3. PUBLIC COMMENT<br />
4. APPROVAL OF MEETING NOTES - MINUTES<br />
Mr. Miller moved, seconded by Mr. Senft to approve the minutes of April 7, <strong>2011</strong> as presented. Motion passed<br />
unanimously.<br />
5. PRESENTATIONS, STAFF/BOARD REPORTS<br />
6. OLD BUSINESS<br />
A. PSP – No report.<br />
B. Dry Hydrant - Tabled<br />
C. Towing Contractors. Ms. Hoepfer reported that a response has been received from Ritcheys Towing Service<br />
in Grantville.<br />
Motion: Mr. Senft moved, seconded by Mr. Miller to recommend to the Board of Supervisors the<br />
appointment of Ritcheys Towing, to provide emergency towing services for the <strong>Township</strong>. The motion<br />
passed unanimously.<br />
D. Narrowbanding/<strong>Township</strong> Radio System – Mr. Senft made a presentation regarding the narrowbanding<br />
project, which is a FCC mandated project with a deadline date of January 1, 2013. The purpose of<br />
mandatory narrowbanding is to promote more efficient use of UHF and VHF land mobile bands. Mr. Senft<br />
reported that he believes the township can proceed with the narrowbanding project without having to<br />
purchase any portable radios for public works at this time. Mr. Senft stated that some of the current radios<br />
will be able to be reprogrammed and there are several portables that are currently used by the Fire Company<br />
that will be given to public works. Mr. Senft further stated that the <strong>Township</strong> Repeater is currently a basic<br />
analog conventional repeater that is not able to be converted. Pricing is still being researched, however a<br />
ballpark figure is about $15,000 to upgrade to a digital ready repeater. Since there are Fire Company<br />
personnel with the knowledge to reprogram existing radios and handle licensing requirements, the township<br />
will be able to reduce the cost of this project by not having to pay a consultant.<br />
Mr. Senft agreed to continue researching prices for the repeater and will provide the <strong>Township</strong> Manager<br />
with specifications to be used in the bidding documents.<br />
Motion: Mr. Miller moved, seconded by Mr. Senft to recommend that the Board of Supervisors

implement the FCC Narrowbanding requirements as soon as practical and proceed with the replacement<br />
of the township repeater with a digital ready repeater. The motion passed unanimously.<br />
E. Day Care Ritzie Village – Mr. McCahan reported that he finally received a simple EOP from the day care<br />
in Ritizie Village and does not feel that it is adequate. However, the Department of Welfare accepted the<br />
document and he does not have the authority to require anything more. Mr. McCahan indicated he did want<br />
to go on record that the EOP is not adequate and among other shortcomings did not provide a secondary<br />
contact for any of the children.<br />
7. NEW BUSINESS<br />
A. Resolution for Hazard Vulnerability Assessment and Mitigation Plan Update – Ms. England reported<br />
the <strong>Township</strong> received the Hazard Vulnerability Assessment and Mitigation Plan Update from the<br />
County and a copy was available for viewing. It was interesting that the area of the map showing<br />
<strong>West</strong> <strong>Hanover</strong> <strong>Township</strong> was pre 2002, as it did not show the relocation of Jonestown Road.<br />
Motion: Mr. Miller moved, seconded by Mr. Senft to recommend the Board of Supervisors approve<br />
the Resolution to adopt the Hazard Vulnerability Assessment and Mitigation Plan Update. Motion<br />
passed unanimously.<br />
B. Purchase of Safety Cones – Mr. McCahan stated traffic cones need to be purchased for the new fire<br />
police vehicle. Public Works indicated they also need additional cones and it is cheaper for the<br />
township to buy the cones in bulk.<br />
Motion: Mr. Senft moved, seconded by Mr. Miller to partner with the Public Works to purchase<br />
traffic cones in bulk. The motion passed unanimously.<br />
C. New Fire Police Vehicle – Mr. McCahan reported that the paint for the new fire police vehicle will be<br />
available by July 1, <strong>2011</strong>. The vehicle will be delivered approximately 10 days later. Hoffman Ford did<br />
offer to provide the Fire Police with a vehicle to use in the interim but it was decided since there would be<br />
no lights or sirens on the vehicle it was best to wait for delivery of the new truck. <strong>PSAB</strong> appreciated the<br />
offer by Hoffman Ford.<br />
D. Flooding – Rt. 39 at the Winslett Development – Mr. Senft reported that the area on Rt. 39 by the Winslett<br />
development continues to flood, even with a small amount of rain. This creates a very dangerous situation<br />
especially for those who are unfamiliar with the area. Ms. England was under the impression that PennDot<br />
had corrected the problem and will investigate the matter.<br />
