PRESIDENT | CEO
UPDATE
Terri Kimble
CEO
PRESIDENT | CEO
The work of the Chandler Chamber of Commerce is more important now,
than ever before.
Every day, we are working hard to be a resource of fact-based data,
information, and education. We are advocating for policies and strategies that
will help our members through these difficult times. We are leading by example, by
following local, state, and federal guidelines.
Today, we must plan for a robust economic recovery. Now is the time when chambers
can make the biggest difference and live up to our historical reputation of being your
champion of business sustainability and resiliency.
This month marks my 10th year as President/CEO at the Chandler Chamber of
Commerce. I am very proud to be serving as the longest CEO at the Chandler Chamber
of Commerce. I am blessed by an astute group of Board of Directors that continue to
guide and create the vision as we move forward.
The Chandler Chamber Board of Directors recently adopted its revised Strategic Plan
for 2021 and Beyond. We are excited about the direction as it is truly a collaboration of
the Chandler Business community.
2021 & Beyond Chandler Chamber Strategic Plan
Introduction
This document represents an
intention to advance the Chandler
Chamber’s reputation by developing
goals and measurements that
are ambitious but attainable, are
fiscally responsible yet continue to
improve on the quality of policy and
advocacy on issues facing business
and the community at large and
the impact to the community. The
document provides guidance on the
implementation and management
of the strategy using action planning
to achieve the overarching vision and
stay true to the mission. This strategic
plan has the support of the Chamber
of Commerce Board of Directors,
members and staff regarding these
goals and strategies to advance the
Chamber into the future.
History
With a history dating back to
1912, the Chandler Chamber of
Commerce has an influential and
respected voice in the community
and province. This foundation
provides an ideal position to
effectively advocate for their
members and the business
environment. Relying on the
experience and expertise of an
extensive network of business and
community leaders, we work with
all three levels of government,
various economic development
entities and other partners to
ensure the voice of business is
heard at a local, regional and
national level.
The Chandler Chamber of
Commerce is an award-winning
organization that continually strives
to meet and exceed the needs of
our members. Representing over
170,000 employees in Chandler, the
Chandler Chamber of Commerce
is the third largest Chamber in the
State of Arizona. The chamber is an
active business organization engaged
in policy development and advocacy
that affects the competitiveness of its
members and their global reach.
Purpose of the
Strategic Plan
The purpose of this strategic plan is
to guide efforts in the advancement
of the Chandler Chamber of
Commerce. Recognizing that the
world around us is constantly
changing, the Chamber has
developed this strategic plan by
setting clearly defined goals and
measurements, and a strategic
agenda/operating plan to anticipate
and respond to the ever changing
business environment to capitalize
opportunities to advance the
Chamber.
The process began with our
Annual Membership Survey,
input from key community and
elected officials, information
gathered from our industry round
tables, and Annual Board, Staff
and Ambassador Retreats. After
compiling all the necessary data,
input, and comments, we identified
the strengths of the Chamber
to build upon as well as areas of
opportunity as we designed the plan.
We also looked at issues related
to government, community social
trends that were happening in our
community, technology, workforce
needs, and our member/business
trends. The Chamber is known for its
strong commitment to the business
community through engagement and
strong connections within Chandler.
BOARD
CHAIR
I t’s hard to believe we’re halfway through
2021! It’s been a year of change and
moving quickly for just about everyone.
The Chamber Board of Directors and staff
have been changing with the times, and I
wanted to share a little
“
bit about what the Board
has been working on and
what that means to our
members.
First and foremost, the
Ostrich Festival is back
in a big way! For the first
time ever we’re holding
our signature event
over two weekends and
including a special St.
Patty’s Day celebration.
This has been an
enormous undertaking as
We continue to
offer businesses
everything from
education and
advocacy to
networking and
events.
our committee worked through contracts,
dates and details to find a way to make this
work for the community, staff, volunteers
and partners. We appreciate your patience,
and hope you’ve marked your calendars
for March 11-20, 2022!
Like most businesses this year, the
board is reviewing internal processes. Our
Program & Events committee took a hard
look at everything we do to make sure
the Chamber is fiscally responsible and
healthy, while meeting the diverse needs
of our membership. We continue to offer
businesses everything from education and
advocacy to networking and events.
Meanwhile managing events has been
a moving target. We’ve transitioned from
online networking to a hybrid process
allowing in-person meetings while
maintaining online access. Our staff deserves
huge kudos for constantly adjusting to meet
the needs of all our members.
The Chamber has
recently requested our City
government join other Valley
communities in passing an
Anti-Discrimination ordinance.
Following our How We
Stand governing document,
the Board of Directors
unanimously voted to forward
on this request as a public
statement that Chandler
is committed to a diverse
and welcoming business
environment as we compete
with companies across the globe.
Finally, if you aren’t aware, the Chamber
moved to great new space right in the
heart of Downtown Chandler at 101 E.
Commonwealth. This location makes
the Chamber even more open and
accessible, especially as social distance
restrictions are easing.
And that’s just halfway through the
year! The next six months will be just as
busy (or even more so), but we’d love to
hear your ideas as we look at continuous
improvement. Feel free to drop me a line or
call the Chamber to let us know how we can
help you make 2022 a landmark year!
“
10 Years!
Happy Anniversary
to our President & CEO Terri Kimble
who celebrates 10 years at the Chandler
Chamber this month (June 20th).
We hope you’ll join us in congratulating
her on a decade of success and support for
Chandler businesses.
Chandler High School Student Returns to Roots
Dr. Osama Niazi, an
electrophysiologist at the newly
opened Heart Arrhythmia Center
at Dignity Health Chandler
Regional Medical Center, is proud
to be giving back to his hometown
and the hospital that inspired him
to enter the medical field. Back
in 2002, Dr. Niazi was a student
at Chandler High School and
spent the summer volunteering at
Chandler Regional. Dr. Niazi was
part of the hospital’s prestigious
“Volunteen Program” which gives
aspiring health care professionals
an inside look of how a medical
center operates.
Following this e xperience, Dr.
Niazi went on to earn a medical
degree from A.T. Still University
of Health Science. He then went
on to complete his residency
and cardiovascular disease
fellowship at Rutgers New Jersey
Medical School, and cardiac
electrophysiology fellowship
at New York University Medical
Center.
After eight years on the East
Coast, Dr. Niazi was ready to come
home. When he returned to
Chandler, he had the opportunity
to help develop the Heart
Arrhythmia Center at Dignity
Health Chandler Regional Medical
experience to be able to now treat
complex cardiovascular conditions
in patients at the same hospital
that ignited his love of medicine.
FROM
THE
MAYOR
Chandler Mayor
Kevin Hartke
One of my first major
accomplishments as Mayor
was launching the first-ever
Strategic Framework with
Council in 2019. Over the past
two years, City staff has taken
direction from this framework to
create, reimagine and execute
several projects and initiatives
throughout the community that
add to Chandler’s exceptional
quality of life.
Through the challenges and
events that occurred in 2020,
and with the addition of two
new Councilmembers, Council
identified a need to update
this framework to better
reflect the emerging needs and
priorities of our residents and
businesses. The original five
areas of focus included infill
and redevelopment, innovation
and technology, mobility,
neighborhoods and quality of life.
Some of the major changes to the
updated framework
include:
• A more
prominent
commitment to
diversity, equity
and inclusivity
through an
update to
Chandler’s Brand Statement;
• Broadened the focus area on
infill and redevelopment and
renamed it, “economic vitality,”
to ensure as our community
continues to grow, so do our
tools and practices;
• A more distinct focus
on higher education,
workforce development and
entrepreneurship programs
to feed a talent pipeline
for employers and create
opportunities for residents.
It was important to Council
that we celebrate Chandler’s
history and diversity by making
it a major part of the foundation
that guides us as we plan for
the future. A high quality of
life, diverse job opportunities
and safe neighborhoods are at
the forefront of our priorities.
Through public and private
partnerships, participation at
the state and national levels
and constant civic engagement,
we will continue to invest in the
necessary improvements and
changes to remain a community
of innovation.
Chamber Encourages
Non-Discrimination
Ordinance
All people living, working, and visiting the City of Chandler
unequivocally deserve to be treated with dignity and respect. The
Chandler Chamber of Commerce asks you to institute an antidiscrimination
statute promoting equality, diversity, and inclusion
in our city, as described in the Chamber’s 2021 How We Stand
Legislative Guide.
Following other Arizona cities which have adopted anti and nondiscrimination
ordinances, Chandler is now the largest city in Arizona
without an ordinance. Instituting an antidiscrimination statute
would build on the significant measures Chandler’s Diversity Office
has taken to promote an inclusive community, and clearly signal to
businesses and individuals that we are committed to protecting the
rights of all people.
For the Chamber, which represents the interests of more than
170,000 people employed by businesses operating in Chandler,
instituting an anti-discrimination statute is essential to the continued
vitality and competitiveness of our City within the Phoenix
Metropolitan Area. Entrepreneurs and businesses consider many
factors in deciding where to invest, and the city of Chandler should
continue to meet those needs through its leadership and policy.
On behalf of the members of the Chandler Chamber of
Commerce, we ask the City of Chandler to institute an antidiscrimination
ordinance to formalize our commitment to equality,
diversity, and inclusion for the benefit of all of us living, working, and
enjoying all the City of Chandler has to offer.
We would like to work with the Mayor, Council, and staff to
collaboratively develop a thoughtful and fair ordinance that
addresses the needs of our city and of Chandler’s business
community.
The time is right for Chandler to step
forward as a leader in respecting the value
of each citizen and continuing to foster an
inclusive and respectful community.
Inclusion and equality are
fundamental rights and every citizen
of Chandler deserves to be treated
with dignity and respect.
This ordinance reinforces our
commitment to diversity, equity and
inclusion within our community.
This ordinance strikes a fair and
reasonable balance of supporting
inclusion in the community while
protecting the first amendment rights
of businesses and associations.
The approval of this ordinance is a good
business practice as demonstrated
by the adoption of similar policies by
Chandler’s large employers such as Intel,
Paypal, NXP, Wells Fargo, Chamber of
Commerce, and many others.
Adoption of this ordinance will spur
economic development.
Approval of this ordinance adds
Chandler to a growing list of other
Arizona cities who have adopted a
similar ordinance including Phoenix,
Tucson, Flagstaff, Tempe, Winslow,
Sedona, and, most recently, Mesa.
While the values of diversity and
inclusion are inherent in Chandler, the
ordinance manifests the commitment
of Chandler to these values.
This ordinance reflects Chandler’s
commitment to the movement
for inclusion and protection of
fundamental rights that we see
moving through the nation. It places
Chandler at the forefront of this
movement.
Chandler remains a great place to
live, work, and play with adoption
of this nondiscrimination ordinance
substantiates Chandler’s commitment
to these ideals.
The Chandler Human Relationship
Commission has expressed a need for a
non-discrimination ordinance to further
Chandler’s commitment to inclusion
and to support our diverse citizenry.
The Chandler Chamber supports the
adoption of a non-discrimination
ordinance as an added value for
economic development in Chandler.
WHY WE CELEBRATE
JUNE
TEENTH
FREEDOM
DAY
ALAFIA LONG | PAYPAL
1865
On Monday morning, June 19, 1865, a Union
Major General by the name of Gordon Granger
reached his destination of Galveston, Texas
with a very important task at hand. He was to
immediately assume control of 2000 soldiers
and convey a simple message to the 250,000
enslaved people who had yet to receive the
news:” You are free!”
Abraham Lincoln’s Emancipation Proclamation
had made it true on January 1, 1863,
but the actual enforcement of
the Proclamation relied on
Union troops advancing in to
Confederate territory. Two
and a half years later, General
Granger’s Galveston arrival
signaled the beginning of the
end of the legality of slavery,
liberated the most remote
slave state in the Confederacy,
and gave us the “Juneteenth”
holiday.
Affectionately referred to as “Jubilee
Jubilee
Day
Celebrate
Freedom
6/19
Day,” Juneteenth is observed and celebrated
annually on June 19 throughout the United
States, as a day of joy, freedom, and jubilation.
While early celebrations doubled as politically
themed rallies and voting tutorials for freed
men, modern Juneteenth celebrations are
centered on family and togetherness, evident in
the holiday’s gatherings.
Juneteenth’s importance is often understated,
as the day commemorates one of the
single greatest turning points in
American history, one that changed
the lives and futures of Black
Americans for generations to
come.
The Chandler Chamber’s
Diversity, Equity, and Inclusion
committee embraces this
celebration of freedom and
would like to encourage everyone
to join in the spirit of family and
jubilation for the Juneteenth holiday.
Preparing for
ARIZONA
MONSOONS
Advice from SRP
1
Monsoon season in
Arizona is here. Stay
informed about outages.
SRP customers have many ways to
stay informed during an outage:
• Sign up for free outage alerts.
We’ll text or email you if
the power goes out in your
neighborhood. Get notified
about outage causes, about
estimated restoration times and
when power is restored.
• Download the SRP Power mobile
app on iOS or Android. Use the
app to report an outage, or use
the interactive outage map to
see areas without power, the
number of customers affected,
the outage cause and estimated
restoration times.
• Bookmark the SRP outage map.
It’s a great resource to check for
outage updates and details.
• Follow SRP on Twitter and
Facebook to get live updates
during big storms.
Whichever communication
options you prefer, be sure to sign
up, download, bookmark or follow
now so that you’re ready if and
when the power goes out.
2
Create a storm safety kit.
Before the first storm hits, prepare
an outage safety kit that includes
the items below:
• First-aid kit: Be sure to include
your family’s prescription
medications. Make sure items
in the first-aid kit are in usable
condition.
• Flashlights: Ensure the batteries
are good.
• Battery-powered phone charger:
Keep your mobile phone
charged during an outage.
• Bottled water: Have at least 1
gallon per person.
• Coolers or ice chests: You’ll need
these if the outage is lengthy.
Don’t forget any other essentials
that may be important to your
family.
10 Chandler Chamber CONNECT | June 2021

3
Prepare your home for an
outage.
Once your storm safety kit is
prepared, take these additional
preventive measures around your
home:
• Install surge protectors to
safeguard valuable electronic
equipment, such as computers
and home entertainment
systems.
• Know where to find each utility
equipment, and dishwasher.
This will help SRP restore
power more quickly while
protecting your equipment from
voltage fluctuations and circuit
overloads when power returns.
• Turn off all lights except one
to indicate when the power has
been restored. When power is
restored, wait a few minutes
before turning on lights and
appliances, and turn them on
one at a time.
• For an extended outage, find the
nearest heat relief station.
5
Remember important
storm safety tips if
you’re outdoors.
While the best way to stay safe
during a storm or outage is to stay
in your home, here are some tips if
you find yourself outdoors during
a storm:
• Minimize driving in an outage
area, if possible. If you must
drive through an outage area, be
careful at all intersections. Treat
intersections with inoperable
traffic signals as four-way stops,
and proceed with extra care.
Stop at all railroad crossings, as
the barriers may not be working.
Proceed only when you are sure
the tracks are clear.
• If you see a downed power line,
stay at least 100 feet away.
Electricity can travel through the
ground. DO NOT touch downed
power lines or try to move them.
Call 911 to report the locations
of downed power lines. SRP,
along with area police and fire
departments, will respond with
urgency to these situations.
• If a power line hits your car
while you are in it, stay inside
the car until professional help
arrives. If your vehicle catches
fire and you must leave it,
avoid making contact with
the vehicle and the ground at
the same time. Jump from the
vehicle, landing with both feet
together. Shuffle or hop away,
keeping both feet in contact
with each other until you are at
least 100 feet from the vehicle.
This may help prevent your
body from becoming a ground
path between energized and
grounded areas or objects.
• Do not swim during a storm.
Lightning can strike bodies of
water.
• Maintain and trim trees to keep
them healthy and a safe distance
from power lines. If you see a
tree growing close to a power
line, don’t try to trim it yourself.
Call SRP at 602-236-8888.
• Trim dying or broken limbs that
could dislodge during a storm
and harm a person, damage
property, cause outages or even
fires.
And finally, keep our
phone number handy:
(602) 236-8888. If you
ever lose power or have
questions, give us a call.
The Phoenix Business Journal
named AvAir the 2021 Healthiest
Before the pandemic, AvAir’s
approach to employee wellness
included group and one-on-one
consultations with doctors and
After about a month of working
back to their offices in the spring
of 2020, following CDC guidelines.
AvAir then worked with its personal
trainer on how to hold classes
again. The team used apps to work
with the personal trainer and to do
group workouts.
SanTan Brewing Company On A Mission To
Reduce CO2 Emissions
SanTan Brewing Company has invested in an Earthly Labs System
that recaptures the carbon dioxide that is naturally produced by
the fermentation of beer. The CO2 is then stored as a liquid and
repurposed to carbonate SanTan beers. SanTan has also installed a
nitrogen generator which will purify the ambient air and eliminate
the use of CO2 for purging aluminum cans, kegs and tanks at its
production facility. The combined use of these two new pieces of
equipment will reduce SanTan Brewing’s CO2 emissions by over 50%
per year, resulting in 500 metric tons of CO2 that will no longer be
added to Earth’s greenhouse gas emissions.
Chandler Unified Superintendent
CAMILLE
50
CASTEEL
RETIRING AFTER
Years
As a child, Camille Casteel aspired to be a
teacher. She played the instructor role as a
preschool child by practicing on her dolls or
younger siblings.
She fulfilled that goal in 1971 when she was hired to teach first grade at
Erie Elementary in the Chandler School District. Little did she know at
the time, she was a budding young leader. This month the community
pays tribute to the most influential person in CUSD’s storied history
as Dr. Camille Casteel retires after serving the community for 50 years,
including the last 25 as superintendent.
Camille’s career as a first grade teacher lasted until 1983, when she
was named principal at a new school built in the far reaches of the
Chandler District, Weinberg Elementary. A local news story emphasized
the fact that she was the first female principal in the Chandler School
District. The school flourished under her enthusiastic leadership and
was recognized for two consecutive years as the top elementary school
in the state by the Arizona Board of Education and later as a nationally
recognized school by the United States Department of Education in its
first nationwide Elementary School Recognition Program.
The superintendent at the time, Dr. Ted Perry, quickly realized this
young woman was an exceptional leader and he invited her to move to
a district level position of assistant superintendent in 1986. Though she
22 Chandler Chamber CONNECT | June 2021

insisted she would rather remain
a principal for the rest of her
career, she was convinced to join
the district office leadership team
where she served until 1996 when
she was named the district’s first
female superintendent.
Camille’s years as
superintendent were largely
years of hyper growth for the
City of Chandler, and for the
80 square mile school district
which actually includes portions
of five municipalities, though
the majority of the district
is in Chandler. In 1996, there
were 15 schools in the district
and the student population
was approximately 16,000.
During her tenure, the district
expanded to include nearly
46,000 students and is currently
the second largest employer
in the city of Chandler with over
5000 employees. Dr. Casteel and
her team managed the extreme
pace of growth by building 28
schools and ensured parity in
older schools with the completion
of over twenty major renovation
projects. An astute fiscal manager,
she garnered multiple grants to
assist in the implementation of
district priorities and created
multiple partnerships with entities
such as Intel. She enthusiastically
supported working with the cities
of Chandler and Gilbert to offer
amenities to students as well as to
the community through projects
such as the Center for the Arts, the
“
A leader is often judged by his/
her response to the challenges she
faces. If so, Camille has certainly
scored high on the scale. When
the legislature approved the
concept of charter schools, she
met the potential threat with
determination. Even though there
are over 25 charter schools within
the CUSD boundaries vying for
students, Camille has kept the
district thriving and growing.
When demographic trends
reduced the population in the
older areas of the district, she
recognized the financial impact
of operating schools designed
for a much larger population.
Accordingly, she repurposed
three schools in that area,
using a process dedicated to
ensuring that those affected
by the changes were included
in the decision-making. The
success of all three repurposed
schools has been stunning.
Her previously mentioned
efforts to compete with charter
schools has resulted in a wide
variety of choice for parents
within the district, such as
traditional elementary schools,
leadership academies, STEM
diplomas, two gifted academies,
sports academies, dual language
programs and many more choices.
So, too, a leader may be judged
by his/her efforts to contribute
to the community. Dr. Casteel’s
compassion and empathy for
others is a well known facet
of her character and has been
made manifest in many ways. She
created a Child Crisis Fund funded
primarily through voluntary staff
donations so that children and
families undergoing major illness
or trauma can receive financial
assistance. The San Marcos Family
Resource Center was opened in
1995, followed by the Chandler
Care Center in 2010, a cooperative
effort between the school district
and community partners to
provide medical, dental and social
services for under and uninsured
families. She has served on many
boards and organizations, such as
the American Heart Association,
the Dignity Health Foundation, the
Chandler Chamber of Commerce
and the Chandler Chamber of
Commerce Foundation Board.
And, those who frequent her
office know that on her desk, she
keeps a list of staff members and
students who are going through a
hard time. She keeps them in her
thoughts, perhaps calling them
occasionally, or writing a note to
them and most certainly, offering
a prayer for them.
Dr. Casteel attributes much
of the district’s success to the
strategic plan, Journey 2025, and
how it has been implemented.
It may look like a typical
organizational plan, with a
mission, vision, core values and
a commitment for the district
to be recognized as a “premier
district of choice recognized at
the national level.” But it may
be unique in the manner of its
execution. It is safe to say that
nearly every district employee
is aware of the plan as well as
the metrics by which success is
measured. Complete transparency
is an important component, and
the public can view the entirety of
the plan as well as the metrics and
outcomes by viewing the district
website. Certainly, this district
has achieved a stellar reputation,
earning an “A” grade for each of
the years that school districts were
graded through the Arizona Learns
program. Niche.com, a statisticsbased
organization, ranks the
Chandler School District as the
number one district in the state.
It would be difficult to overstate
the impact of Dr. Casteel’s strong,
steady leadership on the district.
Eddie Basha, one of the Chandler
District’s strongest supporters
summed it up well in a personal
note to Camille in which he said,
“In your note to me, Camille, you
said that Chandler Schools has
been the best thing to happen to
you professionally. I have to tell
you the reverse is even truer: you
are the best thing ever to happen
to Chandler schools.“
CCCF LEADERSHIP
INSTITUTE
Issue Day Focuses on Media and Personal
The Chandler Chamber
Community Foundation
Leadership Institute Class 37
completed another successful
Issue Day, in a hybrid format- with
participants attending either
in-person or virtually! May’s
Issue Day highlighted Media.
The focus on this session was to
provide an understanding of how
media and personal branding are
critical to maintain successful
communication, and how to
leverage various platforms to
deepen your impact as a leader.
The class had the opportunity
to meet with the Chandler Police
Department and Chandler Fire
Department Public Information
teams to learn about the
critical communication with the
community regarding public
safety. Later on, the class had
the opportunity to attend a
workshop with Mark Stewart,
Concept2Completion which
focused on ways to elevate
one’s personal brand, and ways
to continually contribute as
thought leaders through various
online platforms. Following this
workshop, the class toured the
City of Chandler studio and
received a behind the scenes
look at the production process
of both live and pre-recorded
programming. The day concluded
with the group’s fourth Diversity,
Equity & Inclusion workshop,
facilitated by Tyler Conaway
with PayPal, which focused on
the importance of inclusivity
as it pertains to employee
engagement, brand management,
and marketing initiatives.
