Crashes trigger calls for 

safety at tricky intersection

THE DRIVER of a car 

involved in a crash at the 

Prebbleton area intersection 

of Ellesmere Rd and Trices 

Rd is calling for it to be 

upgraded. 

There has been another 

two-car crash at the site since, 

resulting in minor injuries. 

Katie McGuire was the 

driver of a car hit by a vehicle 

coming from Trices Rd, 

which then went into a ditch, 

trapping its driver, about 

8.15am on August 3. 

McGuire said the driver of 

that car had gone through 

a give way, at what she estimated 

to be a speed of 70 to 

80km/h. 

“Thankfully we both 

walked away unhurt, other 

than whiplash,” McGuire 

said. 

The Selwyn Times reported 

on the crash last week. Lincoln 

man Cam Downs came 

upon the scene on his way to 

work. He rescued the driver 

who was trapped, reaching 

from the side of the ditch to 

open the driver car door and 

help the young man out.

campus opening in 2025.

campus, for 

the corner of

Rolleston Rd 

and Selwyn 

Rd, moves to the design stage. 

Rolleston College’s roll is 

about 1400 after opening five 

years ago. The second campus 

will take its capacity to about 

3400. New Zealand’s largest 

school is Rangitoto College in 

Auckland, with about 3200 

students. 

Principal Rachel Skelton said 

the extension at the current 

campus will encompass a new 

teaching block, gym extension, 

all-weather playing court cover, 

expanded support services storage 

and parking, and general site 

landscaping. 

The design and build for 

this had been awarded to construction 

company Watts and 

Hughes. 

At the same time planning of 

the second campus was moving 

into an exciting stage, she said, 

as the design and build tender 

was awarded to Christchurchbased 

construction company 

Southbase. 

Ministry of Education head 

of property Sam Fowler said the 

ministry could not yet provide 

cost details of the two projects. 

“This (extension) project is 

currently at tender with suppliers 

and as such the anticipated

at this time. We are in the early 

planning stages for the new

other works would be completed 

2024. Extension of the current 

campus would cater for a further 

700 students. 

In the meantime, the school 

is relying on short-term teaching 

spaces to cater for growth.

“We are very lucky in that 

these are brand new offsite-manufactured

been very happy with them in 

terms of light, warmth, acoustics 

and spaciousness. They are built 

for modern teaching practice and 

were installed with minimum 

disruption to us, which was appreciated,” 

Skelton said. 

“A number of these buildings 

have been modified specifically 

to meet our specialist teaching 

space requirements.”

confirmed the crash. It happened 

about 7.10pm, involving two cars

“It’s only a matter of time before 

someone is killed there, so many 

accidents from people failing to 

realise it is a give way. Hopefully 

the council changes the road lay 

out,” McGuire said. 

The district council did not answer 

a question from the Selwyn 

Times by deadline on whether it 

planned to upgrade the intersection. 

District council road safety 

education adviser Mike Patterson 

said crash data showed there 

had been eight crashes at the 

intersection in the last 10 years. 

Driver error was the main cause 

of all of them. 

Contributing factors were failing 

to give way, alcohol, speed, or 

poor handling/judgment. 

“This data reinforces that the 

key factor to reducing the chance 

of crashing at intersections is 

driving to the conditions – plan 

ahead, stay alert, slow down, drop 

back,” Patterson said.

Potholes cause concern 

TWO POTHOLES on busy 

Ellesmere Rd are causing 

headaches for motorists – and 

potentially a crash waiting to 

happen. 

The potholes on the shoulder 

of the road near the intersection 

with Tosswill Rd emerged during 

the recent heavy rains. 

Vehicles heading towards 

Halswell have little option but to 

go over them, causing a number 

of people to complain to the 

Selwyn Times. 

To avoid the potholes - if 

a driver sees them in time – 

means swerving into the oncoming 

lane, or left onto a muddy 

grassed area which has a water 

filled ditch running alongside. 

“It’s an accident waiting to 

happen,” said one annoyed 

motorist. 

“I saw a car in front of me 

go right over the potholes, and 

I followed. Luckily, there was 

no damage to my car, but I can

imagine what carnage could be 

done to a smaller vehicle. 

“The problem is you can’t see 

them until you are almost on top 

of them. If you decide to avoid 

them at the last minute and 

swerve right you will be in the 

other lane. Go left and you’ll lose 

it in the mud and slide into the 

ditch. 

“With so much traffic now 

between Lincoln and Halswell 

something needs to be done to 

upgrade the road,” the motorist 

said.

NINETEEN candidates will 

be competing for 10 vacancies 

on the district council at the 

triennial local body elections. 

In addition there are three 

candidates for mayor – 

incumbent Sam Broughton is 

being challenged by former 

mayor Bill Woods and new 

candidate Calvin Payne. 

The election will be held by 

postal vote from September 16 to 

October 8. 

Provisionally, based on the 

nominations received at closing 

date as of noon on Friday, 

elections will be required in all 

four district council wards. One 

of the three subdivisions in the 

Malvern Community Board area 

will also be contested. 

In the Malvern Ward 

there are six nominations for 

two vacancies, while in the 

Rolleston Ward there are six 

nominations for three vacancies. 

In the Ellesmere Ward three 

nominations have been received 

for two vacancies. In the Springs 

Ward, four nominations were 

received for three vacancies. 

In the Malvern Community 

Board area, no election will 

be required for the Hawkins 

and West Melton subdivisions. 

In both of these cases two 

nominations were received for 

two vacancies. In the Tawera 

subdivision two nominations 

were received for one vacancy. 

Selwyn deputy returning 

officer Stephen Hill said that 

with many councils around New 

Zealand struggling to attract 

nominations it was encouraging 

to see a full complement of 

candidates in Selwyn. 

“The turnout of candidates is 

good news for local democracy 

and for Selwyn,” he said. 

“It shows there’s a strong 

level of interest from residents 

wanting to contribute to their 

communities and to the district’s 

future. 

“It’s also great to see so many 

new names among those taking 

a stand – more than half of the 

nominees are people who haven’t 

been involved in the council or 


community board before.” 

The total of 29 candidate 

nominations is four more than 

the 25 received in the last local 

elections in 2019.

will be published mid-this

DEVELOPERS OF a proposed 

820-home subdivision at 

Prebbleton are “super stoked” 

rezoning of the land has been 

approved by the district council. 

Urban Estates director Justin 

McDonald said the subdivision 

would help ease the severe housing 

shortage in the township, 

enabling young people growing 

up there to buy a section and 

build a home. 

District councillors approved 

the controversial Plan Change 

68 rezoning application at their 

fortnightly meeting last week, 

following a recommendation 

from the hearing commissioner 

Tony Hughes-Johnson. 

The PC68 application attracted 

38 submissions, mostly in opposition. 

It pertains to 68ha 

between Trents Rd, Shands Rd, 

Hamptons Rd and the Sterling 

Park subdivision. Currently it is 

home to just 13 properties. 

McDonald said the proposed 

subdivision would increase 

community connectivity, 

by opening up the area with 

new walkways, cycleways, 

footpaths, parks and play areas. 


McDonald himself was a father 

of two young children, and lived 

opposite the development area, 

on Trents Rd. 

“This gives an opportunity for 

the next generation to live where 

they want to live, without people 

dictating to them,” McDonald 

said. 

“Not everyone wants to go into 

Merivale and buy a second-hand 

house.” 

He said it was unlikely 

the development would 

take advantage of incoming 

regulations allowing medium 

density, with developers able to 

put covenants on to restrict this. 

Meanwhile, some of the submitters 

who opposed PC68 have 

not decided yet whether they will 

appeal the decision.

and Morgan and Pollard 

Landscapes Ltd were among 

about 10 neighbouring property 

owners who supported each 

other in their individual 

submissions against PC68. 

The group employed an urban 

planner to be an expert witness 

at the hearing.

A NEW research centre at 

Lincoln University will bring 

together more than 100 of 

the world’s top biosecurity 

researchers and stakeholders to 

solve some of the toughest landbased 

challenges. 

The new Centre for One Biosecurity 

Research, Analysis and 

Synthesis will be the first of its 

kind in the world, and will consolidate 

myriad global efforts to 

predict and mitigate the impact 

of invasive weeds, animals and 

pathogens. 

The virtual global network 

of the world’s top biosecurity 

researchers, will be led by distinguished 

professor Philip Hulme 

who will be based in the new 

flagship science facility currently 

under construction. 

The COBRAS multidisciplinary 

team comprises 

highly-respected researchers 

from the domains of animal, 

environmental and plant health, 

Mātauraka Māori, economics 

and climate change, and is led by 

Distinguished Professor Philip 

Hulme, one of New Zealand’s 

leading biosecurity scientists. 

COBRAS will also work 

closely with relevant government 

ministries, industry, regional 

councils and iwi, as well as 

international partners such 

as the Australian Centre of 

Excellence for Biosecurity Risk 

Analysis. 

Professor Hulme said CO- 

BRAS had been established to 

answer a pressing need for a 

co-ordinated global response to 

address the growing biosecurity 

risks to animal, plant and environmental 

health. 

“The Sars-CoV-2 pandemic 

has highlighted the need to more 

effectively protect international 

and national borders against 

invasive species which can 

cause multiple impacts to 

people, plants and animals, 

with significant sociological, 

political and environmental 

implications,” Hulme said.

Developers pleased with Prebbleton rezoning 

the group was looking into appealing,

seem likely due to the high cost.

because you could end up with a 

lot of three-storey units on sections,” 

Tod said.

MOST SELWYN residents like the new 

$22.7 million Rolleston library, Te Ara 

Ātea, but some do not even know it exists, 

a district council survey reveals. 

About 80 per cent of comments from 

469 people who answered a question on 

what they thought of the library were 

positive, while the remainder were negative 

or proposed improvements. 

Group manager community service 

and facilities Denise Kidd said in addition 

eight respondents did not appear to know 

what Te Ara Ātea was. 

“Given that the survey is district wide, 

this result is remarkable in that so many 

people do know about this new facility,” 

Kidd said, in her report on the survey to 

councillors for their fortnightly meeting 

last week. 

Te Ara Ātea is in the town centre of 

Rolleston, on Tennyson St. It opened in 

December, replacing the former Rolleston 

community library. It was recently 

recognised at the Local Government New 

Zealand Excellence Awards, claiming the 

cultural wellbeing award. 

Positive comments of survey 

respondents showed visitors were happy 

with staff, café, spaces for meetings and 

study, the book collection, children’s 

area, displays of heritage and art, the 

outdoor areas including sensory garden, 

the technology available such as charging

942 respondents, about 50 per cent more 

than last year. 

The majority of respondents were 

satisfied with their experience at district 

council facilities (94 per cent) such as 

libraries, pools and community centres. 

A majority also agreed visiting the 

facilities benefited their well-being (96 

per cent).

ROLLESTON College’s 

performing arts department is 

sourcing key talent from outside 

the school for the first time as 

it prepares for its upcoming 

musical. 

Blood Brothers opens at the 

college’s auditorium tonight, and 

runs through to Friday night. 

Associate principal Sophie 

Ralph said for the first time the 

school had sourced its director 

and musical director from 

outside the department. The 

volunteer roles had been filled by 

CentreStage Rolleston chair Phil 

Dean and University of Canterbury 

music student Lex Dean 

respectively. 

Another first for this year’s 

production was the use of a live 

band, which had also been able 

to connect with the community 

by including musicians from 

outside the school. 

Ralph said having volunteers 

come in from the community to 

offer their expertise supported 

the school value of building 

community. 

Rehearsals, along with ticket 

sales,were going well. 

The production was an annual 

one, but Blood Brothers followed 

an earlier production this year 

which was postponed from last 

year. 

Blood Brothers is the moving 

story of the relationship between 

twin brothers as they cross paths 

after being separated at birth. 

One has had the privilege of a 

wealthy family and charmed life, 

the other has remained in the 

family home suffering deprivation 

and hardship. 

Mickey Johnstone is played by 

year 12 student Brock Cottrell, 

while Edward Lyons is played by 

year 10 pupil Elijah Barton. 

In real life, Brock and Elijah 

are not related, and have about 

two years age difference between 

them. However, they have similar 

appearances, so fit the bill of 

playing twins perfectly. 

“Of all the people who happened 

to look alike, they happened 

to be perfect for the roles,” 

Ralph said. 

“We cast on talent rather than 

looks, it just so happened these 

guys were a good fit.”

THE HUB Hornby is broaching a 

subject not generally promoted within 

the fashion industry – menopause. 

On August 25, The Hub will host 

fashion and lifestyle workshops 

focusing on menopause. Fashion advice 

will be presented to help women feel 

more confident and comfortable during 

a time of change in their lives. 

While the average age for the onset 

of menopause is 51, it can start in 

women in their 40s or younger. While 

this is a natural process, it invariably 

entails physical and psychological 

changes. 

Said The Hub’s stylist, Vicki 

McMillan (right): “Menopause is a

clients who can feel overwhelmed and 

at a loss with how these hormonal 

changes make them feel. From changes

Art created from rubbish 

WHAT WAS once considered 

rubbish was processed into works 

of art in a secondary school 

competition. 

Lincoln Envirotown received 

high numbers of entries for its second 

annual Selwyn High Schools’ 

Waste Art Competition held at the 

weekend. 

Open to secondary and intermediate 

students from the district, 

the competition this year attracted 

34 entries, up on last year’s 22. 

Works were exhibited and 

awards presented at Te Ara Ātea. 

Spokesperson Dave Fitzjohn 

said it was fantastic to see the 

competition going from strength 

to strength. 

“The response to this recently 

introduced project has been overwhelming,” 

Fitzjohn said. 

Judges, organisers and viewers 

of the exhibition had been 

impressed with the high standard 

students achieved in their constructions, 

which had to be from 

materials that were destined for 

landfill. 

“We were really made to 

re-consider our views on rubbish,” 

Fitzjohn said.

and jewellery created by 

Caiah Pitkethley of Rolleston 

College, was the high 

school category winner. 

Deputy Mayor Malcolm Lyall 

presented the awards.

people to help assess the Creative 

Communities Scheme fund. 

Who is needed? 

• People who know what’s happening in the arts locally 

• People who have experience in one or more forms of art 

• People from a range of communities 

• People with specific cultural knowledge relevant to the arts 

• People of all ages. We would particularly like to include young people on the committee 

What’s involved? 

You’ll help assess applications for funding from artistic individuals and community groups and 

attend assessment committee meetings between two and four times a year. 

You’ll be provided guidelines and criteria to follow.

Each year Creative New Zealand provides CCS funding to local and district councils throughout

SIMON AND Sarah Aarts at 

Coalgate Honey are winning 

accolades after turning their 

hobby of making honey into a 

small business. 

They recently claimed two 

medals in the 2022 Apiculture 

New Zealand National Honey 

Competition. 

“It was only our second year 

entering honey in the competition, 

so was awesome to be in the 

medals, as we were up against 

a huge amount of entries from 

honey businesses big and small 

from all around the country,” 

Simon said. 

Coalgate Honey claimed a silver 

for its raw liquid honey and 

bronze for its creamed honey. 

Last year it also claimed a medal 

in the competition, silver for 

creamed honey. 

Simon and Sarah started 

Coalgate Honey in 2019, as 

Simon looked for something to 

do on his days off in his job as a 

firefighter at Christchurch International 

Airport. 

“What started as a hobby soon 

turned in to a small business,” 

Simon said. 

Simon was following in the 

footsteps of his father, grandfather 

and great-grandfather, 

becoming a fourth generation 

beekeeper. 

“My great-grandfather was a 

beekeeper in Holland then my 

grandfather was a commercial 

beekeeper down in Kurow and 

my father is still in Kurow as a 

commercial beekeeper working 

for Smiths Honey. He also runs 

some hives that we share down 

in the Hakataramea Valley.” 

Sarah and Simon run about 

100 hives at Coalgate Honey. 

They process and pack all their 

product in a purpose-built 

extraction plant. They sell locally 

at markets and throughout the

Simon has managed to also 

squeeze in some study, alongside

continuing his firefighter job. He

level 3 and 4 through Otago 

Polytech. 

BACKYARD CRITTERS 

WE ARE very fortunate to have 

bellbirds visiting our flowering 

Banksia integrifolia at the 

moment. 

During Banksia flowering 

each year, which lasts three 

to four months, the bellbirds 

zero in on this favourite nectar 

resource. I am a huge fan of 

native plants as they support 

native fauna, however, the 

Banksia is one exotic exception 

as it is a sure-fire way of hearing 

the bellbirds’ beautiful dawn 

chorus. Bees also love the flowers 

and on warm days this tree can 

be alive with birds and bees. 

It turns out that this tree species 

is also a host to a delicate, 

small moth is known as the 

Banksia leaf-miner moth (Stegommata 

sulfuratella). Although 

the moth is native to Australia 

where its Banksia host originated, 

it has found its own way 

to New Zealand.

week he introduces a new species found in his 

backyard at Lincoln. His column aims to raise public 

awareness of biodiversity, the variety of living things

dot at the tip of each forewing, 

while hindwings are light brown 

with long white fringes. The 

head is also festooned with white 

hairs and has long antennae 

that extend past the length of 

the body. It has a wingspan of 

15mm. 

The caterpillars are pale green 

and reach a maximum length 

of 5mm. Pupae are green and 

found on leaves inside silky 

white cocoons.

Introducing medium density 

housing in Selwyn 

Consultation will open this weekend on mandatory variations to the 

Proposed Selwyn District Plan and private plan changes that have 

been accepted by the Council. 

These variations are required by the Government’s new housing 

intensification legislation, passed last year. The legislation requires 

some councils to make changes to their district plans—‘planning rule 

books’ to allow for more housing and at greater heights in relevant 

residential areas. 

To comply with the law, we are introducing a new Medium Density 

Residential Zone in Selwyn on relevant current residential land in 

Lincoln, Rolleston and Prebbleton, and also rezoning additional rural 

land for residential development within these townships. 

ELECTIONS 

CANDIDATES CONFIRMED 

The people standing to represent Selwyn as Councillors and Community Board members in 

this year’s local government elections have now been confirmed. 

Nominations for candidates closed on Friday last week, with candidates confirmed for 

all vacancies. 

Provisionally, based on the nominations received the closing date, elections will be required in 

all four Council wards. One of the three subdivisions in the Malvern Community Board area will 

also be contested. 

Three nominations were received for the Mayoralty, with incumbent Sam Broughton standing 

along with Calvin Payne and Bill Woods. 

In the Malvern ward there are six nominations for two vacancies, while in the Rolleston ward 

there are six nominations for three vacancies. In the Ellesmere ward three nominations have 

been received for two vacancies. In the Springs ward, four nominations were received for 

three vacancies. 

In the Malvern Community Board area, no election will be required for the Hawkins and West 

Melton subdivisions as two nominations were received for two vacancies in each. In the Tawera 

subdivision three nominations were received for one vacancy. 

Selwyn deputy returning officer Stephen Hill says that with many councils around New Zealand 

struggling to attract nominations it’s encouraging to see a full complement of candidates 

in Selwyn. 

“The turnout of candidates is good news for local democracy and for Selwyn. It shows there’s 

a strong level of interest from residents wanting to contribute to their communities and to the 

district’s future. 

“It’s also great to see so many new names among those taking a stand – more than half of the 

nominees are people who haven’t been involved in the Council or Community Board before.” 

The total of 29 candidate nominations is four more than the 25 received in the last local 

elections in 2019.

website selwyn.govt.nz/elections or on request from the deputy electoral officer: 

electoral.officer@selwyn.govt.nz. 

Postal voting papers will be mailed out to all electors in mid-September, with voting open until 

12 midday on Saturday 8 October. 

New pump track OPEN! 

The new pump track at Prebbleton Domain is open and riders of all ages are now welcome to take to 

the asphalt to try it out. 

The track, designed by Milton and Frews Trailbuilding is right next to the play centre in Toswill Road. 

It has been designed for - bikes, scooters, skates, roller blades, or skateboards and for users of all skill 

levels. The track is a continuous loop of 

rollers and banked corners, catering for a 

range of skill levels and ages, from toddlers 

on balance bikes through to advanced 

bike riders. 

Construction work was completed in July, 

with the rain delaying the finishing touches. 

Lines have now been painted on the track, 

with some minor landscaping still to finish 

off. The grass areas are closed while the 

grass beds in and additional seating still to 

be added. 

The Council Community Projects Manager 

Cameron Warr said it is exciting to have the 

pump track open. 

"This is a great new asset for Prebbleton and adds to the range of activities we have across the district. 

We know there's been a desire from the community for more pump tracks. This adds another option to 

get active outdoors, with a number of community parks, bikes tracks and playgrounds developed over 

the past 12 months. It's been great to have an experienced bike track builder and construction company 

on board to build something that will cater for such a wide range of riders." 

Under the proposed changes up to three residential units, each up 

to three storeys high (11 metres), could be built on a site within the 

medium density zone without a resource consent. However it will 

be up to landowners if they wish to develop the site to the permitted 

standards, or to a lesser level of density. 

Information on the proposed changes and how to make a submission 

can be viewed online from Saturday 20 August 2022 on Council 

engagement website at selwyn.govt.nz/yoursay, including at Council 

service centres and public libraries in Darfield, Leeston 

and Rolleston. 

The Council will also run information sessions where Council staff 

will give a presentation, covering all the key information about the 

changes and how people can make a submission.

SH73 West Melton upgrades 

It’s business as usual at the West Melton Shopping Centre as 

roading work starts along Weedons Ross Road north of the 

SH73 intersection. 

The work is part of the Waka Kotahi NZ Transport Agency project 

to improve the road’s intersection with SH73. Waka Kotahi Project, 

Manager Geoff Griffiths says, “Unavoidably, there’ll be some 

inconvenience, which we’ll minimise as much as possible. 

“We’ll be working around the southern entrance to the shopping 

centre and there will be short periods when this entrance will be 

closed. However, we’ll always make sure there’s access to the shops 

and businesses. It may mean using the northern entrance, which will 

remain open, and changes to traffic management - please follow the 

signs - but the shopping centre will be open as normal.” 

Work along this stretch of Weedons Ross Road includes piping the 

existing stockwater race, with night works to install the piping under 

the intersection under way. 

A new watermain will be installed on the opposite side of the road 

with kerb, channelling and shared paths to be constructed. 

Mr Griffiths says the aim is to complete the work on Weedons Ross 

Road North by Christmas. However this will depend depending on 

the weather and ground conditions. 

The project, part of the New Zealand Upgrade Programme, includes 

includes the installation of traffic signals at the intersection which, 

together with the construction of the associated new road link, is 

scheduled for the summer. 

“To make the most of the night work we’re installing ducting for the 

traffic signals, trenching for power and stormwater piping through 

the intersection and on the highway each side of the intersection. 

“We know all this work can be disruptive and I thank the community 

and those travelling through West Melton for their patience. I also 

encourage the community to support their local businesses while 

work progresses,” Mr Griffiths says.

The scheme will remain running in the meantime. There may be temporary disruptions as the intake is

Darfield Kirwee Wastewater Pipeline 

Courtenay Road in Kirwee, from south of the railway line to SH73, remains closed 

until early September. Vehicle access between Kirwee and properties to the south is 

via a detour along Bealey Road. Pedestrian access is available from Courtenay Road 

direct to the township. The closure is for the installation of pipes under the railway line and will be 

the last one required as part of this project. 

Traffic lights are in place on SH73 east of Kirwee while pipe laying is undertaken. The lights will 

be removed for weekends, coming down from 4pm Friday – 9am Monday. Our contractors will be 

monitoring wait times through these works to minimise delays as much as possible. 

Weedons Ross Road seal widening 

A shoulder closure is in place for Orion contract works on the Newtons Road intersection through 

to end August. Manual four-way stop/go will be required on some days. Please follow signs and 

controls for the safety of all road users and workers. 

Other repairs and upgrades 

Floor repairs are taking place at Coes Ford and on Zig Zag road and Harper Road from 

Homestead Road. 

Drainage repairs are taking place on Philip Street and on Steeles Road from 

Rakaia Terrace to Leaches Road. Repairs are also being done on Branch Drain 

Road between Drain Road and Grahams Road. 

Stabilising work is taking place on Railway Road from West Melton Road to 

Ayelsbury Road, unsealed maintenance is being carried out around Dunsandel. 

The Armco barriers are being repaired on Tancreds Road at Raineys Road. 

All completion dates are approximate depending on weather. Please take care

ITS VERY kind of you to invite 

comment on the new medium 

density housing legislation as it 

affects Rolleston, Lincoln and 

Prebbleton but it’s too late. 

The legislation is in force now 

and nothing can be done by 

local authorities to prevent it as 

noted in your excellent article of 

August 3, other than for specific 

“heritage sites” 

This iniquitous legislation, although 

with good intention, has 

real potential to destroy rural 

residential amenity and probably 

in some cases lower values 

and hinder resale by authorising 

your neighbour to build up to a 

11m high structure (14m in some 

cases) 1m from your boundary 

anywhere in these three towns – 

the very reason people in these 

rural towns moved there was to 

avoid just this issue in the urban 

environment. 

The regulations within these 

building consents have also been 

largely removed so you have no 

redress over shading, privacy, 

amenity and value. 

To think that our rights can be 

wiped out without redress and in 

the process destroy what many 

have worked their life for is both 

sad and terrible. 

I’ve heard of people contemplating 

moving from Lincoln to 

Darfield to avoid this legislation 

and it does make you wonder. 

This is the worst piece of legislation 

ever passed by this Government 

because it attacks the 

individual – forget about Three 

Waters and Maori Health Authorities 

that have no casualties 

unlike this RMAEHS Act. It is 

a knee-jerk reaction to a largely

all approach even though its aim

There are currently 

two”planning” issues ahead 

which could have significant 

impact on the good people 

of Selwyn. Residents should 

endeavour to understand these, 

and be prepared to submit on the 

changes proposed. 

1. The first of these is that 

related to the Government’s 

legislation on the National Policy 

Statement on Urban Development. 

In summary this provides 

new rules encouraging housing 

supply, by introducing “medium 

density” residential standards 

(sometimes referred to as “intensification”). 

The Selwyn council 

will soon be advertising proposals 

related to this, which could 

have significant impact on the 

quiet neighbourhoods of Rolleston, 

Lincoln, and Prebbleton. 

The council does not have an 

option in this process, other than 

finalising the areas where the 

new rules will be permitted. The 

residents/businesses do however 

have the opportunity to submit 

to the council with the aim of 

minimising the areas where this 

may be permitted. 

Readers may have noted that 

this activity is already raising 

concerns with the range of 

these developments throughout 

Christchurch city. 

2. While we all may get rather 

grumpy about “intensification”, 

we should also be aware of the 

current publicity for “Greater 

Christchurch”, which is actually 

the proposal for a new “super 

city” encompassing both the 

Selwyn and Waimakariri Districts. 

This is the second planning 

issue on the horizon, with 

a likely huge impact on the good 

people of Selwyn. 

Christchurch city is already 

a badly managed city with very 

large debt and ongoing rate rises- 

-and, of course, more to come 

with the building and operation 

of the new stadium. 

In my view the Selwyn District 

(and probably Waimakariri) 

is well managed, and does not 

need the added burden arising 

from amalgamation with 

Christchurch. There is also the 

threat, through the creation of 

any super city, that different, and 

not necessarily suitable, policies 

could also impact on the amalgamated 

Districts. At this stage 

I would urge residents to watch 

any further development of 

plans for a super city, and be prepared 

to combat any finalisation 

of these thoughts. It is relevant 

that the Selwyn council, and our 

local member of parliament, be 

kept aware of any individual/ 

group concerns on this matter. 

As a resident of Selwyn, now 

for eight years, I am treasuring 

our living in this fine rural community, 

and do not wish to be 

impacted by the whims and rules 

of “big brother”. 

I hope that our colleague 

residents establish similar views 

on these two important issues.

Winning filly Blithe bred to trot

BLITHE WENT some way to 

living up to her breeding when 

breaking maidens at Ashburton 

on Sunday. 

By Love You and from the 

maternal family of champion 

sire Sundon, the filly is certainly 

bred to trot. 

After threatening to win in 

her recent outings, the threeyear-old 

got the job done in race 

1 with a professional display 

for Norwood trainer Jamie 

Gameson and driver Sarah 

O’Reilly. 

“Some of her sectionals on 

the Stridemaster in her last four 

or five starts have been pretty 

good,” Gameson said. 

“But you just can’t afford to 

give them too much ground. 

Three starts ago she ran her last 

mile in 2.02 over the 2600m and 

she had all the best sectionals on 

Stridemaster except the last one 

when she got a bit tired. 

“But that can happen when 

you’re chasing the whole way. 

“I thought the win might have 

come a few runs before today but 

she ran a lot of fourths and fifths 

and thirds, just thereabouts.” 

“But today we got the right 

draw and we got the right trip 

and it worked out good.

a group of his stable owners. 

“They are a great bunch, 

they are really loyal and they 

have had a few horses with us,”

“It was good today because 

some of them hadn’t actually 

been on course when the horses 

had won and they have had a 

couple of horses that have won 

four or five races. 

“But that is the way it always 

works out, so it was really good 

today that a few of them were 

able to be there.” 

“It makes it all worthwhile.” 

When heading to the sales 

Gameson was initially looking 

for a pacer, but he eventually 

found Blithe and she took his 

eye. 

“She was a buyback at the sales 

. . . we were keen on a pacer but 

we got blown out of the water on 

three or four. 

“We ended up going around 

having a look at a few after the 

sales and I really liked her. 

“I think it was the first lockdown 

when we broke her in and 

she took to it like an absolute 

pro, but then she just went wayward. 

“She has been a bit of a tart, 

she is a beautiful chestnut wee 

filly but she has got a beautiful 

attitude sometimes.” 

“There were a few months 

there just counting to ten and 

getting done what we can get 

done. 

“But she is becoming a wee pro 

on race day. 

“She can still be a tart at home 

but on race day she has come to 

it.” 

Gameson credited Sarah 

O’Reilly for helping develop his 

sometimes cantankerous threeyear-old 

into a winner. 

“Sarah gets on great with 

her and she knows her. She has 

learnt to go with her a wee bit. 

“Sarah has stuck with her and 

she is a good kid. 

“I asked her if she would like 

to drive her all the time and she 

obliged and said yes. 

“Good on her because you can 

get some better drives sometimes, 

but we wanted someone 

that would stick with her and be 

a bit nice to her.” 

O’Reilly notched a winning 

double later on the Ashburton 

card when also winning race 6 

with Changearound.

HARNESS Racing New 

Zealand’s leading officials have 

criticised the police investigation 

into corruption in the industry, 

with one branding the exercise a 

“fiasco”. 

Gary Woodham, 

the 

Christchurchbased 

HRNZ 

chief executive, 

and chair of the 

organisation’s 

board, John 

Coulam, have 

both expressed 

frustrations with 

the National Organised 

Crime 

Group inquiry 

– known as 

Operation Inca. 

Most of the 

charges laid during 

Operation 

Inca have either 

been dismissed 

in court or withdrawn, 

prompting the pair to 

fear for members of the industry 

embroiled in the probe. 

“It appears now that Operation 

Inca has only succeeded in damaging 

the reputation of many 

individuals and the sport of harness 

racing without gaining the 

support of the courts,” Coulam 

told the Selwyn Times. 

“This whole fiasco has been 

an expensive exercise for the 

individuals concerned to defend 

their innocence.” 

Coulam’s comments follow 

Woodham’s scathing assessment 

of the investigation during 

a podcast on Australian sports 

radio network SENZ. 

“I really feel for the participants 

of our sport that have been 

through a wringer financially 

and mentally. The mental strain 

it has put on them, and then this 

thing gets blown off,” Woodham 

said during the podcast. 

While forthright in their condemnation 

of the investigation 

Woodham and Coulam were 

city when asked for their view 

on the Racing Integrity Board’s 

bid to access police evidence 

and potentially pursue their own 

prosecutions under the Rules of 

Racing. 

Woodham would not comment 

as he was not familiar with 

that phase of the ongoing court 

proceedings. 

“Best I stay away from commenting 

as I’m not aware,” he 

said.

MAJESTIC MAN has well 

and truly broken his winning 

drought with his second 

consecutive victory at Addington 

Raceway on Friday night in 

convincing fashion. 

The multiple Group One 

winner found himself parked 

early on in the Avon City Ford 

Free-For-All (1609m), but driver 

Brad Williamson elected to press 

forward for the lead at the bell. 

The Phil Williamson-trained 

trotter was forced to work for 

the lead by pacemaker Clyde 

but eventually wrestled the lead 

off his foe heading into the back 

straight. 

He showed his class when 

opening up several margins on 

his opposition with 450m to go, 

maintaining that advantage and 

eventually running away to a 

four-length victory over Phoebe 

Coulam added: “It is a matter 

for the courts to decide if the 

evidence presented by the police 

is suppressed for all time or 

released to the Racing Integrity 

Board (RIB) to see if any rules 

of racing have been broken. I 

am not aware that the RIB has 

requested access to such information.” 

While almost all of the criminal 

charges have been dealt with, 

the saga is scheduled to return to 

the district court in Christchurch 

before Judge Raoul Neave next 

month, where the RIB might 

learn if it is able to access police 

evidence as a means of exploring 

their own avenues to prosecute. 

Individuals who had their 

charges dismissed and withdrawn 

continue to engage legal 

counsel in an attempt to stop the 

racing industry’s watchdog accessing 

police evidence.

Driver Brad Williamson was 

pleased to extend his winning 

streak to two after being winless 

behind the gelding in his homeland 

for more than 18 months. 

“He is relishing not having to 

race the great trotters that we 

have in the country at the moment,” 

Brad Williamson said. 

“Some might have thought he 

was over the hill over the last 12 

months. Although he’s been running 

some great races, he hadn’t 

been winning, so it was great to 

get a couple of wins to his name 

again.” 

Williamson is looking forward 

to spring with the seven-year-old 

and is hoping they can reclaim 

their crown in the Gr.3 Ashburton 

Trotters Flying Mile (1609m). 

“He has been a good horse 

to me for a long time and he 

has always been racing at the

suspected drug use in the harness 

racing industry came to 

light in 2018 eventually led to 

13 defendants nationwide facing 

charges, which included race fixing 

and betting. 

Undercover officers and covert 

electronic monitoring and interceptions 

were used during the 

operation. 

Most of those charged were 

from Canterbury and included 

harness racing drivers, trainers 

and owners. 

From the original 13 defendants, 

three are still before the 

courts. All defendants, former 

and remaining, have interim 

name suppression. 

Woodham would not elaborate 

on his concerns when 

approached by the Selwyn 

Times last week after he told the 

podcast: “I have asked plenty of 

questions and had no answers. 

As it is a police matter we’re not 

asked for our opinion or given 

any updates. They don’t say one 

word to us, it’s their case, not our 

case. We’re not seen as anybody 

who needs to know.” 

Said Woodham: “I haven’t had 

anything formal, I know some 

people have been told there is no 

future action as they have told 

me, but again nothing formal 

from the police or courts.” 

RIB chief executive Mike 

Clement, a former deputy commissioner 

of police, was also 

playing a waiting game as the 

court process dragged on. 

“We are still waiting for a 

hearing at which the judge will 

determine what will come of the 

material held by the police,” he 

said. 

“The discharged defendants 

will challenge the release of the 

information and the judge will 

decide. However, given the slow 

progress to date, I do not expect 

anything soon.” 

It is possible the legal argument 

regarding access will be 

destined for the High Court.

HRNZ officials’ concerns.

to heading south and playing in 

what is the pinnacle event for 

secondary school netballers and 

attracts 80 school teams from all 

over the South Island.

The team keeps in great spirits

SELWYN RURAL LIFE 

Up the creek with a plan 

The Rakaia Huts community has received 

more support for its biodiversity project at 

Boat Creek. 

A long-term project designed to improve 

biodiversity and restore native vegetation 

at Boat Creek Reserve, located in the 

Rakaia Huts community, has received 

$15,200 of funding from Environment 

Canterbury for weed control. 

The funding has been allocated through 

the Selwyn Waihora Zone Committee’s 

Action Plan budget for 2021/22. It will be 

used to remove willows, silver poplars and 

ivy from the edge of Boat Creek. 

This will allow an understory (lower 

layer of vegetation) of native trees and 

shrubs to be re-established along the 

banks of the creek. Native seedlings will be 

planted in the area once the woody weeds 

are removed, which will also provide an 

opportunity for native seed sources to 

naturally regenerate in the future. 

Project coordinator Hamish Jones said 

the restoration project, which began three 

years ago, has received dedicated support 

from the Rakaia Huts community, with 

locals volunteering thousands of hours of 

their time to create a sanctuary for native 

species to thrive in the peaceful recreation 

area. 

The reserve was used as a camping 

ground until the 1990s when ongoing 

flooding prompted its relocation to an 

adjacent site on higher ground. Over the 

last 20 to 30 years the reserve had become 

overgrown and unkempt until the local 

community decided to restore the area. 

“When we started the project, the grass 

was six feet high in places and the area 

along the creek edge was infested with 

blackberry, old man’s beard, willows, and 

silver poplars. It was so dense that you 

couldn’t even see the creek,” Jones said. 

To make the restoration work more 

manageable, Jones and his team of 

volunteers have divided the project into 

two stages. They are currently working 

on stage one which encompasses two 

hectares and includes Boat Creek. Stage 

two is 16 hectares and will be a long-term 

project carried out over the next decade as 

funding and volunteer hours permit. 

Six thousand native seedlings have been 

planted in the old campsite area with 

the remaining 2000 to be planted in the 

coming months. Hamish said the group 

has worked hard to identify which native 

plants can survive in wet conditions as the 

reserve area can flood several times a year. 

The flooding usually subsides within a 

few hours, but some ponding may persist 

during the cooler months. 

“We have identified wet forest native 

plants which can survive underwater 

for several weeks and moist forest plants 

that can manage 48 hours of submersion 

during a flooding event. It is important to 

do your research otherwise you can easily 

lose all your plants.” 

Jones said one of the key learnings 

from the project has been investing in 

maintenance and weed management. 

Care of volunteers was also important, 

especially in a project such as Boat Creek, 

which will span a decade or more.

September’s featured artist will be 

Barbara Jaine of Ashburton. Barbara 

is a well-known artist in Canterbury 

and throughout NZ and has long been 

associated with the Ashburton Art Society. 

She has won many awards over the years 

for her work in watercolour, oils, or 

mixed media, and she is also a dab hand 

at craftwork. This exhibition will be an 

arrangement of her work from throughout 

the years. Barbara is generous in sharing 

her knowledge and can often be seen 

mentoring new artists at the Ashburton 

Art Society’s Short Street studio.

Use a checklist to plan your garden

THIS YEAR’S winter has been 

wet and dreary but many hardworking 

gardeners are already 

preparing to welcome spring a 

few weeks early. 

It’s the perfect time to get ideas 

and create a checklist of plants 

(vegetables, herbs, flowers, natives) 

that interest you. 

Plan for your garden maintenance. 

This includes fertilising 

your lawns, turning over your 

soil, adding compost, replacing 

older plants, etc. Plan your plant 

orders and consider the timing of 

deliveries. 

Edible Garden 

It’s a good time to plant onions 

(California red onion, spring 

onions). They grow best in friable 

soil and they are perfect companions 

to spinach. You may want to 

try planting onions in containers 

too, if you have limited garden 

space. Onions need to be planted 

10cm apart and if you are planting 

them in rows, make the rows 

20cm apart. 

Garlic seedlings can still be 

planted at this time. If you are 

planting potatoes, you may want 

to plant garlic around your potato 

bed. Garlic has a pungent smell 

that can help ward off garden 

pests. Chit your seed potatoes 

to give them a good head start. 

Chitting means allowing the seed 

potatoes to sprout by placing 

them in a cool (frost-free), dark 

place (away from direct sunlight). 

This process is also called green 

sprouting. Plant the seed potatoes 

once the sprouts are 10-15cm. 

Add more flavour and colour to 

your meals with beetroot, broccolini 

and peas. These vegetables 

are generally cold-hardy. 

Strawberries are extremely popular 

this season. Many gardeners are

I’ve seen old tyres, pots and 

containers, vertical hanging

strawberries to feed a family of 5, 

you may want to consider planting 

four to five plants per person. 

A quick reminder – try to avoid 

planting crops in the same place 

as last year. It’s important to consider 

crop rotation. 

Flower Garden 

Take this time to think about 

your flower garden landscape. 

Have a plan to attract pollinators. 

More flowers present while your 

vegetable plants are flowering 

will help set the scene for more 

fruiting. Cornflowers, peonies, 

pansies, stock flowers – plant a 

mixture of flowers to encourage 

bees and beneficial insects to 

visit your garden. You may want 

to consider adding some curled 

parsley in your flower baskets. 

You may now also plant more 

herbs all throughout your garden: 

oregano, parsley, sage, thyme and 

coriander. At the moment, frosthardy 

creeping thyme is becoming 

a popular choice for ground 

cover. 

Natives 

Planting natives gives you 

flexibility because they are highly 

adaptable to the NZ environment. 

Ake ake green, manuka, kanuka 

and kowhai are flowering natives 

that are highly attractive to local 

birds and bees.

The general public is to be advised that a New 

Zealand Army Exercise will be conducted in the 

Weedons Forest & Berm area over the period 

22 – 26 August 2022. 

The exercise will involve up to 60 personnel of 

Bravo Company 2nd 1st Battalion Royal New 

Zealand Infantry Regiment from Burnham 

Military Camp. 

Training will involve soldiers patrolling with 

weapons by day and night within the forested 

areas. Expect our personnel to be camouflaged 

and concealed in the vicinity of roads. 

Blank ammunition and pyrotechnics will be 

used throughout the day and night over this 

period. 

The New Zealand Army takes fire risk seriously and 

will ensure fire mitigation is present.

Looking for a property – what really counts?

You are in the market for a new 

property, scrolling the Internet, 

examining properties for sale and 

zeroing in on those with potential. They 

might be in locations that offer cheaper 

land, larger houses, or convenience to 

work or school. 

You may have visited show homes 

and open homes becoming confused, 

overwhelmed or swept away with 

emotional factors like having 

everything new, or extra features such 

as three car garaging. 

To be happy with your choice, list the 

features that you need, considering: 

• Family space – Is there room for 

the children to play indoors and for 

television and entertainment units? 

Should this be open plan or separated? 

• Kitchen – What needs to be in 

your kitchen? How serious are you 

about a butler’s pantry? Is it a whim 

or something that offers a practical 

solution to the way you use your 

kitchen? 

• Bedroom sizes – What are optimum 

sizes? Smaller bedrooms may translate 

to slightly lower building costs while 

extra space can be useful. When 

looking at existing homes, consider 

whether the size of each bedroom is 

sufficient. 

• Garaging – A standard double 

garage once two cars are parked there 

offers little space for the toys. What 

toys do you have and could they live 

with the lawnmower in a garden shed, 

a cheaper option to three car garaging? 

If the budget allows and a larger garage 

with workshop is important, make it a 

selection priority. 

• Size of land – Lifestyle properties 

offer space for children, pets, hobbies, 

an expansive garden and perhaps a 

home-run business but they require 

work so are not for everyone and a 

compact section might be more sensible 

if a tight budget or busy lifestyle. 

• Bathrooms – Second and third 

bathrooms are great in homes with 

teenagers and a wet shower room is 

ideal for young children. A bath might 

be fashionable though is often not used 

and its absence could mean a more 

spacious bathroom. 

• Laundry – Would a laundry in the 

garage do the job? 

• Storage – How much storage do 

you need? Weigh up what can truly be 

stored in the garage once vehicles are 

in, a preference in winter. Garages vary 

in size so check the size to ensure your 

vehicles will fit. Look also at where 

else the house offers storage capacity 

such as in hall cupboards, a large hot 

water cylinder cupboard, wardrobes 

(check their width and depth), walkin 

robe, attic storage trusses, as well as 

the potential for hooks and shelving 

in the garage for bikes, tools, garden 

equipment and even kayaks. 

• Off-street parking – How many 

vehicles can be parked on the driveway? 

Will this space be sufficient? 

• Garden - Is there sufficient space 

for your children to play or for 

entertaining? 

A checklist will allow you to determine 

what will suit your needs, the point of 

the exercise, saving you time looking at 

properties or potential house designs 

while assisting you to decide whether 

to buy a new or existing home with 

both options having advantages and 

disadvantages.

Identifying the square metre rate 

The square metre rate (sqm) is the 

average cost of building each square metre 

of a house; calculated by dividing the total 

build price by the home’s total square 

metres. 

Sqm rates are not standard across 

all parts of a house with building costs 

varying between rooms. Garages cost 

considerably less than utility rooms like 

kitchens, bathrooms, and laundries so 

choosing high quality appliances and more 

features can ratchet up the build price. 

The cladding chosen is also relevant. A 

quoted sqm figure is likely based on brick 

veneer, the cheapest form of cladding, 

followed by plaster finish then cedar. 

Building a smaller house does not 

necessarily translate to a lower sqm rate. 

Certain costs are incurred regardless of the 

size of home. You still need an electrical 

switchboard and the same number of 

building inspections. The cost of drainage, 

hot water cylinder, garage door, and 

telephone and electricity connections will 

not differ significantly between larger and 

smaller houses. Building consent fees do 

vary with the size of house. 

Sqm figures are therefore guides, 

influenced by the features specified and 

type of build. The standard sqm figure 

quoted by a building company is generally 

based on construction of a standard 

house on a fully serviced section, on good 

ground. 

Ground conditions determine the 

type and cost of foundations. If building 

on TC1 land the foundations are more 

affordable than on TC3 land. Ease of 

connection of services like electricity and 

the internet are also a factor. For example, 

the distance from house to roadside is 

usually further on a lifestyle property. 

When a housing company quotes a 

square metre rate, it will likely refer to 

building the actual house, not external 

landscaping or other features. 

Some building 

companies offer 

turn-key packages 

where the build 

price incorporates 

an allowance 

for fences, 

driveways, paths, 

letterbox, some 

soft landscaping, 

and maybe a 

clothesline. You will 

want to ascertain 

what you will get for your money. 

A building company’s lowest sqm 

rate is likely (though not always) based 

on a standard stud and internal door 

height, and flat ceilings. Deviations like 

opting for over height doors or higher 

ceilings are usually extras with the build 

price increasing. Be aware of sales patter 

encouraging adding non-essential features 

you may not really want, and which might 

exceed your budget. 

The features incorporated into a new 

home impact on the sqm build price, a 

figure which can range from $1,600 per 

sqm for a standard house to over $3,000 

per sqm for an architecturally designed 

home. 

When visiting show homes, determine 

each company’s sqm rate and add-on 

features incorporated, for the home on 

view. Ask what is standard for each level 

within their range of builds. The figures 

will vary substantially between homes and 

companies. Gather plenty of information 

to gain an appreciation of what a quoted 

sqm figures represents.

There are lots of small things you could do to create 

a beautiful ambience. Aspects like lighting, décor 

and design contribute beautifully to create a warm 

and peaceful ambience. If you want to have beauty,

Getting rid of clutter and adding pops of colour 

with beautiful flowers can visually change the look 

of a room. A freshly baked cake or a bowl of shiny 

red apples on the table can delight the tastebuds.

it’s how they feel, too. Texture plays an important 

part in creating mood: think of the difference 

between cosy, chunky throws in winter and 

billowing, sheer curtains on a hot summer’s day.

says Rachel. “A room can be transformed with scent, 

changing the mood from vibrant and energising to 

soothing and restful”.

part and support small businesses it was imperative 

we worked with a local producer,” says Rachel.

Tessa. The COVID-19 situation and the lockdown 

period have made us reflect on our own health, 

wellbeing and rituals.” 

Tessa says she was thrilled to be approached by

says Tessa. We’re thrilled with this local partnership
