We are seeking a gender consultant based in Laos or Cambodia to support an activity under the USAID‐funded Health Policy Project. The Health Policy Project (HPP) contributes to improved health outcomes through strengthening the efficiency, effectiveness, and equity of health systems. HPP focuses on the policy aspects of family planning and reproductive health, HIV, and maternal health.The Health Policy Project is funded by the U.S. Agency for International Development (USAID) and implemented by a team of seven partners, including CEDPA, led by the Futures Group. About the Consultancy The consultant willsupport the Health Policy Project’s Gender, Policy, and Measurement team to implement a technical exchange between the Royal Government of Cambodia and the Lao People's Democratic Republicon the topic of gender integration in health policy. The ideal candidate willhave: � Significant experience in gender and health analysis, institutional gender mainstreaming, and in working with ministry level governments on gender and health related issues. � In‐depth knowledge of the policy and governance context for gender and health issues in Cambodia and/or Laos. � Demonstrated ability to provide capacity strengthening for gender analysis and action planning � Strong facilitation skills; excellent written and oral communication skills � Experience working with relevant government agencies in Laos and/or Cambodia � A graduate degree in public health, political science, or related field � Fluency in Lao or Khmer � Microsoft Office proficiency The consultant should be based in Laos or Cambodia. LAO PEOPLE’S DEMOCRATIC REPUBLIC The Ministry of Planning and Investment Mainstreaming Disaster and Climate Risk Management into Investment Decisions EXPRESSIONS OF INTEREST Short Term National Financial Management Consultant Background The Ministry of Planning and Investment (MPI) has initiated preparation of a Technical Assistance (TA) in the amount of US$2.7 million, which is supported by the World Bank who is acting as administrator of grant funds provided by Japan under the Japan Policy and Human Resources Development Technical Assistance Program to Support the Government of Lao PDR in its efforts to measurably decrease the vulnerability of the population and national economy to climate change and natural hazards. Scope of service: The services required are divided into two stages: design and training/implementation. The consultant will work in close cooperation with the international project manager, project accountant and other implementing partners and would be responsible for the following specific tasks: • Designing Financial Management system suitable for the project • Identifying suitable accounting software for the project. Work closely with accounting software provider to design appropriate chart of accounts and reporting format to ensure the project’s financial reporting requirements/needs are met • Ensure proper internal controls are put in place to achieve accountability at all levels • Prepare financial management manual to be approved by project management and the World Bank • Implement or test the systems/procedures/ accounting to ensure that they work smoothly and effectively. Propose and make adjustments where required • Conduct formal training to project staff on financial management of the project • Provide on the job training and advice to project accountant to ensure that he/she can carry out the task assigned efficiently Qualifications: • At least a bachelor degree in relevant field such as: accounting and finance. Post graduate qualification in relevant field e.g. Master Degree or hold a professional qualification e.g. CPA or CA is desirable • A sound knowledge in accounting and other relevant field, including at least 5 years of professional experience • Experience in writing and producing manual; and setting up and using computerized accounting software is an advantage • Experience with the World Bank projects or other major donors are an advantage • Fluency in Lao and English (strong written and spoken skills) • Good PC/systems literacy, including strong Excel skills • Able to work in a team, with close cooperation and coordination with key line Ministries, World Bank team and other counterparts. • Reliable, independent and dynamic worker with high social competence and good team spirit • Good interpersonal skills and result orientation. Duration of Assignment: Four (4) months contract with an expected start in the end October 2012.
