FROMTHETHE COLLEGEFINANCIALS, 2019/20As we look back upon the pastacademic year, it does not feel asthough it were one of three termsbut instead, if you’ll forgive the old sportingcliché, “very much a game of two halves”. While2019 saw the whole fellowship engage in theappointment of the Master-Elect and the intenseand systematic address of our deliberations forUniv North to assure our 900+ page planningapplication submission – more on this in amoment – 2020 has been turned upside downby COVID-19.The College’s response to this year’sdisruption has been assured and effective. Forour finances, there is only a limited amount anyteam can do to prepare for the many possibledisruptive scenarios but the underpinning truthis that the College has always prudently retainedliquid financial resources in the form of cash andfixed income assets to enable it to cope withthreatening events and grave disruptions. Sadly,none of us has been untouched by COVID-19;I don’t need to dwell on this. But Univ hasmaintained a cash buffer to ensure that ouremployees have been paid in full and on time,that our liabilities have been met as they fell due,and that we have been able to put people firstduring a difficult time. These attributes are allcoherent with an entity that has been around forcenturies and looks forward to centuries more,all in a manner that respects the privilege ofhaving generous supporters.The stresses have been significant. Since mid-March, the bulk of the anticipated student rentalincome and all of the conference income hasbeen missing. The rental income from the tenantsFINANCEBURSARin Univ’s property portfolio hascome under intense pressureas tenant businesses have beenforced to stop trading, such asrestaurants, hotels, and high streetretail businesses. Our residential andagricultural tenants have also felt the pinch.So, in a world where receipts are down, theresponse is to drive down costs. By mothballingoperations and using the furlough scheme, wehave brought matters more closely into balancewithout compounding the distress. I do suspectthat the financial consequences will run into 2022.To continue to ensure that our investmentassets work as hard as possible, thereby enablingthe College to do more in pursuit of its academicand educational objects than otherwise, we havefound that our income investment strategy hasbeen increasingly difficult to sustain. Hitherto,our investments were chosen and managed tomaximise natural income (dividend, interest,rental receipts and the like). With natural incomegrowth proving to be increasingly difficult toachieve, the College has agreed to move to atotal returns investment strategy. In this way, ourinvestment is managed by searching for incomeand capital growth, enabling the College to makeuse of the excess capital gains that might arisealongside the expenditure of natural income. TheCollege has resolved not to change, however,the fixed percentage drawing from its assets inorder to properly preserve endowment valuesfor future generations.I would like to close on a more celebratorynote. The College is delighted that the CityCouncil has approved to grant consent for ourproposed “Univ North” development. Veryhigh levels of assurance were demanded bythe City Council on all aspects of our detailedUniversity College Record | October 2020 39
