Asian, European parliamentarians meet in Vientiane

Parliamentarians from Asia
and Europe met yesterday
in Vientiane to discuss ways
to ensure food security,
public debt management and
sustainable development.
Hundreds of delegates
from 27 countries, the
European Parliament and three
international organisations
gathered in the Lao capital for
the two-day 7th Asia-Europe
Parliamentary Partnership
Meeting (ASEP7).
The theme of this year’s
ASEP meeting is ‘The
Asia-Europe Parliamentary
Partnership for Sustainable
Development’.
In her opening remarks,
ASEP7 Chairperson and
President of the Lao National
Assembly, Ms Pany Yathortou,
announced that participants
will focus on finding common
solutions to these three urgent
issues.
Solutions are being sought
to ensure food security in the
context of climate change,
enhance Asian-European
cooperation in public debt
management for sustainable
development, and bolster the
Asia-Europe partnership to
improve the response to natural
disasters.

Officials have warned illegal
overseas call operators and
users of their services that there
will be serious consequences if
they continue to break the law.
The warning was issued
after it was found that members
of the public were using illegal
refill cards (AC phone card)
to make cheap calls over
the internet. The cards have
allegedly been produced by
foreigners who do not hold a

“All of these urgent issues
constitute a challenge for the
socio-economic development
of both continents, and require
us to define appropriate policy
and timely measures,” Ms
Pany said.
In recent years, many
countries have suffered from
weather extremes such as
flooding, storms, tsunamis, and
drought.

Thammavong said he hoped the
ASEP7 meeting would address
ways to deepen cooperation
to bring prosperity to the two
continents’ 4.7 billion people,
who make up 65 percent of the
world’s population.
“I believe this meeting
will seek ways and means
by the four companies who
have licences from the Lao
government, namely Lao
Telecommunications, ETL
Public Company, Star Telecom
and VimpelCom Lao.

funded the construction of a
new operations and logistics
building for use by the Lao
National UXO Programme
(UXO Lao) for clearance teams
in Savannakhet province.

Lao’s clearance activities in
Savannakhet province, district

International, and planned
clearance operations by HALO
Trust, the latest organisation
to begin working in the UXO
sector. Ambassador Stewart
completed her trip by observing
UXO Lao teams conducting
operations at various sites in
Savannakhet province.
The US government has
provided over US$68 million
to the UXO sector since 1993
and will spend over US$9
million this year. In addition to
funding clearance operations,
US support to the sector
includes risk education aimed
at teaching schoolchildren
about the dangers of UXO
and life-saving assistance
for accident victims. This
includes providing medical
training and equipment to
clinics and hospitals in heavily
contaminated districts.
Weather forecasters ensure future is
bright for aviation safety

Meteorologists from airports in
Luang Prabang, Savannakhet
and Champassak provinces
began a training session in
Vientiane on Tuesday to ensure
they can provide accurate
information to pilots flying
delegates to the ASEM Summit.
The Department of
Meteorology and Hydrology
teamed up with the Lao
Air Traffic Management
Department to run the course.
During the 12 day training
session, staff will learn how
to provide accurate weather
forecasts, with a focus on
abnormal weather situations
and other information of
importance for airline safety.
Speaking at the training
session, Acting Director
General of the Department of
Meteorology and Hydrology,
Mr Sithanh Southichack, said
weather forecasters should take
fluctuating weather patterns into
consideration and be on the alert
for changes.
“With global temperatures
expected to rise by 1 to 1.6
degrees Celsius by the end of
this century, we’re likely to see
more heavy rain, storms, and
other extreme weather events
in many countries, including
in Southeast Asia,” Mr Sithanh
said.
He urged the trainees
to be open to learning new
information so they could
quickly and accurately update
pilots on weather situations as a
safety measure.
A representative of the
Department of Meteorology
and Hydrology from Thailand,
who works at Bangkok’s
Suvarnnabhumi Airport, gave a
lecture on the best way to deliver
meteorology information.
The course ends on October
12, and those who pass the
final exam will be given a
certificate.

Lao pilots to earn their wings
on home ground

Lao pilots will now be able
to undergo professional
training in Vientiane, as the
Department of Civil Aviation,
in cooperation with PACTEC,
has established a domestic
flight training programme.
A ceremony to open the
programme was held on Friday
at the Civil Aviation Training
Centre (CATC) near Wattay
International Airport.
PACTEC is a regional body
working in six countries in Asia,
under the theme ‘Partners in
Aviation and Communications
Technologies’.
The CATC/PACTEC
Professional Pilot Programme
is an intensive three-year
programme with an integrated
approach to flight training,
emphasising multi-crew
coordination training and
Airline Transport Pilot Licence
Standards.
The programme will
include a pilot selection course
and introductory and flight
training programmes. The first
one will involve 75 hours of
teaching designed to improve
the English level of the trainees
and introduce them to all the
subjects they will be taught
during private and commercial
ground school.
Japanese NGO Asian
Development with Disabled
Persons (ADDP) kicked
off the second term of its
Laos Employment Support
Programme for disabled
people on Tuesday, with a
course in hairdressing.
The training aims to
provide disabled people with
skills that will boost their
chances of finding full-time
employment.
Other vocational training
courses, such as cooking,
will be offered at the ADDP’s
centre in Vientiane, which
opened on June 1 this year.

The flight training
programme regroups
several traditional training
programmes such as the private
pilot’s licence, commercial
pilot’s licence, multi-engine
licences, and instrument flight
rules.
A fixed-based training
device will be used at the
training course to simulate
take-off and landing at airports
all over the world in all types
of weather, and in engine or
aircraft emergencies.
Pilots will be trained on
two Cessna 172M which
will be shipped to Laos at the
beginning of next year.
PACTEC provides
humanitarian assistance through
flight services, aviation training,
communications and computer
technology. It is active in eight
countries in Asia, Eurasia and
northern Africa.
As part of the PACTEC
international network,
PACTEC has worked in Laos
since 2004. It is involved in
English teaching at the Civil
Aviation Training Centre,
spending thousands of hours
over the past eight years in
teaching general, technical, and
aviation English.
PACTEC personnel have
also assisted CATC with the
development of an English

Gerald Bourgeois, said “For
too long the people of Laos
have been relying on other
countries to train their pilots,
so this situation prompted
PACTEC to offer to help with
establishing a flight training
programme in order for Lao
pilots to be trained in Laos.”
PACTEC and the
Department of Civil Aviation
signed a Memorandum of
Understanding to establish the
Civil Aviation Training Centre
in September last year.
“The pilot training
programme provided by
PACTEC will be important in
terms of promoting sustainable
human resource development
at the Department of Civil
Aviation,” department Deputy
Director Mr Somboun
Daosavanh said at the ceremony.
The programme, funded by
PACTEC, will run until August
2015 at a cost of around US$2
million.

“It will only be a matter

disabled entrepreneurs,” Mr
Ito said, adding that in the
next two years he will visit
Laos again to give further free
training courses.
“Through the Laos
Employment Support
Programme, we recruited
around 15 young women
for our vocational training
workshop, mainly from
Vientiane. However, the
courses are not just about
vocational training, but also
provide business training so
that women can open their own
beauty salons. This also gives
them confidence in dealing
with real customers,” he added.

RMA Lao gets automotive
training into gear

RMA Lao has agreed to
provide the Lao-German
Technical School in Vientiane
with long term support for
automotive, heavy, power and
agriculture equipment training
and education.
An official ceremony to
provide the grant took place
at the school and the contract
was signed by the company’s
Country Manager Mr Chris
Manley and the school’s
Director Mr Somlith Virivong.
The ceremony was attended
by the Ministry of Education
and Sports’ Technical
and Vocational Education
Department Director General,
Mr Nouphanh Outsa, along
with officials and other guests.
The objective of the grant
is to support and develop
labour market-oriented dual
cooperative training (DCT) in
these equipment areas, as part
of the company’s policy on
social contribution.
Pet owners urged to help eradicate
rabies by 2020

The Ministry of Agriculture
and Forestry’s National
Animal Health Centre is
planning to provide rabies
vaccines for all dogs and other
pets, aiming to wipe out the
fatal disease by 2020.
The plan involves not only
making the public aware of the
importance of the vaccinations,
but will encourage people to
ensure their pets are healthy.
Deputy Director of the
centre, Dr Signa Kittiphone,
told the Vientiane Times last
week that vaccinations will first
be administered in Vientiane,
Luang Prabang, Savannakhet
and Champassak provinces,
and in the capital. The centre
chose these provinces because
of their large populations.
The Organisation for Animal
Health is supporting the
project by donating 50,000
doses of vaccine.
“Rabies is a preventable
disease, and nobody should
die from the virus,” Dr Signa
said.
However, he said the
success of the project is
dependent on people bringing
their pets to be vaccinated when
vets visit their community.
Dr Signa said vets from
the National Animal Health

school will provide theoretical
training for its students
and arrange the necessary
documentation (including tax
exemption) needed to import
tools and equipment for the
DCT programme.
The school will develop
an integrated vocational and
education training approach
where prior learning would
be recognised and included
in the credit system, in
order to expand access to
disadvantaged groups.
The school will be
responsible for students’
travelling costs to training
venues within Laos and
neighbouring countries, as
well as encouraging graduates
to work with the company.
The company will join
with the school to develop a
training curriculum which will
meet the needs of the labour
market. It will be based on the
school training curriculum as
well as changing equipment

vaccinated or not.
Hoping to complete the
project by 2020, the centre is
sourcing financing from Lao
and international organisations.
Dr Signa advised that dogs,
cats and monkeys aged over
three months should all be
given a first rabies vaccination.
A month later, they should
have a booster shot and it is
then advisable to have them
vaccinated annually.
Dr Signa advised that
anyone who is bitten by a
dog, cat, monkey or any
other kind of mammal should
immediately clean the wound
with soap to reduce the risk of
infection.
“People who contract
rabies are at risk of death. For
this reason, they are advised to
get a rabies vaccination from
a vet immediately, even if the
animal that bit them has been
vaccinated,” he said.
According to the World
Health Organisation, more
than 55,000 people in Asia
and Africa are killed by rabies
every year.
Rabies is a viral disease
commonly caused by the bite
of an infected animal, usually
dogs. It affects the central
technology. This will even
out technical and vocational
education and training levels.
The company will also
provide internships during
training, and employment after
graduation when possible.
The partnership
programme will start this year
and will continue to run unless
one of the partners decides to
terminate it.
Mr Somlith said this
support will be used to produce
qualified personnel to meet
the developing needs of the
labour market, especially in
the automotive industry.
He said the rapid growth
of the economy in Laos has
been due to many automotive
companies and factories being
established, which now need
more skilled workers.
At present, the current
emphasis on the development
of the automotive industry has
a number of driving factors,
most notably economic growth,
according to the school.

were more than 7,000 reported
cases of dog bites in Laos
in 2007 and 2008, of which
more than 70 percent were
not treated in accordance with
doctors’ advice.

The Australian, Myanmar,
New Zealand, and Russian
parliaments were officially
announced as members of the
Asia-Europe Parliamentary
Partnership (ASEP) yesterday,
taking the total number of
member countries to 47.
The inauguration of
these countries’ parliaments
took place at the ASEP7’s
first plenary session at the
Don Chan Palace hotel in
Vientiane.
Of the 47 countries, ASEP
has 16 members in Asia, 28
in Europe, two in Oceania,
and the European Parliament,
as well as three observers
-Bangladesh, Norway and
Switzerland.
Australia, Myanmar, New
Zealand, and Russia joined
the Asia-Europe Meeting
(ASEM) two years ago.
President of the Lao
National Assembly and
ASEP7 Chairperson, Ms
Pany Yathortou, congratulated
the four countries on their
accession to ASEM and ASEP.
She said the Lao National
Assembly is proud of its
contribution to the growth of
ASEP through the four new
countries admitted to the
partnership.
She hoped these countries’
parliaments would be a
significant contributing force

In addition, he said the ASEP partner countries should help
each other to achieve the Millennium Development Goals by
2015.
Also speaking at the opening ceremony was the Head of the
Belgian delegation, Senator Rik Torfs, who touched upon the
importance of the issues to be tabled at this year’s meeting.
He recalled discussions on the financial and economic crisis
during the ASEP6 talks, held in Brussels two years ago when
Belgium hosted the meeting.
“Today, this remains a topic of high importance, considering
the ongoing crisis in the euro zone and beyond,” Mr Torfs said.
Although a lot has been done to address the ongoing financial
crisis, the senator said there was still a long way to go to remedy
the situation.
He said all parliaments represented at the meeting play
an important role in addressing the crisis. “The importance
of parliaments cannot be underestimated. They must play an
oversight role in coordination with governments.”
The outcomes of the ASEP7 meeting will be submitted to
the 9th Asia-Europe Meeting (ASEM) Summit next month, for
heads of state and government of ASEM member countries to
take into account.

hope to undertake.

from New Zealand,
Parliamentary Private Secretary
for Foreign Affairs and Chief of
Foreign Affairs, Mr John Hayes,
thanked Laos and Cambodia for
supporting New Zealand’s bid
to become a member of ASEP.
“I also want to thank all
other countries for supporting
New Zealand’s membership
application. The Asia group
is what we consider to be our
logical home, as we increase
our focus on the Asia-Pacific
region,” Mr Hayes said.
As an interparliamentarian
organisation
across two continents, ASEP
acts as a mechanism for
Asian-European partnership,
provides a platform for
meetings between parliaments,
creates favourable conditions
for the exchange of views,
and systematically conducts
parliamentary diplomacy
between Asia and Europe.
The ASEP7 meeting,
themed “Asia-Europe
Parliamentary Partnership for
Sustainable Development”
ends today.
The meeting is scheduled to
hold two panel discussions. In
considering economic matters,
the panel will discuss food
security in the current situation
of global climate change, and
strengthening Asian-European
cooperation in dealing with
public debt towards sustainable
development.
In addressing social and
environmental concerns,
lead speakers from Belgium,
Indonesia and the United
Nations International Strategy
for Disaster Reduction will
present reports on Asian-
European partnership for
increasing social participation
in disaster management.

Students get firsthand experience of
Japan’s disaster recovery efforts

A group of 46 secondary
school students and four
teachers on Sunday travelled
to Japan, where they will see
for themselves how people
are rebuilding their lives
in the wake of last year’s
earthquake.
The group will be in
Japan from October 1 to 10
at the invitation of the Kizuna
Project. The word ‘kizuna’
means bond.
Under the project, more
than 10,000 young people
from 41 countries are invited
to Japan to promote global
understanding of Japan’s
ongoing revival efforts in the
wake of the Great East Japan
Earthquake.
The scheme also aims to
strengthen bonds between
young people of different
nationalities.
This year, more than 200
young people will be invited
to Japan under an agreement
between Lao Prime Minister
Thongsing Thammavong
and Japanese Prime Minister
Yoshihiko Noda, according
to the Japanese Embassy to
Laos.
During their 10 days
in Japan, Lao students will
visit cities damaged by the
earthquake and tsunami in the
country’s northeastern Tohoku
area. They will tour Mito,
Kasama and Oarai-machi
to learn about the recovery
efforts there.
While in Oarai-machi they
will observe reconstruction
work and meet up with local
high school students.
The Lao group will also go
to Nara and Osaka prefectures
in the Kansai area in the
west of Japan to learn about
advanced disaster prevention
technology, as well as aspects
of Japanese culture, business
and society.
After returning to Laos,
it is hoped the students will
share their experiences with
their friends and families to
promote mutual understanding
between Laos and Japan.
News in Brief
Better health care for Oudomxay communities
Oudomxay province’s Namor and Xay districts have greatly improved their public health
network with most people having access to better services.
Previously, people in many parts of the targeted districts, especially those in rural areas, had
difficulty accessing dispensaries, and hygiene and sanitation standards were very poor.
The district has seen outstanding improvement over the past few years, however, and maternal
and infant mortality rates have fallen.
Between 90-95 percent of the population now has access to hygienic latrines and many
villages have opened dispensaries.
Many people have also been trained in first aid and have the skills and knowledge necessary
to treat people in emergency situations.
Luang Namtha farmers harvest wet season crops
Farmers in Long and Sing districts of Luang Namtha province are preparing to harvest their
wet season crops and are expecting to finish by the end of next month.
Harvesting began at the beginning of this month and around 15 percent of a total 30,000
hectares of rice have already been reaped. The province expects to produce 4.6 tonnes of rice
this year.
This season, many farmers were affected by extreme weather conditions and insect infestations,
which led to the loss of several tonnes of crops.
Farmers are also cultivating cash crops such as sweetcorn, cotton, peanuts, soybeans, ginger
and sesame.
Attapeu officials set sights on higher standard of education
Non-formal education, rural teachers and the development of education standards were key
topics of discussion among education officials in Attapeu province recently.
District representatives discussed issues relating to the Ministry of Education and Sports’
strategies for the next four years, with a focus on expanding educational networks, addressing
illiteracy and reducing the number of failing students at all levels, according to the provincial
Education and Sports Service.
This academic year, higher kindergarten enrolment and education for children over five are
the areas singled out for improvement.
The service’s strategy aims to progressively increase participation in kindergarten to improve
children’s integration into, and achievements in primary education.
The service’s vision for early childcare and education involves bolstering pre-primary education
by improving and increasing the number of state-run nursery schools and kindergartens.
The services available are still insufficient in some rural areas, however, so further collaborative
efforts to provide better education opportunities are being considered.

Wen was speaking at

Food and Agriculture
Organisation (FAO)’s Agricola
Medal by FAO’s general
director Jose Graziano da Silva
at the Great Hall of the People.
“Thank Director Jose
Graziano da Silva for
conferring the medal on me.
This is more than a personal
honor to me. It represents the
international community’s
full recognition of and high
acclaim for what China has
achieved in agriculture and
rural development,” Wen said.
China’s grain output has
been increasing for nine
consecutive years, with this
year’s output about 150
million tonnes more than
that of 2003, Wen said. “This
has provided a guarantee
for China’s economic and
social development and the
improvement of people’s life.
It has also contributed to the
global food security.”
Wen attributed the
achievements of China’s
agricultural and rural
development to the rural
reform, the top priority given to
agriculture and the principle of
“industry supporting agriculture
and cities supporting rural
areas.”
The achievements would

or awaiting registration as
refugees in Jordan, Lebanon,
Turkey and Iraq is up to
311,500, compared to around
100,000 in June, a spokesman
with the United Nations
Refugee Agency (UNHCR)
said on Tuesday.
Adrian Edwards said the
continuing rapid growth of
refugee numbers underscores
the urgency of last week’s
revised Syria Regional
Response Plan, an appeal
for US$487.9 million to help
710,000 Syrian refugees by
the end of this year.
UN and its NGO partners
presented the first plan for
Syrian refugees with an appeal
for US$84.1 million to address
the humanitarian needs of
some 98,000 refugees over six
months. It was revised in June
to seek US$193.2 million
for a planned population of
185,000 people.
When the appeal, revised

Short Term National Financial Management Consultant
Background
The Ministry of Planning and Investment (MPI) has initiated preparation of a Technical Assistance (TA)
in the amount of US$2.7 million, which is supported by the World Bank who is acting as administrator
of grant funds provided by Japan under the Japan Policy and Human Resources Development Technical
Assistance Program to Support the Government of Lao PDR in its efforts to measurably decrease the
vulnerability of the population and national economy to climate change and natural hazards.
Scope of service:
The services required are divided into two stages: design and training/implementation. The consultant
will work in close cooperation with the international project manager, project accountant and other
implementing partners and would be responsible for the following specific tasks:
• Designing Financial Management system suitable for the project
• Identifying suitable accounting software for the project. Work closely with accounting
software provider to design appropriate chart of accounts and reporting format to ensure the
project’s financial reporting requirements/needs are met
• Ensure proper internal controls are put in place to achieve accountability at all levels
• Prepare financial management manual to be approved by project management and the World Bank
• Implement or test the systems/procedures/ accounting to ensure that they work smoothly and
effectively. Propose and make adjustments where required
• Conduct formal training to project staff on financial management of the project
• Provide on the job training and advice to project accountant to ensure that he/she can carry out
the task assigned efficiently
Qualifications:
• At least a bachelor degree in relevant field such as: accounting and finance. Post graduate
qualification in relevant field e.g. Master Degree or hold a professional qualification e.g. CPA
or CA is desirable
• A sound knowledge in accounting and other relevant field, including at least 5 years of
professional experience
• Experience in writing and producing manual; and setting up and using computerized accounting
software is an advantage
• Experience with the World Bank projects or other major donors are an advantage
• Fluency in Lao and English (strong written and spoken skills)
• Good PC/systems literacy, including strong Excel skills
• Able to work in a team, with close cooperation and coordination with key line Ministries,
World Bank team and other counterparts.
• Reliable, independent and dynamic worker with high social competence and good team spirit
• Good interpersonal skills and result orientation.
Duration of Assignment:
Four (4) months contract with an expected start in the end October 2012.

ASSIGNMENT OVERVIEW
The Lao PDR health team requires assistance in a range of areas including assistance for
project implementation for Health Services Improvement Project-Additional Financing
(HSIP-AF) and Community Nutrition project (CNP) as well as on-the-ground research
assistance for Analytical and Advisory Activities (AAA) Work.
SCOPE OF WORK
The Research Assistant will be responsible for provide ongoing implementation support,
including compilation of information and summarize project progress of the on-going
projects. S/he will be facilitating coordination between task teams and the relevant
government counterparts; specifically the aforementioned project’s implementing agencies.
S/he will also be participating in meetings and/or seminars, while reporting key points of all
discussions to the task teams. The Research Assistant will also be participating in missions
and visiting project sites together with other mission members. Whether going to the field with
task teams or by her/himself, the Research Assistant will meet with local people, consultants,
government officials or any other relevant stakeholders, and collect their perspectives on
various aspects of project implementation.
The Research Assistant may also need to provide concrete advice to the client during field
visits, however, in all such cases, s/he should first consult the team leaders before providing
specific advice, or she/he should report all advice provided upon return to the office.
Upon the completion of every field trip, the Research Assistant will prepare a Back-to-Office
Report (BTOR) to share field trips findings. The Research Assistant may be requested to
contribute to the mission Aide Memoir or other documents as requested by the task teams.
For analytical works, s/he will provide research assistance including compiling data and
searching for information, including conducting literature reviews.
SPECIFIC OUTPUTS EXPECTED FROM CONSULTANT
� Written short comments/inputs to Project-related documents such as short summaries,
ToRs, etc.
� Brief mission reports and written contributions to aide memoires as requested.
SELECTION CRITERIA
� At least an MA/MSc in relevant field, such as public health, economics, or management
sciences.
� Minimum of 3 years of project experience in working with international organizations
in Lao PDR or in other developing countries preferred.
� Ability to collect, compile, and summarize data and additional background information
as needed and report writing skills;
� Willingness to undertake frequent field visits to rural areas and remote communities;
� Strong interpersonal and communication skills and the ability to effectively
communicate with government officials, consultants, and WB staff;
� Strong computer skills; and
� Strong Lao and English language skills (written and spoken) required.
� Ability to work in teams seeking advice and guidance where required.

ASEP7 Special
The ASEP 7 meeting officially opened in Vientiane yesterday
with 250 delegates in attendance from Asia and Europe. At the
opening ceremony, President of the National Assembly of the Lao
PDR, Ms Pany Yathortou who is also President of ASEP 7, delivered an opening
speech, which was followed by a welcoming speech by Prime Minister Thongsing
Thammavong and a speech by Mr Rik Torfs, the Head of the Belgian parliament
delegation, which hosted the ASEP 6 meeting.

Today, I feel greatly privileged and very pleased to have the opportunity to welcome you to
Vientiane Capital, Lao PDR. At the outset, on behalf of the National Assembly of Lao PDR, may
I cordially convey my warmest regards, wholehearted friendship, and sincere thanks to all of you
for accepting our invitation to attend today’s ceremony. I highly appreciate the participation of
Speakers, Deputy Speakers, Heads of Delegations, Members of ASEP Parliaments, Observers as
well as all the distinguished guests of the host country. I would also like to seize this opportunity
to whole-heartedly express my congratulations towards Australia, New Zealand, Myanmar, and
Russia for their accession to ASEM in Belgium two years ago and I earnestly hope that the
parliaments of these countries will become full members of ASEP in the near future.
Honorable Delegates, Distinguished Guests, Ladies and Gentlemen,
In the context of the world’s socio-economic development where sustainable development
has become a common trend of the nations over the world, strengthening relationship and
enhancing cooperation between the two continents, Asia and Europe, are of common interests
for all countries. The unanimously agreed selection of “The Asia-Europe Parliamentary
Partnership for Sustainable Development” as main theme of this ASEP-7 Meeting demonstrates
that ASEP is meeting the requirement of the new era and attaches a great importance to the
nations’ aspirations for better life based on mutual understanding and cooperation so as to
achieve prosperity in all parts of the globe.
Ancient civilisations of Europe and Asia have been transmitted for thousand years.
Both continents enjoyed a long tradition of exchanges of visits and trade. This privileged
relationship has been used by both continents as a driving force for fostering their development.
At present time, Europe has become an active partner and supporter of the development
cooperation in many countries in Asia, including Lao PDR. Both continents, Asia and Europe,
constitute a synergy and play a crucial role in maintaining world’s peace and regional and global
development. Asia, with its large population, is abundant of natural resources and is becoming
a region with strong and rapid economic growth. Europe is composed of many developed
countries with modem scientific and technological advancement and has extensive experience in
inter-country integration. In the era of globalisation with a number of advantages and progress in
the field of transportation and communications, Asia and Europe are confronting an opportunity
for mutual reliance, to supplement each other and join hands for further building their countries.
Regular exchanges of visits between Governments’ leaders, business people and civil societies
within the framework of Asia-Europe Summit Meeting or ASEM, the Asia-Europe Parliamentary
Partnership or ASEP, the Asia-Europe Business Forum or AEBF and the Asia-Europe
People Forum or AEPF, have strategic importance and contribute to further enhancing
mutual cooperative relations for the benefits of people from two continents. Being an interparliamentarian
organisation between the two continents, ASEP is part of the mechanism for Asia-
Europe partnership, provides a platform for meetings between parliaments, creates favourable
conditions for exchange of views and systematically conduct parliamentary diplomacy between
Asia and Europe. From each ASEP meeting, ASEP membership has been enlarged with now
47 member countries and this number is expected to increase in the near future. ASEP has
recorded significant achievement in many areas thus enhancing mutual understanding of people.
Members of Parliament are seen as representatives of people who also exchange visits, cooperate
and provide mutual assistance in tackling common concerns not only for the benefits of people
from two continents but also for the benefits of entire world.
In current situation where the world is undergoing complex and rapid unpredictable changes,
in parallel with favourable conditions for the increasing development cooperation between the
two continents, Asia and Europe, we are also confronting a number of challenges such as the
economic and financial crisis; climate change which severely affects food security; the increasing
development gap between the developed, the developing and least developed countries.
Distinguished Delegates, Honourable Guests, Ladies and Gentlemen,
Over the past years, our globe has been confronting the phenomenon of climate changes and
many countries, including Lao PDR, have suffered from adverse impacts from natural calamities
such as flooding, storms, tsunami, drought, global warming, melting icebergs from the North
Pole and sea level rise. All these constitute a threat to human well-being. At the same time, the
frequent cycle of world’s economic and financial crisis in the last ten years has adverse effect on
the security and the economic and financial stability of each continent and many regions of the
world to some extent. Therefore, at our meeting, we will focus on finding common solutions to
the following urgent issues through ASEP:
� Ensuring food security in the context of climate change
� Enhancing the Asia-Europe cooperation in public debt management for sustainable
development
� Asia-Europe partnership for the increasing participation of civil societies in handling with
natural disasters
All these urgent issues constitute a challenge for the socio-economic development of both
continents which require us to define appropriate policy and timely measures. I am confident
that during the meeting in the next two days, in the spirit of cooperation and with a high sense
of responsibility of all delegates and parliamentarians, our meeting will certainly reach its set
objectives however, on behalf of chairperson of this ASEP-7, allow me to share some view:
1. For food security in the context of climate change
As we are all aware, food security does not have a direct impact on the economy and the
livelihood of our people but it also affects peace and the security of nations to some extent. Against
this background, I am of the view that the cooperation amongst countries in food security is vital
and a common strategy should elaborated based on mutual benefits and the balance between the
development and environment protection. For the developing countries, they need to have a strategy
for their agricultural products in line with land policy, access to water resources, capital, marketing
and technology. In addition, a favourable environment for international trade should be created for fair
market-oriented agricultural products. Furthermore, the international community should put in place
a cooperation mechanism for food security management in particular for effective food production,
food reserves and distributions chains. My National Assembly has encouraged the government to
pay attention to promoting researches and developing seeds of agricultural products adaptable to the
changes of climate through the cooperation between Asia and Europe.
2. With regard to public debt management for sustainable development
Public debt has become an issue that threatens the world’s economic and financial stability.
Therefore, the cooperation between the two continents in addressing this issue is vital for ensuring
sustainable development. In this regard, the parliament of each country has the duty to encourage
its government to review and maintain their financial policy along with elaborating medium
and long term public debt management to build up a network for exchange of information
and experiences in drafting comprehensive and consistent legislation while strengthening the
capacity of different public institutions responsible for overseeing the government in public debt
management
3. For Asia-Europe partnership in intensifying the involvement of civil society in
handling with natural disasters
Our members of parliaments shall enhance the cooperation between Asia and Europe in order
to concretely streamline natural disaster risk reduction tasks into all sectors of the socio-economic
development plan by assigning the communities as centres of security cultures, thus ensuring the
sustainable development and readiness in allocating resources for timely responses to any natural
disasters.
All these suggestions could be effectively realised only if policy and legislation are in place
therefore enacting legislation remains the important foundations which we should carefully and
thoroughly examine to the largest extent possible.
As ASEP member, the Lao National Assembly always supports the Asia-Europe Cooperation
and Partnership and will do its utmost to contribute to every success of ASEP. We stand ready to
enhance the friendly relation and cooperation for the development of Parliaments of all countries
from Asia and Europe in order to elevate the quality and efficiency of ASEP and to continuously
disseminate the information about ASEP to Lao people
On this occasion, on behalf of all Lao ethnic people, I would like to express my gratitude to the
ASEP member countries for their support, assistance and cooperation which created favourable
conditions for Lao National Assembly to successfully fulfil its international obligations. I earnestly
hope that all the topics of discussions at this ASEP meeting will be submitted to the governments
of member countries for further consideration aiming at contributing to the attainment of the
objectives of peace, cooperation and sustainable development.
On this final note, may I extend to all participants of this meeting my best wishes of good
health, enjoyable visit and activities in Lao PDR and I would like to request you to spare your
time contemplating and familiarising yourself with the beauty and richness of the nature, the
diversity of long-standing cultures and fine traditions of Lao ethnic people.
I wish the ASEP-7 to be crowned with brilliant success and I officially declare the ASEP-7

Today, it gives me a high privilege and great pleasure to attend the official
opening ceremony of the 7th ASEP meeting which is taking place in Vientiane
Capital.
On this auspicious and historical landmark occasion, I would like to
wholeheartedly extend on behalf of the Government of the Lao People’s
Democratic Republic and in my capacity as Chair of the 9th ASEM Summit, a
cordial welcome to the House Speakers and representatives coming from Asia
and Europe to the 7th ASEP meeting. It is also my great pleasure to welcome
new ASEP members from Australia, New Zealand, Myanmar and Russia.
The wide participation of the parliamentarians from the old member States
and the four new member States in the 7th ASEP meeting is a clear testimony
to the good partnership so happily existed between our parliaments. It also
reaffirms the increasing growth of ASEP as well as the privilege that you all
have bestowed upon the Lao PDR to host the ASEP meeting for the first time,
and we would like to thank you all to that end.
Excellencies, Distinguished Guests, Ladies and Gentlemen,
Aware as we are, ASEP is the representative body of the rights and interests
of more than 4.7 billion people in Asia and Europe which accounts for 65
percent of the world population. Since time immemorial, our peoples from the
two continents have manifested a strong aspiration to live together in a cordial
and friendly environment based on a spirit of mutual understanding and mutual
assistance while promoting cooperation for development leading towards shared
prosperity.
In this regard, the Government of the Lao PDR is of the view that the present
ASEP meeting should focus its deliberation on issues that matter most to the
peoples of our two continents. First and foremost, I believe that the meeting
shall seek ways and means to further enhance economic and trade cooperation
aimed at harnessing respective untapped potentials. Most urgently is to step
up cooperation in agricultural production that should be associated with food
security programs. This is the most pressing issue before us given the abnormality
of climate change. If we do not take a sound and collective action to deal with
such reality, our peoples would face food shortage that might turn out to be one
of the root causes for instability.
Furthermore, I am of the view that the current ASEP meeting has to find
out solutions to meet the basic needs of the people namely ensuring improved
and secure living conditions in order to bring about prosperity to the peoples of
our two continents. To reach that lofty goal, we have to deploy all our efforts
and wisdom to devise development and cooperation schemes in line with the
specificities of the contemporary world that is an era of global integration.
Excellencies, Distinguished Guests, Ladies and Gentlemen,
Our planet is currently hit by the financial crisis affecting both Asia and
Europe. In the past, leaders of many countries and institutions have held several
meetings at different levels in order to jointly find appropriate solutions. In this
regard, I propose that at the 7th ASEP meeting, the participants shall collectively
study and search for sustainable and sustained development schemes through
promoting mutually-beneficial cooperation, exploiting respective potentials and
strength while doing away from taking advantage of each other. Moreover, a
well-balanced and coherent linkage between socio-economic developments with
environmental protection must also be guaranteed. One of the most pressing
issues that we need to place emphasis on is to help each other in attaining the
MDGs by 2015 while laying down necessary conditions for fostering future
development that would fall within a sustainable development-led orientation
path. Therefore, I would like to call upon the present ASEP meeting to contribute
to the study and formulation of new sustainable development format while
ensuring that the peoples of our two continents will live in an environment of
lasting prosperity and amity.
Excellencies, Distinguished Guests, Ladies and Gentlemen,
As you have already known, in early November of this year, the Lao PDR
will play host to the 9th ASEM Summit in Vientiane Capital. As of now, through
its own efforts as well as thanks to the assistance and cooperation from friendly
countries, all the preparatory works are basically completed. I am confident that
we will continue to enjoy the support and constructive cooperation from ASEM
member States as well as from Asia-Europe parliaments in order to ensure that
these two important meetings hosted for the first time by the Lao PDR would
be crowned with success as envisaged thus contributing to further enhancing
cooperation between the two continents in order to bring about the benefits and
prosperity to the peoples of our two continents while also injecting an important
contribution to the cooperation for development and wealth of the world at large.
I would like to take this opportunity to reiterate that the Government of
the Lao PDR consistently upholds a foreign policy of peace, independence,
friendship and cooperation. It also welcomes the establishment of relationship,
contact and sincere cooperation with the Governments from Asia and Europe to
consider issues of mutual interest.
On this final note, I wish the 7th ASEP meeting to proceed in a cordial and
friendly atmosphere filled with mutual understanding and brilliant success.

ASEP meeting.

Mr Rik Torfs.
It is my honor and pleasure to be with you here today
at the opening of the 7th Conference of the Asia-Europe
Parliamentary Partnership Meeting. As parliamentary
dimension of the ASEM meetings bringing members of
parliament together from the European Union and from
the Asian countries, these ASEP meetings are key in
deepening relationships between our parliaments from
the East and the West.
As you all know, the last ASEP meeting took place
under Belgian presidency in Brussels on 26 and 27
September 2010. Topics discussed were the effective
financial and economic world governance structures on
the one hand, and sustainable development in its social,
economic and environmental aspects on the other hand.
The Belgian presidency insisted during the meeting
on the idea that all European and Asian citizens need
to have the same rights and obligations in the fields
of health, education, solidarity and local government.
Moreover, the essential role of women in society was
stressed. Finally, the trilateral partnership was developed
between European, Asian and African countries, in
which interparliamentary contacts can guarantee the
move of all countries towards democracy.
Concerning the first topic of the Brussels meeting,
extensive discussions took place concerning the creation
and maintaining of effective financial and economic
world governance structures. This debate took place
against the background of the economic and financial
crisis in the ASEM countries. Today, this remains a topic
of high importance, considering the ongoing crisis in the
Eurozone and beyond. Good governance remains key in
combating the world economic crisis. We still have a
long way to go, but a lot has already been done. The
importance of parliaments cannot be underestimated.
They must play an oversight role in coordination with
the governments.
The need for regulation of the financial and banking
sector was emphasized. An early warning system
and an information-sharing system could be put in
place. Capital guarantees were also required. All these
conditions would have to be fulfilled by all countries in
the world, including the United States.
The United States and Europe had already
taken stability measures. However, it was deemed
indispensable to introduce more effective controls over
rating agencies and standardize the capital adequacy
rules of developed and emerging economies. Climate
change commitments were also required.
Finally the resources of the International Monetary
Fund needed to be expanded, and emerging economies
needed to have voting rights in IMF. The IMF loan
system needed reform so that countries that needed
help could be assisted. That reform required active
participation by all countries and appropriate new
regulatory instruments.
The second topic of the Brussels meeting concerned
sustainable development. It was clear that the definition
for “sustainable” was not easy to give. Reference
was made to the Brundtland Report of 1987 defining
sustainable development as development meeting the
needs of the present generation without compromising
the ability of future generation to meet theirs. This is
sometimes conflicting with some political decisions
that tend to be short-term without taking into account
the interests of future generations. The debate during
the ASEP meeting was welcomed, since it gave the
opportunity to try to find a mutual understanding of
what sustainable development is.
It was concluded that still one of the main challenges
to be taken up was a reduction in poverty. Another
challenge was social cohesion, which was experiencing
great disparities and leading to upheavals. A major
challenge for Asia was to maintain sustainable economic
development. Collaboration between European and
Asian countries was to be encouraged in this respect.
Cooperation, globalization of challenges, the fact that
the economic crisis and climate change affects every
population in the world, all these ideas were developed
during the debate in Brussels. The role of parliaments was
crucial in this respect, since they represent the people and
pass laws.
Those of you who we had the honor of welcoming in
Brussels in 2010, remember that the discussions leading
to the final declaration were vivid and sometimes intense.
Reference was made in this final declaration to the
commitment to peace, stability and prosperity in the
ASEM area, agreeing that proliferation of weapons of
mass destruction, and their means of delivery, constituted
a threat to international peace and security. A nuclear
weapons free world should be the objective of all.
Another important conclusion dealt with the need
to enhance co-operation in the fields of technological
innovation, science and ICT so as to narrow the digital
divide and ensure sustainable development for all ASEM
Partners.
A specific paragraph was dedicated to the issue of
piracy at sea, certainly on the routes linking Europe and
Asia. It seems that today, this problem is tackled at last,
and cases of piracy are becoming rare.
Emphasis was also laid on the achievement of the socalled
Millennium Development Goals in order to allow
everyone to live in dignity. Environment was another
important issue, referring among other things to the
reduction of CO2 emissions.
Gender equality was extensively discussed. This
involved giving responsibility to women, which is
essential for tackling social and economic challenges.
Unfortunately, women still do not always have equal
opportunities of getting jobs, in education or health, and
are all too often victims of conflicts and war.
In this respect, I would like to quote some conclusions
of the final declaration that were subject to intense debate,
but lead to firm and strong commitments:
“ASEP Parliamentarians considered that, in order to
achieve economic development and social progress, it is
necessary to respect fundamental rights and freedoms,
especially the freedom from poverty and the right to
choose the way of development.
ASEP Parliamentarians stress the need to give priority
to gender equality and empowerment of women. There
must be progress on reduction of maternal mortality and
improving maternal and reproductive health. They totally
condemn the awful practice of abuse of women and
children as a weapon of war.
ASEP Parliamentarians insisted to guarantee the
promotion of women’s rights in every human society.
Gender equity naturally means the promotion of women’s
status in the political, economical, cultural and social
fields.
ASEP Parliamentarians affirmed that cultural
diversity is a fundamental feature of world cultures
and constitutes a true source of innovation, inspiration
and progress for humankind; they also emphasized that
respect for, protection and promotion of cultural identities
and diversity, together with dialogue among civilizations,
have been a driving force for development, putting special
emphasis on gender equality.”
In my personal view these were the most important
conclusions of the 2010 Brussels ASEP Meeting.
ASEP is one of the finer examples of what is
commonly referred to as parliamentary diplomacy. By
bringing together the parliaments of Europe and Asia
working together on the international stage, mutual
understanding between countries can be increased and
the legitimacy of intergovernmental institutions can be
reinforced. As such, parliamentarians can support each
other in extending dialogue between countries and in
deepening parliamentary oversight of the executive
branches in all of our countries.
In this respect, it is worthwhile referring to one of the
last conclusions of the final declaration, which states that a
continuous reinforcement of the Asia-Europe partnership
is mutually beneficial and guarantees the continuity in the
ASEP process. Therefore ASEP should develop further,
to strengthen the leadership and to establish follow-up
mechanisms of the meetings, as well as to monitor how
the governments have worked with issues ASEP has
given a priority to.
As representative of the 6th ASEP Presidency, I am
convinced that the Laos presidency over the 7th ASEP
will be an even greater success than the presidencies
before in deepening this interparliamentary dialogue and
in putting ASEP in the center of EU¬-Asian cooperation.

When I tried to get some press
releases or other documents that
I wanted this morning, things
were rather muddled. But after
the opening ceremony addressed
by National Assembly President
Ms Pany Yathortou and the
welcome address by Prime
Minister Thongsing Thammavong,
the problem had been resolved.
Reporters from Laos and overseas
news agencies were provided with
comfortable workplaces.
Before coming here, I had travelled
around the world to report on news
for VOV. But I like Laos because I
have been given a warm welcome.
I was very impressed when I
arrived at the VIP Hall at Wattay
International Airport, because not
only me, but all of the delegates
were taken care of from the airport
to our hotels and until the opening
ceremony.

visitors a day, Hor
Phra Keo - one of
Vientiane’s oldest
temples - has become one of
the most visited landmarks in
Laos.
Both Lao people and
overseas visitors flock to the
ornate building on Setthathirath
Road to learn about its history
and admire the collection of
Buddha images, some of which
date back over 1,000 years.
Built in 1565 by King
Xaysetthathirath, the temple
was formerly the royal chapel
of the Lao Monarchy, but more
importantly it was built to house
the Emerald Buddha.
After it was destroyed by
foreign invaders in 1778, Hor
Phra Keo’s Emerald Buddha
was taken to Thailand.
Today, Hor Phra Keo houses
relics from the original building,
including a gilded throne,
Buddhist stelae, bronze frog
drums, wooden carvings and
palm-leaf manuscripts.
The oldest of the Buddha
images were made as far back
as the 6th century, but there
are also images that date back
to the 10th, 13th, 16th, 17th
and 18th centuries.
On a recent visit there, I
noticed women queuing up
at a stall to hire a traditional
Lao skirt (sinh) to wear inside
the temple. This is asked of
tourists as a mark of respect

Although the present day
architecture is relatively new

perfect way to portray its past.

About the Lao Agroforestry Project
Lao PDR participates in the Forest Investment Program (FIP), a multi-donor trust fund under the umbrella of the World Bank-administered Climate Investment Funds. The main
purpose of the program is to support developing countries to reduce emissions from deforestation and forest degradation and promote sustainable forest management, which will
lead to reduction of CO2 emissions and the protection of carbon reservoirs.
As part of the Forest Investment Program, IFC has developed the Lao Agroforestry Project. The goal of the project is to increase the area of land under sustainable management
in Lao PDR, by reducing the costs and risks associated with transforming degraded and underutilized land to productive agriculture and forestry.
IFC wishes to employ the services of a Lao national consultant to help the team with daily tasks and to develop a project implementation plan as well as a project proposal.
Duties and Accountabilities
• Work with private sector partners and other stakeholders to develop a project
implementation plan and a joint action plan, considering benefits, risks, and mitigation
measures;
• Contribute to the development of the project implementation plan, particularly by
collecting, writing, synthesizing, analyzing, and comparing literature and data;
• Assess and record impacts, which can be attributed to IFC-supported activities under
FIP, and develop plans to mitigate negative impacts and enhance positive impacts;
• Develop a monitoring plan, a methodology, and reporting template, which will
support evaluation and monitoring of the effectiveness of the IFC investment
consistent with FIP and GoL criteria, particularly the monitoring, reporting and
verification (MRV) needs for carbon markets;
• Ensure that all IFC-supported activities are consistent with IFC’s Performance
Standards and the legislative and regulatory systems in Lao PDR;
• Engage key stakeholders to secure efficient coordination and complementarities of
existing programs, as well as clear messaging;
• Represent IFC externally in interactions with private sector companies and internally
in relevant initiatives.

said the history of the temple
was sad, but the collection
of Buddha images and
other artefacts left a lasting
impression on him, as they
reflected the splendour of
times past.
“In addition to the friendly

handicraft and ancient relics
of Laos will stay in my mind
after I return home,” he said.

Phra Keo, just walk east along
Setthathirath Road and you’ll
find it next to the Presidential
Palace opposite Vat Sisaket.
It is open from Monday to
Sunday from 8am to 12 noon
and from 1pm to 4pm. The
entry fee is 2,000 kip for
Lao visitors and 5,000 for
foreigners.

Qualifications
• Seven or more years of experience, preferably from the private sector, advancing
issues of sustainable forestry management, carbon emission management, and
sustainable development. Experience in plantation forestry and agroforestry a plus;
• Educational background in forestry, natural resource management, or a related
discipline, ideally at Master’s degree level or beyond;
• Demonstrated experience in project management, including strategy and planning,
budget and team management, supervision, monitoring and evaluation, and building
organizational support;
• Strong client- and results-orientation, as proven by a track record of achievements;
• Strong network with private sector, government, development agencies, and NGOs
in the areas of forestry and natural resource management in Lao PDR;
• Excellent communications and presentation skills, in both Lao and English. Ability
to adjust communication style to different audiences -- including local communities
and ethnic groups -- and establish credibility through technical competence and
excellent interpersonal skills;
• Prior experience of living and working in Lao PDR.

his girlfriend for another, only to realise his mistake.
When he tries to make amends, she’s moved on and
has found a better boyfriend with whom he can’t
compete. While he realises he’s missed his chance for
love, he still needs to ask for her forgiveness.
“Meu tee sharm” was released on YouTube in
September, and already boasts 16,000 views.

rumbling down the field. As the

the end zone, he fully extended
his left arm over his head with
the ball in his hand.
Briggs and the rest of those
30-something Bears defenders
showed Tony Romo and the
Dallas Cowboys how much
they can still play.
Charles Tillman, another
of the five defensive starters
in their 30s, also returned an
interception for a touchdown
in the Bears’ 34-18 victory

“A lot of our older guys
are playing really well right
now because we understand

NUOL kick-boxers to face Thailand in Muay Lao event

The National University
of Laos’ (NUOL) kickboxing
team is set to test
their tactics when they face
Thai fighters at the Vientiane
Muay Lao Competition on
October 27.
The competition, which
will be held by the Muay Lao
Association, will take place at
the Xokxay ring in Vientiane.
While NUOL will compete
in events in the men’s 45, 54,
57, 60 and 63kg categories,
an Australian fighter will also
face a Canadian opponent in
the 100kg division.
Currently, the university
team is training at the Xokxay
training camp.
NUOL fighters in several
men’s categories, including
the 45, 48 and 54kg weight
divisions, will also be
competing with Thai fighters
in a friendly muay lao
competition in Savannakhet
province on October 30.
Secretary of the Muay
Lao Association, Mr
Pathana Fongsamoth, said
Savannakhet province hopes
to celebrate Visit Laos Year
with a win in this event, but
felt the host’s chances of
beating their Thai counterparts
were slim as they were not as
physically fit.
He said, however, that
giving the university’s fighters
the opportunity to face the
Thai team would be useful,
because they could learn from
the strength and skill of their
opponents.
Currently, Thailand is
preparing its best fighters to
compete at the 16th Asean
University Games, which
will be hosted by NUOL in
December.
Mr Pathana said these
events in Vientiane and
Savannakhet provinces are
very important for the NUOL
team as it will improve
their skills and build their
confidence ahead of the
December games.
The muay lao team has
many fighters with experience
at the international level, but
the Muay Lao Association has
decided to use a mixture of
new and experienced fighters
for the competition. They
will send eight male and four
female fighters in different
weight classes to compete at
the Asean University Games,
where the team is hoping for
four gold medals.
Laos’ muay lao team won
three gold, five silver and
three bronze medals at the
Indoor Games International
Kick-boxing Tournament held
in Ho Chi Minh City, Vietnam,
in July this year, and five gold
medals at the 25th SEA Games
in 2009.
At the last Indoor Games
in Vietnam in 2008, the
federation sent six males and
three females to compete in
different divisions. They also
came away with one gold
and three silver medals, so
chances look good for the
team in December.

Mekong Indexes trade firmly but on thin volumes
VIENTIANE: Stock prices with lots of tension on the line, came under a third day of pressure
yesterday. With little indication of direction stock prices remained firmly locked at resistance
levels.With low turnover and thinner volumes everything indicated another lean day was very
much on the cards with Wednesday’s trading very similar to the previous (2) days low volumes.
Wednesday’s volumes were slightly better than Tuesday’s but only just with 18.3K shares
traded yesterday.
BCEL closed yesterday unchanged at 7,450 kip on 5,569 stocks and also unchanged
was EDL-Gen which closed at 4,900 kip on 12,700 stocks and the LSX Index remained
unchanged at 1048.96 points.
Mekong Indexes: VTtimes intraday review:
• Laos: The Lao LSX has flexed some muscle and staying power at YTD highs well above
1,000 compared to its 996.61 points last seen on 20-Jul this year. The thin volumes this
week indicate the bulls since August have regained control of the market. Yesterday’s stock
price resistance for a third straight day held firm as volumes fell to a mere 18.3K shares for
just US$13K. That was well below September’s daily average of 128K shares per day for
near US$89K per day.
• Vietnam: Both indexes lost ground in September but even so the turnovers remain quite
high. On Wednesday both indexes opened up near ½ percent higher, but then things went
topsy turvy as Hanoi (HNX) fell -0.30 percent and Ho Chi Minh City (VNN) fell -0.19
percent. As lunchtime approached Hanoi recovered to +0.30 percent and the HCMC VNN
to +0.54 percent. By 11am with (2) of the (3) days sessions traded, the smaller Hanoi index
had more winners than losers with 9.72M shares traded for 66.12 B Dong (near US$3.1M).
The HCMC index romped in 17.43M traded shares for 275.49 B Dong (near US$13.1M).

• Thailand is enjoying new highs with the SET Index firmly above 1,300 on YTD highs
1,308.98 with recent daily shares traded, well over 1.1 million shares for 6,630 M. Baht
(near US$216M).
• Cambodia’s PPWSA started September at 6,400 KHR (Riel) but yesterday for a 4th
straight day down -200 KHR on very low daily volumes of less than 10,000 shares per day
at near 55.5M KHR ( (near US$13.6K).
• Myanmar (2015): The Myanmar Securities Exchange Centre (MSEC) has already in
conjunction with Japan’s Daiwa Institute of Research established modern office premises
in Yangon. The Wall Street Journal last June reported Myanmar was approaching as many
as 22 local companies across a range of industries to list on a new securities exchange it is
aiming to set up by 2015. The Tokyo Stock Exchange and Daiwa Securities Group, Japan’s
second-largest brokerage, in May this year signed an agreement with the Central Bank of
Myanmar to help the country with developing trading systems and the legal framework for
securities transactions.

is on the rise at a major
industrial park in Vientiane,
the Khoksa-ath Industrial
Zone in Xaythany district.
“The zone now contains 31
factories with an investment
value of about 300 billion kip
(US$37.5 million),” an official
at the zone management office
said on Tuesday.
The factories produce
steel, cement, furniture, white
charcoal, and silicon.
Until recently the zone,
which covers about 1,300
hectares, had only 20 factories,
the zone management office
reported in 2010.
“We are currently in
negotiations with about 10
more potential investors in
Laos, China and Europe.
We are waiting for approval
from the government for
further investment in the
zone that will bring in
millions of dollars,” the
official said.
“We are in the process of
redistributing and allocating
land at sites where their
factories and offices will be
located.”
“We are also designing a
wastewater treatment system.
We hope to source private
investment to build the system
because the government
cannot provide the necessary
budget,” he added.
He suggested that the
best scenario would be for
a company to team up with
a sector of government to
develop the system, or for an
individual investor to take on
the project.
“An investor could charge
factories a fee for use of the
treatment system,” he said.
The zone management
office reported in 2010
that the system is one of
several projects that must be
developed between now and
2015. The system must be of
a high standard and the treated
water must be clean so it can
be discharged into streams or
rivers.
The report also noted
that local residents must be
relocated to make way for new
factories, and a water supply,
roads, a railway and canals
must be built.
The factories already in
the zone do not use much
water. At present each factory
has its own treatment system.
The government began
planning the zone in 1995
and officially announced its
intention to set aside the area
for industrial use in 2005.

rating agency Moody’s
Tuesday said that Spanish
banks will need between
70 and 105 billion euros
(US$135 billion), a figure
that is higher than the one
provided by Oliver Wyman
last Friday.
The agency said that
Spanish banks need this
money to be recapitalized
and face potential losses.
Moreover, Moody’s said
that the figure provided by
Oliver Wyman, 53.7 billion
euros taking into account
mergers, may be insufficient
to get investors confidence
back.
Laos on
brink of WTO
membership

Laos is now on the threshold
of joining the World Trade
Organisation (WTO), after
first applying for membership
back in 1997.
The only procedure
remaining is the official
approval of the 157 existing
WTO member countries, which
is expected to be given during a
meeting of the General Council
on October 26.
Officials from the Lao
Ministry of Industry and
Commerce held a press
conference in Vientiane on
Tuesday to report on the
results of a recent meeting
with WTO representatives.
The terms of Laos’ WTO
membership were agreed to
by the countries negotiating
with Laos in September 2012,
in Geneva, Switzerland.
The working party’s
10th meeting informally
went through the set of
documents covering the
details of the accession, and
Laos’ commitments before
the chairperson approved the
agreement.
“The timing will allow
Laos to meet its objective of
being accepted into the WTO
prior to hosting the Asia-
Europe Meeting (ASEM)
Summit in November, even
though a few legal formalities
still remain before Laos is
officially a member,” said
Minister of Industry and
Commerce, Dr Nam Viyaketh.
He added that during the
accession process, Laos has
amended and enacted more
than 90 pieces of legislation
to comply with WTO
agreements.
“This process has been long
and tedious and very difficult for
us. As experienced negotiators,
the position of a negotiator is
not an easy one. We knew that
we were engaged in a difficult
exercise of convincing our trade
partners of our goodwill, but
we face constraints as a least
developed country with less
bargaining power and a reliance
on overseas development
assistance,” Dr Nam said.
“We underestimated the
difficulty of the negotiations
that we would have to
undertake internally. Quite
frankly, trying to convince
our trading partners of Laos’
position, only to go home and

prohibitions, subsidies, traderelated
investment measures,
free zones, laws on transit
operations, preferential trade
under bilateral, regional and
other agreements in order to
comply with WTO agreements
immediately.
WTO rules on trading
rights apply from the date of
becoming a member, with
some exceptions for two years.
Some measures must be applied
immediately, including import
licensing, technical barriers
to trade (product standards
and labeling) and sanitary and
phytosanitary measures (food
safety and animal and plant
health).
State enterprises which
import or export broadly
under commercial terms must
notify the WTO of their trade
details.
Companies and individuals
have the right to legal appeal
on government administrative
actions covered by WTO
rules, including those on trade
regulations, subsidies, customs,
valuation, intellectual property
rights and domestic regulation
in services.
Government fees and
charges for services will
be according to WTO
agreements, and taxes and
other charges on imports will
comply with WTO agreements
at home and internationally.
Faster Vientiane-to-Bangkok
bus service launched

Enterprise and the state-run
Thai Transport Company
have launched a new bus
service between Vientiane and
Bangkok to promote tourism
and economic connectivity
between Laos and Thailand.
Officials launched the new
service at a ceremony last
Monday, held at Vientiane’s
Northern Bus Station.
The event was attended
by the Director General of the
Transportation Department at
the Ministry of Public Works
and Transport, Mr Viengsavath
Siphandone, and Head of the
Vientiane Administrative Office,
Ms Bualon Vongdalasaen.

The journey will take 11-
12 hours, with a bus leaving
the Northern Bus Station in

Bangkok at 6pm.

phase of the strategic plan for
transportation between Laos
and Thailand. The first phase
was a service from Vientiane
to Udon Thani and the second
was a bus from Vientiane to

service will cater to the needs
of passengers wanting to travel
between Bangkok and Vientiane
and will boost tourism and
economic partnership between
our two countries.”
Mr Khamphoune said the
new service would replace the
one from Vientiane to Nakhon
Ratchasima, which had proved
unsuccessful.
But, he said, the new
service would go via Nakhon
Ratchasima to cater to those
still wanting to travel there. He
said the revised route would
make it easier for passengers
to travel between Vientiane and
Bangkok and would cost less
than travelling by air.
In the past, there have been
an estimated 20,000 passengers
per year travelling between
Vientiane and Bangkok on
existing routes, so the Vientiane
State Bus Enterprise expects
that the new, more convenient
route will attract even more
passengers.

Technical Assistance for Capacity Building in the Hydropower and Mining Sectors

1. The Government of Lao PDR has received a Grant from the International
Development Association toward the cost of Technical Assistance for Capacity Building
in the Hydropower and Mining Sectors Project, and it intends to apply part of the proceeds
of this Grant to payments under the Contract for Supply of Laboratory equipment for
National University of Lao.
2. The HMTA Project Secretariat on behalf of the Ministry of Energy and Mines
now invites sealed bids from eligible and qualified bidders for the following Goods:
Lot 1 – Equipment for Mining Engineering Laboratory (Mine Survey Equipments/Instruments)
Lot 2 – Laboratory Scale Hydropower Generation Equipment Set
All to be delivered within a maximum period of 16 Weeks.
Bids offering delivery beyond the maximum period of 16 weeks will be treated as non
responsive and rejected.
Bidders may bid for one or more complete Lots.
Bid Evaluation and Contract award will be lot-wise.
3. Bidding will be conducted through the International Competitive Bidding (ICB)
procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and
IDA Credits, and is open to all bidders from Eligible Source Countries as defined in the
Guidelines.
