Three days of food and agriculture<br />

The Basin Food Summit will cultivate opportunities for<br />

producers, processors and food buyers and create space<br />

and programming for growth, networking, collaborations<br />

and the celebration of local food. This expanded event is<br />

returning for its second year and is open to Basin residents<br />

in the agriculture and food industry as well as buyers<br />

and food business supports from further afield.<br />

The Basin Food & Buyers Expo will take place Thursday,<br />

October <strong>24</strong>. Food producers and processors from the<br />

Basin will have the opportunity to grow their market and<br />

meet new buyers (grocery, restaurant, distribution and<br />

food service) from across Western Canada.<br />

Friday, October 25 is the Agriculture Forum which will<br />

gather together the region’s food growers, makers and<br />

support services. At the forum participants can network,<br />

workshop and brainstorm around developing a thriving<br />

food and agriculture economy. This conference will<br />

explore new technology and regenerative practices with<br />

targeted program streams and experts for food business,<br />

community and both established and emerging farms.<br />

CKCA 2019<strong>–</strong>2020 funded projects<br />

Over 150 arts and culture projects <strong>–</strong> including the<br />

Columbia Basin Culture Tour <strong>–</strong> have received a total<br />

of $750,000 in funding support for the 2019-2020 season<br />

through the Columbia <strong>Kootenay</strong> Cultural Alliance<br />

(CKCA), in partnership with Columbia Basin<br />

Trust.<br />

Columbia <strong>Kootenay</strong> Cultural Alliance Chair Laura<br />

White commented, “Every year, I’m impressed by the<br />

scope of the projects for which applicants are seeking<br />

funding; there are artists taking their first steps<br />

towards becoming professionals, to individuals seeking<br />

support for major projects and everything in<br />

between.<br />

“The CKCA Steering Committee members are<br />

excited to see the projects that receive funding successfully<br />

bring their efforts to fruition. We are also<br />

very pleased to continue our relationship with<br />

Columbia Basin Trust, by fostering excellence in arts<br />

and culture and contributing to livable communities<br />

across the region.”<br />

Funding applications were adjudicated in May by<br />

the CKCA steering committee, with input from community<br />

arts councils. Support will go toward a wide<br />

range of projects, including individual and group<br />

projects, master classes, touring and major exhibition<br />

projects.<br />

“In the Columbia Basin, artists use many different<br />

mediums in their artistic endeavours,” said Michelle<br />

d’Entremont, manager, delivery of benefits, Columbia<br />

Basin Trust. “The Arts and Culture Program puts<br />

more wind in the sails of artistic and cultural efforts,<br />

supporting artists and organizations while adding<br />

vibrancy to Basin communities.”<br />

CKCA funding helps individuals and organizations<br />

realize arts and cultural projects across all arts disciplines,<br />

including visual art, theatre, music, dance,<br />

<strong>–</strong> Columbia <strong>Kootenay</strong> Cultural Alliance<br />

Wildlife enhancement project<br />

BC Hydro is constructing a wildlife enhancement<br />

project in the drawdown zone of the Burton Flats.<br />

Construction is scheduled to begin in early <strong>Sept</strong>ember,<br />

pending all necessary permits.<br />

This project is expected to benefit nesting and<br />

migratory birds as well as other wildlife affected by<br />

reservoir operations. This will be accomplished by<br />

creating, protecting or enhancing habitat for Western<br />

Toad, nesting and migratory birds, amphibians and<br />

other wildlife.<br />

Project background:<br />

Two sites were originally being considered for this<br />

project <strong>–</strong> Burton Flats and Lower Inonoaklin. Burton<br />

Flats is located south of Nakusp, on the east side of<br />

the Arrow <strong>Lake</strong>s Reservoir and the Lower Inonoaklin<br />

site is located south of the Fauquier ferry on the west<br />

side of the reservoir. We decided to pursue the Burton<br />

Flats site because of a greater potential for benefits to<br />

wildlife. At this time, we have decided not to go ahead<br />

with the Lower Inonoaklin site, but may revisit this at<br />

a later date.<br />

Current status and next steps:<br />

Construction will take place in two phases. If conditions<br />

are suitable and we receive the necessary permits,<br />

we expect work on Phase One to begin at the<br />

beginning of <strong>Sept</strong>ember and be completed by the end<br />

of October:<br />

<strong>–</strong> Starting on Tuesday, <strong>Sept</strong>ember 3 crews will start<br />

mobilizing on site to construct the first phase of the<br />

project. During this time, crews will be on site from 7<br />

am to 7 pm, Monday through Saturday and from 8 am<br />

to 7 pm on Sundays. We anticipate that this work will<br />

be completed by late October.<br />

<strong>–</strong> Crews will also be on site during the second week<br />

of <strong>Sept</strong>ember to salvage some sedges that are located in<br />

the construction zone. These sedges will be replanted<br />

during the planting phase of the project.<br />

Support for wildlife:<br />

We have undertaken and are continuing to implement<br />

pre-construction monitoring at these sites<br />

and will continue to monitor post-construction<br />

at the Burton site. We are also currently conducting<br />

numerous studies under the Columbia River<br />

Water Use Plan to better understand the impacts of<br />

our Arrow <strong>Lake</strong>s Reservoir operations on a number<br />

of non-power values including vegetation, fish,<br />

wildlife, recreation and archaeology and help future<br />

decision making.<br />

Open burning prohibitions<br />

amended in the southeast<br />

Effective as of noon (Pacific time) on Tuesday, <strong>Sept</strong>ember<br />

10, 2019, Category 2 and Category 3 open burning<br />

prohibitions within the Southeast Fire Centre’s jurisdiction<br />

will be amended, due to a decreased wildfire risk.<br />

Category 2 Open Burn Permits: One or two concurrently<br />

burning piles, no larger than two metres high by<br />

three metres wide; and the burning of stubble or grass<br />

over an area less than 0.2 hectares. The use of fireworks,<br />

burn barrels, burn cages, sky lanterns and exploding<br />

binary targets will also be allowed.<br />

Category 3 Open Burning will be permitted throughout<br />

the Arrow, <strong>Kootenay</strong> <strong>Lake</strong> and Columbia fire zones<br />

within the Southeast Fire Centre’s jurisdiction.<br />

However, a Category 3 open burning prohibition will<br />

remain in effect for the Boundary, Invermere and Cranbrook<br />

fire zones, where the following activities are still<br />

prohibited:<br />

• Any fire larger than two metres high by three<br />

metres wide<br />

• Three or more concurrently burning piles no larger<br />

than two metres high by three metres wide<br />

• The burning of stubble or grass over an area greater<br />

than 0.2 hectares<br />

• The burning of one or more windrows<br />

Open Burning Precautions: Anyone planning to conduct<br />

a Category 2 or Category 3 open burn in the Southeast<br />

Fire Centre (where permitted) must do the following:<br />

• Check the local venting index (see website link<br />

below). The venting index must be “good” on the<br />

day the fire is lit and “good” or “fair” for the following<br />

day.<br />

• Follow the Open Burning Smoke Control Regulation.<br />

• Use safe burning practices: Create a fireguard<br />

around the planned fire site by clearing away twigs,<br />

grass, leaves and other combustible material; never<br />

leave a fire unattended; make sure that the fire is<br />

fully extinguished and the ashes are cold to the<br />

touch before leaving the area for any length of time.<br />

• Anyone planning to conduct a Category 3 burn<br />

must obtain a burn registration number ahead<br />

of time (at no charge) by calling 1-888-797-1717.<br />

Burn registration numbers are entered in the Open<br />

Fire Tracking System, which allows the BC Wildfire<br />

Service to track open burning activity throughout<br />

BC.<br />

• Check with local authorities (e.g. fire department,<br />

municipality or regional district) for any local<br />

restrictions or regulations.<br />

Anyone found in contravention of an open burning<br />

prohibition may be issued a ticket for $1,150, required<br />

to pay an administrative penalty of up to $10,000 or, if<br />

convicted in court, fined up to $100,000 and/or sentenced<br />

to one year in jail. If the contravention causes or contributes<br />

to a wildfire, the person responsible may be ordered<br />

to pay all firefighting and associated costs, as well as the<br />

value of resources damaged or destroyed by the wildfire.<br />

The Southeast Fire Centre encompasses the area extending<br />

from the United States border in the south to Mica<br />

Dam in the north and from the Okanagan Highlands and<br />

Monashee Mountains in the west to the BC <strong>–</strong> Alberta border<br />

in the east. The Southeast Fire Centre includes the Selkirk<br />

and Rocky Mountain natural resource districts.<br />

West Nile virus risk increases<br />

The mosquito species likely to carry West Nile virus is<br />

most active in August. West Nile virus is a disease that is<br />

spread from infected corvid birds (crows, ravens, magpies<br />

and jays) to humans through mosquito bites. It was first<br />

detected in BC in the South Okanagan during the summer<br />

of 2009. Since then there have been five human cases<br />

<strong>–</strong> all locally acquired in the Okanagan. Last year the virus<br />

was detected in birds and a horse in the East <strong>Kootenay</strong><br />

area, confirming the virus is present there as well. Several<br />

parts of Canada and the US continue to report ongoing<br />

West Nile virus activity.<br />

The risk of infection from handling birds is very low;<br />

however, you should not use your bare hands to handle<br />

wild birds (dead or alive). If you need to move a dead bird,<br />

precautions should be taken. Unusual clusters of dead<br />

birds can be reported to the BC Interagency Wild Bird<br />

Mortality Investigation at 1-866-431-BIRD (<strong>24</strong>73).<br />

Mosquitoes can also transmit West Nile virus to horses<br />

and occasionally to other animals. Horse owners are<br />

advised to contact their veterinarians for information<br />

about equine vaccines for West Nile virus.<br />

The risk of becoming seriously ill from West Nile virus<br />

infection is low for most people; however, the elderly and<br />

those with compromised immune systems are more at risk.<br />

There are things everyone can do both at home and while<br />

travelling to reduce the risk of infection. Any activity that<br />

prevents mosquitoes from biting or breeding can help to<br />

reduce the risk of becoming infected with West Nile virus.<br />

Prevent mosquito breeding around your home. It<br />

doesn’t take much time or water for mosquitoes to develop<br />

from eggs into adults. Anything that can hold water<br />

can be a mosquito breeding area. Identify and remove<br />

potential breeding areas on your property <strong>–</strong> empty saucers<br />

under flowerpots; change water in bird baths twice<br />

a week; unclog rain gutters; drain tarps, tires and other<br />

debris where rain water may collect; and, install a pump in<br />

ornamental ponds or stock them with fish. Stagnant backyard<br />

pools can be a big source of mosquitoes and should<br />

be maintained regularly to prevent mosquito growth.<br />

Install screens on windows. Screens will help prevent<br />

mosquitoes from coming indoors.<br />

Avoid outdoor activities at dusk and dawn. This is the<br />

time of day the mosquitoes that can carry the virus are<br />

most active.<br />

Wear protective clothing. If you are in an area with<br />

lots of mosquitoes, wear loose fitting, light coloured, fulllength<br />

pants and a long-sleeved shirt.<br />

Use mosquito repellent. Apply mosquito repellent to<br />

areas of exposed skin. Check the product label for instructions<br />

on proper use. Repellents containing DEET are safe<br />

for those over six months of age when used according to<br />

the directions on the label. DEET-free products are available,<br />

but may not provide long-lasting protection. View<br />

to apply repellent.<br />

Interior Health works closely with the BC Centre for<br />

Disease Control and Canadian Blood Services to monitor<br />

West Nile virus activity. Surveillance includes screening the<br />

blood supply and reporting human as well as animal cases.<br />

SAR’s busiest month on record!<br />

The <strong>Kootenay</strong> based Search and Rescue team, based in<br />

one of the busiest adventure regions in the province, has<br />

recorded its busiest month ever.<br />

According to Stefan Lettrari, the organization’s president,<br />

the recent purchase of a vehicle and the structuring<br />

of specialist teams made the job a little easier.<br />

“We have a very strong team in Kaslo with a diverse<br />

set of skills and a group of very capable leaders,” said<br />

Lettrari, adding, “All our available assets were used on<br />

multiple occasions with multiple teams on different<br />

calls. The fact that we have a cohesive team allows us<br />

to deploy to different locations competently. The fact<br />

that we have a supportive community and government<br />

also ensures that we have the tools to do the job that<br />

the public expects,” For now and through the fall, the<br />

organization is regrouping and focusing on training for<br />

what is likely to be another busy season through the<br />

winter months.<br />

The group has the ability to respond to still and swift<br />

water incidents with the 501 Marine response unit on the<br />

lake, mountain rescue incidents with 502 and motor vehicle<br />

incidents and high angle rescues with unit 501. Additionally<br />

the boat crews are capable of dealing with marine<br />

environmental spills on inland lakes and waterways.<br />

While all the members of the team are multi-disciplined<br />

to some extent, specialist teams are forming to be able to<br />

respond too specific incidents in the mountains, on swift<br />

water or for long line access with a helicopter to stabilize<br />

and recover subjects from challenging environments as<br />

quickly as possible.<br />

Film offers conversation on<br />

community spaces and homelessness<br />

On a bitterly cold night a large group of homeless men<br />

decide they’re not going to leave the public library at closing<br />

time. It hasn’t happened <strong>–</strong> but it could.<br />

That scenario is the subject of The Public a new film<br />

written by and starring Emelio Estevez. The Nelson Public<br />

Library and Nelson at its Best have joined forces to screen<br />

the film on Tuesday, October 1 at 7 pm at the Nelson Civic<br />

Theatre. Following the movie will be a panel discussion on<br />

the topic of public libraries, homelessness and safe spaces.<br />

In The Public, what begins as a nonviolent sit-in as<br />

shelter from the elements soon escalates into a standoff<br />

with police led by a crisis negotiator (Alec Baldwin) and<br />

a savvy district attorney (Christian Slater) <strong>–</strong> who has his<br />

own agenda. In the middle are two librarians, played by<br />

Emilio Estevez and Jena Malone. The film puts a face to<br />

people living on the margins of society.<br />

Panel moderator George Chandler of Nelson at its Best<br />

sees the screening as a unique opportunity to consider<br />

and discuss an important topic. “A strong value of this<br />

film is that it reflects ongoing daily realities in the word,<br />

including our community. It also populates big issues of<br />

homelessness, isolation and poverty with humanity <strong>–</strong><br />

everyone has their own story and we are invited to see<br />

them as human beings, no matter what appearances or<br />

our own viewpoints might initially tell us.”<br />

Panelists include Cheryl Dowden from Ankors, Chief<br />

Constable Paul Burkart of the Nelson City Police, Tracey<br />

Therrien, Chief Librarian for the Nelson Public Library<br />

and Jeremy Kelly from Nelson Street Outreach, who has<br />

also experienced homelessness.<br />

“The Nelson Library is many things in our community:<br />

educational resource, literacy champion, social hub and<br />

a safe place for those who need it,” says Tracey Therrien.<br />

“Our library users come from every walk of life; this is a<br />

very relevant conversation for us and for the community.”<br />

Ski program receives classroom tools<br />

Future leaders in the outdoor recreation industry<br />

attending Selkirk College’s Ski Resort Operations<br />

& Management (SROAM) program have received<br />

a learning boost from the world’s leading haul rope<br />

manufacturer.<br />

Headquartered in Switzerland, Fatzer specializes in<br />

steel wire rope innovation and production for a variety<br />

of industries from mining and fishing to road bridges and<br />

ski lifts. This summer, the company sent a steel box full of<br />

haul rope samples that is now being used to help learners<br />

at Selkirk College.<br />

“It’s important to have this kind of support from the<br />

industry,” says SROAM instructor Ross White. “Our<br />

students will graduate into an environment that is everchanging<br />

and to have global leading companies like<br />

Fatzer providing these classroom tools helps tremendously.”<br />

White is a local ski industry veteran who has<br />

been teaching at Selkirk College since 2006. The former<br />

manager of outdoor operations at Whitewater Ski<br />

Resort, White mentors students in a variety of different<br />

facets including teaching the Ski Lift Maintenance<br />

course.<br />

Prior to the Fatzer donation of leading edge haul rope<br />

technology, White was using sections of the former Summit<br />

Chair at Whitewater that was not current with what<br />

graduating students will see at today’s resorts. “Our learners<br />

need to see physical objects to be able to relate to what<br />

management. It is now the only program of its kind in<br />

Canada and draws students from around the world who<br />

come to study on Selkirk College’s Tenth Street Campus<br />

The program receives ongoing support from the industry<br />

in a variety of ways including an advisory board that<br />

meets with faculty and students on an annual basis.<br />

Help keep finances safe online<br />

While digital navigation has become an essential skill,<br />

it also comes with its own set of dangers. From online<br />

banking and mobile apps, to online shopping and credit<br />

and debit cards, it’s important that you take precautions to<br />

keep your personal and financial information safe.<br />

Whether you’re looking to beef up your own security<br />

or teach your kids cyber awareness, here are some simple<br />

strategies for creating strong passwords:<br />

Get Creative. While each login will have different password<br />

requirements that you must adhere to, it’s a best<br />

practice to include numbers, symbols, capital and lowercase<br />

letters. And think of out-of-the-box ways to incorporate<br />

these. Avoid the use of full words and anything that<br />

relates to your personal information, such as names and<br />

birthdates.<br />

Differentiate. Using different credentials for every login<br />

is a great way to help keep your information <strong>–</strong> and yourself<br />

<strong>–</strong> secure. To help with remembering numerous passwords,<br />

track them as soon as you create a new account in<br />

a secure password keeper.<br />

Go Beyond The Bare Minimum. There is often a minimum<br />

requirement of eight characters for passwords.<br />

Try surpassing this with 12 or more characters to create<br />

another layer of complexity.<br />

Share Smart. All of these password creation tips<br />

are especially important when using mobile or online<br />

banking, which is a great way to manage finances. Remind<br />

older children to never give out any personal banking<br />

information to anyone, even if they claim to be a banking<br />

representative. It is a good idea to have record of your<br />

teen’s passwords and online banking information. Be a<br />

safety net in case there’s trouble.<br />

Rest In Peace, Blue<br />

(1951-2019)<br />

Melanie ‘Blue’ Vershave peacefully passed away<br />

in my arms at a time of her own choosing on<br />

<strong>Sept</strong>ember 17th in Kaslo BC. Blue is now at<br />

rest after a brave fight with cancer. Blue is survived<br />

by her son Stephane, cousin Steve Brock<br />

and myself, her husband Murray.<br />

Blue loved animals and growing flowers, while<br />

her infectious smile and occasional ‘Blueisms’<br />

always brought joy to those lucky enough to be<br />

around her.<br />

Blue and I both want to thank all those who<br />

offered loving support during her life and<br />

in helping Blue leave her mortal body with<br />

the grace and dignity of the lady she is while<br />

knowing she is not alone.<br />

There will be a reception to celebrate Blue’s life<br />

at a later date. Thank you all for your caring.<br />

Until we meet again Blue…. I’ve got your six.<br />

A long time <strong>Kootenay</strong><br />

resident, passed away<br />

on <strong>Sept</strong>ember 11, 2019,<br />

in the midst of dear<br />

family members. He<br />

lived life with warmth,<br />

humour, and of course a<br />

bit of the cantankerous.<br />

He will be remembered for his gum boots,<br />

suspenders and copious ear hair, among other<br />

wonderful things.<br />

A good way to honour Perry is to make up your own<br />

joke and share it at an appropriate or inappropriate<br />

time, or for those of a more quiet disposition, find<br />

a wonderful rock and rub it with good feeling for<br />

another and then share it with them.<br />

In lieu of any formalities, his family would be<br />

touched if you shared something you grew in your<br />

garden with someone you love or someone<br />

who needs it, as he often did.<br />

<strong>Kootenay</strong> Conservation Program<br />

<strong>Kootenay</strong> <strong>Lake</strong> Local Conservation Fund<br />

Request for Proposals<br />

The <strong>Kootenay</strong> Conservation Program (KCP) and Regional District<br />

of Central <strong>Kootenay</strong> (RDCK) are seeking proposals for projects that<br />

will benefit conservation in the rural areas around <strong>Kootenay</strong> <strong>Lake</strong>,<br />

specifically electoral areas A, D, and E within the RDCK.<br />

The purpose of the Fund is to provide local financial support for<br />

important projects that will contribute to the conservation of our<br />

valuable natural areas. <strong>Kootenay</strong> <strong>Lake</strong> Local Conservation Fund<br />

(KLLCF) funding is available for conservation projects that result in the<br />

reduction to a known threat to biodiversity. The themes for the Fund<br />

are water conservation, wildlife and habitat conservation, and aquatic<br />

systems conservation.<br />

Projects that are technically sound and effective, and provide value<br />

for money through partnerships with other funders will be given<br />

priority. Proponents must be a registered not-for-profit organization,<br />

First Nations band or local government. Unqualified groups or<br />

organizations may partner with a qualified organization.<br />

A Technical Review Committee will review project proposals and<br />

make recommendations to the RDCK for final funding approval.<br />

volunteers in the North <strong>Kootenay</strong> <strong>Lake</strong> area. This is<br />

the first time that this event is being offered to the<br />

The Community Fund of North<br />

<strong>Kootenay</strong> <strong>Lake</strong> Society (CFNKLS)<br />

has $500 available for small community<br />

building projects <strong>–</strong> typically<br />

with a budget of less than $100. Any local organization or<br />

individual is eligible to apply for these funds at any time.<br />

Applications should be by letter giving a brief description<br />

of the project and stating what the funds will be used for.<br />

Applications received will be assessed at the CFNKLS<br />

monthly board meeting following their receipt and applicants<br />

will be contacted shortly afterward. Examples of<br />

suitable projects might be the purchase of supplies for a<br />

neighbourhood cleanup or event, or for an individual to<br />

offer a workshop to share a skill. Any community-building<br />

project will be considered.A brief report, preferably<br />

with photos, will be required after the completion of the<br />

project and may be used by CFNKLS for reporting or<br />

for publicity. Application letters should be addressed to<br />

to trim your trees, especially those close to the house,<br />

garage or shed.<br />

Clear old plants and weeds from your garden bed or<br />

pots to make it easier for spring planting and keep insects<br />

at bay. If not using winterized pots, bring them indoors.<br />

Clear leaves from the lawn, aerate and consider a fall<br />

fertilizing.<br />

Decks and garden furniture will need a good cleaning<br />

and, if appropriate, staining. Don’t forget to properly store<br />

cushions and outdoor tablecloths so that they can be used<br />

again next season. Garden tools also need a good cleaning<br />

or wipe down before storing for the winter.<br />

Moving Inside: Plan and prepare before you start. Make<br />

sure you have reusable boxes and bags on hand and create<br />

some storage space indoors or out. If outside, make sure<br />

the space is sheltered. Organize room by room. When<br />

swapping out seasonal clothes in your closet, take some<br />

time to make sure you still need or use each item. If not,<br />

recycle or donate it.<br />

Keep in mind that you can donate unwanted clothing,<br />

textiles and small household items, such as small garden<br />

tools, instead of throwing them out. Charitable organizations<br />

Test Internet connectivity<br />

Residents in the Columbia Basin and Boundary regions<br />

are being urged to try out a new online testing portal<br />

which is designed to measure Internet connection speeds.<br />

“The Regional Broadband Committee has been working<br />

to get a better understanding of current broadband services<br />

and to advocate for high-speed Internet for residents<br />

and businesses within the Columbia Basin and Boundary<br />

regions,” explains Regional Broadband Committee Chair<br />

Rob Gay. “This online portal will provide us with specific<br />

data and give us a much clearer picture of the true state of<br />

our current connectivity.”<br />

Residents can access the testing portal and run the performance<br />

test as many times as they would like and the<br />

Committee is hoping to see strong participation. “The<br />

more data we collect, the greater our understanding will<br />

be. We are hoping to see people from every geographic<br />

corner of the region participate,” says Gay.<br />

The data will not only be helpful in providing the Committee<br />

with valuable data, it will also help to prioritize<br />

areas of need and be useful in determining eligibility for<br />

federal and provincial connectivity granting programs.<br />

Although there has been some work done to identify the<br />

state of connectivity in rural regions such as ours, to date<br />

there is a shortage of accurate and quantifiable data. “This<br />

performance test will help us close that data gap and we<br />

strongly encourage residents to log in at least once,” adds<br />

Gay.<br />

The online portal can be accessed at https://performance.cira.ca/columbiabasin<br />

Participants provide their<br />

location and hit start. The test takes less than two minutes<br />

to run.<br />

The Regional Broadband Committee was established in<br />

2014 and includes elected officials from Columbia Shuswap<br />

Regional District, Ktunaxa Nation Council, Regional<br />

District of Central <strong>Kootenay</strong>, Regional District of East<br />
