Announcement: Gender Consultant – Health Policy Project<br />

The Centre for Development and Population Activities (CEDPA) is an <strong>in</strong>ternationalNGO that<br />

works to improve the lives of women and girls worldwide. We are seek<strong>in</strong>g a gender consultant<br />

based <strong>in</strong> Laos or Cambodia to support an activity under the USAID‐funded Health Policy<br />

Project.<br />

The Health Policy Project (HPP) contributes to improved health outcomes through<br />

strengthen<strong>in</strong>g the efficiency, effectiveness, and equity of health systems. HPP focuses on the<br />

policy aspects of family plann<strong>in</strong>g and reproductive health, HIV, and maternal health.The<br />

Health Policy Project is funded by the U.S. Agency for International Development (USAID) and<br />

implemented by a team of seven partners, <strong>in</strong>clud<strong>in</strong>g CEDPA, led by the Futures Group.<br />

About the Consultancy<br />

The consultant willsupport the Health Policy Project’s Gender, Policy, and Measurement team<br />

to implement a technical exchange between the Royal Government of Cambodia and the Lao<br />

People's Democratic Republicon the topic of gender <strong>in</strong>tegration <strong>in</strong> health policy. The ideal<br />

candidate willhave:<br />

� Significant experience <strong>in</strong> gender and health analysis, <strong>in</strong>stitutional gender<br />

ma<strong>in</strong>stream<strong>in</strong>g, and <strong>in</strong> work<strong>in</strong>g with m<strong>in</strong>istry level governments on gender and health<br />

related issues.<br />

� In‐depth knowledge of the policy and governance context for gender and health issues<br />

<strong>in</strong> Cambodia and/or Laos.<br />

� Demonstrated ability to provide capacity strengthen<strong>in</strong>g for gender analysis and action<br />

plann<strong>in</strong>g<br />

� Strong facilitation skills; excellent written and oral communication skills<br />

� Experience work<strong>in</strong>g with relevant government agencies <strong>in</strong> Laos and/or Cambodia<br />

� A graduate degree <strong>in</strong> public health, political science, or related field<br />

� Fluency <strong>in</strong> Lao or Khmer<br />

� Microsoft Office proficiency<br />

The consultant should be based <strong>in</strong> Laos or Cambodia. Consultancy requires travel between<br />

<strong>Vientiane</strong> and Phnom Penh.<br />

Report<strong>in</strong>g to Super<strong>in</strong>tendent – Plann<strong>in</strong>g & Reliability, you will be responsible for plann<strong>in</strong>g, schedul<strong>in</strong>g<br />

and coord<strong>in</strong>at<strong>in</strong>g the ma<strong>in</strong>tenance activities, equipment and skilled resources required to effectively<br />

execute planned and major shutdown ma<strong>in</strong>tenance. In addition, you will analyse ma<strong>in</strong>tenance data,<br />

produce reports and KPI’s for the ma<strong>in</strong>tenance team.<br />

To be successful for this role, you will have:<br />

• A Trade qualification <strong>in</strong> electrical, mechanical, construction or related filed<br />

• Experience work<strong>in</strong>g with fixed or mobile plant <strong>in</strong> m<strong>in</strong>e, gold, or copper process<strong>in</strong>g<br />

• High competency of the usage of MS. Office with knowledge of computerized ma<strong>in</strong>tenance<br />

management system (Pronto/SAP)<br />

• Good English communication plus strong plann<strong>in</strong>g and schedul<strong>in</strong>g skills<br />

• Enthusiasm and self-motivation with the ability to ma<strong>in</strong>ta<strong>in</strong> directions with m<strong>in</strong>imal supervision<br />

JOB TITLE: schEDuLEr - maITEnancE (4 pOsITIOns)<br />

As a Scheduler – Ma<strong>in</strong>tenance, your primary responsibilities are to schedule and coord<strong>in</strong>ate the<br />

ma<strong>in</strong>tenance activities, equipment and skilled resources required to effectively execute planned<br />

and shutdown ma<strong>in</strong>tenance.<br />

To be successful for this role, you will have:<br />

• A qualification <strong>in</strong> English or Bus<strong>in</strong>ess Adm<strong>in</strong>istration<br />

• Experience work<strong>in</strong>g <strong>in</strong> ma<strong>in</strong>tenance roles, e.g. Data Entry<br />

• Good computer literacy <strong>in</strong> MS. Office and knowledge of computerized ma<strong>in</strong>tenance management<br />

system (Pronto/SAP)<br />

• Good English communication with schedul<strong>in</strong>g and organizational skills<br />

• Enthusiasm and self-motivation with the ability to ma<strong>in</strong>ta<strong>in</strong> directions with m<strong>in</strong>imal supervision<br />

JOB TITLE: TEchnIcIan - cOnDITIOn mOnITOrIng (4 pOsITIOns)<br />

DEparTmEnT: maInTEnancE DEparTmEnT, sEpOn OpEraTIOns<br />

As Technician – Condition Monitor<strong>in</strong>g, you will work closely with Eng<strong>in</strong>eer – Reliability to monitor the<br />

temperature read<strong>in</strong>g, oil sampl<strong>in</strong>g, vibration observ<strong>in</strong>g, electrical read outs and other monitor<strong>in</strong>g<br />

tools <strong>in</strong> the aim of data analysis to predict plant failure modes for the effective planned ma<strong>in</strong>tenance.<br />

Additionally, you will support and contribute to a high performance <strong>in</strong> ma<strong>in</strong>tenance plann<strong>in</strong>g<br />

function as well as identify<strong>in</strong>g trends to monitor equipment to get the best outcomes.<br />

To be successful <strong>in</strong> this position, you will require:<br />

• Trade certificate <strong>in</strong> mechanical, electrical or related field.<br />

• Experience <strong>in</strong> usage of monitor<strong>in</strong>g tools such as Thermography, Fluid measurement and vibration<br />

observation.<br />

• Good English communication with competency <strong>in</strong> evaluation and monitor<strong>in</strong>g skills.<br />

• Strong knowledge of computer skills <strong>in</strong> MS. Office as well as ma<strong>in</strong>tenance management system<br />

(Pronto/SAP).<br />

• Excellent <strong>in</strong>terpersonal skills with the ability to work well <strong>in</strong> team and contribute to harmonious<br />

work<strong>in</strong>g environment.<br />
