Drought Level 4 

– reduced water

The province’s water management 

branch has declared drought level 4 

in the Lower Columbia region due to 

lower than normal stream flow, lack of 

rain, and very warm temperatures. In 

order to conserve water, their recommended 

action is to voluntarily reduce 

water usage by 50%. 

Here is what the City is doing to help: 

• Reducing watering times in some 

City parks and green spaces by 

50%. Although this may result in 

brown grass in some areas, the 

City deems it more important to 

preserve water during this time. 

Here is what you can do to help: 

• Reduce the amount of lawn 

watering with conventional 

methods (a hose and sprinkler 

head) by 50%. 

• Run automatic sprinklers for 15 

minutes per zone rather than the 

permitted 30 minutes per zone. 

• Continue to refrain from wetting 

down sidewalks and driveways. 

• Repair or replace leaky faucets, 

worn toilet flapper and fill valves, 

shower heads, and leaky irrigation 

lines.

The Regional District of Central 

Kootenay (RDCK) is closing a 22 km 

portion of the Nelson-Salmo Great 

Northern Trail to motorized use due to 

extreme wildfire danger. The affected 

portion of the trail starts at Hall Creek 

(north of Ymir) and runs south to 

Salmo. Under normal conditions, use 

by off-road recreational vehicles is 

allowed on this portion of the trail. 

“Due to the current extreme wildfire 

risk facing much 

of the province, 

we are closing 

this portion of 

the trail to offroad 

and motorized 

vehicles until 

further notice,” 

said Joe Chirico,

in motion. A complete, accurate initial report 

helps your firefighters protect you. 

Here are the five things we need from you 

when you report smoke: 

1)STUDY: Watch the 

smoke plume for more 

than one minute. Study it, 

Smoke plumes tend to rise 

vertically, and have a grayish, 

darker color than water 

vapor clouds. They rise continuously 

from one ground 

location. 

2) STAY: where you are! 

Offer to give the dispatcher 

your name, phone number, 

and exact location and please 

STAY PUT. Be willing to wait 

for an emergency responder 

to make contact with you 

and see what you are seeing.

Please don’t justdrive away after making your 

report. Dozens of firefighters are on their way 

to you and they need you to point the smoke 

out to them. 

3) MONITOR: Continue to watch the 

plume while waiting for responders. Make 

note of any changes in the plume characteristics. 

Is it getting bigger or smaller? Has the 

color of the smoke changed? Is it emanating 

from the same location, or does it seem 

detached and behaving more like a cloud? 

4) GUIDE: If your house is difficult to find, 

drive out to the entrance of your driveway 

and guide the firefighters to your vantage to 

look at the smoke. Tell the dispatcher what 

kind of car you are in for easy identification. 

5) INVESTIGATE: If you smell smoke, go 

outside and try to find its origin. Take noteof 

the wind direction. Smoke and haze from 

distant fires frequently blows into our area.

a fire nearby. Try to remember the difference 

between the

to appear as a haze blanketing the landscape, 

or appears as diffused clouds of smog with no 

origin from the ground. 

The most common misidentification all of 

us make in this process is confusing water 

vapor (“water dogs”) with smoke. Here are 

some helpful hints: 

Vapor clouds tend to occur after rainstorms. 

They appear suddenly, and rise 

quickly from the ground, sometimes in a vertical 

column. Very shortly thereafter they will 

generally plateau out, and change to a more 

horizontal cloud, covering a broad area, with 

no central origin. 

Water dogs tend to dissipate within five to 

ten minutes of occurring. They are generated 

by temperature differences between the air 

and the ground. They frequently occur in 

open fields, over lakes, parking lots, or rock 

outcroppings. These places have a higher 

ground temperature than the surrounding 

air. The moisture in them evaporates and 

then condenses to make a cloud in the cooler 

air. This process can be accelerated when the 

sun comes out suddenly after a rain or particularly 

after a hailstorm.

the side of caution. If you think you sense the 

real deal, call it in!

Stage 3 water 

conservation for 

South Slocan 

Effective immediately, mandatory Stage 

3 Water Conservation Measures are being 

implemented for the Regional District of 

Central Kootenay’s (RDCK) South Slocan 

Water System. The system is located in the 

community of South Slocan Village approximately 

30 km southwest of Nelson and is 

within RDCK Electoral Area H. The Dam Inn 

is across Highway 3A and is supplied water 

from this water system. 

The Stage 3 Water Conservation Measures 

have been implemented as a measure 

to ensure that the system has adequate water 

supply for wildfire protection and to reduce 

the impact of high water consumption on reservoir 

levels, and low water pressure in portions 

of the water system. 

“The West Kootenay is currently listed at

drought level four [out of five] and the province 

is requesting a voluntary 50% reduction 

in water withdrawal on licensed water 

quantity,” said Steve Ethier, RDCK Water

will benefit the overall water system 

to ensure there is enough water for essential 

purposes”. 

Stage 3 Water Conservation Measures 

include: 

• Watering of lawns is prohibited. 

• Watering of gardens, trees and shrubs 

ONLY between the hours of 6 am - 10 am 

and 8 pm - 10 pm. 

• Watering using drip irrigation, a watering 

can, and or hand held hose is permitted at 

any time. 

The RDCK appreciate your cooperation 

in adhering to the above water conservation 

measures. Stage 3 Water Conservation Measures 

will remain in effect 

until further notice. Stricter 

water conservation measures may be required 

if demand increases significantly, hot and dry 

weather persists, or if the reservoir declines to 

critically low levels.

says youth in Ktunaxa traditional 

territories across the Kootenays will be 

able to gain skills in in-demand fields 

thanks to BladeRunners, an employment 

and skills training program that 

provides wrap-around supports for 

young people.

entering the workforce can be a huge

received $675,000 in funding over three

and Elkford who face barriers to 

employment.

program empowers youth aged

gain valuable skills, and find new career 

opportunities in areas such as construction, 

culinary arts, health care, retail, 

hospitality, and office administration. 

In addition to job skills and work experience 

placements, youth build life 

skills and receive mentorship and other 

supports to help them participate and 

succeed in the program. 

The New Democrat government is 

allocating $18.6M over three years to 

support the BladeRunners program 

being delivered by 11 organizations 

serving 50 communities across B.C. 

More than 4,000 young people will benefit 

from this funding, 65-70% of whom 

are expected to be Indigenous. The

Duncan Stanley Lake 

With great sadness the family of Duncan Stanley Lake 

announces his sudden passing July 5th 2021. 

Duncan lived most of his life in the Kootenays. As a child 

he enjoyed many adventures with his older sisters on 

the family farm, out on the flats, and in the surrounding 

hills. The Lardeau Valley was a part of Duncan, just as he 

was a part of it. 

At 16 Duncan began the adventure that was treeplanting. 

Duncan’s competence, ingenuity, and sense of humour 

carried him and those around him safely through 

all manner of snow, mud, and fire. When the kids were 

no longer small enough to be contained in milk crates 

in camp, Duncan and family moved home, to work full 

time on the family woodlot. 

Duncan relished new adventure, be it buying a portable 

climbing wall to keep the kids busy at festivals, going 

on a motorcycle trip across Canada with Danan (for 

which Duncan learned to ride an 1100 Yamaha in the 

apple orchard in the space of a week – most folks would 

never ride an 1100 Yamaha on the grass ever, much less 

to learn). Or discovering international travel and going 

solo to Turkey with a change of clothes and a camera. 

He taught many young men and a few women the 

ropes as logging crew, taking the inevitable mishaps as 

they came. Be it heartbreak, mechanical breakdown, or 

mudslide, the greater the challenge, the brighter Duncan 

shone, with honour and fortitude unparalleled. 

Duncan will be forever remembered by his wife Yvonne, 

their children Andrea and Danan, his parents Roy and 

Jane Lake, his sisters Margaret and Cathy, their families, 

and an extensive network of extended family and close 

friends.

feels darker now without him, 

the world was made brighter by him 

and that light will linger in all those who loved him.

Lorry’s life was well lived and he was well loved! The Lord 

called him home in a peaceful manner at the Kaslo Hospital 

with his family by his side, on Thursday July 22, 2021 at the 

age of 90. 

His most proud achievement in life was marrying his wife 

Rose who supported him in all his endeavours throughout 

life. Lorry will be forever remembered for his beautiful smile, 

gentle eyes, caring heart, loving embrace and unconditional 

love. Although our hearts are heavy, we will celebrate his 

life and find comfort that he is in Heaven watching over us. 

Lorry was born in Cornach, Sask. He joined the Canadian 

Air Force in 1949. In 1953 he met the love of his life, Rosalie 

Mack and they wed in 1954, going on to have 2 beautiful girls, 

Patricia and Pamela. Lorry served our country for 25 years – 

stationed in Ontario, Germany, and his last post in Edmonton. 

Lorry was also a passionate curler and could often be found 

at the Kaslo Curling Club. At home, he would be found in 

his yard looking after his beautifully manicured garden. His 

other favourite love was fishing. Lorry was lucky enough to be 

able to live his dream when he moved his family to Schroeder 

Creek – he could fish any time he wanted. He organized 

fishing derbies, put night lines out for ling cod, and put in 

uncountable hours trolling Kootenay Lake. He was able to 

catch his share of big Rainbows and more Kokanee than most 

people could ever imagine.

Digital literacy resources aim to keep seniors safe and connected 

Connectivity has never been more important 

than in this last year, when the pandemic 

separated people from their friends and families

older population being so much more vulnerable 

to COVID-19, they are likely to spend 

more time physically distancing for longer 

than the rest of the general population. Sadly, 

this isolation can have major 

repercussions. 

A recent study showed 

that social disconnection 

puts older adults at greater 

risk of depression and anxiety, 

and can even lead to 

health problems such as 

cognitive decline and heart 

disease. People with strong 

social bonds are 50 per cent 

less likely to suffer negative 

effects from isolation than 

those who have fewer social 

connections. 

Yet there is a gap when 

it comes to access to 

technology. 

According to Stats Canada, roughly 30 per 

cent of the senior population do not use the 

Internet. Of those who do have internet, many 

don’t have strong enough digital literacy skills 

to use tools that may help to improve their 

mental health and well-being. 

ABC Life Literacy Canada, a national notfor-profit 

literacy organization, offers a suite 

of free resources aimed at adults who want to 

improve their digital literacy skills. Through 

two of its programs – Youth Teaching Adults 

and ABC Internet Matters – anyone can 

access a wide variety of downloadable tools, 

resources and lesson plans on how to navigate 

the World Wide Web. 

Resources range from tools such as how to 

stay safe online by being able to identify spam 

emails or set strong passwords to downloading 

and using apps such as Spotify, Facebook 

and YouTube. The resources are available to 

individuals as well as community groups who 

want to run workshops to support seniors in 

their community with valuable digital literacy 

skills. 

“The COVID-19 pandemic has put a spotlight 

on the reality of senior isolation and 

loneliness in Canada, and demonstrated the 

need to empower seniors with digital literacy 

skills,” says Elizabeth Robinson, Director 

of Programs at ABC Life Literacy Canada. 

“While the number of adult learners and 

seniors with access to the internet is growing 

significantly, many don’t have the appropriate 

digital literacy skills to use the Internet safely. 

Our hope is that these resources will help 

provide adults and seniors the skills and confidence 

needed to connect with their community 

and gain access to basic needs like food, 

government support and healthcare.”
