Taggers hit family home 

as crime wave 

increases

YOUTH CRIME escalated in 

Prebbleton at the weekend as car thieves 

spray-painted graffiti onto a family 

home. 

The homeowner discovered an 

obscene phrase on the outside wall of 

the house, on Edward Law Boulevard, 

about 2.45am Saturday. 

“It’s very disrespectful,” said the man, 

who did not want to be named. 

The Selwyn Times has pixelated the 

offensive word. 

Having something like that happen to 

his family home had been distressing, 

particularly considering it was a new 

home he and his partner had only just 

moved into about three months ago. 

“The more I think about it, the more 

frustrated I get with it,” he said. 

The man had been watching sport on 

TV in the early hours of Saturday when 

he heard car doors slamming outside. 

He looked out the window to see five 

offenders wearing surgical masks and 

hoodies apparently breaking into a 

white Toyota belonging to a neighbour 

parked on the street.

Plan to reopen hospitals 

RURAL HOSPITALS at 

Ellesmere and and Darfield 

are planned to reopen late next 

month. 

The closure of the rural 

hospitals was a temporary 

measure due to the challenges 

in providing safe staffing during 

the Covid-19 outbreak. Oxford 

Hospital which was also closed 

reopened in June.

are looking forward to providing 

services again in their local

and Murray’s niece, Aimee 

Edmonds, 

“We have been inundated 

small local facilities that provide 

mainly aged residential care to 

people, such as respite care and 

palliative care, allowing them to 

remain in their own communities,” 

said Hickmott. 

“We appreciate that relocating 

older people is disruptive and 

that the closure has been hard 

for some of our residents and 

with people wanting to show 

their support for Murray. We 

are sorry for those who still 

want to come but we just do not 

have any more room.” 

More than 300 people have 

bought tickets, with tables of 10 

selling for $650. 

The evening will also feature 

raffles and auctions, with 

proceeds going to the Edmonds 

family. 

“It says so much about 

our sport that so many people 

their whānau. Importantly, we 

needed to ensure our residents 

were living somewhere that had 

the staff resources to make sure 

they were well looked after during 

the pandemic. 

“Te Whatu Ora Waitaha 

is committed to investing in 

rural communities and we will 

continue work in partnership 

with them, and our staff who 

know their communities best, to 

continue to develop the service 

model of these facilities based 

on modern, evidence-based 

practice.” 

Mayor Sam Broughton said he 

was grateful the hospitals were 

re-opening.

Water chlorination begins next week 


CHLORINATION of drinking 

water will begin next week as the 

district council strives to meet 

new requirements. 

It comes as residents opposed 

to chlorination hold a public 

meeting tomorrow at Lincoln 

Event Centre. 

Chlorination is a public health 

measure being introduced by 

Government water authority 

Taumata Arowai. The authority 

was established following an enquiry 

into the 2016 poisoning of 

Havelock North residents from 

contaminated water, connected 

to the death of four people. 

All public water supplies must 

have chlorination operating from 

the week of November 15. The 

district council has confirmed 

its timetable – with separate supplies 

having chlorine added from 

September 12 onwards. 

While the district council has 

applied for exemptions from 

Taumata Arowai, it does not 

expect feedback on the applications 

until early next year. If an 

exemption was granted for a particular 

supply, the district council 

would be able to discontinue 

chlorination on that supply. 

A district council spokesperson 

said Selwyn was the first 

council in the country to apply 

for an exemption. 

CHLORINATION: The Water Services Act 2021 requires all councils to be able to chlorinate 

public drinking water supplies and begin chlorination by November 15. 

“The district council is continuing 

to work through the process 

of applying for exemptions using 

a risk-based approach,” they said. 

“Chlorination has been widely 

and safely used to treat water 

supplies around the world for 

more than 100 years, including 

the majority of water supplies in 

New Zealand.” 

Heather Morton, spokesperson 

for cleanwaterselwyn, for the 

residents organising tomorrow’s 

public meeting, said many 

people in the district believed 

there had been a lack of public 

consultation. 

“There are some areas of 

Selwyn with permanent 

chlorination already in place. 

But for areas which are not 

currently chlorinated, many 

residents want to keep their 

precious natural resource pure,” 

Morton said. 

A guest speaker would undertake 

a demonstration with live 

water tests. 

They have an online petition at 

change.org calling for chlorine 

not to be added to the district’s 

water supplies. It has about 1100 

signatures. 

Meanwhile, residents wanting 

to receive a reminder text or 

email when chlorination is due 

to begin on their supply can sign 

up to water alerts at selwyn.govt. 

nz/wateralerts.

advertisement taken out 

by anti-chlorination group 

cleanwaterselwyn regarding its 

public meeting tomorrow night. 

In the ad, the group stated 

district councillors had refused 

to participate in the meeting. 

But district councillors say 

they did not know anything 

about the meeting until they 

read the ad.

Our letter of invite went to

30 inviting him to speak

which was later extended to 

Three Waters as acknowledged 

in Sam’s reply back to the group 

on August 12. 

Sam referred the invite to 

his water services people who 

deemed it not appropriate to 

attend. Why, we are not sure on 

such an important issue. 

It was our expectation, 

however, that Sam would 

also pass the invitation onto 

his individual councillors 

and we had no further 

correspondence from the 

council so had to assume they 

were not interested in attending 

the meeting. 

We are pleased to see this 

is not the case, with some 

councillors who indicated 

their disappointment in our full 

page advert will now attend the 

meeting. 

An individual invitation was 

sent to each councillor on Friday 

September 2 asking them to 

attend and participate in our 

meeting.

land rezoning is delayed. 

That’s the view of real estate 

agent Chris Jones has given an 

overview of the housing market 

in expert evidence for two plan 

change rezoning applications to 

go before independent hearing 

commissioner Paul Thomas 

next week. 

The price of sections doubled 

in Rolleston last year, in the 

face of high demand and lack of 

supply. 

The Carter Group applications 

of Plan Change 81 for 28ha 

and Plan Change 82 for 110ha 

would together pave the way 

for 1670 new sections, pushing 

Rolleston’s town boundary west 

beyond Dunns Crossing Rd. 

Jones said the 2021 market 

had been “frantic” and “unprecedented.” 

Demand had settled 

slightly this year, and prices had 

stabilised. 

“This is a result of a shift in 

the market, but also availability 

of residential land which has 

recently been provided by rezonings 

in Selwyn,” he said. 

He considered further 

rezonings, as would be enabled 

by PC81 and PC82, would 

help Selwyn stay on top of 

future housing supply and 

demand. 

“If rezoning is put off any 

longer, there will be a window 

of no residential purchasing 

in Rolleston which will lead 

to prices sky rocketing again,” 

Jones said. 

Carter Group director Tim 

Carter said in his evidence 

which has been prepared for the 

hearing that it was inevitable 

Rolleston would grow out to the 

only feasible direction of the 

west. 

“It is only a matter of time, 

given the significant demand 

for residential land in Rolleston. 

The proposed plan changes 

supplement the PC73 site and 

provide for an integrated and 

comprehensive form for the entire 

west side of Dunns Crossing 

Rd,” Carter said. 

The PC73 rezoning application 

for 2100 sections on Dunns 

Crossing Rd was declined by 

the district council this year, 

but Carter Group has appealed 

the decision to the Environment 

Court. 

After hearing the evidence of 

expert witnesses and submitters 

for PC81 and PC82, Commissioner 

Thomas will make a 

recommendation to the district 

council on whether to adopt the 

two plan changes. 

The joint hearing for PC81 

and PC82 will be held at Te Ara 

Ātea September 12 and 13.

window, was left running, with window wipers going and 

lights on, in a park at Prebbleton on Sunday morning. 

Stolen cars found abandoned 

• From page 1 

The group quickly got into the 

Toyota and drove off when he 

turned on his outside lights. After 

getting dressed he went outside 

to discover an apparently stolen 

silver Mazda left on the street 

with its engine still running, broken 

glass on the road where the 

Toyota had been, and the graffiti. 

He called 111 and police arrived 

about one hour later. They had the 

Mazda towed so they could examine 

it forensically. Police returned 

later in the day and told him they 

had CCTV footage of the offenders 

from a neighbour’s camera. 

Police did not return calls or 

respond to questions from the 

Selwyn Times. 

The man said he had not been 

surprised about the stolen cars 

due to a run of similar crimes in 

Prebbleton recently, but had been 

surprised the offenders had gone 

to the extent of spray-painting a 

home with graffiti. 

He believed the offenders may 

not have bothered if he had fences 

around his home, or outdoor 

lighting on movement sensors. He 

was now considering installing 

security cameras. 

On Sunday there was another 

car found abandoned about 

5.30am. A resident posted to the 

Prebbleton Community Page, 

on Facebook, a photo of the car 

in a park on William St. It had a 

smashed rear passenger triangle 

window, its engine had been left 

running, its lights left on and 

windscreen wipers going. It appeared 

the vehicle had become 

stuck as it was driven around the 

park. 

Another resident reported their 

tenant’s car on Farthing Drive 

had been broken into the same 

morning, with smashed beer bottles 

left at the scene. 

The incidents are among a spate 

of car break-ins and thefts in and 

around Prebbleton in recent weeks. 

One weekend last month there 

was about 10 vehicles damaged in 

the township, with at least three 

broken into and one stolen.

Trudi’s cancer journey in print again

TRUDI JOHNSTON never 

expected her weekly newspaper 

column Living with a Brain 

Tumour to gain such a big 

following. 

For almost two years, the 

young Christchurch woman 

wrote a diary in The Star of her 

experience with cancer, unwavering 

in her determination to 

get something to print almost 

every week, even during her 

toughest times. 

Her readership grew quickly, 

as she gave an inspiring and very 

honest account of her journey, 

right up until her death in 2006. 

Sixteen years later, Trudi’s 

writing is continuing to have an 

impact, with the launch of a new 

book, Trudi’s Diary: Living With 

A Brain Tumour– a collection of 

her weekly columns in The Star, 

as well as photos and poems, 

detailing her life and experience 

with cancer. 

Trudi, who was born and raised 

in Oamaru, started writing the

While her parents, Pat and 

Jock, had some reservations, she 

convinced them that sharing her

of CanTeen, an organisation 

she had been involved in since 

her early teenage years, after she 

was first diagnosed with cancer 

– non-Hodgkin lymphoma – age 

8. She had been in remission for 

14 years, until the brain tumour 

was discovered. 

Writing a weekly column was 

not an easy assignment. Clarke 

warned Trudi that there would 

probably be times she would want 

to give up, and if things got bad 

for her health-wise, she would 

need to be honest and straight 

with readers. But she was up for 

the challenge, and shared her 

journey “warts and all’’ with 

readers of the two newspapers, 

inspiring so many people with 

her courage, honesty and relentless 

positivity, Jock said. 

Not wanting Trudi’s inspirational 

story to end up as just yellowing 

newspaper cuttings in the 

garage, Pat and Jock had always 

planned to get all of their daughter’s 

columns printed in book 

form as a tribute to a remarkable 

young woman and a record for 

family and friends. If it could 

inspire other young people living 

with cancer, that would be a 

bonus, they said.

newspapers, and 

Pat has also shared 

A Mother’s Tale 

of Trudi’s story 

up to when she 

started writing her 

columns. The book 

ends with letters 

of support written 

to Trudi and her 

family, and a 

selection of Trudi’s 

poems. 

While it had a sad ending, Trudi’s 

Diary: Living With A Brain Tumour 

was an inspirational book, full of 

humour and hope, Pat said. Trudi 

had remained positive throughout 

her treatment, never complaining 

and always looking forward. 

“It doesn’t mean she wasn’t 

concerned or worried about herself, 

as you can see in the diary,’’ she said. 

“She’d wake up at night and 

worry about the scan coming up 

and all the rest of it – she was only 

human. 

“She just had a good attitude to 

dealing with it.’’ 

For Pat and Jock, going back 

through all of 

Trudi’s columns and 

poems, and all the 

messages of support 

they had received, 

had been tough. 

But they knew 

Trudi would be 

“really happy’’ the 

legacy of her diary 

lived on, and her 

support for CanTeen 

was continuing, with 

proceeds from the 

book going towards 

the organisation that 

supports young New 

Zealanders impacted 

by cancer. 

Clarke said the 

book was a tremendous tribute to 

Trudi. 

“Trudi was a truly inspirational 

person, with a big heart and 

determination to match. When she 

was simply too unwell to write her 

column, my phone would ring hot 

from readers wanting to know why it 

hadn’t appeared, and if she was okay. 

“She captured the hearts of many 

people.”

Women’s issues group grows ahead of jubilee 


A ROLLESTON area 

women’s group is booming in 

membership as it approaches its 

25th anniversary. 

The Selwyn Women’s Issues 

Group has about 70 active members, 

compared to about 45 five 

years ago. 

“We are always getting new 

members, all the time,” said cofounder 

and current president 

Brenda Dunlop. 

Brenda established the group 

with the late Dorothy Oakley, 

who had been a member of 

Country Women’s Institute at 

the time. 

The pair had attended an institute 

seminar at Lincoln University 

together, and afterwards saw 

a niche for a new group focusing 

on hosting guest speakers, with 

no subscription fee. 

“Rolleston was a farming area 

then, and many women felt isolated,” 

Brenda said. 

Guest speakers had covered 

a multitude of topics over the 

years, many on health issues, 

which had helped members learn 

about their own health. 

“Through these different 

speakers, we have been able 

to get more confidence and to 

be able to be more open as a 

woman.” 

Speakers for the next meeting 

on October 12 were currently 

being confirmed. Topics likely to 

be covered included recovering 

from an eating disorder, and 

symptoms of osteoporosis. 

Brenda said growth in membership 

meant the club had to 

move from its original meeting 

place at the Lincoln Country 

Club to the more spacious 

Rolleston Community Centre. 

Meetings are every second 

Wednesday, every second 

month, featuring morning tea 

and two guest speakers, followed 

by lunch. The cost for the day 

is $20. 

Brenda said new members 

were always welcome. They were 

invited to the next meeting, as 

well as to the 25th jubilee in November. 

She also hoped former 

members who had moved out of 

the area would be able to attend 

the jubilee. 

Brenda said the jubilee would 

also be an opportunity to look 

back on a signature project the 

group had undertaken over the 

years, that of fundraising and organising 

fluorescent safety vests 

for primary school bus pupils 

across the district. 

Brenda had initiated the 

project after the death of a late 

member’s grandchild who died 

after being hit by a car getting off 

the bus at Lincoln. 

The group also supports charities 

such as Ronald McDonald 

House and Women’s Refuge.

A RABBIT rescue has been 

forced to close its doors to 

surrenders after a recent 

upsurge left it at capacity. 

Ever since Lucy Bell, 

of West Melton, opened 

the Christchurch Rabbit 

Rescue in January last year, 

she never had a small number 

of ‘buns’ in her care. 

“It’s literally never ending,” 

she said. 

There are currently 30 

rabbits in the rescue’s 

care, split between her 

home and that of her main 

volunteer. 

Bell said the cost of 

owning and maintaining 

a rabbit was a big part of 

why there were so many 

being surrendered. 

“Everybody in society 

that isn’t in the rabbit community 

just perceives that 

they’re the cheap, easy pet 

they were portrayed to be 

back in the 90s and they’re 

just not, to put it simply,” 

she said. 

By the time people 

realise how much rabbits 

actually cost to keep, Bell 

said they would end up 

messaging her. 

She suspected the recent 

escalation of surrenders, 

and de-escalation of adoptions, 

was due to the rise of 

inflation and people going 

overseas now the borders 

are open. 

To no fault of their own, 

food and necessities for 

rabbits are becoming unaffordable 

for the average 

family today, she said. 

Another part of it was 

how unchecked rabbit 

breeders are in New 

Zealand, and the lack of 

education for those adopting, 

Bell said. 

Breeders continued to 

pump out hundreds of rabbits 

every 33-34 days, but 

Bell still had rabbits that 

had been with her for over 

a year. 

Blake and Bianca have 

been with her for 547 days 

but there was no real reason 

for that. 

“They’re cute . . . there’s 

nothing wrong with them,” 

she said.

suggest places for abandoned rabbits that she 

knew were not good, so she decided to create a 

rescue centre. Blake and Bianca have been at the 

centre for over a year, but are ready to hop 

into the right home.

BACKYARD CRITTERS 

Flies help break down compost 

Mike Bowie is an ecologist who specialises in entomology (insects and 

other invertebrates). Each week he introduces a new species found in 

his backyard at Lincoln. His column aims to raise public awareness of 

biodiversity, the variety of living things around us. Check out the full list of

I LIKE TO compost our green 

waste at home and currently 

have three compost heaps full 

of tiger worms and many other 

invertebrate species helping to 

breakdown the organic matter. 

I recently started a worm farm 

after our neighbour Paul showed 

me his. I inoculated it with a few 

tiger worms and left it to do its 

thing. What was interesting was 

that the invertebrate composition 

is quite different between the 

standard compost and the worm 

farm. 

One species that has shown up 

in my new worm farm was the 

outhouse fly (Sylvicola notatus). 

As the fly’s common name 

suggests, it is associated with the 

dunny and the decomposition 

of poo, but they also break down 

other organic matter such as rotting 

wood, sap runs, manure and 

decaying vegetable matter. 

I recall seeing hundreds of these 

outhouse flies in the composting 

toilet at Hinewai Reserve when I 

last visited Hugh Wilson’s wonderful 

retreat. 

Worldwide there are about 90 

Sylvicola species, including five in 

New Zealand, with Sylvicola notatus 

being the most common here. 

The adult fly is 11-12mm long, 

has long grey, yellow and clear 

wings, a bristly brown thorax 

with cream-coloured stripes and a 

small head dominated by its eyes 

and antennae. Observations on 

iNaturalist suggest that September 

is the peak time to see adults. 

Larvae are 10-12mm, worm-like 

and brown and white striped. 

Meanwhile, when you think of 

the most irritating insect in New 

Zealand it is most likely people 

would say the sandfly. They can 

be the spoiler of picnics and holidays 

alike. 

Around the world these mini 

marauders are called blackflies 

and are in the family Simuliidae. 

New Zealand has at least 18 

species, fortunately only about 

three or four of the species turn 

to us for a nutritious blood meal. 

The remaining 15 or so species 

feed on honeydew, nectar, and 

blood from birds. Adults are 

2.5mm long, are black and have a 

humped thorax. 

The three nuisance species 

include the most common Austrosimulium 

australense, which is 

widely known throughout New 

Zealand; Austrosimulium tillyardianum 

which is found from north 

of Dunedin to south of Auckland; 

and finally, Austrosimulium ungulatum 

which is only in the South 

Island, but is most at home on the 

West Coast. 

It is only the females that bite 

you for your blood; little is known 

about the males as only a few 

have been found in New Zealand. 

While mosquitos pierce and suck 

our blood, blackflies cut our skin 

with a scalpel-like mouthpart, 

dribble into the pooling blood 

with histamine (a strong anticoagulant) 

and agglutinins to 

prepare the blood for digestion. 

The female blackfly then laps 

up the blood cocktail often before 

you realise it has bitten. In fact, it’s 

the chemical cocktail that irritates 

the hell out you, not the minute 

hole it’s made. 

Māori called these pesky insects 

namu and rubbed an infusion of 

ngaio leaves on their skin and burnt 

kawakawa leaves as a repellent. 

It is not surprising sandflies 

are common around streams as 

the larval stage is aquatic. They 

cling onto the underside of rocks 

in streams and filter-feed as the 

water flows by. 

Early entomologists introduced 

Australian dragonflies here in an 

attempt to get rid of the pesky 

blackflies, fortunately they did not 

establish. 

We should consider ourselves 

lucky that we don’t have 165 

species as they do in Canada, 

some of which bite scrotums 

of bulls and udders of cows 

mercilessly.

DAME NGAIO Marsh’s life was 

almost as much of a mystery as 

her famous detective novels. 

She lived a very private life, in 

spite of being dubbed one of the 

“Queens of Crime” alongside 

names like Agatha Christie, and 

selling more than two million 

copies of her novels. 

Her life was also full of dualities. 

When Dame Ngaio was not 

walking down the streets of 

London in her most extravagant 

fashion, she was rehearsing a 

play with students in a cold, old 

brewery in Christchurch, smoking 

cigarettes and eating chicken 

sandwiches for lunch. 

Living independently and 

providing for herself all her life, 

she was pretty unconventional 

for the times – an enigma. 

These days, her home, Marton 

Cottage on the Port Hills, has 

been turned into a museum and 

is preserved by Ngaio Marsh 

House and Heritage Trust volunteers. 

This year marks 40 years since 

Dame Ngaio passed away. 

All of this has inspired the 

Christchurch City Libraries 

to go In Search of Ngaio for its 

latest exhibition. Running until 

November 27, the exhibition at 

Tūranga (central city library) 

uncovers her work and life as a 

crime writer, theatre director, 

painter and mentor. 

“Amongst the material, a keen 

detective eye will be able to find 

rare manuscripts and writing 

notes (she burnt most of them), 

play production books, her own 

artwork and even a beret – her

Former Selwyn player named captain 

FORMER SELWYN United 

player Finn Surman continues to 

develop at lightning speed after 

he was named as the captain 

of the New Zealand under-19 

football for this week’s Oceania 

under-19 championships in 

Tahiti where the team aims 

to qualify for next year’s 

FIFA under-20 World Cup in 

Indonesia. 

Selwyn United head coach Lee 

Padmore said he is not surprised 

Surman has progressed to be the 

captain of the Junior All Whites 

at the tournament. 

“He’s a great character and 

character always shines through 

as people develop on their 

journey. Talent is enough to 

get you an opportunity, it’s the 

character that ensures you stay in 

that space and Finn has buckets 

of it,” said Padmore, who played 

a key role in Surman’s career 

by offering him a spot at the 

Wellington Phoenix Academy 

in 2018, where he was one of the 

academy coaches. 

After only three games in 

the Phoenix reserves, Surman 

was last year brought over to 

Australia as a back-up for the 

Wellington Phoenix A-League 

squad living in exile due to 

Covid 19 travel bans and 

soon found himself getting 

regular time in Australia Cup 

matches and the A-League as a 

substitute. 

Surman impressed Phoenix 

coach Ufay Talay enough to 

trust him as the starting 

centreback, when others suffered 

injuries, at the business end of 

the season. 

The Selwyn youngster earned 

plaudits from both sides of 

the ditch and in total played 

18 matches for the Phoenix 

first team and signed his 

first professional contract in 

February.

The lad from Prebbleton turns

remembers when he first pulled 

on a Selwyn United shirt nearly a 

decade ago. 

“I started playing football 

properly when I was 10 years 

old, starting at Selwyn United,” 

Surman said in a recent 

interview. 

“Selwyn not only gave me the 

opportunity to play football, but 

also allowed me to make great 

friendships and the club’s focus 

was always on making me a good 

person. Martin Allen was my 

first coach, and he was the one 

who helped me believe in myself 

which was important to me,” 

said Surman.

He remembers that playing for 

a the club on the outside 

of Christchurch, his team 

sometimes struggled to win their 

games and to be selected for 

things that other Christchurch 

players did. 

“But the coaches always pointed 

out that winning and selection 

for things weren’t important at 

that age, it was about learning and 

loving football.” 

Padmore says that Surman 

is the living proof that early 

selection is a very poor tool in our 

sport. 

“Finn was one that maybe 

didn’t get selected for everything 

at a younger age, but used it as a 

tool to drive his ambition long 

term,” says the Selwyn coach. 

“This early adversity has 

certainly allowed him to develop 

the skills off the field that drive his 

on-field ambitions.” 

Selwyn United’s director of 

football, Chris Brown first came 

across Surman when his was only 

10 years old. 

“I remember he was the 

same quiet, humble boy he is 

now, and just got on with his 

training, working hard to get 

better.” 

Brown said that the focus 

on individual development as 

opposed to teams winning is a big 

point of difference for the 

Selwyn United programme 

and something the club is proud 

of. 

“Finn is a great example of how 

we develop players as individuals, 

but he is definitely not the only 

one. 

“Our program has always been 

and will always be about the 

growth of an individual within 

the environment and what is right 

for them as well as making it as 

fun as possible which is the main 

goal.” 

Brown said that most players 

strive to emulate Surman, most of 

them will not be able to become a 

professional. 

“Every players has a different 

pathway and we support everyone 

the best way we can.” 

Surman said he was 

extremely grateful for the 

many people at Selwyn United 

who have helped him to get where 

he is now. 

“I cannot thank Lee (Padmore), 

Chris (Brown), Martin (Allen) 

enough. They taught me to love 

the game and were much more 

than coaches to me and are still 

mentors to me now. 

“Selwyn United is a great club 

and I want to say thank you for 

allowing me to love my football 

growing up”.

Springfield flood protection update 

Springfield residents are invited to a drop-in session to chat with 

Council staff about ongoing investigations into May 2021 flood 

event and possible flood mitigation options for the township. 

Dates for chlorination of 

remaining water supplies confirmed 

The Council has confirmed the timetable for chlorinating Selwyn's unchlorinated water 

supplies to meet new government requirements. 

The Water Services Act 2021 requires all public water supplies in New Zealand to have 

chlorination operating in the week of 15 November 2022. 

Selwyn has 18 unchlorinated schemes that require upgrades. The Council has been working 

through these; and has confirmed a work programme for the remaining schemes. 

Though, current planning indicates three schemes may be upgraded after 15 November, 

the Council continues to explore options to chlorinate these supplies sooner and under 

discussion with Taumata Arowai that all reasonable efforts are being made to meet the 

legal requirements. 

Chlorination has been widely and safely used to treat water supplies for more than 100 years 

– including the majority of water supplies in New Zealand. 

The Council has made a major investment in recent years to upgrade all its water supplies to 

have a multi-barrier approach, using filtration, UV treatment and other barriers at all water 

treatment plants. The required chlorination adds protection for when water is in the pipes 

between the treatment plant and users. 

The Council was the first in the country to apply for an exemption from chlorination. It is 

continuing to work through the process of applying for exemptions, using a risk-based 

approach and is expecting feedback from Taumata Arowai on these applications in 

early 2023.

CultureFest set to amaze 

Travel around the world in Lincoln’s backyard this Sunday (11 September). 

Hosted at the Lincoln Domain, at CultureFest you can indulge your senses by tasting 

delicious ethnic foods from over 35 stalls, watch traditional performances from around the 

world and play traditional games from Kī-o-Rahi to Filipino Street Games. 

Joint secretary of Nepal NZ Friendship Society of Canterbury, Narayan Nepal says being part 

of CultureFest is very important for his group, because it aligns with their society’s motto. The 

society aims to foster friendship between New Zealanders and Napali origin migrants and 

invite local guests to witness and enjoy Nepali art, food, culture and lifestyle. 

Polonus Polish Folk Group leader Ela Sawicka says 

they have been a part of CultureFest every year since 

the beginning, and are passionate about dancing, 

performing and everything Polish. 

“We love to perform at multicultural events; it is 

gratifying. We also share our love of Polish food and 

enjoy being a part of CultureFest and the interaction we 

get with the audience.”

Aotearoa Tamil will be joining for first time. Former 

Tamil Journalis Mayyappan Raman founded the group last year and says he's looking forward 

to showcasing the group and teaching people a few Tamil words through games and fun and 

highlight that Tamil is one of the world's oldest languages, dating back to 350 BC. 

Council Water Services staff will be on hand to answer questions 

about the process so far project. Staff will discuss the May 

2021 flood event, what caused the flooding issues experience, 

opportunities that have been identified for mitigation. A preferred 

option has been identified however there are a number of 

challenges to implementation. 

The meeting will also be an opportunity for the community to 

give feedback on the possible options. 

Sensory Space landscapers win 

national awards 

Selwyn company Morgan and Pollard Landscapes has won one 

of the country’s top landscape awards for its work on the Sensory 

Space next door to Te Ara Ātea. 

The company won a Premier Award for the Best Construction 

Project of the Year at the 2022 Master Landscapers New Zealand 

Landscape Awards for its construction of the space in the new 

Rolleston Town Centre. It also won a Gold Medal for the best 

construction project over $100,000. 

The Sensory Space—designed by Council landscape architects—is 

for residents of all physical abilities and neurodiversity. It engages 

all the senses with a mix of water features, musical elements, 

seating, gardens, pathways and art. 

Morgan and Pollard Managing Director Adam Pollard says his team 

thoroughly enjoyed the project and working alongside the Council's 

landscape architects. 

"It's not often we get to work on such a large sensory space and it 

was one of those projects where we could provide a lot of input, 

from choosing the materials to placing the mosiacs, and finding 

all sorts of sensory items. We're delighted the judges felt the same 

way we did about this amazing project." 

The space was designed with input from Waitaha School staff and 

pupils and Barrier Free Trust, with art from Selwyn primary schools 

and mosaics 

designed and 

crafted by

With just over a week to go until voting opens in the 2022 local elections, it’s time to get to know

The road is fully open to two-way traffic from Kingsdowne Drive to Maddisons Road. A shoulder closure 

is in place for Orion contract works, on the Newtons Road intersection through to end August. Manual 

four-way stop/go will be required on some days. 

Other repairs and upgrades 

Flood repairs are taking place on Craigeburn Road from SH73 and on Algidus Road. 

Stop-go controls are in place for pot hole repairs on Henry Street. 

Repairs and maintenance are taking place on Selwyn Lake Road from SH1 to Rakaia 

Selwyn Road and from Lake Road South to Leeston Road, as well as on Tramway Road 

and Pooles Road.

Latrell runs like league star namesake

BEN HOPE MAY have been 

lamenting his footy team’s 

loss on Friday night, but his 

spirits were boosted on Sunday 

when Latrell won on debut at 

Ashburton. 

Named after one of Hope’s 

favourite rugby league players, 

South Sydney Rabbitohs fullback 

Latrell Mitchell, the three-yearold 

gelding made light work of 

his opposition when running 

home to score a comfortable 

three-length victory in the Happy 

Birthday “Trevor Robertson” 

Trot (2400m). 

The son of Dream Vacation 

was backed into $2.30 

favouritism off the back of his 

trial victory last month, and 

Hope was happy to deliver for 

punters. 

“It was a perfect start,” said 

Hope, who bred, owns, trains 

and drives the gelding. 

“He trialled really well last 

week so it was good for him to 

transfer it to race day.” 

Hope has plenty of time for 

the gelding and is in no rush to 

make any concrete plans with 

him. 

“I have got no immediate plans 

with him. I will just see how 

he comes through the run and 

make a plan from there,” he said. 

“I have got quite a big opinion

of him so I don’t want to rush 

him too much.” 

While Hope loves training and 

driving, he also has a big passion 

for breeding, and he is enjoying 

plenty of success with his broodmare, 

Unyielding Spirit. 

The Love You mare is the dam 

of Latrell, as well as two-win 

Muscle Yankee gelding Tedesco, 

and Father Patrick Yearling filly 

South Sydney. 

Hope has been pleased with 

all her progeny but rates Latrell 

as the best horse out of the mare 

to date. 

“She has had two of racing age 

and Tedesco is a nice horse, but 

Latrell is the best one out of the 

mare so far. He is quite a nice 

horse,” Hope said. 

Set to foal to Majestic Son in 

the coming weeks, Hope has already 

lined-up her next mating. 

“I dropped her off at stud yesterday 

and she will be due to foal 

in a couple of weeks,” he said. 

“I will probably go to Dream 

Vacation. He is obviously a bit 

of an older stallion, but I have 

spoken to a couple of people and 

apparently there is a bit of his 

semen around. 

“I have a high opinion of Latrell, 

so it would be good to get a 

full-sister or brother to him.” 

Meanwhile, Hope is hopeful 

his team, South Sydney 

Rabbitohs, can get their season 

back on track this coming 

weekend. 

“They lost on the weekend but 

in my opinion they are going 

to be a good chance in the first 

week of finals to get into the next 

round. Hopefully I am right,” he 

said.

of Commerce chief executive 

Leeann Watson says employers 

have to be prepared to tell their 

story and explain their purpose 

to a new generation of workers, 

who are more likely to be concerned 

about their work aligning 

with their values. 

“In this market, you are being 

interviewed as much as you are 

interviewing,” Watson said. 

Another Christchurch-based 

employer adapted their job advert 

to focus more on the company 

culture and had an extraordinary 

response both in the volume and 

quality of candidates – receiving 

over 100 applications. A similar 

job was advertised by another 

company who received just 10 

applicants. 

To help employers grow 

their staff, ChristchurchNZ are 

currently running a series of 

workshops focusing on diversity, 

equity and inclusion. Aimed at 

small-to-medium-sized businesses, 

they will support managers 

and CEOs in fostering inclusive 

workplaces and open them up to 

invaluable diverse thinking.

One example is Henry Nguyen, 

who came to New Zealand 

from Vietnam in 2015 to study 

at Ara. Henry says he was drawn 

to New Zealand both for the 

scenery and the reputation of our 

education sector. 

“New Zealand is a gorgeous 

country and Kiwis are so 

friendly. The course at Ara was 

good, but the people I got to 

study beside were better – everyone 

is innovative and helpful. 

People respect you and want you 

to grow.” 

In 2018, Engineering New 

Zealand named Henry student 

engineer of the year. Then, 

after completing his Bachelor 

of Engineering Technology, he 

worked in Christchurch as a 

mechanical design engineer. It 

was in this job Henry noticed 

he spent a lot of time at his desk 

without moving. 

“I had foot and back pain, and 

I couldn’t find anything that 

really helped me.” 

This led to his launch of a 

start-up called Vanteks in 2021, 

with his first product being the 

Senpro 1, a simple device that 

monitors desk posture, giving 

alerts when a correction or

wanted to be an inventor.”

Buzz Club, and the Ministry of 

Awesome. 

“I’m really proud to launch this 

technology,” Henry says, “and 

I want to grow the business. I 

know this can have an impact on 

people around the world.”

industries, were announced in July. 

The award was the second win for the LLUR in eight 

months. Late last year, the LLUR won an Australasian 

Land and Groundwater Association Industry Excellence 

Award, in the “Innovation that has Advanced the Practice 

of Contaminated Site Assessment” category. 

The register contains details of site activity, investigation 

records, aerial photography, and a bespoke database 

of contaminated site records, and links to a document 

management system. 

It is free and easy to use, and users can identify 

pieces of land, access information held on that land, 

obtain site specific data, and download records and 

investigations straight to their device. 

It meets our Resource Management Act duty to 

investigate and monitor contaminated land for the 

purposes of regulation, data management, and analysis. 

Science team leader Stephanie Koviessen said they were 

proud of the tool and thrilled to see the team’s joint effort 

acknowledged. 

Koviessen said the tool had the huge advantage of 

enabling people to freely search the database. 

“In addition to 25,000 free property statements that were 

downloaded last year, consultancies have been able to 

directly download 1600 Site Reports which are available 

via our obligation to make information available to the 

public.” 

It also significantly saved on staff time and 

resources. 

“Staff no longer need to respond to these enquiries 

which would be made through the normal council 

communication channels, Koviessen said. 

The development of the listed land use register began 

in 2007, but a full upgrade was undertaken last year in 

partnership with Stratos Technology Partners. 

The upgrade provides an improved customer experience 

with additional functions, including a new option to 

download reports and information. The system now 

provides the very latest in accessibility to those seeking 

land information.

New milking routine shows 

positive results 

Lincoln University Dairy Farm 

(LUDF) is a demonstration farm, which 

showcases new management techniques 

to farmers based on the latest science and 

innovations. Last season, LUDF adopted a 

ten-in-seven milking routine. The herd is 

only milked 10 times per week, compared 

to the usual 14 times. 

The cows are milked twice a day on 

Monday, Wednesday and Friday, and once 

a day on Tuesday and Thursday at 8 am, 

11 am on Saturday, and 8 am on Sunday. 

This is based on DairyNZ research carried 

out in Canterbury, which confirmed cows’ 

milk production only dropped by 5% on 

a variable milking routine compared to 

twice a day. 

Ten in seven milking has had great 

outcomes for staff well-being at LUDF. 

With three full-time staff on the 550-cow 

farm, the lower workload at the weekends 

allows for more time off for staff with a 

five-day on, two-day off roster. There 

are also only three early starts per week, 

which can be shared amongst the staff. 

Understandably, the staff are very happy 

with the new milking routine, with more 

time for family and personal time. 

LUDF cows have a pasture-only diet, 

with twice a dairy milking the cows were 

producing 500 kilograms of milk solids 

(kgMS). Last season they produced 

464 kgMS per cow. This was a 7% 

drop from normal, it was a challenging 

year. This season, the farm manager Peter 

Hancox is striving to have the cows back 

on track with a 475 kgMS per cow. 

The cows responded well to the variable 

milking too. With less walking each week, 

there were notably fewer lame cows. The 

cows were able to hold the milk for longer 

periods without any impact on their 

udders. The DairyNZ research also noted 

a positive impact on cow condition - body 

fat cover - at the close of the season. With 

lower milk production, the cows do eat 

slightly less feed for the season. 

While the production drops by 5%, the 

drop in income is offset by cost savings. 

Less feed used, savings in labour, animal 

health and winter grazing with betterconditioned 

cows are significant. At a 

$7 per KGMS milk price, the impact on 

profitability was minimal. 

LUDF is also incorporating plantain 

into the cows’ diet with the planting of 

the variety, Ecotain. Current research 

by Lincoln University and DairyNZ 

concludes that a 30 % intake will 

significantly reduce nitrogen leaching.

Chlorination Upgrades 2022 

New Zealand’s drinking water laws have changed. 

Under the Water Services Act 2021, all councils must chlorinate all public drinking 

water supplies by 15 November 2022. Selwyn District Council has started applying 

for exemptions for its previously unchlorinated supplies and is expecting feedback on 

these applications from Taumata Arowai in early 2023. 

If you’re on a water supply that isn’t currently chlorinated, we will be installing 

chlorination in order to comply with the law as per the below timetable.

THIS MONTH, a start can be 

made on sowing the hardier 

vegetables but the likes of runner 

beans, pumpkins and corn 

should be left until all likelihood 

of frost has gone. 

However, these tender vegetables 

can be started in seed trays 

in a glasshouse or in a corner of 

the laundry. 

To have peas over a long period, 

start sowing them now and 

continue to sow small amounts 

about once a fortnight. 

Although broad beans can be 

sown, they do not produce as well 

as those put down in autumn and 

also seem more prone to rust. 

If you want potatoes for 

Christmas, start planting early 

varieties (Jersey Benne, Swift) 

and cover them until frost danger 

has passed. Potatoes do best in a 

rich, slightly acidic soil, so add no 

lime. Compost, rotted turf and 

decayed lawn clippings can be 

added to the soil, which should 

be moist but well drained, so dig 

as deeply as possible, without 

bringing subsoil to the surface. 

Maris Anchor is a useful early 

potato that can be planted after 

Jersey Benne for, as well as being 

used as a new potato, Maris Anchor 

shaws can be left to mature 

and older potatoes eaten mashed. 

Using cloches enables seeds to 

be sown about a month earlier 

than in the open ground. Cabbage, 

lettuce, cauliflower and 

silverbeet seedlings can be raised 

in one large cloche with the ends 

closed up, giving protection from 

sudden changes of weather. 

Shallots can be planted in rich 

soil and a sunny site. Plant 20cm 

apart with 30cm between rows. 

Keep asparagus plots clear 

of weeds. As soon as the first 

asparagus growths appear, apply 

nitrate of soda (28g per sqm) 

or apply liquid manure at fortnightly 

intervals. 

A top dressing of blood and 

bone forked lightly into the 

surface of the soil will improve 

rhubarb stems. 


Flowers 

Sweet peas have been a popular 

garden annual since first being 

introduced into England at the 

end of the 17th century and the 

original variety, Cupani, is still 

available. A burst of hybridising 

at the end of the 19th century 

and early 20th century marked 

the development of the modern 

sweet pea, particularly the 

Spencer types. Dwarf sweet peas 

such as Bijou need no staking, so 

can be grown in an open area. 

Sow sweet pea seed outdoors in 

early spring. 

Chrysanthemum cuttings can 

be taken now. Rooted pieces 

from the edges of plants will develop 

quickly but unrooted slips 

will soon root if placed around 

the edge of a pot of sandy 

soil and kept moist but not 

saturated. 

Seedlings and cuttings that 

have been grown under shelter 

since autumn should now 

be hardened off. Give them 

ventilation and expose to full 

sunshine during the day but keep 

them protected at night. Start

NOTIFICATION OF PRIVATE 

PLAN CHANGE REQUEST 79 

Birchs Village Limited have lodged a private plan change request (PC79) 

with Selwyn District Council pursuant to Clause 21 of the First Schedule, 

Resource Management Act 1991. 

The proponent has requested changes to the Operative Selwyn District Plan 

to rezone approximately 37 hectares of land in Prebbleton from Rural (Inner 

Plains) Zone to Living MD and Business 1, to facilitate the future development 

of approximately 400 residential sites. 

The affected land is located on the southern side of the Prebbleton township, 

bounded by Hamptons Road and Birchs Road. 

The proponent has requested amendments to the Operative Selwyn District 

Plan that include: 

• amending the District Planning Maps to rezone the subject land 

• incorporating an outline development plan to coordinate and guide the 

future development of the site. 

The private plan change request and associated documents can be read at 

Council’s Rolleston offices, and can be viewed online at service centres and 

public libraries in Darfield, Leeston, Lincoln and Rolleston or at

Any party who is not satisfied with the Council’s decision may then appeal to 

the Environment Court.

Marketing your property – 

what does it mean? 

Marketing a property is more than presentation and advertising. 

Conceptually, marketing is identifying 

what prospective buyers are looking for 

then providing this. For example, larger 

homes and sections may appeal more 

to families. Young couples starting out, 

generally have tight budgets leading 

them to smaller properties, while older 

people may be looking to downsize. 

Brand new has a particular appeal 

however there will always be a market for 

established homes. Having a picture in 

your mind of the type of buyer will help 

in determining the features to emphasise. 

If repairs and maintenance need to be 

carried out before putting the property 

on the market, seek the advice of a real 

estate agent. They can advise on what 

tasks are worth completing and what 

might be unnecessary expense. 

Installing a new kitchen or changing 

the carpet may lift the house but will 

the expense be recouped in the sale 

price? On the other hand, modernising 

an outdated kitchen or bathroom could 

make a huge difference to the look of 

the place. Avoid going overboard unless 

the capital value of properties in the area 

justifies this. 

Real estate agents are in contact with 

prospective buyers so aware of what they 

are looking for. Draw on their expertise 

and advice to help make the most of the 

selling opportunity. 

Establishing a relevant and fair price 

for a property is important. Most 

agents calculate this based on the price 

properties in the area have sold for, and 

what a particular property has to offer. 

A unique or exceptional property may 

justify a higher price, though run-down 

properties can gain more than they 

appear to merit. This might be due to the 

area or other factors that suggest a good 

investment. 

When promoting a property, mix it up 

and be creative so your property stands 

out from the rest. TradeMe is a must; 

checked by most people looking to buy. 

Present the features the property offers as 

benefits to potential buyers. 

Erect a sign outside the property. 

People stop and look at photographs and 

this might spark sufficient interest for 

them to visit an open home. Spending 

a fortune on massive advertising 

campaigns in every media might seem a 

way to attract potential buyers but may 

be an unnecessary expense without the 

return. A better philosophy could be a 

little often. This will depend on the value 

of the property, your budget and how 

best to reach target buyers. 

Buyer perception is also significant. 

For example, properties that sit for a 

while can become stale. Resting the 

property by taking it off the market for 

a short time, then relisting perhaps in 

spring or when sales in the area appear 

to lift a little, can make a difference. 

However, if a property does not sell 

immediately there is no need for panic or 

dropping the price. It may simply be that 

the right buyer has not yet come along. If 

the mix is right your property will sell.

Buying a lifestyle block 

City life getting you down? Dreaming of 

living in the country, where you ‘commute’ 

from the breakfast table to a barn or your 

home office? It might look like an easy life 

but buying a lifestyle property can be a 

complex business. 

While living in the country has much 

to recommend it, you need to do more 

preparation for buying a place there than 

buying a pair of gumboots and comparing 

the merits of ride-on mowers. 

We recommend comprehensive due 

diligence when buying any kind of property, 

but rural ones come with a whole extra set 

of things to think about compared to buying 

a straightforward stand-alone home in 

town”. 

While it’s tempting to focus on the dream 

wish list for your bucolic bolt-hole, but you 

should also compile a list of issues to be 

aware of (and people who can help you learn 

about them). 

“If the property you like is being sold by 

a licensed real estate agent, remember that 

you can ask them anything you like about it”. 

“Rural real estate agents have special 

skills in this area and they’ll be able to help 

you figure out what information you need 

to make a well-informed decision. It’s also 

a good idea to get your lawyer onboard 

early to check titles, consents and other 

information that you gather in the process.” 

It might feel like you’re getting away from 

it all when moving out of town, but rural 

developments can be subject to rules that 

restrict what you can do. REA recommends 

getting your lawyer to check if there are any 

covenants on the property that might have 

an impact on a future business you may 

run there, or any planned building projects. 

You don’t want to invest in an alpaca herd 

for your new dream property only to find 

that it’s not allowed to carry any livestock. 

Similarly, it would be tough to discover that 

your subdivision plans are not permitted by 

council rules. 

Be aware that there may be tax 

implications if you’re planning to use the 

property as a business. 

“In general, if it is currently being used for 

a business that is tax-registered – whether 

that’s selling organic eggs, grazing stock 

or running a B&B – then the seller will 

probably add GST to the price. This means 

you’ll pay an extra 15 per cent, unless you 

are also registered for GST. Ask your lawyer 

or accountant to check if the house or any 

other buildings on the property are GSTexempt. 

They will also be able to advise you 

on whether you need to be GST-registered.” 

A good place to start when trying to 

figure out what tax obligations might 

attach to your purchase of the property 

is Inland Revenue’s property tax decision 

tree (available at http://www.ird.govt. 

nz/property/property-terms-and-tools/ 

property-decision-tree/), but keep in mind 

that it is always best to seek professional 

advice before you make a decision. 

Rural properties (like all properties) can 

also have easements on the title that relate to 

access, water or power. You should ask your 

lawyer to check the title and work out what 

the easements are, and how they will have an 

impact on your rights and responsibilities as 

an owner. 

“For example, if the title allows a 

neighbour access to a piece of their land 

through your property, do you have any 

right to limit the type and frequency of that 

access if you buy it?” 

Be aware too that there may be ‘unofficial’ 

easements operating; the incumbent 

owners may have an informal arrangement 

with their neighbours, but this may not 

remain when the property passes into new 

ownership. 

Things that we take for granted when 

living in urban environments, like water, 

sewage and access, can require more 

involvement in rural areas. Check the water 

sources for the property – if it has its own 

bore, are there limits on the amount of 

water you can draw from it? What is the 

process for ensuring it is safe to drink? What 

happens to wastewater and sewage? Are you 

prepared for life with a septic tank? Will the

What really counts 

You are in the market for a new property, 

scrolling the Internet, examining 

properties for sale and zeroing in on those 

with potential. They might be in locations 

that offer cheaper land, larger houses, or 

convenience to work or school. You may 

have visited show homes and open homes 

becoming confused, overwhelmed or 

swept away with emotional factors like 

having everything new, or extra features 

such as three car garaging. 

To be happy with your choice, list the 

features that you need, considering: 

• Family space – Is there room for 

the children to play indoors and for 

television and entertainment units? 

Should this be open plan or separated? 

• Kitchen – What needs to be in your 

kitchen? How serious are you about 

a butler’s pantry? Is it a whim or 

something that offers a practical solution

• Bedroom sizes – What are optimum

You may have seen the ads where people 

use their home equity to supplement their 

superannuation, do repairs or even take 

a long-awaited holiday. As your home is 

often your biggest asset, it pays to know 

what you are getting yourself in for, as 

reverse mortgages come with advantages 

and disadvantages. You should obtain 

independent legal and financial advice, 

talk with your family before making any 

decisions, and be aware of all the facts. 

What is a reverse mortgage? 

Your property has a specific value, and 

you can borrow an amount of money 

in the form of a loan based on that 

value. However, the bank will dictate the 

percentage of your home’s value you can 

borrow. The loan is paid back when you 

sell the house or pass away. You are not 

required to make regular repayments, and 

interest is calculated on the outstanding 

balance and added monthly to your loan 

(compounded). Some borrowers make 

voluntary repayments to reduce the balance 

and interest charged. Once you sell your 

property, move into long-term care or 

pass away, your loan needs to be repaid. 

This repayment includes the original loan, 

accumulated interest and fees. 

Do I qualify? 

You must be over 60 years, own a 

freehold home, or a standard mortgage 

the reverse mortgage can pay off. Some 

properties, such as lifestyle blocks, farms, 

and retirement villages, may not be 

considered for reverse mortgages. 

Advantages: 

• You can spend the money on anything 

you want. 

• You can take a lump sum or regular 

instalments. 

• You can borrow 15-40% of your property’s 

value based on age. 

• Depending on repayment interest rates, 

increasing house prices may reduce the 

loss of equity when it comes time to repay 

the loan. 

• Some lenders guarantee no negative 

equity (loan balance exceeds your home 

value), and your estate will not have to 

pay the difference. 

• No repayments are needed 

until you sell, and you will 

never be forced to move. 

Disadvantages: 

• You must remain in your 

home and not rent it out or 

move into care without selling 

and repaying the loan. 

• You may be required to meet 

ongoing property expenses, including 

house insurance, rates, and property 

maintenance. 

• There are significant fees charged for the 

set-up. 

• Lenders charge higher-than-mortgage 

interest rates. 

• Interest rates are floating that can change
