that would
authorize $100,000 for a pilot program
in Newburyport and probably Salisbury
to use flags to warn about the safety of
going in the water.
In separate legislation she introduced
in the Senate, the program directs “The
department of environmental protection
(to) develop a color-coded system of
warning and safety flags to be displayed
at public beaches, popular boat launches,
and areas along the Merrimack River
known to be places of water recreation
for people and their pets.”
“Wouldn’t you like to know before you
and your dog go in the water?” DiZoglio
asked last week.
She is confident her earmark will
survive the changes by the conference
committee and be signed by Gov. Charlie
REGIONAL – Navy
Senior Chief Douglas Bryant
remembers being really scared
only once during his World
War II service on board the
submarine, the USS Sea Dog
in the Pacific Ocean.
It was not when the Sea Dog
was dodging depth charges on
one of its five war patrols or
avoiding mines in the Sea of
Japan at the end of the war.
“I was too young and stupid
to be scared,” said Bryant, who
joined the Navy when he was
17.
The only time he recalls
being frightened was during
the Battle of Okinawa on
Easter 1945 when he stood
Senior Chief Douglas Bryant
This is only one of the many colorful
lookout while the Sea Dog was on the
surface rescuing pilots who had been
shot down.
The Sea Dog was attacked by mistake
by U.S. planes.
Bryant, now a resident of Middleton,
recalls that he was the lookout because
he had exceptional night vision. In the
dark he saw a plane coming straight for
the boat. He radioed the captain, who
seemed to ignore the warning. As the
plane drew closer, he alerted the captain
again, but nothing happened. A third
time he warned the captain, who turned
the boat just in time to avoid a direct
hit.
The explosions near the boat knocked
Bryant off his perch and landed him on
stories from Bryant’s 25-year career
in the Navy that he tells in his book,
The Navy Gave Me Shoes, co-written
by Jeff Wignall of Peabody. You can
hear more stories of submarines and
his later career as a Navy deep sea
diver during the Yankee Homecoming
Veterans Luncheon July 30 at the Hale
Community Church at 11 Hale St.
Bryant will be the luncheon’s guest
of honor.
The annual Veterans Day Luncheon,
which was started 12 years ago by
Korean War veteran Frank Ventura, will
Captain, I told you three times we were
RENTAL PROPERTY TAXES
At Salisbury Beach, families have a tradition of renting
out homes for weekly vacation stays. The owners
of these homes use the income from the entire summer
to defray the cost of upkeep so that these rentals will
be available for inexpensive family vacations for years
These are units in which renters bring their own linens,
towels, sheets, pillows and toilet paper. There is no
maid service provided and when the tenants move out
at the end of their week, they are required to clean their
own units and ensure they are ready for the next weekly
tenant moving in.
This is not how hotels, motels and nightly Air B&B
rentals operate and as such, they should not be lumped
into the same category.
Ultimately, a new law to tax short-term rental units,
with both a state tax and an option for an additional
municipal tax, is liable to have a detrimental impact on
many property owners, renting families and small businesses
in the beach community.
Under the new law, they must pay an additional 5.7
percent tax and another 6 percent to the town. This
means property owners must now charge a fair weekly
rental rate and add what amounts to nearly 12 percent
tax.
On account of this tax, working class families at
Salisbury Beach will spend less at small businesses,
including local gift shops, food stands, mini golf courses
and so on.
That is why I have filed legislation, Senate Bill 1644,
to amend the application of a state excise tax imposed
on short-term rentals, which currently imposes a fee for
operators who transfer short-term rental for 15 days or
more in a calendar year.
This bill increases the duration, from 14 days to 80
days, when an operator can participate in short-term
rental without imposition of this excise tax, protecting
property owners and local businesses who rely on
income from summer rentals.
The passage of this legislation will support tourism
and community development and greatly help families,
property owners and small businesses alike, ensuring
Salisbury Beach remains an affordable and welcoming
vacation destination for all.
If you have any questions about this bill or any piece
of legislation I have filed, please feel free to reach out
to me anytime via email at Diana.DiZoglio@masenate.
gov or phone at (617) 722-1604.
Best Regards,
State Senator Diana DiZoglio

Born at Anna Jaques Hospital
in 1926, Bryant grew up in the
Great Depression in Amesbury
until his father lost his job
when the automobile industry
collapsed, and then in Easton,
NH where the family lived in
Baker.
The pilot program is designed
to test a flag system at key points
along the river. Many beaches
use flags to warn of dangerous
surf or the threat of sharks and
jellyfish.
Beach flag colors -- double
red for highly dangerous, red for
dangerous, yellow for caution,
green for safe, purple and blue
for sharks -- were developed by
the United States Lifesaving
Association, in conjunction
with the International Lifesaving
Federation.
DiZoglio said the flag system
will not be perfect because at least
one New Hampshire city does
not report its sewage overflows
on a timely basis. But she believes
it is better than another bill in
the legislature that proposes all
Massachusetts sewage treatment
plants must report overflows
within 48 hours, which she
considers too late.
The river, according to experts,
carries the sewage out to sea in
less than a week.
In addition to the flag system,
DiZoglio’s proposed legislation
would direct the Massachusetts
summers shoeless, said he
aspired to be a submariner after
watching with envy an older
submariner get all the girls at a
dance in New Hampshire.
During the war, Bryant was
awarded two battle stars, and
the SeaDog sunk eight ships,
including six in the Sea of Japan
that helped bring the war in the
Pacific to an end. But he beams
most when he points out the
dolphin pin on his uniform.
The pin is earned only by
submariners and only after the
boat has been in combat.
Bryant is lucky he survived the
war. Of the 16,000 American
submariners who served during
World War II, 3,606 were lost
in the war. One in five American
submariners did not survive
the war, making it the highest
casualty rate during World War
II.
His book, The Navy Gave
Him Shoes, can be purchased
Bryant at the luncheon for $20
“Due to the inherent changing
nature of moving river currents,
the flags are intended as a factor
for the public to consider prior
to entering the river, but shall
not be a ban for recreation
unless public beaches have been
closed by local authorities due to
known pollutants,” DiZoglio’s
legislation states.
According to the Merrimack
River Watershed Council,
“Plants in Lowell and Haverhill
sent out email advisories stating
that overflows had occurred. In
Lowell, there were three periods
of overflows -- from 2:54 to
4:23 pm on Thursday, and 3 to
4:40 am and 9:20 to 9:49 am on
Friday.
“In Haverhill, 10 of the
city’s 15 sewage overflow pipes
activated, which typically
indicates a moderate flow into
the river. Greater Lawrence
(GLSD) reported 5 million
NOT-SO-GOOD LIFE
"Herstory" Unsanitized! presents a frank and funny look at what life for
colonial American women was REALLY like. Binge-watch Vikings, Turn,
or Outlander, and you’ll see people being disemboweled, tortured, and
decapitated – but you won’t see anything about menstruation,
advertise@thetowncommon.com
chamber pots, birth control, breastfeeding, or poopy babies. This
presentation isn’t about spinning wheels or quilting bees – it explores
the engrossing “taboo” subjects that are omitted from
history. Featuring dynamic mother/daughter duo Velya Jancz-Urban
and Ehris Urban of Grounded Goodwife. Laugh, grimace, and honor our
foremothers' journeys while learning about the little-known issues
faced by New England’s colonial women.

GATEWAY TO REGION WELCOMES 350,000 VISITORS EACH YEAR
AND BOOSTS TOURISM EFFORT
Dignitaries and legislators at groundbreaking for Maria Miles Visitor Center in 1999.
Salisbury, MA, July 15, 2019 – Twenty years ago, the Maria Miles Visitor Center in Salisbury opened to welcome
visitors to Massachusetts and provide information about travel and tourism. The North of Boston Convention &
Visitors Bureau (NBCVB) is celebrating the milestone during an Open House on July 26, 2019 from 9 a.m. to 12 p.m.
at the Maria Miles Visitor Center at I-95 Southbound, Exit 60 in Salisbury, MA. The event is open to the public.
The Visitor Center is the gateway to Massachusetts from the north and welcomes more than 350,000 visitors each
year, while this highly trafficked rest area provides respite, comfort and safety to travelers. The well-trained and knowledgeable
information specialist staff answers questions about attractions, accommodations, activities, restaurants, shopping
and more. Even with today’s advanced technology, Massachusetts Visitor Centers are a strategic resource for maps,
guides, information about traffic and weather conditions, also providing refreshments and sanitary restroom facilities.
There will be a speaking program at 10:30 a.m. featuring state and municipal leaders discussing the importance of
tourism as a vital economic engine for our area. Legislators who will be on hand include Massachusetts State Senator
Diana DiZoglio, Senator Joan Lovely, Rep. James Kelcourse, Rep. Paul Tucker, Rep. Thomas Walsh, Rep. Christina
Minicucci, and Tourism, Arts & Culture Chairman Rep. Paul McMurtry. There will also be representation from the
Salisbury Board of Selectmen in attendance. The Visitor Center was named for Maria Miles, former President of the
Salisbury Chamber of Commerce, where she worked for more than 30 years promoting her beloved hometown.
Ann Marie Casey, Executive Director of the NBCVB, noted that each year the Regional Tourism Councils across
Massachusetts depend on public-private partnerships to help offset operating costs for the state-owned visitor centers,
which serve more than 2.5 million travelers annually and cost more than $1 million for staffing and overhead. “In
previous years, managing Regional Tourism Councils like the North of Boston CVB have received supplemental state
funding to help with staffing costs and extended hours of operation, but unfortunately, the Fiscal Year 2020 did not
include us. As of July 1st, which is the height of tourism season, many Massachusetts Visitor Centers had to adjust
their services with reduced hours, reduced staffing and even some possible closures due to this funding shortfall. The
Maria Miles Visitor Center in Salisbury has remained open with extended hours, however the CVB Board of Directors
is committed to securing a predictable public funding source to secure our future moving forward,” Casey said.
Local chambers of commerce, destination marketing organizations, and visitor center advertisers will set up tables on
the picnic lawn area to speak with visitors about their local businesses and towns. Woodman’s of Essex will be serving
chowder throughout the morning.
“For 20 years, the Visitor Center has been the first stop and impression for people visiting our state by car. We are
grateful to our members who advertise at the Center, the Massachusetts Office of Travel and Tourism, the Department
of Transportation and the Massachusetts Legislature for their support. We look forward to showcasing our efforts and
continuing this vital public private partnership,” Casey said.
While we are in the dog because improvements can walk in. As the saying goes you
Inventory is still very, very low Health your home, it doesn’t & mean Fitness
buyers know that if a home more. This is where the market As my kids would say “Chillax
comes on the market that fits comes into play. If you are Dad, you don’t need to worry”.
their needs, in their price range thinking of selling, consult with So take a deep breath as you
they better snap it up. Multiple a REALTOR® before doing any have done all of the above
offers on new listings are the major projects to see if they can mentioned here; you have
norm, not the exception. be recaptured when you go to priced the home right, got the
sell.
home physically ready and hired
Selling can be an intimidating
experience. When you purchased
your first home you were probably
nervous or even terrified, but
now that you have decided to
sell, in all likelihood largest and
investment, many sellers are just
anxious. Will it sell? How much
is it worth? What do I need to
do to get it ready? Will it sell
soon? Here are some thoughts
as you think about putting your
home up for sale in this very hot
real estate market.
Condition, Location & Price
I have written in previous
articles about how to get ready
for showings and how important
it is to price your home correctly
from the start so I will spare you
a repeat. If your asking price is
too high, your home could sit on
the market longer. The longer it
sits, the staler it becomes to the
marketplace. There’s not much
you can do about location so
try to make the right decisions
over what you can control; the
condition and price with which
you present your home..
Forget How Much You Paid
For Your Property
What you paid for your
property has no effect over its
present value. None. It may
influence whether or not you
want to sell, but the price you
paid is irrelevant when talking
about today’s worth. The most
important factor in determining
price is the value of the
comparable homes that have sold
within the last 6 months. Your
REALTOR® should be able to
bring you listings of homes that
have sold in this time frame and
make a suggestion as to where
your home should be priced.
It Doesn’t Matter How Much
You Spent on Improvements
I underlined spent here
Keep the Memories
You’ve had great memories in
your home and look at it as much
more than 4 walls, a ceiling and a
comfortable place to watch TV.
However, as soon as you’ve made
the decision to sell your home it
is now must be viewed as simply
an item. Not easy but your
REALTOR® will help show you
why it makes no difference to the
buyer that your son or daughter
used to play on the swing set
outside. As hard as it is, try and
remove any emotion from the
sale of your home. Remember
you can take the memories with
you.
Meet With a REALTOR®
Once you’ve made the decision
to sell your property, contact a
local REALTOR® with a solid
track record in your area as soon
as possible. Your REALTOR®
can make suggestion not only on
a price but ways to make your
home show better and strategies
to get you the most money and
best terms for your home.
Make it Easy
If you are selling you must
make the home easy to show
to potential buyers. Typically
buyers will give you at least 24
hours notice but when a request
comes in for less than that don’t
turn that buyer away. Do all you
can to oblige a buyer even if their
request to see your home is less
than accommodating.
Take Care
The condition of your home
can make or break your sale
so make sure you keep the
clutter away and listen to any
suggestions your REALTOR®
might give. Many buyers make
a decision on whether or not to
buy your home the moment they
the right REALTOR®. Just
as important you are in a hot,
seller’s real estate market and
should have your home sold in a
very reasonable amount of time.
Remember to stay in touch with
your REALTOR® and keep your
home in great shape for those
short notice showings. If you’ve
done all these things, you can
expect a lot of buyers, your price
and terms and hopefully a stressfree
sale.
ARIES (March 21 to April 19) Is
someone at work resisting that Aries
charm? Hard to believe. But seriously,
Lamb, you might want to back up your
ideas with some solid data, and then
watch the yeas pile on.
TAURUS (April 20 to May 20) Your
hard work could pay off in ways you
didn’t expect, but certainly deserve.
Tend to that pesky health problem now
so you’ll be in top shape to tackle the
new projects coming up.
GEMINI (May 21 to June 20) Planning
a family event can be stressful
unless you make it clear from the
start that you’re in charge. You might
accept suggestions, but it will be your
decisions that count.
CANCER (June 21 to July 22) You
still have a way to go to bring that
professional matter to a satisfactory
conclusion. Meanwhile, an important
personal situation could require more
of your attention by week’s end.
LEO (July 23 to August 22) There’s
something about you Fine Felines that
makes people want to tell you secrets.
But once again, be wary of who is
doing the telling. You might not want
to be that person’s confidante.
VIRGO (August 23 to September
22) Creating a fuss about a family matter
might get everyone’s attention. But
it might be better to talk one-on-one
with family members in order to spare a
loved one unnecessary embarrassment.
LIBRA (September 23 to October
22) You’re making progress on that
career move, albeit not as quickly as
you had hoped. But stay with it. Your
personal life takes an unexpected (but
very welcome) new turn.
SCORPIO (October 23 to November
21) If you feel you’ve been unfairly
treated in a workplace decision,
correct the situation now while there’s
still time to do so. Arm yourself with
facts and go to it. Good luck.
SAGITTARIUS (November 22 to
December 21) Devising your own
system of doing things might be the
best way to handle an increasingly
complex situation. But do it tactfully
in order to avoid ruffling too many of
your colleagues’ feathers.
CAPRICORN (December 22 to
January 19) A family member’s health
problem might once again require you
to shift some of your current priorities
around. But this time, make certain
other relatives will be there to help.
AQUARIUS (January 20 to February
18) Catching up on tasks you’ve
left undone will take a while to accomplish.
But the sooner you complete
them, the sooner you’ll be able to take
on another time-sensitive project.
PISCES (February 19 to March
20) You might feel swamped by all
that you’re expected to do. But take a
moment to come up for air, then handle
things one at a time, and you’ll
soon get through them all.
BORN THIS WEEK: Although
you love being home with your family,
you also enjoy traveling and making
new friends.
Health & Wellness
BY J. PETER ST. CLAIR, DMD
Most people take saliva for
granted, but saliva is necessary for
proper digestion of food. Saliva
also helps protect the mouth from
dental decay, gum diseases and bad
breath, because it has the natural
ability to stop bacterial growth.
Having a dry mouth can lead to
a metallic taste in the mouth and
the ability to taste food properly
decreases. Saliva acts as a major
defense mechanism that our
bodies need to maintain good oral
and systemic health.
Many people don’t realize
they have dry mouth, otherwise
known as xerostomia, and others
find it debilitating. Regardless of
whether you feel the effects or not,
dry mouth can be very dangerous
to your dental health. The most
significant issues are rampant
dental decay and gum disease.
So, what can cause dry mouth?
There are multiple health related
conditions and habits that can
cause or add to a dry mouth, dry
skin and general dryness of the
entire body. One cause can be
medications. There are over 3,000
prescription and over-the-counter
products or medications that can
cause dry mouth. You can be on
a medication for years before the
Have you been counting your steps
every day? Do you have one of those
step trackers?
I keep reading that we’re supposed to
take 10,000 steps day for good health.
Some studies say 4,400 are enough. I
knew I wasn’t getting anywhere near
that (especially in the winter when
everything outside is covered in ice),
but I didn’t know how many steps I
was actually taking.
side effects show up. Dry mouth
side effects can also last for a
long time after you stop taking a
medication.
What else can contribute
to dry mouth? Here is a list:
hypothyroidism, rheumatoid
arthritis, lupus, anemia, Sjogren’s
Syndrome, chemo therapy, alcohol
consumption, ineffective salivary
glands, stress, Alzheimer’s Disease,
Parkinson’s Disease, diabetes,
allergies, vitamin deficiencies,
hypertension, radiation therapy,
menopause, depression, smoking,
and last but not least, aging.
How do you know if you suffer
from, or are at risk for dry mouth?
Here are some questions to assess
your risk: Has your physician or
pharmacist shared with you that
a medication you are taking can
cause dry mouth? Do you find
that you wake up in the middle of
the night with a cough or have a
choking feeling and need a drink
of water? We produce at least
50% less saliva at night so the side
effects are more intense.
Does your tongue feel rough or
do you tend to get mouth sores?
Does your tongue stick to the roof
of your mouth? Do crunchy foods
such as potato chips or crackers
“scratch” your mouth? Do you
have dry, cracked lips and cracks
at the corners of your mouth?
Do you have thick and sticky
saliva? Are your eyes dry and eyes
drops are relatively ineffective?
Is your skin still dry after using
moisturizing lotion?
door.
The first step was to select Average
Customer Review to see which
pedometer, or step tracker, had the
highest rating. Some were very hightech
and tracked steps, miles, calories
burned and more.
Looking for more guidance, I
checked out a study done by the
National Institutes of Health a few
years ago. Researchers tested four
models, ranging from very simple to
very expensive. Imagine their surprise
when it turned out that the simple,
inexpensive step counter was the most
accurate. Fingers crossed, I picked out
one by that company.
Then the fun started. I paced off
100 steps at the grocery store then
compared it to what the tracker said.
If you have a positive response
to any of these questions, you are
at risk from the damaging effects of
dry mouth. The first thing to do is
to eliminate any of the things that
I mentioned as potential causes
that are in your control, such as
alcohol consumption and tobacco
use. I also recommend that
patients stay away from alcoholbased
mouth rinses, tartar control
and whitening toothpastes.
You should also notify your
physician and dentist that you
have, or are at risk for, dry mouth.
There are many products on the
market that can be effective to
help with the symptoms and
also help to protect your teeth
and gums. In addition, there
are other prescription products,
such as high-fluoride toothpastes
and anti-oxidant hydrating
toothpastes, mouthwashes and
gels that you can only get from
your dentist or physician.
Please take dry mouth
seriously. The effects cannot only
be annoying but can also ruin
your mouth.
Dr. St. Clair maintains a
private dental practice in Rowley
and Newburyport dedicated to
health-centered family dentistry.
If there are certain topics you
would like to see written about
or questions you have please
email them to him at jpstclair@
all previously written columns at
www.jpeterstclairdentistry.com/
blog.
Very accurate. So far, so good.
Then the counter went a little crazy.
I left it on top of the microwave while I
heated up something, and unbeknownst
to me, the microwave apparently took
17 steps across the kitchen.
Today I did a lot of walking around
town -- but I can’t believe I took as
many steps as the counter says I did.
So I’m back on Amazon, looking
for an additional counter. My plan is
to wear both for a few weeks and see
if they give approximately the same
number.
That’s my suggestion if you want to
start tracking your steps: buy two. And
look for pedometers that do only one
thing ... count steps. Sometimes simple
is better.
