REGIONAL – On the second weekend<br />
of July, the sun came out after torrential<br />
rain storms on Thursday night and<br />
Friday morning, creating perfect weather<br />
for kayaking, swimming and paddle<br />
boarding on the Merrimack River.<br />
There was no way to tell the<br />
unsuspecting swimmers and boaters that<br />
floating towards them down the river<br />
were millions of gallons of untreated<br />
sewage, overflows from four municipal<br />
consolidated treatment plants (CSOs)<br />
upriver.<br />
The Merrimack River Watershed<br />
Council issued an alert on its web site:<br />
“Four sewage treatment plants reported<br />
actual or ‘probable’ sewage discharges into<br />
the Merrimack River during the intense<br />
rainstorms that struck the region over the<br />
past <strong>24</strong> hours. The quantity of sewage<br />
that was released has not yet been fully<br />
calculated. However, given the number of<br />
plants that have likely released sewage, the<br />
MRWC recommends that residents heed<br />
state Department of Health advice and<br />
avoid direct contact with the Merrimack<br />

To get that<br />
warning in<br />
time meant the<br />
swimmers and<br />
boaters had to<br />
be looking at the<br />
council’s website<br />
or social media<br />
site before they or<br />
their dogs jumped<br />
in the water.<br />
But now, thanks<br />
to state Sen.<br />
Diana DiZoglio,<br />
D-Methuen, a new<br />
flag warning system for notifying people<br />
of the overflows may be on the way.<br />
In the state’s budget, currently being<br />
negotiated in a conference committee<br />
between the House and Senate, is a<br />
measure she sponsored that would<br />
authorize $100,000 for a pilot program<br />
in Newburyport and probably Salisbury<br />
to use flags to warn about the safety of<br />
going in the water.<br />
In separate legislation she introduced<br />
in the Senate, the program directs “The<br />
department of environmental protection<br />
(to) develop a color-coded system of<br />
warning and safety flags to be displayed<br />
at public beaches, popular boat launches,<br />
and areas along the Merrimack River<br />
known to be places of water recreation<br />
for people and their pets.”<br />
“Wouldn’t you like to know before you<br />
and your dog go in the water?” DiZoglio<br />
asked last week.<br />
She is confident her earmark will<br />
survive the changes by the conference<br />
committee and be signed by Gov. Charlie<br />

remembers being really scared<br />
only once during his World<br />
War II service on board the<br />
submarine, the USS Sea Dog<br />
in the Pacific Ocean.<br />
It was not when the Sea Dog<br />
was dodging depth charges on<br />
one of its five war patrols or<br />
avoiding mines in the Sea of<br />
Japan at the end of the war.<br />
“I was too young and stupid<br />
to be scared,” said Bryant, who<br />
joined the Navy when he was<br />
17.<br />

This is only one of the many colorful<br />
lookout while the Sea Dog was on the<br />
surface rescuing pilots who had been<br />
shot down.<br />
The Sea Dog was attacked by mistake<br />
by U.S. planes.<br />
Bryant, now a resident of Middleton,<br />
recalls that he was the lookout because<br />
he had exceptional night vision. In the<br />
dark he saw a plane coming straight for<br />
the boat. He radioed the captain, who<br />
seemed to ignore the warning. As the<br />
plane drew closer, he alerted the captain<br />
again, but nothing happened. A third<br />
time he warned the captain, who turned<br />
the boat just in time to avoid a direct<br />
hit.<br />

Bryant off his perch and landed him on<br />
stories from Bryant’s 25-year career<br />
in the Navy that he tells in his book,<br />

Bryant will be the luncheon’s guest<br />
of honor.<br />
The annual Veterans Day Luncheon,<br />
which was started <strong>12</strong> years ago by<br />
Korean War veteran Frank Ventura, will<br />
open with Kevin Hunt, the director of<br />
Newburyport’s Veterans Services and a<br />
Navy Vietnam Veteran. Joan Clifford,<br />
the director of the Edith Nourse Rogers<br />
the back of the irritated captain. “But Veterans Administration Medical<br />
Captain, I told you three times we were<br />
under attack,” he said to the skipper,<br />
who could not believe the boat was<br />
being attacked by a “friendly.”<br />

RENTAL PROPERTY TAXES<br />
At Salisbury Beach, families have a tradition of renting<br />
out homes for weekly vacation stays. The owners<br />
of these homes use the income from the entire summer<br />
to defray the cost of upkeep so that these rentals will<br />
be available for inexpensive family vacations for years<br />
These are units in which renters bring their own linens,<br />
towels, sheets, pillows and toilet paper. There is no<br />
maid service provided and when the tenants move out<br />
at the end of their week, they are required to clean their<br />
own units and ensure they are ready for the next weekly<br />
tenant moving in.<br />
This is not how hotels, motels and nightly Air B&B<br />
rentals operate and as such, they should not be lumped<br />
into the same category.<br />
Ultimately, a new law to tax short-term rental units,<br />
with both a state tax and an option for an additional<br />
municipal tax, is liable to have a detrimental impact on<br />
many property owners, renting families and small businesses<br />
in the beach community.<br />
Under the new law, they must pay an additional 5.7<br />
percent tax and another 6 percent to the town. This<br />
means property owners must now charge a fair weekly<br />
rental rate and add what amounts to nearly <strong>12</strong> percent<br />
tax.<br />
On account of this tax, working class families at<br />
Salisbury Beach will spend less at small businesses,<br />
including local gift shops, food stands, mini golf courses<br />
and so on.<br />
That is why I have filed legislation, Senate Bill 1644,<br />
to amend the application of a state excise tax imposed<br />
on short-term rentals, which currently imposes a fee for<br />
operators who transfer short-term rental for 15 days or<br />
more in a calendar year.<br />
This bill increases the duration, from 14 days to 80<br />
days, when an operator can participate in short-term<br />
rental without imposition of this excise tax, protecting<br />
property owners and local businesses who rely on<br />
income from summer rentals.<br />
The passage of this legislation will support tourism<br />
and community development and greatly help families,<br />
property owners and small businesses alike, ensuring<br />
Salisbury Beach remains an affordable and welcoming<br />
vacation destination for all.<br />

The pilot program is designed<br />
to test a flag system at key points<br />
along the river. Many beaches<br />
use flags to warn of dangerous<br />
surf or the threat of sharks and<br />
jellyfish.<br />
Beach flag colors -- double<br />
red for highly dangerous, red for<br />
dangerous, yellow for caution,<br />
green for safe, purple and blue<br />
for sharks -- were developed by<br />
the United States Lifesaving<br />
Association, in conjunction<br />
with the International Lifesaving<br />
Federation.<br />
DiZoglio said the flag system<br />
will not be perfect because at least<br />
one New Hampshire city does<br />
not report its sewage overflows<br />
on a timely basis. But she believes<br />
it is better than another bill in<br />
the legislature that proposes all<br />
Massachusetts sewage treatment<br />
plants must report overflows<br />
within 48 hours, which she<br />
considers too late.<br />
The river, according to experts,<br />
carries the sewage out to sea in<br />
less than a week.<br />
In addition to the flag system,<br />
DiZoglio’s proposed legislation<br />
would direct the Massachusetts<br />
Honoring World War II Submariner<br />
summers shoeless, said he<br />
aspired to be a submariner after<br />
watching with envy an older<br />
submariner get all the girls at a<br />
dance in New Hampshire.<br />
During the war, Bryant was<br />
awarded two battle stars, and<br />
the SeaDog sunk eight ships,<br />
including six in the Sea of Japan<br />
that helped bring the war in the<br />
Pacific to an end. But he beams<br />
most when he points out the<br />
dolphin pin on his uniform.<br />
The pin is earned only by<br />
submariners and only after the<br />
boat has been in combat.<br />
Bryant is lucky he survived the<br />
war. Of the 16,000 American<br />
submariners who served during<br />
World War II, 3,606 were lost<br />
in the war. One in five American<br />
submariners did not survive<br />
the war, making it the highest<br />
casualty rate during World War<br />
II.<br />
His book, The Navy Gave<br />

nature of moving river currents,<br />
the flags are intended as a factor<br />
for the public to consider prior<br />
to entering the river, but shall<br />
not be a ban for recreation<br />
unless public beaches have been<br />
closed by local authorities due to<br />
known pollutants,” DiZoglio’s<br />
legislation states.<br />
According to the Merrimack<br />
River Watershed Council,<br />
“Plants in Lowell and Haverhill<br />
sent out email advisories stating<br />
that overflows had occurred. In<br />
Lowell, there were three periods<br />
of overflows -- from 2:54 to<br />
4:23 pm on Thursday, and 3 to<br />
4:40 am and 9:20 to 9:49 am on<br />
Friday.<br />
“In Haverhill, 10 of the<br />
city’s 15 sewage overflow pipes<br />
activated, which typically<br />
indicates a moderate flow into<br />
the river. Greater Lawrence<br />
(GLSD) reported 5 million<br />
gallons were released, which is<br />
a relatively light volume for a<br />
CSO event at GLSD. Nashua<br />

Kuster and Chris Pappas of New<br />
Hampshire have requested the<br />
U.S. Environmental Protection<br />
Agency’s Sewer Overflow and<br />
Stormwater Reuse Municipal<br />
Grant program be expanded in<br />
fiscal year 2020 to $500 million<br />
and the program be authorized<br />
for another six years.<br />
The funds would be used<br />
to prevent the overflow of the<br />
combined sewage treatment<br />
plants that result in their<br />
discharge into the Merrimack.<br />

Salisbury, MA, July 15, 20<strong>19</strong> – Twenty years ago, the Maria Miles Visitor Center in Salisbury opened to welcome<br />
visitors to Massachusetts and provide information about travel and tourism. The North of Boston Convention &<br />
Visitors Bureau (NBCVB) is celebrating the milestone during an Open House on July 26, 20<strong>19</strong> from 9 a.m. to <strong>12</strong> p.m.<br />
at the Maria Miles Visitor Center at I-95 Southbound, Exit 60 in Salisbury, MA. The event is open to the public.<br />
The Visitor Center is the gateway to Massachusetts from the north and welcomes more than 350,000 visitors each<br />
year, while this highly trafficked rest area provides respite, comfort and safety to travelers. The well-trained and knowledgeable<br />
information specialist staff answers questions about attractions, accommodations, activities, restaurants, shopping<br />
and more. Even with today’s advanced technology, Massachusetts Visitor Centers are a strategic resource for maps,<br />
guides, information about traffic and weather conditions, also providing refreshments and sanitary restroom facilities.<br />
There will be a speaking program at 10:30 a.m. featuring state and municipal leaders discussing the importance of<br />
tourism as a vital economic engine for our area. Legislators who will be on hand include Massachusetts State Senator<br />
Diana DiZoglio, Senator Joan Lovely, Rep. James Kelcourse, Rep. Paul Tucker, Rep. Thomas Walsh, Rep. Christina<br />
Minicucci, and Tourism, Arts & Culture Chairman Rep. Paul McMurtry. There will also be representation from the<br />
Salisbury Board of Selectmen in attendance. The Visitor Center was named for Maria Miles, former President of the<br />
Salisbury Chamber of Commerce, where she worked for more than 30 years promoting her beloved hometown.<br />
Ann Marie Casey, Executive Director of the NBCVB, noted that each year the Regional Tourism Councils across<br />
Massachusetts depend on public-private partnerships to help offset operating costs for the state-owned visitor centers,<br />
which serve more than 2.5 million travelers annually and cost more than $1 million for staffing and overhead. “In<br />
previous years, managing Regional Tourism Councils like the North of Boston CVB have received supplemental state<br />
funding to help with staffing costs and extended hours of operation, but unfortunately, the Fiscal Year 2020 did not<br />
include us. As of July 1st, which is the height of tourism season, many Massachusetts Visitor Centers had to adjust<br />
their services with reduced hours, reduced staffing and even some possible closures due to this funding shortfall. The<br />
Maria Miles Visitor Center in Salisbury has remained open with extended hours, however the CVB Board of Directors<br />
is committed to securing a predictable public funding source to secure our future moving forward,” Casey said.<br />
Local chambers of commerce, destination marketing organizations, and visitor center advertisers will set up tables on<br />
the picnic lawn area to speak with visitors about their local businesses and towns. Woodman’s of Essex will be serving<br />
chowder throughout the morning.<br />
“For 20 years, the Visitor Center has been the first stop and impression for people visiting our state by car. We are<br />
grateful to our members who advertise at the Center, the Massachusetts Office of Travel and Tourism, the Department<br />
of Transportation and the Massachusetts Legislature for their support. We look forward to showcasing our efforts and<br />
continuing this vital public private partnership,” Casey said.<br />

Most people take saliva for<br />
granted, but saliva is necessary for<br />
proper digestion of food. Saliva<br />
also helps protect the mouth from<br />
dental decay, gum diseases and bad<br />
breath, because it has the natural<br />
ability to stop bacterial growth.<br />
Having a dry mouth can lead to<br />
a metallic taste in the mouth and<br />
the ability to taste food properly<br />
decreases. Saliva acts as a major<br />
defense mechanism that our<br />
bodies need to maintain good oral<br />
and systemic health.<br />
Many people don’t realize<br />
they have dry mouth, otherwise<br />
known as xerostomia, and others<br />
find it debilitating. Regardless of<br />
whether you feel the effects or not,<br />
dry mouth can be very dangerous<br />
to your dental health. The most<br />
significant issues are rampant<br />
dental decay and gum disease.<br />
So, what can cause dry mouth?<br />
There are multiple health related<br />
conditions and habits that can<br />
cause or add to a dry mouth, dry<br />
skin and general dryness of the<br />
entire body. One cause can be<br />
medications. There are over 3,000<br />
prescription and over-the-counter<br />
products or medications that can<br />
cause dry mouth. You can be on<br />
a medication for years before the<br />

I keep reading that we’re supposed to<br />
take 10,000 steps day for good health.<br />
Some studies say 4,400 are enough. I<br />
knew I wasn’t getting anywhere near<br />

but I didn’t know how many steps I<br />
was actually taking.<br />

Syndrome, chemo therapy, alcohol<br />
consumption, ineffective salivary<br />
glands, stress, Alzheimer’s Disease,<br />
Parkinson’s Disease, diabetes,<br />

hypertension, radiation therapy,<br />
menopause, depression, smoking,<br />
and last but not least, aging.<br />
How do you know if you suffer<br />
from, or are at risk for dry mouth?<br />
Here are some questions to assess<br />
your risk: Has your physician or<br />
pharmacist shared with you that<br />
a medication you are taking can<br />
cause dry mouth? Do you find<br />
that you wake up in the middle of<br />
the night with a cough or have a<br />
choking feeling and need a drink<br />

The first step was to select Average<br />
Customer Review to see which<br />
pedometer, or step tracker, had the<br />
highest rating. Some were very hightech<br />
and tracked steps, miles, calories<br />
burned and more.<br />
Looking for more guidance, I<br />
checked out a study done by the<br />
National Institutes of Health a few<br />
years ago. Researchers tested four<br />
models, ranging from very simple to<br />
very expensive. Imagine their surprise<br />
when it turned out that the simple,<br />
inexpensive step counter was the most<br />
accurate. Fingers crossed, I picked out<br />
one by that company.<br />
Then the fun started. I paced off<br />
100 steps at the grocery store then<br />
compared it to what the tracker said.<br />
If you have a positive response<br />
to any of these questions, you are<br />
at risk from the damaging effects of<br />
dry mouth. The first thing to do is<br />
to eliminate any of the things that<br />
I mentioned as potential causes<br />
that are in your control, such as<br />
alcohol consumption and tobacco<br />
use. I also recommend that<br />
patients stay away from alcoholbased<br />
mouth rinses, tartar control<br />
and whitening toothpastes.<br />
You should also notify your<br />
physician and dentist that you<br />
have, or are at risk for, dry mouth.<br />
There are many products on the<br />
market that can be effective to<br />
help with the symptoms and<br />
also help to protect your teeth<br />
and gums. In addition, there<br />
are other prescription products,<br />
such as high-fluoride toothpastes<br />
and anti-oxidant hydrating<br />
toothpastes, mouthwashes and<br />
gels that you can only get from<br />
your dentist or physician.<br />
Please take dry mouth<br />
seriously. The effects cannot only<br />
be annoying but can also ruin<br />
your mouth.<br />

Then the counter went a little crazy.<br />
I left it on top of the microwave while I<br />
heated up something, and unbeknownst<br />
to me, the microwave apparently took<br />
17 steps across the kitchen.<br />
Today I did a lot of walking around<br />
town -- but I can’t believe I took as<br />
many steps as the counter says I did.<br />
So I’m back on Amazon, looking<br />
for an additional counter. My plan is<br />
to wear both for a few weeks and see<br />
if they give approximately the same<br />
number.<br />
That’s my suggestion if you want to<br />
start tracking your steps: buy two. And<br />
look for pedometers that do only one<br />
thing ... count steps. Sometimes simple<br />
is better.<br />
