Katherine Mansted

Katherine Mansted is the Senior Adviser for Public Policy at the National Security College at the Australian National University. She

is also a non-resident fellow at Harvard’s Belfer Centre for Science and International Affairs and lectures in international relations at

Bond University. Previously, Katherine practiced law as a commercial solicitor and was a Policy Adviser to an Australian Cabinet

Minister. Katherine regularly writes and presents on technology and security policy. She holds a Master in Public Policy from the

Harvard Kennedy School of Government, and a first-class degree in law and international relations.

Rory Medcalf

Professor Rory Medcalf has been Head of the National Security College at the Australian National University since January 2015.

He has led the expansion of the College into policy engagement as well as education, executive development and research. His

professional background involves more than two decades of experience across diplomacy, intelligence analysis, think tanks and

journalism, including a formative role as Director of the International Security Program at the Lowy Institute. In government, he worked

as a senior strategic analyst with the Office of National Assessments, Canberra’s peak intelligence analysis agency. He was also

an Australian diplomat, with wide experience including a posting to New Delhi, a secondment to the Japanese Ministry of Foreign

Affairs, truce monitoring after the civil conflict in Bougainville and policy development on Asian security institutions. He has contributed

to three landmark reports on nuclear arms control: the 1996 Canberra Commission, 1999 Tokyo Forum and 2009 International

Commission on Nuclear Non-proliferation and Disarmament. His earlier work in journalism was commended in Australia’s leading

media awards, the Walkleys.

C. Raja Mohan

Dr C. Raja Mohan is Director, Institute of South Asian Studies at the National University of Singapore. He is one of India’s leading

analysts of India’s foreign policy and an expert on South Asian security, great power relations in Asia, and arms control. He is the

founding Director of the India Centre of the Carnegie Endowment for International Peace, a foreign affairs columnist for The Indian

Express newspaper and has served as a member of India’s National Security Advisory Board. He has a Master’s Degree in nuclear

physics and a PhD in international relations. His most recent books are Modi’s World: Expanding India’s Sphere of Influence (2015)

and India’s Naval Strategy and Asian Security (2016) (co-edited with Anit Mukherjee). His other books include: Samudra Manthan:

Sino-Indian Rivalry in the Indo-Pacific (2012) and Power Realignments in Asia: China, India and the United States (2009).

Adam Ni

Adam Ni is a researcher at Macquarie University in Sydney working on China’s military. His current projects focus on China’s military

reform and modernisation, strategic forces, and military strategy. In addition to academic research, he also consults for public and

private sector clients on a variety of China-related issues. Previously, he was a policy adviser for the Australian Government, and a

researcher at the Australian Centre on China in the World. Adam’s writings on China issues have appeared in a wide range of academic,

policy and popular publications, and he is an active China commentator for the international media.

Sudarshan Shrikhande

Rear Admiral Shrikhande retired in 2016 after 36 years in the Indian Navy. In flag rank he headed Naval Intelligence; was Chief of

Staff/SNC; served in HQIDS and Strategic Forces Command among other positions. He is a graduate of the Soviet Naval War College

in ASW weapon and sonar engineering in 1988; Indian Staff and Naval War Colleges and of the US NWC in 2003 with highest

distinction. In retirement he teaches strategy formulation, operational art, force structuring, RMA, China, the Indo-Pacific, the Peloponnesian

War, leadership and ethics in several military as well as civilian institutions. He writes regularly for several Indian and foreign

organisations. He is associated with the National Maritime, Vivekananda International and Observer Research Foundations as well

as the Forum for Integrated National Security. He has participated in Track 1.5 dialogues with China and the US and in a US State

Department Indo-Pacific Dialogue and Simulations conference in Sydney. He is studying for a PhD in sea-based nuclear deterrence.
