Procurement & Drug Logistics:<br />
Central Procurement:-<br />
Procurement, Supply & Logistics Unit at Central TB<br />
Division (CTD) is functioning under the supervision of<br />
Additional Deputy Director General (TB) who is supported<br />
by a Procurement & Supply Management Consultant<br />
and an agency outsourced with the assistance from<br />
WHO for drug logistics management.<br />
The procurement agency (M/s RITES Ltd.) undertakes<br />
procurement of drugs under various Programme Divisions<br />
of the MoHFW including <strong>RNTCP</strong>. The Procurement<br />
of 1st Line Anti TB Drugs (through World Bank<br />
funding) and procurement of 2nd line Anti-TB Drugs<br />
(through World Bank and GLC), Laboratory Equipment<br />
and Purified Protein Derivative (PPD) is presently being<br />
undertaken at the Central level.<br />
(i) Anti TB Drugs: - An uninterrupted supply of<br />
good quality Anti TB Drugs is an essential component<br />
of DOTS strategy under <strong>RNTCP</strong>. Supplies of Procurement<br />
for the Year 2010-11 have been completed, except<br />
for Inj. Streptomycin supplies which was delayed due to<br />
delay in testing of distilled water.<br />
(a) First Line Anti TB Drugs:-With the financial<br />
support of DFID coming to an end in 2011, procurement<br />
of Drugs for the entire population of the country<br />
for both the World Bank and GFATM funded states<br />
shall now be done through International Bidding from<br />
'WHO Pre-Qualified suppliers' only by RITES, the procurement<br />
agency of MoHFW (Govt. of <strong>India</strong>), following<br />
the World Bank procurement guidelines. As no WHO<br />
pre-qualified supplier is available for Injection Streptomycin,<br />
the same is continued to be procured through<br />
International Competitive Bidding.<br />
(b) Second Line Anti TB Drugs:- The 2nd Line<br />
Anti TB Drugs for 3450 patients under DOTS Plus is<br />
being procured during the year 2010-11 by M/s RITES<br />

Ltd.for World Bank funded states (Assam, Delhi, Goa,<br />
H.P, Jammu & Kashmir, Maharashtra, Puducherry,<br />
Chandigarh, Punjab) through International Competitive<br />
Bidding (ICB). Procurement of 2nd Line Anti TB Drugs<br />
for 11,550 pts. i.e.(GF-RCC-1200 pt.courses,GF-Rd-9-<br />
5350 pt. courses & UNITAID-5000 pt.courses) patients<br />
for GFATM funded states (Andhra Pradesh, Bihar, Uttar<br />
Pradesh, Rajasthan, Tamil Nadu, West Bengal, Karnataka,<br />
Madhya Pradesh, Gujarat, Kerala, Chhattisgarh, Haryana,<br />
Jharkhand, Orissa and Uttrakhand) and 4,850 patients<br />
funded by UNITAID was also done through Green<br />
Light Committee (GLC) and Global Drug Facility<br />
(GDF) which are part of Stop TB Partnership. The supply<br />
of drugs procured during the year through GDF is<br />
in process.<br />
The procurement of 2nd Line Anti-TB Drugs for 4550<br />
patients under World Bank and for 20,450 for GFATM<br />
funded states for the year 2011-12 has been initiated.<br />
Quality Assurance of 1st& 2nd Line Anti-TB<br />
Drugs: -<br />
Quality Assurance (QA) of Anti-TB Drugs has been accorded<br />
special importance by <strong>RNTCP</strong> and measures are<br />
taken to ensure both pre and post-dispatch inspection<br />
of the Anti-TB Drugs.<br />
(a) QA measures at the time of Procurement : -<br />
1st line Anti-TB Drugs - Since 2008-09, procurement<br />
of 1st Line Anti-TB Oral Drugs has been limited to<br />
'WHO Pre-Qualified suppliers' and pre-dispatch inspection<br />
and testing of all batches is mandatorily done. Injection<br />
Streptomycin is procured through International<br />
Competitive Bidding (ICB) from WHO-GMP suppliers<br />
only, Joint Inspection for verification of WHO-GMP<br />
Certificates by a team under DCG(I) is ensured and predispatch<br />
inspection of all batches is done.<br />
