earthquake<br />

It started as a class trip and ended with a<br />

rescue mission. In 2010 a group of students<br />

arrived in Haiti to work on a humanitarian<br />

project; just four hours later the devastating<br />

earthquake hit.<br />

Owen Spears shares his experience waiting<br />

for rescue <strong>–</strong> and about the kindness of<br />

locals <strong>–</strong> in his memoir, Hour Four: Surviving<br />

the Earthquake in Haiti. The local<br />

launch of Spears’ book takes place Thursday,<br />

March 5 at 7 pm at the <strong>Nelson</strong> Public<br />

Library. Books will be available for sale; $5<br />

snowpack in RDKB<br />

The BC River Forecast Centre released<br />

the latest Snow Survey and Water Supply<br />

Bulletin, showing higher than normal<br />

levels for both the Boundary and West<br />

Kootenay snowpacks. The Boundary<br />

snowpack is at 128% of normal, which is<br />

a 7% increase since January 1, 2020. The<br />

West Kootenay snowpack is also higher<br />

than normal at 126% and it has increased<br />

15% since last reported.<br />

is high this does not necessarily equate<br />

widely and snowpack levels can increase<br />

or decrease significantly through the late<br />

winter months,” said Mark Stephens,<br />

interim emergency program manager at<br />

the RDKB.<br />

The RDKB emergency program monitors<br />

snowpack, river levels and weather<br />

forecasts daily and communicates regularly<br />

with provincial staff at the BC River<br />

Forecast Centre and emergency program<br />

staff at Emergency Management BC.<br />

Emergency officials also play a key role in<br />

educating residents to prepare themselves<br />

for any emergencies that could occur in<br />

the region. Before the 2020 freshet, the<br />

Emergency Program encourages residents<br />

to do three things:<br />

1. Ensure that drains, culverts and<br />

other means of moving water away<br />

from residences remain clear as the<br />

snow continues to melt.<br />

2. Sign-up to receive emergency<br />

evacuation alerts on a landline,<br />

mobile device or by email at emergency.rdkb.com<br />

or contact the RDKB<br />

directly at 1-800-355-7352 to get help<br />

signing up.<br />

3. Prepare by developing a household<br />

emergency plan, putting<br />

together a grab-and-go bag and connecting<br />

with neighbours. Emergencies<br />

teach us that knowing neighbours<br />

and developing a neighbourhood<br />

emergency plan can dramatically<br />

change how we fare in an emergency<br />

and how we recover afterwards.<br />

“Here in the Boundary many people<br />

are still feeling the effects of the<br />

2018 Boundary flood and hearing<br />

that we have another high snowpack<br />

year this year is no doubt concerning<br />

to some,” said Roly Russell,<br />

RDKB Electoral Area D/Rural Grand<br />

Forks director. “I’ve been intimately<br />

involved in our emergency response<br />

and recovery strategy and know that<br />

as a community we have made great<br />

strides in implementing the lessons<br />

we have learned from past flooding. It<br />

always pays to be prepared, but these<br />

current snowpack estimates are not at<br />

this time a cause for alarm.”<br />

“As a regional district we have been<br />

working with all our emergency service<br />

partners in all levels of government<br />

and at the community level. We<br />

have a flood response plan, we have<br />

refined our evacuation route planning<br />

and improved our mapping and<br />

communications,” said Diane Langman,<br />

RDKB board chair. “I am confident<br />

we are as prepared as we can be<br />

for this freshet season.”<br />

The RDKB Emergency Program<br />

will update the public as new snowpack<br />

information is available. Emergency Program<br />

staff will continue to review flood<br />

response plans and protocols, discuss<br />

contingency planning with other agencies,<br />

and complete the ongoing work underway<br />

to recover from the 2018 Boundary flood.<br />

Drug test strips now<br />

available<br />

People in the Interior Health (IH) region<br />

have another tool to make safer choices<br />

about drug use. For some, the stigma or<br />

shame associated with seeking out substance<br />

use services can be a barrier to<br />

accessing the health system. Now, new<br />

take-home drug testing strips are available<br />

and offer an alternative to clients who<br />

previously had to come into supervised<br />

consumption sites or community health<br />

centres to check their drugs.<br />

“Because of the stigma that still surrounds<br />

addiction, many people die from<br />

overdose alone and at home,” said Judy<br />

Darcy, minister of mental health and<br />

addictions. “Giving people a simple, convenient<br />

way to check if their drugs contain<br />

fentanyl may help them avoid an overdose<br />

and reduce the number of lives lost to the<br />

unpredictable and toxic drug supply.”<br />

The fentanyl test strips are available for<br />

take-home at community-based agencies<br />

in Vernon, Kelowna, Penticton, Kamloops,<br />

Merritt, Cranbrook and <strong>Nelson</strong>. More<br />

information on agency locations and hours<br />

can be found on IH’s website: www.drugchecking.ca.<br />

“For many people, there’s a certain<br />

amount of shame associated with their<br />

addiction, which makes it challenging for<br />

them to access drug-checking services at<br />

health care facilities,” said Roger Parsonage,<br />

Interior Health executive director, clinical<br />

operations, with responsibility for Mental<br />

Health and Substance Use Network. “With<br />

these take-home drug checking strips, they<br />

can now make informed, safer choices <strong>–</strong><br />

this service has the potential to save lives.”<br />

A study completed by IH, Vancouver<br />

Coastal Health (VCH) and the BC Centre<br />

for Disease Control (BCCDC) concluded<br />

that take-home drug checking indicated<br />

a positive result for fentanyl in opioid<br />

samples at a similar rate as on-site testing<br />

at community-based agencies.<br />

The research study was conducted from<br />

April to July of 2019 and provided participants<br />

with free take-home drug checking<br />

kits, each containing five fentanyl test<br />

strips, instructions and a survey. Results<br />

from 994 take-home fentanyl test strips<br />

used on opioid samples were compared to<br />

checks on opioids conducted at health care<br />

and community sites during the same time<br />

period.<br />

Take-home drug checking found 89.95%<br />

of opioid samples contained fentanyl, while<br />

on-site drug checking found 89.14% of<br />

samples contained fentanyl. 27% of clients<br />

using the take-home kit made a safer choice<br />

if their substance tested positive for fentanyl.<br />

(A safer choice refers to using with<br />

a friend, using less of a substance or using<br />

more slowly, or taking their substance to an<br />

overdose or supervised consumption site<br />

for use.) 96% of clients said they would use<br />

the take-home checking kit again.<br />

“Take-home test strips are something<br />

clients have been asking for and now we<br />

have some promising evidence for their<br />

use. This is one more tool among other<br />

strategies we have implemented to address<br />

the ongoing opioid overdose crisis,” says<br />

Jessica Bridgeman, IH harm reduction<br />

coordinator. “Take-home drug checking<br />

can be particularly helpful to those in rural<br />

and remote communities who may not<br />

have access to other overdose prevention<br />

services.”<br />

Originally intended for urine drug tests,<br />

the use of fentanyl testing strips to check<br />

the drugs themselves for fentanyl was pioneered<br />

by VCH in 2016. A small amount of<br />

a drug is mixed with a few drops of water,<br />

the test strip is inserted into the solution<br />

and a positive or negative for fentanyl is<br />

revealed within seconds.<br />

Bursary Tea<br />

On Saturday, <strong>Feb</strong>ruary 1 the Canadian<br />

Federation of University Women, <strong>Nelson</strong><br />

and District chapter (CFUW) sat down to<br />

lunch with 200 fans of higher learning at<br />

Mary Hall for the annual Selkirk College<br />

Bursary Tea to celebrate and honour the<br />

2020 Selkirk College bursary recipients.<br />

There were over 140 individual bursaries<br />

awarded totalling over $160,000.<br />

The afternoon included words of welcome<br />

and inspiration from Selkirk President<br />

Angus Graeme. In attendance along<br />

with numerous bursary recipients were<br />

family, friends, staff and faculty.<br />

On behalf of the donors, Danielle Bader<br />

spoke about being a third year nursing<br />

student bursary recipient herself while she<br />

was raising four children and how much<br />

this meant to her. Since then, after nursing<br />

for almost 20 years, she and her family<br />

decided to create their own bursary to<br />

help other third year nursing students. Her<br />

words were profoundly moving.<br />

The CFUW awarded their Selkirk bursary<br />

to Heather AC Anderson. Heather is<br />

also in the nursing program. She is in her<br />

first year of the four year program. When<br />

her youngest child started school, Heather<br />

decided it was the perfect timing for her to<br />

continue her education.<br />

The CFUW <strong>Nelson</strong> works vigorously<br />

to support the continuing education of<br />

women and girls. They administer both<br />

this bursary and the Elizabeth Wallace<br />

Scholarship for high school students.<br />

The Selkirk College Bursary Tea was<br />

a wonderful way for bursary recipients<br />

and donors to connect over a lovely<br />

lunch served by Selkirk’s culinary school<br />

students.<br />

Centre update<br />

The <strong>Salmo</strong> Valley Youth and Community<br />

Centre offers several programs including<br />

the following.<br />

After School Drop In Program on Tuesdays<br />

for grades two to four and Thursdays<br />

for grades five to six. This program<br />

includes gym time, arts and crafts, music<br />

fun and a snack.<br />

As well, as our Friday Night Drop In for<br />

youths (grades seven to twelve) runs every<br />

Friday night from 5 pm to 9 pm. Activities<br />

include basketball, Kendama, Dungeons<br />

and Dragons, hang out lounge, art studio,<br />

music, skate bowl and dinner!<br />

We’ve also partnered with <strong>Salmo</strong> Recreation<br />

to offer some awesome activities<br />

for youth this winter. Every Friday from<br />

3 pm to 4 pm there is Teen Power Hour.<br />

Youth grades 7-12 can come to the fitness<br />

centre and learn some tips and safe exercise<br />

techniques with a certified personal<br />

trainer. Drop in ball hockey/basketball is<br />

from 4 pm to 5 pm. Both provide a space<br />

and activity for the youth all before Friday<br />

Night Drop In starts at 5 pm.<br />

Sharon Wood shares her story<br />

<strong>Nelson</strong> Lit is pleased to announce that Sharon Wood, the first<br />

Canadian woman to summit Everest will be visiting <strong>Nelson</strong> as part<br />

of her book tour to promote Rising: Becoming the First Canadian<br />

Woman to Summit Everest. Wood will speak Thursday, <strong>Feb</strong>ruary 20<br />

7 pm at the Prestige Lakeside Hotel, 701 Lakeside Drive, <strong>Nelson</strong>.<br />

RDKB composting<br />

program to expand<br />

The Regional District of Kootenay<br />

Boundary has received a $2,364,012<br />

Low Carbon Economy Leadership<br />

Fund <strong>–</strong> Organics Infrastructure Program<br />

grant to expand the Grand Forks<br />

regional landfill composting program.<br />

The expansion will cost a total of $3.5<br />

million with the RDKB, federal and<br />

provincial governments each funding<br />

one third of the project costs.<br />

“We were already a leader in our<br />

region for our unique curbside collection<br />

program in rural areas in the<br />

Boundary. With this funding in place,<br />

we will be the only rural regional district<br />

in BC that collects and processes all<br />

in addition to much of the industrial<br />

and commercial organic waste,” said<br />

Diane Langman, RDKB board chair.<br />

This program will expand the regional<br />

district’s organics processing capacity to<br />

include food waste materials from the<br />

industrial, commercial and institutional<br />

sector throughout the Boundary region<br />

and initiate food waste collection for<br />

residents of Greenwood. The expanded<br />

composting facility at the Grand Forks<br />

regional landfill site will primarily process<br />

food waste, wood, yard and garden<br />

waste. It will help conserve landfill<br />

space, reduce leachate and greenhouse<br />

gas emissions and produce a useful<br />

product in the form of compost.<br />

Upgrades to the Grand Forks composting<br />

operation will include:<br />

• Installation of impermeable surfaces<br />

• Leachate collection and control<br />

• Surface and storm water diversion<br />

• Aeration of composting bunkers<br />

• Enhanced odour control by covering<br />

organic materials with specialized,<br />

GORE® membrane covers.<br />

The RDKB has also partnered with the<br />

Regional District of Central Kootenay in<br />

a $2.3 million cross-regional composting<br />

program which has received a $1,536,585<br />

Low Carbon Economy Leadership Fund<br />

<strong>–</strong> Organics Infrastructure Program<br />

grant. The joint RDCK-RDKB program<br />

will target the processing of organic<br />

waste from regional curbside<br />

collection from RDKB<br />

Electoral Areas A, B/Lower-<br />

Columbia/Old Glory, Rossland,<br />

Warfield, Trail, Montrose<br />

and Fruitvale, as well as from<br />

the cities of Castlegar and <strong>Nelson</strong><br />

in the RDCK. It will also<br />

include organic waste from<br />

the commercial sector in both<br />

regional districts.<br />

Once all these organics infrastructure<br />

projects are completed,<br />

curbside collection will<br />

capture almost half the food<br />

waste produced in the RDCK<br />

and the majority of food waste<br />

produced in the RDKB.<br />

The program will reduce<br />

the RDKB’s greenhouse gas<br />

emissions (GHG) across the<br />

region and is a key initiative<br />

toward becoming a carbon<br />

neutral local government.<br />

Composting is effective<br />

at reducing GHG because<br />

organic materials composted<br />

in an oxygen-rich environment<br />

produce carbon dioxide<br />

whereas organic materials<br />

buried in a landfill produce<br />

methane. Both carbon dioxide<br />

and methane are greenhouse<br />

gases, but methane is<br />

up to 27 times more potent.<br />

Help is essential for bat<br />

disease monitoring<br />

BC bats are threatened by disease and<br />

researchers continue to ask the public for<br />

help. White-nose syndrome (WNS), a fungal<br />

disease responsible for the death of millions<br />

of bats in eastern North America, is<br />

spreading on the west coast.<br />

Confirmed to the west and east of the<br />

Cascade Mountains in Washington State,<br />

just 150 km south of the BC-US border,<br />

the presence of the fungus is very worrisome<br />

for the health of our bat populations.<br />

The disease has near 100% mortality for<br />

some species of bats exposed to the fungus,<br />

including the familiar little brown myotis.<br />

Although devastating for bats, WNS does<br />

not affect humans.<br />

Tracking the spread of the disease relies<br />

on public assistance. “Detection of WNS in<br />

BC is challenging because our bats appear<br />

Bat Project (KCBP). “To monitor<br />

the spread of the disease, we need more<br />

eyes on the ground. Outdoor enthusiasts<br />

and homeowners with roosts on their<br />

property may be the first to find evidence<br />

of trouble.”<br />

Signs of the disease include unusual bat<br />

activity in winter and the appearance of<br />

dead bats outdoors as they succumb to the<br />

effects of WNS. “We are encouraging the<br />

public to report dead bats or any sightings<br />

of winter bat activity to the KCBP toll free<br />

phone number, website, or email below. Bat<br />

carcasses will be submitted for testing for<br />

White-nose syndrome and would provide<br />

the earliest indication of the presence of the<br />

disease in BC,” says Isaac. Reports of winter<br />

bat activity will help focus research, monitoring<br />

and protection efforts.<br />

While bats are generally hibernating out<br />

of sight this time of year, not every winter<br />

bat sighting signals disaster. Bats often<br />

hibernate by themselves in a woodpile or<br />

basement entryway. If possible, these sleeping<br />

bats should be left alone <strong>–</strong> keep your<br />

distance, snap a photo and report to the<br />

KCBP. If you must move a bat, visit www.<br />

bcbats.ca for advice. Remember to never<br />

touch a bat with your bare hands.<br />

Bat are also occasionally spotted flying<br />

on relatively warm winter days or evenings.<br />

Healthy bats may wake up to drink or even<br />

eat, if insects are active. Enjoy these sightings<br />

and remember to let us know when<br />

and where winter bat activity was observed<br />

and weather conditions during that time.<br />

been in direct contact with the bat you will<br />

need further information regarding the<br />

risk of rabies to you and your pet.<br />

Currently there are no treatments for<br />

White-nose syndrome. However, mitigating<br />

other threats to bat populations and<br />

preserving and restoring bat habitat may<br />

provide bat populations with the resilience<br />

to rebound. This is where the KCBP and<br />

the general public can help. Funded by<br />

the Columbia Basin Trust, Habitat Conservation<br />

Trust Foundation, the Forest<br />

Enhancement Society of BC, the Province<br />

of BC, the Habitat Stewardship Program<br />

and the Regional District of the East and<br />

Central Kootenays (via their respective<br />

local conservation funds), the KCBP works<br />

with the Kootenay residents and local governments<br />

on public outreach activities,<br />

public reports of roosting bats in buildings,<br />

the Annual BC Bat Count, and developing<br />

Paddle power and slope shredders collide<br />

for a night of fundraising fun at <strong>Salmo</strong><br />

Ski Hill on Friday, <strong>Feb</strong>ruary 21.<br />

Ambler, the <strong>Nelson</strong>-based hat company<br />

with a heart for kids and a love of the<br />

outdoors, is hosting the event as a fundraiser<br />

for Wildsight’s Columbia River<br />

Field School. “Ambler is about encouraging<br />

people to get outside, enjoy nature and<br />

put a little adventure in their lives,” says<br />

co-owner Christian Rawles.“Combining<br />

a fun, family night of skiing with a fundraiser<br />

seemed like a great way to bring<br />

awareness to the field school and to help<br />

fund the program.”<br />

Ambler’s commitment to this program<br />

extends far beyond the family ski night.<br />

The company has generously committed<br />

$10,000 to the Columbia River Field<br />

School for 2020. “When we heard about<br />

the field school, we knew that was exactly<br />

what we needed to be a part of,” says<br />

Rawles. “The field school is a wonderful<br />

combination of adventure, environmental<br />

education and extended time in nature.<br />

We believe that providing opportunities<br />

like this to our youth are so important for<br />

the future of the environment and also for<br />

their mental health.”<br />

The Columbia River Field School takes<br />

students from grades 10<strong>–</strong>12 on an exploratory<br />

journey down the Columbia River,<br />

learning the river’s story and our place in<br />

it, explains Monica Nissen, Wildsight Education<br />

Director.<br />

“It’s a 14 day journey <strong>–</strong> a hands-on<br />

course with high school credits about the<br />

watershed in which we live and the river<br />

that connects us all in the Columbia Basin,”<br />

says Nissen. “It’s outdoor education and<br />

skill development, but it is also science,<br />

social studies and leadership…all through<br />

a powerful, lived experience.”<br />

The ski night takes place at <strong>Salmo</strong> Ski<br />

Hill on Friday, <strong>Feb</strong>ruary 21, 5:30 to 9 pm.<br />

Sail <strong>Nelson</strong> is the recipient of Canada’s<br />

Best Boating Safety Initiative Award for<br />
