The EU is expected to

launch legal action

against the UK government

this week

over its decision to

scrap some post-Brexit trade

arrangements.

Ministers insist current

checks on some goods travelling

from Great Britain to Northern

Ireland must end to avoid harm

to the peace process.

They published a parliamentary

bill on Monday aimed

at overriding parts of the deal

signed with the EU in 2020.

But Brussels says going back

on the arrangement breaks

international law.

The Northern Ireland Protocol

is the part of the Brexit deal

which keeps Northern Ireland

in the EU's single market for

goods.

This prevents a hard border

with the Republic of Ireland

- including checks there on

the movement of people and

goods - which both the UK and

EU want to avoid in order to

ensure peace is maintained.

But instead it means checks

on some goods arriving into

Northern Ireland from other

parts of the UK.

That is opposed by unionists

in Northern Ireland who

argue it creates a trade border

in the Irish Sea and could lead

to the break-up of the UK.

Following elections in

Northern Ireland last month,

the Democratic Unionist

Party is refusing to serve in a

power-sharing executive with

Sinn Fein until the protocol is

DAILY ANALYST Wednesday, 15th June, 2022

changed.

But other parties in Northern

Ireland - including Sinn

Fein, the Alliance Party and

the SDLP - accept the deal as it

stands.

'Dead end'

The UK government says it

would prefer to agree changes

with the EU, rather than act

alone in making changes to the

protocol.

UK Foreign Secretary Liz

Truss told BBC Radio 4's Today

programme: "We've been acting

in good faith in these negotiations,

but the fundamental issues

that are affecting political

stability in Northern Ireland

are in the text of the protocol

and what we need is the EU to

agree to change the text of the

protocol.

"Otherwise the negotiations

won't succeed. We've reached

a dead end, because we can't

change those core issues around

customs and around VAT that

are losing us the consent of the

unionist community in Northern

Ireland."

At the centre of the UK government's

plan are measures

they say would ease the impact

on businesses - set out in the

Northern Ireland Protocol Bill -

Global News

EU set to take legal action against

UK over post-Brexit deal changes

including the concept of "green

lanes" and "red lanes" for trade.

This would involve:

• Goods coming from

Great Britain (England, Scotland

and Wales) into Northern

Ireland and which are staying

there using the green lane -

meaning no checks and minimal

paperwork

• Goods moving from

Great Britain through Northern

into Ireland or the wider European

Union would using the

red lane - that is, continuing to

be checked at ports in Northern

Ireland.

But the EU has indicated it

will restart legal action it began

in March last year, when it accused

the UK of delaying, without

consultation, the enforcement

of parts of the protocol

relating to customs checks.

It could go further by taking

the UK to the European Court of

Justice over claims it did too little

to set up border control posts

and share data with the EU.

The European Commission

is expected to sign off the next

legal steps at its meeting on

Wednesday, while many senior

EU figures have spoken out

against the UK's plan to rewrite

parts of the protocol.

"Britain has taken a very

regrettable decision that goes

against all the agreements

between the EU and Britain,"

German Chancellor Olaf Sholz

said.

"It is also unjustified

because the European Commission

made many pragmatic

proposals."

Italy's Europe Minister Enzo

Amendola said the UK's proposal

was worrying and "would

violate their international legal

obligations".

Meanwhile, US Secretary

of State Antony Blinken urged

Boris Johnson's government to

"continue negotiations with the

EU in good faith".

Businesses which import

Great Britain goods to Northern

Ireland have experienced

difficulties with the protocol as

the checks and controls add cost

and complexity.

Food and horticulture importers

have faced the greatest

problems, as those goods face

the most onerous controls.

However, exporters have

benefited because unlike other

parts of the UK they have maintained

frictionless access to EU

markets.

Henan: China Covid app restricts

residents after banking protests

Authorities in the

Chinese province of

Henan are suspected

to be restricting

some residents'

movements using a Covid app,

following rare protests.

Multiple people say they

are being forced to quarantine,

blocked from public transport

or entering buildings.

Most appear to be customers

of rural banks which had run

into issues providing cash withdrawals,

report Chinese media

outlets.

The banks froze deposits,

prompting angry demonstrations

last month.

China's banking and insurance

regulator has since

ordered an investigation into

the banks.

More than 39 billion yuan

(£5bn; $6bn) is believed to have

been frozen, affecting hundreds

of thousands of customers.

Turning red

In many Chinese cities, residents

use a "health code" app

to enter buildings and shops,

use public transport, or leave

the city. Users must scan a QR

code and show a colour-coded

"health status" on their phone

before entering.

If this status turns red, it

indicates the person has tested

positive for Covid recently or

is suspected to have Covid, and

must be quarantined for 14

days.

On Tuesday, some residents

found their status had turned

red when they tried to enter

train stations, buildings, or

hotels.

It is not known how many

have been affected, but Chinese

reports indicate that the issue

has occurred in several towns

and villages in Henan.

Customers of the four

banks who travelled from other

provinces to Henan's capital

city Zhengzhou have also encountered

the same issue.

One bank customer in

Zhengzhou told BBC Chinese

her status was red even though

she had never been in contact

with a confirmed case, and her

most recent tests showed she

was negative.

She added that she was

visited by health officials who

asked her to stay at home and

refused to explain why her status

had suddenly turned red.

Some of those affected

appear to be relatives of customers.

One woman who lives

in Zhumadian, a town 200km

(124 miles) from Zhengzhou,

said she was taken to a hotel

for mandatory quarantine once

her status turned red.

"I am not a customer, it's

my dad who deposited money

in one of the banks and now he

can't get it out," she told BBC

Chinese.

"He recently went to

Zhengzhou to understand the

situation. Once he came back,

his health status turned red. My

whole family is now in quarantine

after our statuses turned

red."

A staff member at the

Zhengzhou health commission

confirmed with BBC Chinese

that many of the banks' customers

had run into the same

problem.

"There is such a situation. At

the moment, they can only contact

their community managers

to apply (to change their status).

After they do two Covid tests

within three days, their status

can be changed back," the staff

member said.

'Breach of laws'

The move has raised questions

on Chinese social media

where many have pointed out

that this was a possible abuse of

power by officials.

Popular Chinese commentator

and former newspaper

editor Hu Xijin said that "health

codes" should "only be used

purely for pandemic prevention

purposes".

"If any area uses health

codes to restrict people's movements

for other purposes, this

is clearly a breach of pandemic

prevention laws... and damages

the support of the people for

our fight against the virus," he

said.

In April, the New Oriental

Country Bank of Kaifeng,

Zhecheng Huanghuai Community

Bank, Shangcai Huimin

County Bank, and Yuzhou Xin

Min Sheng Village Bank froze

their customers' deposits.

Since then, thousands of

customers have been travelling

to Zhengzhou to attempt to

withdraw their money. Small

protests then erupted, culminating

in a large demonstration

on 23 May where thousands

took to the streets, before police

shut it down.

The China Banking and

Insurance Regulatory Commission

said last month that the

major shareholder of the village

banks, a company called Henan

New Fortune, used third-party

platforms or a money broker to

take public funds. The company

is suspected of financial crimes

and authorities are currently

investigating.

FDA clash

The Public Relations

Officer for Marwako

restaurant, Mohammed

Amin Lamptey,

is calling for an

independent probe into the

allegations of food poisoning at

the East Legon Branch.

According to him, such a

probe will give a fair hearing to

the company.

Ghana’s Food and Drugs

Authority (FDA) shut down

the East Legon, Abelenpe, and

Teshie branches of Marwako

restaurant over allegations of

food poisoning.

This was after scores of

persons took to Twitter to

complain about food poisoning

after eating food from the East

Legon branch of Marwako

restaurant.

Some of the victims received

treatment at the Accra Ridge

Hospital and the Korle-Bu

Hospital.

In a statement issued on

Monday, June 13, the FDA said

that based on its findings,

Marwako failed to observe the

appropriate sanitary practices

leading to widespread food

poisoning.

“Analyses of samples of food,

some juice drinks, and swaps

taken from the environment

According to him, the

Development Bank Ghana will

support all banks in the economy

Development Bank, and the

Ghana Exim Bank.

“It will also support private

facilities were poor”, excerpts of

the statement from the FDA said.

However, speaking on Accrabased

Mohammed Amin Lamptey said

the company has suffered a fine

of ¢750,000.

“We have been operating for

the past 19 years and this is the

first time anything like this is

happening. As we agree with the

FDA with regards to what they

have done so far, we have suffered

some fines, a very huge amount

of money. We have already paid

¢750,000. With this release, we

will see what we can do with this

and see how best we will follow

what FDA has asked us to do so

that we will be on the same page

with the FDA.”

“We may need an

independent investigation on

what they have also done, and

as I have said earlier when it

comes to the restaurant business,

anybody that understands that

certain items or ingredients that

when you use them in a day, you

'Govt Must Ban Shisha Now!'

The Alternative

Development (VALD

Ghana), Ghana NCD

Alliance, and other Civil

Society Organisation

(CSO) Actors have called on

the Government of Ghana to

immediately place a ban on

Shisha.

According to the CSO actors,

Shisha was a threat to the

Ghanaian youth, calling on the

government to regulate it now.

He stressed that an outright

ban of Shisha was urgently

required.

This was contained in a

statement issued by the Vision for

Alternative Development (VALD

Ghana), Ghana NCD Alliance, and

other CSO actors.

According to the statement,

the attention of Vision for

Alternative Development (VALD

Ghana), Ghana NCD Alliance, and

other CSO Actors have been drawn

to a viral video in which some

students from the Sunyani Senior

High School were seen smoking

shisha, one of the tobacco

industry deadliest products.

"As civil society actors

working in the tobacco control

and the NCD space, we are

concerned about the dangers this

act will have on the health of

these young girls involved.

"We are even more disturbed

about the action taken by the

authorities of the school to

suspend these girls. The school

authorities and the Ghana

Education Service must be more

concerned about the effects

the product has had on these

young girls and provide them

some medical and counseling

attention,' the statement noted.

The statement asserted that

there was the need for intensive

investigation by the Food and

Drugs Authority to attain further

information about the facility

where the shisha was being

offered, whether it meets the

regulatory standards.

According to the statement,

this was a clear violation of the

Tobacco Control Measures of

the Ghana Public Health Act

(Act 851) of 2012 which seeks to

protect children from the use and

exposure to tobacco smoke.

The statement recalled that

the CSO actors in health led by

VALD-Ghana have in the past

called on the FDA and MoH to

use either an administrative fiat

or guidelines to ban this deadly

product in Ghana, but no action

was taken.

The statement noted that

shisha over the years has become

a fashionable product among the

second cycle institution and at the

tertiary levels and more common

in many communities of Ghana.

The statement said regulating

shisha by the FDA given the

recent increase in consumption,

especially among the youth, was

certainly not deterrent enough,

putting the future of our children

at risk.

"Additionally, considering the

health implications of smoking

shisha as research reveals that

a session of shisha is equivalent

to smoking over 100 sticks of

cigarettes, thus it has become

more expedient to ban it rather

than regulating it. Many of the

shisha products are also illegally

sold as they do not meet the

required standards," it said.

It indicated that research

by the Ghana Health Service

indicates that most of the

country’s youth have ditched the

smoking of traditional tobacco

cigarettes for e-cigarettes and

shisha. Revealing that the rate of

smoking shisha and e-cigarettes

among young people has shot up

to 5.3 percent, higher than the

traditional use of tobacco which

stands at 2.8 ppercent

Despite the ban on tobaccorelated

advertisements and the

law against smoking in public

places, the statement pointed out

that the consumption of tobacco

and its related products was still

on the rise in Ghana.

"A study on "The Economics

of Tobacco Control/Taxation

in Ghana” facilitated by

VVLADGhana revealed that the

youth and women, especially are

now getting hooked on flavoured

tobacco/cigarettes and shisha

because of its appealing fragrance.

"There is a misconception

held by many people that shisha

is safer than cigarettes because of

its contact with water, however,

according to the American Lung

Association, at least 82 toxic

chemicals and carcinogens have

been identified in hookah/shisha

smoke,' the statement said.

Additionally, it indicated

that although the smoke passes

through water, this does not

eliminate the hazardous, addictive

chemicals released from tobacco.

According to the statement,

smoking shisha increases the

risk of oral cancer, lung cancer,

and heart diseases among

others; moreover, the body fluids

exchanged with multiple people

sharing one pipe which is not

cleaned properly or at all present

another avenue for the spread of

infectious diseases.

It added that the tobacco

industry knows that an

overwhelming majority of

smokers first begin to smoke

while still in their teens as

they are highly vulnerable

to the effects of the powerful

addictive nicotine, hence their

intentional and deliberate

trend of strategically recruiting

“replacement smokers” so as to

continuously stay in business.

The statement said the

VALD Ghana and its partners

acknowledged the efforts of

the Food and Drugs Authority

in promoting education and

awareness creation on the

harmful effects of tobacco use,

however, we believe it is time we

take giant steps which go beyond

education and sensitization.

The statement, therefore,

called on the Ministry of Health

and the FDA to as a matter of

urgency begin the process of

outlawing the products in Ghana.

It explained that many

countries including, Rwanda,

Uganda, Kenya, Tanzania,

Cameroon, etc. have taken bold

steps in banning shisha in their

countries, because of the public

health threat it will have on their

children and their youth.

It maintained that there

must be a deliberate plan to

rollout education in our schools

especially the second cycle and

tertiary institutions on the

negative effects of tobacco use on

their health.

“To conclude Mr. Speaker, I wish to reiterate that even

Supreme Court dismisses Gyakye

Quayson’s review application

The Supreme Court has

dismissed a review

application filed by

restrained Assin North

Member of Parliament

James Gyakye Quayson.

The 7-member ordinary

bench of the Court had, in a 5-2

majority decision in April 2022,

restrained the Member of Parliament

from holding himself

out as the Assin North representative.

The Court in its reasoning,

said, among other things, that

it had the duty to uphold the

constitution and to stop any

aberrations of same.

Mr. Quayson, however, not

satisfied with the decision,

instructed his lawyers to seek a

review of that decision.

His lead counsel, Tsatsu

Tsikata told the review panel

that the bench went against

a long line of precedents in

granting the order to restrain

Mr. Quayson from acting as a

Member of Parliament.

This, Mr. Tsikata said, was

notwithstanding that the Court

did not also have jurisdiction

in the injunction application

matter.

A deputy Attorney General,

Diana Asonaba Dapaah, in

opposing the review application,

said the applicant “failed woefully”

to meet the requirements

under the rules of the Court.

Lawyer for Michael An-

National Chairman

hopeful for the New

Patriotic Party, Stephen

Ayensu Ntim,

has assured the party

faithful that he will resolve all

internal party conflicts within

100 days in office when elected.

According to him, this will

empower party supporters to

continuously love and support

the party to achieve its “breaking

the 8 agenda”.

Mr. Stephen Ntim made the

promise when he addressed the

media after filing his nomination

forms at the Party’s headquarters

in Accra.

He observed that the NPP can

only win the 2024 elections if its

members remain focused and

united.

“Breaking the 8 hinges on a

number of ingredients but key

amongst them is unity. Until we

present a united front, Breaking

the 8 would be a mantra, a

mirage” he said.

Mr.Stephen Ntim was emphatic

on the fact that it is by

getting everyone onboard that

the Breaking the 8 agenda would

be a reality.

“Internal elections bring

their own issues. There are oftentimes,

acrimonious exchanges

amongst aspirants and their

supporters. If these are not addressed

after internal elections,

komah-Nimfah, the plaintiff in

the original matter, Frank Davis,

agreed with the Deputy Attorney

General.

He insisted that “no case at

all has been made by the applicant

to necessitate a review of

this court’s decision”.

The court in its decision read

by its President, His Lordship

Jones Dotse, held that Mr. James

Gyakye Quayson “has not met

the unity we so desire to win the

next elections would elude us,”

he said.

Pledging to unite the party

when elected, Stephen Ntim

said,”I am ready to resolve all

disputes that will arise out of

our internal contests. As humans,

as we are, we may go

wrong at one time or the other

the threshold to review the

decision of this court. The application

fails and accordingly

dismissed.”

The other members of the

9-member review panel are

Justices Agnes Dordzie, Nene

Amegatcher, Prof. Nii Ashie

Kotey, Mariama Owusu, Gertrude

Torkornoo, Amadu Tanko, Prof.

Henrietta Mensa-Bonsu and

Emmanuel Yonny Kulendi.

“I’ll resolve all internal

disputes within 100 days”

during the campaign period.

There is, therefore, the need to

look at all these and address

them so that in unison, we can

defeat the ‘enemy’,” he stated.

He was accompanied by

scores of his supporters and

campaign team members to submit

his filled nomination forms.

Smart strategies to

promote and grow

your small business

It is widely believed

that small businesses

have a one

in 10 chance of

survival, and ineffective

marketing makes

your odds far less than that.

Your foray into any business

endeavour is an arduous

enough step to take, and a

lack of knowledge on how

to effectively promote your

enterprise exacerbates your

fear and uncertainty about

the future.

It makes failure the likelier

outcome of what could

otherwise be the beginnings

of an impactful success

story. While marketing costs

could suck up the initial

capital of a small business,

there are relatively inexpensive

modes of getting word

out about your business in a

manner that generates the

desired response from your

target audiences.

I enumerate below a few

of such strategies that could

catalyse your attempts at

reaching the right people

and progressively build a

growing base of customers

whose patronage would

be vital to sustaining your

enterprise.

Leverage the internet.

This may seem an obvious

thing to do, but very few

small businesses have properly

harnessed the power of

the internet in advancing

their businesses. Leveraging

the internet would include

all such things as E-mail

marketing, social media advertising,

creating a website

or a blog. E-mail marketing

involves collecting the

e-mail addresses of as many

potential customers as

you can and sending them

commercial messages in

the form of advertisements,

requests for business and

sales solicitation for your

products and services.

Social media advertising

utilises social networks

such as WhatsApp broadcast

lists, Facebook, Instagram,

Twitter, Snap-Chat to deliver

paid ads (often starting

from a minimum of $1.00)

to specific target audiences

using their demographic

information. It is also possible

to create a good but

inexpensive website that

showcases your range of

products and services, and

this website could be using

Google Ads for greater

online visibility. Small food

businesses could easily increase

their reach and scope

of operations by leveraging

platforms such as Bolt Food

and Glovo; Professional educators

or trainers could easily

reach wider audience or

sell the materials remotely

via zoom, Microsoft Teams

and other such platforms.

Engage in Thought Leadership.

Thought leadership

is the expression of ideas or

thoughts that demonstrate

your knowledge or expertise

in a particular field,

area or topic. This requires

the disciplined pursuit of

knowledge and information

regarding the sector

your business of concerned

with. This would enable you

to speak authoritatively on

issues that relate directly to

your business on a variety of

public and non-commercial

platforms (like a television

program, a social or community

event or even on social

media), naturally positing

you as an individual or business

who possesses expert

knowledge on what you are

doing.

Indeed, professional

services providers such as

Auditors, Lawyers, Architects,

etc, who are ethically

restrained from publicly

advertising their services

engage in a lot of thought

leadership activities and

that inevitably serves to

increase their stature and

public reputation for mastery

in their fields. Similarly,

food business owners

could speak on the nutrition

needs of a variety of age

groups, while educational

entrepreneurs could offer

knowledge and information

on trends in education

of effective child learning

methods.

Partner Other Businesses.

This involves leveraging

the strengths other

businesses who operations

offer the relevant complements

to advancing your

small business’ objectives.

It includes placing your

products on the shelves of

a supermarket or in local

stores who sell for you at a

commission. Such partnerships

do not only help you

sell your products but also

generates visibility and gets

your products exposed to

a wide array of audiences.

It is also beneficial to align

your business with other

entities that are amenable

to outsourcing some business

to you or joining forces

with you to execute projects

in a mutually beneficial

manner. Closely related to

this is the creation of Affiliate

Marketing programs, a

type of performance based

marketing that rewards

allied businesses who bring

in customers into your

business through their own

marketing efforts.

Customer Referral Programs.

A referral program is

a word-of-mouth marketing

tactic that encourages and

rewards existing customers

to advocate on behalf

of your brand. This would

invariably motivate customers

who are minded to

rope in people from their

spheres of influence in

anticipation of whatever

rewards they might get. An

additional measure is to

offer incentives to your staff

(otherwise known as internal

customers) since they

could also be worthy advocates

of your brand and its

products. Given that small

businesses seldom offer appreciable

wages or salaries;

this is one cogent avenue to

incentivise employees while

simultaneously getting

them to be more productive.

Offer a Unique Selling

Proposition. Many small

businesses start on the

hinges of merely joining the

bandwagon of what appears

to be the hot passion of the

day. Others offer fantastic

and unrealistic incentives

just to draw in customers.

These only make your

business journey transient;

significantly diminishing

your chances of growth

and market impact. The

odds of your success are

often better served by your

disciplined pursuit of your

uniquely honed idea targeted

at particular audiences.

Your difference becomes

another line of attraction to

customers and essentially

precludes you from being

perceived as just another

version, all others in the

marketplace.

Joining Local business

Groups and Associations.

Such local business groups

are places where small business

owners share ideas

and draw lessons from each

other’s experiences in a

manner that advances their

mutual interests. It is also

an avenue for small business

owners to collectively

achieve a measure of control

over market forces and in

unison negotiate favourable

terms of engagement with

statutory bodies on a wide

range of mutually relevant

concerns principally among

these being the issues of

taxes, levies and concessionary

funding for their

activities.

These strategies though

not completely exhaustive

are strong marketing building

blocks to give your small

business a solid foundation

that puts it well on the path

to soaring high into orbit

and dramatically increasing

its odds of success.

The Planned Parenthood

Ms Fatima Ayamga, Field

and said the situation required

“These teenagers are our

marriage on the development

of the community and enforce

community regulations that

would deter people from

indulging in the practice.

Ms Ayamga was speaking at

Yorogo, a suburb of Bolgatanga

Municipality of the Upper East

Region on the re-launch of a

child marriage campaign dubbed,

“End Child Marriage” by PPAG.

It was part of the United

Nations Population Fund

(UNFPA) project with funding

support from the Global Affairs

Canada, aimed at empowering

community stakeholders to help

Fight against child

marriage must be collective

– Traditional leaders told

end child marriage menace in the

Municipality.

Ms Ayamga noted that

the achievement of the

United Nations Sustainable

Development Goals remained

unrealistic when urgent action

was not taken to address teenage

pregnancy and child marriage

among children.

She advised parents against

pushing their teenage pregnant

girls into early marriage and

noted that in as much as they

were disappointed in their

wards, compelling them to marry

without considering the welfare

of the child could be detrimental.

Instead, she said, parents

should support their wards to

return to school after birth or

learn a trade to ensure that they

had viable economic adventures

to ensure financial independence

and help them to live dignified

lives.

Mr Jonathan Atsu Dordor, an

Investigator, Upper East Regional

Domestic Violence and Victim

Support Unit (DOVVSU) of the

Ghana Police Service, noted that

child marriage was a criminal

offence and an affront to the

Children’s Act of 1998, Act 560.

Mr Dordor noted that poverty

had been identified as a major

driver compelling parents to

give their children who were

under 18 years into marriage and

warned such parents to desist

from the act as they risked being

prosecuted.

“Even though as poor as we

maybe, we have so many ways

of making money or solving

issues, marriage should not be

the last resort and it is also not

wise. So, any parent who pushes

the child into marriage, the law

will also deal with such a person

because the law is no respecter of

anybody,” he said.

Mr Akengo Aziire, an Elder

of the Yorogo Community,

noted that unlike before, due to

education and enlightenment

child marriage had reduced

drastically in the community.

He commended PPAG and its

partners and noted that girl child

education was paramount to

the community and pledged the

support of the traditional leaders

and other opinion leaders in the

community to support all efforts

to totally eliminate the issues.

Bagbin gives Defence & Interior C’ttee one

week to probe Islamic SHS disturbance

The Speaker of

Parliament, Alban

Bagbin, has handed

down a one-week

ultimatum to the

Defence and Interior Committee

to embark on a fact-finding

mission to Kumasi over the

incidence of alleged police

brutality at the Islamic Senior

High School (SHS).

A protest in the school

turned chaotic when police met

students with force, leading

to several persons sustaining

injuries.

Member of Parliament for

Asawase, Muntaka Mubarak,

raised the matter on the floor of

Parliament on Tuesday, June 14,

2022.

The Speaker, in giving the

directive, said: “I will direct

the committee on Defence and

Interior to take this matter up

and report next week. In other

words, the committee members

should visit the IGP to the

regional police commander and

the school in question, visit the

injured persons and report by

Tuesday with the findings and

await the final investigations

and if there is the need for us to

take any further action, we will

do that.”

Some students of the Islamic

Senior High School, Abrepo,

Kumasi, took to the streets on

Monday and blocked sections of

the road to demonstrate against

frequent motor traffic accidents

in front of their school.

In a bid to help open the road

to normal traffic flow, police

responded by firing warning

shots and opening tear gas and

pepper spray on the students.

“The students pelted the

police with stones and the police

used pepper spray and fired

warning shots in an attempt to

disperse them,” police said in a

statement.

Some students were injured

following the disturbances and

were rushed to the hospital for

treatment.

According to the police

service, although nobody died

during the disturbances, the way

its officers handled the situation

was poor and fell short of

standard operating procedures

on crowd control.

Police clinical psychologists

were subsequently deployed

to visit the school to offer

psychosocial support to the

student body.

The Ghana Police Service

has removed its Deputy Ashanti

Regional Commander, DCOP

Kwasi Akomeah Apraku and has

also interdicted two other senior

officers over the incident.

The Ministry of Education

says calm has returned to the

school.

Deputy Education Minister,

John Ntim Fordjour, after a visit

to the school on Monday night,

said all the injured students are

currently safe and responding to

medical treatment.

He also said: “Out of the

thirty-eight (38) students

hospitalised, twenty-two (22)

have been discharged and have

joined their colleagues on

campus.”

Dr. Yaw Osei

Adutwum, Minister

of Education, has

advised students to

take advantage of the

opportunities offered to them at

school so that the Government’s

investment does not go waste.

He explained that the

huge investment made by the

Government was geared toward

preparing them to become

economically empowered after

school to support the nation’s

transformation agenda.

Addressing students and

staff of the Suame Technical

Institute in Kumasi, Dr Adutwum

stated that, “do not be left out of

the ongoing transformation in

the education sector which is a

catalyst to transform the nation’s

economy”.

He charged the students

especially the girls to take their

lessons serious and should not

allow their peers to divert their

focus from their studies.

“Work hard to shape your

future dreams and aspirations so

you can get a job or create a job

yourself after your education and

also employ others after school”.

He said.

Dr Adutwum urged the

students to respect their teachers

and appreciate their work since

that was what would help shape

their future.

The Education Minister

hinted at plans to establish

Diploma awarding Technical

Colleges where after Technical

Vocation Education and Training

(TVET) courses, one can pursue

tertiary education.

Mr. Richard Addo-Gyamfi,

the Principal of the Suame

Technical Institute, commended

the Education Minister for the

visit which would help boost the

morale of the students.

He appealed to the

Government to expand

infrastructure in the school to

increase the school’s enrolment.

The Minister used the

unannounced visit to inspect

equipment at the school’s

workshop, and computer centres

and visited classrooms to interact

with students.

The unannounced visit to

schools by the Minister helps

him to access the true state

of affairs in the school for the

appropriate interventions.

has urged Muslim women to

work hard and strive to attain the

attributes of great Islamic leaders

when given the opportunity to

serve in leadership positions.

She said, “as Muslim women

laid down rules by Allah.”

Hajia Abukari-Haroun said

Hajia Abukari-Haroun

force in order to be able to

continue the good work of their

predecessors.

Hajia Alisatu Wamdaogo,

the Newly Elected President, in

her acceptance speech, said the

'Ignorant' Oti Regional Minister doesn’t

The General Secretary

of the opposition

National Democratic

Johnson Asiedu Nketia

has lashed out at the Oti Regional

Minister describing him as unfit

to occupy a Ministerial position.

He’s described the Minister,

Joshua Makubu’s ordering

the removal of trees planted

by the leadership of the NDC

to commemorate the June

4 anniversary this year as

“ignorant action”.

The Oti Regional Minister

gave the order insisting that

the use of school premises for

the planting of the trees was

inappropriate, considering

the history behind the June 4

uprising.

Mr. Makubu wants the NDC to

rather buy a piece of land for the

intended purpose.

Addressing the media at the

Kpasa Senior High Technical

School to mark this year’s ‘Green

Ghana Day,’ the Minister noted

that the June 4 uprising “was a

day people’s parents and loved

ones were killed and many have

lost their livelihood.”

“People are still crying over

it. For this reason, it is not an

occasion to plant trees that will

keep hurting such families as the

NDC did.

“We cannot sit down as

a country, as a Municipality,

as a Region or a School and

allow trees to be planted on a

all the qualities to manage the

people or followers impeccably.

“As leaders of this noble

has no problem with the National

Democratic Congress planting

the trees but the context and

rationale behind the exercise are

wrong.

But commenting on the

issue on Ghana Kasa show on

Kasapa 102.5FM/Agoo TV Tuesday,

Johnson Asiedu Nketia urged

members of the NDC to “ignore

the Minister with contempt.”

He urged NDC members to be

unfazed by the Minister’s action

and continue to plant trees as

they contribute to the Greening

Ghana project.

“NDC members should turn

loved to preserve trees and he

introduced tree planting on a

large scale across the country

during the revolution days which

has gone on until now that the

latter-day saint (Akufo-Addo

government) is also doing same.

He added: “So the action

of one ignorant minister

cannot undermine our belief in

greening Ghana and our resolve

to take part in the exercise

of tree planting. This is why

we are strongly against the

these values in the cause of our

Cuban Medical Brigade holds free

health screening in North Tongu

Members of the

Cuban Medical

Brigade in Ghana

have provided

a free health

screening service to the people of

the North Tongu District in the

Volta region.

The exercise, which was held

within the Mepe community,

attracted hundreds of people,

who took the opportunity to

seek medical attention for their

various health problems.

The initiative was put

together through a collaboration

between the office of the

Member of Parliament (MP) for

the area and the Cuban Embassy

as part of efforts to promote

the health and wellbeing of the

people.

Mr Samuel Okudzeto

Ablakwa, the MP, commended

the high attendance and said

health was among top priorities

within the developmental needs

of a people.

He enumerated various

interventions he was

championing to promote good

health, which included major

facility upgrades at hospitals and

health centres across the district,

as well as free healthcare for the

aged and the vulnerable.

The MP promised that the

collaboration with stakeholders,

including the Cuban Embassy

and traditional leaders, would be

sustained towards the well-being

of all.

Mr Ablakwa, who chairs the

Committee of Ghana-Cuban

relations in Parliament, said

the work of the medical brigade

in the community would

strengthen the bonds of bilateral

relationships, noting “it is a

very powerful example of the

friendship between Ghana and

Cuba.”

Annette Chao Garcia, the

Cuban Ambassador, said the

passionate commitment of the

MP had attracted the attention of

her office as well as the support

of the medical brigade, adding

that the medical outreach, for

them, formed part of activities

to mark the anniversary of

He said with the evolving

challenges in the sector, it is

pertinent that attention is paid

to best practices being done as

we target to achieve a zero-waste

situation in the Greater Accra

Region.

Mr Asoma was speaking at

a workshop organized by Green

Africa Youth Organization

(GAYO), in partnership with

La Dade-Kotopon Municipal

Assembly, SESA Recycling

Limited, and the Small Grants

Programme (SGP).

“As an assembly, our core

mandate is to ensure the total

development of the municipality,

especially sanitation and

general health. So, the training

for the environmental officers

is a way of equipping them

with what they need to know

while undertaking their duties

to safeguard the people of the

community.

“There are many programmes

by the Accra Metropolitan

Assembly to ensure a clean Accra

and I think this fits into that

objective, especially with the

‘Operation Clean Your Frontage’

programme,” he said.

He said the training would

also equip the environmental

officers with knowledge of the

legalities and bye-laws of zerowaste

so that they can punish

offenders who litter around the

communities so as to reach the

zero-waste target.

In an interview with the

Ghana News Agency, Madam

Betty Osei Bonsu, the Project

the World Bank Ghana Country

Director for Ghana, Liberia, and

Sierra Leone.

Monique Vledder, Head of

proud to support the Government

of Ghana’s leadership and

commitment to strengthening

health systems while ensuring

access to essential health services,

especially for women and

children in the most vulnerable

communities. By enhancing the

She noted that said

environmental officers do face

challenges in undertaking their

duties because of the need to

refresh their minds on what is

expected of them on the field.

“This programme is geared

toward waste management

and we are looking to build the

capacity of communities to

effectively collect waste. This

can be achieved through our

environmental health officers,

who are mandated by law to

undertake such duties.

“By doing so, we are targeting

a zero-waste objective in

our communities, especially

limiting the waste that goes into

our drains and preventing the

flooding situation that has been

a perennial challenge in the

country,” she said.

The successful story of the

Sinohydro deal and the

Bawumia factor

For the four successive

times the president of

the Republic of Ghana,

Nana Addo Dankwa

Akufo-Addo nominated

the current vice president

of Ghana, Alhaji Dr. Mahamudu

Bawumia as his running mate,

he was categorical that his

resolved decision to pick him as

his partner in the elections was

premised on the fact that Alhaji

Dr. Mahamudu Bawumia is an

astute economist who will bring

his economic prowess to bear to

solve the major systemic problems

of the nation.

Almost all or many of the

top-notch members of the

NPP touted Dr. Bawumia as a

seasoned economist. His deep

knowledge of the subject matter

of economics, predictions of the

economy, and solutions he proffered

to the economic challenges

of Ghana earned him the title "

The Economic Messiah".

Indeed, Dr. Mahamudu

Bawumia since becoming the

vice president of Ghana has

proved right all the accolades

accorded him in the field of

economics. Realistically, he has

brought to bear his in-depth

knowledge in the area of economics

to solve major problems

bedeviling Ghana. To admit,

one area among others that he

has been sterling in applying

his economic ability to solving

Ghana's systemic problems is the

game-changing deal, The Sinohydro

arrangement he sealed

for Ghana. Undoubtedly, the

Sinohydro arrangement which is

the brainchild of Dr. Bawumia is

innovative and outside-the-box

thinking.

The deal deviates from the

traditional mode of African

countries securing direct foreign

currency loans to fuel their

developmental projects which

come with strict and draco-

nian conditionalities that are

detrimental to their fiscal and

economic management.

The Sinohydro deal is a new

arrangement that comes with

many infrastructural developments

without adding a dime to

the debt stock of Ghana. With the

arrangement or deal, Ghana will

leverage a fraction of her bauxite

for a worth of 2 billion dollars in

infrastructural development.

This ingenuity of Dr.

Bawumia dazed many Ghanaians

who were used to the usual practice

of successive governments

before the Nana Addo government

contract loans with high

interest and conditionalities

from foreign countries and the

Bretton Wood institutions to undertake

developmental projects.

The minority caucus in Ghana's

seventh parliament led by their

leader, Mr. Haruna Iddrisu, had to

write a letter on 10th August 2018

to the International Monetary

Fund( IMF) to seek clarification

on the Sinohydro arrangement

between Ghana and China as to

whether it was a loan and will

add up to the debt stock of Ghana

or not and that the IMF should

intervene in stopping the deal

to become a reality. They took

to this step despite the riched

explanation of the arrangement

offered to them by the

ingenious and game-changing

Dr. Bawumia. They simply have

not ever heard about such an

arrangement before or know that

such an arrangement can exist.

SIGNIFICANCE OF THE DEAL

The Sinohydro Master

arrangement which is novel in

Ghana's politics and governance

system has helped the government

to undertake a massive

infrastructural development in

almost all the sixteen administrative

regions in Ghana. The

arrangement is divided into

phases and each phase comprises

many lots. The first phase of the

deal comprises ten Engineering,

procurement, and construction

contracts for 442km of roads and

two interchanges.

The Northern part of Ghana

and Western part of Ghana have

had their first-ever interchange

located precisely in Tamale and

Takoradi respectively with that

of Tamale fully completed and

in use while that of Takoradi is

currently under construction.

The following feeder roads in

the Ashanti region, Mpatasia-

Abompe- 10km, Kwanfinfin- Apenemade-

14.2km, the Nyinahin-

Sreso- 14.5km, Nyinahin town

roads- 7.6km, the Adobewora-

Ntoboso- 4km and the Tanodumase-

Anansu road is constructed

and commissioned.

The construction and rehabilitation

of the 88km Hohoe-

Jasikan-Dode Pepesu road which

has been on the drawing board

of successive governments since

the day Ghana attained independence

has gained some life and

is almost completed. The Kumasi

Inner City Road Project, a 100km

road project has seen the upgrading

and construction of town

roads within Kumasi, Kwadaso,

Bantama, Suame, Tafo- Pankrano,

Asokwa, Oforikrom, Subin,

Nyiaeso, Manhyia, Effiduase, and

Asokore.

The construction of the 29km

Sunyani inner city and 10km

Berekum township roads, the

22km Cape Coast township road

and 10km Prestea township

roads are under construction and

the rehabilitation of the 38km

New Abirem- Ofoasekuma roads

are ongoing. The second phase is

made up of more roads, bridges,

interchanges, district hospitals,

and infrastructural support to

industry, schools, rural electrification,

sanitation, and the

judiciary.

ROLE OF BAWUMIA IN THE

Opinion

DEAL

Faced with a debilitated economy

inherited from the NDC in

2017, the Nana Addo/ Bawumia

government looked for other

means to propel development

aside from the usuals of successive

governments in Ghana. The

Vice President as the head of the

Economic Management Team

was innovative in his thinking

and came out with a plan which

got the endorsement of the president

of Ghana. He(Bawumia)

led a high-powered government

delegation to China and reached

the deal.

This is evidenced in a remark

by the Chinese Ambassador to

Ghana H. E. Madam Sun Baohong

at the National Day Reception in

Celebration of the 68th anniversary

of the Founding of the

People's Republic of China on

27/20/2017 in Accra. She started

inter alia "The office of H. E Vice

President Dr. Bawumia coordinates

China- Ghana economic

cooperation which provides

political guarantee at a very high

level.

In June, Vice President Dr.

Bawumia led a large declaration

or Binjo, having orientation,

disease, mental imbalance, or

the devil's intrigues, as reported

in the news?

In both industrialized and

emerging countries, crime

against children has become a

national phenomenon. Despite

the fact that laws have been

created to make rapists who

commit crimes against children

face harsher penalties, many

psychiatrists feel that pedophilia

is a sort of paraphilia or a mental

condition.

Child abuse is one of society's

most heinous crimes. Such

tragedies often elicit outrage and

calls for the harshest punishments

for rapists, but how effecto

visit China and held fruitful

talks and meetings with Chinese

national leaders. The two sides

reached several consensuses on

cooperation in the area of investment,

financing, infrastructure,

and energy". The Vice President

since broking the deal in 2017 has

successfully coordinated it that

saw its success.

On Thursday, 21st November

2019, Dr. Bawumia cut sod for the

construction of the Cape Coast

township roads. He did the same

for the Sunyani and Berekum

township roads on Thursday,

September 24, 2020. On Friday,

The office of the Vice President

explained and cleared all

lies that the adversaries of the

Nana Addo/ Bawumia government

attempted to smear on the

deal.

In Ghana, the number of

pedophiles is on the rise

The news that the wife

discovers her husband

having sex with her

9-year-old daughter,

which was published

on the ModernGhana news site,

was highly upsetting. There have

been countless examples of incest,

but a father having sexual

relations with his nine-year-old

daughter is something that every

parent should be concerned

about.

How can a father have a

sexual attraction to his own

daughter at such a young age

without comprehending that

what he is doing will have longterm

consequences for the child?

Is the father, Nana Yaw Bingo

tive is this in preventing crimes?

People with a paedophilic condition

can become criminals, but

data show that four out of five

occurrences of sexualized child

abuse occur at home.

When it comes to pedophiles,

how do parents feel? People who

are sexually attracted to youngsters,

in my opinion, are dangerous

to society and should be

thrown behind bars. According

to records, pedophiles who serve

time in prison frequently commit

the same crime and then

return to prison.

Due to a lack of investigation

in criminal cases in Ghana,

severe situations that require

rapid and appropriate attention

die quickly or become cold cases.

This is one of the reasons why

crime has become one of the

most difficult problems for the

police to deal with.

Fathers committing sexual

crimes against their children

are becoming widely reported

in Ghanaian newspapers. Nana

Yaw, the perpetrator, is still on

the loose. If a father can do such

a thing to his daughter, he can be

a danger to someone else's child.

As a result, the police must make

every attempt to apprehend him.

The Bank of Ghana

(BoG) has by the

end of the year 2021

secured monetary

The implementation

of trade facilitation

measures under the

African Continental

Free Trade Agreement

(AfCFTA) as well as reductions in

intra-AfCFTA tariffs and nontariff

barriers (NTBs) in goods

and services can boost Ghana’s

real income by 5.7 per cent,

relative to baseline.

By the year 2035, about four

per cent, representing two

third of the country’s AfCFTA

income boost will come from

trade facilitation measures,

while reductions in NTBs is set

to account for 1.7 per cent with

reduction of tariffs accounting

for only 0.2 per cent increase.

Also, about 0.2 million people

will be lifted out of extreme

poverty and 1.8 million from

moderate poverty with gains in

poverty reduction attributed to

faster growth in the wages of

unskilled workers than of skilled

workers coupled with rapid

increase in wages for women

than men.

The findings were

highlighted in the World Bank’s

Ghana Trade Competitiveness

Diagnostic report under the

theme, “Strengthening Ghana’s

Trade Competitiveness in the

Context of AfCFTA.”

The findings were based

on a simulation model study,

which uses a global Computable

General Equilibrium (CGE)

model and a microsimulation

framework to quantify the

agreement’s impact.

In line with ongoing

negotiations, the model assumes

there are reductions in trade

facilitation bottlenecks as well

as tariff and NTB.

So far, the AfCFTA Treaty only

contains the legal framework for

trade in goods, trade in services,

A breakdown of the total

amount, which was captured

in the annual Report on

Complaints Management

Function released by the

Financial Stability Department

of the BoG showed that

£20,414.37, USD$250,000.00 and

GH¢5,738,484.42 were paid.

In all, 857 complaints against

876 recorded in 2020 were

received where there were 265

credit reports complaints, 207

cases on matured investment,

134 complaints on unfair

practices, 139 reports on credit

facility and 112 complaints

relating to Automated Teller

Machine (ATM).

Most of the complaints

were made through phone

calls, emails, social media posts,

WhatsApp messages, and walkins.

“The 2.17 per cent decline

in total complaints lodged

may be attributed to the strict

enforcement of the first level

complaint handling by Financial

Institutions based on the

guidelines coupled with the

successful resolution of most of

the complaints by the RFIs” the

report stated.

The Bank of Ghana also noted

65 per cent of total complaints

recorded were resolved as at the

end of 2021 compared with 79 per

cent resolutions in the year 2020.

World Bank projects 5.7% income

boost for Ghana under AfCFTA

institutional set up and Stateto-State

dispute settlement

provisions, while the specific

terms of trade liberalisation in

both goods and services are still

being negotiated.

Substantial aspects of the

AfCFTA remain to be negotiated,

including the investment,

competition, and intellectual

property rights schedules that

make up Phase II.

The implementation of

AfCFTA tariff liberalisation,

according to the report, would

help Ghana from 2020 to 2035

see a three percentage points

decrease of the average tradeweighted

tariff imposed by

Ghana on imports from AfCFTA

partners from around 3 percent

to almost zero per cent.

It is assumed that the NTBs

imposed by Ghana are to fall by

50 per cent, while NTBs faced

by Ghana are assumed to see a

reduction of almost 30 percent,

the report further highlighted.

“Meanwhile, tariffs faced by

Ghana could decrease by seven

percentage points over 2020-

BoG oversees GH¢7.9 million

refund, compensation payments

2035 from eight percent to one

percent. Ghana initial NTBs are

estimated at around 38 percent

in 2020,” it noted.

It also projected Ghana’s

share of exports to the region

to increase from nine percent

in 2020 to 16 percent in 2035,

while without the Free Trade

Agreement (FTA), the increase

was expected to be only one

percentage point to 10 percent.

“Imports are characterised

by the same pattern, with the

share of imports increasing from

17 percent in 2020 to 40 percent

due to the FTA, while growth

relative to the baseline would be

only 11 percentage points."

“Regarding Ghana exports

within Africa, manufacturing

would gain the most, with a 219

per cent (US$ 5 billion) increase

relative to the baseline. This

would result from expansion

in sectors such as textiles and

wearing apparel (with a 644 per

cent increase relative to the

baseline), the diagnostic report

stated.

It was also revealed that 373

complaints were received from

customers of banks representing

44 per cent of total complaints

received by the Bank in the year

under review.

“87 per cent of these

complaints were resolved

compared with the previous

year’s position of 96 per cent

resolved complaints, thus

resulting in marginal drop of 9

per cent,” the report noted.

Within the year under

review, the Bank had made 50

referrals to other entities such as

a receiver, which had 19 referrals,

Securities and Exchange

Commission with 26 complaints,

Credit Union Association with

three complaints referred and

the Ghana National Fire Service

Kirin Cup:

Manaf Nurudeen’s

penalty heroics

secure 9-man Ghana

victory over Chile

Goalkeeper Manaf

Nurudeen was the

hero for the Black

Stars on Tuesday,

saving two penalties

as Ghana beat Chile 3-1 in the

shootout to secure 3rd place in

the Kirin Cup.

Alidu Seidu and Mubarak

Wakaso were both sent off in the

second half as Otto Addo’s men

were reduced to nine players, but

they held on for a 0-0 draw to

take the game into the penalty

shootout.

After Chile scored their

opening kick and Jordan Ayew

levelled, Manaf Nurudeen saved

back-to-back kicks from the

Chileans before Gary Medel

blasted his kick over the bar to

give Ghana the victory.

The win is a slight redemption

for the Black Stars who were

thrashed 4-1 in their opening

game of the competition by

hosts Japan.

Addo made five changes to

the lineup that lost the opening

game, with KAS Eupen goalkeeper,

Nurudeen Manaf handed only

his second start for the Black

Stars.

The first half started and

ended slowly for the Black Stars

who struggled to create decent

chances.

But they emerged for the

second half with more urgency

– Benjamin Tetteh was denied

twice by the upright while the

Chile goalkeeper was forced into

a great save by captain Andre

Ayew.

But when it looked like

Ghana were likely to get a goal,

a setback emerged, with Seidu

Alidu was originally booked for a

dangerous challenge, which was

upgraded to a straight red card

after a VAR review.

Moments later, Mubarak

Wakaso also received his marching

orders, copping a second yellow

for persistently complaining

to the referee.

But there was still time for

Ghana to force a save from the

Chilean goalkeeper – Kudus

Mohammed’s powerful longrange

drive was tipped over the

crossbar.

That was the last significant

piece of the action as the game

headed for the penalty shoot-out

to determine who would take

the 3rd place prize.

After Jordan Ayew levelled

for Ghana, Nurudeen saved from

Tomas Alarcon and Ben Brereton

Diaz, while Kudus Mohammed

and Abdul Fatawu Issahaku both

scored for Ghana.

The win was sealed when

Gary Medel blasted his kick over

the bar.

The Black Stars will be back

in action in the September international

break when they face
