embarked upon, was the rewriting of the Guide to<br />

Congregational Standards, into a “Code.” A preliminary<br />

draft was prepared and approved by the Committee,<br />

dealing solely with “Synagogue Practices.” It<br />

was then submitted to the United Synagogue Convention<br />

which adopted it in principle, and then referred<br />

it back to the Committee for elaboration or restatement.<br />

These sections were thereafter further discussed,<br />

clarified and approved by the Committee, emerging<br />

finally as “The Code of Synagogue Practices,” which<br />

concerns itself with the “Basis of Authority,” “The<br />

Sabbath,” “Kashruth,” “Public Functions,” “Fund<br />

Raising,” “Moral Dignity,” and “Relationship With<br />

Other Congregations and the General Community,”<br />

Further study and evaluation of the articles of the<br />

“Guide to Congregational Standards” dealing with the<br />

relationship of synagogues with their personnel, have<br />

been postponed to future agendas.<br />

RA-CA LIAISON COMMITTEE<br />

Your committee reports that it has held three meetings<br />

to date with the Committee of the Rabbinical<br />

<strong>Assembly</strong>, the purpose being to attempt to arrive at<br />

an understanding concerning mutual or controversial<br />

problems and to recommend the universal adoption of<br />

the suggestions of the Liaison Committee from time<br />

to time.<br />

Considerable progress can be reported, and it is the<br />

hope of the committee that the adoption of the suggestions<br />

will ultimately develop into a code.<br />

Although this procedure will be more protracted, it<br />

was considered more practical and feasible than to<br />

attempt to formulate a code at this time. Your committee<br />

approves and recommends this course of procedure.<br />

MORNING SESSION<br />

The meeting was called to order by the President at<br />

10:15, Hazzan Charles Gudovitz gave the invocation:<br />

Oh Merciful God, Lord of Compassion<br />

We invoke Thy blessing upon this gathering<br />

of the <strong>Cantors</strong> <strong>Assembly</strong><br />

We pray Thee, Oh Lord, to be gracious<br />

Unto Thy People Israel, and unto this gathering,<br />

the messengers of Israel.<br />

We stand in awe, frightened in Thy Presence,<br />

Who art enthroned and receiving the Prayers<br />

of Israel<br />

Oh help us to open the hearts of our Congregants<br />

to receive our meditations and prayers, to better<br />

understand our aims and aspirations, in our<br />

efforts to inspire the worshipper, that service unto<br />

Thee should come from the heart and from the<br />

soul.<br />

Help us, Oh Father in Heaven, to reach the innermost<br />

feelings of our congregants through our cherished<br />

traditional heritage-our cantorial chant-the religious<br />

musical expression of our People.<br />

We Pray-Oh Lord that our efforts will help to ease<br />

the tension of strife and will enable man to better<br />

understand his neighbor so that he may find comfort<br />

in Thy word and in Thy faith. Amen.<br />

The members of the Convention arose and observed<br />

a moment of silence in memory of five members of<br />

the <strong>Assembly</strong> who have passed away: Hazzanim Bernard<br />

Alt, William H. Caeser, Louis Lazarin, Gershon<br />

H. Margolis, Jacob Schwartz and Mendel Stawis.<br />

“LETS TALK IT OVER”<br />

General discussion of Committee Reports and Good<br />

and Welfare of the <strong>Assembly</strong>.<br />

A time limit of 5 minutes was placed by the<br />

chairman with regard to presentation of each<br />

of the problems, the remainder of the time<br />

to be used for discussion.<br />

Hazzan Schwimmer questioned whether our retirement<br />

plan was best for the members of the <strong>Cantors</strong><br />

<strong>Assembly</strong>. Hazzan Hammerman suggested that Mr.<br />

Helfgott would discuss this problem at a later session.<br />

Hazzan Neiderland inquired regarding what the Executive<br />

Council had decided in regard to Certification<br />

since the discussions of last year’s <strong>convention</strong>. Hazzan<br />

Rosenbaum noted that the <strong>convention</strong> of 1955<br />

voted to reconsider the question of Certificates and<br />

Certification. The individual areas were requested to<br />

submit ideas concerning this matter and subsequently<br />

to submit these ideas to the Executive Council prior<br />

to presentation to the 1956 <strong>convention</strong>. However only<br />

three regions submitted recommendations which the<br />

Executive Council collated into a recommendation<br />

which will be presented to the <strong>Assembly</strong>. At the joint<br />

Executive and National Council meeting yesterday<br />

(Monday, May 21) alternatives were also drawn up<br />

which will also be presented to the Convention. Basically,<br />

the certificate must be issued by the <strong>Cantors</strong><br />

<strong>Assembly</strong> alone.<br />

A question was asked regarding the fact that the<br />

certificate as it now stands has small worth and whether<br />

it is at all worthwhile. It was also suggested that<br />

it be done in Hebrew.<br />

Hazzan Hammerman reminded the meeting of the<br />

fact that the certificate would only be available to
