CHIPPING CAMPDEN SURGERY
MONTHLY NEWS FLASH
New Surgery Building - Update and start of Consultation
As previously reported in our bulletin newsletters and on
the surgery website, work continues on our new premises
project. We’re pleased to say we have an opportunity to
buy a piece of land behind the Gloucestershire County
Council’s Aston Road development. This is the first time
since we started looking for new premises in 2009 that
we have both a potential site and prioritisation for NHS
funding. This will allow us to develop a new, purpose-built
surgery to replace our existing premises.
The new surgery will have more space and modern facilities
to help us improve access and provide a wider range of
services for our growing patient list. It will also allow us to
work more closely with other providers such as community
services and mental health teams to offer more joined-up
care.
Plans are in the early stages and remain subject to
consultation and NHS approvals. At the beginning of
April we held our first consultation event with Staff and
our Patient Participation Group (PPG). We introduced our
chosen developer, Assura, who presented various plans and
ideas for initial feedback. Thank you to all those who gave
their time to attend and offer their thoughts. Our next step is
Peridot Digital
Chipping Campden
We are a computer shop and Post Office that offers a LOT more than that, with
stationery and DIY tools available as well as snacks, gifts and cards we really are
repairs as well, you can have a watch battery replaced or get your Dry cleaning
done or even convert your old video camera tapes or VHS to a digital format.
to incorporate feedback from this event and to offer a more
formal proposal for feedback from our wider patient group
and local residents.
In the meantime, we continue ask patients to complete a
short survey to help us understand the impact of proposals
on our patients. This is available on the link below, in the
practice, or on our website.
https://forms.office.com/r/Mz4MTTAg4s
We continue to assess our options, develop plans and
progress the NHS approval processes. We look forward to
sharing later versions of our plans with you in due course
via a new dedicated website (details to follow) and in the
practice.
Repeat medication
Due to ongoing delivery and stock issues from the
pharmaceutical suppliers and to ensure your prescriptions
are dealt with by your own GP, could we request that
patients order medication at least 4 working days before
collecting. Campden pharmacy have also requested this
time frame. This helps with continuity of care and ensures
patients are ordering well before running out of medication
in case of supply issues.
Staff changes
As mentioned last month, we have started a new system for
GP personalised lists. Each patient has a named GP who
will provide their care. More information is available on
the surgery website.
OPEN GARDENS
FINAL CALL FOR
GARDENS!
We hope you are enjoying your
gardens in this wonderful spring weather and that
you have the dates in your diaries for Open Gardens
weekend, which this year is the weekend of Saturday
18th – Sunday 19th. We have had a good number of
responses for gardens to open but we would still like
to hear from you if you can open; so if you are able to
please do register with us at the usual email address:
ccopengardens@gmail.com This will ensure that your
garden is represented on the printed programme and
nearer the time we will, as usual, deliver your garden
number and additional programmes for sale to those
visitors who may arrive without a ticket. The deadline
for registering your garden with us is 27th May.
If you would like to simply display some pots at the
front of your house, please email us and we will send
you a small poster to print and display with your pots.
We will then send out a small poster which we ask you
to print out and display on with you pots. If you are
unable to print the poster, please do let us know by
email if and we will arrange to drop one off to you.
We are delighted that Lady Blomefield is our guest
gardener this year. Gina is a keen gardener in her own
right and is looking forward to visiting a wide selection
of Chipping Campden’s wonderful gardens.
The Campden Society have agreed to open Wolds End
Orchard for the event which will allow visitors to see
the beautiful and much-loved orchard on their tour
around the town gardens.
In addition to teas at the Church Rooms, Rachel and
Arthur Cunyghame have kindly agreed to provide teas
at Pans Place in Back Ends and we are delighted that
Geoff Soulsby will be having a plant stall in Back Ends.
This year we are again supporting the two local charities
that we have supported for the last few years: Campden
Edge and Campden Home Nursing. We do hope you
will be enthusiastic about supporting this event to raise
money for these two great local charities.
Tickets will be on sale in June at the Tourist Information
Centre for £7 per day or £10 for the weekend.
With best wishes and many thanks;
and happy gardening!
Dear Editor
In March we reported that the finial vase on the Town Hall
roof had fractured and a chunk had fallen off in early February.
The Four Shires Conservation master stonemason, Shaun
Hester, has since prepared two estimates for repair, either insitu
or take down and repair. He could not guarantee that an
in-situ vase repair would not fail again. The Trustees met in
early March and agreed on the take down and repair option,
and the Town Clerk immediately instructed James Mackintosh
Architects to proceed.
It now appears that the vase cannot be removed until
permission to do so has been granted by both Historic England
and Cotswold District Council Conservation Officer. This
procedure is lengthy and we do not yet know when work could
commence.
The recent Condition Survey confirmed that the Town Hall is
in a ‘fair condition’ while making observations at 4 levels of
priority repair works required in the future. The four categories
being urgent works, works required in 5 years, works beyond
5 years and desirable works.
A Working Party is currently meeting to review these
recommended actions, initially focusing on the urgent works
priority. These are repair works to the clock tower roof,
replacement of felt on the flat roof, restoration of two first
floor windows overlooking the High Street, replacement of the
badly corroded metal decorative finial on the north elevation,
rainwater hopper and gutter repairs and replacement of the
damaged mullion on the semi circular window on the west
elevation below the vase.
The mullion replacement will be carried out at the same time
as the vase repair to make use of the scaffolding already
assembled.
A first estimate of the full cost of all maintenance is in the order
of £200,000 and the Trustees are reviewing how that will be
financed over the coming months and years. The Trust earns
revenue from two sources - Town Hall lettings and the car park
and has accumulated savings in a specialised charity savings
account over the years. The total is insufficient to cover costs.
The working party will in time be making recommendations
for the Trustees to review.
Future developments will be posted in the Bulletin.
Dear Editor
New surgery
I appreciate the opportunity to draw your readers attention
to the fact that within a few weeks Chipping Campden will
be told that they are to have a new doctors surgery at the far
end of Aston Road. Cotswold District Council in their March
issue of Cotswold News does not mention the fact. The local
doctors are seeking views on the development but do residents
know what is being proposed?
A few weeks ago I attended a presentation by a property
developer who did not give their name but claimed that they
were intending to buy a plot of land in Campden and would
build a new surgery at their own expense and lease it on a
25 year lease to the present group of Campden doctors. The
meeting was badly organised. I could not hear clearly what was
being said, a contribution by the Zoom format was defective,
charts screened with details of the scheme could not be read.
There was no discussion of the financial implication of the
proposal. The developer had an algorithm that purported to
show that the land they were to purchase was the most suitable
for a surgery in Campden.
All the details of the proposal were to be put in written
form and the residents consulted. I am not aware that the
consultation has taken place or the proposal put in writing.
Your readers may think that they should have this information
before it is too late. All may be well but the way the developer
has progressed this matter, residents may feel they need some
reassurance.
Dear Editor
Scuttlebrook Wake - Saturday June 4th 2022
Having spent the last couple of months promoting Scuttlebrook
in the Bulletin and online, we are very excited to present our
programme for 2022 which can be found in this month’s
edition. This year’s event has all the much loved elements of
the day and more, including Scuttlefest, our live mini-music
festival outside of the Lygon Arms.
We would like to take this opportunity to once again encourage
everyone in the community to take part in the Fancy Dress
Competition. There is no form or theme and details of the
categories and times can be found on our website or Facebook.
We are also pleased to announce that we are looking forward
to welcoming back the fairground in Leysbourne. This is a
traditional part of the day and we hope that you will come
along to enjoy the rides. Alongside the Cotswold Olimpicks
and Jubilee Street party, this is shaping up to be a fantastic
weekend of community events for all the family!
Dear Editor
CALLING ALL LOCAL BUSINESSES!
As you may or may not know, each year the bonfire and
fireworks event held on the Chipping Campden recreation
ground is organised and run by the St James and Ebrington
Primary School PTFA. This requires a huge amount of input
from PTFA members to achieve the amazing night such as
the one experienced in November 2021. The fireworks are
provided through a company who has close connections with
the school. This year, the PTFA are looking for sponsorship
from local companies to raise £3,000. In exchange, your
company will be well advertised on all media correspondence,
social media and dedicated boards displayed around the town
up to and including the event itself.
If you would like to make a donation, please contact the
PTFA directly on friendsofstjames01@gmail.com or Emma
on 07526 646700. The intention is to scale the various logos
and branding to broadly reflect the size of the contribution.
Once the £3,000 has been reached, no further funding will be
allocated against the fireworks although dependent on interest,
presents: ‘BELFAST’
Friday 27th May2022 in the Town Hall
This British coming-of-age drama, written and directed
by Kenneth Branagh, chronicles the life of a workingclass
Ulster Protestant family
from the perspective of their
nine-year-old son, Buddy,
during the ‘Troubles’ in Belfast
from 1969. The family attends
church, where the minister
delivers a harsh ‘fork in the
road’ speech. This rhetoric
is continually reflected upon
Buddy throughout the film,
particularly in relation to
the feelings he develops
for a fellow high-achieving
Catholic classmate, Catherine.
Based on Branagh’s own childhood in Belfast, it stars
Jude Hill as Buddy, with Jamie Dornam, Caitriona Balfe,
Ciaran Hinds and Judi Dench.
Doors open at 7.10pm, film starts at 7.30pm
Tickets £5.00 from TIC or on the door (if not sold out)
VOLUNTEER NEEDED
TO HELP WITH THE ADMINISTATION AND
ORGANISATION OF THE HEDGEHOG BUS
As we get going again with our full services, we are looking
for a volunteer to help support us with the administration and
organisation side of things. This would NOT require you to
drive the buses at all – although you would be very welcome
to volunteer to do that as well!
The role is very much about helping to keep our paperwork,
our documentation and records, and our systems in place.
The commitment is not particularly onerous, and is not
scheduled to specific times. You can do it at your own
convenience. You would be asked to become a member of our
Committee which meets once a quarter. The key requirement,
apart from enjoying keeping the Community Bus running, is
to be reasonably well-organised, and to be comfortable with
basic Word, Excel, and Dropbox
The Hedgehog Bus provides a vital community service,
available to everyone, particularly, but not exclusively, the
elderly and isolated. We are a completely volunteer-run
organisation.
If you would like to find out more about what’s involved,
please contact Alan Barclay, Chairman of the Hedgehog Bus
email: adbarclayuk@yahoo.co.uk or 01386 841849.
The feast won, and the cost estimated at £43.5s.9d was just
below the promised contributions amounting to £55, so there
was unlikely to be anything left for a permanent monument.
The proposal for a feast soon developed into a full day of
activities and several committees were formed to organise
different parts of the event.
The CCHS Annual General Meeting was held on Thursday
21st April and it was reported that membership is now at its
highest level, over 300 members.
The new season’s programmes of talks will be publicised in
the August edition of the Bulletin, but research and answers to
queries by volunteers will continue through the summer. The
Society can be contacted via the website.
Jubilee Celebrations
The Golden Jubilee of Queen Victoria was celebrated on 20
June 1887 and communities all over the country debated how
they would mark the occasion. The Evesham Journal reported
on the Campden committee’s survey of public opinion, three
months before the event:
‘..they found an almost unanimous expression of feeling
in favour of a parish feast to be held on Tuesday June 21st,
the feast to be the first charge on the funds [donations for the
event]. Should, however, a surplus remain, then opinion was
in favour of some permanent memorial…’
The programme for the Day is held in the CCHS Archives and
together with the Evesham Journal report we have a picture of
the activities that brought Campden together in celebration.
The church bells were rung early in the morning and at
10.30 am the procession wended its way through the town
to Cotterells Orchard, “First came the royal coat of arms and
then a large flag, surmounted by a crown. Then followed the
band under the leadership of Mr
William Warner; the members
of the Brittania, Oddfellows and
Hearts of Oak friendly societies
and last of all the parishioners
generally.” The ‘Baron of Beef’
and the ‘Jubilee Loaf’ joined
in – were they ‘real’ or people
dressed up? The feast, enjoyed
by 934 adults and 493 children,
was followed by a varied
programme of sports, including
‘The Royal Jubilee Stakes
Grand Prize of Campden’ – a
donkey race in which last past
the post wins! The programme
also stipulates that the
Donkey Races are “open to
Donkeys with four legs only
belonging to the Parish”.
How is this to be interpreted?
– no donkeys with three or
five legs? The legs belong to
the Parish but the rest of the
animal doesn’t? Maybe they
weren’t real donkeys? But it
seems they were – according
to the Journal the ‘last past
the post’ winner, perhaps
the most stubborn donkey,
was Mr Blakeman’s Forest
Boy. ‘A most enjoyable
occasion.’
DARK SKIES OF THE COTSWOLDS
Last month’s Bulletin mentioned Dark Skies within
the town council report.
A recent article announced that all the best places
to watch the stars are in the UK. More specifically,
within our National Parks.
There is no doubt that these unspoilt areas offer a
unique vantage point from which to stargaze.
Whilst the Cotswolds has not, yet, received National
Park status, it may well do so within the next ten
years and I’m sure once the Cotswolds makes the cut,
it will be quickly added to the list as the premium
stargazing spot.
We are home to some of the darkest skies in England,
untouched by light pollution and enhanced by various
secluded locations free from skyscrapers and other
tall buildings. It is an astronomist’s dream, with two
sites being awarded Dark Skies Discovery Status.
With no restrictions on visibility, the skies are open
and ready to be viewed by anyone with a telescope or
a good pair of binoculars.
Turns out, dark skies are important for us all, not just
astronomers. A recent news report found that sleeping
with even a little bit of light in the room keeps the
nervous system awake, so you don’t get the restful
night’s sleep that your body deserves.
This means that your heart rate doesn’t decrease as
much as it should and your body creates more insulin,
which makes you hungrier in the morning and more
inclined to snack on poor-quality foods.
Light pollution is even having an adverse effect
on the environment, disrupting the natural patterns
of wildlife, and releasing waste CO2 into the
atmosphere. Reducing our light pollution can have a
big impact on climate change.
The easiest thing to do, if you want to be part of the
solution, is to turn off any lights that are not being
used in your home. Make sure no lights are left on
overnight and that you turn lights off whenever you
leave a room. With the current hikes in energy prices,
this will also help to lower your monthly bill.
When you do need to turn on a light, make sure all
your bulbs are LED. These are a little more expensive
than traditional bulbs, but they last longer and use
far less energy. If you like to have a light on in your
hallway so that children can easily find the toilet in
the night, consider using a sensor light. Dimmers are
also a great idea, allowing you to set the tone while
only using the exact amount of light that you need.
You should also turn off any sources of blue light
such as TVs, phones and iPads an hour before bed.
This will also help you have a better night’s sleep.
Councils can also help tackle light pollution. You
can ask them turn off streetlights in the middle of
the night – and help save the taxpayer money. In
planning applications they can ask for shields to be
fixed to lights, so that they are dimmer.
After all, what is wrong with using a torch when you
are out and about at night, especially in rural areas?
PLANNING MATTERS
UPDATE
and white mosaic across our 94 fruit trees, sitting within
nearly three acres of ridge and furrow landscape. It’s not just
about the fruit trees. We also have a ‘Shadow Orchard’ in the
form of boundary hedges where you’ll also spot a variety
of blossom including hawthorn, blackthorn, elder and wild
damson as well as pussy willow catkins and maybe even
some early wild rose. Everyone is welcome - just pop in
and have a wander around. Note: the orchard is very uneven
underfoot so ensure you wear appropriate footwear. Also, no
dogs please as the orchard is a nature reserve as well as a
working orchard.
The Town Council is now seeking advice from a Planning
Consultant over the Craves/Leasows offer. This is after the
guidance they received from the NALC in-house solicitor
was that, although the Council is empowered to acquire land
for the benefit of the community, it is important to ensure
that a gift of land from a planning applicant was not, in
fact, a bribe. Copies of the exchanges these can be found
on the Town Council’s website under About the Council/
Documents: NALC Craves Leasows Submission CJ; The
Craves Leasows NALC Additional Information; and NALC
Response Craves Leasows. The Council are then hoping to
conduct a referendum over the matter; they are now indicating
that they may hold a public meeting prior to this.
In other news, a
draft of the Chipping
Campden Design
Guide has been put
up on the Town
Council’s website
for public comment
under About the
Council/Documents:
Draft Design Guide.
This document is aimed at providing guidance for planning
applications and is part of the town’s Neighbourhood Plan.
We encourage everyone to read and comment on the draft.
to attend every session. Our next visit is planned for 17th
June, taking us to Midsummer. If you register your interest
by contacting foweo2020@gmail.com, or ringing/texting
07767111338, we can let you know if the dates change due
to weather or other circumstance – but feel free to just roll
up on the day too. (Poets also welcome, though we have
no daffodils.) Organised by Christina Kingsmill, Derry
Sharman, Susie Tombs.
Our thanks to everyone who has taken part in our twice
monthly work parties. Work this spring will include
starting our Wildflower Project with the first mowing of the
area - visible from the entrance gate - in late April, raking
and removing all the cut grass and will be followed by a
wildflower survey in June. We thank Cotswold Glorious
Grasslands team for their advice on this. If you’d like to join
as a volunteer, please email Donna on foweo2020@gmail.
com. We are particularly keen to hear from anyone with
event organisation experience, to lead one or two of our open
day events. It’s great fun!
UPDATE FROM
ST CATHARINE’S CATHOLIC SCHOOL,
CHIPPING CAMPDEN
END OF
TERM
Term concluded with a wonderful
Easter bonnet parade and raffle.
Thank you to the ‘Friends of St
Catharine’s’ for organising this for
us all to enjoy.
CLASS TRIPS
Dover Class enjoyed a blustery
walk around Campden, following
the trail of the River Cam. This was
part of their unit on rivers.
Four children were selected to
become Commonwealth Games
ambassadors for the school and
attended a day of training in
Cirencester. The focus of the day
was sports media and broadcasting
and the children were lucky enough
to meet and interview Paralympic
athlete Clare Griffiths and
experience some commentary
practice led by sports commentator
Dan Strange. The children really
grew in confidence throughout the
workshops and Dan was impressed
with their live commentary.
GLOUCESTERSHIRE
MAGISTRATES MOCK
TRIAL
St Catharine’s entered this event
for the first time, and it was an
incredible effort from our team.
Children used their talents well for
roles such as court artist and court
news reporter.
The organising magistrates wrote
after the event to praise the
children’s team performance, and
described our session as an
‘excellent trial.’ When all the trials
had concluded, we were delighted
to receive the following
information!
Not only had St Catharine’s placed
second overall, Kajetan (Legal
Advisor) received a special
recommendation, and Marco (PC
Madison Gill) was the overall stand
out performer, across all
competing schools!
BIKEABILITY
Year 6 pupils all carried out
‘Bikeability’ training before the end
of term. This is part of our work to
ensure that children leaving St
Catharine’s are prepared for their
next life stages. All children were
certified as being able to ride safely
on the roads, at the basic level at
least.
NATIONAL
CROSS
COUNTRY
Congratulations to Hayden who
finished 4 th in the National Cross
country Championships in Market
Harborough last weekend. His time
for the 2.7km run was just 9 minutes
8 seconds, and this was better than
his personal best. Hayden really
gave everything and we are all
incredibly proud of him.
PLACES
If you are interested in securing a
place for your child at St
Catharine’s, please contact 01386
The Bulletin’s
monthly columnist:
JB
TAKES A LOOK
AT LIFE
Leading the charge
Let’s talk wind, I’m embarrassed to say I have a problem and I think you can help.
I was listening to a bloke on a podcast about harnessing the energy produced by
nature and he said more natural energy is produced in a single day from wind, water,
and the sun than we use in a whole year and that triggered a thought. As we all come
to terms with the fact that we have a climate emergency we start to hit barriers to
progress and that’s silly.
In an area of outstanding natural beauty, I imagine there would be a heck of a hooha
if someone suggested a wind farm, but why? If we are to save the AONB we
must act and if that means being less than conventional, so be it. Our coastline from
Cornwall to Scotland and inland areas between are beginning to become decorated
with wind turbines and these, majestic to some and ugly to others are as necessary, if
not more so, than pylons. Subtle tree planting and clever landscaping the solar farm
on Five Mile Drive renders it discrete and many people coming to the area would
be completely unaware of its presence or even the digester which works to produce
something good from ‘bad ’in the nearby quarry.
I’m no eco warrior nor would anyone call me Greta behind my back or to my face,
but I rather like the idea that one of the most beautiful areas, as the Cotswolds
undoubtably is, should play its full part in caring for the wonderful earth.
When the Campden Society gets all up in the bows about a few fruit trees I’m left
thinking why aren’t they banging the drum to ensure rainwater recovery and solar
roof panels are specified on all the new houses which are planned for the Aston Road
development? In fact, why aren’t we all demanding important steps being taken
now? I know some new homes in the area have to have an electric car charge point
but more needs to be done and it’s not beyond the pale to get our council to take some
bold decisions. Reopen the train station perhaps? If not now, when? So, this is my
plan. Let’s lobby the planning people in Ciren to be a bit radical and lead the charge.
As well as proper homes at proper prices for the local community can we build them
to harness the power of nature, to have them completely affordable, in these times of
escalating energy costs.
The dreadful boxes, on Barrels Pitch, costing hundreds of thousands each, which
have been squished onto what was Campden School land would have been a great
opportunity to show the nearby young pupil population how serious we are about
saving the planet, had county planners had the foresight and been brave, rather than
allowing poorly designed, boring, unimaginative construction which now stands as
our very own ‘carbuncle’ of Campden. They wouldn’t win any awards, which in itself
is a disgrace. The students at the school should have been tasked with both helping
design the homes and their all-important environmental credentials. Now that would
have been brave, as the climate crisis forces us to think ‘outside the box’ – literally.
The opportunity still exists to specify environmentally friendly elements into the new
housing stock the district council is hell bent on building in our community – building
I might add on fertile, crop and grazing land, but that’s an argument for another day.
As the crisis in the world has been brought sharply into focus by the events in Ukraine,
food and energy security in Britain are essential and so too is the health of the world,
threatened again as Putin’s troops messed about in Chernobyl.
At the very least get school students involved in the design of new homes they and
we will be looking at for years to come. What they come up with may just blow us
away.
COULD YOU VOLUNTEER
TO HELP PEOPLE IN THE
CAMPDEN AREA?
Charity Cotswold Friends need volunteers to support people
who may be isolated in your local area by providing them
with community transport, carer support and much more.
If you’d like to provide regular breaks for carers by befriending
the people they care for, you could also volunteer with the
charity’s Carer Support Service, which has individuals
waiting for help.
People waiting for support include a lady in Willersey that
likes classical music and musical theatre who would love the
company of a female volunteer while her husband shops.
Fundraising volunteers are also always welcome at Cotswold
Friends, to come up with ideas, organise, and host community
fundraising events.
“Volunteering with us is enjoyable and rewarding, so if you
would like to drive, befriend, support full-time carers with
respite, help at lunch clubs or set up a new social group, just
let us know.”
If you think you could help with just one of these volunteering
opportunities, get in touch with Volunteer Manager, George
Halling, on 01608 697007 or email
volunteering@cotswoldfriends.org.
Preparation is underway for the Town to celebrate the
Queen’s amazing achievement. Plans include a Street
Party, a Children and Young People’s Art Competition
and a Photo Competition open to all.
The Town Council has obtained a grant from the National
Lottery Community Fund to purchase a significant
amount of bunting to decorate the High Street, but would
like to encourage households to also put decorations out
or in their windows.
Platinum Jubilee Street Party
Sunday June 5th
High Street
12.30 pm
The Jubilee Street Party will take place in the High Street
on Sunday 5th June from 12.20 pm. We hope this event
will be as successful as the one held to celebrate the
Queen’s Diamond Jubilee in 2012.
The road will be closed for the event and tables put up
the middle of the High Street starting from the Town
Hall. Entertainment will be provided in the square. There
will be food available from the Red Lion and Munchies
Mobile units, and many of the cafes will be offering items
to purchase to take away. The Volunteer will be running
a bar in the square. The Country Market will be offering
food boxes to order and collect before the weekend.
A large number of tables and chairs are being provided
by local schools and organisations for use, but it maybe
that you will need to bring your own should demand
outweigh supply. To help us with this, please either
register your interest via the Town Council Facebook
Events page or drop into the Tourist Information Centre,
during opening hours, who will take your details.
Volunteers will be required to help on the day. If you
would like to volunteer, please email Joanna Harrigan,
If you know Chipping Campden you might well know Ken
Shadbolt too. Most ‘Campdonians’ soon leave the village
once they are grown up, but Ken was 94 years old, born,
raised, settled, retired in Campden the oldest and ‘truest’
Campdonian.
Ken was born in 1927, and one of nine children, the family
lived in Catbrook.
His first work was providing casual labour for the vicar at
St James Church, and then for a local plumber. He soon
left that for better paid work on Honeybourne aerodrome.
National Service after the war found him posted to Germany.
He returned to Campden to work on the land. Married to
Claudine in 1951, they started a family and had five sons.
This demanded a greater and more regular income and Ken
began work at Dowty’s at Tewkesbury, and then at Joseph’s
factory in Stratford, becoming a skilled metal polisher. But it
was hard, repetitious and dirty work.
Eventually he took new work, a job he truly loved, as a
fabricator custom building Autosleeper motor homes in
Willersey until he retired.
Fortunate to have a large back garden producing a wide
range of vegetables was always a passion, pausing to chat
to all walkers as they passed by his garden on the Cotswold
Way. As his children grew up motorcycling, camping, home
movies, wine-making, farm cart model making and woodturning
were hobbies he enjoyed.
In retirement, Ken also travelled abroad with Claudine, and
his loneliness when she died after 64 years of marriage was
only softened by the love he had for his village. Having
survived a heart attack and cancer he maintained his fitness
with a regular walk along Back Ends and returning along
the High Street. Resting on the seat below Church Lane, or
‘Mums Seat’ that he funded near to the Sheep Street junction.
OBITUARY
KEN SHADBOLT 1927 - 2022
Always engaging conversation with all who would listen.
Buying an electric tricycle revitalised his life, made him
fitter, and when the sun came out he was able to range farther
beyond Campden itself, and rediscover the countryside he
loved. Ken died on 24 March 2022.
fishcakes
makes 10
These fishcakes are one of our best
sellers, serve two as a light lunch
with some seasonal asparagus and
hollandaise or one as a starter with
some dressed leaves and a good
tartare sauce.
We recommend a well chilled Baron
de Badassiere Picpoul de Pinet as
a lip smacking accompaniment
either which way.
Ingredients:
500g skinless boneless salmon
500g skinless boneless smoked haddock (undyed)
400g potatoes
1 finely chopped red chilli
Large bunch of coriander, finely chopped
1 large red onion, finely diced
5cm piece of ginger, finely minced
Salt and pepper
Flour
Beaten egg
Breadcrumbs
Method:
Poach the fish in the oven in water until just cooked (about
15 mins) then flake into a large bowl checking for bones.
Boil the potatoes until soft and mash over a low heat to
dry them out. Add to the fish and allow to cool slightly.
www.tokesfoodanddrink.co.uk
Add the chopped flavourings and season with salt and
plenty of pepper. Mix well but try not to break up the
fish too much, you want nice large chunks not a uniform
texture. Form into 10 fishcakes then dip in flour, then egg,
then roll in the breadcrumbs.
These can now be frozen (provided the fish hasn’t already
been frozen) and can be cooked straight from the freezer.
Heat the oven to 180 degrees and dot the fishcakes with
butter. Cook for 30 mins, turn, add another dot of butter
and put back in for another 10 mins.
Reduce the cooking time if from chilled by approx 15
mins, you want the outside to be crispy and golden.
What’s new: Wed 4 May 11.30am To set the scene actor/director Auriol Smith reads Jean
Rhys’s
short, short-story I Used To Live Here Once, the title of Miranda Seymour’s hot off the press
(official publication date July) biography of Jean Rhys.
After huge early success, Jean Rhys vanished from view and was rediscovered in the 70s
and taken to the heart of ‘cool’ London. She died in ’79 but has again become a cult figure.
Be the first to get a signed copy of Miranda’s biography of
Jean Rhys and hear the discussion about why some novels, such as Jane Eyre, are so
enduring they give rise to numerous sequels and prequels.
Don’t miss 7pm Alison MacLeod’s new novel Tenderness: a gripping epic of the 20th
century itself. Powerfully resonant for readers today it explores the creation, banning
and 1960 show-trial of D. H. Lawrence’s ‘scandalous’ Lady
Chatterley’s Lover, the ‘sex novel’ into which he poured the
last of his life and all of his daring.
APRIL NEWS
At our April speaker meeting we welcomed Mark Reckitt, who
spent many years in senior positions at Cadbury, to talk to us
about a charity, Precious Sisters, which is close to his heart and
of which he is the UK chair. Mark explained that secondary
education in Kenya is simply out of the reach of the poor and
especially so for girls. The charity thus focuses on selecting
and sponsoring able girls from poor families, principally in the
Nairobi area and then supporting their education and emotional
well-being during this period through 1-1 mentoring sessions.
The work of this charity is truly life changing, not only for the
girls but also for their families and it was this very focused
approach which caught the attention and appreciation of
our members and their partners. In sum, a truly memorable
night. You can find out more about this charity should you be
interested at ‘precioussisters.org’.
On the 22nd of March we held our twenty fifth annual Primary
Schools Public Speaking Competition The students had to
make a speech for not more than five minutes on the subject
‘Freedom’, in front of teachers, parents, friends and of course
the judges. When we set the subject this year, the escape from
long periods of lockdown was on everyone’s minds, we had
not anticipated the terrible situation in the Ukraine, and this
was one of the threads our young speakers picked up on in
their speeches.
As always, we were overwhelmed by the quality of the
speeches given by the young entrants, who came from Year 5
and Year 6 of local primary schools. We were also very proud
of the way they supported and congratulated each other, some
of the students had never met before yet they quickly formed
an extremely supportive group and were a credit to their
parents and teachers.
The speeches from the students looked at freedom from
various angles. There was a wonderfully personal account of
how a family pet was brought from abroad into the relative
freedom of living with a family in England. One student talked
about how a guide dog could bring freedom and joy to a blind
person. There were then various impassioned speeches on
the subject of equality, the right for everyone to be free from
discrimination, and the need for social justice and acceptance.
Students took us back into history to talk about slavery and
injustice, but also looked towards a more hopeful future where
everyone could be free. We were all very proud of these young
people who all have bright futures ahead of them.
The judges, Vanessa Rigg, Anne Bartholomew, and Hugh
Munroe faced an almost impossible task of choosing a winner
and two runners up, but choose they had to and in 1st place
was Henry Nicholas from Mickleton School, in 2nd place was
Oliver Deaves from Saint Catharine’s and in 3rd place Eli
Linklater from Rissington School.
The following students were 4th runners up: Simer Sangha,
(Mickleton), Cecily Burns and Joseph Penn (St James &
Ebrington), Toby Luff, and Charlie Hunt (Blockley), and
Evie Medcroft (St Catharines). We believe that they were all
winners on the night.
One of our Judges, Anne Bartholomew is Rotary’s District
Youth Lead and so impressed was she by the whole evening
she felt that she would like to promote the event in the wider
Rotary community; our next winner might find themselves
competing with other schools at District Level.
In addition to our annual Junior Youth Speaks competition we
also organise a Senior and Intermediate Youth Speaks a Young
Writers competition and a Young Photographer competition,
at Chipping Campden Academy. We are also hoping to host
our first Young Musician event very soon.
We are delighted that the winner of the Young Photographer
Competition, here in Campden, Flynn Paget-Wall Collins, was
runner up in the District Final – Well Done!
You can follow us on our Facebook page and Instagram. If
you are interested in joining us, either as a full member or as
friend, you can contact us through our Facebook page or by
email at: chippingcampdenrotaryclub@gmail.com
Alternatively, we meet at 6.30pm for a 7pm start on the second
and fourth Thursdays of each month at The Cotswold House
Hotel, all are welcome to attend where you can find out firsthand
about our small, yet very active Rotary Club.
CHIPPING CAMPDEN
FESTIVAL CHORUS
Review of Concert on 2 April 2022
What a concert that was, and to think it nearly didn’t happen!
Having spent the previous three months rehearsing, the
normally 48 strong Choir of the Chipping Campden Festival
Chorus suddenly found themselves ten members down three
days before the concert.
The programme, which was a lovely selection of music, really
needed many voices to make it shine, so if a few more members
had tested positive for Covid, the show could not go on!
In another twist, the organist also tested positive, which meant
a replacement had to be found at very short notice; this is no
small undertaking and this all at three days to go!
Fortunately, the musical gods must’ve been looking down, and
Charles Matthews (Musical Director of the Chipping Campden
Festival Chorus) was able to find a replacement organist, Ben
Sheen from Christ Church Oxford University. Stepping in at
the last moment, and what a super-sub he was; having never
seen or played the music before, he never put a note wrong all
weekend,
The concert itself received very positive reviews from the
good-sized audience. St James’ Church’s well-known good
acoustics always add to the beautiful sound. The Chorus and
soloists - Eleanor Broomfield (Soprano), Tabitha Reynolds
(Mezzo Soprano), Alex Haigh (Tenor) and Robert Garland
(Baritone) - gave a fabulous performance of the programme
of Dvorak’s “Biblical Songs”, Gounod’s “Messe Solennelle
de Sainte Cécile”, Cesar Franck’s “Quae Est Ista” and
Mendelssohn’s “Lauda Sion”.
The programme put together by Charles Matthews was new
to many Choir members at the start of the musical term, but
during the rehearsals, over 13 weeks, everyone grew to love
the music. Mendelssohn’s “Lauda Sion” is very moving and
with some of the sections as powerful and moving as you
would hear in Mozart’s more famous “Requiem”.
What next for the Chipping Campden Festival Chorus? The
next concert is scheduled for the 9TH of July and rehearsals
start on the 27th of April. The Chorus is a community project
supported by the Chipping Campden Musical Festival and is
open to all to join the Choir) The Chorus always welcomes
new members to come along, there are no auditions, and you
certainly don’t have to be an experienced singer to be part of
this excellent Choir.
The benefits of singing in a choir with other people are well
documented, and it is proven to be good for the mind and body
with a massive feel-good factor, getting together and having a
good old time in the process!
Now in its ninth year the Chorus would welcome anyone
who would like to join to come along and try it. Rehearsals
generally take place on a Wednesday night at 7:15 pm in the
Chipping Campden School and last for an hour and a half. The
Choir is open to people of all ages and abilities to join with a
simple message: come along, enjoy yourself, and the more,
the merrier!
If you would like more information on this, please contact
John Robertson, the Choir Administrator at
johnerobertson40@gmail.com and he will be happy to give
you more information.
NOTES FROM THE MEETING OF
CHIPPING CAMPDEN
TOWN COUNCIL
12th April 2022
The Town Hall, Chipping Campden
Key to Councillors: Michael Allchin MA, Michael Haines
MH, Patrick Spink PS, Teresa Newman TN, Chris Jones CJ,
Richard Orr RO, Graham Greenall GG, Liz Hodges LH,
Bob King BK, Trevor Webb TW, Lutti Bates LB.
Lynden Stowe LS, Gina Blomefield GB, Tom Stowe TS
Present: Cllrs: Chris Jones, Michael Haines, Liz Hodges,
Teresa Newman, Trevor Webb, Graham Greenall, Richard Orr,
Bob King.
County Cllr Lynden Stowe, District Councillors Gina
Blomefield and Tom Stowe.
Six members of the public.
Minutes of the meeting of 8th March 2022 were approved.
County Councillors Report - LS reported that he hopes the
reinstatement work at Broad Campden has been completed.
At 5.30pm this evening LS had a phone call saying that someone
had been stuck in St James Church since this morning with a
suspected broken hip awaiting an ambulance. LS rang Neil at
the fire station who did a full assessment and got the ambulance
there within 15 minutes. Some of the ambulances are taking at
least 6 hours to unload at the hospital. My thanks to Neil for a
brilliant response.
LH asked why the County Council are closing care homes.
LS responded that it was a consultation document and any
comments he made are not prejudging any decision he might
make at GCC. The rationale for closing these homes is because
they are not at full capacity. GCC have a duty to manage them
efficiently. Some of them are at less than 50% and it impacts on
the viability of other care homes. None of these homes are in the
Cotswolds. Some of the care homes don’t even have en-suite
bathrooms. The real capacity issues GCC has identified is that
there are not enough homes in Gloucestershire that specialise in
dementia and GCC will be re-investing in these.
The other thing GCC has done is close Treverne House in
Gloucester and then reinvested in it to make it into a home for
children in care and GCC will be doing that with another care
home in Stroud. We want to make better use of the council’s
assets.
MH asked LS about the blocked drain on Dyers Lane which he
reported about three months ago and the water is still running
down the road. LS will forward the Highways response to this.
RO asked if LS was able to contribute to the ANPR camera. LS
is waiting for a GCC report on how communities can bid in for
road safety measures including ANPR and 20s Plenty.
MH asked about electric car charging points. LS responded
that this is being looked at it in the urban areas initially and
Cotswold DC are also looking at it in their off-street car parks.
If you want one/some in Campden then LS would need a list of
prospective sites agreed by the town council.
District Councillors’ Report - TS reported that the main items
on the agenda were agile-working from home which would free
up office space to lease to other bodies.
Licensing fees are being increased by 5% across the board.
CDC will take action to stop raw sewage being discharged into
the rivers. CDC will engage with the MP to improve sewage
and waste water infrastructure.
The plight of the Ukrainian refuges was debated and we will be
working closely with GCC on this.
GB reported that the Cider Mill wall belongs to Duchy Homes
who said they would fix it within two weeks. I will chase this.
Jubilee Fields: Lagan Homes have a problem with some of the
tenants in the social housing. They were getting nowhere with
Bromford Homes and I hoped I would be effective with using
CDC’s CEO to get this situation managed effectively. To date
nothing has happened though.
CDC spent £360k on improving the facilities of the gyms in
the three leisure centres that they own, including Chipping
Campden.
Update on the scheduling on the Local Plan. Hoping to pass
the draft Local Plan in March 2023 and adoption in early 2024.
PS asked if there were any sanctions which we can take on
Bromfords.
GB is concerned about Bromfords as they have shut a lot of
offices and they are a huge organisation and the personal touch
has disappeared. Housing Associations need investigating as to
how successfully they are managing our social housing.
LS stated that the housing stock is owned by Bromfords. There
is no council involvement whatsoever and the council has
no mandate. The decision as to who takes on the new social
housing is made by the developer.
Planning - a report was received from the planning committee
meetings of Tuesday 15th March and Tuesday 5th April 2021.
The minutes had already been circulated and MH outlined the
decisions.
It was resolved to appoint Andrea Pellegram to provide planning
advice on the Craves/Leasows proposals.
Amenities - a report was received from the Amenities
Committee meeting of Tuesday 15th March.
It was resolved to increase the cost of an exclusive right
of burial in the Town Cemetery to £900 and to adopt the
following policies: The ICCM Management of Memorials
guidance; The Ministry of Justice Managing the safety of Burial
Ground Memorials Practical advice for dealing with unstable
memorials guidance; The Town Council’s Health and Safety
in Churchyards and Burial Grounds guidance and The Town
Council’s Memorial Bench policy. It was resolved to accept the
offer of a memorial bench for siting on the High Street from
Emma Simpson in memory of Kate Wass.
Platinum Jubilee Working Party
CJ reported that there have been four meeting of the WP and the
posters have been sent out today. There will be a street party in
the High Street on Sunday 5th June. There will be some catering
available and a bar and entertainment will be provided.
A grant has been received from the Lottery Community Fund so
the costs to the council have been reduced.
GG will prepare a beacon on Dovers Hill which will be lit by
Philip Smith on Thursday night as part of the national beacon
trail.
TS will print some fliers so everyone knows everything in
advance.
The schools have been given details of the children’s art
competition and there will be a photographic competition on
the day. If the day is wet we will utilize the school hall.
The mugs have arrived and will be given free to all children
resident in Chipping Campden under the age of 16.
Public participation
John Ellis stated that he was puzzled that the council is still
pursuing a linked development with the Craves and Leasows.
Can’t see any benefits to the Council taking on the Craves and
the costs of the reports and investigations required to develop
the Leasows.
CJ stated that the council hasn’t reached a conclusion on either
of this all we have decided to do is conduct a public consultation
and get some advice from a planning consultant. It would be
wrong to not investigate.
28
JE stated that there had been no proper debate about the costs
of the different proposals. No assessment of the costs, risks and
resources allocations and its ongoing management costs.
Elizabeth Devas echoed John Ellis’s concerns about pursuing
the Craves / Leasows given the advice given by NALC and
CDC and we are concerned that the Town Council still intends
to spend further money seeking alternative advice. I would
suggest that there is enough information that has been received
to allow the Town Council to abandon the project.
With regard to the Aston Road development the Campden
Society requests that GCC puts very strong conditions on any
housing association which takes on the properties and we will
be pursuing this with Cllr Stowe.
We would welcome an update on the NDP.
We haven’t heard from the Resilience Committee recently
especially on flooding.
Would like an update on the Tuers Barrier.
John Ellis said that the Civitas document was not a normal
consultation as we know it as there was no way to ask questions
and investigate the proposal. It was effectively a referendum.
A consultation would be appropriate but it needs far more
information especially on the costs etc. The proposal to use
Civitas is an unnecessary expense.
BK added that this project is extremely controversial and the
views both ways must be respected.
PS said that a consultation doesn’t preclude a town meeting but
everyone in the town needs a chance to add their views.
LH proposed and GG seconded and with a vote in favour it was
resolved to reconvene the meeting.
GAPTC - To consider a resolution for submission to GAPTC
for its AGM. LH proposed and PS seconded that Social Housing
Providers be decided by the District Council and not by the
Developer.
CJ proposed and PS seconded and with a vote in favour it was
resolved to request a return of virtual meetings for at least a
proportion of council meetings.
Campden and District Peelers Trust
A report was received from the Chairman of CDPT, John Ellis,
who reported:
The past six months have been quiet with a stable position
regarding tenancies, income and costs. There have been no
changes of tenancies, and efforts to relet the ground floor room
vacated without notice by Filhol have not so far been successful,
despite several enquiries. This appears to be due to post Covid
uncertainties for potential tenants starting a business. The Court
Room and Meeting Room continue to attract fewer bookings
than in the pre Covid period.
The financial position of the Trust has improved slightly, with
a small surplus in the six months to 31 December 2021, and
a consequent increase in reserves. However, reserves remain
lower than desirable, representing only four months of trading
revenue. At present there are no heavy demands on reserves for
maintenance of the building, but we are conscious of the future
need for substantial renewal of the front roof tiles before too
long. Some minor repairs are currently being progressed, and
a recent survey suggests that this will be sufficient for the next
few years.
The entrance hall has been repainted with a light colour which
has lifted the appearance of the ground floor. Some repainting
of the Court Room has also been undertaken. Further repainting
of the first and second floor corridors is about to be undertaken.
An incident of a person being trapped in the lift by a failure has
identified inadequacies of notices and response arrangements,
and these have been addressed.
The failure was due to the power cable being snagged, and this
has been replaced at a cost of over £2000.
A decision was made some time ago to provide the public toilets
in the yard without any charge arrangement. The toilets are well
used by residents and visitors alike, and they are encouraged
to make a donation for the facility. There is a good response to
this, producing a small income, which the Information Centre
collects for us.
Rents have not been reviewed during the Covid period, and
tenants are currently receiving notices of proposed rents for the
three years from 1 July.
PS asked when the rents were last reviewed. JE reported that
they were last reviewed six years ago.
It was resolved to accept the proposed 18% rent increase for
the Clerk’s office (new rent £7,500 pa from 1st July 2022); to
accept the proposed 20% rent increase for the Old Cells (new
rent £3,000 pa from 1st July 2022) and resolved to increase the
rent for the ground floor Old Council Office by 20% (new rent
£4,200 pa from 1st July).
Grants – it was resolved to grant:
£500 to The Hedgehog North Cotswold Community Bus
(budgeted). Local Government and Rating Act 1997 s26 – s29
£20,000 to Campden and District Peelers Trust (budgeted) LGA
1972 s133
£4,000 to Chipping Campden Information Centre (budgeted).
LGA 1972 S144
£17,500 to Chipping Campden Playing Field and Recreation
Ground Charity. LGA (Misc Prov) 1976 s19.
Finance - financial statements for the Town Council were
received.
NOTES FROM THE
ANNUAL ASSEMBLY OF
CHIPPING CAMPDEN
26th April 2022
The Town Hall, Chipping Campden
Present: Chris Jones, Michael Haines, Patrick Spink, Bob
King, Teresa Newman, Liz Hodges.
Chris Crookall-Fallon, CDC.
Ten members of the public.
1 To Receive Apologies for Absence
Apologies were received and accepted from Cllr Michael
Allchin, Richard Orr and Bob King, District Councillors Tom
Stowe and Gina Blomefield, County Councillor Lynden Stowe,
residents Ben and Marion Ward.
2 To Receive a Report and Outlook from the Mayor
Welcome to the Chipping Campden Annual Assembly for
2022. A highlight of the Agenda is to receive a report from
Chris Crookall-Fallon, Head of Climate Change Action at
Cotswold District Council, followed by a report from our Own
Climate Change Emergency Working Party. The rationale for
this is that decarbonisation of energy sources is going to have
an increasing effect on Chipping Campden, for example in the
provision of the electrical infrastructure (both for generation
and distribution) to support Electric Vehicles and the adaption
of planning policies to incorporate energy efficiency and solar
generation. We also need to ensure that the emerging plans of
our own Climate Change Working Party are in step with those
of Cotswold District Council. I am pleased to welcome Chris
Crookhall-Fallon and thank him for giving up his evening to be
with us.
We have been able to re-establish the committee structures from
the beginning of this council year after the pandemic. You will
29
e hearing from our Committee Chairman later in the meeting.
I would very much like to thank them for their work over the
past year which is much appreciated.
I feel that this Annual Assembly is the appropriate time for
me to thank Mark Annett for his years of service to Chipping
Campden as Town Councillor, Town Mayor and latterly District
Councillor. I’d also like to thank our current County and District
Councillors, Lynden Stowe, Gina Blomefield and Tom Stowe.
Finally, I would like to thank our Town Clerk, Joanna Harrigan
for her work throughout the year.
In October, the Town Council successfully co-ordinated
Camfest on the Recreation Ground as a Community Celebration,
incorporating elements of Scuttlebrook Wake and Dover’s
Games that had had to be cancelled for two years running. I
am pleased that the traditional activities of Dover’s Games and
Scuttlebrook Wake will proceed as normal over the weekend
3rd-4th June this year, with the additional attraction of a Street
Party to Commemorate The Queen’s Platinum Jubilee on
Sunday 5th June. In accordance with a long-standing tradition,
the Town Council will be presenting all children and young
people resident in the Town with a commemorative Platinum
Jubilee Mug. I trust that this weekend of events will bring
together residents of all ages, including this old and new to
Chipping Campden.
I am pleased to announce that the Town Council is looking
forward to hosting visitors from our Twin Town, Pont D’Ouilly,
Normandy on 19th June as 2022 marks the 40th Anniversary of
the Twinning Agreement. Following the public consultation
in the autumn of last year into the proposals for housing, a new
surgery and the provision of car parking for Chipping Campden
School Academy on Aston Road, we will continue to work with
other interested parties to explore options for public off-street
parking on the Academy site. I am also hopeful of obtaining
a resolution to the ongoing issue of the proposed public
consultation on the Craves and the Leasows.
Finally, this Council has one more year in office before the
local elections in May 2023 and by the time of the next Annual
Assembly, nominations for those elections will have closed.
Since it is likely that Local Government in Gloucestershire will
be reorganised around one or more Unitary Authorities, Town
and Parish Councils will play a much more important role in
representing and delivering services to local communities. I
would urge people to consider putting themselves forward for
election to ensure that our community continues to be well
represented.
3 To receive a report from the Chairman of the
Planning Committee
It has been a busy year for the Planning Committee considering
over 160 applications. We are grateful for the helpful and
considered input from the many members of the public who
have attended the meetings.
Breakdown (not including duplications):
1. 31 applications for extensions, many increasing the floor area
by more than a third.
2. 21 applications concerning Listed Buildings.
3. 4 change of use.
4. 2 barn conversions to living accommodation.
5. 10 new build dwellings
6. 15 commercial units
7. Commercial Westington/Stanley’s Quarries
8. Removal or cutting back of trees
New builds and conversions, etc. could account for an additional
13 dwellings. This does not include large developments at
Jubilee Fields and Aston Road that were granted earlier.
As one would expect in our historic town, many applications
are for Listed Building Consent and require a considerable time
spent on them to understand the significant impact upon the
historic components and context of the building. This would
be a lot easier to understand and reconcile if we had the various
Conservation Officers’ comments available to us, but these are
generally only made available to the CDC Planning Committee.
Listed Buildings
With many Listed Building changing hands in recent years and
new owners wishing to undertake essential repairs/maintenance
as well as possible improvements to suit their needs, there have
been a number of retrospective applications for us to consider.
The key however, is that they have at least made applications,
our concern must be with possible internal alterations to the
fabric of a number of Listed Buildings that goes on basically out
of sight and without the consideration of any Listed Building
Consent.
There have been a number of noticeable examples of this
in the last year or two and identifying them early enough to
prevent the loss of historic assets is of concern to both the Town
Council and CDC. Both are grateful for information provided
by interested members of the public.
Neighbourhood Development Plan
It has taken a considerable time to satisfy CDC with regard to
the Design Code.
However, the plan still requires work to meet ever changing
recent circumstances and progress on this has not been a quick
as we would have liked.
It was recently agreed to include the redevelopment of the Broad
Campden Village Hall as a community aspiration in the NDP.
CDC Local Plan
The Town Council responded to the questionnaire raised by
CDC.
There is concern that CDC has not kept up with the housing
which has been developed in Campden since the start of the
Local Plan and there is some concern that with CDC not
fulfilling its new housing allocations across the District that it
leaves us open to speculative development.
4 To receive a report from the Chairman of the Finance,
Standards and Audit Committee.
Cllr Patrick Spink reported:
As reported at the last meeting of the FSA on 4th January, the
Town Council continues to maintain a healthy and prudent
reserve, in line with NALC recommendations. An updated
Financial Statement (as at the April TC meeting) is attached at
Appendix 1. The TC financial policy is to maintain this position
through the next financial year and accordingly a slightly
increased precept, in line with inflation figures as at end of
2021/start 2022 – approximately 3.5%, was set in the Budget.
A copy of the approved budget (set at the Council meeting
on 11th January) is also attached at Appendix 1. However, it
is anticipated that the risk of significantly increased inflation
through the next 12 months is likely to deplete the reserves.
Although this is not likely to have a major impact on the
financial health of the Town Council overall, some further
upward adjustment to the precept may be required next year to
maintain reserves at a prudent level.
In terms of this year, the biggest portion of the budget,
£82,087, is allocated to Staff/Admin and related expenses
which are typically non-discretionary – although the increase
in rental charges payable to Peelers Trust agreed at the April
Council Meeting is likely to lead to an overspend in this area.
Additional budget provisions include £46, 000 on Grants to
local organisations, £23,700 on Amenities; £20, 000 on Traffic
Management, including a £10,000 provision for ANPR cameras
intended to reduce excessive speeds on approach roads to
Tourism Committee
Standards
Cllr Patrick Spink reported:
accordance with guidance provided by CDC, the TC, following promoting Chipping Campden as both a Hub from which visits
of local businesses that are part of the Visitor/Tourist economy.
9 To receive a report from Christopher Crookall-Fallon,
Emergency Resilience Committee
Head of Climate Action, Cotswold District Council.
There was no report as the meeting of the Committee to elect a Thank you for inviting me. I would like to explain where CDC
chairman had been inquorate.
is at the moment and explain some of the things we are doing.
31
Who is familiar with the assessment report from the IPCC which
was published a while ago. This is the most reliable source we
can go to to explain the global impact of the climate change
emergency. It is extremely sobering and says we are now out of
time to do something about the climate. We need an immediate,
emergency response to the problem. Options include more solar,
more wind and less deforestation. There is an option for us to
play a part in this with renewable energies.
The report by Chatham House sets out the cascade effects from
the climate impacts around the world. There will be water stress,
heat damage, windstorms and flooding. The report follows the
chains with the climate impact for example the current situation
in India with sustained high heat. It explains that there will be
mass migration and a break-down of our food system.
CDC declared a climate emergency in 2019 and the strategy
was adopted in 2020. Key words are global leadership and
the leverage that we can use to make others take effect. As a
council, CDC’s emissions are less than 1% of the emissions of
the whole district. We are a rural district and people have to
travel by car and this gives a profile of our district which is hard
to overcome. We want our own council to be net zero by 2030
and the district to be net zero by 2045.
We want to make the Local Plan more robust and determined
to tackle the climate emergency and we thank you for taking
part in the consultation. We are analysing the responses at the
moment.
There is a covid recovery investment strategy: this is the
intention to invest money which is raised as a debt from the
government. This will do two things it will deliver a return on
the financial investment in terms of social housing, solar power,
and a financial return.
We will be looking at retrofitting existing buildings which is an
enormous challenge but is an extremely important part of the
existing picture.
We are working on a sustainable transport strategy and how we
develop and prioritise active travel in a rural district. We want
to see more walking, cycling etc as well as electric transport
and we are investing in electric charging points in our car parks.
Cotswold Climate Investment has been launched today. It is
a new initiative where we are inviting residents to invest your
own money directly into projects that deliver carbon reduction
in the district. The first projects are electric vehicle charge
points and the second is solar panels on the roof of the building
in Cirencester along with more energy-conserving measures.
This is a way of starting a more ongoing engagement and
communication with people all across the district.
It is a 5 year investment and you get 2.1% interest one your
investment and you get paid back your capital and interest every
6 months over the five years.
10 To receive a report from the Chairperson of the
Climate Change Emergency Working Party
About 40% of Parish Councils has declared a climate emergency
and so have we. We have had one meeting to date and it was
extremely interesting and had an honest approach to climate
change.
Even in a small space like Chipping Campden we can’t keep
using the earth’s resources as we are. There are many topics
to cover on climate change. Our little group won’t change the
world, but we can make small changes to make a difference.
We are going to look at a local biomass plant shortly and we are
aiming to research each part and we have the schools onboard
but we haven’t been in to listen to the children as they are the
ones who are going to have to clean up the mess.
We did a small survey in Broad Campden and a majority wanted
to plant more trees.
The Cotswold Conservation Board is looking at windturbines
at the moment.
We will be looking at issues such as walking buses for the
children. These are they small steps that a small rural community
can take.
We need local composting schemes and not be using all that
carbon to transport garden waste to other places.
We need to get our local communities aboard and we need to
start making life-style changes and we look forward to reporting
back to council later in the year.
11 Public Participation and Questions
John Ellis commented that it was very interesting but you made
no mention of tree planting or on-shore wind turbines and what
is CDC doing about the pollution of our rivers and streams.
CCF replied that he couldn’t comment on the pollution in rivers
and streams as he is not qualified. With regard to wind we have
asked residents about how they feel about wind turbines in the
AONB and are evaluating the responses now. My own view is
that this climate emergency is of the most profound importance
and most people have not grasped what is happening with the
emergency. There is no option but for us to accept and adopt any
technology that gets us out of this mess and that includes here.
I am more interested in what my five generations descendants
will be dealing with than what we are looking at now.
JE added that he supports CCF in that and I don’t see why
wind turbines should be so controversial and Elizabeth Devas
seconded JE and CCF.
JE asked if there was any evidence that residents were opposed
to windturbines? CCF said that nationally, the government
publishes a survey on the public attitudes and there is a strong
public support for on-shore wind (70 – 75% in favour). MPs
in parliament take a different view but most of them have not
read the public survey results. Locally, we are analysing the
responses to the public consultation and quite a sizable number
of people are saying that it is urgent and we accept the need for
the windturbines.
Mark Evans asked about housing that would be developed in
this area, we guess that about 20% of our current homes are
second homes and we are now building 200 new homes. Is
there a district council view for keeping new homes for local
people?
CCF said he doesn’t have enough information to answer the
question but he understands the point.
PS asked if there was any data on the energy use of second
homes? CCF said it would be too difficult to find out.
Elizabeth Devas asked about fitting retrofit insultation. We
need to conserve energy and retrofitting insulation would do
this but it needs to be done externally. Will CDC be supportive
of a move to deregulate the use of Cotswold Stone externally to
retrofit thin-skin brick to aid insultation on post 1919 properties.
CCF said that there was an increasing appetite to look at those
difficult decisions but it will be coming out to public consultation
at a later date.
Patrick Spink asked what can be done to convince people that
making small changes will make a big difference.
CCF said that the data is out there but it takes a lot to translate
that down to the smaller scale. We need to stop burning fossil
fuels and cutting down trees. It touches on every part of our
lives: meat, dairy, flights, petrol and gas use and pensions. If
you can take your investments and put them where they aid
climate change instead of the oil and gas industries then you can
make a big difference.
JE asked what CDC are going to be doing. Does the Council
have any policy or powers that all new housing stock is insulated
and has solar panels.
CCF. The existing Local Plan cannot impose that: CDC
doesn’t have the powers to do that. Building regs are nationally
determined and if we have local conditions that exceed building
regs we would have to have a very robust legal defence as the
developer would argue that the conditions mean that they would
not be able to build or sell houses in that area.
Land South East Of 1 - 3 Birdcage Walk Chipping Campden Glos
Ref. No: 22/00876/FUL
Erection of 1no. dwelling with parking
RO proposed and LB seconded and with a vote in favour it was proposed
to strongly object to this application for the following reasons:
There are multiple owners and multiple covenants including S157 on
this land. By putting in the planning application he is in breach of the
covenants, particularly the covenant with Cotswold District Council
which was put in place in 1991. The applicant has included Spring
Cottage’s land in his application to gain access to the site for the new
dwelling. There is no mention of an easement to allow the applicant or
construction traffic access across Spring Cottage’s land.
The application is inaccurate as the land at No.9 is not in the applicant’s
ownership, therefore, this should be a joint application with No.9 or he
should have served notice on No. 9.
The garden is flood area 1 so there is an increased risk of flooding.
In addition, we would support the comments from the owner of Spring
Cottage.
It is an overdevelopment of the site in the Conservation Area and
adversely affects the setting of the locally listed Spring Cottage.
The access is terrible which would require larger vehicles to reverse out
of the property down a pedestrian thoroughfare.
The proposed property is raised up and would tower over the neighbouring
property and would lead to loss of privacy.
It would adversely affect the street scape and conservation area.
One parking space is inadequate for a property of this size which is
configured internally to demonstrate two bedrooms but has the same
square footage as a modern four-bedroom home and could easily be
reconfigured post construction.
White House 1 Paxford Road Chipping Campden Glos GL55 6LA
Ref No: 21/04799/FUL
Change of use of paddock land to incorporate into residential garden
to facilitate the creation of a driveway and utilise an existing point of
vehicle access
TN proposed and RO seconded and with a vote in favour it was resolved
to object on the basis of converting agricultural land to domestic land
which is a steppingstone to development. In addition, converting
agricultural land to domestic land adversely affects the rural character
of the area. As it is outside the development boundary a new road is not
permissible.
ST JAMES’ CHURCH REPAIR CAFE
APRIL 9th
St James’ Church Chipping Campden held the first of a
planned monthly series of repair cafes at the Church Rooms,
the next one (always the second Saturday of the month) being
on May 14th.
Electrical items tested and passed for use included a kettle and
toaster, and for the Church Rooms themselves a hostess trolley.
A damaged lock in need of a spring was dismantled, and one
of the team has taken it for
repair and handing back
next time.
A charming toy, a Dutch
wooden doll of over fifty
years of age, was brought
in for some TLC – all
its elasticated joints had
broken, with the remains
of the elastic perished
and stuck in the holes.
This was cleaned and
35
re-elasticated
on the spot, just taken away
overnight for glue to set,
and a favourite childhood
toy restored to its owner.
As well as items to be
repaired, delicious cakes,
tea and coffee are always
on offer.
COME AND SEE US
NEXT TIME – EVEN
JUST FOR A COFFEE
AND A CHAT
We will try and look at ways of repairing most things, including
textiles, books, household appliances, toys, small pieces of
furniture, tool sharpening, but really anything that you don’t
want to throw out, of sentimental value, or that can be repaired
or repurposed.
There may even be someone on hand to talk through IT issues.
And of course if you have a skill and you would like to join the
team – come along and introduce yourself.
We are a team of enthusiasts and happy to chat things through
and find solutions if we can.
ST JAMES’ ALREADY HAS A SILVER ECO CHURCH
AWARD – HELP US TO ‘GO GOLD’
Ethical investing…Does it actually
do what it says on the tin?
You may have noticed that advertising for ‘green’ or ‘ethical’
investing seems to be everywhere, targeting the general
public by encouraging them to invest their pension or other
assets they may have into funds that ‘make a difference’.
There’s no disputing the fact that change needs to be made,
quickly, and the appetite for it is definitely growing. According
to Which?, UK investors poured a staggering £16 billion into
‘responsible funds’ in 2021, but how much of this is going
towards making a genuine difference?
Regulatory changes are requiring advisers and investment
managers to add environmental, social and governance (ESG)
considerations to their suitability checks. This means we
are now required to have the conversation with our clients
about their thoughts on ethical investing. This, of course, is
a positive move from the regulator but presents firms like
us with a significant challenge in offering a suitable solution.
We are inundated with fund managers contacting us about
their latest ‘green’ fund offerings. With so much choice, you
would think that finding a solution would be easy, but there
are currently no rules in the UK on what qualifies as an ESG
or sustainable fund. This means fund managers can use the
label for their fund, regardless of their actual commitments to
sustainability. This presents the very possible risk of investing
in a fund believing it’s ‘greener’ than it really is, otherwise
known as ‘greenwashing’.
There is also the issue for those that already hold less ‘ethical’
investments. Rather than seeking out genuine ‘green’
funds, they may be tempted to make a positive change
by disinvesting from what they see feel no longer fits with
their views. While this may seem like a sensible approach,
sometimes the actual results are just ‘shuffling the deck’ as
the investment is ultimately just being bought by another
investor, who cares less. The reality of this situation is that
you are not starving that company of cash, the investment is
still in existence, it is just now held by someone else!
The vast majority of clients we speak to have a desire to
make a positive impact, but understandably are keen that
we also consider the cost and performance of green funds,
and their overall financial planning goals. For those who feel
particularly passionate about investing ethically, ‘Positive
Impact’ portfolios are specifically designed to make an impact
and invest in good. However, because of the management
and research involved, they typically run with a higher cost.
The alternative offering are funds that would simply just
screen out the negative, but with no current regulations
surrounding this screening process, this is still a complicated
and grey area.
At the moment, the onus is on the investor to spot
‘greenwashing’ in their funds. We feel that, for now, it is
important to understand the legitimacy of appealing options
and possibly to let regulation catch up on what is a rapidly
expanding industry.
If, perhaps, investing isn’t the most effective means of
making a difference the moment, we could be looking at
implementing changes to other areas of our lives. A good
place to start is by taking a look at your individual carbon
footprint, which can be calculated online at www.wwf.org.
uk. For now, the small changes we all make now to the energy
we use, food we eat and ways we travel may be the best way
to make an immediate impact.
TRAVEL WITH MERV BATES
The world of travel has been turned upside down and inside
out over the last 2 years and although we are not completely
out of the woods, things are becoming much brighter. More
and more of us are starting travel if not making plans to do so
in 2022 and beyond.
More countries are lifting restrictions and opening their borders,
much less much preparation is needed to travel and masks
on flights are becoming optional rather than mandatory with
some of the world’s largest airlines. As examples, Australia,
New Zealand, USA and Canada are all reducing restrictions
to welcome more visitors in the forthcoming months. This is
fantastic news. Asian countries, although slowly opening their
borders, seem to be more hesitant and most still have strict
restrictions for European visitors. Industry experts predict
that countries in Asia will be more open to visitors in the
forthcoming year.
I have seen a surge in bookings especially for customers
visiting family and friends or rebooking that trip that has
been postponed over the last couple of years. Cruising is also
having a huge comeback. Small cruising ships with capacity
of around 100 up to 1200 passengers are booking particularly
quickly and much faster than normal. Only a couple of weeks
ago, I checked the availability for a Seabourn cruise sailing
around Australia for 2024 and the cruise was almost full!
Airlines still haven’t got all their aircraft back flying and
some routes still operate a reduced schedule. This is driving
up prices as customer demand is there but not the capacity.
My advice for anyone thinking about travelling in 2022 or
early 2023 is to start planning now to ensure you lock in the
best possible prices. Remember when booking with me I can
often make your booking with a deposit only and if your plans
change or you need to amend then I can easily do that for you.
If you need to cancel, then most airlines will often move your
deposits to a credit booking to be used in the future if you do
this around 10-12 weeks prior to travel.
In other news, as I write this the UK passport office are having
huge delays up to ten weeks to issue replacement passports.
If you are travelling to EU countries in 2022 it’s a good idea
to check now that all your families’ passports are valid. UK
passports will only be valid for 10 years from the issue date
and any validity carried over from your previous passport will
not count. Most EU countries require 3-6 months validity on
passports. It’s a good idea to check children’s passports as
these are only valid for five years!
Finally, I would like to thank all my customers that have
booked with me and a huge thank you for your patience in
waiting for me to come back to you with your itineraries, I
am still helping customers, rebook, amend, make insurance
claims from the last 2 years as well as making new bookings.
If you need help planning your next trip, please get in touch
and I would be delighted to help you.
MICKLETON WI
Our March meeting was our craft evening
with Lucy from Cotswold Mosaics. It was
very well supported and we welcomed three
guests.
Lucy is an artist and she gave us a short introduction into
her mosaic artwork, workshops and kits. She brought with
her several examples of her work, which we all admired.
With the help of Lucy and her daughter we were all able
to produce a small item e.g. butterfly, bird, heart etc. There
were various templates and lots of coloured materials to use.
There were moments of concentration
– very quiet – and other times humour
and laughter. It was all very relaxing and
enjoyed by everyone. We expressed our
thanks and appreciation to to Lucy and
her daughter. It is hoped that some of the
items produced will be displayed at our
Annual Show in October.
Our first walk of the year was also very
successful. The weather was sunny and
warm. Our next walk will be at the end
of April and will be local.
Our team took part in the first round of the County Quiz
Competition. Sadly they did not make it, but thank you for
Our next meeting on 11th April is an egg extravaganza – a
talk by Liz Evans. During the meeting we will be holding a
raffle and the proceeds raised will go to the Ukraine Appeal.
Further into the future our May Meeting will be on Monday
THE MICKLETON SOCIETY
The Society held its AGM with a celebratory history of its
foundation from its retiring Secretary Geoff Field.
The AGM received reports from its officers and approved a
modest increase in its subscription to ten pounds per annum.
John Kilbey was appointed as the new Secretary and Mike
Edwards welcomed as a new member of the committee.
The Society thanked Geoff for his excellent contribution as
Secretary since 2017 with an engraved tankard in recognition
of his service.
Formally business done Geoff then delivered his entertaining
talk on the first fifty years of the Society. Started in 1972 as a
result of recent developments and concern for the future of the
village two residents Mr D. Leigh and Mr PJ Coleman thought
it would be a good idea to form the Society to give the residents
a means of expressing their views. Distinguished members of
Mickleton formed the first committee; the Chairman of North
Cotswold Rural District Council being the first chairman,
the headmaster of the local school being Secretary and Lady
Pollen of Norton Hall being its first President.
Geoff showed a photo of construction underway of the first
development to expand the village at Ballards Close and
took members through each decade of the Society where
major concerns were proposals for further development and
increases in the passage of heavy goods vehicles through the
village. Whilst members reflected that these concerns continue
what shocked many was the effect of Dutch Elm disease and
the destruction of the beautiful avenue of trees between the
church and Kiftsgate and the efforts of the village to save the
large tree outside the Kings Arms which was finally laid low
in a gale.
On a lighter note Geoff showed photos of various street parties
in the village and amused everyone with tales of the Ox
Roast in Chapel Lane on the occasion of the Royal Wedding.
Mickleton did not make do with a mere pig, however the one
drawback was that it was not cooked until late evening!
Other surprising information to new members was that
Mickleton won the Bledisloe Cup for Best kept village in
Gloucestershire in 1983 and that at one time Mickleton
boasted a pickle factory which gave rise to much discussion
not only to where it was but what type of pickle it produced.
Geoff concluded with the role of the Society in the ‘Welcome
to Mickleton’ booklet for new residents and subsequent web
site and the efforts to keep the Society going through the
lockdown. He has left the documents and his account in good
shape for future secretaries to report on the next fifty years.
GARDEN NOTES FOR MAY
Many people took up gardening during the plague; and many of them tried
growing a few vegetables. It would be good to think that they have kept to it,
having had some successes alongside the inevitable failures. Now we have more
reasons to try, if we can, to grow some of our own food. Ukraine, we learn, is a
major wheat exporter, as are neighbouring areas of Russia; and it is expected that
this horrible war will greatly reduce production and exports from that region,
leading to shortages and consequent rising prices: bad news for us, and worse
for poorer countries who depend on them for bread. So there are both moral and
economic reasons why we should try to produce more food at home if we can.
You might even find you enjoy it.
I’m not suggesting you put your garden down to wheat, and you’d probably
not get a combine harvester through your gate; nor that you replace all your
ornamental plants with vegetables. But what about a few ornamental vegetables
in gaps in those beds? Runner beans were first grown in this country for their
colourful flowers: they’ll add height to a bed, grown up a few sticks tied together
at the top. Chard comes in various colours: look especially for ‘Bright Lights’,
with a mixture of red, organge and white mid-ribs. Lettuce - look for those with
frizzy or coloured foliage. Carrot foliage looks good too, contrasting with other
plants around. If you plant up containers or hanging baskets, there are cherry
tomatoes to cascade over the edge.
Tempted? See what your local plant centre can offer in the way of seeds or
young plants.
While there, you’ll find a great choice of summer bedding: this is the peak season,
once you reckon frosts are over. Will you try to mark the Queen’s Platinum
Jubilee? The dictionary says platinum looks rather like silver, but less shiny, so
go for shades of while, silver or grey, at least as much in foliage as in flowers.
Not too much grey or the effect will be of a wet Wednesday in Wolverhampton;
but here and there to contrast with surrounding colours. How grey is grey? It all
depends on what is planted nexty to it, and on how fussy you are.
In containers or baskets, look for Helichrysums or silver leaf Cineraria. Smallish
shrubs with silver foliage tend to do well in hot dry areas: Lavenders, Convolvulus
Cneorum (not that hardy in winter), curry plant (Helichrysum Italicum), some
Hebes. Herbaceous subjects: Hylotelephium (as we must now call Sedum
Spectabile), with its spectacular late summer flowers, Heuchera (those with a
pewter-coloured marking on the leaves), or quite a number of small succulents,
Sedums and Sempervivums. Small trees: Amelanchiers have lovely white spring
blossom, when somewhat greyish leaves. Pyrus Salicifolia looks good, but needs
regular taming with the secateurs or its grows like a demented haystack.
Happy hunting and growing!
