ECA REVIEW Open house marks next step in Huxley grain terminal construction David Nadeau ECA Review For Jean Schmidt, the contrast could not be more stark. Where once she and her late husband ran a quiet Huxley-area grain farm, GrainConnect’s multi-million dollar inland grain terminal and its four kilometre circular rail siding enters final construction stages. “I’m having trouble believing my eyes”, said Schimdt who now resides in Innifail. Schmidt, her son Ben, daughter Judi, and close to 500 area residents and producers participated in the multi-national grain company’s July 17 open house that included a locally catered lunch and networking at the Huxley ball field. Guided elevator tours of the 78 hectare site located south of Huxley off of Highway 21 were given as well. GrainsConnect administrator Lorraine Jacobs described the Huxley open house as a casual get together and welcoming of neighbours. Company President Warren Stow said the company, founded in 2016 with its Canadian offices in Calgary, is owned by Australian and American interests and will partner with P&H to own and operate a Vancouver grain terminal. “After the Huxley facility opens for business this September,” said Stow, “we could eventually have as many as eight staff in the elevator, six in the office, and 78 trucks rolling through here in a 10-hour day.” When in full operation, a producer’s truck can be unloaded in less than 12 minutes and a 140-car train can be filled in eight hours. Stow anticipates annual throughput at approximately 400,000 tons. In an interview, Kneehill County Chief Administrative Officer (CAO) Mike Haugen said the County did not spend any infrastructure money to make the facility possible and that the County, based on similar facilities, would expect yearly tax revenue to exceed $150,000—“but this is only a rough estimate; the actual amount is yet to be determined.” When asked to comment on Huxley’s potential benefit from employment at the site or economic opportunity from the traffic coming to the site, Haugen said, “These present opportunities. ECA REVIEW HANNA/CORONATION/STETTLER, AB JuL y 25'19 9 Friends precious to her Mary Elizabeth was born Jan. 13, 1940 in Lloydminster, Sask. to Frank and Elsie Wroe who lived in McLaughlin, Sask. She joined older siblings Jeanne and Dwayne and the family was eventually completed with the arrival of Darlene. Mary is survived by her children, Debora (Ron) Vanlanduyt, Kim (Christine) Hubert and Susan Posma; grandchildren, Chelsey Vanlanduyt, Whitney (Carson) Hubert Sutton, Bryce Vanlanduyt, Travis Vanlanduyt, David (Coreina) Hubert, Jennifer (Don Rasmussen) Robinson, Ashley (Davis) Gray, Cheryl (Jack Hart) Hubert, Geoffrey (Jennifer) Posma and Jamie Posma. She is also survived by great-grandchildren: Brooks, Clark, Levi, Ayden, Ashton, Jessi, Jordyn, Cole, Morgan, Brooke, Evan, Aquay, Brian and Kashton. She is survived by her sister Darlene Hrabchuk and sister-in-law Betty Wroe as well as numerous other relatives and many dear friends. Mary was predeceased by parents Francis and Elsie Wroe; husband Richard Hubert; son-in-law Rudy Posma; great-grandchildren, Kaitlyn Gray and Presley Sutton; brother Dwayne Wroe; sister Jeanne Shymanski; sisters-in-law, Ellen Hubert and Dahrlyne Hubert; brothers-in-law, Albert Hrabchuk, Michael Shymanski, Herald Hubert and Wilf Hubert. The Wroe family moved to Big Valley, Alta. before Mary was in school, and that is where she spent most of her childhood and where she met her husband. They were married in 1956 and soon after they had us, Debora, Kim and Susan. She was a loving and devoted wife and mother who worked very hard for her family. “It has been a privilege to love and to be loved by this wonderful lady”. Mary helped in every season of their life together. She worked by his side, building and pouring cement as they always seemed to be doing. She loved camping with him, three little kids and a dog. She was supportive and travelled wherever his work took him from Quebec City to the Yukon. Mary was also a talented seamstress and had an amazing green thumb. Her yard would be filled with flowers and a well-kept garden every summer. She also grew many beautiful house plants. She made many long-lasting friendships over the years, a great testament to the caring, compassionate lady she was. Her friends were precious to her. Her home was always filled with family and friends who can all say without a doubt, our best memories were when we were all together at the lake. When the grandkids started arriving, life got busier as the house seemed always to have family coming or going. She was a loving grandmother who was always helping to look after kids and loved to host family holidays. She physically slowed down while waiting for a hip replacement, the pain increased, but her spirit never faded. In later years, Mary cared for her husband and their home until it became too much and they both ended up in care in Stettler. “We are all going to miss her stories OBITUARY and the laughter that came along with them. Our mother modelled for us many things; how to pray, love one another, manners, respect and the importance of thinking of others before ourselves. “These values have helped shape each one of us, maybe in different ways but they have made us who we are and we thank her very much for that.” Funeral services for the late Mary Hubert were held on Fri. July 19, 2019 at St. Peter Lutheran Church followed by interment beside her beloved husband Richard at Erskine Cemetery, Erskine, Alta. A lot of the work is going to have to be torn up and re-laid.” The next project will be the culvert replacement. A potential water leak directly east of 4th Street has been discovered as well but Green told the crowd that they will find more when the area is opened up for further investigation. Financial report CAO Cassidy made a detailed report surrounding the village’s finances up to June 30 since her and her team at the county have taken leadership of administration. The previous administration had certain money allocated in other places which aren’t necessarily negative, it has taken time to get the finances organized to fit in with the rest of the county’s operations. “We put this together and we are still working basically to clear up any abnormalities we found in the books. “We are trying to make sure things are posted in the right place and I’m not saying that anybody did anything wrong, I’m just saying everybody has got a different way of doing things,” said CAO Cassidy. Tax notices are expected to be sent out this week after certain issues have been straightened out. “We’ve been reconciling the tax accounts from last year to make sure that they balance, that penalties have been calculated correctly, that the payments have been posted the right way, if there was anything added to the tax roll, and we’ve had a little bit of trouble getting all of that straight,” she continued. Although the budget is showing a slight surplus, it was noted it was not the most accurate at this time. The budget is not expected to be approved until August at the next council meeting. The bulletin boards have been a solid way for both the county and residents to be in touch with upcoming news. Utility personnel check the mail slot at the office daily and there has been a noticeable increase in people visiting the county office in Stettler. MSI capital grant funding is given every year. A run-down property within the village is expected to be demolished thanks to this funding. CAO Cassidy told residents at the meeting that more bylaw enforcement is visiting the village for unsightly properties. Water and sewer line issues are also being addressed as quickly as possible. “If you have a problem or you have a question, just get a hold of us and we will try to get to you as quick as we can,” she said.
