Bill Glasson<br />

Vale<br />

Bill started coaching girls volleyball<br />

teams while teaching at Fairhills High<br />

School some 30 years ago.<br />

He was a founding member of the<br />

Eastern Metropolitan <strong>Volleyball</strong><br />

Association serving continuously on the<br />

committee, the majority of the time as<br />

President.<br />

He was one of the longest serving<br />

active members of <strong>Volleyball</strong> <strong>Victoria</strong>.<br />

He started coaching the <strong>Victoria</strong>n<br />

Schools Team around 1977 and served<br />

on the Board of Directors on several<br />

occasions. He was passionate about<br />

junior development being the driving<br />

force behind the establishment of the<br />

<strong>Victoria</strong>n Coaches Commission holding<br />

the Chair for over 20 years.<br />

Bill was the Head of delegation for the<br />

National Junior Women’s Team at the<br />

4th Asian Junior Women’s<br />

Championships (Jakarta 1988) and<br />

coached the team in the 3 succeeding<br />

championships.<br />

After retiring from active coaching<br />

several years ago he continued as<br />

mentor for coaches of the State Junior<br />

Girls Teams. His knack of managing the<br />

relationships between people was well<br />

known. Bill would quietly listen to what<br />

was being said and everyone would<br />

leave feeling that their view had been<br />

heard.<br />

He has Life Memberships of Fairhills<br />

<strong>Volleyball</strong> Club, Eastern Metropolitan<br />

<strong>Volleyball</strong> Association, <strong>Volleyball</strong> <strong>Victoria</strong><br />

and School Sport Australia and holds a<br />

Distinguished Service Award for the<br />

Australian <strong>Volleyball</strong> Federation<br />

For several decades, volleyball has<br />

benefited from Bills passion at all levels<br />

and he has introduced many<br />

generations of girls to the sport.<br />

He is known as a true gentleman coach<br />

who has been respected by all and is<br />

thoroughly deserving of a nomination<br />

for the award.<br />

Sports Official of the Year Award<br />

Bill was recognised posthumously at the<br />

VOC AGM on 15th April, 2010, for his<br />

outstanding contribution to the Sport of<br />

<strong>Volleyball</strong>.<br />

Proudly accepted by his son Paul, Bill was<br />

one of five Volunteers Finalists.<br />

The 2009 Award was presented to Geoff<br />

Hare - Swimming.

2009 has been one of the most<br />

challenging years for <strong>Volleyball</strong><br />

<strong>Victoria</strong>, but I am pleased to say that<br />

despite some disappointing<br />

discoveries in the latter part of 2009,<br />

we have laid the foundation for a solid<br />

future moving forward.<br />

In January 2009, the Board<br />

conducted a strategic planning day<br />

led by an independent, external<br />

facilitator. The day was attended by<br />

Board members and staff. The day<br />

provided a great platform for the<br />

activities of VVI staff for 2009 and<br />

these are being carried forward with<br />

the new management team.<br />

We are particularly proud to have<br />

secured sponsorship from Crazy<br />

John’s for the next 3 years which will<br />

help to provide a foundation for a<br />

number of our programs. This is the<br />

largest sponsorship that <strong>Volleyball</strong><br />

<strong>Victoria</strong> has been able to attract and<br />

shows that we have a great product<br />

to promote. It is also pleasing to see<br />

over the latter part of 2009 that we<br />

have been successful in obtaining a<br />

number of other sponsorships. We<br />

anticipate building on these during<br />

2010.<br />

<strong>Victoria</strong> was again successful at the<br />

U15 Championships winning the<br />

overall state trophy with our Girls Blue<br />

team finishing first and our Boys Blue<br />

team finishing second. <strong>Victoria</strong> had<br />

three teams competing in both the<br />

girls and boys divisions. Our other<br />

girls’ teams finished fifth and ninth<br />

and our other boys’ teams finished<br />

third and sixth. This provides a solid<br />

grounding for our teams that compete<br />

“ one sport, two disciplines, one direction ”<br />

at the Australian Junior <strong>Volleyball</strong><br />

Championships.<br />

The <strong>Victoria</strong>n Country Championships<br />

was hosted by Bendigo in 2009. This<br />

was the 40th year of the<br />

championships and a reunion of past<br />

players and coaches was held.<br />

Bendigo was able to secure some<br />

good corporate sponsorship. A total<br />

of twenty-nine teams competed in the<br />

championships with Geelong winning<br />

the Women’s Division 1 Gold and<br />

Bendigo the Men’s Division 1 Gold.<br />

Activities at the State <strong>Volleyball</strong><br />

Centre are continuing to build, albeit<br />

not as rapidly as we had anticipated.<br />

There are some regular major events<br />

conducted at the SVC (State League,<br />

<strong>Victoria</strong>n Schools Cup and Australian<br />

Schools Cup), but we need to keep<br />

building on this to showcase our great<br />

venue. Our social indoor competitions<br />

have begun building but there is<br />

much work ahead. The indoor beach<br />

competitions have continued to be<br />

strongly supported with a full<br />

complement of teams on most nights.<br />

<strong>Victoria</strong> was strongly represented in<br />

the Australian <strong>Volleyball</strong> League.<br />

Melbourne was host to both the Men’s<br />

and Women’s finals with the Women’s<br />

final being played at the SVC. The<br />

University Blues women finished first<br />

and for the first time in a number of<br />

years, the men failed to make the<br />

finals. VVI collaborates with<br />

representatives of the Melbourne and<br />

Monash Universities to support the<br />

teams with their training, co-ordination<br />

and venue hire.<br />

The Australian Junior <strong>Volleyball</strong><br />

Championships were conducted in<br />

Brisbane and <strong>Victoria</strong> was once again<br />

strongly represented. The President’s<br />

Cup went to Queensland with <strong>Victoria</strong><br />

finishing strongly in second place.<br />

This result is consistent with our<br />

performance in previous<br />

Championships where we have<br />

finished either 2nd or 1st. I would like<br />

to thank the state coaching team,<br />

regional and club coaches, parents<br />

and players for their ongoing<br />

contribution that underpins the<br />

strength of the program. <strong>Victoria</strong> can<br />

be rightly proud of its performance<br />

over the past years.<br />

At a national level, congratulations must<br />

once again go to Australian Men’s team<br />

who have qualified for the World<br />

Championships in Italy in 2010. This is<br />

a great achievement for Australia who<br />

have now consolidated their position as<br />

a top team in Asia. <strong>Victoria</strong> is also<br />

proud to be hosting two matches for<br />

our Australian Men’s team against the<br />

Canadian National team in July. This will<br />

be an important warm-up for the World<br />

Championships.<br />

As you are all aware our Executive<br />

Director and Operations Manager both<br />

resigned in August and September<br />

2009 respectively. Whilst recruitment<br />

activity to replace the Executive Director<br />

had commenced, the resignation of the<br />

Operations Manager provided the<br />

Board with an opportunity to coinsider<br />

a different operating model. This led to<br />

the abolition of our Executive Director<br />

position and the implementation of a<br />

Chief Operating Officer and Chief<br />

Commercial Officer.<br />

The new management team of Mark<br />

Gladman and Mahamoud Fahour report<br />

to a subcommittee of the Board and<br />

have been busy setting up the office to<br />

reflect the new structure and meeting<br />

the key stakeholders from the<br />

government, corporate and volleyball<br />

communities. The Board and I look<br />

forward to a new and exciting era for<br />

volleyball in <strong>Victoria</strong>.<br />

In concluding, I wish to thank the Board<br />

for their hard work, particularly in<br />

relation to the new structure. I want to<br />

thank all members for their ongoing<br />

support and I look forward to 2010.

Bairnsdale<br />

Bairnsdale is a very small association<br />

comprising of 9 teams. Although<br />

mainly made up of social players we<br />

have a core of very dedicated<br />

players/coaches who keep the<br />

association running. We strongly<br />

support the Gippsland Sports<br />

Academy <strong>Volleyball</strong> program and<br />

although it is a six hour round trip,<br />

have coaches volunteering as a part<br />

of the State <strong>Volleyball</strong> program every<br />

year.<br />

Regular competition consists of both<br />

males and females<br />

Every year Bairnsdale enters teams<br />

into the Gippsland <strong>Volleyball</strong> Regional<br />

League. This requires a fairly large<br />

commitment from players as games<br />

are played once a month in Morwell<br />

on a Sunday. This is a great chance to<br />

play volleyball outside of Bairnsdale<br />

and compete against other regional<br />

teams.<br />

In 2009 the Bairnsdale Women’s Team<br />

won the Regional Grand Final while in<br />

the men’s grand final Bairnsdale was<br />

narrowly defeated.<br />

Bairnsdale teams also annually attend<br />

The Good Neighbour Tournament in<br />

Canberra where they have<br />

experienced much success,<br />

Bairnsdale <strong>Volleyball</strong> has been<br />

working hard to provide a junior<br />

development program for all young<br />

interested players and has had many<br />

players training with the Gippsland<br />

Sports Academy. Despite our<br />

distance from Melbourne many of our<br />

junior players have also had success<br />

at State and National levels.<br />

Ballarat<br />

<strong>Volleyball</strong> Ballarat went through a very<br />

up and down year in 2009.<br />

The Monday night ‘Social’ competition<br />

struggled to attract any great<br />

numbers, but on the other hand the<br />

‘Vic West Phantoms’ saw a Ballarat<br />

representative side in VVL for the first<br />

time since State Leagues inception.<br />

Monday competition – Darren and<br />

Jason White along with Andrew<br />

James undertook to run the<br />

competition night in 2009. We had<br />

some 7 teams enter with varying<br />

numbers. Attracting teams and<br />

players committed to an ongoing<br />

involvement has been a real trial over<br />

the years, and was no more<br />

successful this year. The Murnane<br />

family under the guise of the Phantom<br />

took out the premiership.<br />

Representative teams - 2009 saw a<br />

mens and womens team enter for<br />

VVL. The men had to play a<br />

qualification tournament, and missed<br />

selection. The women on the other<br />

hand played in Div 2 and preformed<br />

in an exceptional manner throughout<br />

the season. We finished 2nd on the<br />

ladder after the home and away<br />

rounds eventually going down to<br />

Monash Uni in the semi final. The<br />

commitment of the team considering<br />

the cost and travel was fantastic and<br />

to be commended.<br />

The Mens and Womens rep sides<br />

competed at Warrnambool, Ballarat,<br />

Horsham, Mornington as well as at<br />

Country Championships – with the<br />

women winning a bronze in Div 1, a<br />

best ever finish I think - through the<br />

year. (for once no fines – can you<br />

believe that!!).

Bendigo<br />

The Bendigo <strong>Volleyball</strong> Association<br />

enjoyed a very successful year in<br />

2009 and is looking to make 2010 just<br />

as successful but in differing ways. In<br />

2009, we staged one of the best ever<br />

Country Championships. Our men’s<br />

division one team was successful in<br />

defending their title while our women’s<br />

division one team was runners up in a<br />

close five set final.<br />

Last year the BVA staged two<br />

successful tournaments – the Junior<br />

Dragon City Tournament in August<br />

and then the annual Dragon City<br />

Tournament. Our junior tournament<br />

continues to grow in only its second<br />

year, attracting teams from schools<br />

and associations throughout the state.<br />

Our Dragon City tournament was a<br />

success with many metropolitan<br />

teams once again enjoying the<br />

excellent facilities we are fortunate to<br />

have in Bendigo.<br />

Our strong support of the Bendigo<br />

Bank Academy of Sport <strong>Volleyball</strong><br />

Program has continued, providing not<br />

just improved junior players and later<br />

senior players but also opportunities<br />

for the development of coaches.<br />

Currently we have coaches at national<br />

state levels. In 2009, the academy<br />

again had a significant number of<br />

players in state and national teams.<br />

While our player numbers have<br />

largely remained the same as<br />

previous years, the BVA is committed<br />

to investigating ways to grow<br />

numbers and increase participation.<br />

We aim to increase the profile of<br />

volleyball in primary schools through<br />

conducting clinics and taking an<br />

“ one sport, two disciplines, one direction ”<br />

active role in the organising of the<br />

regional VSSSA tournament. We have<br />

also sought to attract media publicity<br />

and with the support of our stadium<br />

management, ran advertisements in<br />

local media to attract new players.<br />

We conducted referee and coaching<br />

courses and we are aiming to<br />

continue developing this essential<br />

infrastructure. Our Referee’s<br />

Commission provides qualified<br />

referees for our division one<br />

competitions and we encourage<br />

junior players to gain base referee<br />

qualifications. We are currently<br />

working with La Trobe University to<br />

provide coaching courses for<br />

Physical Education students to then<br />

promote volleyball in schools<br />

throughout regional <strong>Victoria</strong> to further<br />

raise the profile of volleyball. We are<br />

also hosting the 2010 <strong>Victoria</strong>n<br />

Teachers Games in September.<br />

Bellarine<br />

Bellarine now boasts one of the<br />

largest registered memberships of the<br />

Regional Associations. We cater to<br />

our members’ varied needs by<br />

providing a Division 1 competition for<br />

experienced senior individuals and<br />

developing younger players. A more<br />

relaxed social Division 2 is suitable for<br />

the more casual local players and<br />

juniors funneled through from school<br />

teams.<br />

Our Committee has a number of aims<br />

we are working towards:<br />

• To maintain and develop the current<br />

competition to encourage<br />

participation, enjoyment and<br />

enthusiasm from existing players.<br />

• To actively encourage new players<br />

to join our association through<br />

exposure in the local media, some<br />

school based contact and cross<br />

participation with other volleyball<br />

competitions.<br />

• To field Representative teams for the<br />

Country Championships and a<br />

number of other tournaments<br />

throughout the year to expose our<br />

more elite players to competition and<br />

to gain exposure and experience.<br />

• To continue developing depth to our<br />

Association by encouraging and<br />

subsidising members to participate in<br />

Development Programs such as<br />

Refereeing and hopefully, Coaching<br />

courses. At this stage we have a<br />

number of highly qualified referees<br />

plus some young Regional Referees.<br />

For <strong>Volleyball</strong> in our region to really<br />

raise its profile and participation<br />

(particularly through the junior stages)<br />

we really need to see the<br />

establishment of a Sports Academy<br />

and a comprehensive School based<br />

program.<br />

Daylesford<br />

The Association was formed in August<br />

2009 after the opening of a new<br />

community stadium at the Daylesford<br />

Secondary College. The Daylesford<br />

community of 4500 people raised<br />

$300,000 and with funding from the<br />

state government the stadium was<br />

completed.<br />

<strong>Volleyball</strong> was introduced at the<br />

Daylesford Secondary College in 2007<br />

with school teams reaching the State<br />

school finals. This success has also<br />

resulted in 2 players achieving State<br />

junior selection.<br />

Daylesford Association conducts a<br />

junior and senior tournament each year<br />

and also sends representative sides to<br />

outside tournaments.<br />

The local competition is conducted on<br />

Monday nights with a social and open<br />

division, starting a 6.30pm.<br />

Eastern Metropolitan (EMVA)<br />

EMVA in 2009 have had a watershed<br />

year, trying to turn around year on<br />

year losses and dropping team<br />

numbers. More losses to come but<br />

there is an end in sight.<br />

The Men's Premier division was<br />

played on Wednesday nights and the<br />

Women's Premier division on<br />

Thursday nights. The 2 seasons<br />

(SHIELD & CUP) were adjusted in<br />

length so that they could both fit into<br />

the same calendar year. For 2010 and<br />

beyond there will be 2 equal length<br />

seasons per year.<br />

Referees were difficult to come by in<br />

2009 so some of the committee had to<br />

help out on occasions. A great team<br />

effort by all to keep the wheels<br />

turning.<br />

Arthur Sliwinski has taken over from<br />

Tracy Cassy as EMVA President and<br />

Darryl Selleck has taken over from<br />

Simone Brown (after 8 years in this<br />

role) as the EMVA Administrator.

<strong>New</strong> photo<br />

Geelong<br />

GAVA hosted the Tianjin Polytechnic<br />

<strong>Volleyball</strong> Team. Our local players<br />

pushed them a little and took one set<br />

off the Chinese team.<br />

Our venture at CC09 – Bendigo<br />

brought good results. Silver for MD1,<br />

Gold for WD1, Bronze for MD2.<br />

We scheduled our inaugural Geelong<br />

Tournament 20-21 Feb 2010.<br />

The GAVA strategised to hire a full<br />

time development officer. The position<br />

is scheduled to start in February 2010<br />

and will assist us to gain more of a<br />

presence and foothold in Geelong.<br />

The position was advertised towards<br />

the end of the year in the local<br />

newspaper and our website.<br />

Special thanks goes to Jarrod<br />

Horsham<br />

In 2009, we have taken significant<br />

steps forward in the Horsham<br />

community.<br />

With the introduction of our<br />

membership card, it is a way of giving<br />

our recreational players something<br />

more for their fees, and it hopefully has<br />

given those sponsors that supported it,<br />

something for their sponsorship.<br />

Giving the “B” grade players and<br />

women a chance to play Lightning<br />

Spike alongside the “A” grade players,<br />

an extra opportunity to play under a<br />

different format. Hopefully this format<br />

can be introduced in other grades<br />

going forward.<br />

The success of the Celebrity Challenge<br />

cannot go without saying. To get the 14<br />

celebrities to participate was the first<br />

challenge, then to get the support on<br />

the Sunday was great.<br />

<strong>Volleyball</strong> is at an interesting point in it’s<br />

future development. A fresh new broom<br />

has swept through the state body<br />

<strong>Volleyball</strong> <strong>Victoria</strong>, which hopefully<br />

means a better deal for the Regional<br />

Associations. The important thing to<br />

take on board is that for the sport to<br />

continue to prosper on a national level,<br />

it is going to have to start at the grass<br />

roots end of the spectrum. This means<br />

that we need to be supportive of the<br />

change in fee structure, but conversely<br />

the state body needs to be innovative<br />

in their support for the Regional<br />

Associations.<br />

Korumburra<br />

Korumburra <strong>Volleyball</strong> is just a small<br />

Association in Sth Gippsland, having<br />

about 110 members including Juniors<br />

and Seniors. In its humble beginnings<br />

it started comps in a Sec. School Hall<br />

at Leongatha in 1983 then moved into<br />

a bigger Stadium at Korumburra. Five<br />

years ago Sth Gippsland Shire built a<br />

large Sporting Stadium at Leongatha,<br />

Sporting Bodies in the area were<br />

asked for input in what they would<br />

desire in such a Stadium, we asked<br />

for high roof, lights up high, full size<br />

crts with ample space around and<br />

after lots of consultation and different<br />

Government Grants we have our<br />

Stadium, so now playing our comps<br />

back at Leongatha.<br />

With only being a small Association<br />

we are proud of a number of our<br />

achievements, we have 3 National<br />

Graded Referees, approx 18 players<br />

of either current or just past seasons<br />

playing VVL,also a couple playing<br />

AVL,we do OK in our Gippsland<br />

Regional League, do very well in the<br />

Junior Tournaments that VVI run in the<br />

Gippsland Region. We are very proud<br />

of our Div 1 Womens Team that plays<br />

in the Country Championships<br />

bringing home the Trophies.<br />

We also have a Beach <strong>Volleyball</strong> Fun<br />

Day each January at Inverloch. This<br />

year was our 17th time having 20<br />

teams playing in in Juniors and<br />

Seniors , well Sponsored by local<br />

business` to make it an enjoyable day.<br />

We have no problems in having<br />

committee meetings as the committee<br />

is made up of at least one member<br />

from each of the teams, premiership<br />

points are deducted for non<br />

attendance and these meeting are<br />

held monthly on our <strong>Volleyball</strong> night<br />

for a short time before the matches.<br />

Our Junior program is doing quite<br />

well, our Spikezone numbers are<br />

down a little this Season but are<br />

confident they will increase in the last<br />

half of the year.<br />

LaTrobe Valley<br />

Latrobe Valley <strong>Volleyball</strong> has been<br />

conducting volleyball competitions in<br />

the towns of Latrobe Valley for over 40<br />

years. Current 2009 competitions are<br />

at the Latrobe City Leisure Centres of<br />

Churchill, Moe/<strong>New</strong>borough and<br />

Morwell. We had 35 teams spread<br />

across the three competitions the<br />

team numbers have continued to<br />

decline and there is considerable<br />

player overlap between teams in the<br />

different competitions.<br />

In February 2008 we began to<br />

develop a closer link with the Monash<br />

University Churchill campus student<br />

union in order to better accommodate<br />

university based teams in their study<br />

semesters, to date this has not born<br />

any additional teams and the current<br />

Churchill stadium re-development will<br />

delay this initiative.<br />

Our junior competition in Morwell<br />

collapsed in the latter part of 2009<br />

due to the relocation of one team to<br />

the Moe open competition and<br />

insufficient younger players being<br />

recruited to replace others who<br />

moved into senior teams.<br />

The association is endeavouring to<br />

increase the number of qualified<br />

referees throughout Gippsland by<br />

hosting courses annually in<br />

conjunction with the Gippsland Sports<br />

Academy volleyball program.

Mortlake<br />

Our 2009 mixed volleyball season<br />

commenced in May with 30<br />

competitors. The executive selected<br />

five teams with four experienced<br />

players and two juniors and/or new<br />

players in each. The competition was<br />

close and minimal points separated first<br />

from fifth at the completion of the<br />

round. Pennant rested for a month and<br />

recommenced in October with the<br />

same amount of players and finished<br />

mid December. Once again the teams<br />

finished the season very even which<br />

was a credit to the selectors. Best and<br />

fairest (male and female) trophies were<br />

awarded at the end of each pennant.<br />

A most improved junior trophy was<br />

awarded at the end of the year with the<br />

criteria being that ideally the player was<br />

to have played in both pennants and<br />

demonstrated improvement in all<br />

aspects of the game. The award is<br />

sponsored by a past female player who<br />

played until she was 55 years of age.<br />

Our competition age group ranges from<br />

13 years to approximately 50 years and<br />

being a small country town with a<br />

population of 950, the age difference is<br />

no barrier.<br />

Our only fundraising for the year was a<br />

chocolate drive with profits offsetting<br />

expenses and helps in paying for our<br />

end of year function. This year players<br />

enjoyed a BBQ and a game of social<br />

tennis, along with the award<br />

presentations.<br />

Mortlake <strong>Volleyball</strong> is relatively new,<br />

commencing in 1991 and is played at<br />

the college activity centre. We<br />

endeavour to keep our player number<br />

to at least 30 and along with being<br />

competitive, is an enjoyable, very social<br />

activity.<br />

Riddells Creek<br />

2009-2010 reaped the benefits of a<br />

strong marketing campaign of<br />

previous years by the Riddell’s Creek<br />

Association with a 50% increase in<br />

individual and team participation<br />

numbers. These strong numbers have<br />

been retained for three seasons. An<br />

innovation of dividing the teams at<br />

season’s end into A, B and C grades<br />

for finals was well received and gave<br />

all skill levels something to strive for.<br />

The Summer 2010 season has seen<br />

the introduction of an A grade<br />

competition whilst retaining the social<br />

fibre of our competition.<br />

Riddell’s Creek fielded a<br />

representative men’s side to compete<br />

at tournaments and Country<br />

Championships. The men’s side has<br />

proved very competitive over the past<br />

year. 2010 will see our women’s side<br />

take to the court for the first time and<br />

a second men’s side become a<br />

regular feature.<br />

Sunraysia<br />

Sunraysia <strong>Volleyball</strong> Inc (SVI) has<br />

enjoyed a very successful year in<br />

2009 across all aspects of our<br />

Association.<br />

Our domestic winter competitions<br />

(April – Sept) comprised:<br />

• Under 13’s and 15’s, boys and girls.<br />

• Open A Grade<br />

• Open A Reserve<br />

• Mixed Social<br />

SVI also ran a very successful<br />

shortened summer competition<br />

(Oct – Dec) for:<br />

• Under 13’s and 15’s girls and boys<br />

• Mixed Social<br />

Sunraysia <strong>Volleyball</strong> Academy<br />

continued to provide a magnificent<br />

development pathway for our junior<br />

athletes to graduate to our elite<br />

Sunraysia Academy of Sport<br />

<strong>Volleyball</strong> Program. In total SVI<br />

supported over 100 athletes through<br />

under 13, under 15 and the elite<br />

programs.<br />

In 2009 a total of ten (10) athletes<br />

from our elite program were<br />

successful in gaining selection to<br />

<strong>Victoria</strong>n teams at Under 17 and 19<br />

levels. Two of these athletes in Brad<br />

Mason and Cara Meyer were also<br />

inducted into the National Junior<br />

Program at the annual December<br />

training camp.<br />

Warrnambool<br />

2009 represented another successful<br />

year for the Warrnambool <strong>Volleyball</strong><br />

Association. Warrnambool had a record<br />

number of teams competing at<br />

tournaments throughout <strong>Victoria</strong>.<br />

Highlights being four teams competing<br />

at the Country Championships and<br />

victory for the men’s team in the<br />

Bendigo Dragon City Tournament<br />

(Division 2).<br />

The summer season of the domestic<br />

competition witnessed an increased<br />

number of teams competing in an<br />

expanded three divisions. At the AGM,<br />

longtime president, Greg Best resigned<br />

and the association expresses its<br />

gratitude for his many years of service<br />

as president.<br />

Continuing on from the success of the<br />

35th Annual Seaside Tournament in<br />

March 2009, featuring 63 teams over<br />

eight divisions, committee members are<br />

actively planning for the 36th Sleep City<br />

Seaside Tournament.

West Gippsland<br />

The West Gippsland <strong>Volleyball</strong><br />

Association plays each Thursday<br />

evening at Bellbird Park, Drouin near<br />

Warragul.<br />

2009 has been a growth year for us<br />

and brought about a number of new<br />

teams, and with that, new challenges<br />

for the committee to work through.<br />

The decision was made to commence<br />

a division 3 competition on a separate<br />

court which has a solid concrete<br />

playing surface. <strong>New</strong> nets, poles and<br />

stands were purchased and special<br />

skills coaching was provided for the<br />

first 4 weeks by volunteer<br />

experienced players. Within a few<br />

months the playing standard has<br />

certainly improved across the board<br />

with all teams seemingly enjoying<br />

getting into the sport for the first time.<br />

The start of the new competition saw<br />

us needing to set a policy around<br />

children / teenagers playing in a<br />

mostly adult competition. General<br />

guidelines have been accepted that<br />

children should be minimum 13 years<br />

old, playing with an older relative or<br />

trusted family friend and be aware of<br />

the risks that on-court collision or<br />

having a ball spiked towards you can<br />

bring. Specifically we decided to<br />

discourage parents from dropping off<br />

their children and collecting them<br />

later – our decision being based on<br />

the fact we are not geared to acting<br />

as a youth group / youth recreation<br />

facility.<br />

The biggest challenge we could not<br />

find an answer for was the desire for<br />

more coaching by better qualified<br />

people than we could provide from<br />

our own resources.<br />

2009 Crazy John’s <strong>Victoria</strong>n<br />

<strong>Volleyball</strong> League<br />

There was an increase of five teams for<br />

the 2009 Crazy John’s <strong>Victoria</strong>n <strong>Volleyball</strong><br />

League (VVL) season, taking our premier<br />

competition to 53 club teams across<br />

Honours, Division 1 and Division 2. The<br />

State’s best volleyball was brought to the<br />

State <strong>Volleyball</strong> Centre across 14 rounds<br />

and three weeks of fiercely-contested<br />

finals.<br />

The Grand Final day was held on<br />

Saturday 12th September and once again<br />

had a fantastic atmosphere. The two<br />

Honours Grand Finals were contested by<br />

the top two teams throughout the home<br />

and away season.<br />

20th January, 2009<br />

Over 120 athlete’s trialled across two<br />

weekends in September, 2009, for<br />

positions in the Under 17, Under 19 and<br />

Under 23 <strong>Victoria</strong>n teams.<br />

After the successful performances at<br />

the 2008-09 Australian Junior Beach<br />

<strong>Volleyball</strong> Championships (AJBVC) at<br />

home on South Melbourne Beach, our<br />

squads of 16 Under 17 pairs, 7 Under<br />

19 pairs, and 11 Under 23 pairs,<br />

travelled across to Glenelg Beach,<br />

South Australia, for three days<br />

competition in January, 2010.<br />

Three months of training, in all<br />

conditions on both South Melbourne<br />

and Mordialloc Beach and in the indoor<br />

comforts of the State <strong>Volleyball</strong> Centre,<br />

saw our squads well prepared to collect<br />

some medals. Whilst the end result was<br />

not <strong>Victoria</strong> retaining the Andy Burdin<br />

Shield for the Champion State, our<br />

athlete’s did achieve some outstanding<br />

challenging, memorable and, importantly,<br />

successful tournament for our youngest<br />

<strong>Victoria</strong>n representative team.<br />

Our <strong>Victoria</strong>n Blue Girls maintained their<br />

unbeaten run in the tournament, winning a<br />

classic five-setter against a determined<br />

Introduction<br />

Bendigo <strong>Volleyball</strong> Association hosted the<br />

2009 <strong>Victoria</strong>n Country Championships,<br />

CC’09 over the Queens Birthday Long<br />

weekend, June 6, 7 & 8. This was the 40th<br />

year of the event with the first Country<br />

<strong>Volleyball</strong> Championship also being held in<br />

Bendigo, coincidentally, in October 1970; a<br />

reunion of players and coaches from 40<br />

years ago was held during the event<br />

culminating with a celebration during<br />

Monday finals day.<br />

Bendigo <strong>Volleyball</strong> Association gave a<br />

priority to marketing and presenting the<br />

Championships in an effort to increase the<br />

levels of participation both of players and<br />

supporters and raise the profile of the event<br />

within the volleyball community, and of the<br />

sport in Bendigo and beyond.<br />

A number of strategies were put in place,<br />

which included producing a series of<br />

posters and banners for use in Regional<br />

associations and the Bendigo area,<br />

establishing static displays at the<br />

Warrnambool Seaside Tournament in<br />

March and during State League and<br />

negotiating a promotional partnership with<br />

the City of Greater Bendigo and WIN TV<br />

network for the local region.<br />

The aim was to maintain and improve the<br />

standard for the future, building on the<br />

achievements of the past years and<br />

develop the Championships into a sporting<br />

event with something for participants,<br />

spectators and the region that would be<br />

capable of attracting on-going corporate<br />

support.<br />

The Bendigo <strong>Volleyball</strong> Association is<br />

congratulated on their excellent marketing<br />

and organization of the Championships and<br />

for securing a substantial level of corporate<br />

sponsorship, securing the financial success<br />

of the event and re-establishing regional<br />

television promotion for the sport. Other<br />

features included several newsletters issued<br />

prior to the event, pre-printed score sheets,<br />

sponsor show-bags including the event<br />

program in colour and large screen video<br />

“ one sport, two disciplines, one direction ”<br />

results display. The involvement of past<br />

players and administrators from the first<br />

Country Championships and a 40th<br />

birthday cake added to the formal<br />

presentation ceremony.<br />

All participating associations have<br />

supported the format with enthusiasm, with<br />

players acknowledging the standard of<br />

competition and the enjoyment they receive<br />

has increased, ensuring their continued<br />

wish to participate into the future.<br />

Organisation<br />

The <strong>Volleyball</strong> <strong>Victoria</strong> Country<br />

Championship Commission appointed<br />

Howard Williams as the Technical Delegate<br />

for the event and the <strong>Volleyball</strong> <strong>Victoria</strong><br />

Referee Commission appointed Willie<br />

Cornelis as the Referee Delegate. This year<br />

the VVI Operations Manager, Tania De<br />

Marchi, and Competitions Manager, Lauren<br />

Howes, have participated in Commission<br />

meetings and both attended the<br />

Championships to observe the event and<br />

network with association representatives.<br />

The continued development of the dynamic<br />

Country Championships web site,<br />

www.volleyballvictoria.com.au/<br />

GIP2/home.html, saw a refinement of the<br />

functionality during 2008/09 to remove<br />

some minor data handling issues from the<br />

past and the introduction of additional<br />

pages for FAQ & Case Studies and an<br />

Image Gallery. Thanks to VVCCC member<br />

Rob Straube for this work. The site allows<br />

associations to enter and register their<br />

teams, players and officials; the regulations,<br />

competition draws, accommodation and<br />

sponsor information were all displayed on<br />

the site prior to the event. The results were<br />

updated twice daily. The site recorded over<br />

500 hits over the 10 day period covering<br />

the lead-up to the weekend and the next 3<br />

days. This facility, not only simplifies the<br />

entry and registration process, but<br />

significantly reduced the lead-times<br />

normally associated with the provision of<br />

information by participating teams.<br />

The entry process required associations to<br />

register on the VVCCC website, have their<br />

VVI affiliation checked then be provided full<br />

access to complete the entry. This process<br />

could work well but does depend on<br />

associations completing their VVI affiliation<br />

early in the year. This year conditional<br />

access was provided immediately to allow<br />

the entry process to proceed and VVI asked<br />

to confirm associations’ affiliation by the<br />

close of entries. VVI should review the<br />

association affiliation process.<br />

At close of entries, 4th May 29 teams in four<br />

divisions were confirmed as follows:<br />

Men's One - 6 teams<br />

Men's Two - 10 teams<br />

Women's One - 6 teams<br />

Women's Two - 7 teams<br />

This was an increase of three teams from<br />

2008 which is encouraging. Ballarat men<br />

and women had stepped up to Division 1<br />

and Warrnambool now had teams in all<br />

divisions.<br />

Finance<br />

Securing local government and corporate<br />

cash sponsorship from Dennis Family<br />

Homes as a major sponsor, Bendigo<br />

Distribution Services, the City of Greater<br />

Bendigo and with WIN Television and radio<br />

3BO FM as supporting and media sponsors<br />

ensured the financial success of the event.<br />

Representatives of the sponsors<br />

participated in the awards ceremony, events<br />

on this scale wouldn’t be possible without<br />

the assistance of sponsors and we thank<br />

them for their support. Entry fees were kept<br />

at the same level as for 2007 & 2008, based<br />

on similar entry rates.<br />

Conclusion<br />

The Bendigo <strong>Volleyball</strong> Association is<br />

congratulated on the excellent organization<br />

of this year’s event. They maintained the<br />

high standards of recent years and raised<br />

the media profile and presentation; allowing<br />

a high standard of competition, a<br />

competitive yet friendly atmosphere and an<br />

enjoyable experience for participants. Good<br />

planning and an excellent team achieved<br />

this outcome supported by the high degree<br />

of compliance of participant associations<br />

and teams.<br />

Thank you to Murray Mansfield and the<br />

members of the Organizing Committee for<br />

all of their work in preparing for the<br />

Championship and their friendly<br />

co-operation throughout. Thank you also to<br />

the members of the Jury for an excellent job<br />

and to the Referee Delegate, Willie Cornelis,<br />

for his work in supporting and organizing<br />

the referee panel. Finally, thanks are<br />

extended to the Board and staff of <strong>Volleyball</strong><br />

<strong>Victoria</strong> for their financial and moral support<br />

and to the members of the VVCCC for their<br />

work and support prior to and during the<br />

Over 230 athletes participated in the<br />

2009 <strong>Victoria</strong>n State Team selection<br />

trials over the two weekends in<br />

February in Bendigo and Melbourne,<br />

with 10 athletes being selected in each<br />

of the 14 final teams.<br />

In 2009, it was Queensland’s turn to<br />

host the Australian Junior <strong>Volleyball</strong><br />

Championships (AJVC) with teams<br />

competing across two venues in<br />

Brisbane’s southern suburbs. And the<br />

competition across the six divisions was<br />

as fierce as ever!<br />

<strong>Victoria</strong> had an amazing five teams in<br />

the six gold medal matches and one in<br />

a bronze play-off with the results as<br />

follows:<br />

The narrow finish to the 2009 AJVC has<br />

only fuelled the team’s determination to<br />

take home more medals – and the<br />

President’s Cup – in 2010, when the<br />

AJVC heads to Perth. The success of<br />

the 2009 State Team can be attributed<br />

to the effort and passion of all athletes,<br />

coaches and support staff over the long<br />

six months of the program.

The 2009/2010 Beach <strong>Volleyball</strong> Season was the 3rd year of a 3 year<br />

agreement in which Vic Beach managed the series of events for VVI. The<br />

original agreement also included the company Epic Beach as an event<br />

provider however Epic Beach chose to pull out of this and leave Vic Beach as<br />

the sole provider of official events within <strong>Victoria</strong>.<br />

Calendar<br />

The Official Calendar saw 6 Ranking events this season from Jan-Mar,<br />

complemented by a Pairs Season Opener in October, a fancy dress 4-a-side<br />

fundraiser for Cystic Fibrosis and high profile regional events called the Virgin<br />

Blue Regional Series.<br />

The 2009-10 calendar provided more events for the top grade of our sport than<br />

in previous years but less for the lower grades. This decision was based on our<br />

desire to increase the showcase of the sport by taking it to rural communities.<br />

This hopefully will lead to increased Council and sponsor activation in years to<br />

come.<br />

Events<br />

Ranking<br />

The ranking events took a step back in set-up requirements this year. It was felt<br />

that to make them more viable, a simple yet professional set up was necessary.<br />

This decision proved to be a good one and we have since created a Standard<br />

Operation Plan to serve as a template for all ranking events in the future.<br />

Regional series<br />

The regional series was put together for the first time to promote Beach<br />

<strong>Volleyball</strong> in Regional Towns, Bendigo, Frankston, Geelong and Echuca<br />

Moama. These events are high profile platforms with elite players, premium<br />

positions and set up and created massive exposure. We also promoted social<br />

4’s and corporate teams with mixed results. We believe these events increased<br />

the profile of the sport more than ever before in the state of <strong>Victoria</strong>.<br />

<strong>Victoria</strong>n Open<br />

This seasons <strong>Victoria</strong>n Open saw 140 teams entered including 48 AAA Men’s<br />

teams and 36 AAA Women’s teams from around the country and 6 international<br />

teams. This proved a massive challenge and many administrative and<br />

operational lessons will be taken from the experience. The Finals day was held<br />

in conjunction with the St Kilda Festival and is the one day that we use to ‘sell’<br />

the sport to sponsors and supporters. From all accounts, this day was a<br />

massive success with an estimated 40,000 beach volleyball spectators from<br />

the 400,000 festival goers. Foxtel took about 5 hours of footage for a<br />

documentary and Channel 9 took 3 hours of footage for the Totally<br />

Wild program featuring <strong>Victoria</strong>n’s Tamsin Barnett/Hinchley and<br />

Cedric Legrand.<br />

We had a very productive year in<br />

2009 from a coaching course<br />

perspective. We ran three Level 1<br />

coaching courses in Metro<br />

Melbourne, two at the State <strong>Volleyball</strong><br />

Centre and one course at Melbourne<br />

Sports and Aquatic Centre. We had<br />

over 40 participants attending the<br />

Melbourne courses. Bendigo<br />

<strong>Volleyball</strong> Association requested a<br />

course in May 2009 and was well<br />

represented with 9 participants. We<br />

were also able to run a course at<br />

Deakin University for 2nd year PE<br />

teachers. <strong>Volleyball</strong> <strong>Victoria</strong> was also<br />

involved with Teachers in a number of<br />

ACHPER conferences in 2009 with<br />

both myself and Michael Brookens<br />

presenting a Level 0 course for over<br />

60 participants.<br />

During June of 2009 we were lucky<br />

enough to have Mark Lebedew: one<br />

of Australia’s most experienced and<br />

decorated <strong>Volleyball</strong> coach with over<br />

7 years coaching experience with<br />

European Club Teams and 180<br />

games with the Australian National<br />

Team. Mark Presented a coaching<br />

seminar on ‘Why we Practice’ it was<br />

very well received and we hope to<br />

present similar seminar during 2010.<br />

State <strong>Volleyball</strong><br />

It was a key focus in 2009 to increase the<br />

usage of the State <strong>Volleyball</strong> Centre (SVC)<br />

and enhance awareness and<br />

marketability of the facility. In terms of<br />

increasing court usage there were three<br />

main areas targeted:<br />

1. Social and Elite Competition growth.<br />

2. Increasing the amount of casual<br />

volleyball users where schools are a<br />

major supporter.<br />

3. Providing for other sports and activities<br />

outside traditional peak volleyball<br />

times.<br />

<strong>Volleyball</strong> at SVC is considered one sport<br />

but represented as two disciplines, Hard<br />

Court and Beach <strong>Volleyball</strong>. <strong>Volleyball</strong><br />

within the centre saw moderate growth<br />

overall of approximately 10% from 2008<br />

considering that the centre was in its<br />

second full year of operation. While the<br />

<strong>Victoria</strong>n <strong>Volleyball</strong> League remained<br />

constant in terms of teams, social<br />

competitions grew considerably. Social<br />

hard court volleyball expanded to 3 nights<br />

a week with the introduction of a men’s<br />

(open) competition on Tuesday evenings,<br />

creating three nights of competition,<br />

being Monday, Tuesday and Wednesday.<br />

While Wednesday’s continued to run with<br />

one division, Monday evening’s expanded<br />

to two divisions. The indoor hard court<br />

social competitions averaged<br />

approximately 24 teams over the 2009<br />

period. In contrast SVC’s social beach<br />

competitions maintained strong numbers<br />

over 4 nights of competition and grew by<br />

almost 20% from 115 teams to 135.<br />

Considering that Beach social<br />

competitions run from 6.30pm to<br />

10.30pm each evening, this equated to<br />

93.7% capacity. Beach volleyball<br />

competitions at SVC have become<br />

prominent amongst all levels of player<br />

across Melbourne.<br />

School usage at SVC increased<br />

considerably during 2009. Almost all<br />

schools who had booked courts<br />

previously were back and many new<br />

groups/school competitions were<br />

enquiring about and booking space.<br />

Considering there was very little<br />

advertising directed at schools, word of<br />

mouth seemed to be the centre’s<br />

strongest advocate. Regular positive<br />

feedback in regards to the facility and its<br />

equipment has been a constant since the<br />

centre opened for volleyball.<br />

Some of the larger non-volleyball<br />

activities that took place in 2009 included<br />

the Australian Junior Futsal<br />

Championships, Rowville Secondary<br />

College’s elite basketball program, a multi<br />

sport day run by Presbyterian Youth of<br />

<strong>Victoria</strong> and regular bookings from<br />

Dandenong Basketball Association.<br />

In 2009, the State <strong>Volleyball</strong> Centre finally<br />

received directional signage on both Stud<br />

road and the Monash freeway. In regards<br />

to stadium signage a considerable<br />

amount of time was spent on working<br />

with our major sponsor, Crazy Johns, to<br />

develop billboards for the exterior of the<br />

building but this objective was not<br />

reached and remains on the agenda with<br />

VV/DBA management. VV will continue to<br />

work closely with DBA towards the<br />

development of exterior signage in 2010<br />

and it will remain as one of our key<br />

initiatives going forward. Internally a<br />

comprehensive plan and stadium map<br />

was developed for wall and court signage<br />

to support future sponsorship<br />

opportunities. Molten and Crazy Johns<br />

were the first two organisations to utilize<br />

this plan and were well represented<br />

around most parts of the stadium.<br />

Towards the end of 2009, it was deemed<br />

that the management of the VV<br />

component of the facility and booking<br />

procedures needed to undergo a<br />

thorough review. The review started in the<br />

latter stages of 2009 and will cover all<br />

aspects of SVC management. A draft<br />

SVC management and procedures<br />

manual is set to be completed by mid<br />

2010 with a working version finalised by<br />

the end of 2010.

Junior Development<br />

A wide range of programs were delivered<br />

to a variety of schools, organisations and<br />

associations. VV development continues<br />

to focus on increasing levels of<br />

participation and providing avenues into<br />

structured programs. Within primary<br />

schools VV supported the Active<br />

After-School Communities program in its<br />

4th year of funding and became involved<br />

in the <strong>Victoria</strong>n Primary Schools Cup for<br />

the first time, hosting the event at SVC.<br />

Clinics at a Secondary School level<br />

focused on supplementing existing<br />

programs and creating new programs<br />

with the emphasis of supporting future VV<br />

events. A range of coach training courses<br />

were run at a number of schools on<br />

request and we continued to run PD<br />

seminars for the ACHPER conference,<br />

APS Sport and the TIMMS regional<br />

conference. In 2009 VV developed a<br />

relationship with Melbourne University<br />

and ran both Level 0 and Level 1<br />

coaching courses respectively to their<br />

Primary and Secondary Teaching<br />

courses. The courses will become an<br />

annual part of the teaching syllabus.<br />

Spikezone (modified volleyball) continues<br />

to be the key program focusing on<br />

Primary School volleyball across <strong>Victoria</strong><br />

and Australia and has again been well<br />

supported by associations and schools.<br />

Currently the program is in a review stage<br />

with VA.<br />

PICSAR Program<br />

In 2009 VV successfully applied to extend<br />

its’ PICSAR (Participation in Community<br />

sport and Active Recreation) program for<br />

a further 2 years, from July 2010 through<br />

to July 2011. The program is overseen by<br />

VicHealth and funding is provided to<br />

support a range of organizations develop<br />

partnerships and undertake activities to<br />

increase physical activity amongst<br />

disadvantaged groups and communities<br />

statewide.<br />

VV applied for and received $30,000 for<br />

each of the two years, increasing from<br />

$15,000 per annum for the 2007 to 2009<br />

period. The programs focus is to<br />

‘increase participation in community sport<br />

and active recreation, particularly for<br />

“ one sport, two disciplines, one direction ”<br />

people with disabilities and those from<br />

low socio-economic, indigenous and new<br />

arrival communities’. While the first two<br />

years saw VV target the local African<br />

communities with varied success, the<br />

programs’ focus shifted in early 2009 to<br />

include all new arrival groups and<br />

refugees across the greater Melbourne<br />

region. Some of our major partners<br />

included the City Of Greater Dandenong,<br />

the Centre for Multicultural Youth,<br />

Spheres of Influence, <strong>New</strong> Hope from the<br />

Werribee region, the local Migrant<br />

Resource Centre, Leisure Link Up and<br />

both Language Schools and mainstream<br />

schools with high numbers of students<br />

from new arrival communities. During the<br />

2009 period of funding a number of<br />

programs were successfully ran which<br />

included:<br />

An eight week program at the Westall<br />

English Language School.<br />

A three day holiday camp in April at<br />

Noble Park English Language School<br />

A Single day tournament at the State<br />

<strong>Volleyball</strong> Centre in partnership with the<br />

<strong>New</strong> Hope organization for Burmese<br />

women from several regions of<br />

Melbourne.<br />

Joint come and try sessions with<br />

Dandenong Basketball Association for<br />

Sudanese youth.<br />

Support for several community sport and<br />

cultural events.<br />

The program hopes to replicate and build<br />

on its successes in 2009 when looking<br />

towards 2010 and the future. With<br />

additional funding there will be more<br />

scope to work closer with these<br />

communities and support them into<br />

mainstream volleyball programs.<br />

The VVRC exists to:<br />

• Co-ordinate referee activity within<br />

<strong>Victoria</strong>;<br />

• Conduct National Officiating<br />

Accreditation Scheme (NOAS)<br />

Level 1 & 2 courses;<br />

• Provide opportunities to enable<br />

referees to maximise their<br />

refereeing potential.<br />

2009 saw some of the most significant<br />

changes to rules in recent times.<br />

There was significant impact on those<br />

rules relating to the net and<br />

substitutions, with some major<br />

changes for the 2nd referee as a<br />

result. Interpretations and the actual<br />

rules were very slow on coming out<br />

from the International body which<br />

delayed the promulgation of these<br />

rules nationally.<br />

Support to Events<br />

The main events supported by<br />

referees include the following:<br />

Australian <strong>Volleyball</strong> League<br />

The 2009 AVL season consisted of a<br />

series of tournaments for both the<br />

Men and Women. In both cases the<br />

finals were conducted in Melbourne.<br />

Women - The Women’s season was<br />

conducted as a series of<br />

tournaments in 4 states in May and<br />

June with the finals in July. The<br />

Melbourne leg was conducted on<br />

June 27 & 28 and the finals were<br />

conducted on July 25 & 26. Both<br />

rounds relied on <strong>Victoria</strong> for officials,<br />

which the VVRC was able to<br />

accommodate, with a Referee<br />

Delegate coming from interstate.<br />

Men - The Men’s AVL season was<br />

conducted as a series of<br />

tournaments in 3 states in October<br />

and November with the finals in<br />

Melbourne in December. The<br />

Referee Delegate was provided<br />

from interstate and interested<br />

National AAA referees from<br />

interstate were also invited to<br />

attend. This meant the AVL finals<br />

utilised <strong>Victoria</strong>n Referees in<br />

conjunction with interstate referees<br />

who paid their own way to have the<br />

opportunity to referee at the highest<br />

possible standard. There were three<br />

games on the Saturday (all<br />

qualifying matches for the Sunday)<br />

and the Gold and Bronze medal<br />

matches on the Sunday.<br />

Both competitions were well<br />

organised, with plenty of notice. I<br />

would like to thank all the referees<br />

that made themselves available for<br />

these events.<br />

• <strong>Victoria</strong>n <strong>Volleyball</strong> League<br />

We continued to have a small<br />

number of new referees this season,<br />

although as in the past, most of<br />

these are players. It is pleasing to<br />

see a number of young referees<br />

keenly involved, particularly in<br />

Junior VVL. However, the biggest<br />

issue confronting refereeing is the<br />

aging demographic.<br />

• Country Championships<br />

Willie Cornelis was the Referee<br />

Delegate for the Country<br />

Championships in 2009. The<br />

Country Championships continues<br />

to be run in a very professional<br />

manner and provides a good<br />

opportunity for referees to be<br />

assessed and upgraded.<br />

• National Juniors<br />

National Juniors was held in<br />

Brisbane in 2009. <strong>Victoria</strong> was able<br />

to provide 5 of the 7 referees<br />

required.

young referees to gain their required<br />

number of games for National<br />

Schools Cup.<br />

• Chinese University tour – August<br />

2009<br />

A Chinese University team toured<br />

<strong>Victoria</strong> in August and played a<br />

number of games against the<br />

Honors teams from VVL. The VVRC<br />

provided referees to support these<br />

matches.<br />

• Cossacks tournament in October<br />

Three referees were provided for a<br />

Cossacks tournament in early<br />

October.<br />

• Trans Tasman<br />

The Australian Youth Women’s<br />

squad competed against <strong>New</strong><br />

Zealand in a series of matches in<br />

October for the Jenny Kirk Cup.<br />

The VVRC provided referees for<br />

these matches at no cost.<br />

Courses<br />

The VVRC ran a number of courses in<br />

2009. Courses were run in all rural<br />

and metropolitan regions. Courses are<br />

aligned with the <strong>Victoria</strong>n and<br />

The VVRC Referee of the Year was<br />

awarded to Rob Szydlowski. The<br />

VVRC Award for Contribution to<br />

Refereeing was awarded to Caitlin<br />

Dobson.<br />

Overseas Appointments<br />

Liz Pollock attended the 1st round of<br />

the World Qualification tournaments in<br />

<strong>New</strong> Zealand in April. Rob<br />

Szydlowski attended the World<br />

University Games in Bulgaria.<br />

Catriona Tweedie had a number of<br />

overseas beach tournament<br />

appointments and Kevin Lentin has<br />

one appointment.<br />

Referee Upgrades at National level.<br />

This year David Rosamilia was<br />

upgraded to National AA.<br />

NOAS Scholarship<br />

Robert Szydlowski successfully<br />

completed his NOAS scholarship in<br />

2009. Rob attended an International<br />

Referees course in Thailand in May<br />

2009 followed by a number of<br />

National events as part of this<br />

scholarship.<br />

The VVRC would like to thank VVI for<br />

their wonderful support to the<br />

referees through all levels of<br />

competition.<br />

The year of 2009 at <strong>Volleyball</strong> <strong>Victoria</strong><br />

Incorporated (VVI) was one of the<br />

most challenging years the Board has<br />

ever experienced. As many of<br />

members will know VVI finances have<br />

been quite stable for a number of<br />

years and given that the accounts<br />

were independently audited each<br />

year without issue all appeared to be<br />

traveling ok as we moved into the<br />

2009 year. Although on the surface<br />

the financials appeared to be stable it<br />

wasn’t until the change of senior<br />

management in October that brought<br />

out several critical areas that needed<br />

to be urgently addressed by the<br />

board.<br />

To ensure that the governance and<br />

member accountability was in place<br />

the Board moved quickly with<br />

corrective actions including the<br />

following:<br />

• Request for an interim audit<br />

immediately after the outgoing<br />

executive director had completed<br />

his tenure.<br />

• Focus on the recovery of a large<br />

amount of old debtors to improve a<br />

critical cash flow.<br />

• The appointment of a finance sub<br />

committee who were required to<br />

immediately develop or refine and<br />

implement financial policies.<br />

• The rebuilding of key stakeholder<br />

relationships.<br />

• The change of management to<br />

focus towards a commercial return<br />

for the association.<br />

The interim audit and review of the<br />

accounts and bank accounts<br />

identified a number of anomalies that<br />

were in contradiction to the<br />

constitution and against standard<br />

accounting practices. Actions were<br />

immediately taken to resolve all of the<br />

following items:<br />

• The correct operation of VVI Bank<br />

Accounts.<br />

• The management of VVI assets.<br />

• The lack of cash collection against<br />

debtors.<br />

• Not keeping the proper records for<br />

Creditors.<br />

• The lack of provision of regular pay<br />

slips to employees.<br />

• The failure to resolve outstanding<br />

financial issues with stakeholders.<br />

The end result of these issues<br />

combined with the final audit<br />

recommendations and adjustments<br />

will see the association record a<br />

significant deficit this year. However<br />

with a strong focus on cash flow and<br />

profitability, the management with<br />

board approval has implemented a<br />

conservative budget for 2010 which<br />

will provide sufficient surplus to begin<br />

the rebuilding of the organisation.<br />

The new commercial focus of the<br />

association has already shown<br />

significant results with an increase in<br />

sponsors from 2 to 8 and sponsorship<br />

revenue to an additional $50,000 per<br />

year, with much more in the pipeline<br />

Based on the identified outcomes of<br />

the accounting review conducted<br />

from September 2009 until April 2010<br />

which highlighted that our auditors<br />

should have raised several concerns<br />

much earlier than 2009 and that our<br />

Banking service provider should have<br />

been more diligent to enforce<br />

signatory authorities the Board is<br />

recommending at the AGM a change<br />

of both Association Auditor and Bank<br />

supplier to be identified by the<br />

management and approved by the<br />

board in the appropriate future.<br />

As we move into the <strong>New</strong> Year, we<br />

look forward to a financially strong<br />

and stable Association which will<br />

result in improved sport development<br />

opportunities with increased<br />

operational profits used to assist the<br />

youth of our sport. At this time I would<br />

express special thanks to the<br />

Australian <strong>Volleyball</strong> Federation,<br />

<strong>Victoria</strong> <strong>Volleyball</strong> Development Trust<br />

and the Dandenong Basketball<br />

Association for their continued<br />

support with the new management<br />

focus.

financial year amounts to $(74,114) (2008: $38,384<br />

surplus). A review of the operations of the Association<br />

during the financial year and the results of those<br />

operations are included in the financial statements.<br />

Significant Changes in State of Affairs<br />

No significant changes in the Association’s state of<br />

affairs occurred during the financial year.<br />

Future Developments.<br />

No matters or circumstances have arisen since the<br />

end of the financial year which significantly affected or<br />

association, the results of those operations, or the<br />

state of affairs of the Association in future financial<br />

We have audited the accompanying<br />

financial report of <strong>Volleyball</strong> <strong>Victoria</strong><br />

Incorporated, which comprises the<br />

statement of financial position as at<br />

31 December 2009, and the<br />

statement of comprehensive income,<br />

statement of changes in equity and<br />

statement of cash flows for the year<br />

then ended, a summary of significant<br />

accounting policies and other<br />

explanatory notes and the statement<br />

by members of the board.<br />

Board’s Responsibility for the<br />

Financial Report<br />

The board of the association is<br />

responsible for the preparation and<br />

fair presentation of the financial report<br />

in accordance with Australian<br />

Accounting Standards (including the<br />

Australian Accounting Interpretations)<br />

and are consistent with the financial<br />

reporting requirements of the<br />

Associations Incorporation Act<br />

<strong>Victoria</strong> 1981 and are appropriate to<br />

meet the needs of the members. The<br />

board’s responsibilities also include<br />

establishing and maintaining internal<br />

control relevant to the preparation and<br />

fair presentation of the financial report<br />

that is free from material<br />

misstatement, whether due to fraud or<br />

error; selecting and applying<br />

appropriate accounting policies; and<br />

making accounting estimates that are<br />

Our responsibility is to express an<br />

opinion on the financial report based<br />

on our audit. We conducted our audit<br />

in accordance with Australian<br />

Auditing Standards. These Auditing<br />

Standards require that we comply<br />

with relevant ethical requirements<br />

relating to audit engagements and<br />

plan and perform the audit to obtain<br />

reasonable assurance whether the<br />

financial report is free from material<br />

misstatement.<br />

An audit involves performing<br />

procedures to obtain audit evidence<br />

about the amounts and disclosures in<br />

the financial report. The procedures<br />

selected depend on the auditor’s<br />

judgment, including the assessment<br />

of the risks of material misstatement<br />

of the financial report, whether due to<br />

fraud or error. In making those risk<br />

assessments, the auditor considers<br />

internal control relevant to the entity’s<br />

preparation and fair presentation of<br />

the financial report in order to design<br />

audit procedures that are appropriate<br />

in the circumstances, but not for the<br />

the effectiveness of the entity’s<br />

Basis for Qualified Auditor’s<br />

Opinion<br />

As is common for organisations of this<br />

type, it is not practical for <strong>Volleyball</strong><br />

<strong>Victoria</strong> Incorporated to maintain an<br />

effective system of internal control<br />

over the income until the initial entry in<br />

the accounting records. Accordingly,<br />

our audit in relation to income was<br />

limited to amounts recorded.<br />

Qualified Audit Opinion<br />

In our opinion, except for the effect of<br />

such adjustments, if any, as might<br />

have been determined necessary had<br />

the limitation discussed in the<br />

qualification paragraph not existed,<br />

the financial report of <strong>Volleyball</strong><br />

<strong>Victoria</strong> Incorporated is in accordance<br />

with Australian Accounting Standards<br />

(including the Australian Accounting<br />

Interpretations), the Associations<br />

Incorporation Act <strong>Victoria</strong> 1981 and<br />

presents a true and fair view of the<br />

association's financial position as at<br />

31 December 2009 and its financial<br />

performance and its cash flows for<br />

Uncertainty Regarding<br />

Continuation as a Going Concern<br />

Without further qualifying our opinion,<br />

we draw attention to Note 1(a) in the<br />

financial report which indicates that<br />

the Association incurred a net loss of<br />

$74,114 during the year ended 31<br />

December 2009. This result, along<br />

with other matters set forth in Note 1,<br />

indicate the existence of some<br />

uncertainty that may cast some doubt<br />

about the Association’s ability to<br />

The financial report is a general purpose financial report that has been prepared in accordance<br />

with Australian Accounting Standards, Australian Accounting Interpretations, other authoritative<br />

pronouncements of the Australian Accounting Standards Board and the requirements of the<br />

Association Incorporation Act 1981 of <strong>Victoria</strong>.<br />

The financial report covers <strong>Volleyball</strong> <strong>Victoria</strong> Incorporated as an individual entity. <strong>Volleyball</strong><br />

<strong>Victoria</strong> Incorporated is an association incorporated in <strong>Victoria</strong> under the Association Incorporations<br />

Act 1981.<br />

The financial report of <strong>Volleyball</strong> <strong>Victoria</strong> Incorporated as an individual entity complies with all<br />

Australian equivalents to International Financial Reporting Standards (AIFRS) in their entirety.<br />

The following is a summary of the material accounting policies adopted by the Association in the<br />

preparation of the financial report. The accounting policies have been consistently applied, unless<br />

otherwise stated.<br />

Reporting Basis and Conventions<br />

The financial report has been prepared on an accruals basis and is based on historical costs<br />

modified by the revaluation of selected non-current assets, and financial assets and financial<br />

liabilities for which the fair value basis of accounting has been applied.<br />

Accounting Policies<br />

(a) Going concern<br />

As at 31 December 2009 the Association recorded a net loss of $74,114 and a net cash inflow from<br />

operating activities of $50,361 for the year. The Association has a net asset position of at 31<br />

December 2009. A conservative approach to the recovery of debts has seen a provision for<br />

doubtful debts of $23,720.<br />

These factors although quite different from previous years reflect a much more conservative<br />

position of the association than would have been projected in past years. The Directors considered<br />

the above factors and believe it is appropriate to prepare the financial statements on a going<br />

concern basis.<br />

Operational Strategies<br />

The budget for the 2010 financial year projects a return to profitability.<br />

The organisation has employed a Commercial Officer whose role it is to focus on revenue<br />

generating activities and stakeholder relationships. This role with the renewed governance put in<br />

place by the Board of directors strengthens the ability for the organisation to meet it's financial<br />

goals and 2010 budget.<br />

Financial<br />

The organisation has met its debts as and when they fall due or in accordance with agreed<br />

payment plans and is in compliance with all regulatory requirements.<br />

The organisation continues to enjoy the support of the <strong>Victoria</strong>n <strong>Volleyball</strong> Trust, Dandenong<br />

Basketball Association and the Australian <strong>Volleyball</strong> Federation.<br />

As a consequence, the directors believe that a "going concern" basis is appropriate for these<br />

financial statements.<br />

In the event the organisation is not successful in the implementation of these strategies or does not<br />

produce a surplus in 2010 there could be some uncertainty as to whether the organisation could<br />

continue as a going concern.

(b) Income Tax<br />

The Association is exempt from income tax under section 50-45 of the Income Tax<br />

Assessment Act 1998.<br />

(c) Inventories<br />

Inventories are measured at the lower of cost and net realisable value.<br />

(d) Property, Plant and Equipment<br />

Each class of property, plant and equipment is carried at cost or fair value less,<br />

where applicable, any accumulated depreciation and impairment losses.<br />

Property, Plant and equipment<br />

Property, plant and equipment is measured on a cost basis less depreciation and<br />

impairment losses.<br />

The carrying amount of property, plant and equipment is reviewed annually by the<br />

Association to ensure it is not in excess of the recoverable amount of those assets.<br />

The recoverable amount is assessed on the basis of expected net cash flows,<br />

which will be received from the asset’s employment and subsequent disposal.<br />

Depreciation<br />

The depreciable amount of all fixed assets including building, is depreciated on a<br />

straight-line basis over their useful lives commencing from the time the asset is held<br />

ready for use. Leasehold improvements are depreciated over the shorter of either<br />

the unexpired period of the lease or the estimated useful lives of the improvements.<br />

The depreciation rates used for each class of depreciable assets are:<br />

The assets’ residual values and useful lives are reviewed and adjusted, if<br />

appropriate, at each balance date.<br />

the asset’s carrying amount is greater than its estimated recoverable amount.<br />

Gains and losses on disposals are determined by comparing proceeds with the<br />

carrying amount. These gains or losses are included in the income statement.<br />

When revalued assets are sold, amounts included in the revaluation reserve<br />

relating to that asset are transferred to retained earnings.<br />

(e) Leases<br />

Lease payments for operating leases, where substantially all the risks and benefits<br />

remain with the lessor, are charged as expenses in the periods in which they are<br />

incurred.<br />

(f) Financial Instruments<br />

Recognition<br />

Financial instruments are initially measured at cost on trade date, which includes<br />

transaction costs, when the related contractual rights or obligations exist.<br />

Subsequent to initial recognition these instruments are measured as set out below.

Loans and receivables are non-derivative financial assets with fixed or determinable payments that<br />

are not quoted in an active market and are stated at amortised cost using the effective interest rate<br />

method.<br />

Financial liabilities<br />

Non-derivative financial liabilities are recognised at amortised cost, comprising original debt less<br />

principal payments and amortisation.<br />

Fair value<br />

Fair value is determined based on current bid prices for all quoted investments. Valuation<br />

techniques are applied to determine the fair value for all unlisted securities, including recent arm’s<br />

length transactions, reference to similar instruments and option pricing models<br />

Impairment<br />

At each reporting date, the group assesses whether there is objective evidence that a financial<br />

instrument has been impaired. Impairment losses are recognised in the income statement.<br />

(g) Impairment of Assets<br />

At each reporting date, the Association reviews the carrying values of its tangible and intangible<br />

assets to determine whether there is any indication that those assets have been impaired. If such an<br />

indication exists, the recoverable amount of the asset, being the higher of the asset’s fair value less<br />

carrying value over its recoverable amount is expensed to the income statement.<br />

(h) Employee Benefits<br />

Provision is made for the Association’s liability for employee benefits arising from services rendered<br />

by employees to balance date. Employee benefits that are expected to be settled within one year<br />

have been measured at the amounts expected to be paid when the liability is settled, plus related<br />

on-costs. Employee benefits payable later than one year have been measured at the present value<br />

of the estimated future cash outflows to be made for those benefits.<br />

(i) Provisions<br />

Provisions are recognised when the Association has a legal or constructive obligation, as a result of<br />

past events, for which it is probable that an outflow of economic benefits will result and that outflow<br />

can be reliably measured.<br />

(j) Cash and Cash Equivalents<br />

Cash and cash equivalents include cash on hand, deposits held at call with banks, other short-term<br />

highly liquid investments with original maturities of three months or less, and bank overdrafts. Bank<br />

overdrafts are shown within short-term borrowings in current liabilities on the balance sheet.<br />

(k) Revenue<br />

Sponsorship revenue is recognised when received.<br />

Interest revenue is recognised on a proportional basis taking into account the interest rates<br />

applicable to the financial assets.<br />

Revenue from the rendering of a service is recognised upon the delivery of the service to the<br />

customers.<br />

All revenue is stated net of the amount of goods and services tax (GST).

(l) Borrowing Costs<br />

All borrowing costs are recognised in the income statement in the period in which<br />

they are incurred.<br />

(m) Goods and Services Tax (GST)<br />

Revenues, expenses and assets are recognised net of the amount of GST, except<br />

where the amount of GST incurred is not recoverable from the Australian Taxation<br />

Office. In these circumstances, the GST is recognised as part of the cost of<br />

acquisition of the asset or as part of an item of the expense. Receivables and<br />

payables in the balance sheet are shown inclusive of GST.<br />

Cash flows are presented in the cash flow statement on a gross basis, except for<br />

the GST component of investing and financing activities, which are disclosed as<br />

operating cash flows.<br />

(n) Comparative Figures<br />

When required by Accounting Standards, comparative figures have been adjusted<br />

to conform to changes in presentation for the current financial year.<br />

Critical accounting estimates and judgments<br />

The members of the committee evaluate estimates and judgments incorporated<br />

into the financial report based on historical knowledge and best available current<br />

information. Estimates assume a reasonable expectation of future events and are<br />

based on current trends and economic data, obtained both externally and within<br />

the association.<br />

Key estimates — Impairment<br />

The Association assesses impairment at each reporting date by evaluating<br />

conditions specific to the association that may lead to impairment of assets. Where<br />

an impairment trigger exists, the recoverable amount of the asset is determined.<br />

Value-in-use calculations performed in assessing recoverable amounts incorporate<br />

a number of key estimates.<br />

There were no specific contingent liabilities or requirements as at 31 December<br />

2009.<br />

NOTE 17: EVENTS SUBEQUENT TO BALANCE DATE<br />

(a) There were no matters that have arisen since the end of the year, which<br />

significantly affect or may affect the operations of the Association, the results<br />

of those operations, or the state of affairs in subsequent years.<br />

(b) The financial report was authorised for issue on 17th May 2010 by the<br />

Members of the Board.<br />

NOTE 18: FINANCIAL INSTRUMENTS<br />

The association’s financial instruments consist mainly of deposits and loans with<br />

banks, accounts receivable and payable. The association does not have any<br />

derivative instruments at 31 December 2009.<br />

The main risks the group is exposed to through its financial instruments are credit<br />

risk and liquidity risk.<br />

(a) Interest Rate Risk<br />

The Association has minimal exposure to interest rate risk, which is the risk that a<br />

financial instrument’s value will fluctuate as a result of changes in market interest<br />

rates and the effective weighted average interest rates of those classes of financial<br />

assets and financial liabilities. This risk was not considered material at balance<br />

date and therefore no sensitivity analysis was performed.<br />

(b) Credit Risk<br />

The maximum exposure to credit risk, excluding the value of any collateral or other<br />

security, at balance date to recognize financial assets is the carrying amount, net of<br />

any provisions for doubtful debts, as disclosed in the balance sheet and notes to<br />

the financial statements. The Association does not have any material credit risk<br />

exposure to any single debtor or group of debtors under financial instruments<br />

entered into by the Association.<br />

The committee members control the capital of the association in order to maintain a good<br />

debt-to-equity ratio and to ensure that the association can fund its operations and continue as a<br />

going concern.<br />

The association’s debt and capital includes financial liabilities, supported by financial assets. There<br />

are no externally imposed capital requirements.<br />

The committee members effectively manage the association’s capital by assessing the association’s<br />

financial risks and adjusting its capital structure in response to changes in these risks and in the<br />

market. These responses include the management of debt levels.<br />

There have been no changes in the strategy adopted by management to control the capital of the<br />

association since the prior year. This strategy is to ensure that there is sufficient cash to meet trade<br />

and sundry payables and borrowings.
