CHIPPING CAMPDEN SURGERY
MONTHLY NEWS FLASH
Covid measures
In line with official Public Health England advice, measures
have remained in place across all healthcare services
to protect vulnerable patients and staff. The surgery is
fully open but face coverings, hand sanitizing and social
distancing are still required when entering Campden
Surgery.
We are continuing to arrange telephone consultations with
GP’s in the first instance and the GP’s then bring patients
in to the surgery for face to face consultations if clinically
indicated.
An example of our activity over the last year to 1st August
2021 is:
19,677 face to face appointments at the surgery with
clinicians
13,580 telephone consultations at the surgery with clinicians
Working together through the ongoing crisis
As a healthcare organisation we are very aware that
accessing services can, at times, be stressful and concerning
for patients. The high level of anxiety in the population at
present, along with the extremely high demand for NHS
services, has exacerbated this stress for both patients and
staff. Our staff come to work to care for others and have
continued to do so throughout the whole pandemic, and it
is important for all members of the public and our staff to
be treated with respect.
In line with the rest of the NHS and to ensure this is
fully observed we have a Dignity at Work and Zero
Tolerance policy, whereby verbally aggressive or violent
behaviour towards our staff will not be tolerated under any
circumstances. We are sure our patients understand that
appropriate behaviour is absolutely necessary and that non
observance will not be accepted.
Important changes to routine and non-urgent blood
test appointments
All GP practices are affected by the current national
shortage of blood tubes and are taking urgent steps
alongside our hospitals to prioritise their use for people
with the greatest clinical need. This includes testing for
serious conditions such as cancer.
We are following national guidance which has been issued
in response to the shortage. As a result, we need to cancel
and delay a number of patient appointments for blood tests
deemed routine or non-urgent. If you have a routine blood
test appointment the reception team at the surgery will be
in touch directly if they need to cancel your appointment,
this will be by phone or by text message.
Please be assured that appointments will be rescheduled
once the situation has improved, and in line with national
guidance. There are a few things you can do if you are
affected by this change:
• Keep checking our website for regular updates – we will
be sharing the latest patient information here as soon as we
receive it.
• Check your phone for messages from us – we will also
be using our patient text service to keep people informed.
• Please don’t call or contact us with questions about routine
blood tests – we are experiencing exceptional levels of
demand at the moment, and your cooperation will help us
to reach those without smartphone or internet access with
this critical information.
• Do get in touch online or call if your condition worsens
or changes so that we can prioritise your blood test if
necessary following clinical review.
The changes are likely to be in place for at least four
weeks. We will keep all our patients regularly updated as
the national situation changes.
We are pleased to announce that Dr Rebecca Zamir will
take over as Senior Partner in January 2022.
THE ROBERT DOVER’S
GAMES SOCIETY
OUTGOING CHAIRMAN,
TOM THREADGILL
It feels like a world away when we
took the sad decision to cancel the
2020 games, in March 2020. At the
time it felt like we were being a bit
cautious in not waiting to see what panned out, but as we
now all know, that was not the case. My warmest wishes go
out to everyone who has been affected by the events of the
last 18 months.
Finally, we ended up postponing the 2021 games too and
hopefully the tradition can return in 2022, better than ever
and carrying a message of resilience and renewal that I think
many of us could do with.
As for my part in it all, well, the time has come to pass on
the baton. I have been involved with the games since 2016
and after becoming chairman the following year, pledged
to give five years to put in place plans that would hopefully
mean the games’ survival for many years to come. Part of
that has happened, but with two editions cancelled it has been
harder to keep the momentum going on that front. While I
would have liked to continue until the 2022 games, personal
circumstances have meant that I must step down as chairman
of the Robert Dover’s Games Society to focus on other things.
I did not take the decision lightly and have enjoyed immensely
chairing the Society, however, it was time. So before I did,
I made sure to find (and press-gang) as good a replacement
as possible – and I believe I’ve done that! Andy Norton has
lived in the town for two decades and, having recently retired
after working in both Russia and The Czech Republic, he
brings with him all the attributes that a good chairman needs
and plenty more. A keen organiser, a calm head and a lovely
chap to boot, he has Campden at heart and is without doubt
the man to lead the games and continue the fantastic work
of the RDGS. The Society agreed and he was unanimously
elected as chairman in May of this year.
I will remain an active part of the Society but will focus
on what I can bring to the event and the town, namely the
creative and marketing aspects of the event. Having recently
relocated a creative business to Campden this means the rest
of the team are ripe for being roped in too!
Lastly, I wanted to briefly talk about our finances. We
have been doing well with our plans, and thanks to various
fundraising efforts over the last couple of years the finances
are in good shape. I have heard a few stories circulating
so thought it would be good to clear those up here, about a
donation that was made in late 2019. We were lucky enough
to be offered £10,000 by a benefactor who I shall refrain from
naming. Having met with him a number of times to ensure
that it was a genuine offer of help, we gladly and gratefully
accepted the money, earmarking it to continue some of the
social projects we had planned and also to bolster the coffers
to put on the games. Move forward to early this year and
the gentleman in question has now left the town after a brief
residence here, but he has also written to us asking for the
money back. So I guess the message here is… If you see
someone shaking a Dover’s Games bucket this year, chuck
a few quid!
NEWLY ELECTED CHAIRMAN,
ANDY NORTON
I would like to thank Tom for his kind words and for the huge
contribution he has made to the Games in recent years. He is
certainly a tough act to follow.
My love for Chipping Campden began on the first day I
visited in June 2005 when I phoned my wife, Liz, from the
High Street and just said “I want to live here” (she was already
familiar with this bit of The Cotswolds, so no persuading was
necessary). A couple of months later, we moved in and our
daughter, Sophie, started the first of her 7 years at Chipping
Campden School. The warm welcome we all received meant
we immediately felt at home, so it was no surprise that the
years Liz and I lived abroad incorporated the maximum
number of visits. So many in fact, that a few people actually
thought we had never left.
Having finally escaped from the corporate world, I now have
time to give something back to this wonderful town of ours.
I would like to thank the RDGS committee for their faith in
me and feel honoured to take on the position of Chairman for
such an important part of our town’s history. I will certainly
do everything I can to ensure the future success of the games,
but it’s fair to say that my role as chairman will be a small
part of this endeavour. The event has only ever been possible
through the generosity of the local community, the experience
and input of RDGS members and the hard work of all our
volunteers. Long may this continue!
With the hill empty and the town centre silent these past
couple of years, I’m sure many of you are hoping for a
spectacular revival of the games’ in 2022. My challenge now
is to make sure you’re not disappointed.
Andy Norton
Dear Editor,
Virgin London Marathon 2021
Well, here we are, another year
older, fatter, and unfit! After being
cancelled and rearranged three
times, The London Marathon this year is on Sunday October
3rd and my charity is still Action Medical Research.
you. or 65 years they’ve helped pioneer ways to prevent
In 1968 my brother Daniel was born, and he was very poorly
as a young child. He was taken to Frenchay in Bristol when he
was 18 months old and as in those days there were no scans,
he had to have a major brain operation to see what was going
on, his tumour had been bleeding and left him with a left sided
paralysis. He then went onto have radiotherapy and many
more operations over the years, including leg lengthening and
tumour debulking Sadly, he passed away in 2002 at the age of
34 from a recurrence.
This time my daughter Henrietta is joining me. After running
the half for the British Heart Foundation on one of the
hottest days of the year she has been given a place for the
full marathon, she is running it in aid of a dear colleague who
sadly died from a cardiac arrest.
The hardest part this year is the fundraising as the charities
have raised the bar, so please whatever you can spare we will
be very grateful for: via justgiving.com, Chipping Campden
CHIPPING CAMPDEN MUSIC FESTIVAL 2021
MONDAY SEPTEMBER 6 TH – MONDAY 20 TH
By the time you read this, we will be within a few days of the festival opening.
Although government Covid restrictions were relaxed in August, we made the decision to continue to proceed with
the plan to have a socially distanced audience as we felt that having initially sold tickets on that basis, and many
people perhaps only buying them because that was the policy, we couldn’t suddenly change the plan.
All concerts can be booked online and this is by far the simplest and easiest way as you will automatically receive
payment confirmation and a list of the tickets allocated to you.
Go to www.campdenmusicfestival.co.uk and click the link in the menu bar to ‘programme and online booking’.
That will take you to a list of the concerts. Then click on the event you wish to book for and it will take you to the
page for that concert where you will have the choice to book for the early or late performance. When you view the
available seating for concerts it appears that many entire rows of seats are sold but in fact, with all orders processed
prior to ‘online’ going live, we left a space each side of all bookings. When you book tickets online we will block
off the seats next to you on either side to maintain the social distancing.
NB - Online booking will be available for each concert up until 10am on the concert day but it will not be possible
to purchase tickets on the door.
LIBRARY NEWS
There have been a few changes at Chipping Campden
Library in recent months. We have said fond farewells to
two long serving members of staff but we have gained a new
North Cotswolds Team Leader as well as two new members
of staff at Chipping Campden Library. Some much needed
paintwork and repairs have been completed (conveniently in
time for filming in the Square). We are grateful to Lynden
Stowe for prompting this action.
Some, but not all, of our furniture has been returned from
storage making the library once again a more comfortable
and welcoming environment. Thank you to all our regular
customers for their patience and willingness to adapt to the
covid safety measures that were put in place (including the
continued use of masks).
In the coming months further significant changes will be
made as the interior is adapted for an ‘Innovation Lab’. This
will be a new and exciting resource for our community of
small businesses as well as schools. It will be an opportunity
to explore perhaps unfamiliar technologies and support the
STEM curriculum.
Of course, not forgetting the importance of books and
reading…. We were delighted to see lots of children back
in the library during the summer and participating in the
Summer Reading Challenge. Well done to all the children
who completed the challenge and were rewarded with
medals and certificates. We are also pleased to see our adult
customers and reconnect with them after many difficult
months. We know many missed the library in the ‘lockdown’
and thankfully Gloucestershire Libraries have been able to
continue its service within the restrictions since July 2020.
Our opening hours are now as they were pre-pandemic but
regular events are not as yet reinstated but we hope that will
change in the near future.
Planning Matters
UPDATE
of going to press, we have been unable to confirm the latest
information on this.
We encourage everyone to submit their individual views over
these matters and any planning applications you feel strongly
about. The Society believes it is important our elected
Councillors and planning authorities hear from as many
people as possible on matters that will impact the economic
and social future of our town.
Wolds End Orchard
We are working with the Cotswold District
Council during the consultation process and
over the local details of its Green Infrastructure Strategy.
This strategy will be used to inform the CDC’s partial update
of the district’s Local Plan - which sets a framework for
planning decisions such as how the Council will meet the
need for new homes, employment, open spaces, schools and
leisure facilities.
We are expecting the County Council and the Town Council
to be running public consultations over both the Aston Fields
development and Craves/Dyers Lane. We understand that
the target date for the Aston Fields consultation of July has
been extended to the Autumn and is to be done in conjunction
with the Craves/Leasows consultation. However, at the time
Over 90 people attended the first Town Picnic on 25 July,
including a large number of family groups. Special thanks
to our ten amazingly talented local musicians who played
throughout the afternoon and to Cat Preston for providing
her Campden Mill apple juice which contributed towards our
fundraising efforts. We were overwhelmed by the positive
feedback about the event, with the general consensus being
this is something which should be a ‘core’ event (sorry!)
within the Orchard’s annual calendar.
In September we will be undertaking a pruning workshop
to allow us to undertake this critical activity to ensure good
cropping. Plum harvesting will have commenced by the
time the Bulletin lands on the doormat, with apples and pears
thereafter.
Upcoming Events
Autumn Work Parties will take place on the 2nd and 4th
Saturdays of the month until early December, from 10am –
12 noon. These will include maintenance work as well as
fruit harvesting to make our own apple juice. If you’d like
to join us, email Donna Evans foweo2020@gmail.com. On
these Saturdays there is an open invitation for local people
to visit the orchard and collect fruit to enjoy at home – why
not pop down and then whip up an apple cake or apple tart to
enjoy with the family or friends?
Jecca’s House Open Day from 11-4pm Saturday 11
September also involves the orchard being open. You’ll be
able to see how the fruit is ripening, check on the young trees
planted earlier this year and then pop through the gate into
Jecca’s House garden, to meet the team there, enjoy some
lovely refreshments, and find out more about this superb
local facility.
Apple Day is a national event,
celebrating apples and orchards,
originally started by Common
Ground in 1990. We’ll be
hosting Apple Day activities
on Saturday 23 October. Get
the date in your diary and in
the next Bulletin we’ll let you
know what we have in store for
you!
Finally our thanks as always
to the Orchardeers and also
those who have donated
produce or funds, including
towards our Fruit Tree ID Project.
We want to complete the initial DNA testing this autumn.
Donations have reached £300, towards our target of £400! If
you would like to donate, and help us identify what varieties
we have, please contact us at campdensociety2020@gmail.
com - £50 will provide a DNA test plus tree labelling
contribution, and £30 supports one DNA test.
We look forward to seeing you this autumn.
SEPTEMBER (until 25 September)
Pioneers: 101 years of the Leach Pottery
An exhibition of work by some of the UK’s leading potters
of the 20th-century.
Bernard Leach became the towering figure of the Studio
Pottery movement and many potters today still acknowledge
his inspiration. Pioneers, a celebratory exhibition, provides
a thorough insight into the 100-year history of the Leach
Pottery, from its precursors to its impact on contemporary
makers. Most of the work on show has been borrowed from
private collections or from the potters themselves, with
many pieces rarely seen or having never been seen in public
before. A short film of Leach at St Ives in the 1950s will
also be screened.
safe, we ask you to: sanitise your hands when browsing
items in the museum shop, to use a stylus pen (provided) on
our interactives and to respect social distancing.
Please note this is based on current information.
We would advise all our visitors to double-check the
opening days/hours on our website before visiting to avoid
disappointment.
VOLUNTEERS
We always need volunteers to assist us in the museum.
As a volunteer you will benefit from our volunteer social
events, free entry to our exhibitions, a 10% discount on
all museum shop purchases plus it is a great opportunity
to make new friends in a warm and friendly environment.
weekend, please contact the administrator, Barbara Alderton
who will be happy to discuss volunteering options with you.
Festival of Britain Exhibition
Court Barn celebrates the 70th anniversary of the Festival of
Britain. The first idea for an exhibition came from the Royal
Society of Arts in 1943, which considered an international
exhibition to commemorate the centenary of the 1851 Great
Exhibition. Six years after the end of the Second World War,
The Festival of Britain `a tonic for the nation’ was staged,
showcasing the best of British manufacturing and design.
on this fantastic design in the playground. It links well
with our school value of Solidarity, and how we
support each other in the joys, hopes, and challenges
of life. We look forward to welcoming back new and
old students on Tuesday 7th September.
Year 6 Production - Macbeth
The children were able to hold an open air
performance of their end of year play Macbeth, played
brilliantly by Oscar. Using our outdoor classroom as a
backdrop, KS2 were also able to see this performance -
with some impressive fight scenes and plenty of jokes,
this performance was one to remember!
Ice Cream Fun Day!
Friends of St.Catharine’s (FOSC) kindly organised an end of term
surprise for the children - our own ice cream van on site! Whilst
enjoying our last outdoor assembly of the year, the familiar sound
of music could be heard as the van arrived in the playground! It
was also a perfect way to send off our Year 6’s as they head off
to secondary school - we wish them all the best of luck.
LITERATURE
FESTIVAL 2021
Monday 20 – Saturday
25 September
The Literature Festival has its best programme ever. After so
many months of virtual events, authors have been vying to
get a place on what is one of the first 2021 live book festivals
in the country. After our last festival in 2019 Peter Harkness,
Chair of the Cheltenham Trust, a charity established in
2014 to manage and develop the town’s key venues, put
out on twitter: “It maybe Cheltenham’s baby sister but @
campdenlitfest delivers some thought- provoking sessions.”
Once again we are featuring writers that are at the top of their
game: academics such as Sir Jonathan Bate, Laura Tunbridge,
Dan Hicks, Dame Marina Warner and Sir Stanley Wells;
practitioners including palliative care doctor Rachel Clarke
and consultant forensic psychiatrist Gwen Adshead, scientist
Richard Fortey, performance coach Owen Eastwood; political
commentators, journalists and broadcasters including Paul
Mason and Ian Dunt, Luke Harding, Sathnam Sanghera,
Naoko Abe and Max Hastings; those with huge
experience of the publishing world such as Iain
MacGregor and Lennie Goodings; and those who
simply love writing such as Paula Byrne, Helena
Attlee, Stuart Turton and Caroline Montague. All
our writers cover an extraordinary range of topics
in
their memoirs and biographies, histories, novels
and current affairs. Our 2021 books have been
listed for prizes, been Sunday Times best sellers,
and four have been a Radio 4 Book of the Week.
Event formats are varied: performance, film,
illustrated talks, interviews, a live presentation
Zoomed from Arizona, conversations, the BIG
BOOK GROUP, and open mic poetry. Our speakers
take our audiences across centuries and around the
globe from the Cotswolds to Japan, Russia, Spain,
Malta, California, Italy, Iceland, New Zealand,
Africa and Cold War East Berlin. Our writers
include one born to Punjabi parents, one with slave ancestors,
three born in New Zealand, one in Canada and one in Japan.
Our audiences increasingly come from further afield thus
making our festival national and even international.
Be tempted by Jane Clarke’s fab Co- Op window display.
Thank you Dee.
We advise people to wear masks when entering and leaving
venues, especially at
pinch points, and when buying books; to distance as much as
possible when taking a seat; and not to attend if ill or have any
Covid type symptoms. Ticket prices from £5 Book online or
Method:
You will need an 8 inch, greased pie tin.
Preheat oven to 200ºc
If you are making the puff pastry – rub the butter into the
flour until it resembles bread crumbs, add the water until
it forms a slightly sticky dough then put in the fridge.
Take out after 30 mins and roll out into a rectangle, once
the desired shape is reached, fold the bottom third up and
then the top third down over the bottom third and put
back into fridge, repeat this process 4 times.
Whilst the pastry is chilling chop up the chicken and ham
into small cubes. Next you need to make the white sauce
- melt the butter in a pan and add the flour until it forms
a paste, now add the milk and cream gradually, stirring
constantly until you get a smooth, thick creamy sauce,
then add the mustard, salt, pepper, chicken and ham and
set aside to cool.
Get your pastry out and split in half, roll the first piece
out and lay it into the pie tin and push gently to the
bottom and sides and trim off excess. Roll the other
piece out into a 10 inch circle and get yourself a glass
of water. Fill the pie tin with the filling and wet the rim
of pastry with water, place the pastry over the top and
pinch the rim so it is sealed. Egg wash the top of the pie
and bake in the centre of the oven for 30 mins until hot
through - out and golden brown... Enjoy!!
Be careful though, these pies stay hot for a long time!
The 2021-2022 season of CCHS talks is due to start in
September, taking place on the third Thursday of each
month at 7.30pm. The first meeting, in September, will be
delivered via Zoom, and members will be notified with the
link. The decision about returning to meetings in the Town
Hall will be taken on a monthly basis. The programme is:
Thursday 16th September 2021 ‘New Insights into Chedworth
Roman Villa + an introduction to Dorn Roman town.’ Dr. Nick
Humphris, site guide at Chedworth.
Thursday 21st October 2021 ‘Farmsteads and Buildings
– Recording the Past for the Future.’ Dr. Alan Wadsworth,
Director, Worcestershire Farmsteads Project.
Thursday 18th November 2021 ‘Green Man History
Uncovered.’ Tim Healey, freelance writer, broadcaster, and
musician.
Thursday 2nd December 2021 ‘Scenes of Crime Executions
in Georgian Gloucestershire.’ Professor Steve Poole,
Director of the Regional History Centre, UWE.
Thursday 20th January 2022 ‘Jane Austen, the Dashwoods,
and the Regency Cotswolds.’ Dr. Allen Firth, formerly
conservation officer for Stratford-upon-Avon District
Council.
Thursday 17th February 2022 ‘Recent Victoria County
History research in and around Wychwood Forest.’ Simon
Draper, assistant editor, VCH Oxfordshire.
Thursday 17th March 2022 ‘Churches of the North
Cotswolds.’ Tim Bridges, Conservation Advisor, the
Victorian Society.
Thursday 21st April 2022 ‘The Human Costs of the Civil War
in Gloucestershire: War Victims and their Stories.’ Professor
Andrew Hopper, Professor of Local and Social History,
Department for Continuing Education at the University of
Oxford. The talk will be preceded by the Society’s Annual
General Meeting
During the summer we have been keeping ourselves interested
with a series of ‘Coffee Morning Talks’ on Zoom. The last
of these will be on Tuesday 28th September, when Nick
Woodward will be explaining the results of his research into
‘Literacy in Campden in the 18th and 19th centuries’.
The CCHS Family History Group has been meeting for a good
many years but we now feel that the name is not quite accurate:
the topics are not concerned solely with ‘family history’ and
the meetings are open to everyone.
So we will now be ‘Talking Local History’ – with a programme
(as previously) of informal talks by members and visitors
on topics that they have been researching, and occasional
participation (interruption!) by the audience.
The meetings will, as before, be on the fourth Tuesday of the
month, 7.30pm in the Court Room, Old Police Station.
The first evening will be Tuesday 26th October. We hope to
use the Court Room but will notify everyone nearer the time.
Talking Local History programme 2021-22
26th October ‘Campden celebrates the Festival of Britain –
photos and memories, linking with the Exhibition at Court
Barn Museum’.
23rd November ‘The Hobbs Family, warts and all!’
by Richard Hobbs and Faith Quin.
No meeting in December.
25th January ‘West End Terrace’ by Tess Taylor.
22nd February ‘Gabbs - a family of bakers’ by David Gabb.
22nd March ‘Sights and smells of Campden’ by Di Smith.
26th April - to be decided - any offers?
We will keep you up to-date with information - on our website,
MEN IN SHEDS COMES TO CAMPDEN
AND OTHER NEWS
Cotswold Friends is delighted to be working in partnership
with Campden Home Nursing to bring a new Men in Sheds
project to Chipping Campden. Based at Jecca’s House, the
home of Campden Home Nursing, the shed (or double garage
in this case!) will be a fantastic local facility for men (and
ladies) to meet up, chat and get involved in a bit of DIY and
some community projects. The first meeting is planned for
Tuesday 7th September 2021 from 10.30am til 12.30pm, with
the aim of opening the shed two mornings a week on Tuesdays
and Thursdays – so all new members are very welcome!
We are now looking for volunteer Shed Leaders to help
support the project. The Shed Leader role involves helping
to ensure the smooth running of the shed including opening
up, helping members to get going on various projects and
most importantly, the support and motivation of those that
attend. Shed Leaders take responsibility for Health & Safety
and Fire Safety procedures, but full training will be given
and no previous experience is needed. This could be a great
opportunity for anyone looking for experience of running a
project within the caring profession.
If you would like to find out more about the new shed, or the
Shed Leader role, please do contact Rob Platts for an informal
chat on 01608 698557 or email: sheds@cotswoldfriends.org.
We look forward to hearing from you!
LOVELY LUNCHES
And don’t forget that our Broad Campden Lunch Club is
now up and running again at the lovely Bakers Arms on the
second Tuesday of each month at 12.30pm. We are looking
for volunteers to help meet and greet and take the register so
if you might be able to help, or if you would like to attend for
a delicious lunch and a chat with others, please do give Sam a
call on 01608 692811.
COMMUNITY TRANSPORT
And a final plea for drivers in the Campden area. Our transport
service helps people get out and about for medical, practical
and social need and we particularly need drivers in Campden
and surrounding villages. For a fully flexible and rewarding
volunteering role, paid at 50p per mile, please do call George
on 01608 697007.
Take care and many thanks from all at Cotswold Friends.
MINUTES OF THE JUNE MEETING
OF CHIPPING CAMPDEN
TOWN COUNCIL
Tues 27th July 2021, The Old Court Room,
The Police Station, High St, Chipping Campden
Key to Councillors: Michael Allchin MA, Michael Haines
MH, Patrick Spink PS, Simon Cluley SC, Teresa Newman
TN, Chris Jones CJ, Richard Orr RO, Graham Greenall GG,
Liz Hodges LH, Bob King BK, Trevor Webb TW.
Lynden Stowe LS, Gina Blomefield GB, Mark Annett MarkA
Present: Cllrs: Chris Jones, Michael Haines, Liz Hodges,
Richard Orr, Patrick Spink.
3 Members of the public - Sue Jepson, Michael Newman and
Norman Knight.
County Councillor Lynden Stowe
Apologies were received and accepted from Cllrs Teresa
Newman, Simon Cluley, Michael Allchin, Bob King, Graham
Greenall and Trevor Webb.
District Councillors Mark Annett and Gina Blomefield.
The Minutes of the meeting of 29th June 2021 were approved.
County Councillors Report
LS reported. Highways: LS has seen some responses from Bob
Skillern and Rhodri Grey and has concerns about how things are
working at the moment, work not being done to the timescales
that are set. The maintenance schedules are not functioning
and there is inconsistent communication. LS will make sure
that work in Campden is progressed as soon as possible and,
in particular, is pushing the footway work through to Broad
Campden. LS is aware of the accident on Kingcombe Lane last
week but had not received official confirmation of the cause of
that accident yet. Some of the previous ones have been down to
driver error. It may be that looking at feasibility of making Dyers
Lane one way so you could only go down Dyers Lane, could
be considered, the Town’s input to this would be important. CJ
reported that the signage is not adequate.
With regard to the 20mph proposal GCC are looking at taking a
strategic view on 20mph zones in towns and villages across the
district especially where there is through traffic or schools. This
work will be led by a different team and hopefully will give a
more consistent approach.
Aston Road school car park access road. A pre-application
proposal has been submitted to CDC and GCC are waiting for
feedback from CDC on the indicative proposals and drawings
which have been submitted.
The work on the double yellow lines on Station Road is on the
list of outstanding traffic orders and will be progressed.
The grant schemes: refreshed the highways grants schemes to
facilitate local highways schemes and LS will have £30k to
invest locally this year.
LS has £40k for community grants across 16 parishes over a
four-year period. This covers wellness, recreation, green agenda
issues in the parishes.
CJ raised tree planting for the jubilee. LS supported this.
LH asked about youngsters in care. LS responded that the
number of children in care is increasing and is now at 800 which
is a 60% increase in 5 years. The cost of placements for some
of these young people is hundreds of thousands a year so GCC
are investing in properties to house the youngsters rather than
putting them into external companies.
Most of the County Council budget growth over the past five
years has gone into children in care.
PS raised the ambulance service responses. They took 70
minutes to respond to an urgent 999 call and sent an ambulance
from Gloucester. Is there any potential for cross border
cooperation? LS confirmed that there is some degree of cooperation
but it probably has to be a red 8 alert and then cross
boundary initiative will come into action. The triage point is
very relevant to how quickly they are treated.
PS to put the incident in writing to LS so that he can get a proper
response.
District Councillors’ Report GB’s written report was read out
by the Chairman.
Planning - a report from the Planning Committee meeting of
27th July 2021 was received.
Neighbourhood Development Plan – an update was received
on the Community Design Statement. The statement has been
circulated to all councillors for their input by Tuesday 3rd
August.
Highways - it was resolved to grant £7,500 to GCC Highways
towards the Broad Campden Highway’s Scheme.
Resident’s parking permits for Park Road - it was resolved
to refer it to the Traffic Management Committee for a holistic
approach as there would be potentially multiple requests for
parking permits for residents on other streets.
Signage - LH reported that SC had produced an excellent
report on signage which was sent to Highways. The signs in
Westington are broken and the signs in town need improving.
Public Participation - Norman Knight requested a progress
report on the survey on the Craves. CJ updated NK and said that
the Gloucestershire County Council consultation on the school
access road to the new car park will run concurrently with the
Craves consultation which will be undertaken by Civitas on
behalf of the Town Council in the Autumn.
LS will chase up the work on the Alms Houses wall.
Recreation Ground - CJ advised the Council that a grant of
£1000 had been received from the Community Trust towards
the new zip wire.
Defibrillator it was resolved to purchase a defibrillator for the
Berrington Road telephone box at a cost of £1,646.
Camfest – An update on the plans for Camfest from the working
party was received.
CJ reported that they are meeting once a week and the plans are
advanced.
PS reported that there are multiple organisations involved and
the logistics, musical acts, refreshments, stands etc are all in
hand and in communication with the Baden Powell Centre and
trying to arrange parking opposite the Recreation Ground.
It was resolved to set a budget of £4750 for Camfest
LS mentioned a grant scheme that GCC is launching for events
to allow an organization to put events like Camfest on. Further
details will be available at the beginning of September.
Finance, Standards and Audit - the financial statements for
the Town Council Accounts were approved.
Urgent matters - LH reported on the AGM of GAPTC. The
lead on fraud for Gloucestershire made a report and it was
very interesting on how these frauds are perpetrated and how
sophisticated they are.
MH said the 1952 jubilee was on the Coneygree.
PS suggested a local police table at Camfest.
Next meeting of the full Town Council will be Tuesday14th
September 2021.
Across the majority of the patch, the 3 months of May
to July have seen the overall crime rate remain relatively
consistent when compared to the previous year. Ebrington
unfortunately did see an increase. The 2 incidents of
violence involved a heated verbal altercation between
two motorists and a non-injury assault between family
members. The 2 thefts both involved items being removed
from business premises and the criminal damage involved
graffiti again on a business premises.
The past three months have not seen a spate in any one
particular type of offence.
Campden
High Street
For someone who struggles even to recall my telephone number, passwords and
codes are, well, a bit tricky. Nearly everything nowadays has a code and we are
rightly told not to have the same password for different devices or our plastic. If
you do, we’re told we run the risk of Mr Russia or Mr China or a gifted teenager,
in a bedroom somewhere, when not attempting to break through the fire walls of
the Pentagon or the utility companies, will be stealing our identity and running
a digital amok with our online banking, address book, shopping habits or worse.
A code I’m yet to crack is the friendly acknowledgement locals give one another,
for courtesy, from their cars and trucks. I’ve conducted a study and there’s a
social minefield in play. The understated raising of the fore finger off the top
of the steering wheel, the self-assured thumbs up and the jolly, full hand wave,
are the most popular. But, I can’t work out which one to use and when. Adding
to my confusion, in the split second when all this palaver is happening, is the,
‘I know you’ hello wave. That unhelpful deviation from the other three can be
a combination of two gestures, out of the other three, and, if you are still with
me, frankly a nightmare! I’m usually pre-occupied checking the rear view mirror,
double de-clutching, braking, indicating and trying to look at the on-comers face
and number plate and lifting a finger, and, with the same hand, thumbing upping.
All this and waving, as the miserable, non-local (I nearly opted for an entirely
different word there) has done none of the above and sailed on by, blissfully
unaware of the psychological mayhem I’m left trying to conceal. Blimey, how
complicated has life become?
Another code, even ‘complication’ I have to deal with is, I think I annoy my wife.
Just between us reader, I overheard her say on the phone, in, what we laughingly
call the library – a room with a book shelf – to her chum, “oh yes, my first husband
does that.” For some time now, ‘my first husband’ and ‘that’ has been peppering
our conversations. I think it’s intended to encourage a bit more effort, on my part,
in the marriage department. I can’t raise the overheard conversation with her,
especially as I was pressed up against the door, earwigging. I did what any chap
would do, I turned to the oracle. I made a call to the editor. “For the column, I
asked cautiously, do you think this is oversharing?” He replied, I’m busy (I think
I annoy him, too) and I was flattering myself if I thought people read past the first
par or two of my meanderings. He even added, “if I thought you were pulling
in the readers ole chap you wouldn’t be near the back pages of the Bulletin, as a
space filler. Anyway, proper columnists get letters, emails, invitations to attend
celebrity red carpet do’s or go on Desert Island Discs, you get, nothing.” The line
went dead.
Well, dear readers, despite that obvious cynicism, I’m sure you’re out there,
rewarding all the blood, sweat and beers, spilled, as I craft each and every word.
So, when I find out what ‘that’ is, I’ll let you know.
Gosh, Desert Island Discs, imagine.
This month I thought I’d give you a few travel ideas for the
future, especially if you would prefer to be away from the
crowds and enjoy the great outdoors which is perfect for
single travellers, couples or a way to reconnect with your
friends and do something a little different.
Ever wanted to learn a foreign language and are a little bit
rusty from your school days? If so, spend some time in
Italy, brush up on your language skills with a full immersive
course staying with your tutor and enjoy some amazing
Italian cooking too. A stay of 8 days is from £1081 and
includes 3 meals a day and plenty of free time to explore
the local area. This is a perfect way to learn a language and
I can, of course, also offer similar trips to France, Spain and
Germany. If you can’t spare a whole week then shorter stays
are also available.
Staying with the countryside theme, if you have a love of
painting then why not head over to France, Spain, Portugal,
and Italy? With expert tuition, you can spend your time
doing what you love with likeminded people. A seven-day
painting holiday in Portugal starts from around £813pp
including accommodation and meals.
SOCIETY COIN BOX HOLDERS!
Later in October we will be gathering in all The Children’s
Society coin boxes in anticipation for the grand annual
count-up. We will follow a similar format to that of
last year with the coin boxes being given to Sarah or
myself. Final details will be sent to you by letter. In the
meantime, please try and fill your boxes with any change
you may have or perhaps consider writing a cheque or
stuffing in a few notes – all so much easier to count! The
pandemic has had a disastrous effect for many people
and children’s wellbeing and happiness has been hugely
impacted. Childhood is a time that should be filled with
fun, sun, and carefree days. Your generosity does provide
Pension income…a choice between
stability and flexibility?
Deciding on how you are going to take your pension in
retirement is an important decision, and sometimes, a very
confusing one! We have found from experience that many
approaching retirement are still uncertain of the choices
available to them when it comes to finally taking benefits
from their hard earned pension savings.
The rules on how you could access your Pensions freedoms
changed in 2015. Before this, it was more common to use
pension funds to purchase an annuity. This is where you
would use your pension fund to buy a fixed and secure
income for life from an insurance company. Now, there
is much more flexibility, with people able to access their
pensions via ‘Drawdown’ which essentially allows you to
access the funds however you like. With drawdown, you
withdraw money from your pension pot and the remainder
stays invested and can go up and down in value. By choosing
drawdown, you are giving up future certainty for complete
flexibility.
If opting for a secure income from an annuity instead, the
amount you receive is based on annuity rates, which depend
on a number of factors such as age, health, life expectancy,
lifestyle and are also particularly sensitive to interest rate
changes. Because of this, current annuity rates are certainly
not what they were. Based on a single life annuity for a
healthy 65-year-old, they fell by 40% between 2009 and
2020*. While they don’t appear to offer the value for money
they used to, for some having the security of guaranteed
income is still important.
Choosing the right options are complex, so we’ve created
the table opposite to summarise the main differences:
Guaranteed Income An annuity remains
the only way for those
in retirement to get a
guaranteed income for
life (other than the state
pension).
Stability vs Flexibility
Risk
Can I change my mind?
Opportunity for growth
What happens if I die
Annuity
The amount of income
generated from an
annuity is fixed. This can
be reassuring for some,
knowing exactly what
they are getting for the
remainder of their lives.
An annuity holds much lower
levels of risk. Fluctuations in
the stock market won’t impact
income you receive. With this
said, if you were to die shortly
after taking out an annuity, the
pension pot is lost, unless you
pay for additional protection.
Also, with current interest rates
at an all time low, you risk locking
into a low rate of income.
Once you take out an
annuity, you can’t switch
to another provider
and there is no option
to choose to go back to
drawdown.
Unlike drawdown, there is
no investment value and
therefore no pension pot
to benefit from potential
investment growth.
There is no investment
value or ‘pot’ to pass to
loved ones on your death.
However, at the outset,
you can buy a residual
pension for your partner
for the rest of their life.
This will, however, come at
an extra cost.
Drawdown
You can draw an income
from your pension pot, but
it needs careful planning to
ensure the level of income
lasts as long as you do! It is
up to you to ensure it lasts
for the rest of your life. If
you withdraw too much
too soon, it could run out.
Drawdown is fully flexible.
You can take as much or as
little from your pot to suit
your requirement. If you
opt for drawdown, you can
still purchase an annuity
later down the line.
The level of risk is
determined by how you
choose to invest the funds.
With all investing, there
are no guarantees and you
could risk reducing your
income or even running
out of money entirely.
You can, at any point in
drawdown, convert your
pension into an annuity.
As you are withdrawing
income directly from
your pension pot, there
is the potential for your
remaining pension pot
to grow, if investment
returns are greater than
the income you withdraw.
On your death, any
remaining funds in
your pension pot will
be available to your
beneficiaries. If you die
before age 75, they are
generally payable tax-free
to the beneficiary. If you
are over 75, they will be
taxed at their marginal
rate. In addition, Defined
Contribution pensions
do not form part of your
estate for Inheritance Tax
purposes, making them a
tax efficient wrapper.
It is imperative that all the different advantages and risks
are weighed up before you make a decision. The best choice
for you will depend on your individual circumstances and
attitude to risk, therefore, it may make sense for you to
work with a Financial Planner to choose the best outcome
for you. Please don’t hesitate to contact us to arrange a
complimentary initial meeting to see if we can help.
GARDEN NOTES FOR SEPTEMBER
“Look out for ideas when visiting gardens”, I said last month, so I thought
I’d best follow instructions too when in Kent for a few days. Penshurst Place
advertised 11 acres of walled gardens. The space was subdivided in the way
we know well. Hidcote was a pioneer of these ‘garden rooms’. This was
more spacious halls than rooms; but what did it for me to have everything
so scaled up, apart from the beneficial exercise of father to walk? An area
the size of many a private garden, or more, was planted in the pattern of
the Union Flag: was it four times better than the same thing a quarter of the
size? I was far from sure. Call me ungrateful, but that was my impression.
11 acres had sounded so exciting, but I was mildly disappointed. Sorry! One
bed was planted with a limited palette of blue and yelllow flowers only: I
liked that mixture and must remember it.
Next day: Scotney. If you’ve not been, you’ve at least surely seen dreamy
pictures of the semi-ruined castle surrounded by lake. Visible on the windowsill
inside one of the castle windows were old milk bottles containing faded
plastic roses and tulips, which added little to the romance of the garden. Much
of the planting would clearly have looked better a few weeks earlier, but I
noted that Achilleas were doing valuable work to fill the post-midsummer
gap. I was stopped short by a bush smelling just like a Daphne. It looked
like one too, but they flower in spring, surely? Happily there was a gardener
working nearby who assured me it was indeed a Daphne, and one which
regularly goes on flowering long after spring. She told me the name: Eternal
Fragrance. Father Christmas, please note: I want one, and yes, of course,
I’ve been a very good boy.
In the kitchen garden there were red and white flowered runner beans
growing togehter, which looked good. It is said that the white ones do better
in a dry year, but knowing that is a fat log of use: who knows at sowing time
what the summer will do? So, perhaps hedge your bets and enjoy the look.
Another smell: I’d had coffee in a pub garden near a Trachelsopernum
Jasminoides: a not entirely hardy climber with flowers like little white
propellors and a really gorgeous scent. I drank my coffee slowly.
To work now. Your local plant centre will be well-stocked with things to
plant soonish. Bulbs: plant daffodils/narcissi soon if you can. Tulips can
well wait until November. The rest in between, not forgetting autumn onion
sets. Pansies/violas can go in as soon as the space is available and the soil is
moist enough: they’ll establish better while the ground is still warm. They
can wait, but not too far into October, I reckon.
September and April are said to be the two best months to sow grass
seed. Sow in April and you’ll guarantee six weeks’ drought, so I’d go for
September if the ground is ready.
GARDENING CLUB SUMMER SHOW
HELD ON SATURDAY 14TH AUGUST
Our Annual Show returned after a year’s enforced absence.
We were very apprehensive about putting it on but we need
not have worried. Members came up with a great number of
entries in all the various classes including flowers, vegetables,
fruit, flower arranging, cookery, craft, photography and
children’s classes.
The show took place in Washbrook Barn in Ebrington by
kind permission of the Drinkwater family.
We were blessed with a fine day and in the afternoon when the
show was open to the public, we were almost overwhelmed
by the number of visitors of all ages who not only enjoyed
looking round at the exhibits, but also enjoyed tea and
excellent cakes provided by members.
It has been a difficult growing year, however members
produced outstanding exhibits. We look forward to our next
show in April 2022 namely our ‘Annual Spring Show’.
MICKLETON WI
In July we had our first meeting at King
George’s Hall since the onset of the pandemic.
It was held out doors, as restrictions had still
not been lifted. The theme for the evening was French. We
split into teams and played boule, many of us for the first
time. The eventual team winners were – Tanya, Margaret,
and Joan. Our President, Lesley then tested our knowledge
on France. We all did well but Marguerite, Shirley, Jane and
Julia scored the most points. Congratulations to both teams.
Our thanks to Christine and Catherine who continue to
organize our monthly walks. A group of us ventured out
during the heat wave week into the cool of Blockley Woods
for an evening walk, much enjoyed by all. In contrast, a
lunchtime walk from Mickleton to Clopton was cancelled
because of heavy rain.
Programme for September:
13th September – Glass Fusion Workshop by Craven and
This is a special craft evening when we learn about glass
fusion and will have the opportunity to make a small item.
We are very much looking forward to this special evening.
We will need to know how many members will be attending
so please let Irene know if you intend to come 01386 438183.
We are very grateful to J Dixon Trust for their grant, which
has enabled this event. We hope to arrange a different craft
evening in the New Year, the cost of which will be met from
the same grant.
speaker, followed by open discussion. The Revd Dana Delap
will be in the chair for the first meeting.
TBF will meet in Blockley Church, with tea and coffee
available afterwards.
TBF complements the Blockley Discussion Group’s longstanding
programme of evening meetings. We are liaising
closely, so that we will deal with different issues, with
different speakers.
TBF welcomes three busy people, each working for the
whole community. Take this opportunity to listen to their
thoughts, ask questions, and share your views.
For further information, please contact the TBF organiser,
Leslie Packer on 01386 700579 or lgpacker123@gmail.com
