Beat the Climate Blues 

Whether it be the skyrocketing daily costs of daily essentials 

or the constant media messaging about how doomed we 

are, it is hard to beat the climate blues these days. Are there 

any affordable, practical solutions that actually make a difference? 

The West Kootenay Climate Hub and the Nelson Public 

Library are teaming up to offer an evening of exploration into 

that very question. 

During this program, the community will be invited to 

explore three different tools that can make a positive impact 

on our environment: heat pumps, electrical vehicles and 

renewable energy. Participants are encouraged to bring any

is the 2019 recipient of the Suzie Hamilton Legacy Award. The

New International Study Process 

Selkirk College will continue welcoming learners from 

across the world after the federal government’s recent decision 

to cap international study permit applications. 

In response to the new federal requirement, the Ministry of 

Post-Secondary Education & Future Skills has provided individual 

colleges and universities across BC an allocation of provincial 

attestation letters. These letters are now a mandatory 

requirement when students apply for study permits through 

Immigration, Refugees & Citizenship Canada (IRCC). For a 

one-year period ending January 21, 2025, Selkirk College will 

be issued 857 provincial attestation letters to help the institution 

manage the numbers of prospective incoming students. 

“International learners are an integral part of our college 

community and this clarity in the process allows us to move 

forward in making sure it stays that way,” says Taya Whitehead, 

the college’s Vice President of Education & Students. “We 

understand there’s been uncertainty for both current and prospective 

international students. Now that we know our allocation, 

we can continue international planning and recruitment 

that serves our students and communities so well.” 

On January 22, 2024, Minister of Immigration, Refugees 

& Citizenship Canada Marc Miller announced a nationwide 

intake cap on international study permit applications for two 

years. Citing pressures on housing, health care and other services 

due to increases in international student numbers across 

Canada, the federal government imposed the measures with 

a goal of decreasing study permits by 35 per cent from 2023. 

Post-secondary education is a provincial responsibility, and 

each province has received an allocation of study permits 

from the federal government to ensure that the national cap 

isn’t exceeded. Since the January announcement, the Ministry 

of Post-Secondary Education & Future Skills has been working 

on a system that fairly distributes BC’s allocated attestation 

letters across its public colleges, private colleges and 

universities. 

The province sends an attestation letter to the institution 

upon receipt of a student application, then the institution 

sends it to the international applicant. The letter will prove the 

applicant has been accounted for within the cap set by the federal 

government. Applicants then will submit the attestation 

letter along with their study permit application. Institutions 

that use their full allocation will not be able to submit more

Arnold Hyrve, beloved 

husband of Winnie 

Hyrve (nee Nolan), 

of Calgary, AB, passed 

away on Thursday, 

March 21, 2024, at the 

age of 91 years. 

Arnold spent his working career in the oil and 

gas industry. When he retired, Arnold’s love of 

fishing, the mountains, and golf drew him to 

Kaslo, BC. Arnold and Winnie spent their summers 

there for over thirty years. Arnold enjoyed 

his friends, of which there were many, and he 

loved them dearly. He enjoyed a good joke and 

was the life of the party. He knew how to tell 

a story and had many life experiences to share. 

He leaves behind his loving wife, Winnie, whom 

he adored, his sister, Marilyn Greenwood, his 

daughters, Louise Conaty (Bob), Kari Beukema 

(Peter), and Janine O’Hara (Paul); as well as 

eight grandchildren, six great-grandchildren, and 

many nieces and nephews. We miss his presence 

in our lives already and we cherish the memories 

we made together.

student life opportunities.” In 2023, Selkirk College had 762 

full-time international learners enrolled in programs that 

range from one to four years. When making their choice to 

study in Canada, some students apply to several different 

schools which means that not all end up at Selkirk College. 

With a fixed number of provincial attestation letters now part 

of the recruitment process, the college will need to ensure that 

its offers are directed towards students with a high likelihood 

of accepting them. 

“Selkirk College has an excellent reputation with international 

recruiting agents and newcomers who complete their 

education in our region,” says Whitehead. “We expect some 

impact on our overall international numbers due to this attestation 

letter process. But the Selkirk International team will 

continue to work with prospective students who want to experience

This year, Kaslo Riding Club is embarking on a PASS WIDE 

& SLOW campaign to raise awareness and educate riders and 

other road users on safe practices to avoid dangerous and 

potentially life taking accidents. We hope that others will join 

in and help us spread the word! In the wild, a horse is a ‘prey’ 

animal, that is they are “dinner” and have therefore developed 

a fright/flight response to anything that scares or startles them 

(known as spooking). A horse’s natural response to something 

that spooks them is to run, kick out, spin and look. 

No matter how well they are trained, occasionally nature 

takes over. 

A HORSE CAN SPOOK SIDEWAYS AT UP TO 80 km/hr. 

A horse can accelerate 0-50 km/h in less time than many vehicles. 

A horse’s back legs can kick out a surprisingly long way. 

So.... GIVE 2 METRES WIDTH WHERE POSSIBLE. 

Driver Tips on how to share the road safely with horses 

1. As you get close to horses & riders, SLOW DOWN 

(15km/h) 

2. PASS WIDE: give horses a wide berth: at least 2m (6’/a 

car’s width) where possible. 

3. Brake and accelerate gently so you avoid extra noise or 

gravel spray. 

4. Avoid loud sounds - loud music, honking or yelling 

spooks horses. 

5. Don’t throw things out of the window (because, hey that 

would also make you a litterbug. 

6. If the horse is acting skittishly, then wait for the rider to 

get things under control or themselves out of the way, before 

you pass. 

7. Once you’re past the horse and rider, accelerate gradually. 

* Please look at the rider. If they’re asking you to stop or 

slow, they’re doing it for a reason (they are NOT waving!) 

Motorcyles/scooters/e-bikes: 

Pass wide and slow in single file. Horses are prey animals 

and can panic if they see a “pack.” 

Bikers, please don’t rev your engine. 

Cyclists and joggers 

Cyclists, please speak up - say ‘hello’, if you are approaching 

from behind, a voice is less scary. 

Rider Tips 

If you ride horses and you’re travelling on a road, be aware 

that under the Motor Vehicle Act (Part 3), Section 120, “a person 

riding an animal or driving an animal driven vehicle on a 

highway has the rights and is subject to the duties of the driver 

of a vehicle.” Stay safe and be sure that: 

1. Your horse is ready and steady for riding on roads where 

there’s traffic. 

2. You and your horse are highly visible – you can wear a 

reflective vest; your steed can wear bright or high-visibility leg 

bands, tail guard, bridle straps or hindquarter rug. 

3. You obey all laws and signage. 

4. You avoid riding on roads in poor visibility like darkness, 

dusk, dawn, fog, rain or snow. 

5. You stay calm at all times, so your horse knows that everything 

is a-okay.
