It has been a memorable year that will go down in history. While we faced
unusual challenges in 2020, it made for an innovative resilience that drove
the Chandler Chamber to keep the Chandler business community on solid
footing. We learned to think differently and that out-of-the box initiative will
continue to drive us into 2021.
In 2020, the Chandler Chamber was presented with the opportunity to implement
numerous programs and services to cultivate and solidify our relationship with not
only our members, but all businesses in Chandler during the pandemic.
We have gained knowledge, we have changed in the face of adversity, and we have
gained the tools and the means to make 2021 a positive journey.
The events of the past year demonstrated that the diverse challenges we faced as
a nation are truly complex and require an effort to ensure that every person realizes
the opportunity for justice. The Chandler Chamber stands behind our Diversity,
Equity and Inclusion series to bring us all together, sharing and educating so that we
may understand and appreciate each other.
Our goal for 2021 is to keep pursuing recovery for our region, focus on our
mission of providing unparalleled support for our businesses and to strengthen our
community – now and in the future.

organization forward. I am
immensely proud of what our
Chamber has accomplished in
2020. We set out to lead, educate
and serve and I hope you feel we

in whatever capacity is needed.
We will continue to act as a
conduit between your business
and elected officials, other local
businesses as well as our partners
in the nonprofit and education
sectors.

One notable takeaway from
The Year that Shall Not be
Named, is that, while we are a
membership-based organization,
and rely on those memberships
to be financially sound, we
also believe that success of all
businesses in Chandler is the
success to us as a Chamber.
With that in mind, we’ve made
Chamber resources available
to any and all local businesses,
regardless of membership status.
That is something we’ll continue
when and where it makes sense.
We’re online when we need
to be, and will revisit in-person
events when we can. Our Ostrich
Festival committee is diligently
researching new concepts for
Chandler’s signature event. Each
event and program is being
examined for how it can help the
business community succeed in
the future.
I hope you join us as we build a
successful 2021. Be sure to reach
out to the Board, the staff, or me if

We are kicking off 2021 with
another round of relief funding
for Chandler businesses.
Through the I Choose Chandler
Business Hiring and Retention
Program, the City awarded and
disbursed approximately $4
million to nearly 550 businesses
in 2020.
Beginning on January 7th,
applications re-open for
businesses to apply based
on employee retention,
hiring or use of 1099-eligible
independent contractors
during the COVID-19 pandemic.
Approximately $5.5 million is
available to support qualifying
businesses, with a maximum
of $10,000 per business.
Businesses awarded in 2020
are eligible to reapply for
additional funding.
I am glad to see this
successful program continue
to support our local businesses
through the pandemic. Council
will continue to advocate
for resources to support our
community to ensure a brighter
2021 for all.

The Chandler Chamber has moved
into their new location at 101 W
Commonwealth Ave in downtown
Chandler. It is a charming, historic
brick building constructed
by Justice of the Peace, Jay
Tibshraeny’s father.
Terri Kimble, President/CEO
of the Chandler Chamber said,
“We are very excited about this
location, right in the heart of
downtown Chandler. The new
building provides convenient,
walk-in access for community,
business and tourism.”
It offers two modern/industrial
conference rooms available for a
small group of members to meet
clients. Just contact the Chandler
Chamber to check availability
to book one of the rooms. The
Chamber also created a Podcast/
Vlogging room equipped to record
video and podcasts for member
interview and educational
purposes.
Kimble added, “This was a
positive move for the Chamber.
The fact that we are much more
approachable will take us a
long way towards advocating
for our business community.
We have changed with the
circumstances by pivoting to
virtual programming, but this was
also an opportunity to continue to
evolve and innovate to best serve
the business community.”
The Chamber’s new member
decal with their new logo will be
given out to new and renewing
members in the coming year. The
new logo incorporates three “Cs”
representing the words Chandler,
Chamber and Commerce. The
gradation of the two color palette
blues and the two purples are
used in the logo to show direction
and momentum of the chamber.
The Chamber is moving forward in
a new direction.
“With our rich history, we
look to build on our brand and
further define who we are as
an organization in 2021,” said
Kimble. “We do that by continuing
to provide our services to the
businesses, residents and visitors
of Chandler.

The Chandler Chamber of Commerce, via a contract
with the City of Chandler, is distributing I Choose
Chandler PPE (personal protective equipment) Kits
to Chandler businesses who qualify for the program.
The Chandler City Council authorized the use of $500,000
of Arizona Cares Act funding for the purchase and distribution
of personal protective equipment (PPE) to Chandler businesses
to further protect the public health during the current
emergency. “Protecting public health has been Council’s top
priority throughout the pandemic,” said Chandler Mayor Kevin
Hartke. “The I Choose Chandler PPE Kit Program is another
way the City continues to create innovative programs to keep
employees and patrons safe while providing much needed
assistance to our business community.”
The PPE Kit consists of
the following:
• Two (2) boxes of 50 each 3-Ply
Non-Medical Face Mask with
Ear-Loop
• One (1) automatic hand
sanitizer dispenser with Stand
• One (1) hand Sanitizer, 1 Gallon
Chandler businesses
must meet the following
criteria to be eligible::
• Be a registered business with
the City of Chandler
• Business must be located in the
municipal boundary of the City
of Chandler
• Have 100 or less employees
• The following are excluded
from qualifying: Non-Profits,
home based businesses,
vacation rentals, rentals of
commercial property, internet
based businesses, kiosks or
vending businesses, car service
provider (i.e. Uber, Lyft, other
taxi service)

The Chandler Chamber’s
Ambassador Program consists of a
group of Chamber Members who
are highly visible volunteers in
the Chandler Chamber business
community. Ambassadors mentor
new members, assist in recruiting
and retention efforts, and volunteer
at Chamber functions such as
Ribbon Cuttings, Networking Events
and the Ostrich Festival. Chamber
Ambassadors meet monthly at

College students. The committee

Chandler 100 is an annual event
that showcases the top 100

OSTRICH FESTIVAL
The Chandler Chamber of
Commerce Ostrich Festival began
in 1988 based on Chandler’s colorful
early history of ostrich ranching.
The event has grown to become
one of the premier festivals in the
southwest. The Ostrich Festival is a
community family event featuring
live ostriches and ostrich-themed
activities, national and regional
entertainment, carnival midway,
fun fair food, upscale arts & crafts
and much more. This committee
helps plan the event and volunteers
during the event to ensure a smooth
execution in all areas of the festival.

Treasury and IRS begin delivering
second round of Economic Impact
Payments to millions of Americans
The Internal Revenue Service
and the Treasury Department
will begin delivering a second
round of Economic Impact
Payments as part of the
Coronavirus Response and Relief
Supplemental Appropriations Act
of 2021 to millions of Americans
who received the first round of
payments earlier this year.
The initial direct deposit
payments may begin arriving as
early as tonight for some and will
continue into next week. Paper
checks will begin to be mailed
tomorrow, Wednesday, Dec. 30.
The IRS emphasizes that there
is no action required by eligible
individuals to receive this second
payment. Some Americans may
see the direct deposit payments
as pending or as provisional
payments in their accounts before
the official payment date of Jan. 4,
2021. The IRS reminds taxpayers
that the payments are automatic,
and they should not contact their
financial institutions or the IRS
with payment timing questions.

provide Economic
Impact Payments
and critical taxpayer
services to the
American people.

As with the first round of
payments under the CARES Act,
most recipients will receive these
payments by direct deposit.
For Social Security and other
beneficiaries who received the
first round of payments via Direct
Express, they will receive this
second payment the same way.
Anyone who received the first
round of payments earlier this year
but doesn’t receive a payment
via direct deposit will generally
receive a check or, in some
instances, a debit card. For those
in this category, the payments will
conclude in January. If additional
legislation is enacted to provide
for an additional amount, the
Economic Impact Payments that
have been issued will be topped
up as quickly as possible.
Eligible individuals who did
not receive an Economic Impact
Payment this year – either the
first or the second payment – will

be able to claim it when they file
their 2020 taxes in 2021. The IRS
urges taxpayers who didn’t receive
a payment this year to review the
eligibility criteria when they file
their 2020 taxes; many people,
including recent college graduates,
may be eligible to claim it. People
will see the Economic Impact
Payments (EIP) referred to as the
Recovery Rebate Credit (RRC) on
Form 1040 or Form 1040-SR since
the EIPs are an advance payment
of the RRC.
“Throughout this challenging
year, the IRS has worked around
the clock to provide Economic
Impact Payments and critical
taxpayer services to the American
people,” said IRS Commissioner
Chuck Rettig. “We are working
swiftly to distribute this second
round of payments as quickly
as possible. This work continues
throughout the holidays and into
the new year as we prepare for
the upcoming filing season. We
urge everyone to visit IRS.gov in
the coming days for the latest
information on these payments
and for important information
and assistance with filing their
2021 taxes.”
Authorized by the newly
enacted COVID-relief legislation,
the second round of payments,
or “EIP 2,” is generally $600 for
singles and $1,200 for married
couples filing a joint return. In
addition, those with qualifying
children will also receive $600 for
each qualifying child. Dependents
who are 17 and older are not
eligible for the child payment.

eligible taxpayers

2019 tax return, those who receive
Social Security retirement, survivor
or disability benefits (SSDI),
Railroad Retirement benefits as
well as Supplemental Security
Income (SSI) and Veterans
Affairs beneficiaries who didn’t
file a tax return. Payments are
also automatic for anyone who
successfully registered for the first
payment online at IRS.gov using
the agency’s Non-Filers tool by
Nov. 21, 2020 or who submitted a
simplified tax return that has been
processed by the IRS.
Who is eligible for the second
Economic Impact Payment?
Generally, U.S. citizens and resident
aliens who are not eligible to
be claimed as a dependent
on someone else’s income tax
return are eligible for this second
payment. Eligible individuals will
automatically receive an Economic
Impact Payment of up to $600 for
individuals or $1,200 for married
couples and up to $600 for each
qualifying child. Generally, if you
have adjusted gross income for
2019 up to $75,000 for individuals
and up to $150,000 for married
couples filing joint returns and
surviving spouses, you will receive
the full amount of
the second payment.
For filers with income
above those amounts,
the payment amount is
reduced.
How do I find out if the IRS
is sending me a payment?
People can check the status
of both their first and second
payments by using the Get
My Payment tool, available in
English and Spanish only on IRS.
gov. The tool is being updated
with new information, and the
IRS anticipates the tool will be
available again in a few days for
taxpayers.
How will the IRS know where
to send my payment? What if I
changed bank accounts?
The IRS will use the data already
in our systems to send the new
payments. Taxpayers with direct
deposit information on file will
receive the payment that way.
For those without current direct
deposit information on file,
they will receive the payment
as a check or debit card in the
mail. For those eligible but who
don’t receive the payment for
any reason, it can be claimed by
filing a 2020 tax return in 2021.
Remember, the Economic Impact
Payments are an advance payment
of what will be called the Recovery
Rebate Credit on the 2020 Form
1040 or Form 1040-SR.

need take any action to receive a
payment. Earlier this year, the IRS
worked directly with the relevant
federal agencies to obtain the
information needed to send
out the new payments the same
way benefits for this group are
when you file your 2020 federal
income tax return.
Will I receive anything for my
tax records showing I received
a second Economic Impact
Payment?
Yes. People will receive an IRS
notice, or letter, after they receive
a payment telling them the
amount of their payment. They
should keep this for their tax
records.

The SBA Extends COVID-19 Economic Injury Disaster Loan
Application Deadline through Dec. 31, 2021
The U.S. Small Business
Administration announced that
the deadline to apply for the
Economic Injury Disaster Loan
(EIDL) program for the COVID-19
Pandemic disaster declaration is
extended to Dec. 31, 2021. The
deadline extension comes as a
result of the recent bipartisan
COVID-19 relief bill passed by
Congress and enacted by President
Trump on Dec. 27, 2020.
To date, the SBA has approved
$197 billion in low-interest loans
which provides working capital
funds to small businesses,
non-profits and agricultural
businesses make it through this
challenging time.
“Following the President’s
declaration of the COVID-19
Pandemic, the SBA has approved
over 3.6 million loans through
our Economic Injury Disaster
Loan program nationwide,”
Administrator Jovita Carranza said.
“The EIDL program has assisted
millions of small businesses,
including non-profit organizations,
sole proprietors and independent
contractors, from a wide array of
industries and business sectors, to
survive this very difficult economic
environment.”
EIDL loan applications will
continue to be accepted through
December 2021, pending the
availability of funds. Loans are
offered at very affordable terms,
with a 3.75% interest rate for small
businesses and 2.75% interest
rate for nonprofit organizations,
a 30-year maturity, and an
automatic deferment of one year
before monthly payments begin.
Every eligible small business and
nonprofit are encouraged to apply
to get the resources they need.

After much deliberation, Congress
agreed to approve a $900 billion
COVID-19 relief package as part of
the Consolidated Appropriations
Act, 2021. Included in that amount
is $284 billion for a second round
of the Paycheck Protection
Program (PPP).
The new relief package includes:
• additional funding for new PPP
loans
• the ability to obtain a second
PPP loan for small businesses
facing significant revenue
declines in any 2020 quarter
compared to the same quarter
in 2019
• clarifications providing for
the deductibility of business
expenses paid with forgiven
PPP loans (a material change
from existing IRS guidance)
• loan eligibility for Section 501(c)
(6) not-for-profit organizations
for the first time
• $15 billion for live venues,
independent movie theaters
and cultural institutions
• $20 million for the Economic
Injury Disaster Loan Program
As part of an end-of-year
pandemic relief package,
Congress has passed several
changes to the Paycheck
Protection Program (PPP) and
created a “Second Draw” PPP
for small businesses who have
exhausted their initial loan.
Other changes impact eligibility
for initial PPP loans, the loan
forgiveness process, and the tax
treatment of PPP loans.
Congress has also made
changes to other programs–
including Economic Injury
Disaster Loans (EIDL Program), the
Employee Retention Tax Credit,
a Venue Grant program, and SBA
loan programs –that will benefit
small businesses.
