The Country Market is a co-operative of food and craft<br />

producers that has been providing goods to the town for over<br />

40 years.<br />

All our food is produced in home kitchens with locally sourced<br />

products. All food producers have to have a food hygiene<br />

certificate and comply with national legislation re labelling<br />

and allergens. Our crafters also work at home.<br />

We offer a wonderful array of savoury, sweet and baked<br />

goods, alongside local fruit, veg, eggs, marmalade, jams,<br />

chutneys and honey. As all the meals on offer are freshly made<br />

the majority can be frozen and microwaved.<br />

Our crafters offer a variety of goods, from cards, knitted<br />

children’s garments, to willow, wooden and sewn items.<br />

MONTHLY NEWS FLASH<br />

New Surgery Building - Update and start of Consultation<br />

As previously reported in our bulletin newsletters and on<br />

the surgery website, work continues on our new premises<br />

project. We’re pleased to say we have an opportunity to<br />

buy a piece of land behind the Gloucestershire County<br />

Council’s Aston Road development. This is the first time<br />

since we started looking for new premises in 2009 that<br />

we have both a potential site and prioritisation for NHS<br />

funding. This will allow us to develop a new, purpose-built<br />

surgery to replace our existing premises.<br />

The new surgery will have more space and modern facilities<br />

to help us improve access and provide a wider range of<br />

services for our growing patient list. It will also allow us to<br />

work more closely with other providers such as community<br />

services and mental health teams to offer more joined-up<br />

care.<br />

Plans are in the early stages and remain subject to<br />

consultation and NHS approvals. At the beginning of<br />

April we held our first consultation event with Staff and<br />

our Patient Participation Group (PPG). We introduced our<br />

chosen developer, Assura, who presented various plans and<br />

ideas for initial feedback. Thank you to all those who gave<br />

their time to attend and offer their thoughts. Our next step is<br />

to incorporate feedback from this event and to offer a more<br />

formal proposal for feedback from our wider patient group<br />

and local residents.<br />

In the meantime, we continue ask patients to complete a<br />

short survey to help us understand the impact of proposals<br />

on our patients. This is available on the link below, in the<br />

practice, or on our website.<br />

We continue to assess our options, develop plans and<br />

progress the NHS approval processes. We look forward to<br />

sharing later versions of our plans with you in due course<br />

via a new dedicated website (details to follow) and in the<br />

practice.<br />

Repeat medication<br />

Due to ongoing delivery and stock issues from the<br />

pharmaceutical suppliers and to ensure your prescriptions<br />

are dealt with by your own GP, could we request that<br />

patients order medication at least 4 working days before<br />

collecting. <strong>Campden</strong> pharmacy have also requested this<br />

time frame. This helps with continuity of care and ensures<br />

patients are ordering well before running out of medication<br />

in case of supply issues.<br />

Staff changes<br />

As mentioned last month, we have started a new system for<br />

GP personalised lists. Each patient has a named GP who<br />

will provide their care. More information is available on<br />

the surgery website.<br />

We hope you are enjoying your<br />

gardens in this wonderful spring weather and that<br />

you have the dates in your diaries for Open Gardens<br />

weekend, which this year is the weekend of Saturday<br />

18th – Sunday 19th. We have had a good number of<br />

responses for gardens to open but we would still like<br />

to hear from you if you can open; so if you are able to<br />

please do register with us at the usual email address:<br />

ccopengardens@gmail.com This will ensure that your<br />

garden is represented on the printed programme and<br />

nearer the time we will, as usual, deliver your garden<br />

number and additional programmes for sale to those<br />

visitors who may arrive without a ticket. The deadline<br />

for registering your garden with us is 27th <strong>May</strong>.<br />

If you would like to simply display some pots at the<br />

front of your house, please email us and we will send<br />

you a small poster to print and display with your pots.<br />

We will then send out a small poster which we ask you<br />

unable to print the poster, please do let us know by<br />

We are delighted that Lady Blomefield is our guest<br />

gardener this year. Gina is a keen gardener in her own<br />

right and is looking forward to visiting a wide selection<br />

of <strong>Chipping</strong> <strong>Campden</strong>’s wonderful gardens.<br />

The <strong>Campden</strong> Society have agreed to open Wolds End<br />

Orchard for the event which will allow visitors to see<br />

the beautiful and much-loved orchard on their tour<br />

around the town gardens.<br />

In addition to teas at the Church Rooms, Rachel and<br />

Arthur Cunyghame have kindly agreed to provide teas<br />

at Pans Place in Back Ends and we are delighted that<br />

Geoff Soulsby will be having a plant stall in Back Ends.<br />

This year we are again supporting the two local charities<br />

that we have supported for the last few years: <strong>Campden</strong><br />

Edge and <strong>Campden</strong> Home Nursing. We do hope you<br />

will be enthusiastic about supporting this event to raise<br />

money for these two great local charities.<br />

Tickets will be on sale in June at the Tourist Information<br />

Centre for £7 per day or £10 for the weekend.<br />

Dear Editor<br />

KEITH J. BENT 1958 – Dec 2021<br />

Sincere thanks for all the expressions of kindness, sympathy<br />

and support shown to us during the past few months.<br />

Keith was born and bred in Ebrington, attending the village<br />

school before moving on up to <strong>Chipping</strong> <strong>Campden</strong>.<br />

A gifted sportsman enjoying darts, tug-of-war, bowls and golf.<br />

Excelling as a goal-keeper, playing for local football teams<br />

where he was talent spotted by top division clubs. He was also<br />

a popular member and keen supporter of <strong>Chipping</strong> <strong>Campden</strong>s<br />

Mens Keep Fit.<br />

Working first at Crowthorne Concrete he then joined his<br />

grandfather Gordon James’s transport company based in the<br />

Northcot Brickyard. Later developing Paxfords Ltd into the<br />

successful business that it became.<br />

There will be a memorial service at Longstretch Farm,<br />

Honeybourne WR11 7QH at 3pm on Saturday 21st <strong>May</strong>.<br />

Those who knew Keith are very welcome to attend, a chance<br />

to share your memories with other friends.<br />

Dear Editor<br />

In March we reported that the finial vase on the Town Hall<br />

roof had fractured and a chunk had fallen off in early February.<br />

The Four Shires Conservation master stonemason, Shaun<br />

Hester, has since prepared two estimates for repair, either insitu<br />

or take down and repair. He could not guarantee that an<br />

in-situ vase repair would not fail again. The Trustees met in<br />

early March and agreed on the take down and repair option,<br />

and the Town Clerk immediately instructed James Mackintosh<br />

Architects to proceed.<br />

It now appears that the vase cannot be removed until<br />

permission to do so has been granted by both Historic England<br />

and Cotswold District Council Conservation Officer. This<br />

procedure is lengthy and we do not yet know when work could<br />

commence.<br />

The recent Condition Survey confirmed that the Town Hall is<br />

in a ‘fair condition’ while making observations at 4 levels of<br />

priority repair works required in the future. The four categories<br />

being urgent works, works required in 5 years, works beyond<br />

5 years and desirable works.<br />

A Working Party is currently meeting to review these<br />

recommended actions, initially focusing on the urgent works<br />

priority. These are repair works to the clock tower roof,<br />

replacement of felt on the flat roof, restoration of two first<br />

floor windows overlooking the High Street, replacement of the<br />

badly corroded metal decorative finial on the north elevation,<br />

rainwater hopper and gutter repairs and replacement of the<br />

damaged mullion on the semi circular window on the west<br />

elevation below the vase.<br />

The mullion replacement will be carried out at the same time<br />

as the vase repair to make use of the scaffolding already<br />

assembled.<br />

A first estimate of the full cost of all maintenance is in the order<br />

of £200,000 and the Trustees are reviewing how that will be<br />

financed over the coming months and years. The Trust earns<br />

revenue from two sources - Town Hall lettings and the car park<br />

and has accumulated savings in a specialised charity savings<br />

account over the years. The total is insufficient to cover costs.<br />

The working party will in time be making recommendations<br />

for the Trustees to review.<br />

Future developments will be posted in the <strong>Bulletin</strong>.<br />

Dear Editor<br />

New surgery<br />

I appreciate the opportunity to draw your readers attention<br />

to the fact that within a few weeks <strong>Chipping</strong> <strong>Campden</strong> will<br />

be told that they are to have a new doctors surgery at the far<br />

end of Aston Road. Cotswold District Council in their March<br />

issue of Cotswold News does not mention the fact. The local<br />

doctors are seeking views on the development but do residents<br />

know what is being proposed?<br />

A few weeks ago I attended a presentation by a property<br />

developer who did not give their name but claimed that they<br />

were intending to buy a plot of land in <strong>Campden</strong> and would<br />

build a new surgery at their own expense and lease it on a<br />

25 year lease to the present group of <strong>Campden</strong> doctors. The<br />

meeting was badly organised. I could not hear clearly what was<br />

being said, a contribution by the Zoom format was defective,<br />

charts screened with details of the scheme could not be read.<br />

There was no discussion of the financial implication of the<br />

proposal. The developer had an algorithm that purported to<br />

show that the land they were to purchase was the most suitable<br />

for a surgery in <strong>Campden</strong>.<br />

All the details of the proposal were to be put in written<br />

form and the residents consulted. I am not aware that the<br />

consultation has taken place or the proposal put in writing.<br />

Your readers may think that they should have this information<br />

before it is too late. All may be well but the way the developer<br />

has progressed this matter, residents may feel they need some<br />

reassurance.<br />

Scuttlebrook Wake - Saturday June 4th <strong>2022</strong><br />

Having spent the last couple of months promoting Scuttlebrook<br />

in the <strong>Bulletin</strong> and online, we are very excited to present our<br />

programme for <strong>2022</strong> which can be found in this month’s<br />

edition. This year’s event has all the much loved elements of<br />

the day and more, including Scuttlefest, our live mini-music<br />

festival outside of the Lygon Arms.<br />

We would like to take this opportunity to once again encourage<br />

everyone in the community to take part in the Fancy Dress<br />

Competition. There is no form or theme and details of the<br />

categories and times can be found on our website or Facebook.<br />

We are also pleased to announce that we are looking forward<br />

to welcoming back the fairground in Leysbourne. This is a<br />

traditional part of the day and we hope that you will come<br />

along to enjoy the rides. Alongside the Cotswold Olimpicks<br />

CALLING ALL LOCAL BUSINESSES!<br />

As you may or may not know, each year the bonfire and<br />

fireworks event held on the <strong>Chipping</strong> <strong>Campden</strong> recreation<br />

ground is organised and run by the St James and Ebrington<br />

Primary School PTFA. This requires a huge amount of input<br />

from PTFA members to achieve the amazing night such as<br />

the one experienced in November 2021. The fireworks are<br />

provided through a company who has close connections with<br />

the school. This year, the PTFA are looking for sponsorship<br />

from local companies to raise £3,000. In exchange, your<br />

company will be well advertised on all media correspondence,<br />

social media and dedicated boards displayed around the town<br />

up to and including the event itself.<br />

If you would like to make a donation, please contact the<br />

on 07526 646700. The intention is to scale the various logos<br />

and branding to broadly reflect the size of the contribution.<br />

Once the £3,000 has been reached, no further funding will be<br />

allocated against the fireworks although dependent on interest,<br />

we would gladly arrange for alternative forms of advertising if<br />

companies are willing to contribute.<br />

ROAD CLOSURE NOTICE<br />

Below are details of the Road Closures and Diversions that will<br />

be in place over the weekend of June 3rd - 5th. Road closures<br />

and diversions will take effect from 12 noon on Friday 3rd of<br />

June until 20:00 on Sunday 5th of June. Please note this also<br />

includes the road closures for the Jubilee Street party.<br />

We would kindly request that all vehicles are removed from<br />

Leysbourne by 10am on Friday 3rd June ready for the fair to<br />

arrive from 12 noon. We would please also ask that diversion<br />

and no parking signs are observed.<br />

As we get going again with our full services, we are looking<br />

for a volunteer to help support us with the administration and<br />

organisation side of things. This would NOT require you to<br />

drive the buses at all – although you would be very welcome<br />

to volunteer to do that as well!<br />

The role is very much about helping to keep our paperwork,<br />

our documentation and records, and our systems in place.<br />

The commitment is not particularly onerous, and is not<br />

scheduled to specific times. You can do it at your own<br />

convenience. You would be asked to become a member of our<br />

Committee which meets once a quarter. The key requirement,<br />

apart from enjoying keeping the Community Bus running, is<br />

to be reasonably well-organised, and to be comfortable with<br />

basic Word, Excel, and Dropbox<br />

The Hedgehog Bus provides a vital community service,<br />

available to everyone, particularly, but not exclusively, the<br />

elderly and isolated. We are a completely volunteer-run<br />

organisation.<br />

The feast won, and the cost estimated at £43.5s.9d was just<br />

below the promised contributions amounting to £55, so there<br />

was unlikely to be anything left for a permanent monument.<br />

The proposal for a feast soon developed into a full day of<br />

activities and several committees were formed to organise<br />

different parts of the event.<br />

The CCHS Annual General Meeting was held on Thursday<br />

21st April and it was reported that membership is now at its<br />

highest level, over 300 members.<br />

The new season’s programmes of talks will be publicised in<br />

the August edition of the <strong>Bulletin</strong>, but research and answers to<br />

queries by volunteers will continue through the summer. The<br />

Society can be contacted via the website.<br />

Jubilee Celebrations<br />

The Golden Jubilee of Queen Victoria was celebrated on 20<br />

June 1887 and communities all over the country debated how<br />

they would mark the occasion. The Evesham Journal reported<br />

on the <strong>Campden</strong> committee’s survey of public opinion, three<br />

months before the event:<br />

‘..they found an almost unanimous expression of feeling<br />

in favour of a parish feast to be held on Tuesday June 21st,<br />

the feast to be the first charge on the funds [donations for the<br />

event]. Should, however, a surplus remain, then opinion was<br />

in favour of some permanent memorial…’<br />

The programme for the Day is held in the CCHS Archives and<br />

together with the Evesham Journal report we have a picture of<br />

the activities that brought <strong>Campden</strong> together in celebration.<br />

The church bells were rung early in the morning and at<br />

10.30 am the procession wended its way through the town<br />

to Cotterells Orchard, “First came the royal coat of arms and<br />

then a large flag, surmounted by a crown. Then followed the<br />

band under the leadership of Mr<br />

William Warner; the members<br />

of the Brittania, Oddfellows and<br />

Hearts of Oak friendly societies<br />

and last of all the parishioners<br />

generally.” The ‘Baron of Beef’<br />

and the ‘Jubilee Loaf’ joined<br />

in – were they ‘real’ or people<br />

dressed up? The feast, enjoyed<br />

by 934 adults and 493 children,<br />

was followed by a varied<br />

programme of sports, including<br />

‘The Royal Jubilee Stakes<br />

Grand Prize of <strong>Campden</strong>’ – a<br />

donkey race in which last past<br />

the post wins! The programme<br />

also stipulates that the<br />

Donkey Races are “open to<br />

Donkeys with four legs only<br />

belonging to the Parish”.<br />

How is this to be interpreted?<br />

– no donkeys with three or<br />

five legs? The legs belong to<br />

the Parish but the rest of the<br />

animal doesn’t? <strong>May</strong>be they<br />

weren’t real donkeys? But it<br />

seems they were – according<br />

to the Journal the ‘last past<br />

the post’ winner, perhaps<br />

the most stubborn donkey,<br />

was Mr Blakeman’s Forest<br />

Boy. ‘A most enjoyable<br />

occasion.’<br />

DARK SKIES OF THE COTSWOLDS<br />

Last month’s <strong>Bulletin</strong> mentioned Dark Skies within<br />

the town council report.<br />

A recent article announced that all the best places<br />

to watch the stars are in the UK. More specifically,<br />

within our National Parks.<br />

There is no doubt that these unspoilt areas offer a<br />

unique vantage point from which to stargaze.<br />

Whilst the Cotswolds has not, yet, received National<br />

Park status, it may well do so within the next ten<br />

years and I’m sure once the Cotswolds makes the cut,<br />

it will be quickly added to the list as the premium<br />

stargazing spot.<br />

We are home to some of the darkest skies in England,<br />

untouched by light pollution and enhanced by various<br />

secluded locations free from skyscrapers and other<br />

tall buildings. It is an astronomist’s dream, with two<br />

sites being awarded Dark Skies Discovery Status.<br />

With no restrictions on visibility, the skies are open<br />

and ready to be viewed by anyone with a telescope or<br />

a good pair of binoculars.<br />

Turns out, dark skies are important for us all, not just<br />

astronomers. A recent news report found that sleeping<br />

with even a little bit of light in the room keeps the<br />

nervous system awake, so you don’t get the restful<br />

night’s sleep that your body deserves.<br />

This means that your heart rate doesn’t decrease as<br />

much as it should and your body creates more insulin,<br />

which makes you hungrier in the morning and more<br />

inclined to snack on poor-quality foods.<br />

Light pollution is even having an adverse effect<br />

on the environment, disrupting the natural patterns<br />

of wildlife, and releasing waste CO2 into the<br />

atmosphere. Reducing our light pollution can have a<br />

big impact on climate change.<br />

The easiest thing to do, if you want to be part of the<br />

solution, is to turn off any lights that are not being<br />

used in your home. Make sure no lights are left on<br />

overnight and that you turn lights off whenever you<br />

leave a room. With the current hikes in energy prices,<br />

this will also help to lower your monthly bill.<br />

When you do need to turn on a light, make sure all<br />

your bulbs are LED. These are a little more expensive<br />

than traditional bulbs, but they last longer and use<br />

far less energy. If you like to have a light on in your<br />

hallway so that children can easily find the toilet in<br />

the night, consider using a sensor light. Dimmers are<br />

also a great idea, allowing you to set the tone while<br />

only using the exact amount of light that you need.<br />

You should also turn off any sources of blue light<br />

such as TVs, phones and iPads an hour before bed.<br />

This will also help you have a better night’s sleep.<br />

Councils can also help tackle light pollution. You<br />

can ask them turn off streetlights in the middle of<br />

the night – and help save the taxpayer money. In<br />

planning applications they can ask for shields to be<br />

fixed to lights, so that they are dimmer.<br />

After all, what is wrong with using a torch when you<br />

are out and about at night, especially in rural areas?

about the fruit trees. We also have a ‘Shadow Orchard’ in the<br />

form of boundary hedges where you’ll also spot a variety<br />

of blossom including hawthorn, blackthorn, elder and wild<br />

damson as well as pussy willow catkins and maybe even<br />

some early wild rose. Everyone is welcome - just pop in<br />

and have a wander around. Note: the orchard is very uneven<br />

underfoot so ensure you wear appropriate footwear. Also, no<br />

dogs please as the orchard is a nature reserve as well as a<br />

that a gift of land from a planning applicant was not, in<br />

fact, a bribe. Copies of the exchanges these can be found<br />

Response Craves Leasows. The Council are then hoping to<br />

Our thanks to everyone who has taken part in our twice<br />

monthly work parties. Work this spring will include<br />

starting our Wildflower Project with the first mowing of the<br />

CLASS TRIPS<br />

Dover Class enjoyed a blustery<br />

walk around <strong>Campden</strong>, following<br />

the trail of the River Cam. This was<br />

part of their unit on rivers.<br />

Four children were selected to<br />

become Commonwealth Games<br />

ambassadors for the school and<br />

attended a day of training in<br />

Cirencester. The focus of the day<br />

was sports media and broadcasting<br />

and the children were lucky enough<br />

to meet and interview Paralympic<br />

athlete Clare Griffiths and<br />

experience some commentary<br />

practice led by sports commentator<br />

Dan Strange. The children really<br />

grew in confidence throughout the<br />

workshops and Dan was impressed<br />

with their live commentary.<br />

MAGISTRATES MOCK<br />

TRIAL<br />

St Catharine’s entered this event<br />

for the first time, and it was an<br />

incredible effort from our team.<br />

Children used their talents well for<br />

roles such as court artist and court<br />

news reporter.<br />

The organising magistrates wrote<br />

after the event to praise the<br />

children’s team performance, and<br />

described our session as an<br />

‘excellent trial.’ When all the trials<br />

had concluded, we were delighted<br />

to receive the following<br />

information!<br />

Not only had St Catharine’s placed<br />

second overall, Kajetan (Legal<br />

Advisor) received a special<br />

recommendation, and Marco (PC<br />

Madison Gill) was the overall stand<br />

out performer, across all<br />

competing schools!<br />

BIKEABILITY<br />

Year 6 pupils all carried out<br />

‘Bikeability’ training before the end<br />

of term. This is part of our work to<br />

ensure that children leaving St<br />

Catharine’s are prepared for their<br />

next life stages. All children were<br />

certified as being able to ride safely<br />

on the roads, at the basic level at<br />

least.<br />

Congratulations to Hayden who<br />

finished 4 th in the National Cross<br />

country Championships in Market<br />

Harborough last weekend. His time<br />

for the 2.7km run was just 9 minutes<br />

8 seconds, and this was better than<br />

his personal best. Hayden really<br />

gave everything and we are all<br />

incredibly proud of him.<br />

AT LIFE<br />

Leading the charge<br />

Let’s talk wind, I’m embarrassed to say I have a problem and I think you can help.<br />

I was listening to a bloke on a podcast about harnessing the energy produced by<br />

nature and he said more natural energy is produced in a single day from wind, water,<br />

and the sun than we use in a whole year and that triggered a thought. As we all come<br />

to terms with the fact that we have a climate emergency we start to hit barriers to<br />

progress and that’s silly.<br />

In an area of outstanding natural beauty, I imagine there would be a heck of a hooha<br />

if someone suggested a wind farm, but why? If we are to save the AONB we<br />

must act and if that means being less than conventional, so be it. Our coastline from<br />

Cornwall to Scotland and inland areas between are beginning to become decorated<br />

with wind turbines and these, majestic to some and ugly to others are as necessary, if<br />

not more so, than pylons. Subtle tree planting and clever landscaping the solar farm<br />

on Five Mile Drive renders it discrete and many people coming to the area would<br />

be completely unaware of its presence or even the digester which works to produce<br />

something good from ‘bad ’in the nearby quarry.<br />

I’m no eco warrior nor would anyone call me Greta behind my back or to my face,<br />

but I rather like the idea that one of the most beautiful areas, as the Cotswolds<br />

undoubtably is, should play its full part in caring for the wonderful earth.<br />

When the <strong>Campden</strong> Society gets all up in the bows about a few fruit trees I’m left<br />

thinking why aren’t they banging the drum to ensure rainwater recovery and solar<br />

roof panels are specified on all the new houses which are planned for the Aston Road<br />

development? In fact, why aren’t we all demanding important steps being taken<br />

now? I know some new homes in the area have to have an electric car charge point<br />

but more needs to be done and it’s not beyond the pale to get our council to take some<br />

bold decisions. Reopen the train station perhaps? If not now, when? So, this is my<br />

plan. Let’s lobby the planning people in Ciren to be a bit radical and lead the charge.<br />

As well as proper homes at proper prices for the local community can we build them<br />

to harness the power of nature, to have them completely affordable, in these times of<br />

escalating energy costs.<br />

The dreadful boxes, on Barrels Pitch, costing hundreds of thousands each, which<br />

have been squished onto what was <strong>Campden</strong> School land would have been a great<br />

opportunity to show the nearby young pupil population how serious we are about<br />

saving the planet, had county planners had the foresight and been brave, rather than<br />

allowing poorly designed, boring, unimaginative construction which now stands as<br />

our very own ‘carbuncle’ of <strong>Campden</strong>. They wouldn’t win any awards, which in itself<br />

is a disgrace. The students at the school should have been tasked with both helping<br />

design the homes and their all-important environmental credentials. Now that would<br />

have been brave, as the climate crisis forces us to think ‘outside the box’ – literally.<br />

The opportunity still exists to specify environmentally friendly elements into the new<br />

housing stock the district council is hell bent on building in our community – building<br />

I might add on fertile, crop and grazing land, but that’s an argument for another day.<br />

As the crisis in the world has been brought sharply into focus by the events in Ukraine,<br />

food and energy security in Britain are essential and so too is the health of the world,<br />

threatened again as Putin’s troops messed about in Chernobyl.<br />

At the very least get school students involved in the design of new homes they and<br />

we will be looking at for years to come. What they come up with may just blow us<br />

away.<br />

Preparation is underway for the Town to celebrate the<br />

Queen’s amazing achievement. Plans include a Street<br />

Party, a Children and Young People’s Art Competition<br />

and a Photo Competition open to all.<br />

The Town Council has obtained a grant from the National<br />

Lottery Community Fund to purchase a significant<br />

amount of bunting to decorate the High Street, but would<br />

like to encourage households to also put decorations out<br />

The Jubilee Street Party will take place in the High Street<br />

on Sunday 5th June from 12.20 pm. We hope this event<br />

will be as successful as the one held to celebrate the<br />

Queen’s Diamond Jubilee in 2012.<br />

The road will be closed for the event and tables put up<br />

the middle of the High Street starting from the Town<br />

Hall. Entertainment will be provided in the square. There<br />

will be food available from the Red Lion and Munchies<br />

Mobile units, and many of the cafes will be offering items<br />

to purchase to take away. The Volunteer will be running<br />

a bar in the square. The Country Market will be offering<br />

food boxes to order and collect before the weekend.<br />

A large number of tables and chairs are being provided<br />

by local schools and organisations for use, but it maybe<br />

that you will need to bring your own should demand<br />

outweigh supply. To help us with this, please either<br />

register your interest via the Town Council Facebook<br />

Platinum Jubilee Beacon<br />

Cllr Graham Greenall is arranging for a Platinum Jubilee<br />

Beacon to be sited on Dover’s Hill as part of a string of<br />

beacons to be lit throughout the Commonwealth on the<br />

evening of Thursday 2nd June <strong>2022</strong>. The Honourable<br />

Philip Smith has kindly agreed to light the beacon as he<br />

did for the Diamond Jubilee in 2012.<br />

If you know <strong>Chipping</strong> <strong>Campden</strong> you might well know Ken<br />

Shadbolt too. Most ‘Campdonians’ soon leave the village<br />

once they are grown up, but Ken was 94 years old, born,<br />

raised, settled, retired in <strong>Campden</strong> the oldest and ‘truest’<br />

Campdonian.<br />

Ken was born in 1927, and one of nine children, the family<br />

lived in Catbrook.<br />

His first work was providing casual labour for the vicar at<br />

St James Church, and then for a local plumber. He soon<br />

left that for better paid work on Honeybourne aerodrome.<br />

National Service after the war found him posted to Germany.<br />

He returned to <strong>Campden</strong> to work on the land. Married to<br />

Claudine in 1951, they started a family and had five sons.<br />

This demanded a greater and more regular income and Ken<br />

began work at Dowty’s at Tewkesbury, and then at Joseph’s<br />

factory in Stratford, becoming a skilled metal polisher. But it<br />

was hard, repetitious and dirty work.<br />

Eventually he took new work, a job he truly loved, as a<br />

fabricator custom building Autosleeper motor homes in<br />

Willersey until he retired.<br />

Fortunate to have a large back garden producing a wide<br />

range of vegetables was always a passion, pausing to chat<br />

to all walkers as they passed by his garden on the Cotswold<br />

Way. As his children grew up motorcycling, camping, home<br />

movies, wine-making, farm cart model making and woodturning<br />

were hobbies he enjoyed.<br />

In retirement, Ken also travelled abroad with Claudine, and<br />

his loneliness when she died after 64 years of marriage was<br />

only softened by the love he had for his village. Having<br />

survived a heart attack and cancer he maintained his fitness<br />

with a regular walk along Back Ends and returning along<br />

the High Street. Resting on the seat below Church Lane, or<br />

‘Mums Seat’ that he funded near to the Sheep Street junction.<br />

OBITUARY<br />

KEN SHADBOLT 1927 - <strong>2022</strong><br />

Always engaging conversation with all who would listen.<br />

Buying an electric tricycle revitalised his life, made him<br />

fitter, and when the sun came out he was able to range farther<br />

beyond <strong>Campden</strong> itself, and rediscover the countryside he<br />

loved. Ken died on 24 March <strong>2022</strong>.<br />

These fishcakes are one of our best<br />

tartare sauce.<br />

Ingredients:<br />

500g skinless boneless salmon<br />

500g skinless boneless smoked haddock (undyed)<br />

400g potatoes<br />

1 finely chopped red chilli<br />

Large bunch of coriander, finely chopped<br />

1 large red onion, finely diced<br />

5cm piece of ginger, finely minced<br />

Salt and pepper<br />

Flour<br />

Beaten egg<br />

Breadcrumbs<br />

Method:<br />

Poach the fish in the oven in water until just cooked (about<br />

15 mins) then flake into a large bowl checking for bones.<br />

Boil the potatoes until soft and mash over a low heat to<br />

dry them out. Add to the fish and allow to cool slightly.<br />

Add the chopped flavourings and season with salt and<br />

plenty of pepper. Mix well but try not to break up the<br />

fish too much, you want nice large chunks not a uniform<br />

texture. Form into 10 fishcakes then dip in flour, then egg,<br />

then roll in the breadcrumbs.<br />

These can now be frozen (provided the fish hasn’t already<br />

been frozen) and can be cooked straight from the freezer.<br />

Heat the oven to 180 degrees and dot the fishcakes with<br />

butter. Cook for 30 mins, turn, add another dot of butter<br />

and put back in for another 10 mins.<br />

Reduce the cooking time if from chilled by approx 15<br />

mins, you want the outside to be crispy and golden.<br />

Ticket sales have been phenomenal this year with some concerts sold out, and others very close to it, but for<br />

others there is still reasonable availability. With sold out concerts we do not operate a waiting list but any returns<br />

will be put back on the website so it is always worth checking there. It will be possible to purchase tickets on the<br />

door each evening subject, of course, to availability.<br />

The quickest and easiest way to book is online but if you prefer to book in person, our Festival office in The<br />

Old Police Station, High Street, <strong>Chipping</strong> <strong>Campden</strong>, will be open each day from <strong>May</strong> 9th onwards. Opening<br />

times are planned to be 11.30am- 2pm each day but there may be times when our box office manager has to be<br />

elsewhere so, to save you a wasted journey up to the office, please check whether the 'Box Office open’ sign is<br />

outside on the pavement before coming up. If it’s not there we aren’t open!<br />

Lunchtime Concerts - we are delighted to be able to reinstate the Young Artists’ lunchtime series of concerts<br />

this year. They all start at 1.05pm and run for approx one hour without interval. All seating is unreserved and<br />

tickets can be booked online or purchased on the door. Tickets for individual concerts are £8 but if you book<br />

APRIL NEWS<br />

At our April speaker meeting we welcomed Mark Reckitt, who<br />

spent many years in senior positions at Cadbury, to talk to us<br />

about a charity, Precious Sisters, which is close to his heart and<br />

of which he is the UK chair. Mark explained that secondary<br />

education in Kenya is simply out of the reach of the poor and<br />

especially so for girls. The charity thus focuses on selecting<br />

and sponsoring able girls from poor families, principally in the<br />

Nairobi area and then supporting their education and emotional<br />

well-being during this period through 1-1 mentoring sessions.<br />

The work of this charity is truly life changing, not only for the<br />

girls but also for their families and it was this very focused<br />

approach which caught the attention and appreciation of<br />

our members and their partners. In sum, a truly memorable<br />

night. You can find out more about this charity should you be<br />

On the 22nd of March we held our twenty fifth annual Primary<br />

Schools Public Speaking Competition The students had to<br />

make a speech for not more than five minutes on the subject<br />

‘Freedom’, in front of teachers, parents, friends and of course<br />

the judges. When we set the subject this year, the escape from<br />

long periods of lockdown was on everyone’s minds, we had<br />

not anticipated the terrible situation in the Ukraine, and this<br />

was one of the threads our young speakers picked up on in<br />

their speeches.<br />

As always, we were overwhelmed by the quality of the<br />

speeches given by the young entrants, who came from Year 5<br />

and Year 6 of local primary schools. We were also very proud<br />

of the way they supported and congratulated each other, some<br />

of the students had never met before yet they quickly formed<br />

an extremely supportive group and were a credit to their<br />

parents and teachers.<br />

The speeches from the students looked at freedom from<br />

various angles. There was a wonderfully personal account of<br />

how a family pet was brought from abroad into the relative<br />

freedom of living with a family in England. One student talked<br />

about how a guide dog could bring freedom and joy to a blind<br />

person. There were then various impassioned speeches on<br />

the subject of equality, the right for everyone to be free from<br />

discrimination, and the need for social justice and acceptance.<br />

Students took us back into history to talk about slavery and<br />

injustice, but also looked towards a more hopeful future where<br />

everyone could be free. We were all very proud of these young<br />

people who all have bright futures ahead of them.<br />

The judges, Vanessa Rigg, Anne Bartholomew, and Hugh<br />

Munroe faced an almost impossible task of choosing a winner<br />

and two runners up, but choose they had to and in 1st place<br />

was Henry Nicholas from Mickleton School, in 2nd place was<br />

Oliver Deaves from Saint Catharine’s and in 3rd place Eli<br />

Linklater from Rissington School.<br />

The following students were 4th runners up: Simer Sangha,<br />

(Mickleton), Cecily Burns and Joseph Penn (St James &<br />

Ebrington), Toby Luff, and Charlie Hunt (Blockley), and<br />

Evie Medcroft (St Catharines). We believe that they were all<br />

winners on the night.<br />

One of our Judges, Anne Bartholomew is Rotary’s District<br />

Youth Lead and so impressed was she by the whole evening<br />

she felt that she would like to promote the event in the wider<br />

Rotary community; our next winner might find themselves<br />

competing with other schools at District Level.<br />

In addition to our annual Junior Youth Speaks competition we<br />

also organise a Senior and Intermediate Youth Speaks a Young<br />

Writers competition and a Young Photographer competition,<br />

at <strong>Chipping</strong> <strong>Campden</strong> Academy. We are also hoping to host<br />

our first Young Musician event very soon.<br />

We are delighted that the winner of the Young Photographer<br />

Competition, here in <strong>Campden</strong>, Flynn Paget-Wall Collins, was<br />

runner up in the District Final – Well Done!<br />

FESTIVAL CHORUS<br />

Review of Concert on 2 April <strong>2022</strong><br />

What a concert that was, and to think it nearly didn’t happen!<br />

Having spent the previous three months rehearsing, the<br />

normally 48 strong Choir of the <strong>Chipping</strong> <strong>Campden</strong> Festival<br />

Chorus suddenly found themselves ten members down three<br />

days before the concert.<br />

The programme, which was a lovely selection of music, really<br />

needed many voices to make it shine, so if a few more members<br />

had tested positive for Covid, the show could not go on!<br />

In another twist, the organist also tested positive, which meant<br />

a replacement had to be found at very short notice; this is no<br />

small undertaking and this all at three days to go!<br />

Fortunately, the musical gods must’ve been looking down, and<br />

Charles Matthews (Musical Director of the <strong>Chipping</strong> <strong>Campden</strong><br />

Festival Chorus) was able to find a replacement organist, Ben<br />

Sheen from Christ Church Oxford University. Stepping in at<br />

the last moment, and what a super-sub he was; having never<br />

seen or played the music before, he never put a note wrong all<br />

weekend,<br />

The concert itself received very positive reviews from the<br />

good-sized audience. St James’ Church’s well-known good<br />

acoustics always add to the beautiful sound. The Chorus and<br />

soloists - Eleanor Broomfield (Soprano), Tabitha Reynolds<br />

(Mezzo Soprano), Alex Haigh (Tenor) and Robert Garland<br />

(Baritone) - gave a fabulous performance of the programme<br />

of Dvorak’s “Biblical Songs”, Gounod’s “Messe Solennelle<br />

de Sainte Cécile”, Cesar Franck’s “Quae Est Ista” and<br />

Mendelssohn’s “Lauda Sion”.<br />

The programme put together by Charles Matthews was new<br />

to many Choir members at the start of the musical term, but<br />

during the rehearsals, over 13 weeks, everyone grew to love<br />

the music. Mendelssohn’s “Lauda Sion” is very moving and<br />

with some of the sections as powerful and moving as you<br />

would hear in Mozart’s more famous “Requiem”.<br />

What next for the <strong>Chipping</strong> <strong>Campden</strong> Festival Chorus? The<br />

next concert is scheduled for the 9TH of July and rehearsals<br />

start on the 27th of April. The Chorus is a community project<br />

supported by the <strong>Chipping</strong> <strong>Campden</strong> Musical Festival and is<br />

open to all to join the Choir) The Chorus always welcomes<br />

new members to come along, there are no auditions, and you<br />

certainly don’t have to be an experienced singer to be part of<br />

this excellent Choir.<br />

The benefits of singing in a choir with other people are well<br />

documented, and it is proven to be good for the mind and body<br />

Choir is open to people of all ages and abilities to join with a<br />

simple message: come along, enjoy yourself, and the more,<br />

Minutes of the meeting of 8th March <strong>2022</strong> were approved.<br />

County Councillors Report - LS reported that he hopes the<br />

reinstatement work at Broad <strong>Campden</strong> has been completed.<br />

At 5.30pm this evening LS had a phone call saying that someone<br />

had been stuck in St James Church since this morning with a<br />

suspected broken hip awaiting an ambulance. LS rang Neil at<br />

the fire station who did a full assessment and got the ambulance<br />

there within 15 minutes. Some of the ambulances are taking at<br />

least 6 hours to unload at the hospital. My thanks to Neil for a<br />

brilliant response.<br />

LH asked why the County Council are closing care homes.<br />

LS responded that it was a consultation document and any<br />

comments he made are not prejudging any decision he might<br />

make at GCC. The rationale for closing these homes is because<br />

they are not at full capacity. GCC have a duty to manage them<br />

efficiently. Some of them are at less than 50% and it impacts on<br />

the viability of other care homes. None of these homes are in the<br />

Cotswolds. Some of the care homes don’t even have en-suite<br />

bathrooms. The real capacity issues GCC has identified is that<br />

there are not enough homes in Gloucestershire that specialise in<br />

dementia and GCC will be re-investing in these.<br />

The other thing GCC has done is close Treverne House in<br />

Gloucester and then reinvested in it to make it into a home for<br />

children in care and GCC will be doing that with another care<br />

home in Stroud. We want to make better use of the council’s<br />

assets.<br />

MH asked LS about the blocked drain on Dyers Lane which he<br />

reported about three months ago and the water is still running<br />

down the road. LS will forward the Highways response to this.<br />

RO asked if LS was able to contribute to the ANPR camera. LS<br />

is waiting for a GCC report on how communities can bid in for<br />

road safety measures including ANPR and 20s Plenty.<br />

MH asked about electric car charging points. LS responded<br />

that this is being looked at it in the urban areas initially and<br />

Cotswold DC are also looking at it in their off-street car parks.<br />

If you want one/some in <strong>Campden</strong> then LS would need a list of<br />

prospective sites agreed by the town council.<br />

District Councillors’ Report - TS reported that the main items<br />

on the agenda were agile-working from home which would free<br />

up office space to lease to other bodies.<br />

Licensing fees are being increased by 5% across the board.<br />

CDC will take action to stop raw sewage being discharged into<br />

the rivers. CDC will engage with the MP to improve sewage<br />

and waste water infrastructure.<br />

The plight of the Ukrainian refuges was debated and we will be<br />

working closely with GCC on this.<br />

GB reported that the Cider Mill wall belongs to Duchy Homes<br />

who said they would fix it within two weeks. I will chase this.<br />

Jubilee Fields: Lagan Homes have a problem with some of the<br />

tenants in the social housing. They were getting nowhere with<br />

Bromford Homes and I hoped I would be effective with using<br />

CDC’s CEO to get this situation managed effectively. To date<br />

nothing has happened though.<br />

CDC spent £360k on improving the facilities of the gyms in<br />

the three leisure centres that they own, including <strong>Chipping</strong><br />

<strong>Campden</strong>.<br />

Update on the scheduling on the Local Plan. Hoping to pass<br />

the draft Local Plan in March 2023 and adoption in early 2024.<br />

PS asked if there were any sanctions which we can take on<br />

Bromfords.<br />

GB is concerned about Bromfords as they have shut a lot of<br />

offices and they are a huge organisation and the personal touch<br />

has disappeared. Housing Associations need investigating as to<br />

how successfully they are managing our social housing.<br />

LS stated that the housing stock is owned by Bromfords. There<br />

is no council involvement whatsoever and the council has<br />

no mandate. The decision as to who takes on the new social<br />

housing is made by the developer.<br />

Planning - a report was received from the planning committee<br />

meetings of Tuesday 15th March and Tuesday 5th April 2021.<br />

The minutes had already been circulated and MH outlined the<br />

decisions.<br />

It was resolved to appoint Andrea Pellegram to provide planning<br />

advice on the Craves/Leasows proposals.<br />

Amenities - a report was received from the Amenities<br />

Committee meeting of Tuesday 15th March.<br />

It was resolved to increase the cost of an exclusive right<br />

of burial in the Town Cemetery to £900 and to adopt the<br />

following policies: The ICCM Management of Memorials<br />

guidance; The Ministry of Justice Managing the safety of Burial<br />

Ground Memorials Practical advice for dealing with unstable<br />

memorials guidance; The Town Council’s Health and Safety<br />

in Churchyards and Burial Grounds guidance and The Town<br />

Council’s Memorial Bench policy. It was resolved to accept the<br />

offer of a memorial bench for siting on the High Street from<br />

Emma Simpson in memory of Kate Wass.<br />

Platinum Jubilee Working Party<br />

CJ reported that there have been four meeting of the WP and the<br />

posters have been sent out today. There will be a street party in<br />

the High Street on Sunday 5th June. There will be some catering<br />

available and a bar and entertainment will be provided.<br />

A grant has been received from the Lottery Community Fund so<br />

the costs to the council have been reduced.<br />

GG will prepare a beacon on Dovers Hill which will be lit by<br />

Philip Smith on Thursday night as part of the national beacon<br />

trail.<br />

TS will print some fliers so everyone knows everything in<br />

advance.<br />

The schools have been given details of the children’s art<br />

competition and there will be a photographic competition on<br />

the day. If the day is wet we will utilize the school hall.<br />

The mugs have arrived and will be given free to all children<br />

resident in <strong>Chipping</strong> <strong>Campden</strong> under the age of 16.<br />

Public participation<br />

John Ellis stated that he was puzzled that the council is still<br />

pursuing a linked development with the Craves and Leasows.<br />

Can’t see any benefits to the Council taking on the Craves and<br />

the costs of the reports and investigations required to develop<br />

the Leasows.<br />

CJ stated that the council hasn’t reached a conclusion on either<br />

of this all we have decided to do is conduct a public consultation<br />

and get some advice from a planning consultant. It would be<br />

wrong to not investigate.<br />

JE stated that there had been no proper debate about the costs<br />

of the different proposals. No assessment of the costs, risks and<br />

resources allocations and its ongoing management costs.<br />

Elizabeth Devas echoed John Ellis’s concerns about pursuing<br />

the Craves / Leasows given the advice given by NALC and<br />

CDC and we are concerned that the Town Council still intends<br />

to spend further money seeking alternative advice. I would<br />

suggest that there is enough information that has been received<br />

to allow the Town Council to abandon the project.<br />

With regard to the Aston Road development the <strong>Campden</strong><br />

Society requests that GCC puts very strong conditions on any<br />

housing association which takes on the properties and we will<br />

be pursuing this with Cllr Stowe.<br />

We would welcome an update on the NDP.<br />

We haven’t heard from the Resilience Committee recently<br />

especially on flooding.<br />

Would like an update on the Tuers Barrier.<br />

John Ellis said that the Civitas document was not a normal<br />

consultation as we know it as there was no way to ask questions<br />

and investigate the proposal. It was effectively a referendum.<br />

A consultation would be appropriate but it needs far more<br />

information especially on the costs etc. The proposal to use<br />

Civitas is an unnecessary expense.<br />

BK added that this project is extremely controversial and the<br />

views both ways must be respected.<br />

PS said that a consultation doesn’t preclude a town meeting but<br />

everyone in the town needs a chance to add their views.<br />

LH proposed and GG seconded and with a vote in favour it was<br />

resolved to reconvene the meeting.<br />

GAPTC - To consider a resolution for submission to GAPTC<br />

for its AGM. LH proposed and PS seconded that Social Housing<br />

Providers be decided by the District Council and not by the<br />

Developer.<br />

CJ proposed and PS seconded and with a vote in favour it was<br />

resolved to request a return of virtual meetings for at least a<br />

proportion of council meetings.<br />

<strong>Campden</strong> and District Peelers Trust<br />

A report was received from the Chairman of CDPT, John Ellis,<br />

who reported:<br />

The past six months have been quiet with a stable position<br />

regarding tenancies, income and costs. There have been no<br />

changes of tenancies, and efforts to relet the ground floor room<br />

vacated without notice by Filhol have not so far been successful,<br />

despite several enquiries. This appears to be due to post Covid<br />

uncertainties for potential tenants starting a business. The Court<br />

Room and Meeting Room continue to attract fewer bookings<br />

than in the pre Covid period.<br />

The financial position of the Trust has improved slightly, with<br />

a small surplus in the six months to 31 December 2021, and<br />

a consequent increase in reserves. However, reserves remain<br />

lower than desirable, representing only four months of trading<br />

revenue. At present there are no heavy demands on reserves for<br />

maintenance of the building, but we are conscious of the future<br />

need for substantial renewal of the front roof tiles before too<br />

long. Some minor repairs are currently being progressed, and<br />

a recent survey suggests that this will be sufficient for the next<br />

few years.<br />

The entrance hall has been repainted with a light colour which<br />

has lifted the appearance of the ground floor. Some repainting<br />

of the Court Room has also been undertaken. Further repainting<br />

of the first and second floor corridors is about to be undertaken.<br />

An incident of a person being trapped in the lift by a failure has<br />

identified inadequacies of notices and response arrangements,<br />

and these have been addressed.<br />

The failure was due to the power cable being snagged, and this<br />

has been replaced at a cost of over £2000.<br />

A decision was made some time ago to provide the public toilets<br />

in the yard without any charge arrangement. The toilets are well<br />

used by residents and visitors alike, and they are encouraged<br />

to make a donation for the facility. There is a good response to<br />

this, producing a small income, which the Information Centre<br />

collects for us.<br />

Rents have not been reviewed during the Covid period, and<br />

tenants are currently receiving notices of proposed rents for the<br />

three years from 1 July.<br />

PS asked when the rents were last reviewed. JE reported that<br />

they were last reviewed six years ago.<br />

It was resolved to accept the proposed 18% rent increase for<br />

the Clerk’s office (new rent £7,500 pa from 1st July <strong>2022</strong>); to<br />

accept the proposed 20% rent increase for the Old Cells (new<br />

rent £3,000 pa from 1st July <strong>2022</strong>) and resolved to increase the<br />

rent for the ground floor Old Council Office by 20% (new rent<br />

£4,200 pa from 1st July).<br />

Grants – it was resolved to grant:<br />

£500 to The Hedgehog North Cotswold Community Bus<br />

2 To Receive a Report and Outlook from the <strong>May</strong>or<br />

Welcome to the <strong>Chipping</strong> <strong>Campden</strong> Annual Assembly for<br />

<strong>2022</strong>. A highlight of the Agenda is to receive a report from<br />

Chris Crookall-Fallon, Head of Climate Change Action at<br />

Cotswold District Council, followed by a report from our Own<br />

Climate Change Emergency Working Party. The rationale for<br />

this is that decarbonisation of energy sources is going to have<br />

an increasing effect on <strong>Chipping</strong> <strong>Campden</strong>, for example in the<br />

provision of the electrical infrastructure (both for generation<br />

and distribution) to support Electric Vehicles and the adaption<br />

of planning policies to incorporate energy efficiency and solar<br />

generation. We also need to ensure that the emerging plans of<br />

our own Climate Change Working Party are in step with those<br />

of Cotswold District Council. I am pleased to welcome Chris<br />

Crookhall-Fallon and thank him for giving up his evening to be<br />

with us.<br />

We have been able to re-establish the committee structures from<br />

the beginning of this council year after the pandemic. You will<br />

e hearing from our Committee Chairman later in the meeting.<br />

I would very much like to thank them for their work over the<br />

past year which is much appreciated.<br />

I feel that this Annual Assembly is the appropriate time for<br />

me to thank Mark Annett for his years of service to <strong>Chipping</strong><br />

<strong>Campden</strong> as Town Councillor, Town <strong>May</strong>or and latterly District<br />

Councillor. I’d also like to thank our current County and District<br />

Councillors, Lynden Stowe, Gina Blomefield and Tom Stowe.<br />

Finally, I would like to thank our Town Clerk, Joanna Harrigan<br />

for her work throughout the year.<br />

In October, the Town Council successfully co-ordinated<br />

Camfest on the Recreation Ground as a Community Celebration,<br />

incorporating elements of Scuttlebrook Wake and Dover’s<br />

Games that had had to be cancelled for two years running. I<br />

am pleased that the traditional activities of Dover’s Games and<br />

Scuttlebrook Wake will proceed as normal over the weekend<br />

3rd-4th June this year, with the additional attraction of a Street<br />

Party to Commemorate The Queen’s Platinum Jubilee on<br />

Sunday 5th June. In accordance with a long-standing tradition,<br />

the Town Council will be presenting all children and young<br />

people resident in the Town with a commemorative Platinum<br />

Jubilee Mug. I trust that this weekend of events will bring<br />

together residents of all ages, including this old and new to<br />

<strong>Chipping</strong> <strong>Campden</strong>.<br />

I am pleased to announce that the Town Council is looking<br />

forward to hosting visitors from our Twin Town, Pont D’Ouilly,<br />

Normandy on 19th June as <strong>2022</strong> marks the 40th Anniversary of<br />

the Twinning Agreement. Following the public consultation<br />

in the autumn of last year into the proposals for housing, a new<br />

surgery and the provision of car parking for <strong>Chipping</strong> <strong>Campden</strong><br />

School Academy on Aston Road, we will continue to work with<br />

other interested parties to explore options for public off-street<br />

parking on the Academy site. I am also hopeful of obtaining<br />

a resolution to the ongoing issue of the proposed public<br />

consultation on the Craves and the Leasows.<br />

Finally, this Council has one more year in office before the<br />

local elections in <strong>May</strong> 2023 and by the time of the next Annual<br />

Assembly, nominations for those elections will have closed.<br />

Since it is likely that Local Government in Gloucestershire will<br />

be reorganised around one or more Unitary Authorities, Town<br />

and Parish Councils will play a much more important role in<br />

representing and delivering services to local communities. I<br />

would urge people to consider putting themselves forward for<br />

election to ensure that our community continues to be well<br />

represented.<br />

3 To receive a report from the Chairman of the<br />

Planning Committee<br />

It has been a busy year for the Planning Committee considering<br />

over 160 applications. We are grateful for the helpful and<br />

considered input from the many members of the public who<br />

have attended the meetings.<br />

Breakdown (not including duplications):<br />

1. 31 applications for extensions, many increasing the floor area<br />

by more than a third.<br />

2. 21 applications concerning Listed Buildings.<br />

3. 4 change of use.<br />

4. 2 barn conversions to living accommodation.<br />

5. 10 new build dwellings<br />

6. 15 commercial units<br />

7. Commercial Westington/Stanley’s Quarries<br />

8. Removal or cutting back of trees<br />

New builds and conversions, etc. could account for an additional<br />

13 dwellings. This does not include large developments at<br />

Jubilee Fields and Aston Road that were granted earlier.<br />

As one would expect in our historic town, many applications<br />

are for Listed Building Consent and require a considerable time<br />

spent on them to understand the significant impact upon the<br />

historic components and context of the building. This would<br />

be a lot easier to understand and reconcile if we had the various<br />

Conservation Officers’ comments available to us, but these are<br />

generally only made available to the CDC Planning Committee.<br />

Listed Buildings<br />

With many Listed Building changing hands in recent years and<br />

new owners wishing to undertake essential repairs/maintenance<br />

as well as possible improvements to suit their needs, there have<br />

been a number of retrospective applications for us to consider.<br />

The key however, is that they have at least made applications,<br />

our concern must be with possible internal alterations to the<br />

fabric of a number of Listed Buildings that goes on basically out<br />

of sight and without the consideration of any Listed Building<br />

Consent.<br />

There have been a number of noticeable examples of this<br />

in the last year or two and identifying them early enough to<br />

prevent the loss of historic assets is of concern to both the Town<br />

Council and CDC. Both are grateful for information provided<br />

by interested members of the public.<br />

Neighbourhood Development Plan<br />

It has taken a considerable time to satisfy CDC with regard to<br />

the Design Code.<br />

However, the plan still requires work to meet ever changing<br />

recent circumstances and progress on this has not been a quick<br />

as we would have liked.<br />

It was recently agreed to include the redevelopment of the Broad<br />

<strong>Campden</strong> Village Hall as a community aspiration in the NDP.<br />

CDC Local Plan<br />

The Town Council responded to the questionnaire raised by<br />

CDC.<br />

There is concern that CDC has not kept up with the housing<br />

which has been developed in <strong>Campden</strong> since the start of the<br />

Local Plan and there is some concern that with CDC not<br />

fulfilling its new housing allocations across the District that it<br />

leaves us open to speculative development.<br />

4 To receive a report from the Chairman of the Finance,<br />

Standards and Audit Committee.<br />

Cllr Patrick Spink reported:<br />

As reported at the last meeting of the FSA on 4th January, the<br />

Town Council continues to maintain a healthy and prudent<br />

reserve, in line with NALC recommendations. An updated<br />

Financial Statement (as at the April TC meeting) is attached at<br />

Appendix 1. The TC financial policy is to maintain this position<br />

through the next financial year and accordingly a slightly<br />

increased precept, in line with inflation figures as at end of<br />

2021/start <strong>2022</strong> – approximately 3.5%, was set in the Budget.<br />

A copy of the approved budget (set at the Council meeting<br />

on 11th January) is also attached at Appendix 1. However, it<br />

is anticipated that the risk of significantly increased inflation<br />

through the next 12 months is likely to deplete the reserves.<br />

Although this is not likely to have a major impact on the<br />

financial health of the Town Council overall, some further<br />

upward adjustment to the precept may be required next year to<br />

maintain reserves at a prudent level.<br />

In terms of this year, the biggest portion of the budget,<br />

£82,087, is allocated to Staff/Admin and related expenses<br />

which are typically non-discretionary – although the increase<br />

in rental charges payable to Peelers Trust agreed at the April<br />

Council Meeting is likely to lead to an overspend in this area.<br />

Additional budget provisions include £46, 000 on Grants to<br />

local organisations, £23,700 on Amenities; £20, 000 on Traffic<br />

Management, including a £10,000 provision for ANPR cameras<br />

intended to reduce excessive speeds on approach roads to<br />

Who is familiar with the assessment report from the IPCC which<br />

was published a while ago. This is the most reliable source we<br />

can go to to explain the global impact of the climate change<br />

emergency. It is extremely sobering and says we are now out of<br />

time to do something about the climate. We need an immediate,<br />

emergency response to the problem. Options include more solar,<br />

more wind and less deforestation. There is an option for us to<br />

play a part in this with renewable energies.<br />

The report by Chatham House sets out the cascade effects from<br />

the climate impacts around the world. There will be water stress,<br />

heat damage, windstorms and flooding. The report follows the<br />

chains with the climate impact for example the current situation<br />

in India with sustained high heat. It explains that there will be<br />

mass migration and a break-down of our food system.<br />

CDC declared a climate emergency in 2019 and the strategy<br />

was adopted in 2020. Key words are global leadership and<br />

the leverage that we can use to make others take effect. As a<br />

council, CDC’s emissions are less than 1% of the emissions of<br />

the whole district. We are a rural district and people have to<br />

travel by car and this gives a profile of our district which is hard<br />

to overcome. We want our own council to be net zero by 2030<br />

and the district to be net zero by 2045.<br />

We want to make the Local Plan more robust and determined<br />

to tackle the climate emergency and we thank you for taking<br />

part in the consultation. We are analysing the responses at the<br />

moment.<br />

There is a covid recovery investment strategy: this is the<br />

intention to invest money which is raised as a debt from the<br />

government. This will do two things it will deliver a return on<br />

the financial investment in terms of social housing, solar power,<br />

and a financial return.<br />

We will be looking at retrofitting existing buildings which is an<br />

enormous challenge but is an extremely important part of the<br />

existing picture.<br />

We are working on a sustainable transport strategy and how we<br />

develop and prioritise active travel in a rural district. We want<br />

to see more walking, cycling etc as well as electric transport<br />

and we are investing in electric charging points in our car parks.<br />

Cotswold Climate Investment has been launched today. It is<br />

a new initiative where we are inviting residents to invest your<br />

own money directly into projects that deliver carbon reduction<br />

in the district. The first projects are electric vehicle charge<br />

points and the second is solar panels on the roof of the building<br />

in Cirencester along with more energy-conserving measures.<br />

This is a way of starting a more ongoing engagement and<br />

communication with people all across the district.<br />

It is a 5 year investment and you get 2.1% interest one your<br />

investment and you get paid back your capital and interest every<br />

6 months over the five years.<br />

10 To receive a report from the Chairperson of the<br />

Climate Change Emergency Working Party<br />

About 40% of Parish Councils has declared a climate emergency<br />

and so have we. We have had one meeting to date and it was<br />

extremely interesting and had an honest approach to climate<br />

change.<br />

Even in a small space like <strong>Chipping</strong> <strong>Campden</strong> we can’t keep<br />

using the earth’s resources as we are. There are many topics<br />

to cover on climate change. Our little group won’t change the<br />

world, but we can make small changes to make a difference.<br />

We are going to look at a local biomass plant shortly and we are<br />

aiming to research each part and we have the schools onboard<br />

but we haven’t been in to listen to the children as they are the<br />

ones who are going to have to clean up the mess.<br />

We did a small survey in Broad <strong>Campden</strong> and a majority wanted<br />

to plant more trees.<br />

The Cotswold Conservation Board is looking at windturbines<br />

at the moment.<br />

We will be looking at issues such as walking buses for the<br />

children. These are they small steps that a small rural community<br />

can take.<br />

We need local composting schemes and not be using all that<br />

carbon to transport garden waste to other places.<br />

We need to get our local communities aboard and we need to<br />

start making life-style changes and we look forward to reporting<br />

back to council later in the year.<br />

11 Public Participation and Questions<br />

John Ellis commented that it was very interesting but you made<br />

no mention of tree planting or on-shore wind turbines and what<br />

is CDC doing about the pollution of our rivers and streams.<br />

CCF replied that he couldn’t comment on the pollution in rivers<br />

and streams as he is not qualified. With regard to wind we have<br />

asked residents about how they feel about wind turbines in the<br />

AONB and are evaluating the responses now. My own view is<br />

that this climate emergency is of the most profound importance<br />

and most people have not grasped what is happening with the<br />

emergency. There is no option but for us to accept and adopt any<br />

technology that gets us out of this mess and that includes here.<br />

I am more interested in what my five generations descendants<br />

will be dealing with than what we are looking at now.<br />

JE added that he supports CCF in that and I don’t see why<br />

wind turbines should be so controversial and Elizabeth Devas<br />

seconded JE and CCF.<br />

JE asked if there was any evidence that residents were opposed<br />

to windturbines? CCF said that nationally, the government<br />

publishes a survey on the public attitudes and there is a strong<br />

public support for on-shore wind (70 – 75% in favour). MPs<br />

in parliament take a different view but most of them have not<br />

read the public survey results. Locally, we are analysing the<br />

responses to the public consultation and quite a sizable number<br />

of people are saying that it is urgent and we accept the need for<br />

the windturbines.<br />

Mark Evans asked about housing that would be developed in<br />

this area, we guess that about 20% of our current homes are<br />

second homes and we are now building 200 new homes. Is<br />

there a district council view for keeping new homes for local<br />

people?<br />

CCF said he doesn’t have enough information to answer the<br />

question but he understands the point.<br />

PS asked if there was any data on the energy use of second<br />

homes? CCF said it would be too difficult to find out.<br />

Elizabeth Devas asked about fitting retrofit insultation. We<br />

need to conserve energy and retrofitting insulation would do<br />

this but it needs to be done externally. Will CDC be supportive<br />

of a move to deregulate the use of Cotswold Stone externally to<br />

retrofit thin-skin brick to aid insultation on post 1919 properties.<br />

CCF said that there was an increasing appetite to look at those<br />

difficult decisions but it will be coming out to public consultation<br />

at a later date.<br />

Patrick Spink asked what can be done to convince people that<br />

making small changes will make a big difference.<br />

CCF said that the data is out there but it takes a lot to translate<br />

that down to the smaller scale. We need to stop burning fossil<br />

fuels and cutting down trees. It touches on every part of our<br />

lives: meat, dairy, flights, petrol and gas use and pensions. If<br />

you can take your investments and put them where they aid<br />

climate change instead of the oil and gas industries then you can<br />

make a big difference.<br />

JE asked what CDC are going to be doing. Does the Council<br />

have any policy or powers that all new housing stock is insulated<br />

and has solar panels.<br />

CCF. The existing Local Plan cannot impose that: CDC<br />

doesn’t have the powers to do that. Building regs are nationally<br />

determined and if we have local conditions that exceed building<br />

regs we would have to have a very robust legal defence as the<br />

developer would argue that the conditions mean that they would<br />

not be able to build or sell houses in that area.<br />

APRIL 9th<br />

St James’ Church <strong>Chipping</strong> <strong>Campden</strong> held the first of a<br />

planned monthly series of repair cafes at the Church Rooms,<br />

the next one (always the second Saturday of the month) being<br />

on <strong>May</strong> 14th.<br />

Electrical items tested and passed for use included a kettle and<br />

toaster, and for the Church Rooms themselves a hostess trolley.<br />

A damaged lock in need of a spring was dismantled, and one<br />

of the team has taken it for<br />

repair and handing back<br />

in for some TLC – all<br />

Ethical investing…Does it actually<br />

do what it says on the tin?<br />

You may have noticed that advertising for ‘green’ or ‘ethical’<br />

investing seems to be everywhere, targeting the general<br />

public by encouraging them to invest their pension or other<br />

assets they may have into funds that ‘make a difference’.<br />

There’s no disputing the fact that change needs to be made,<br />

quickly, and the appetite for it is definitely growing. According<br />

to Which?, UK investors poured a staggering £16 billion into<br />

‘responsible funds’ in 2021, but how much of this is going<br />

towards making a genuine difference?<br />

Regulatory changes are requiring advisers and investment<br />

managers to add environmental, social and governance (ESG)<br />

considerations to their suitability checks. This means we<br />

are now required to have the conversation with our clients<br />

about their thoughts on ethical investing. This, of course, is<br />

a positive move from the regulator but presents firms like<br />

us with a significant challenge in offering a suitable solution.<br />

We are inundated with fund managers contacting us about<br />

their latest ‘green’ fund offerings. With so much choice, you<br />

would think that finding a solution would be easy, but there<br />

are currently no rules in the UK on what qualifies as an ESG<br />

or sustainable fund. This means fund managers can use the<br />

label for their fund, regardless of their actual commitments to<br />

sustainability. This presents the very possible risk of investing<br />

in a fund believing it’s ‘greener’ than it really is, otherwise<br />

known as ‘greenwashing’.<br />

There is also the issue for those that already hold less ‘ethical’<br />

investments. Rather than seeking out genuine ‘green’<br />

funds, they may be tempted to make a positive change<br />

by disinvesting from what they see feel no longer fits with<br />

their views. While this may seem like a sensible approach,<br />

sometimes the actual results are just ‘shuffling the deck’ as<br />

the investment is ultimately just being bought by another<br />

investor, who cares less. The reality of this situation is that<br />

you are not starving that company of cash, the investment is<br />

still in existence, it is just now held by someone else!<br />

The vast majority of clients we speak to have a desire to<br />

make a positive impact, but understandably are keen that<br />

we also consider the cost and performance of green funds,<br />

and their overall financial planning goals. For those who feel<br />

particularly passionate about investing ethically, ‘Positive<br />

Impact’ portfolios are specifically designed to make an impact<br />

and invest in good. However, because of the management<br />

and research involved, they typically run with a higher cost.<br />

The alternative offering are funds that would simply just<br />

screen out the negative, but with no current regulations<br />

surrounding this screening process, this is still a complicated<br />

and grey area.<br />

At the moment, the onus is on the investor to spot<br />

‘greenwashing’ in their funds. We feel that, for now, it is<br />

important to understand the legitimacy of appealing options<br />

and possibly to let regulation catch up on what is a rapidly<br />

expanding industry.<br />

If, perhaps, investing isn’t the most effective means of<br />

making a difference the moment, we could be looking at<br />

implementing changes to other areas of our lives. A good<br />

place to start is by taking a look at your individual carbon<br />

footprint, which can be calculated online at www.wwf.org.<br />

uk. For now, the small changes we all make now to the energy<br />

we use, food we eat and ways we travel may be the best way<br />

to make an immediate impact.<br />

TRAVEL WITH MERV BATES<br />

The world of travel has been turned upside down and inside<br />

out over the last 2 years and although we are not completely<br />

out of the woods, things are becoming much brighter. More<br />

and more of us are starting travel if not making plans to do so<br />

in <strong>2022</strong> and beyond.<br />

More countries are lifting restrictions and opening their borders,<br />

much less much preparation is needed to travel and masks<br />

on flights are becoming optional rather than mandatory with<br />

some of the world’s largest airlines. As examples, Australia,<br />

New Zealand, USA and Canada are all reducing restrictions<br />

to welcome more visitors in the forthcoming months. This is<br />

fantastic news. Asian countries, although slowly opening their<br />

borders, seem to be more hesitant and most still have strict<br />

restrictions for European visitors. Industry experts predict<br />

that countries in Asia will be more open to visitors in the<br />

forthcoming year.<br />

I have seen a surge in bookings especially for customers<br />

visiting family and friends or rebooking that trip that has<br />

been postponed over the last couple of years. Cruising is also<br />

having a huge comeback. Small cruising ships with capacity<br />

of around 100 up to 1200 passengers are booking particularly<br />

quickly and much faster than normal. Only a couple of weeks<br />

ago, I checked the availability for a Seabourn cruise sailing<br />

around Australia for 2024 and the cruise was almost full!<br />

Airlines still haven’t got all their aircraft back flying and<br />

up prices as customer demand is there but not the capacity.<br />

My advice for anyone thinking about travelling in <strong>2022</strong> or<br />

early 2023 is to start planning now to ensure you lock in the<br />

best possible prices. Remember when booking with me I can<br />

often make your booking with a deposit only and if your plans<br />

change or you need to amend then I can easily do that for you.<br />

If you need to cancel, then most airlines will often move your<br />

deposits to a credit booking to be used in the future if you do<br />

this around 10-12 weeks prior to travel.<br />

In other news, as I write this the UK passport office are having<br />

huge delays up to ten weeks to issue replacement passports.<br />

If you are travelling to EU countries in <strong>2022</strong> it’s a good idea<br />

to check now that all your families’ passports are valid. UK<br />

passports will only be valid for 10 years from the issue date<br />

and any validity carried over from your previous passport will<br />

not count. Most EU countries require 3-6 months validity on<br />

passports. It’s a good idea to check children’s passports as<br />

these are only valid for five years!<br />

The club hosted a very successful Intergardening Club<br />

Quiz on March 23rd in Ebrington Village Hall. Teams from<br />

Bidford, Blockley, Bretforton, Ebrington and Mickleton took<br />

part. The winners were Bretforton Gardening Club after a<br />

very close fought competition - well done to them!<br />

Our Annual Spring Show was held in the Village Hall after a<br />

three year gap owing to the pandemic. There were over 120<br />

entries with the standard being as high as ever. We had lots<br />

of visitors in the afternoon when the show was open to the<br />

To celebrate our Queen’s Platinum Jubilee we are holding a<br />

flower festival in St Eadburgha’s Church over the weekend<br />

14th and 15th <strong>May</strong>.<br />

The church will be full of flower arrangements depicting<br />

many events that happened in the parish of Ebrington since<br />

Her Majesty became Queen.<br />

Wedding photo’s of couples married in St Eadburgha’s over<br />

the 70 years will be displayed.<br />

If anyone has a wedding photo from this time at St<br />

Eadburgha’s and would like to be included in the display,<br />

please contact Jean Stanley on 01386 593250 as soon as<br />

possible. All photographs will be returned.<br />

There will be a display of drawings by our school and parish<br />

children.<br />

Every decade will be represented with a brief history of each<br />

flower arrangement.<br />

The church will be open from 11am to 5pm both days<br />

Cream teas and a selection of homemade cakes, slices and<br />

biscuits will be available both days.<br />

A plant sale will be held in the churchyard car park.<br />

All proceeds raised are to fund the Parish Platinum Jubilee<br />

Celebrations on June 2nd to 5th.<br />

Ebrington Village Hall is holding a TABLE TOP SALE on<br />

Saturday <strong>May</strong> 7th from 10am - 12 noon, in order to raise<br />

money for the village’s Jubilee Events in June. Featuring<br />

good quality second-hand goods, handmade crafts and our<br />

usual excellent coffee & cake, this is an event not to be<br />

BLOCKLEY MAY FAIR<br />

Dog Show at Blockley’s forthcoming <strong>May</strong> Fair on <strong>May</strong> 1st?<br />

The Fair opens at 12 noon in the Blockley Sports Ground.<br />

Dog owners need to register when the Fair opens. The Dog<br />

Show will start at 12.30pm.<br />

Dogs may be entered under five different classes - cutest<br />

puppy, most handsome dog, prettiest bitch, best OAP over 9<br />

years of age, and best 6 legs. The winner of each class will<br />

The Parish Council met on the 29th March.<br />

County Councillor Lynden Stowe, Gloucestershire County<br />

Council and District Councillor Tom Stowe, Cotswold District<br />

Council attended and reported:<br />

County - Investment continuing into Highways, B roads and<br />

improving local roads phase.<br />

Build Back Better scheme Grants available.<br />

Boundary Commission proposals to elect two Cotswold MPs<br />

District. - Council agreed agile working and utilise office<br />

space by letting it out.<br />

Various village matters were discussed including:<br />

Ongoing issues with heavy vehicles and speeding through<br />

village. New signage and mobile radar gun being explored.<br />

Allotment maintenance including tree surgery and rubbish<br />

removal.<br />

Village Hall urgent need for supporting officers.<br />

Plans for Queens Platinum Jubilee celebrations - Thursday<br />

2nd June.<br />

The Village Litter pick on Saturday 2 April received a good<br />

turn out and a lot of rubbish was collected. Thanks to all the<br />

volunteers involved.<br />

Your Parish Council is active in reviewing all planning<br />

applications within the parish. If you have particular views<br />

on applications, please make them known to councillors or<br />

engage in the planning process as individuals.<br />

The next meeting: Village Hall at 19.30hrs, Tuesday 26 April.<br />

The Agenda will be posted online and on the Village Notice<br />

Board in the bus shelter. Members of the public are welcome<br />

to attend the meeting. Once approved, minutes of Council<br />

meetings are available on the web site.<br />

Camp site and campers and motor caravanners are most<br />

welcome – pitches are booked via the Hall website.<br />

VILLAGE HALL UPDATE<br />

Rural Cinema: The cinema needs your support!!<br />

Forthcoming Events: Plans are developing for the Queen’s<br />

Jubilee celebrations commencing on on Thursday 02 June with<br />

a village party at the Village Hall and Bowling Green (weather<br />

dependent) providing games, food and live entertainment.<br />

Village Bar: The Village Bar continues to be an attractive<br />

option for a casual drink and dining out, with Becky and staff<br />

eager to welcome new patrons.<br />

Sunday lunch at the bar is very popular and it is essential tables<br />

are booked.<br />

Hall Council: The Hall Council and Trustees met 19 April and<br />

progressed the capital projects in hand with priority being give<br />

MICKLETON WI<br />

Our March meeting was our craft evening<br />

with Lucy from Cotswold Mosaics. It was<br />

very well supported and we welcomed three<br />

guests.<br />

Lucy is an artist and she gave us a short introduction into<br />

her mosaic artwork, workshops and kits. She brought with<br />

her several examples of her work, which we all admired.<br />

With the help of Lucy and her daughter we were all able<br />

to produce a small item e.g. butterfly, bird, heart etc. There<br />

were various templates and lots of coloured materials to use.<br />

There were moments of concentration<br />

– very quiet – and other times humour<br />

and laughter. It was all very relaxing and<br />

enjoyed by everyone. We expressed our<br />

thanks and appreciation to to Lucy and<br />

her daughter. It is hoped that some of the<br />

items produced will be displayed at our<br />

Annual Show in October.<br />

Our first walk of the year was also very<br />

successful. The weather was sunny and<br />

warm. Our next walk will be at the end<br />

of April and will be local.<br />

Our team took part in the first round of the County Quiz<br />

Competition. Sadly they did not make it, but thank you for<br />

taking part and representing Mickleton WI.<br />

Our next meeting on 11th April is an egg extravaganza – a<br />

talk by Liz Evans. During the meeting we will be holding a<br />

raffle and the proceeds raised will go to the Ukraine Appeal.<br />

Further into the future our <strong>May</strong> Meeting will be on Monday<br />

9th <strong>May</strong> and will be a talk about re-cycling.<br />

If you are thinking about becoming a member why not come<br />

along and give us try, you will be most welcome.<br />

Around the villages...<br />

THE MICKLETON SOCIETY<br />

The Society held its AGM with a celebratory history of its<br />

foundation from its retiring Secretary Geoff Field.<br />

The AGM received reports from its officers and approved a<br />

modest increase in its subscription to ten pounds per annum.<br />

John Kilbey was appointed as the new Secretary and Mike<br />

Edwards welcomed as a new member of the committee.<br />

The Society thanked Geoff for his excellent contribution as<br />

Secretary since 2017 with an engraved tankard in recognition<br />

of his service.<br />

Formally business done Geoff then delivered his entertaining<br />

talk on the first fifty years of the Society. Started in 1972 as a<br />

result of recent developments and concern for the future of the<br />

village two residents Mr D. Leigh and Mr PJ Coleman thought<br />

it would be a good idea to form the Society to give the residents<br />

a means of expressing their views. Distinguished members of<br />

Mickleton formed the first committee; the Chairman of North<br />

Cotswold Rural District Council being the first chairman,<br />

the headmaster of the local school being Secretary and Lady<br />

Pollen of Norton Hall being its first President.<br />

Geoff showed a photo of construction underway of the first<br />

development to expand the village at Ballards Close and<br />

took members through each decade of the Society where<br />

major concerns were proposals for further development and<br />

increases in the passage of heavy goods vehicles through the<br />

village. Whilst members reflected that these concerns continue<br />

what shocked many was the effect of Dutch Elm disease and<br />

the destruction of the beautiful avenue of trees between the<br />

church and Kiftsgate and the efforts of the village to save the<br />

large tree outside the Kings Arms which was finally laid low<br />

in a gale.<br />

On a lighter note Geoff showed photos of various street parties<br />

in the village and amused everyone with tales of the Ox<br />

Roast in Chapel Lane on the occasion of the Royal Wedding.<br />

Mickleton did not make do with a mere pig, however the one<br />

drawback was that it was not cooked until late evening!<br />

Other surprising information to new members was that<br />

Mickleton won the Bledisloe Cup for Best kept village in<br />

Gloucestershire in 1983 and that at one time Mickleton<br />

boasted a pickle factory which gave rise to much discussion<br />

not only to where it was but what type of pickle it produced.<br />

Geoff concluded with the role of the Society in the ‘Welcome<br />

to Mickleton’ booklet for new residents and subsequent web<br />

site and the efforts to keep the Society going through the<br />

lockdown. He has left the documents and his account in good<br />

shape for future secretaries to report on the next fifty years.<br />

GARDEN NOTES FOR MAY<br />

Many people took up gardening during the plague; and many of them tried<br />

growing a few vegetables. It would be good to think that they have kept to it,<br />

having had some successes alongside the inevitable failures. Now we have more<br />

reasons to try, if we can, to grow some of our own food. Ukraine, we learn, is a<br />

major wheat exporter, as are neighbouring areas of Russia; and it is expected that<br />

this horrible war will greatly reduce production and exports from that region,<br />

leading to shortages and consequent rising prices: bad news for us, and worse<br />

for poorer countries who depend on them for bread. So there are both moral and<br />

economic reasons why we should try to produce more food at home if we can.<br />

You might even find you enjoy it.<br />

I’m not suggesting you put your garden down to wheat, and you’d probably<br />

not get a combine harvester through your gate; nor that you replace all your<br />

ornamental plants with vegetables. But what about a few ornamental vegetables<br />

in gaps in those beds? Runner beans were first grown in this country for their<br />

colourful flowers: they’ll add height to a bed, grown up a few sticks tied together<br />

at the top. Chard comes in various colours: look especially for ‘Bright Lights’,<br />

with a mixture of red, organge and white mid-ribs. Lettuce - look for those with<br />

frizzy or coloured foliage. Carrot foliage looks good too, contrasting with other<br />

plants around. If you plant up containers or hanging baskets, there are cherry<br />

tomatoes to cascade over the edge.<br />

Tempted? See what your local plant centre can offer in the way of seeds or<br />

young plants.<br />

While there, you’ll find a great choice of summer bedding: this is the peak season,<br />

once you reckon frosts are over. Will you try to mark the Queen’s Platinum<br />

Jubilee? The dictionary says platinum looks rather like silver, but less shiny, so<br />

go for shades of while, silver or grey, at least as much in foliage as in flowers.<br />

Not too much grey or the effect will be of a wet Wednesday in Wolverhampton;<br />

but here and there to contrast with surrounding colours. How grey is grey? It all<br />

depends on what is planted nexty to it, and on how fussy you are.<br />

In containers or baskets, look for Helichrysums or silver leaf Cineraria. Smallish<br />

shrubs with silver foliage tend to do well in hot dry areas: Lavenders, Convolvulus<br />

Cneorum (not that hardy in winter), curry plant (Helichrysum Italicum), some<br />

Hebes. Herbaceous subjects: Hylotelephium (as we must now call Sedum<br />

Spectabile), with its spectacular late summer flowers, Heuchera (those with a<br />

pewter-coloured marking on the leaves), or quite a number of small succulents,<br />

Sedums and Sempervivums. Small trees: Amelanchiers have lovely white spring<br />

blossom, when somewhat greyish leaves. Pyrus Salicifolia looks good, but needs<br />

regular taming with the secateurs or its grows like a demented haystack.<br />
