Drought Level 4<br />

<strong>–</strong> reduced water<br />

usage requested<br />

The province’s water management<br />

branch has declared drought level 4<br />

in the Lower Columbia region due to<br />

lower than normal stream flow, lack of<br />

rain, and very warm temperatures. In<br />

order to conserve water, their recommended<br />

action is to voluntarily reduce<br />

water usage by 50%.<br />

Here is what the City is doing to help:<br />

• Reducing watering times in some<br />

City parks and green spaces by<br />

50%. Although this may result in<br />

brown grass in some areas, the<br />

City deems it more important to<br />

preserve water during this time.<br />

Here is what you can do to help:<br />

• Reduce the amount of lawn<br />

watering with conventional<br />

methods (a hose and sprinkler<br />

head) by 50%.<br />

• Run automatic sprinklers for 15<br />

minutes per zone rather than the<br />

permitted 30 minutes per zone.<br />

• Continue to refrain from wetting<br />

down sidewalks and driveways.<br />

• Repair or replace leaky faucets,<br />

worn toilet flapper and fill valves,<br />

shower heads, and leaky irrigation<br />

lines.<br />

The Regional District of Central<br />

Kootenay (RDCK) is closing a 22 km<br />

portion of the Nelson-Salmo Great<br />

Northern <strong>Trail</strong> to motorized use due to<br />

extreme wildfire danger. The affected<br />

portion of the trail starts at Hall Creek<br />

(north of Ymir) and runs south to<br />

Salmo. Under normal conditions, use<br />

by off-road recreational vehicles is<br />

allowed on this portion of the trail.<br />

“Due to the current extreme wildfire<br />

risk facing much<br />

of the province,<br />

we are closing<br />

this portion of<br />

the trail to offroad<br />

and motorized<br />

vehicles until<br />

further notice,”<br />

smoke. Your report sets a huge web of action<br />

in motion. A complete, accurate initial report<br />

helps your firefighters protect you.<br />

Here are the five things we need from you<br />

when you report smoke:<br />

1)STUDY: Watch the<br />

smoke plume for more<br />

than one minute. Study it,<br />

Smoke plumes tend to rise<br />

vertically, and have a grayish,<br />

darker color than water<br />

vapor clouds. They rise continuously<br />

from one ground<br />

location.<br />

2) STAY: where you are!<br />

Offer to give the dispatcher<br />

your name, phone number,<br />

and exact location and please<br />

STAY PUT. Be willing to wait<br />

for an emergency responder<br />

to make contact with you<br />

and see what you are seeing.<br />

Please don’t justdrive away after making your<br />

report. Dozens of firefighters are on their way<br />

to you and they need you to point the smoke<br />

out to them.<br />

3) MONITOR: Continue to watch the<br />

plume while waiting for responders. Make<br />

note of any changes in the plume characteristics.<br />

Is it getting bigger or smaller? Has the<br />

color of the smoke changed? Is it emanating<br />

from the same location, or does it seem<br />

detached and behaving more like a cloud?<br />

4) GUIDE: If your house is difficult to find,<br />

drive out to the entrance of your driveway<br />

and guide the firefighters to your vantage to<br />

look at the smoke. Tell the dispatcher what<br />

kind of car you are in for easy identification.<br />

5) INVESTIGATE: If you smell smoke, go<br />

outside and try to find its origin. Take noteof<br />

the wind direction. Smoke and haze from<br />

distant fires frequently blows into our area.<br />

or appears as diffused clouds of smog with no<br />

origin from the ground.<br />

The most common misidentification all of<br />

us make in this process is confusing water<br />

vapor (“water dogs”) with smoke. Here are<br />

some helpful hints:<br />

Vapor clouds tend to occur after rainstorms.<br />

They appear suddenly, and rise<br />

quickly from the ground, sometimes in a vertical<br />

column. Very shortly thereafter they will<br />

generally plateau out, and change to a more<br />

horizontal cloud, covering a broad area, with<br />

no central origin.<br />

Water dogs tend to dissipate within five to<br />

ten minutes of occurring. They are generated<br />

by temperature differences between the air<br />

and the ground. They frequently occur in<br />

open fields, over lakes, parking lots, or rock<br />

outcroppings. These places have a higher<br />

ground temperature than the surrounding<br />

air. The moisture in them evaporates and<br />

then condenses to make a cloud in the cooler<br />

air. This process can be accelerated when the<br />

sun comes out suddenly after a rain or particularly<br />

after a hailstorm.<br />

We encourage people to ALWAYS error on<br />

the side of caution. If you think you sense the<br />

real deal, call it in!<br />

Stage 3 water<br />

conservation for<br />

South Slocan<br />

Effective immediately, mandatory Stage<br />

3 Water Conservation Measures are being<br />

implemented for the Regional District of<br />

Central Kootenay’s (RDCK) South Slocan<br />

Water System. The system is located in the<br />

community of South Slocan Village approximately<br />

30 km southwest of Nelson and is<br />

within RDCK Electoral Area H. The Dam Inn<br />

is across Highway 3A and is supplied water<br />

from this water system.<br />

The Stage 3 Water Conservation Measures<br />

have been implemented as a measure<br />

to ensure that the system has adequate water<br />

supply for wildfire protection and to reduce<br />

the impact of high water consumption on reservoir<br />

levels, and low water pressure in portions<br />

of the water system.<br />

“The West Kootenay is currently listed at<br />

drought level four [out of five] and the province<br />

is requesting a voluntary 50% reduction<br />

and so a collective reduction in consumption<br />

will benefit the overall water system<br />

to ensure there is enough water for essential<br />

purposes”.<br />

Stage 3 Water Conservation Measures<br />

include:<br />

• Watering of lawns is prohibited.<br />

• Watering of gardens, trees and shrubs<br />

ONLY between the hours of 6 am - 10 am<br />

and 8 pm - 10 pm.<br />

• Watering using drip irrigation, a watering<br />

can, and or hand held hose is permitted at<br />

any time.<br />

The RDCK appreciate your cooperation<br />

in adhering to the above water conservation<br />

measures. Stage 3 Water Conservation Measures<br />

will remain in effect<br />

until further notice. Stricter<br />

water conservation measures may be required<br />

if demand increases significantly, hot and dry<br />

weather persists, or if the reservoir declines to<br />

critically low levels.<br />

New Democrat MLA Brittny Anderson<br />

says youth in Ktunaxa traditional<br />

territories across the Kootenays will be<br />

able to gain skills in in-demand fields<br />

thanks to BladeRunners, an employment<br />

and skills training program that<br />

provides wrap-around supports for<br />

young people.<br />

“For young people who haven’t had<br />

the same opportunities as many others,<br />

entering the workforce can be a huge<br />

challenge,” said MLA Anderson. “Since<br />

its inception, the BladeRunners program<br />

and its community partners have<br />

helped youth surmount those challenges,<br />

turn jobs into careers, and take<br />

control of<br />

their futures.<br />

The Ktunaxa Nation Council has<br />

received $675,000 in funding over three<br />

years to offer this program to youth<br />

in Aqam, Lower Kootenay, Akisqnuk,<br />

Tobacco Plains, Cranbrook, Fernie,<br />

Invermere, Creston, Nelson, Sparwood,<br />

and Elkford who face barriers to<br />

employment.<br />

MLA Anderson says the BladeRunners<br />

program empowers youth aged<br />

15-30 to take control of their futures,<br />

gain valuable skills, and find new career<br />

opportunities in areas such as construction,<br />

culinary arts, health care, retail,<br />

hospitality, and office administration.<br />

In addition to job skills and work experience<br />

placements, youth build life<br />

skills and receive mentorship and other<br />

supports to help them participate and<br />

succeed in the program.<br />

The New Democrat government is<br />

allocating $18.6M over three years to<br />

support the BladeRunners program<br />

being delivered by 11 organizations<br />

serving 50 communities across B.C.<br />

More than 4,000 young people will benefit<br />

from this funding, 65-70% of whom<br />

are expected to be Indigenous. The<br />

BladeRunners program began as a pilot<br />

project in 1994 to address the needs of<br />

at-risk youth on Vancouver’s Downtown<br />

Duncan Stanley Lake<br />

With great sadness the family of Duncan Stanley Lake<br />

announces his sudden passing July 5th 2021.<br />

Duncan lived most of his life in the Kootenays. As a child<br />

he enjoyed many adventures with his older sisters on<br />

the family farm, out on the flats, and in the surrounding<br />

hills. The Lardeau <strong>Valley</strong> was a part of Duncan, just as he<br />

was a part of it.<br />

At 16 Duncan began the adventure that was treeplanting.<br />

Duncan’s competence, ingenuity, and sense of humour<br />

carried him and those around him safely through<br />

all manner of snow, mud, and fire. When the kids were<br />

no longer small enough to be contained in milk crates<br />

in camp, Duncan and family moved home, to work full<br />

time on the family woodlot.<br />

Duncan relished new adventure, be it buying a portable<br />

climbing wall to keep the kids busy at festivals, going<br />

on a motorcycle trip across Canada with Danan (for<br />

which Duncan learned to ride an 1100 Yamaha in the<br />

apple orchard in the space of a week <strong>–</strong> most folks would<br />

never ride an 1100 Yamaha on the grass ever, much less<br />

to learn). Or discovering international travel and going<br />

solo to Turkey with a change of clothes and a camera.<br />

He taught many young men and a few women the<br />

ropes as logging crew, taking the inevitable mishaps as<br />

they came. Be it heartbreak, mechanical breakdown, or<br />

mudslide, the greater the challenge, the brighter Duncan<br />

shone, with honour and fortitude unparalleled.<br />

Duncan will be forever remembered by his wife Yvonne,<br />

their children Andrea and Danan, his parents Roy and<br />

Jane Lake, his sisters Margaret and Cathy, their families,<br />

and an extensive network of extended family and close<br />

friends.<br />

and that light will linger in all those who loved him.<br />

Lorry’s life was well lived and he was well loved! The Lord<br />

called him home in a peaceful manner at the Kaslo Hospital<br />

with his family by his side, on Thursday July 22, 2021 at the<br />

age of 90.<br />

His most proud achievement in life was marrying his wife<br />

Rose who supported him in all his endeavours throughout<br />

life. Lorry will be forever remembered for his beautiful smile,<br />

gentle eyes, caring heart, loving embrace and unconditional<br />

love. Although our hearts are heavy, we will celebrate his<br />

life and find comfort that he is in Heaven watching over us.<br />

Lorry was born in Cornach, Sask. He joined the Canadian<br />

Air Force in 1949. In 1953 he met the love of his life, Rosalie<br />

Mack and they wed in 1954, going on to have 2 beautiful girls,<br />

Patricia and Pamela. Lorry served our country for 25 years <strong>–</strong><br />

stationed in Ontario, Germany, and his last post in Edmonton.<br />

Lorry was also a passionate curler and could often be found<br />

at the Kaslo Curling Club. At home, he would be found in<br />

his yard looking after his beautifully manicured garden. His<br />

other favourite love was fishing. Lorry was lucky enough to be<br />

able to live his dream when he moved his family to Schroeder<br />

Creek <strong>–</strong> he could fish any time he wanted. He organized<br />

fishing derbies, put night lines out for ling cod, and put in<br />

uncountable hours trolling Kootenay Lake. He was able to<br />

catch his share of big Rainbows and more Kokanee than most<br />

people could ever imagine.<br />

Digital literacy resources aim to keep seniors safe and connected<br />

separated people from their friends and families<br />

for an extended period of time. With the<br />

older population being so much more vulnerable<br />

to COVID-19, they are likely to spend<br />

more time physically distancing for longer<br />

than the rest of the general population. Sadly,<br />

this isolation can have major<br />

repercussions.<br />

A recent study showed<br />

that social disconnection<br />

puts older adults at greater<br />

risk of depression and anxiety,<br />

and can even lead to<br />

health problems such as<br />

cognitive decline and heart<br />

disease. People with strong<br />

social bonds are 50 per cent<br />

less likely to suffer negative<br />

effects from isolation than<br />

those who have fewer social<br />

connections.<br />

Yet there is a gap when<br />

it comes to access to<br />

technology.<br />

According to Stats Canada, roughly 30 per<br />

cent of the senior population do not use the<br />

Internet. Of those who do have internet, many<br />

don’t have strong enough digital literacy skills<br />

to use tools that may help to improve their<br />

mental health and well-being.<br />

ABC Life Literacy Canada, a national notfor-profit<br />

literacy organization, offers a suite<br />

of free resources aimed at adults who want to<br />

improve their digital literacy skills. Through<br />

two of its programs <strong>–</strong> Youth Teaching Adults<br />

and ABC Internet Matters <strong>–</strong> anyone can<br />

access a wide variety of downloadable tools,<br />

resources and lesson plans on how to navigate<br />

the World Wide Web.<br />

Resources range from tools such as how to<br />

stay safe online by being able to identify spam<br />

emails or set strong passwords to downloading<br />

and using apps such as Spotify, Facebook<br />

and YouTube. The resources are available to<br />

individuals as well as community groups who<br />

want to run workshops to support seniors in<br />

their community with valuable digital literacy<br />

skills.<br />

“The COVID-19 pandemic has put a spotlight<br />

on the reality of senior isolation and<br />

loneliness in Canada, and demonstrated the<br />

need to empower seniors with digital literacy<br />

skills,” says Elizabeth Robinson, Director<br />

of Programs at ABC Life Literacy Canada.<br />

“While the number of adult learners and<br />

seniors with access to the internet is growing<br />

significantly, many don’t have the appropriate<br />

digital literacy skills to use the Internet safely.<br />

Our hope is that these resources will help<br />

provide adults and seniors the skills and confidence<br />

needed to connect with their community<br />

and gain access to basic needs like food,<br />

government support and healthcare.”<br />
