River Pollution Tops Priorities

city council members last

week, sewage overflows

in Merrimack River,

more funding for streets,

sidewalks and schools plus

money for a firehouse and

youth center and getting

rid of the Newburyport

Redevelopment Authority

(NRA) headed the list of

issues the city wants in the

upcoming state legislative

session.

DiZoglio, D-Methuen, and

Kelcourse, R-Amesbury, told the

council members the legislative session

has not gotten underway yet for 2020,

but they were working to achieve

many of the city’s priorities.

“Thanks for your patience. It’s a very

long process,” DiZoglio said.

Kelcourse pointed out that

Newburyport and surrounding

communities did well last year with

the environmental bond measure and

economic development bond measure.

Now the legislators have to persuade

the Charlie Baker administration to

release the funds.

Both of the legislators have

championed the issue of untreated

sewage being released upriver

by municipal sewage plants in

Massachusetts and New Hampshire

during storms. The state last year

created the Merrimack River District

Commission to “share information,

review the health of the river and make

recommendations on best steps to take

to ensure the continued enjoyment of

this important body of water.”

legislators to create a notification

system along the river to alert

swimmers and boaters that raw sewage

had been released into the water. The

notification system would be a colorcoded

flag system, plus information

on web sites and a mobile alert system

that could be subscribed to.

The legislature approved $100,000

to set up the notification system. The

state does not plan, at this point, to

close the river or beaches during times

of combined sewage overflow.

DiZoglio and Kelcourse were not

encouraging that the state would

budget more Chapter 90 funding to

help towns and cities pay for more

street and sidewalk paving. They

seemed a little more hopeful that the

state might fund a new firehouse for

the city of Newburyport through a

special allocation called an earmark.

The proposed dissolution of the

NRA has been progressing through

the House of Representatives for seven

months, Kelcourse told the council

members. The city has requested that

the state terminate the NRA, which

Using the grant from the community

foundation and the Barr Foundation,

the builders – Alex Pechilis, Phil

Todisco, Luke Butler, Nate Newton

Recreation and Culture Department,

described Switch as “a masterpiece of

Join a refuge ranger for a behind the scenes tour of Parker River National Wildlife

Refuge. Tour will be conducted via refuge van, with several brief “drive by” stops along

the way. The tour will present an “up close and personal” look at the refuge through

the multiple lenses of the cultural history of Plum Island and the Great Marsh, native

wildlife and their habitats, and the role of refuge management in the conservation of

these precious natural resources. Participants may be driven along areas on the refuge

otherwise closed to the public. This guided two hour program is most appropriate

for older teens and adults. Binoculars and/or a camera are recommended, but not

required. Meet the ranger in the lobby of the Refuge visitor center 15 minutes prior

to the program start time. Each session is limited to 14 participants; no more than 4

individuals per sign-up. Again, this is a vehicle – based tour, with limited stops on the

Refuge. Advance registration is required for this program, as enrollment is limited.

The name comes from a

double entendre, typical of the

creativity driving this project.

The dictionary of skateboarding

terms defines “switch” as riding

in the opposite direction than

usual and in the opposite

stance, while making it all

look normal. Switch is also a

nickname for Ipswich.

Sadowski, who created the

NRA) fund will be used

for improvements to the

public realm. The city of

Newburyport will develop a

public Waterfront Park space,”

the Senate.

For Newburyport and

surrounding communities,

finding more funding for

art for the skate park – twodimensional

paintings on

canvas and three-dimensional

sculptures along the concrete’s

edge. The art will rotate

every few months to keep it

interesting for those who come

to skate, bike or spectate.

Sadowski has “put out a

call” to local sculptors who

might want to lend a piece of

sculpture to the park. Working

with Emily Getchell, a local

arts educator and muralist,

the group is contacting local

schools for any artists who

might want to contribute.

and painter with Artisan

SkateParks in Amesbury, has

served as the project foreman.

He painted two watercolors

of skateboarders that Kerrie

public schools have adequate

Kelcourse noted that the

redesigned state education

funding. He has long advocated

for more state funding for

transportation of special needs

students, a major budget item

for local districts.

the Switch construction.

Switch has attracted expert

volunteers from around the

areas of funding, including

“increases to cover special

education enrollment and cost

assumptions to more accurately

reflect district enrollment.”

Other major funding areas

include health care costs for

employees and retirees, more

funding for English language

learners and regional school

districts that face declining

enrollments.

DiZoglio said the budget

committees have only

begun to consider proposed

allocations of additional

education funding. “I have no

idea how much would come

to Newburyport schools,” she

said.

and are genuinely concerned about

the condition of your home. An

inspection that shows no major issues

will also impress a buyer. Buyers will

still most likely want to do their own

home inspection. You aren’t having

this presale inspection to prevent the

buyer from having their own, but to

head off any unexpected issues that

come up in the buyer’s inspection.

Please know that a home inspector

is going to find something. Even

in the most meticulously cared for

home something that needs to be

remedied will be uncovered. The

key is not to take it personally, and

simply use the information to make

repairs or to simply disclose the issue.

Sellers can rest easy knowing that

when the time comes, the buyer’s

inspector will not find any surprises.

By having a pre-sale home inspection

you eliminate the surprise out of the

selling process, and that is something

everyone can appreciate.

A while back, The Boston Globe

ran an article entitled “Advice for

all ages: Don’t skip the dentist.” It

started with, “A team of researchers

from London and the University

of Connecticut announced that

aggressive treatment of gum

disease can improve the function

of blood vessel walls in the body,

potentially reducing the risk of

heart attacks.”

The concept is nothing new.

We have known for years of the

mouth-body connection with

health. However, the key to the

statement above is “aggressive

treatment of gum disease”.

What does aggressive treatment

of gum disease mean? Basically, it

means that instead of watching

and waiting for resolution of gum

problems on their own, whatever

treatment is needed to achieve

gum health should be performed.

Periodontal (gum) disease is

a silent disease. This means that

it does not hurt. Over 75% of

the population has some form of

periodontal disease. Whether you

have early stages of the disease or

advanced periodontal involvement,

you have periodontal disease.

Any form of this disease is

potentially affecting your overall

systemic health. The goal in any

case is to become periodontally

healthy, whether it involves simply

seeing a dentist more frequently

or surgery.

It is easy for patients, and

even dentists, to watch and wait

as opposed to taking action.

“Aggressive treatment of gum

disease” means that if the disease is

identified, it needs to be addressed.

Let’s get it right out in the open

– Once you have periodontal

disease, and even after it is treated,

it will always return unless you

follow a strict regimen of home

care and professional care…….for

your entire life.

Even the smallest amount of

inflammation in your mouth is

gum disease. Periodontal disease

is a chronic inflammatory process.

As the article states, “Chronic

inflammation anywhere, makes the

body release nasty chemicals called

cytokines that have been linked

to diabetes and heart disease.” It

goes on to say, “Cytokines can

also trigger inflammation in artery

walls, raise blood pressure, worsen

cholesterol levels, and increase

blood clotting, which can lead to

potentially fatal heart attacks.” This

also includes strokes. “Pregnancy

complications, too, have been

linked to gum disease, perhaps

because chronic inflammation

leads to high levels of a hormonelike

substance called prostaglandin

E-2, which can induce labor.”

No one wants to hear that they

need treatment for something. It

is even harder to get someone to

“treat something” that does not

hurt and is seemingly not affecting

their daily life.

The fact of the matter is,

periodontal disease is a disease.

Diseases need to be treated or

they will affect and possibly even

shorten your life. Periodontal

disease is no exception. And

remember, “aggressive treatment”

does not mean watch and wait to

see if it goes away. It won’t go away

on its own – I promise.

LEGAL NOTICE OF A PUBLIC HEARING

In accordance with Massachusetts General Laws, Chapter 40A, the

Rowley Protective Zoning Bylaw, and the Rowley Planning Board Rules

and Regulations, the Rowley Planning Board will conduct a Public Hearing

on Wednesday, January 29, 2020 at 7:50 p.m in the large meeting room

in the Rowley Public Library located at 141 Main Street, Rowley, MA for a

Special Permit approval to operate a coffee bean roasting facility (packaging,

warehousing and distribution) in the metal building located in the rear of the

property located at 412 Newburyport Turnpike also identified as Assessor’s

Map 17, Lot 21, located in the Business Light Industry (BLI) zoning district.

The application was submitted by Richard Appleton, Burwell Beans,

LLC of 48 Perley Avenue, Peabody, MA 01960 on behalf of the property

owner(s), Joseph and Karen Szczechowicz, Trustees of Ox Pasture Realty

Trust, pursuant to Section 4.7.3, Section 7.6, and Section 7.8 of the Rowley

Protective Zoning Bylaw.

The application, plans, and relevant documents are on file with the

Rowley Planning Board, and are available for public inspection at the Rowley

Planning Board Office, Town Hall Annex, 39 Central Street, during public

office hours.

(architectural, code specialization, cost estimation, fire protection

and interior design) in connection with the renovation of an existing

office building and garage at 94 Searle Street in Georgetown

to continue to be utilized as the Georgetown Municipal Light

Department Operations Center. It is anticipated that the project will

be completed by June 2021 (including both design and construction)

and the total project cost will be approximately $1.4 million.

The RFQ will be available electronically and in paper form

beginning on January 14th, 2020. Electronic copies will be available

by written request to: dschofield@georgetownlight.com or paper

copies may be obtained in person at the offices of GMLD, 94 Searle

Street, Georgetown, MA 01833 Monday through Friday, 7:30 a.m.

to 4:00 p.m. RFQs will not be mailed.

RFQ responses will be accepted until 10:00 a.m. on February 13,

2020 at the offices of the GMLD, at the above address. The selection

process is governed by GMLD’s designer selection procedures and

the provisions of M.G.L.c. 7C, § 54(a). The fee will be negotiated

after responses are evaluated and finalists are interviewed.

GMLD will hold a briefing session and site visit on Thursday,

February 6, 2020 at 10:00 am at the project site at 94 Searle Street,

Georgetown MA. This will be the only time to visit the site and no

other dates are available prior to submittal of the RFQ.
