THREE HILLS
Support to revitalize
Three Hills street
A moody yet scenic backdrop for an abandoned homestead in the County of Paintearth
along Lake Thelma Road, Mon. April 4. Thank you to the readers who have followed along
on my journey as a multimedia journalist over the past four years and those that I interacted
with frequently for news and information. It’s been a true pleasure to build such a strong
MAIL BAG
Hello folks….
Submitted
The Town of Three Hills announced
a project that will revitalize the town’s
Main Street through several infrastructure
and aesthetic improvements
that aim to draw both residents and
tourists alike into the heart of the community,
by creating a downtown space
that highlights the pedestrian focused
amenities of downtown.
Amenities will include healthy
trees lining the street, more accessible
walkways for residents of all
ages, additional flower planters and
places to enjoy the active and vibrant
downtown community through additional
tables and chairs.
The project site will include the
north and south sides of Main Street,
between 2 Ave SE and 6 Ave SE, and
will be completed over the spring and
summer months of 2022.
Funding for this project will include
a $311,147 federal investment through
the Canada Community Revitalization
Fund, and $103,716 from the Town of
Three Hills, totalling a project value of
$414,863.
“The Town of Three Hills is overjoyed
to receive a grant from
PrairiesCan,” said Three Hills Mayor
Ray Wildeman.
Dear Editor,
Just a note to say how much we
appreciate your newspaper stepping to
the plate and keeping us informed of
the shenanigans that both our provincial
and federal politicians are trying
to pull on us!
Kenney is a disgrace to the
Conservative Party name and Trudeau
is not too far behind as far as the
Liberal name is concerned…..not like
true conservatives like Lougheed or
even Mulroney. I’m sure Trudeau Sr.
is rolling over in his grave with the
scandals and coverups his offspring
has unloaded on us….
Getting back to your newspaper. As I
mentioned to the publisher when I
called last week, it is refreshing to
have a more centralist view on politics
rather than the right wing opinions of
Post Media and Corus radio which is
all we have in this province…
I understand a person needs time to
take a break from her work keeping
track of the political goings on both
here in Alberta and in Ottawa, but
please know Ms. Schimke, your editorials
are sorely missed!
PS…I am sending a small donation
to help a bit with your distribution
costs.
Historical holocaust
commemoration
Dear Editor,
Holocaust Remembrance Day (Yom
HaShoah) takes place this year on
April 28. This is an important and
solemn historical commemoration that
reminds all people to be vigilant
against rising bigotry, hatred and
antisemitism.
Sadly, antisemitism is growing
around the world, including here in
Canada.
Statistics over the past several years
repeatedly state that Jewish people
and institutions are among the most
common targets of police-reported
hate crimes in Canada.
Too often, these incidents are dismissed
as a byproduct of international
events or otherwise downplayed or
even denied. But this surge in hatemotivated
crimes is a real, growing
problem – and it needs to be
confronted.
A new, grassroots movement is
mobilizing to encourage (especially
non-Jewish) Canadians to stand
against hatred of all kinds, but particularly
against anti-Jewish words and
We believe that Jewish people have
been forced to confront these incidents
by themselves for far too long.
Upstanders Canada
across political, religious, cultural,
economic and demographic divides to
Our statement of unity is simple: We
believe that Jewish people have the
right to live in peace and free from fear
anywhere in the world, including in
Canada and in Israel.
people. We invite you to become an
In the County of Paintearth story
titled ‘Land Use Bylaw changes raise
concerns from public’ in last week’s
would be available on the
this time. The expectation is that they
will be published later this week.
Additionally, in the story titled
‘Altario School celebrates Ag program
in the caption as Elder
Joseph Naytowhow who presented at
the celebration separately via a video
CASTOR COUNCIL
Council hears 2022 will be final ‘cut budget’
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
Castor town council heard a report
from their chief administrative officer
(CAO) that efforts to trim the municipal
budget have almost reached their
end. The report was made at the April
11 regular meeting of council.
CAO Christopher Robblee, during
the regular budget update, notified
councillors that operational cuts to the
budget are almost done.
He added that, looking ahead to
future budgets, if any more cuts are
made they will have to come by cutting
services.
Also during the report Robblee noted
every department has higher expenses
than revenue at this point and those
departments won’t see revenue
increasing until later in the year.
On the positive side, the CAO noted
We had
such a busy
afternoon
here at
the Castor
Golden Circle
Community
Hub… Crib
the town’s gas system has generated a
$27,000 profit.
It was also noted that the county will
forward recreation requisition at the
end of the year. Councillors accepted
the report as information.
Accounts payable
Councillors examined the regular
listings of accounts to be paid by the
town. Among those that were discussed
were the U7 softball
tournament fees, physician house renovations
(carpet, painting, flooring and
doors) and staff footwear, among many
others. It was noted the physician
house costs are split three ways
between the town, county and
foundation.
Councillors discussed the town
paying funds to new staff to purchase
steel-toed boots; Robblee stated that it’s
done even for staff who are probationary,
and if they don’t pass
probation the money is taken off the
person’s final pay cheque.
Tax recovery transfers
During the cash statement report
councillors passed a resolution related
to the tax recovery process.
This is the process that all municipalities
use to recover unpaid property
taxes: a legal process is employed to
hold an auction for certain property
and unpaid taxes and other debts are
paid out of the auction proceeds, if the
property sells.
Robblee requested councillors pass a
resolution approving the transfer of
the town’s expenses related to the tax
recovery sale to the tax rolls involved.
They unanimously did so.
Castor Rodeo
Councillors read a letter of request
from the Castor Rodeo. Organizers of
the annual event were requesting
funding from the town and even
though CAO Robblee noted this is an
annual request and is always granted,
cash requests must come before, and
be approved by council.
Councillors unanimously approved
the request.
Decision tabled on Fawn Meadows Estates bylaw
Brenda Schimke
ECA Review
The regular meeting of the Delburne
village council and a public hearing
regarding a proposed bylaw to include
the Fawn Meadows Estates architectural
development guidelines in the
Land Use ByLaw, were held on April
12.
“The intention was that this development
have architectural guidelines to
ensure housing and community consistency,”
said Coun. Ray Reckseidler
who was on council when the idea for
Fawn Meadows was conceived as a
strategy to attract new residents to
Delburne.
A bylaw to make building permits
contingent on these architectural
guidelines was never enacted. Most
people, including the village, were
unaware of this oversight until a
denied permit request for a garage to
be constructed contrary to the architectural
guidelines was challenged.
Subsequently on appeal, it was found
the garage did not contravene the Land
Use ByLaw and a building permit was
then issued.
Four residents comprising three
Fawn Meadow homeowners made
written and oral presentations at the
public hearing—two speaking in
favour of the bylaw change, one
speaking against.
Those arguing for the bylaw said it
was the intent that these development
guidelines be enforceable.
Coun. Jeff Bourne agreed, “the village
council (of the day) assumed it was
enforceable, their mistake was not
making it a bylaw.”
One arguing for the bylaw also said
as it now stands people backing on the
golf course could put up a 30-foot-high
garage.
The homeowner speaking against
the bylaw amendment commented that
inconsistencies abound in the neighbourhood—including
different fencing
materials and some fences 6-feet high
rather than the 5-foot permitted, plus a
garage that would be in contravention
of the new bylaw.
In response to the 30-foot-high
garage, he stated his request for a
permit was to build a 17-foot-high
garage.
“We’re attempting to make an
honest effort to try to correct the oversight
that resulted from (the village’s)
lack of experience with this type of
development, said Mayor Tim Wilson.
“We’re trying to make the majority
DELBURNE COUNCIL
happy but that will leave someone
unhappy.”
Council wants to enact what the
majority of current Fawn Meadows
owners want. Do they want the
existing architectural guidelines
embedded in a bylaw, do they want to
revise some of the guidelines to deal
with existing inconsistencies? Do they
want inconsistencies grandfathered, or
just leave it as guidelines not the law?
A motion was made to table Bylaw
1177/2022 believing that all members of
the Fawn Meadows community should
be involved in this decision.
Village administration will be contacting
each owner by letter seeking
input. The village council wants a
long-term solution that works for the
majority of Fawn Meadows owners so
the bylaw can be clear for those considering
building in Phase 3.
Main Street Park
Brenda Smith was in attendance to
present to council the Futures
Committee’s proposal for the completion
of the Main Street Park.
Items discussed and agreed to were
the completion of the grade work
around the pavilion, the installation of
a 12-foot-wide sidewalk to the pavilion,
an arch at the entrance to the park,
completion of the parking area and
some physical control measures to
ensure vehicles aren’t able to access
the park.
Eavestroughs are required to complete
the pavilion and capping the
posts is optional. Smith will get quotes
on both items.
Ten picnic tables weighing 200
pounds each have been ordered from
Blue Imp for a total of $14,000 with
delivery expected by the end of April.
When the above items are completed,
any leftover money or future
successful grants could go towards
more bathrooms or a canvas siding for
the pavilion.
Bistro property
Frustration was expressed after
receiving another letter from Alberta
Environment stating “the site is not
currently eligible for closing”,
meaning the village must continue
spending approximately $7,000 per
annum to test the Bistro site for contamination
levels.
The village has been testing every
year since 2006 when Alberta
Environment gave permission for a
restaurant and a housing unit on the
second floor to be constructed on a
reclaimed gas station site. Over the
years, Alberta Environment has
changed the parameters prolonging
closure. The CAO will contact their
Geo Tech firm to determine what’s
next.
New business
The National Police Federation have
asked all municipalities to join their
Call to Action and send a letter to the
Premier and MLAs to stop their push
for a provincial police force. There was
unanimous consent to send such a
letter.
Four proposals were received to
undertake the village’s strategic planning
project. Using a scoring method,
Urban Systems was the successful
bidder and a motion was unanimously
carried to retain their services.
Administrator’s report
There were two new business
licenses issued—Round Lake Lawn
Care Services and Coal Trail Catering.
The tax notification process was
completed on March 28. There are six
properties put on tax notification and
one possible tax sale auction.
Imagination Library
Suzanne Seufert presented to
council a literacy program that she is
spearheading for Delburne and area.
It’s called the Imagination Library and
is offered through the Dollywood
Foundation.
Each child up to age five would
receive a book per month, totalling 60
books. When a child reads just one
book a day for five years, they would
add an additional 290,000 words to
their vocabulary.
Seufert estimates there are
approximately 60 children in the area
who would be eligible. Her goal is to
raise enough money to get at least half
the area’s children into the program at
a cost of $3.55 per child per month or
$43 per child per year.
“It would benefit the children in our
community so much and increase
awareness of the library”, said Seufert.
“Once Delburne does it, then other
communities may step up.”
It’s a simple and easy program to
administer, but she needs community
exposure to assist with fundraising.
Council was enthusiastic about the
program suggesting different organizations
to contact and agreeing she
should make an application for a community
grant.
“The program creates a passion for
reading and life-time learning”, said
Seufert, “and would show how much
Delburne cares about families”.
Boots, chickens and rodeo: a Bashaw
artist’s odyssey to help stampede cowboys
Stu Salkeld
Local Journalism Initiative reporter
ECA Review
A Bashaw artist has been boosted by
artistic efforts to help rodeo cowboys,
and it’s all due to chickens on cowboy
boots.
Bashaw artist Laurie Hall recently
took part in Cowboy Kicks, a special
fundraising event to benefit the
Canadian Pro Rodeo Sport Medicine
Team (CPRSMT) March 18 in Red
Deer, which centred on purpose-built
fibreglass cowboy boots to be auctioned
off. Hall’s efforts raised $7,000
for the rodeo charity.
Cowboy Kicks was an evening of art,
entertainment and benefit at
Westerner Park, although the COVID
pandemic delayed the event more than
once. Hall stated she was flattered to
be offered a chance to paint for the
event.
The auction was planned to benefit
CPRSMT, a group that helps rodeo
athletes with their health.
Hall stated her interest was piqued
when she noticed a callout for artists
for the Cowboy Kicks event on social
media. Hall sent the organizers a
selection of her work that induced animals
and cars and “...they said they
really liked my chickens,” said Hall in
a phone call March 31.
Hall noted planning out images for
the boot was one challenge, but just
getting the huge fibreglass footwear
home was another. “It barely fit in the
back of my car,” she said.
The artist said she was inspired to
create her boot design with a chicken
romance, and benefited from the input
of other Bashaw artists, which she
greatly values. But the boot definitely
had a fowl story to tell. “I
knew I was going to put the
chickens on,” she said.
The artist noted that the
night of the auction was a bit
nerve-wracking for her, as
she wasn’t sure people
would appreciate the wry
humour of her work, but
those worries were
unfounded.
After all was said and
done Cowboy Kicks raised
about $300,000 for the
CPRSMT.
She noted that art lovers
of all kinds should mark
down May 1 on their
Bashaw artist Laurie Hall created a work of poultry art for the Cowboy
Kicks event held in Red Deer Mar. 18. ECA Review/Submitted
Pep rally celebrates
student achievements
by Declan Lawrason
A pep rally at Hughenden Public
School (HPS) on Wed. March 23 was
certainly a sight to behold.
Between Principal Ryan Duffett’s
impressive acrobatics, the talented
teams and the newly won banners, the
whole show was quite entertaining for
everyone present.
The rally was organized by staff to
commemorate the various academic
and athletic achievements of HPS students
in and out of school. And there
was a lot to celebrate this spring.
The gym was decked out in balloons
and streamers and the celebratory
music was pumping.
Mr. Duffett opened by acknowledging
that the school is on Treaty 6
Territory and began with calling the
honour students from 2020-2021 to the
stage.
Cross-country running was the first
competitive sport of the school year
and the Wildcats team this year consisted
of students mostly from the Jr.
High and Elementary.
Special acknowledgements included
Holly Motley from fourth grade who
finished in eighth place in the Hardisty
cross country race, and her classmate
Reid Walters, who finished ninth place
in Hardisty and second place in
Riverdale.
Next was the Wildcat Volleyball
teams. The Jr. Girls A team was
acknowledged for finishing third in
their league.
BREEDERS’ SECTION
Extensive training helps Kneehill region #BePrepared
Submitted
The Kneehill Regional Emergency
Management Agency (KREMA)
hosted a five-day training exercise
with Three Hills, Trochu, Acme,
Carbon, Linden and Kneehill County
teams working collaboratively to prepare
and respond to emergencies.
The goal of the Emergency
Management exercise was to train
individuals to ensure knowledgeable
and reliable resources are available to
respond to disasters in the region.
Since 2017, the Kneehill region has
seen overland flooding, the risk of a
dangerous goods incident, a tornado
and multiple grass fires.
“The best thing we can do as a
municipality is to be prepared,” said
Debra Grosfield, Director of
Emergency Management for Kneehill
County. “It’s not a question of if a
disaster will strike, but when. And
we’ll be ready to respond.”
Established in 2004, KREMA was
recently granted an official
Ministerial Order in October of 2020
and continues to work closely and collaboratively
with the province of
Alberta and the Alberta Emergency
Management Agency to improve emergency
response.
The regional group consists of emergency
management personnel and
staff from local municipalities,
enforcement agencies, fire and first
responders, and social services. The
group meets regularly to plan and prepare
in case of emergencies in the
Kneehill region.
In 2019, KREMA received the
Emergency Management Preparation
Program (EMPP) grant for $17,500 to
conduct additional emergency management
training from the Alberta
Government. These community-based
exercises optimized the funds
available from the grant for
training purposes.
“We are working together
at the municipal level to support
our communities
across Kneehill County, but
our residents can take
actions at home to prepare
for emergencies,” said
Grosfield.
“One of the most important
is an emergency kit
with supplies on hand to be
self-sufficient for at least 72
hours, including water, food
and medical supplies.
“Depending on the
disaster, it may take that
long for first responders to
assist you.”
to learn about potential hazards
in farming industry
Seeding is well underway in the east central region. David Webb of
King’s Seed Farm Ltd., seen left in the tractor, was busy working on the
home quarter near Three Hills, Alta. on Mon. May 11, 2020. His and
Lori Webb’s daughters, Ashtyn, Kelsie and Jordyn were excited to see
their dad in action, jumping and waving as he went by for another pass.
With the incoming seeding season
approaching, there is only one name
you need to remember when it comes
to finding the right quality product for
you: King’s Seed Farm Ltd.
This family run operation has transformed
throughout the years, starting
from humble beginnings in the Ghost
Pine area east of Three Hills in 1913.
The farm was homesteaded that
year by Fred and Maggie King.
In the 1940s, Fred and Maggie’s son,
Norman and his wife Evelyn started
farming.
They met through a beef ring, a popular
community get-together where
the men would butcher a steer each
week.
The meat from this animal would
supply sustenance for all the neighbours
who joined as they divided up
what was collected from this weekly
steer.
Norman was the delivery man of
this product who would visit many
farms from the neighbours who joined
and ended up meeting Evelyn in the
process.
They hadn’t met before as they
Silver Shadow Charolais
attended different schools but as fate
would have it, they met and ended up
marrying.
The farm was then carried on by
Norman and Evelyn.
Norman and Evelyn’s son Harold,
wife Jan, along with their daughter
Lori, husband David and family are
now continuing operations of the seed
business.
Harold chose to focus on seed varieties
in 1982, making this year the 40th
anniversary of seed specialty for the
King’s.
“What I like best is producing new
seed for customers to improve their
bottom line hopefully,” said Harold.
“That’s the main thing. By us producing
seed for customers we are also
producing for ourselves too so we are
always on top of the new varieties.”
“When guys are trying to figure out
what to seed this year, we are trying to
figure out what they want to buy next
year so it’s a lot of gambling.”
A new, half-acre shop was built last
year complete with an office and coffee
lounge area, indoor scale, wash bay
and ample storage.
The shop space alone can accommodate
a large sprayer opened fully.
STARLAND COUNTY COUNCIL
Open to taking over Munson cemetery
Terri Huxley
ECA Review
The Village of Munson sent in a
request to the county asking if
Starland would be interested in
acquiring control of the Munson
Cemetery located along Highway 56.
Lyle Cawiezel of the Village of
Munson sent in an email on Fri. April
8 sharing they are the only cemetery
not owned or taken care of in the
county.
If the county chose to take over, he
felt it would provide continuity
throughout.
“Also we are not capable of doing full
burials so the county currently facilitates
this for us,” said Cawiezel.
Plots are $100 each which aligns
with the county’s fees.
Council, at the regular meeting on
Wed. April 13, felt the village should
transfer ownership of the land to the
county and have them purchase a
columbarium like the one they did for
Rumsey.
Council, after discussion, agreed to
consider taking over the cemetery if
the village agrees to purchase the
columbarium.
No motion was made at this time.
Financial statements
Jeff Faupel of Ascend LLP
Chartered Professional Accountants
attended the meeting virtually to
share his findings on the county’s 2021
audit and financial statements.
The audit team was at the county
office for a full three days.
Chief Administrative Officer (CAO)
Shirley Bremer shared in her report
that “We recognized some gains in our
records, mainly due to adjustments
(reductions) made for the liability costs
booked for reclamation of our gravel
pits and from a better tax collection
rate from the oil and gas sectors than
was originally suspected.
“We still have those four delinquent
companies, owing $2.032M, but the
lawyers are working with two of them
to get payment plans in place.
“All in all, we did recognize a surplus
and are recommending that this
surplus be moved to a Capital General
Contingency Fund, pending the establishment
of our new Reserve Policies.
“We anticipate updating and/or
reorganizing the funds in reserves to
“ear-tag” them for future capital projects/purchases.
At that time, we can
then move them into more specific
reserves, as council so decides.”
Council chose to approve the financial
statements as presented by Faupel
following his walk-through of the
material as well as a second motion to
transfer the $2.6M in surplus funds
into the Restricted Capital
Contingency Reserve to be divided out
later as projects surface.
“It was a clean audit and there were
no real issues that were needed to be
brought forward,” said Faupel.
STETTLER COUNTY COUNCIL
RV parking fee waived
Stu Salkeld
Local journalism initiative reporter
ECA Review
Stettler county council has agreed to
waive the fee for temporary parking of
a recreational vehicle (RV) on a residential
lot. The decision was made at
the April 13 regular meeting of
council.
Councillors discussed bylaw 1678-22,
the fee schedule bylaw about which
Director of Municipal Services
Andrew Brysiuk noted in his report
that councillors needed to make a decision
on whether or not to continue
requiring registration and fees for certain
RV parking.
Readers should note the registration
system and fee schedule were developed
to address complaints about the
growing number of RVs being parked
on residential lots, particularly in the
Buffalo Lake region.
A fee of $25 was included last year
but waived for the entire 2021 season.
“When temporary RV tags were
introduced to regulate the use of RV’s
for a period of less than 21 days,
council implemented a fee of $25 but
waived the fee up until Dec. 31, 2021,”
noted Brysiuk in his report.
“Administration is seeking direction
on whether to continue with the fee,
abolish it, or waive it again.
“The $25 fee may not offset the
increased cost of processing payment.”
Brysiuk explained the county has a
self-serve portal available on its website
for RV owners to register, but the
portal doesn’t accept payment; if
council wanted the fee to kick in, the
portal would require upgrading to that
end.
Coun. Les Stulberg stated he was in
favour of waiving the fee again for
2022, noting it would be difficult to process
and he’d also field a number of
calls over this issue. Apparently some
county residents are concerned about
how these rules apply to events in the
farm community like family reunions.
Coun. Justin Stevens agreed, stating
he’d be in favour of a “...more targeted
approach,” adding he felt the tags
address a more urban problem that
may not exist in the rural area and
that the fee should be waived for 2022.
Stevens stated he felt the rural community
that hosts events like farm
weddings should be protected from
“unintended consequences.”
Coun. James Nibourg agreed that
the fee could be waived but also noted
the tags appear to have had the desired
effect. He noted this approach could
help address “pop-up campgrounds” in
his division.
Nibourg suggested waiving the fee
for 2022 and discussing how this program
could be tweaked to
accommodate the rural community.
Reeve Larry Clarke stated the program
was brought in for a reason, and
questioned whether the tags would
ever really be a problem in the rural
community because the program is
complaint-driven, and he felt an RV or
two on hundreds of acres of farmland
would not receive the complaints an
RV or two on 1.5 acres of land would
receive, for example.
Coun. Ernie Gendre agreed the
bylaw applies more to an urban lifestyle.
He also asked if the 21 day
restriction could be discussed, but staff
noted the current discussion was only
about the $25 fee.
Councillors passed all readings necessary
to bring the bylaw into force
with the amendment that the $25 fee
would be waived for 2022.
celebration of this milestone as a
thank-you.
Council enquired if they wanted
anything else for this special time. The
chief has been in contact with county
staff where a barbecue get-together
was suggested.
The Village of Morrin also supported
the department by holding a
catered dinner for members as well.
Council felt this
was appropriate
and could be done
at the volunteer
appreciation barbecue
already
scheduled for this
summer.
The panel
agreed to purchase
the
personalized
travel mugs for
each current
member of the
department and
have them recognized
at the
annual barbecue.
Cryptocurrency, micro
Kneehill County councillors
approved first reading of a re-zoning
bylaw that would see a cryptocurrency
mining and micro-power
generation operation located on land
within the rural municipality.
The application was presented at the
April 12 regular meeting.
Manager of Planning and
Development Barb Hazelton presented
the application from Fire Technology
Corp.
“GVF Contracting Ltd, is the current
landowner of the SE 28-32-26 W4
and he has granted Fire Technology
Corp. as an agent to apply for a micropower
generation and cryptocurrency
mining facility on the above noted
lands,” stated Hazelton’s memo to
council.
“The proposed site is located approximately
two kilometres southwest of
Torrington, Alta. as the crow flies.
The site is accessed via Range Road
26-3 and is just over 1.5 miles south of
Highway #27.
“The applicants are looking to lease
a portion of the existing Ember lease
site located on the property. Ember
has entered into a surface sharing
lease with Fire Technology Corp.”
Hazelton stated in her presentation
that the proposed uses are included in
Kneehill County’s light industrial
zoning.
“A data centre is a discretionary use
in the light industrial
district,”
noted the memo.
Councillors
were provided
with more information
in letters
from Fire
Technology
Corp.’s land
agent, Lexterra
Land. The letters
noted Fire
Technology
Corp.’s cryptocurrency
mining
operation is proposed
to be 9.9
megawatts, and
the company is a
subsidiary of Fire
Capital, a private
Serving
registered in Shanghai,
China.
It was stated Fire Capital
already has five other cryptocurrency
operations
under its belt around the
world.
Lexterra Land stated Fire
Technology Corp.’s proposal
is to sit on the site of a natural
gas facility and include
seven to nine natural gas
generators and seven to nine
crypto mining containers
plus piping, power cables
and office equipment.
Coun. Carrie Fobes asked
if the land in question has
always been zoned agriculture,
and Hazelton
responded yes, it’s not
unusual in Kneehill for gas
plants to be located on land
zoned agriculture.
also give educational value
well as herself for her own
KNEEHILL COUNCIL
Fobes also asked, if
approved, how much power
it would require, to which
Hazelton responded Fire
Technology Corp. is proposing
to install its own
generators and more detail
about that would probably
come forth at the public
hearing.
Coun. Laura Lee Machell-
Cunningham asked if first
reading was approved would
a public hearing be
required? Both Hazelton
and Reeve Jerry Wittstock
answered that a public
hearing must be held for the
rezoning request prior to
any more readings being
considered.
Councillors unanimously
approved first reading of the
re-zoning bylaw and set the
The report noted it included the
results of a more thorough level 2
examination of five bridges in Stettler
County with 10 tonne load limits.
Bridge file 06681 (Twp Rd 34-4 west
of Scollard Road) wasn’t able to be
examined as weather problems prevented
it.
Bridge file 06965 (Rge Rd 17-0 north
of Twp Rd 41-0) had deficiencies that
compelled the inspector to recommend
closing the bridge; it was stated the
bridge has been closed indefinitely.
Bridge file 07002 (Rg Rd 17-5 north of
Sec. Hwy. #601, “Prairie Grove”) was
recommended to have its load limit cut
to five tonnes from 10.
Two other bridge files, 07577 (Big
Valley access) and 73092, were recommended
to remain at 10 tonnes.
Reeve Larry Clarke, attending the
meeting through teleconference,
stated he was concerned about the
effect closing a bridge and cutting the
load limit on the Prairie Grove one
would have on the farm community;
he wondered what the weight of a
tractor with an air seeder and grain
tank would weigh.
“I just know it’s going to be an
issue,” said the reeve.
Clarke also asked about the county
procedure to close a bridge.
“I’m worried people are still going to
go across it,” said Clarke, noting he
was also concerned about the closure’s
effect on school buses and county
graders.
Director of
Operations Rick
Green noted the
bridge in question
is a land access
bridge and
county staff
placed “bridge
closed” barricades
on it.
However, it
seemed the barricades
had been
set aside by
someone so
Call Mike
county staff are looking to make those
barricades more difficult to remove.
Green stated the Big Valley access
bridge is on a shorter inspection
schedule to keep a closer eye on it. He
also noted the bridge is the property of
the provincial government and is
located on a provincial government
road.
When it came to the vote on a motion
to accept the engineering report as
information, Clarke said he would vote
in favour of accepting it, but was still
concerned about how Stettler County
handles bridge closures.
“It’s easy for us to just say ‘go
around,’ but it doesn’t happen,” said
the reeve, predicting that residents in
every division may potentially disregard
the restrictions.
Green noted the next steps would be
either to wait for provincial
