earthquake
It started as a class trip and ended with a
rescue mission. In 2010 a group of students
arrived in Haiti to work on a humanitarian
project; just four hours later the devastating
earthquake hit.
Owen Spears shares his experience waiting
for rescue – and about the kindness of
locals – in his memoir, Hour Four: Surviving
the Earthquake in Haiti. The local
launch of Spears’ book takes place Thursday,
March 5 at 7 pm at the Nelson Public
Library. Books will be available for sale; $5
of every book purchase will be donated to
Haiti Arise, a community-based charity.

Report shows high
snowpack in RDKB
The BC River Forecast Centre released
the latest Snow Survey and Water Supply
Bulletin, showing higher than normal
levels for both the Boundary and West
Kootenay snowpacks. The Boundary
snowpack is at 128% of normal, which is
a 7% increase since January 1, 2020. The
West Kootenay snowpack is also higher
than normal at 126% and it has increased
15% since last reported.

or decrease significantly through the late
winter months,” said Mark Stephens,
interim emergency program manager at
the RDKB.
The RDKB emergency program monitors
snowpack, river levels and weather
forecasts daily and communicates regularly
with provincial staff at the BC River
Forecast Centre and emergency program
staff at Emergency Management BC.
Emergency officials also play a key role in
educating residents to prepare themselves
for any emergencies that could occur in
the region. Before the 2020 freshet, the
Emergency Program encourages residents
to do three things:
1. Ensure that drains, culverts and
other means of moving water away
from residences remain clear as the
snow continues to melt.
2. Sign-up to receive emergency
evacuation alerts on a landline,
mobile device or by email at emergency.rdkb.com
or contact the RDKB
directly at 1-800-355-7352 to get help
signing up.
3. Prepare by developing a household
emergency plan, putting
together a grab-and-go bag and connecting
with neighbours. Emergencies
teach us that knowing neighbours
and developing a neighbourhood
emergency plan can dramatically
change how we fare in an emergency
and how we recover afterwards.
“Here in the Boundary many people
are still feeling the effects of the
2018 Boundary flood and hearing
that we have another high snowpack
year this year is no doubt concerning
to some,” said Roly Russell,
RDKB Electoral Area D/Rural Grand
Forks director. “I’ve been intimately
involved in our emergency response
and recovery strategy and know that
as a community we have made great
strides in implementing the lessons
we have learned from past flooding. It
always pays to be prepared, but these
current snowpack estimates are not at
this time a cause for alarm.”
“As a regional district we have been
working with all our emergency service
partners in all levels of government
and at the community level. We
have a flood response plan, we have
refined our evacuation route planning
and improved our mapping and
communications,” said Diane Langman,
RDKB board chair. “I am confident
we are as prepared as we can be
for this freshet season.”
The RDKB Emergency Program
will update the public as new snowpack
information is available. Emergency Program
staff will continue to review flood
response plans and protocols, discuss
contingency planning with other agencies,
and complete the ongoing work underway
to recover from the 2018 Boundary flood.

Drug test strips now
available
People in the Interior Health (IH) region
have another tool to make safer choices
about drug use. For some, the stigma or
shame associated with seeking out substance
use services can be a barrier to
accessing the health system. Now, new
take-home drug testing strips are available
and offer an alternative to clients who
previously had to come into supervised
consumption sites or community health
centres to check their drugs.
“Because of the stigma that still surrounds
addiction, many people die from
overdose alone and at home,” said Judy
Darcy, minister of mental health and
addictions. “Giving people a simple, convenient
way to check if their drugs contain
fentanyl may help them avoid an overdose
and reduce the number of lives lost to the
unpredictable and toxic drug supply.”
The fentanyl test strips are available for
take-home at community-based agencies
in Vernon, Kelowna, Penticton, Kamloops,
Merritt, Cranbrook and Nelson. More

“For many people, there’s a certain
amount of shame associated with their
addiction, which makes it challenging for
them to access drug-checking services at
health care facilities,” said Roger Parsonage,
Interior Health executive director, clinical
operations, with responsibility for Mental
Health and Substance Use Network. “With
these take-home drug checking strips, they
can now make informed, safer choices –
this service has the potential to save lives.”
A study completed by IH, Vancouver
Coastal Health (VCH) and the BC Centre
for Disease Control (BCCDC) concluded
that take-home drug checking indicated
a positive result for fentanyl in opioid
samples at a similar rate as on-site testing
at community-based agencies.
The research study was conducted from
April to July of 2019 and provided participants
with free take-home drug checking
kits, each containing five fentanyl test
strips, instructions and a survey. Results
from 994 take-home fentanyl test strips
used on opioid samples were compared to
checks on opioids conducted at health care
and community sites during the same time
period.
Take-home drug checking found 89.95%
of opioid samples contained fentanyl, while
on-site drug checking found 89.14% of
samples contained fentanyl. 27% of clients
using the take-home kit made a safer choice
if their substance tested positive for fentanyl.
(A safer choice refers to using with
a friend, using less of a substance or using
more slowly, or taking their substance to an
overdose or supervised consumption site
for use.) 96% of clients said they would use
the take-home checking kit again.
“Take-home test strips are something
clients have been asking for and now we
have some promising evidence for their
use. This is one more tool among other
strategies we have implemented to address
the ongoing opioid overdose crisis,” says
Jessica Bridgeman, IH harm reduction
coordinator. “Take-home drug checking
can be particularly helpful to those in rural
and remote communities who may not
have access to other overdose prevention
services.”
Originally intended for urine drug tests,
the use of fentanyl testing strips to check
the drugs themselves for fentanyl was pioneered
by VCH in 2016. A small amount of
a drug is mixed with a few drops of water,
the test strip is inserted into the solution
and a positive or negative for fentanyl is
revealed within seconds.

Selkirk College
Bursary Tea
On Saturday, February 1 the Canadian
Federation of University Women, Nelson
and District chapter (CFUW) sat down to
lunch with 200 fans of higher learning at
Mary Hall for the annual Selkirk College
Bursary Tea to celebrate and honour the
2020 Selkirk College bursary recipients.
There were over 140 individual bursaries
awarded totalling over $160,000.
The afternoon included words of welcome
and inspiration from Selkirk President
Angus Graeme. In attendance along
with numerous bursary recipients were
family, friends, staff and faculty.
On behalf of the donors, Danielle Bader
spoke about being a third year nursing
student bursary recipient herself while she
was raising four children and how much
this meant to her. Since then, after nursing
for almost 20 years, she and her family
decided to create their own bursary to
help other third year nursing students. Her
words were profoundly moving.
The CFUW awarded their Selkirk bursary
to Heather AC Anderson. Heather is
also in the nursing program. She is in her
first year of the four year program. When
her youngest child started school, Heather
decided it was the perfect timing for her to
continue her education.
The CFUW Nelson works vigorously
to support the continuing education of
women and girls. They administer both
this bursary and the Elizabeth Wallace
Scholarship for high school students.
The Selkirk College Bursary Tea was
a wonderful way for bursary recipients
and donors to connect over a lovely
lunch served by Selkirk’s culinary school
students.

The Salmo Valley Youth and Community
Centre offers several programs including
the following.
After School Drop In Program on Tuesdays
for grades two to four and Thursdays
for grades five to six. This program
includes gym time, arts and crafts, music
fun and a snack.
As well, as our Friday Night Drop In for
youths (grades seven to twelve) runs every
Friday night from 5 pm to 9 pm. Activities
include basketball, Kendama, Dungeons
and Dragons, hang out lounge, art studio,
music, skate bowl and dinner!
We’ve also partnered with Salmo Recreation
to offer some awesome activities
for youth this winter. Every Friday from
3 pm to 4 pm there is Teen Power Hour.
Youth grades 7-12 can come to the fitness
centre and learn some tips and safe exercise

trainer. Drop in ball hockey/basketball is
from 4 pm to 5 pm. Both provide a space

Sharon Wood shares her story
Nelson Lit is pleased to announce that Sharon Wood, the first
Canadian woman to summit Everest will be visiting Nelson as part
of her book tour to promote Rising: Becoming the First Canadian
Woman to Summit Everest. Wood will speak Thursday, February 20
7 pm at the Prestige Lakeside Hotel, 701 Lakeside Drive, Nelson.

RDKB composting
program to expand
The Regional District of Kootenay
Boundary has received a $2,364,012
Low Carbon Economy Leadership
Fund – Organics Infrastructure Program
grant to expand the Grand Forks
regional landfill composting program.
The expansion will cost a total of $3.5
million with the RDKB, federal and
provincial governments each funding
one third of the project costs.
“We were already a leader in our
region for our unique curbside collection
program in rural areas in the
Boundary. With this funding in place,
we will be the only rural regional district
in BC that collects and processes all

This program will expand the regional
district’s organics processing capacity to
include food waste materials from the
industrial, commercial and institutional
sector throughout the Boundary region
and initiate food waste collection for
residents of Greenwood. The expanded
composting facility at the Grand Forks
regional landfill site will primarily process
food waste, wood, yard and garden
waste. It will help conserve landfill
space, reduce leachate and greenhouse
gas emissions and produce a useful
product in the form of compost.

Upgrades to the Grand Forks composting
operation will include:
• Installation of impermeable surfaces
• Leachate collection and control
• Surface and storm water diversion
• Aeration of composting bunkers
• Enhanced odour control by covering
organic materials with specialized,
GORE® membrane covers.
The RDKB has also partnered with the
Regional District of Central Kootenay in
a $2.3 million cross-regional composting
program which has received a $1,536,585
Low Carbon Economy Leadership Fund

grant. The joint RDCK-RDKB program
will target the processing of organic
waste from regional curbside
collection from RDKB
Electoral Areas A, B/Lower-
Columbia/Old Glory, Rossland,
Warfield, Trail, Montrose
and Fruitvale, as well as from
the cities of Castlegar and Nelson
in the RDCK. It will also
include organic waste from
the commercial sector in both
regional districts.
Once all these organics infrastructure
projects are completed,
curbside collection will
capture almost half the food
waste produced in the RDCK
and the majority of food waste
produced in the RDKB.
The program will reduce
the RDKB’s greenhouse gas
emissions (GHG) across the
region and is a key initiative
toward becoming a carbon
neutral local government.
Composting is effective
at reducing GHG because
organic materials composted
in an oxygen-rich environment
produce carbon dioxide
whereas organic materials
buried in a landfill produce
methane. Both carbon dioxide
and methane are greenhouse
gases, but methane is
up to 27 times more potent.
The Organics Infrastructure
Program combines $10 million
in federal funding from
the Low Carbon Economy
Leadership Fund, $10 million
from the Province and $10
million in matching funds
from local government applicants
and their partners.

Help is essential for bat
disease monitoring
BC bats are threatened by disease and
researchers continue to ask the public for
help. White-nose syndrome (WNS), a fungal
disease responsible for the death of millions
of bats in eastern North America, is
spreading on the west coast.
Confirmed to the west and east of the
Cascade Mountains in Washington State,
just 150 km south of the BC-US border,
the presence of the fungus is very worrisome
for the health of our bat populations.
The disease has near 100% mortality for
some species of bats exposed to the fungus,
including the familiar little brown myotis.
Although devastating for bats, WNS does
not affect humans.
Tracking the spread of the disease relies
on public assistance. “Detection of WNS in
BC is challenging because our bats appear
to hibernate in small groups across the
province,” says Leigh Anne Isaac, coordinating
biologist with the Kootenay Community
Bat Project (KCBP). “To monitor
the spread of the disease, we need more
eyes on the ground. Outdoor enthusiasts
and homeowners with roosts on their
property may be the first to find evidence
of trouble.”
Signs of the disease include unusual bat
activity in winter and the appearance of
dead bats outdoors as they succumb to the
effects of WNS. “We are encouraging the
public to report dead bats or any sightings
of winter bat activity to the KCBP toll free
phone number, website, or email below. Bat
carcasses will be submitted for testing for
White-nose syndrome and would provide
the earliest indication of the presence of the
disease in BC,” says Isaac. Reports of winter
bat activity will help focus research, monitoring
and protection efforts.
While bats are generally hibernating out
of sight this time of year, not every winter
bat sighting signals disaster. Bats often
hibernate by themselves in a woodpile or
basement entryway. If possible, these sleeping
bats should be left alone – keep your
distance, snap a photo and report to the
KCBP. If you must move a bat, visit www.
bcbats.ca for advice. Remember to never
touch a bat with your bare hands.
Bat are also occasionally spotted flying
on relatively warm winter days or evenings.
Healthy bats may wake up to drink or even
eat, if insects are active. Enjoy these sightings
and remember to let us know when
and where winter bat activity was observed
and weather conditions during that time.

ca, or 1-855-922-2287 extn. 14) as soon
as possible for further information. Never

need further information regarding the
risk of rabies to you and your pet.
Currently there are no treatments for
White-nose syndrome. However, mitigating
other threats to bat populations and
preserving and restoring bat habitat may
provide bat populations with the resilience
to rebound. This is where the KCBP and
the general public can help. Funded by
the Columbia Basin Trust, Habitat Conservation
Trust Foundation, the Forest
Enhancement Society of BC, the Province
of BC, the Habitat Stewardship Program
and the Regional District of the East and
Central Kootenays (via their respective
local conservation funds), the KCBP works
with the Kootenay residents and local governments
on public outreach activities,
public reports of roosting bats in buildings,
the Annual BC Bat Count, and developing
bat-friendly communities.

Fundraiser night ski at
Salmo Ski Hill!
Paddle power and slope shredders collide
for a night of fundraising fun at Salmo
Ski Hill on Friday, February 21.
Ambler, the Nelson-based hat company
with a heart for kids and a love of the
outdoors, is hosting the event as a fundraiser
for Wildsight’s Columbia River
Field School. “Ambler is about encouraging
people to get outside, enjoy nature and
put a little adventure in their lives,” says
co-owner Christian Rawles.“Combining
a fun, family night of skiing with a fundraiser
seemed like a great way to bring
awareness to the field school and to help
fund the program.”
Ambler’s commitment to this program
extends far beyond the family ski night.
The company has generously committed
$10,000 to the Columbia River Field
School for 2020. “When we heard about
the field school, we knew that was exactly
what we needed to be a part of,” says
Rawles. “The field school is a wonderful
combination of adventure, environmental
education and extended time in nature.
We believe that providing opportunities
like this to our youth are so important for
the future of the environment and also for
their mental health.”
The Columbia River Field School takes
students from grades 10–12 on an exploratory
journey down the Columbia River,
learning the river’s story and our place in
it, explains Monica Nissen, Wildsight Education
Director.
“It’s a 14 day journey – a hands-on
course with high school credits about the
watershed in which we live and the river
that connects us all in the Columbia Basin,”
says Nissen. “It’s outdoor education and
skill development, but it is also science,
social studies and leadership…all through
a powerful, lived experience.”
The ski night takes place at Salmo Ski
Hill on Friday, February 21, 5:30 to 9 pm.
Lift tickets are by donation; donate $30 or
more and Ambler will give you a free hat!

Sail Nelson receives award
Sail Nelson is the recipient of Canada’s
Best Boating Safety Initiative Award for
2019! This award is presented to an organization
that creates an event or a new initiative
promoting safe boating practices in
Canada. There were several other nominees
for 2019 and the competition was tough!
However, Sail Nelson pulled through for
the win.
Sail Nelson was nominated by BC Sailing
for our Nelson Safe Boating event, which we
held in Nelson at Lakeside Park on May 25,
2019. The third week of May is the National
Safe Boating Week for Canada and the US,
when most of us boaters launch our boating
season and get out on the water. It kicks
off with the May long weekend.
