<strong>The</strong> HEU Centre also conducted in-country training<br />
sessions to Field Teams who conducted surveys under <strong>the</strong><br />
OECS KABP <strong>St</strong>udy in Antigua and Barbuda, Dominica,<br />
Grenada and <strong>St</strong>. Kitts and Nevis. <strong>The</strong> aim <strong>of</strong> this training<br />
for intended enumerators was to examine in detail <strong>the</strong><br />
survey questionnaire, to engage in practice sessions<br />
in <strong>the</strong> conduct <strong>of</strong> interviews using <strong>the</strong> questionnaires<br />
and accompanying control forms. <strong>The</strong> HEU’s training<br />
<strong>of</strong>ficers also met with Field Supervisors and Local Field<br />
Coordinators in each respective country to review <strong>the</strong><br />
maps for <strong>the</strong> selected areas, as well as <strong>the</strong> field allocation<br />
to ensure that <strong>the</strong>re was consistency with <strong>the</strong> sample<br />
selected. <strong>The</strong> purpose <strong>of</strong> <strong>the</strong> survey was to obtain<br />
accurate information about people’s KABP towards<br />
HIV/AIDS in <strong>the</strong> four selected countries. With such<br />
information, <strong>the</strong> Government <strong>of</strong> <strong>the</strong>se islands <strong>St</strong>ates will<br />
be better equipped to monitor and evaluate <strong>the</strong> national<br />
response to <strong>the</strong> epidemic and, in so doing, improve <strong>the</strong><br />
effectiveness <strong>of</strong> planning and allocating resources to<br />
address <strong>the</strong> epidemic.<br />

This project was funded by <strong>the</strong> UNDP. It was aimed at<br />
improving <strong>the</strong> effectiveness <strong>of</strong> <strong>the</strong> response to HIV/AIDS<br />
through <strong>the</strong> quality <strong>of</strong> <strong>the</strong> response to <strong>the</strong> epidemic, as well<br />
as <strong>the</strong> targeting <strong>of</strong> programmes implemented by shifting to<br />
a much higher level than that which currently prevails via<br />
research, training and technical policy support throughout<br />
different countries within <strong>the</strong> region—November 20<strong>10</strong>.<br />

A report submitted to <strong>the</strong> Ministry <strong>of</strong> Health under <strong>the</strong><br />
project entitled, Provision <strong>of</strong> Consulting Services to<br />
Undertake a Comprehensive Costing <strong>of</strong> Health Services<br />
throughout Health Institutions in Trinidad and Tobago.<br />
A project undertaken on behalf <strong>of</strong> <strong>the</strong> Ministry <strong>of</strong> Health<br />
to provide an estimate <strong>of</strong> <strong>the</strong> cost <strong>of</strong> health services<br />
delivered at facilities managed by <strong>the</strong> various Regional<br />
Health Authorities and selected Private Sector Hospitals.<br />
This study commenced on February 18th , 20<strong>11</strong> and its main<br />
objectives are to provide managers and policymakers with<br />
<strong>the</strong> information needed to analyse resource utilisation,<br />
identify and investigate gaps and plan resource needs<br />
based on projected level <strong>of</strong> service delivery. It also provides<br />
<strong>the</strong> basis for <strong>the</strong> introduction <strong>of</strong> a National Health Service.<br />
Work is ongoing towards <strong>the</strong> final report.
