STRONG COOPERATION<br />

WITH LOCAL INSTITUTIONS<br />

public accountants. Numerous applications for the tra<strong>in</strong><strong>in</strong>g<br />

course <strong>in</strong> 2016 showed that the <strong>in</strong>terest of accountants<br />

exceeded the tra<strong>in</strong><strong>in</strong>g capacity. After the completion of<br />

the first year of tra<strong>in</strong><strong>in</strong>g, it was cont<strong>in</strong>ued for the second<br />

generation of accountants <strong>in</strong> 2017 and for the third<br />

generation <strong>in</strong> 2018.<br />

Quality account<strong>in</strong>g <strong>in</strong>formation is crucial for<br />

public f<strong>in</strong>ance management (PFM). Bear<strong>in</strong>g<br />

<strong>in</strong> m<strong>in</strong>d that accrual account<strong>in</strong>g <strong>in</strong>creases the<br />

comprehensiveness and quality of account<strong>in</strong>g <strong>in</strong>formation,<br />

and with the <strong>in</strong>tention to converge towards the pr<strong>in</strong>ciples<br />

of accrual account<strong>in</strong>g, <strong>in</strong> 2015 the Government of <strong>Montenegro</strong><br />

adopted the Strategy for Transition to Accrual-Based<br />

<strong>Public</strong> Account<strong>in</strong>g.<br />

With the adoption of the Strategy, it became apparent<br />

that tra<strong>in</strong><strong>in</strong>g public accountants is one of the pillars of the<br />

account<strong>in</strong>g reform. In the same year, the M<strong>in</strong>istry of F<strong>in</strong>ance<br />

started the <strong>Public</strong> <strong>Accountants</strong> <strong>Certification</strong> <strong>Tra<strong>in</strong><strong>in</strong>g</strong> (PACT),<br />

recogniz<strong>in</strong>g the Centre for Excellence <strong>in</strong> F<strong>in</strong>ance (CEF) as<br />

a strong partner <strong>in</strong> develop<strong>in</strong>g capacities <strong>in</strong> account<strong>in</strong>g.<br />

Apply<strong>in</strong>g the methodology of the Chartered Institute of<br />

<strong>Public</strong> F<strong>in</strong>ance and Accountancy (CIPFA) from the UK, it<br />

was clear from the outset that all the preconditions for the<br />

success of this project had been created.<br />

In an effort to preserve the susta<strong>in</strong>ability of the project, the<br />

M<strong>in</strong>istry of F<strong>in</strong>ance, together with the CEF and the Human<br />

Resources Management Authority (HRMA), immediately<br />

started to work on localiz<strong>in</strong>g the tra<strong>in</strong><strong>in</strong>g program, so that<br />

after provid<strong>in</strong>g <strong>in</strong>ternational support, the project would<br />

become a national tra<strong>in</strong><strong>in</strong>g and certification program for<br />

To promote the account<strong>in</strong>g reform <strong>in</strong> the public sector,<br />

<strong>in</strong> 2018 the M<strong>in</strong>istry of F<strong>in</strong>ance and the CEF organized<br />

regional conference Transition to Accrual Account<strong>in</strong>g.<br />

Prom<strong>in</strong>ent experts from the country and abroad attended<br />

the conference. In the same year, the M<strong>in</strong>istry of F<strong>in</strong>ance<br />

started to develop the Law on <strong>Public</strong> Sector Account<strong>in</strong>g.<br />

The goal was to <strong>in</strong>tegrate the reform efforts of the<br />

Government of <strong>Montenegro</strong> <strong>in</strong> this area and create the<br />

basis for the implementation of accrual-based account<strong>in</strong>g<br />

<strong>in</strong> the public sector.<br />

In parallel to the tra<strong>in</strong><strong>in</strong>g of the third generation of<br />

accountants, one of the most relevant laws <strong>in</strong> the area<br />

of public f<strong>in</strong>ances has been under preparation, which will<br />

br<strong>in</strong>g accountants numerous novelties and challenges <strong>in</strong><br />

their work. In order to be well prepared, two workshops<br />

were organized with<strong>in</strong> the PACT project that addressed<br />

<strong>in</strong>ternational account<strong>in</strong>g standards that the M<strong>in</strong>istry of<br />

F<strong>in</strong>ance thought would be the most challeng<strong>in</strong>g to apply.<br />

In November 2019, the Law on <strong>Public</strong> Sector Account<strong>in</strong>g<br />

was adopted and the tra<strong>in</strong><strong>in</strong>g of the third generation of<br />

certified accountants was successfully completed. The<br />

<strong>in</strong>ternational certification tra<strong>in</strong><strong>in</strong>g may have come to an<br />

end but at the same time this is a new beg<strong>in</strong>n<strong>in</strong>g for the<br />

start of local tra<strong>in</strong><strong>in</strong>g and implementation of the public<br />

sector account<strong>in</strong>g reform.<br />

The HRMA, <strong>in</strong> cooperation with<br />

colleagues from the M<strong>in</strong>istry of<br />

F<strong>in</strong>ance and the CEF, has been<br />

<strong>in</strong>volved <strong>in</strong> the coord<strong>in</strong>ation of<br />

the PACT program. It has assisted <strong>in</strong> the<br />

implementation of activities for accountants<br />

who have received a certificate, and has<br />

greatly contributed so that the whole team<br />

has functioned <strong>in</strong> an un-<strong>in</strong>terrupted cycle.<br />

We value the know-how obta<strong>in</strong>ed through the<br />

<strong>in</strong>volvement of local coord<strong>in</strong>ators, exchange<br />

of experience of all program contributors,<br />

and successful implementation and viability<br />

of the project. It will be used by the HRMA <strong>in</strong><br />

the implementation of other programs <strong>in</strong> the<br />

future.<br />

The role of the local coord<strong>in</strong>ator<br />

has given me a rich five-year experience,<br />

new knowledge and skills.<br />

It also brought successful collaboration<br />

with colleagues from the CEF and the<br />

M<strong>in</strong>is try of F<strong>in</strong>ance, build<strong>in</strong>g a good organizational<br />

climate through develop<strong>in</strong>g team spirit.<br />

The rights and responsibilities of the local coord<strong>in</strong>ator<br />

and the challenges experienced dur<strong>in</strong>g<br />

the tra<strong>in</strong><strong>in</strong>g have contributed to strengthen<strong>in</strong>g<br />

and develop<strong>in</strong>g professional capacities, which<br />

<strong>in</strong> the com<strong>in</strong>g period will affect performance,<br />

personal development, further career development<br />

and advancement <strong>in</strong> public adm<strong>in</strong>istration.<br />

The ga<strong>in</strong>ed practice, knowledge and<br />

experience will certa<strong>in</strong>ly be used also <strong>in</strong> the implementation<br />

of new programs by the HRMA.<br />

OF LOCALIZATION<br />

Shar<strong>in</strong>g its experience <strong>in</strong> becom<strong>in</strong>g a regional knowledge<br />

hub, the CEF supports constituent <strong>in</strong>stitutions <strong>in</strong> develop<strong>in</strong>g<br />

their organizational knowledge shar<strong>in</strong>g capacity and strategic<br />

human resources development.<br />

Susta<strong>in</strong>ability of the certification tra<strong>in</strong><strong>in</strong>g is crucial for the<br />

successful implementation of PFM reforms, so the M<strong>in</strong>istry<br />

of F<strong>in</strong>ance of <strong>Montenegro</strong> committed to develop systems and<br />

processes and ensure resources and <strong>in</strong>frastructure to fully run<br />

the program locally, on their own.<br />

One of these resources was the Localization Work<strong>in</strong>g Group,<br />

composed of experts <strong>in</strong> account<strong>in</strong>g, representatives of the<br />

M<strong>in</strong>istry, the takeover <strong>in</strong>stitution - HRMA, and the CEF. The<br />

ma<strong>in</strong> goal of the localization process has been to enable the<br />

environment for full localization: adjust<strong>in</strong>g local legislation,<br />

strengthen<strong>in</strong>g the relationship between the M<strong>in</strong>istry and the<br />

takeover <strong>in</strong>stitution, and prepar<strong>in</strong>g the takeover <strong>in</strong>stitution for<br />

<strong>in</strong>dependent work.<br />

After analyz<strong>in</strong>g the tra<strong>in</strong><strong>in</strong>g needs, decid<strong>in</strong>g among the options<br />

for localization, mak<strong>in</strong>g legislative changes to support local<br />

recognition of the PACT certificate, draft<strong>in</strong>g a manual for<br />

implementation, and establish<strong>in</strong>g a group of tra<strong>in</strong>ed tutors,<br />

the grounds for the delivery of localized tra<strong>in</strong><strong>in</strong>g are ready.<br />

Localization process: Throughout the implementation of three generations of certification, the localization process was runn<strong>in</strong>g <strong>in</strong> parallel.<br />

VALUABLE SUPPORT<br />

OF LOCAL EXPERTS<br />

These five years of tra<strong>in</strong><strong>in</strong>g public<br />

accountants <strong>in</strong> <strong>Montenegro</strong> with<strong>in</strong><br />

the PACT project were an excit<strong>in</strong>g<br />

challenge for me as a lecturer and<br />

professor, mostly <strong>in</strong> didactic sense. Through<br />

<strong>in</strong>teractive teach<strong>in</strong>g and use of various modern<br />

methods, the tra<strong>in</strong><strong>in</strong>g students were assisted<br />

to have a correct understand<strong>in</strong>g of the<br />

subject matter and the implementation of<br />

IPSAS <strong>in</strong> account<strong>in</strong>g.<br />

Bear<strong>in</strong>g <strong>in</strong> m<strong>in</strong>d the differences <strong>in</strong> the competences<br />

and skills of each <strong>in</strong>dividual, the teach<strong>in</strong>g<br />

methods were selected carefully <strong>in</strong> order to<br />

offer them adequate tra<strong>in</strong><strong>in</strong>g, with the objective<br />

that every student is tra<strong>in</strong>ed for the challenges<br />

that modern public account<strong>in</strong>g is fac<strong>in</strong>g. This<br />

approach to tra<strong>in</strong><strong>in</strong>g helped ensure their successful<br />

completion of the tra<strong>in</strong><strong>in</strong>g course.<br />

As a junior tutor, I had the pleasure of be<strong>in</strong>g part<br />

of a team of colleagues who worked with the<br />

PACT program. Although I have been professor<br />

of account<strong>in</strong>g at the Faculty of Economics <strong>in</strong><br />

<strong>Montenegro</strong> for more than twenty years, I am pleased to<br />

admit that the experience I ga<strong>in</strong>ed dur<strong>in</strong>g my preparation<br />

to become a lecturer <strong>in</strong> the PACT program and dur<strong>in</strong>g my<br />

performance, was of <strong>in</strong>valuable importance for upgrad<strong>in</strong>g my<br />

exist<strong>in</strong>g knowledge and ga<strong>in</strong><strong>in</strong>g new, <strong>in</strong>novative, theoretical,<br />

practical and pedagogical knowledge and competences.<br />

I especially liked a different approach to problem solv<strong>in</strong>g<br />

that required <strong>in</strong>novative and comprehensive <strong>in</strong>centives and<br />

transfer of knowledge, which are focused on the concrete<br />

and more practical dimension of the problem. I will use this<br />

experience and new pedagogical approach at my lectures<br />

to encourage students to th<strong>in</strong>k differently when solv<strong>in</strong>g<br />

problems.<br />

The PACT learn<strong>in</strong>g activities <strong>in</strong> <strong>Montenegro</strong><br />

from 2015 until today have made a large<br />

contribution to the country, not only by<br />

segments, but holistically. As a senior tutor<br />

<strong>in</strong> the F<strong>in</strong>ancial Account<strong>in</strong>g module, I have had the<br />

pleasure to be part of the PACT program.<br />

First of all, it is a good opportunity for the public<br />

sector <strong>in</strong> <strong>Montenegro</strong> to have lectures <strong>in</strong> account<strong>in</strong>g<br />

on accrual basis, tak<strong>in</strong>g note of the International<br />

Account<strong>in</strong>g Standards. I highlight this because our<br />

public account<strong>in</strong>g system is cash basis account<strong>in</strong>g, and<br />

<strong>in</strong>ternational certification is a very important factor for<br />

improv<strong>in</strong>g this segment of the public sector.<br />

The books and other teach<strong>in</strong>g materials, such as exam<strong>in</strong>ation<br />

guidel<strong>in</strong>es and grad<strong>in</strong>g methodology, are provided<br />

by CIPFA and contribute additional value to this project.<br />

We have very strong and clear procedures <strong>in</strong> place for<br />

the teach<strong>in</strong>g methodology, exams and grad<strong>in</strong>g. This is a<br />

new and important professional experience, as all of us<br />

can improve our daily work based on this methodology.<br />

This educational process helps public sector accountants<br />

to improve their perception of the importance of<br />

account<strong>in</strong>g <strong>in</strong>formation at all management levels, especially<br />

for people that make economic, political and<br />

management decisions.<br />

To summarize this success story, all the above<br />

aspects, which are very positive and important for<br />

the whole tra<strong>in</strong><strong>in</strong>g process, were at the same time<br />

a huge challenge for me as a tutor. It took a lot of<br />

hard work to create a new educational environment<br />

for public sector accountants, implement all the<br />

tra<strong>in</strong><strong>in</strong>g activities successfully, and help candidates<br />

understand the importance of cont<strong>in</strong>u<strong>in</strong>g education<br />

<strong>in</strong> the account<strong>in</strong>g area.<br />

Last but not least, I had great pleasure work<strong>in</strong>g with<br />

colleagues from the M<strong>in</strong>istry of F<strong>in</strong>ance, the CEF and<br />

CIPFA, and the HRMA. I hope that projects like these<br />

will rema<strong>in</strong> our practice also <strong>in</strong> the future.<br />

My participation <strong>in</strong> the PACT program was a positive and useful<br />

experience: first as a student <strong>in</strong> the second generation of the<br />

tra<strong>in</strong><strong>in</strong>g and later as a junior tutor <strong>in</strong> the third one. I enjoyed<br />

work<strong>in</strong>g <strong>in</strong> a friendly atmosphere, be<strong>in</strong>g engaged <strong>in</strong> a quality<br />

program with high professional standards and work<strong>in</strong>g closely with lecturers<br />

who showed a great deal of competency, dedication and attentiveness.<br />

The program encompassed three important aspects of account<strong>in</strong>g and f<strong>in</strong>ancial<br />

affairs: the legislation valid <strong>in</strong> <strong>Montenegro</strong>; the <strong>in</strong>ternational aspect<br />

of accrual f<strong>in</strong>ancial account<strong>in</strong>g with report<strong>in</strong>g; and management account<strong>in</strong>g.<br />

We learnt how the pr<strong>in</strong>ciples of management account<strong>in</strong>g can be applied<br />

<strong>in</strong> everyday work when report<strong>in</strong>g on different levels of managerial structure,<br />

and mak<strong>in</strong>g different analyses important for decision-mak<strong>in</strong>g <strong>in</strong> our <strong>in</strong>stitutions.<br />

In addition, we had tra<strong>in</strong><strong>in</strong>g <strong>in</strong> IPSAS, which will enable easier transformation<br />

of the exist<strong>in</strong>g cash-based account<strong>in</strong>g systems to accrual-based<br />

account<strong>in</strong>g. I believe that we, PACT students, adopted the pr<strong>in</strong>ciples of dual<br />

account<strong>in</strong>g to a sufficient extent so that we can be the holders of these<br />

changes <strong>in</strong> our <strong>in</strong>stitutions. The program is challeng<strong>in</strong>g and the exams are<br />

designed to test not only knowledge but also the speed of problem solv<strong>in</strong>g.<br />

A particularly <strong>in</strong>terest<strong>in</strong>g and pleasant experience for me personally was my<br />

role of a lecturer – junior tutor. I benefited a lot from the <strong>Tra<strong>in</strong><strong>in</strong>g</strong> of Tra<strong>in</strong>ers,<br />

which helped me prepare for my new role. It was organized as a creative and<br />

fun workshop, useful not only for the needs of teach<strong>in</strong>g and educat<strong>in</strong>g, but<br />

contribut<strong>in</strong>g also to other spheres of life and work.<br />

I believe that the PACT program is the right step toward build<strong>in</strong>g and<br />

upgrad<strong>in</strong>g the knowledge and skills that are needed for the transition to<br />

accrual-based account<strong>in</strong>g system <strong>in</strong> l<strong>in</strong>e with IPSAS. It has significantly<br />

improved my professional and personal capabilities.<br />

Jo<strong>in</strong><strong>in</strong>g the PACT program, first as a<br />

student of the second generation<br />

one, offered me a chance to take<br />

part <strong>in</strong> many <strong>in</strong>terest<strong>in</strong>g events and activities. It<br />

gave me an opportunity to observe accountancy<br />

from a different angle and to learn from welldesigned<br />

study materials as well as excellent and<br />

comprehensive presentations made by local and<br />

<strong>in</strong>ternational tutors.<br />

My biggest challenge as a tutor was how to pass<br />

on the knowledge <strong>in</strong> the most appropriate and<br />

useful way and how to get students <strong>in</strong>terested <strong>in</strong><br />

the lectures. Students, experienced accountants,<br />

may often get <strong>in</strong>to the trap that the topics are<br />

familiar and expect that exams would be easy to<br />

pass with no or just a little effort. It is the tutor’s<br />

duty to conv<strong>in</strong>ce them of the opposite and make<br />

them understand that without hard work, learn<strong>in</strong>g<br />

and attend<strong>in</strong>g classes, it is not possible to obta<strong>in</strong><br />

an <strong>in</strong>ternationally recognized certificate.<br />

It was not an easy path, be<strong>in</strong>g a student and<br />

becom<strong>in</strong>g a junior tutor, but it turned out to be<br />

a successful journey with lots of benefits. It is<br />

difficult to choose one, but I would expose better<br />

understand<strong>in</strong>g of IPSAS.<br />

Be<strong>in</strong>g students <strong>in</strong> the first generation of the tra<strong>in</strong><strong>in</strong>g, becom<strong>in</strong>g junior tutors <strong>in</strong><br />

the second one and upgrad<strong>in</strong>g to the senior level <strong>in</strong> the third generation, we<br />

understood that the PACT program is extremely important for the entire public<br />

sector of <strong>Montenegro</strong>. The ma<strong>in</strong> advantage of this program is the knowledge<br />

it offers, improv<strong>in</strong>g accountants’ everyday work process <strong>in</strong> general.<br />

Not all public sector accountants had the opportunity to take part <strong>in</strong> the PACT tra<strong>in</strong><strong>in</strong>g –<br />

we were lucky. We strongly believe that it is necessary to cont<strong>in</strong>ue with the PACT program<br />

and <strong>in</strong>volve all public sector accountants <strong>in</strong> the tra<strong>in</strong><strong>in</strong>g. Moreover, we believe that <strong>Montenegro</strong><br />

needs to <strong>in</strong>troduce also the diploma level of PACT program to upgrade the knowledge<br />

needed for decision-mak<strong>in</strong>g. Only skilled and qualified accountants can provide a<br />

solid basis for manag<strong>in</strong>g public f<strong>in</strong>ances <strong>in</strong> the best possible way.<br />

PARTNERSHIPS<br />

IN PACT PROJECTS<br />

The M<strong>in</strong>istry of F<strong>in</strong>ance of Slovakia has<br />

been offer<strong>in</strong>g technical assistance to<br />

the M<strong>in</strong>istry of F<strong>in</strong>ance of <strong>Montenegro</strong><br />

through the <strong>Public</strong> F<strong>in</strong>ance for Development<br />

Programme and <strong>in</strong> cooperation with the UNDP<br />

s<strong>in</strong>ce 2010. It has provided policy, methodological,<br />

legal and capacity support for gradual transition to<br />

accrual account<strong>in</strong>g report<strong>in</strong>g under IPSAS.<br />

As a result of Slovakia’s contribution and <strong>Montenegro</strong>’s<br />

perseverance, the conditions for the PFM reform<br />

have improved and progress has been made,<br />

notably the adoption of the Strategy for the Transition<br />

to Accrual Account<strong>in</strong>g <strong>in</strong> 2015 and the <strong>Public</strong><br />

Sector Account<strong>in</strong>g Law <strong>in</strong> 2019. The new legislative<br />

framework will allow for generat<strong>in</strong>g and provid<strong>in</strong>g reliable<br />

and accurate data for decision-mak<strong>in</strong>g at the<br />

national level, and <strong>in</strong>crease transparency of public<br />

f<strong>in</strong>ance and accountability of the government both<br />

to <strong>in</strong>ternal and external users.<br />

To secure faster progress <strong>in</strong> public sector account<strong>in</strong>g<br />

and report<strong>in</strong>g, the Slovak M<strong>in</strong>istry of F<strong>in</strong>ance has<br />

decided to broaden its efforts and fund a complementary<br />

capacity development <strong>in</strong>itiative – the PACT<br />

program. This tra<strong>in</strong><strong>in</strong>g program has been runn<strong>in</strong>g<br />

simultaneously with the technical assistance to the<br />

M<strong>in</strong>istry of F<strong>in</strong>ance of <strong>Montenegro</strong> as the leader of<br />

the transition process. The target beneficiaries are<br />

public accountants who are expected to transform<br />

new account<strong>in</strong>g and report<strong>in</strong>g policies <strong>in</strong>to their daily<br />

practice as the changes become effective.<br />

To prevent <strong>in</strong>consistencies and secure quality performance<br />

<strong>in</strong> this field, the project’s aspirations<br />

were set beyond the tra<strong>in</strong><strong>in</strong>g itself and <strong>in</strong>troduced<br />

a susta<strong>in</strong>able education framework of public sector<br />

accountants <strong>in</strong> <strong>Montenegro</strong>, to be managed by<br />

respective Montenegr<strong>in</strong> authorities. Tak<strong>in</strong>g <strong>in</strong>to account<br />

that before 2015 there was no tra<strong>in</strong><strong>in</strong>g <strong>in</strong> this<br />

area available, ongo<strong>in</strong>g work on localization of the<br />

program seems to br<strong>in</strong>g about a great impact on the<br />

effective implementation of account<strong>in</strong>g policies.<br />

<strong>Montenegro</strong> is a priority country of<br />

Slovenia’s development cooperation,<br />

which upgrades the excellent<br />

political and economic relations as<br />

well as other forms of cooperation<br />

between the two countries. We believe<br />

that our multiannual support<br />

to the program has helped to provide<br />

sufficient capacity to facilitate<br />

further successful development of<br />

public account<strong>in</strong>g <strong>in</strong> <strong>Montenegro</strong>.<br />

Perhaps even more importantly, public<br />

sector account<strong>in</strong>g plays a large role <strong>in</strong><br />

ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the Montenegr<strong>in</strong> people’s<br />

confidence <strong>in</strong> the <strong>in</strong>stitutions that impact<br />

their everyday lives. Strengthen<strong>in</strong>g<br />

f<strong>in</strong>ancial management <strong>in</strong>stitutions and<br />

improv<strong>in</strong>g public account<strong>in</strong>g standards<br />

also help fulfill several requirements<br />

<strong>in</strong> the EU accession process and facilitate<br />

<strong>Montenegro</strong>’s <strong>in</strong>tegration <strong>in</strong>to<br />

Euro-Atlantic <strong>in</strong>stitutions and f<strong>in</strong>ancial<br />

markets.<br />

We are therefore proud that the United<br />

States government, through the Emerg<strong>in</strong>g<br />

Donors Challenge Fund, was able to<br />

support the delivery of this tra<strong>in</strong><strong>in</strong>g program,<br />

together with other partner countries.<br />

The United States will cont<strong>in</strong>ue to<br />

support valuable capacity development<br />

programs, such as this tra<strong>in</strong><strong>in</strong>g, as well<br />

as other efforts to help <strong>Montenegro</strong>’s <strong>in</strong>tegration<br />

Countries must have capacity to take<br />

active roles <strong>in</strong> sett<strong>in</strong>g up and implement<strong>in</strong>g<br />

their demand<strong>in</strong>g PFM reform<br />

agendas.<br />

The CEF staff and I feel honored to be entrusted<br />

with a task to develop, design, and facilitate the<br />

implementation of the certification program for<br />

public sector accountants. The program directly<br />

responds to the capacity development needs of<br />

<strong>in</strong>dividuals, teams and <strong>in</strong>stitutions <strong>in</strong> a country.<br />

Thus far 428 students have graduated from<br />

the PACT program at a certificate level and 292<br />

students at a diploma level <strong>in</strong> eight countries.<br />

Equally important, the program pays a lot of<br />

attention to three additional areas. First, it makes<br />

sure that national tutors are tra<strong>in</strong>ed <strong>in</strong> the subject<br />

matter and methodology. Thus far a sufficient pool<br />

of local tutors <strong>in</strong> <strong>Montenegro</strong> have been tra<strong>in</strong>ed<br />

and many of them have become the driv<strong>in</strong>g forces<br />

for the public sector account<strong>in</strong>g profession <strong>in</strong><br />

<strong>Montenegro</strong>. Second, the program makes sure that<br />

the certification tra<strong>in</strong><strong>in</strong>g is anchored <strong>in</strong> national<br />

legislation. Third, it helps identify national tra<strong>in</strong><strong>in</strong>g<br />

<strong>in</strong>stitutions and develop their capacity to take over<br />

and <strong>in</strong>dependently run the program.<br />

Our motivation and work have been based on strong<br />

ownership by the M<strong>in</strong>istry of F<strong>in</strong>ance of <strong>Montenegro</strong><br />

as well as partnerships with donors and partners.<br />

Our tra<strong>in</strong><strong>in</strong>g and localization journey <strong>in</strong> <strong>Montenegro</strong> has<br />

come to a po<strong>in</strong>t where we will take a break and celebrate<br />

what we have achieved so far. And we have achieved<br />

great th<strong>in</strong>gs together! Congratulations to all Montenegr<strong>in</strong><br />

accountants who have successfully f<strong>in</strong>ished the tra<strong>in</strong><strong>in</strong>g.<br />

When com<strong>in</strong>g to <strong>Montenegro</strong> <strong>in</strong> 2015 as a manager of PACT projects, I<br />

faced a new country and new mentality, and many times I found myself<br />

<strong>in</strong> a new role. There were challenges that no one could predict, and no<br />

one prepares you how to overcome them. It is a creative and <strong>in</strong>novative<br />

process that requires team work and persistence.<br />

Especially at the beg<strong>in</strong>n<strong>in</strong>g but also throughout the project, a lot of<br />

effort was <strong>in</strong>vested <strong>in</strong> build<strong>in</strong>g the network of partners, ga<strong>in</strong><strong>in</strong>g their<br />

trust and conv<strong>in</strong>c<strong>in</strong>g them to take new approaches and open up for<br />

new opportunities. And it paid off. Gradually we became a team of<br />

collaborators, motivated to seek how this tra<strong>in</strong><strong>in</strong>g program could<br />

support the simultaneously evolv<strong>in</strong>g account<strong>in</strong>g reform <strong>in</strong> the best<br />

possible way. Jo<strong>in</strong>tly we attracted lots of renowned <strong>in</strong>ternational<br />

experts and consultants who brought a wider perspective of the<br />

account<strong>in</strong>g reform and gave us valuable recommendations for<br />

successful transition toward accrual account<strong>in</strong>g.<br />

Work<strong>in</strong>g with all these people, who were highly motivated and devoted<br />

to help improve the account<strong>in</strong>g system, has been a truly reward<strong>in</strong>g<br />

experience. I am proud that I had the opportunity to take part <strong>in</strong> this<br />

journey and to witness the achievements <strong>in</strong> the process of improv<strong>in</strong>g<br />

the account<strong>in</strong>g and f<strong>in</strong>ancial report<strong>in</strong>g system <strong>in</strong> <strong>Montenegro</strong>. I wish<br />

you a successful cont<strong>in</strong>uation of the tra<strong>in</strong><strong>in</strong>g and implementation of<br />

the account<strong>in</strong>g reform.<br />

OUR MISSION<br />

We support capacity development for f<strong>in</strong>ance officials <strong>in</strong> South East<br />

Europe through learn<strong>in</strong>g.<br />

OUR WORK<br />

We work with our constituency by directly contribut<strong>in</strong>g to the design and<br />

implementation of their public f<strong>in</strong>ancial management, tax policy and<br />

adm<strong>in</strong>istration, and central bank<strong>in</strong>g reform efforts. We do this through<br />

<strong>in</strong>novative, participatory, and practical learn<strong>in</strong>g solutions. The CEF<br />

serves as a knowledge hub for the region: we comb<strong>in</strong>e topical expertise<br />

and <strong>in</strong>-depth knowledge of countries <strong>in</strong> the region with a good grasp of<br />

leadership skills required to manage reforms. We know how to nurture<br />

and deepen learn<strong>in</strong>g among <strong>in</strong>dividuals and <strong>in</strong>stitutions.<br />

OUR HISTORY<br />

We were established <strong>in</strong> 2001 under the Stability Pact for South East<br />

Europe by the Slovenian Government, at the <strong>in</strong>itiative of the Slovenian<br />

M<strong>in</strong>istry of F<strong>in</strong>ance and <strong>in</strong> close cooperation with other m<strong>in</strong>istries of<br />

f<strong>in</strong>ance of former Yugoslav countries and Albania. In 2015, the CEF<br />

became an <strong>in</strong>ternational organization after 14 very successful years as<br />

a regional <strong>in</strong>stitution.<br />

OUR CONSTITUENCY<br />

We primarily serve m<strong>in</strong>istries of f<strong>in</strong>ance, tax adm<strong>in</strong>istrations, and central<br />

banks <strong>in</strong> Albania, Bosnia and Herzegov<strong>in</strong>a, Bulgaria, Croatia, Kosovo,<br />

Moldova, <strong>Montenegro</strong>, North Macedonia, Romania, Serbia, Slovenia,<br />

and Turkey. We also address capacity development needs of other key<br />

stakeholders and are present <strong>in</strong> some other countries.<br />
