Technical Assistance for Capacity Build<strong>in</strong>g <strong>in</strong> the Hydropower and M<strong>in</strong><strong>in</strong>g Sectors<br />
Grant No: H 539 LA<br />
1. The Government of Lao PDR has received a Grant from the International<br />
Development Association toward the cost of Technical Assistance for Capacity Build<strong>in</strong>g<br />
<strong>in</strong> the Hydropower and M<strong>in</strong><strong>in</strong>g Sectors Project, and it <strong>in</strong>tends to apply part of the proceeds<br />
of this Grant to payments under the Contract for Supply of Laboratory equipment for<br />
National University of Lao.<br />
2. The HMTA Project Secretariat on behalf of the M<strong>in</strong>istry of Energy and M<strong>in</strong>es<br />
now <strong>in</strong>vites sealed bids from eligible and qualified bidders for the follow<strong>in</strong>g Goods:<br />
Lot 1 – Equipment for M<strong>in</strong><strong>in</strong>g Eng<strong>in</strong>eer<strong>in</strong>g Laboratory (M<strong>in</strong>e Survey Equipments/Instruments)<br />
Lot 2 – Laboratory Scale Hydropower Generation Equipment Set<br />
All to be delivered with<strong>in</strong> a maximum period of 16 Weeks.<br />
Bids offer<strong>in</strong>g delivery beyond the maximum period of 16 weeks will be treated as non<br />
responsive and rejected.<br />
Bidders may bid for one or more complete Lots.<br />
Bid Evaluation and Contract award will be lot-wise.<br />
3. Bidd<strong>in</strong>g will be conducted through the International Competitive Bidd<strong>in</strong>g (ICB)<br />
procedures specified <strong>in</strong> the World Bank’s Guidel<strong>in</strong>es: Procurement under IBRD Loans and<br />
IDA Credits, and is open to all bidders from Eligible Source Countries as def<strong>in</strong>ed <strong>in</strong> the<br />
Guidel<strong>in</strong>es.<br />
4. Interested eligible bidders may obta<strong>in</strong> further <strong>in</strong>formation from HMTA Project Secretariat:<br />

and <strong>in</strong>spect the Bidd<strong>in</strong>g Documents at the address given below from 9.00 to 16.00 Hours.<br />
5. Qualifications requirements is provided <strong>in</strong> Section II of the Bidd<strong>in</strong>g Document.<br />
A marg<strong>in</strong> of preference for certa<strong>in</strong> goods manufactured domestically shall not be applied.<br />
Additional details are provided <strong>in</strong> the Bidd<strong>in</strong>g Documents.<br />
6. A complete set of Bidd<strong>in</strong>g Documents <strong>in</strong> English Language may be requested<br />
by <strong>in</strong>terested bidders on the submission of a written application to the address below and<br />
a bidd<strong>in</strong>g document fee of 400,000 Kips or USD 50 for each set requested. The Bidd<strong>in</strong>g<br />
Documents will be issued through hand delivery or through courier, if so requested. In case<br />
the Bidd<strong>in</strong>g documents are requested to be couriered, then an additional amount of<br />
USD 50 is required to cover courier charges (i.e. USD 50 + USD 50 = USD 100).<br />
Mode of payment for issue of Bidd<strong>in</strong>g Documents is cash if the Bidd<strong>in</strong>g Document is to<br />
be issued through hand delivery. In case the Bidd<strong>in</strong>g Documents are to be couriered, the<br />
payment should be sent through bank transfer to the follow<strong>in</strong>g account details:<br />

7. Bids must be delivered to the address below at or before 10.00 Hours on 12 October<br />
2012. Electronic Bidd<strong>in</strong>g will not be permitted. Late bids will be rejected. Bids will be<br />
opened at 10.15 Hours on 12 October 2012 <strong>in</strong> the presence of the bidders’ representatives<br />
who choose to attend <strong>in</strong> person at the address below. All bids must be accompanied by a Bid<br />
Secur<strong>in</strong>g Declaration (<strong>in</strong> accordance with the format provided <strong>in</strong> the Bidd<strong>in</strong>g Document)<br />
