Aesthetics<br />
Aesthetics is a primary factor in placing lines underground (see Figure 1.2, illustrating New York City in the<br />
late 1800s). Most customers today prefer a more natural looking landscape, one that is not framed by wires<br />
and poles. To respond to customer concerns, most utilities have policies or procedures that prescribe how<br />
and when a utility places facilities underground. Chapter 7 discusses current policies and procedures that<br />
utilities are using to address these changes.<br />
