Figure 4.2, Total Distribution Expenditures, shows a steady increase in spending for overhead distribution<br />
until 2008, where it flattens out. The underground expenditures demonstrate a positive trend over this 13year<br />
period, but with a slight decline in the last three years. Because much of the electrical distribution<br />
system growth is driven by the construction market, a downward trend is not unexpected due to the recession<br />
the U.S. economy.<br />
