and Pistol Association’s Easter<br />
Kids Shoot at the Community<br />
Hall Mon. April 18.<br />
Organizer and Association<br />
President Ward Beeton, who<br />
participated in the annual event<br />
as a child in the 80s, said the<br />
entire evening, from a Ken<br />
MacLean safety lecture and<br />
demonstration, refreshments,<br />
and a competitive shoot with<br />
rifles and ammunition, were<br />
available at no charge.<br />
Divided into three age groups<br />
from 10 to 16, the R shooters, some 18 pt<br />
of whom had never fired a rifle,<br />
competed for bragging rights<br />
and medallion-bedecked<br />
ribbons.<br />
The association, active since<br />
1958 and Alberta’s oldest firearms<br />
club, operates the indoor<br />
range in the Trochu Community<br />
Center and an outdoor range<br />
east of town near the Tolman<br />
Bridge. In addition to recreation<br />
shooting, the association makes<br />
its facilities available as a safety<br />
training center for the public,<br />
RCMP and other agencies.<br />

Joan Boles has been appointed to the<br />
position of principal of our Tri-Campus<br />
Schools (Acme, Carbon and Dr. Elliott)<br />
in the Golden Hills School Division<br />
effective the start of the <strong>2022</strong>/2023<br />

Jordan Rhodes will be Gus Wetter’s<br />

Rhodes comes to Clearview from<br />
Foothills School Division, where he<br />
has been most recently serving as<br />
principal of Westmount School in<br />
Okotoks.<br />
Rhodes has been an educator for 16<br />
years, of which 12 years have been as a<br />
school-based administrator. Rhodes<br />
was a teacher at a Grade 9 to 12 school,<br />
a high school vice principal for eight<br />
years, and has spent four years as principal<br />
at Westmount School, a<br />
kindergarten to grade nine school<br />
located in Okotoks.<br />
Stettler Elementary<br />
Kate Syson has been selected as<br />
principal for Stettler Elementary<br />
School (SES).Ms. Syson will take the<br />
role when Principal<br />
Sharon Fischer<br />
retires at the end of<br />
this year.<br />
Syson has been<br />
serving as<br />
vice-principal.<br />
“My vision for the Syson<br />
school is one that<br />
includes students first in all ways, care<br />
and compassion for families, rigour<br />
and high expectations set for our children,”<br />
said Kate Syson.<br />

The Town of Three Hills announced<br />
a project that will revitalize the town’s<br />
Main Street through several infrastructure<br />
and aesthetic improvements<br />
that aim to draw both residents and<br />
tourists alike into the heart of the community,<br />
by creating a downtown space<br />
that highlights the pedestrian focused<br />
amenities of downtown.<br />
Amenities will include healthy<br />
trees lining the street, more accessible<br />
walkways for residents of all<br />
ages, additional flower planters and<br />
places to enjoy the active and vibrant<br />
downtown community through additional<br />
tables and chairs.<br />
The project site will include the<br />
north and south sides of Main Street,<br />
between 2 Ave SE and 6 Ave SE, and<br />
will be completed over the spring and<br />
summer months of <strong>2022</strong>.<br />
Funding for this project will include<br />
a $311,147 federal investment through<br />
the Canada Community Revitalization<br />
Fund, and $103,716 from the Town of<br />
Three Hills, totalling a project value of<br />
$414,863.<br />
“The Town of Three Hills is overjoyed<br />
to receive a grant from<br />
PrairiesCan,” said Three Hills Mayor<br />
Ray Wildeman.<br />

the shenanigans that both our provincial<br />
and federal politicians are trying<br />
to pull on us!<br />
Kenney is a disgrace to the<br />
Conservative Party name and Trudeau<br />
is not too far behind as far as the<br />
Liberal name is concerned…..not like<br />
true conservatives like Lougheed or<br />
even Mulroney. I’m sure Trudeau Sr.<br />
is rolling over in his grave with the<br />
scandals and coverups his offspring<br />
has unloaded on us….<br />
Getting back to your newspaper. As I<br />
mentioned to the publisher when I<br />
called last week, it is refreshing to<br />
have a more centralist view on politics<br />
rather than the right wing opinions of<br />
Post Media and Corus radio which is<br />
all we have in this province…<br />
I understand a person needs time to<br />
take a break from her work keeping<br />
track of the political goings on both<br />
here in Alberta and in Ottawa, but<br />
please know Ms. Schimke, your editorials<br />

Historical holocaust<br />
commemoration<br />
Dear Editor,<br />
Holocaust Remembrance Day (Yom<br />
HaShoah) takes place this year on<br />
April 28. This is an important and<br />
solemn historical commemoration that<br />
reminds all people to be vigilant<br />
against rising bigotry, hatred and<br />
antisemitism.<br />
Sadly, antisemitism is growing<br />
around the world, including here in<br />
Canada.<br />
Statistics over the past several years<br />
repeatedly state that Jewish people<br />
and institutions are among the most<br />
common targets of police-reported<br />
hate crimes in Canada.<br />
Too often, these incidents are dismissed<br />
as a byproduct of international<br />
events or otherwise downplayed or<br />
even denied. But this surge in hatemotivated<br />
crimes is a real, growing<br />
problem – and it needs to be<br />
confronted.<br />

Castor town council heard a report<br />
from their chief administrative officer<br />
(CAO) that efforts to trim the municipal<br />
budget have almost reached their<br />
end. The report was made at the April<br />
11 regular meeting of council.<br />
CAO Christopher Robblee, during<br />
the regular budget update, notified<br />
councillors that operational cuts to the<br />
budget are almost done.<br />
He added that, looking ahead to<br />
future budgets, if any more cuts are<br />
made they will have to come by cutting<br />
services.<br />
Also during the report Robblee noted<br />
every department has higher expenses<br />
than revenue at this point and those<br />
departments won’t see revenue<br />
increasing until later in the year.<br />

It was also noted that the county will<br />
forward recreation requisition at the<br />
end of the year. Councillors accepted<br />
the report as information.<br />
Accounts payable<br />
Councillors examined the regular<br />
listings of accounts to be paid by the<br />
town. Among those that were discussed<br />
were the U7 softball<br />
tournament fees, physician house renovations<br />
(carpet, painting, flooring and<br />
doors) and staff footwear, among many<br />
others. It was noted the physician<br />
house costs are split three ways<br />
between the town, county and<br />
foundation.<br />
Councillors discussed the town<br />
paying funds to new staff to purchase<br />
steel-toed boots; Robblee stated that it’s<br />
done even for staff who are probationary,<br />
and if they don’t pass<br />
probation the money is taken off the<br />
person’s final pay cheque.<br />
Tax recovery transfers<br />
During the cash statement report<br />
councillors passed a resolution related<br />
to the tax recovery process.<br />
This is the process that all municipalities<br />
use to recover unpaid property<br />
taxes: a legal process is employed to<br />
hold an auction for certain property<br />
and unpaid taxes and other debts are<br />
paid out of the auction proceeds, if the<br />
property sells.<br />
Robblee requested councillors pass a<br />
resolution approving the transfer of<br />
the town’s expenses related to the tax<br />
recovery sale to the tax rolls involved.<br />
They unanimously did so.<br />
Castor Rodeo<br />
Councillors read a letter of request<br />
from the Castor Rodeo. Organizers of<br />
the annual event were requesting<br />
funding from the town and even<br />
though CAO Robblee noted this is an<br />
annual request and is always granted,<br />
cash requests must come before, and<br />
be approved by council.<br />

on the annual community Good Friday<br />
service. Seven pastors, one from each<br />
participating church, took turns<br />
expounding on the service theme of I<br />
AM—the Man on the Cross.<br />
Prairie Tab Congregation’s Pastor<br />
Glenn Flewelling, for example, said<br />
Satan works to prevent us from leaving<br />
his domain of darkness and death in<br />
favour of our defecting into God’s<br />
realm of light and life. Appropriate<br />
words that fit well with the morning’s<br />
service and the world we left outside<br />
for an hour.<br />
The freewill offering, described by<br />
Victory Church Pastor Terry Krahn,<br />
will help support Prairie College’s centennial<br />
celebration, scheduled for this<br />

Decision tabled on Fawn Meadows Estates bylaw<br />

The regular meeting of the Delburne<br />
village council and a public hearing<br />
regarding a proposed bylaw to include<br />
the Fawn Meadows Estates architectural<br />
development guidelines in the<br />
Land Use ByLaw, were held on April<br />
12.<br />
“The intention was that this development<br />
have architectural guidelines to<br />
ensure housing and community consistency,”<br />
said Coun. Ray Reckseidler<br />
who was on council when the idea for<br />
Fawn Meadows was conceived as a<br />
strategy to attract new residents to<br />
Delburne.<br />
A bylaw to make building permits<br />
contingent on these architectural<br />
guidelines was never enacted. Most<br />
people, including the village, were<br />
unaware of this oversight until a<br />
denied permit request for a garage to<br />
be constructed contrary to the architectural<br />
guidelines was challenged.<br />
Subsequently on appeal, it was found<br />
the garage did not contravene the Land<br />
Use ByLaw and a building permit was<br />
then issued.<br />
Four residents comprising three<br />
Fawn Meadow homeowners made<br />
written and oral presentations at the<br />
public hearing—two speaking in<br />
favour of the bylaw change, one<br />
speaking against.<br />
Those arguing for the bylaw said it<br />
was the intent that these development<br />
guidelines be enforceable.<br />
Coun. Jeff Bourne agreed, “the village<br />
council (of the day) assumed it was<br />
enforceable, their mistake was not<br />
making it a bylaw.”<br />
One arguing for the bylaw also said<br />
as it now stands people backing on the<br />
golf course could put up a 30-foot-high<br />
garage.<br />
The homeowner speaking against<br />
the bylaw amendment commented that<br />
inconsistencies abound in the neighbourhood—including<br />
different fencing<br />
materials and some fences 6-feet high<br />
rather than the 5-foot permitted, plus a<br />
garage that would be in contravention<br />
of the new bylaw.<br />
In response to the 30-foot-high<br />
garage, he stated his request for a<br />
permit was to build a 17-foot-high<br />
garage.<br />
“We’re attempting to make an<br />
honest effort to try to correct the oversight<br />
that resulted from (the village’s)<br />
lack of experience with this type of<br />
development, said Mayor Tim Wilson.<br />
“We’re trying to make the majority<br />

happy but that will leave someone<br />
unhappy.”<br />
Council wants to enact what the<br />
majority of current Fawn Meadows<br />
owners want. Do they want the<br />
existing architectural guidelines<br />
embedded in a bylaw, do they want to<br />
revise some of the guidelines to deal<br />
with existing inconsistencies? Do they<br />
want inconsistencies grandfathered, or<br />
just leave it as guidelines not the law?<br />
A motion was made to table Bylaw<br />
1177/<strong>2022</strong> believing that all members of<br />
the Fawn Meadows community should<br />
be involved in this decision.<br />
Village administration will be contacting<br />
each owner by letter seeking<br />
input. The village council wants a<br />
long-term solution that works for the<br />
majority of Fawn Meadows owners so<br />
the bylaw can be clear for those considering<br />
building in Phase 3.<br />
Main Street Park<br />
Brenda Smith was in attendance to<br />
present to council the Futures<br />
Committee’s proposal for the completion<br />
of the Main Street Park.<br />
Items discussed and agreed to were<br />
the completion of the grade work<br />
around the pavilion, the installation of<br />
a 12-foot-wide sidewalk to the pavilion,<br />
an arch at the entrance to the park,<br />
completion of the parking area and<br />
some physical control measures to<br />
ensure vehicles aren’t able to access<br />
the park.<br />
Eavestroughs are required to complete<br />
the pavilion and capping the<br />
posts is optional. Smith will get quotes<br />
on both items.<br />
Ten picnic tables weighing 200<br />
pounds each have been ordered from<br />
Blue Imp for a total of $14,000 with<br />
delivery expected by the end of April.<br />
When the above items are completed,<br />
any leftover money or future<br />
successful grants could go towards<br />
more bathrooms or a canvas siding for<br />
the pavilion.<br />
Bistro property<br />
Frustration was expressed after<br />
receiving another letter from Alberta<br />
Environment stating “the site is not<br />
currently eligible for closing”,<br />
meaning the village must continue<br />
spending approximately $7,000 per<br />
annum to test the Bistro site for contamination<br />
levels.<br />
The village has been testing every<br />
year since 2006 when Alberta<br />
Environment gave permission for a<br />
restaurant and a housing unit on the<br />
second floor to be constructed on a<br />
reclaimed gas station site. Over the<br />
years, Alberta Environment has<br />
changed the parameters prolonging<br />
closure. The CAO will contact their<br />
Geo Tech firm to determine what’s<br />
next.<br />
New business<br />
The National Police Federation have<br />
asked all municipalities to join their<br />
Call to Action and send a letter to the<br />
Premier and MLAs to stop their push<br />
for a provincial police force. There was<br />
unanimous consent to send such a<br />
letter.<br />
Four proposals were received to<br />
undertake the village’s strategic planning<br />
project. Using a scoring method,<br />
Urban Systems was the successful<br />
bidder and a motion was unanimously<br />
carried to retain their services.<br />
Administrator’s report<br />
There were two new business<br />
licenses issued—Round Lake Lawn<br />
Care Services and Coal Trail Catering.<br />
The tax notification process was<br />
completed on March 28. There are six<br />
properties put on tax notification and<br />
one possible tax sale auction.<br />
Imagination Library<br />
Suzanne Seufert presented to<br />
council a literacy program that she is<br />
spearheading for Delburne and area.<br />
It’s called the Imagination Library and<br />
is offered through the Dollywood<br />
Foundation.<br />
Each child up to age five would<br />
receive a book per month, totalling 60<br />
books. When a child reads just one<br />
book a day for five years, they would<br />
add an additional 290,000 words to<br />
their vocabulary.<br />
Seufert estimates there are<br />
approximately 60 children in the area<br />
who would be eligible. Her goal is to<br />
raise enough money to get at least half<br />
the area’s children into the program at<br />
a cost of $3.55 per child per month or<br />
$43 per child per year.<br />
“It would benefit the children in our<br />
community so much and increase<br />
awareness of the library”, said Seufert.<br />
“Once Delburne does it, then other<br />
communities may step up.”<br />
It’s a simple and easy program to<br />
administer, but she needs community<br />
exposure to assist with fundraising.<br />
Council was enthusiastic about the<br />
program suggesting different organizations<br />
to contact and agreeing she<br />
should make an application for a community<br />
grant.<br />
“The program creates a passion for<br />
reading and life-time learning”, said<br />
Seufert, “and would show how much<br />
Delburne cares about families”.<br />

Boots, chickens and rodeo: a Bashaw<br />
artist’s odyssey to help stampede cowboys<br />

A Bashaw artist has been boosted by<br />
artistic efforts to help rodeo cowboys,<br />
and it’s all due to chickens on cowboy<br />
boots.<br />
Bashaw artist Laurie Hall recently<br />
took part in Cowboy Kicks, a special<br />
fundraising event to benefit the<br />
Canadian Pro Rodeo Sport Medicine<br />
Team (CPRSMT) March 18 in Red<br />
Deer, which centred on purpose-built<br />
fibreglass cowboy boots to be auctioned<br />
off. Hall’s efforts raised $7,000<br />
for the rodeo charity.<br />
Cowboy Kicks was an evening of art,<br />
entertainment and benefit at<br />
Westerner Park, although the COVID<br />
pandemic delayed the event more than<br />
once. Hall stated she was flattered to<br />
be offered a chance to paint for the<br />
event.<br />
The auction was planned to benefit<br />
CPRSMT, a group that helps rodeo<br />
athletes with their health.<br />
Hall stated her interest was piqued<br />
when she noticed a callout for artists<br />
for the Cowboy Kicks event on social<br />
media. Hall sent the organizers a<br />
selection of her work that induced animals<br />
and cars and “...they said they<br />
really liked my chickens,” said Hall in<br />
a phone call March 31.<br />
Hall noted planning out images for<br />
the boot was one challenge, but just<br />
getting the huge fibreglass footwear<br />
home was another. “It barely fit in the<br />
back of my car,” she said.<br />
The artist said she was inspired to<br />
create her boot design with a chicken<br />
romance, and benefited from the input<br />
of other Bashaw artists, which she<br />
greatly values. But the boot definitely<br />
had a fowl story to tell. “I<br />
knew I was going to put the<br />
chickens on,” she said.<br />
The artist noted that the<br />
night of the auction was a bit<br />
nerve-wracking for her, as<br />
she wasn’t sure people<br />
would appreciate the wry<br />
humour of her work, but<br />
those worries were<br />
unfounded.<br />
After all was said and<br />
done Cowboy Kicks raised<br />
about $300,000 for the<br />
CPRSMT.<br />
She noted that art lovers<br />
of all kinds should mark<br />

Pep rally celebrates<br />
student achievements<br />

A pep rally at Hughenden Public<br />
School (HPS) on Wed. March 23 was<br />
certainly a sight to behold.<br />
Between Principal Ryan Duffett’s<br />
impressive acrobatics, the talented<br />
teams and the newly won banners, the<br />
whole show was quite entertaining for<br />
everyone present.<br />
The rally was organized by staff to<br />
commemorate the various academic<br />
and athletic achievements of HPS students<br />
in and out of school. And there<br />
was a lot to celebrate this spring.<br />
The gym was decked out in balloons<br />
and streamers and the celebratory<br />
music was pumping.<br />
Mr. Duffett opened by acknowledging<br />
that the school is on Treaty 6<br />
Territory and began with calling the<br />
honour students from 2020-20<strong>21</strong> to the<br />
stage.<br />
Cross-country running was the first<br />
competitive sport of the school year<br />
and the Wildcats team this year consisted<br />
of students mostly from the Jr.<br />
High and Elementary.<br />
Special acknowledgements included<br />
Holly Motley from fourth grade who<br />
finished in eighth place in the Hardisty<br />
cross country race, and her classmate<br />
Reid Walters, who finished ninth place<br />
in Hardisty and second place in<br />
Riverdale.<br />
Next was the Wildcat Volleyball<br />
teams. The Jr. Girls A team was<br />
acknowledged for finishing third in<br />
their league.<br />
Students who competed as members<br />
of area Club Volleyball teams were recognized<br />
as well; representing the<br />
Killam Spartans was Grade 12 student<br />

The newly founded HPS French Club<br />
leader Mika Lacoste was heralded for<br />
his leadership skills in starting the<br />
club.<br />
More than 10 students across grades<br />
are excited to be learning a second language<br />
one day per week after school.<br />
The Achievement Tree awards for<br />
elementary were awarded to outstanding<br />
students for their work in<br />
school.<br />
This month’s awards went to Ryan<br />
Carson, Javier Gonzalez-Hope and Lily<br />
Nguyen in Grade 4; Brynn Chisan and<br />
John Taylor in Grade 5; and Sadie<br />
Hunter, Jeremy Nielsen and Bentley<br />
Prost in Grade 6.<br />
Mr. Duffett acknowledged the top<br />
archers the NASP archery team who<br />
recently participated in competition.<br />
The top female archer in both standard<br />
and 3D targets was Grade 10’s<br />
Alyssa Carson and the top male archer<br />
who got bronze in target archery and<br />
gold in 3D archery in the elementary<br />
division was Grade 6 Wildcat Aaron<br />
Stringer.<br />
The dancers of the school were next<br />
up, representing various dance academies<br />
in the area.<br />
Student gymnasts were also called<br />
up, performing some acrobatics on<br />
their exit from the stage.<br />
Mr. Duffett was inspired to participate<br />
in the fun, displaying some<br />
impressive cartwheels.<br />

The HPS Senior Mixed Curling team<br />
was recognized for an impressive<br />
second place finish in Areas, and a<br />
fourth place finish in Zones.<br />

Two extracurricular hockey players<br />
were recognized for their outstanding<br />
skill and making the cut for a Triple-A<br />
team. Grade 11 student Hunter Motley<br />

class both played with the U18<br />
AAA Lloydminster Bobcats hockey<br />
franchise.<br />
Next up were the U9 Girls Jets<br />
hockey team were winners of the Ice<br />
Melter tournament in Camrose and<br />
they earned the instant respect of the<br />
crowd.<br />
Mr. Duffett then called the Sr. Boys<br />
basketball team to the stage and congratulated<br />
them on a successful<br />
season.<br />
Last but not least, all local and<br />
school teams that won banners this<br />
season were called to the stage, an<br />
incredible number of teams including<br />
the: Tier 1 U11 Hughenden Jets hockey<br />
team, Tier 1 boys U15 Wainwright<br />
hockey team, Tier 4 Boys U15<br />
Wainwright hockey team, Tier 3 U18<br />

Extensive training helps Kneehill region #BePrepared<br />

The Kneehill Regional Emergency<br />
Management Agency (KREMA)<br />
hosted a five-day training exercise<br />
with Three Hills, Trochu, Acme,<br />
Carbon, Linden and Kneehill County<br />
teams working collaboratively to prepare<br />
and respond to emergencies.<br />
The goal of the Emergency<br />
Management exercise was to train<br />
individuals to ensure knowledgeable<br />
and reliable resources are available to<br />
respond to disasters in the region.<br />
Since 2017, the Kneehill region has<br />
seen overland flooding, the risk of a<br />
dangerous goods incident, a tornado<br />
and multiple grass fires.<br />
“The best thing we can do as a<br />
municipality is to be prepared,” said<br />
Debra Grosfield, Director of<br />
Emergency Management for Kneehill<br />
County. “It’s not a question of if a<br />
disaster will strike, but when. And<br />
we’ll be ready to respond.”<br />
Established in 20<strong>04</strong>, KREMA was<br />
recently granted an official<br />
Ministerial Order in October of 2020<br />
and continues to work closely and collaboratively<br />
with the province of<br />
Alberta and the Alberta Emergency<br />
Management Agency to improve emergency<br />
response.<br />
The regional group consists of emergency<br />
management personnel and<br />
staff from local municipalities,<br />
enforcement agencies, fire and first<br />
responders, and social services. The<br />
group meets regularly to plan and prepare<br />
in case of emergencies in the<br />
Kneehill region.<br />
In 2019, KREMA received the<br />
Emergency Management Preparation<br />
Program (EMPP) grant for $17,500 to<br />
conduct additional emergency management<br />
training from the Alberta<br />
Government. These community-based<br />
exercises optimized the funds<br />
available from the grant for<br />
training purposes.<br />
“We are working together<br />
at the municipal level to support<br />
our communities<br />
across Kneehill County, but<br />
our residents can take<br />
actions at home to prepare<br />
for emergencies,” said<br />
Grosfield.<br />
“One of the most important<br />
is an emergency kit<br />
with supplies on hand to be<br />
self-sufficient for at least 72<br />
hours, including water, food<br />
and medical supplies.<br />
“Depending on the<br />
disaster, it may take that<br />
long for first responders to<br />
assist you.”<br />
Residents are encouraged<br />

With the incoming seeding season<br />
approaching, there is only one name<br />
you need to remember when it comes<br />
to finding the right quality product for<br />
you: King’s Seed Farm Ltd.<br />
This family run operation has transformed<br />
throughout the years, starting<br />
from humble beginnings in the Ghost<br />
Pine area east of Three Hills in 1913.<br />
The farm was homesteaded that<br />
year by Fred and Maggie King.<br />
In the 1940s, Fred and Maggie’s son,<br />

Norman was the delivery man of<br />

farms from the neighbours who joined<br />
and ended up meeting Evelyn in the<br />
process.<br />
They hadn’t met before as they<br />

The farm was then carried on by<br />
Norman and Evelyn.<br />
Norman and Evelyn’s son Harold,<br />
wife Jan, along with their daughter<br />
Lori, husband David and family are<br />
now continuing operations of the seed<br />
business.<br />
Harold chose to focus on seed varieties<br />
in 1982, making this year the 40th<br />
anniversary of seed specialty for the<br />
King’s.<br />
“What I like best is producing new<br />
seed for customers to improve their<br />
bottom line hopefully,” said Harold.<br />
“That’s the main thing. By us producing<br />
seed for customers we are also<br />
producing for ourselves too so we are<br />
always on top of the new varieties.”<br />
“When guys are trying to figure out<br />
what to seed this year, we are trying to<br />
figure out what they want to buy next<br />
year so it’s a lot of gambling.”<br />
A new, half-acre shop was built last<br />
year complete with an office and coffee<br />
lounge area, indoor scale, wash bay<br />
and ample storage.<br />

Open to taking over Munson cemetery<br />

The Village of Munson sent in a<br />
request to the county asking if<br />
Starland would be interested in<br />
acquiring control of the Munson<br />
Cemetery located along Highway 56.<br />
Lyle Cawiezel of the Village of<br />
Munson sent in an email on Fri. April<br />
8 sharing they are the only cemetery<br />
not owned or taken care of in the<br />
county.<br />
If the county chose to take over, he<br />
felt it would provide continuity<br />
throughout.<br />
“Also we are not capable of doing full<br />
burials so the county currently facilitates<br />
this for us,” said Cawiezel.<br />
Plots are $100 each which aligns<br />
with the county’s fees.<br />
Council, at the regular meeting on<br />
Wed. April 13, felt the village should<br />
transfer ownership of the land to the<br />
county and have them purchase a<br />
columbarium like the one they did for<br />
Rumsey.<br />
Council, after discussion, agreed to<br />
consider taking over the cemetery if<br />
the village agrees to purchase the<br />
columbarium.<br />
No motion was made at this time.<br />
Financial statements<br />
Jeff Faupel of Ascend LLP<br />
Chartered Professional Accountants<br />
attended the meeting virtually to<br />
share his findings on the county’s 20<strong>21</strong><br />
audit and financial statements.<br />
The audit team was at the county<br />
office for a full three days.<br />
Chief Administrative Officer (CAO)<br />
Shirley Bremer shared in her report<br />
that “We recognized some gains in our<br />
records, mainly due to adjustments<br />
(reductions) made for the liability costs<br />
booked for reclamation of our gravel<br />
pits and from a better tax collection<br />
rate from the oil and gas sectors than<br />
was originally suspected.<br />
“We still have those four delinquent<br />
companies, owing $2.032M, but the<br />
lawyers are working with two of them<br />
to get payment plans in place.<br />
“All in all, we did recognize a surplus<br />
and are recommending that this<br />
surplus be moved to a Capital General<br />
Contingency Fund, pending the establishment<br />
of our new Reserve Policies.<br />
“We anticipate updating and/or<br />
reorganizing the funds in reserves to<br />
“ear-tag” them for future capital projects/purchases.<br />
At that time, we can<br />
then move them into more specific<br />
reserves, as council so decides.”<br />
Council chose to approve the financial<br />
statements as presented by Faupel<br />
following his walk-through of the<br />
material as well as a second motion to<br />
transfer the $2.6M in surplus funds<br />
into the Restricted Capital<br />
Contingency Reserve to be divided out<br />
later as projects surface.<br />
“It was a clean audit and there were<br />
no real issues that were needed to be<br />
brought forward,” said Faupel.<br />

Stettler county council has agreed to<br />
waive the fee for temporary parking of<br />
a recreational vehicle (RV) on a residential<br />
lot. The decision was made at<br />
the April 13 regular meeting of<br />
council.<br />
Councillors discussed bylaw 1678-22,<br />
the fee schedule bylaw about which<br />

Andrew Brysiuk noted in his report<br />
that councillors needed to make a decision<br />
on whether or not to continue<br />
requiring registration and fees for certain<br />
RV parking.<br />
Readers should note the registration<br />
system and fee schedule were developed<br />
to address complaints about the<br />
growing number of RVs being parked<br />
on residential lots, particularly in the<br />
Buffalo Lake region.<br />
A fee of $25 was included last year<br />
but waived for the entire 20<strong>21</strong> season.<br />
“When temporary RV tags were<br />
introduced to regulate the use of RV’s<br />
for a period of less than <strong>21</strong> days,<br />
council implemented a fee of $25 but<br />
waived the fee up until Dec. 31, 20<strong>21</strong>,”<br />
noted Brysiuk in his report.<br />
“Administration is seeking direction<br />
on whether to continue with the fee,<br />
abolish it, or waive it again.<br />
“The $25 fee may not offset the<br />
increased cost of processing payment.”<br />
Brysiuk explained the county has a<br />
self-serve portal available on its website<br />
for RV owners to register, but the<br />
portal doesn’t accept payment; if<br />
council wanted the fee to kick in, the<br />
portal would require upgrading to that<br />
end.<br />
Coun. Les Stulberg stated he was in<br />
favour of waiving the fee again for<br />
<strong>2022</strong>, noting it would be difficult to process<br />
and he’d also field a number of<br />
calls over this issue. Apparently some<br />
county residents are concerned about<br />
how these rules apply to events in the<br />
farm community like family reunions.<br />
Coun. Justin Stevens agreed, stating<br />
he’d be in favour of a “...more targeted<br />
approach,” adding he felt the tags<br />
address a more urban problem that<br />
may not exist in the rural area and<br />
that the fee should be waived for <strong>2022</strong>.<br />
Stevens stated he felt the rural community<br />
that hosts events like farm<br />
weddings should be protected from<br />
“unintended consequences.”<br />
Coun. James Nibourg agreed that<br />
the fee could be waived but also noted<br />
the tags appear to have had the desired<br />
effect. He noted this approach could<br />
help address “pop-up campgrounds” in<br />
his division.<br />
Nibourg suggested waiving the fee<br />
for <strong>2022</strong> and discussing how this program<br />
could be tweaked to<br />
accommodate the rural community.<br />
Reeve Larry Clarke stated the program<br />
was brought in for a reason, and<br />
questioned whether the tags would<br />
ever really be a problem in the rural<br />
community because the program is<br />
complaint-driven, and he felt an RV or<br />
two on hundreds of acres of farmland<br />
would not receive the complaints an<br />
RV or two on 1.5 acres of land would<br />
receive, for example.<br />
Coun. Ernie Gendre agreed the<br />
bylaw applies more to an urban lifestyle.<br />
He also asked if the <strong>21</strong> day<br />
restriction could be discussed, but staff<br />
noted the current discussion was only<br />
about the $25 fee.<br />
Councillors passed all readings necessary<br />
to bring the bylaw into force<br />
with the amendment that the $25 fee<br />
would be waived for <strong>2022</strong>.<br />

thank-you.<br />
Council enquired if they wanted<br />
anything else for this special time. The<br />
chief has been in contact with county<br />
staff where a barbecue get-together<br />
was suggested.<br />
The Village of Morrin also supported<br />
the department by holding a<br />
catered dinner for members as well.<br />

approved first reading of a re-zoning<br />
bylaw that would see a cryptocurrency<br />
mining and micro-power<br />
generation operation located on land<br />
within the rural municipality.<br />
The application was presented at the<br />
April 12 regular meeting.<br />

the application from Fire Technology<br />
Corp.<br />
“GVF Contracting Ltd, is the current<br />
landowner of the SE 28-32-26 W4<br />
and he has granted Fire Technology<br />
Corp. as an agent to apply for a micropower<br />
generation and cryptocurrency<br />
mining facility on the above noted<br />
lands,” stated Hazelton’s memo to<br />
council.<br />
“The proposed site is located approximately<br />
two kilometres southwest of<br />
Torrington, Alta. as the crow flies.<br />
The site is accessed via Range Road<br />
26-3 and is just over 1.5 miles south of<br />
Highway #27.<br />
“The applicants are looking to lease<br />
a portion of the existing Ember lease<br />
site located on the property. Ember<br />
has entered into a surface sharing<br />
lease with Fire Technology Corp.”<br />
Hazelton stated in her presentation<br />
that the proposed uses are included in<br />
Kneehill County’s light industrial<br />
zoning.<br />
“A data centre is a discretionary use<br />
in the light industrial<br />
district,”<br />
noted the memo.<br />

Councillors unanimously<br />
approved first reading of the<br />
re-zoning bylaw and set the<br />
public hearing for May 10.<br />
What made this particular<br />
competition even more<br />
interesting is that Axley<br />
ended up in a tie-breaker to<br />
determine first place.<br />

Gravel Road<br />
Dust Reduction Program<br />
Applications are now being accepted for the County of Stettler gravel road<br />
dust reduction program and will be received up to April 29, <strong>2022</strong> at 4:30pm by<br />
calling 403-742-4441 during regular office hours. Payment is due prior to the<br />
start of any work.<br />
Two products will be offered for <strong>2022</strong> - Calcium & Oil (DL-10 Special):<br />

to County roads. Participation in the provided program is required if dust<br />
reduction is desired.<br />

Reeve worried about bridge<br />
closures and farm community<br />

Clarke voiced concerns about the way<br />
bridge closures are being handled in<br />
the municipality. The discussion came<br />
about after council looked at an engineering<br />
report at their April 13<br />
regular meeting.<br />
Chief Administrative Officer (CAO)<br />
Yvette Cassidy presented the bridge<br />
load evaluations report which had<br />
been prepared by Manager of<br />
Engineering and Facilities Brad<br />
Plehnert.<br />
The report noted it included the<br />
results of a more thorough level 2<br />
examination of five bridges in Stettler<br />
County with 10 tonne load limits.<br />
Bridge file 06681 (Twp Rd 34-4 west<br />
of Scollard Road) wasn’t able to be<br />
examined as weather problems prevented<br />
it.<br />
Bridge file 06965 (Rge Rd 17-0 north<br />
of Twp Rd 41-0) had deficiencies that<br />
compelled the inspector to recommend<br />
closing the bridge; it was stated the<br />
bridge has been closed indefinitely.<br />
Bridge file 07002 (Rg Rd 17-5 north of<br />
Sec. Hwy. #601, “Prairie Grove”) was<br />
recommended to have its load limit cut<br />
to five tonnes from 10.<br />
Two other bridge files, 07577 (Big<br />
Valley access) and 73092, were recommended<br />
to remain at 10 tonnes.<br />
Reeve Larry Clarke, attending the<br />
meeting through teleconference,<br />
stated he was concerned about the<br />
effect closing a bridge and cutting the<br />
load limit on the Prairie Grove one<br />
would have on the farm community;<br />
he wondered what the weight of a<br />
tractor with an air seeder and grain<br />
tank would weigh.<br />
“I just know it’s going to be an<br />
issue,” said the reeve.<br />
Clarke also asked about the county<br />
procedure to close a bridge.<br />
“I’m worried people are still going to<br />
go across it,” said Clarke, noting he<br />
was also concerned about the closure’s<br />
effect on school buses and county<br />
graders.<br />

had been<br />
set aside by<br />

county staff are looking to make those<br />
barricades more difficult to remove.<br />
Green stated the Big Valley access<br />
bridge is on a shorter inspection<br />
schedule to keep a closer eye on it. He<br />
also noted the bridge is the property of<br />
the provincial government and is<br />
located on a provincial government<br />
road.<br />
When it came to the vote on a motion<br />
to accept the engineering report as<br />
information, Clarke said he would vote<br />
in favour of accepting it, but was still<br />
concerned about how Stettler County<br />
handles bridge closures.<br />
“It’s easy for us to just say ‘go<br />
around,’ but it doesn’t happen,” said<br />
the reeve, predicting that residents in<br />
every division may potentially disregard<br />
the restrictions.<br />
