• The PLSO BOD has moved to pursue the creation of the
PLSO Foundation.
• The Oregon State Board of Examiners for Engineering
and Land Surveying is working on developing standards
relating to the practice of surveying.
• PLSO has been taking an active role in the opposition to
the proposed Light Squared network. This remains a very
important and controversial topic to our profession and
has major destructive implications to the use of precise
GPS Equipment.
UTAH
• Conference - 2012 Conference to be held February 9 & 10
at the Dixie Center, St. George, Utah. Featured speaker is
Dennis Mouland.
• The UCLS and the Utah Association of Counties (UAC) are
working together to update the State code that requires
filing surveying in Utah. Also working on guideline for
filing corner records in Utah.
• The Utah Division of Occupational and Professional
Licensing (DOPL) are on board with making a 4 year
degree mandatory for licensure in Utah. If the current
plan proceeds, Utah will require a 4 year bachelor’s degree
starting in 2012 with a grandfather clause that will expire
in 2020.
• UCLS is monitoring a complaint filed with the Division of
Occupation and Professional Licensing that says a licensed
Geologist is practicing surveying without a license.
• The Membership Committee of UCLS is having a
membership incentive drive which includes winning
prizes for being an involved member throughout the year.
Attending the annual conference, monthly meetings,
writing articles, serving on committees, etc. will earn
points towards prizes for members.
WASHINGTON
• Membership: 1143
• Conference: March 7-10, 2012 in Seattle at the Tulalip
Resort & Casino
• LSAW offering a reduction in dues for any member
working less than 24 hours per week
• LSAW has committed to sponsor 2 teachers for the 2012
TwiST program.
• LSAW Foundation announced the award of 6 scholarships
totaling $6000.
WYOMING
• Membership: 271

• Conference: February 2 & 3, 2012 with the Wyoming
Engineering Society. Featured speaker is Curt Sumner.
• Paul Scherbel was nominated and approved for Life
Membership with PLSW.
• PLSW received an award for the PLSW “Lines and Points”
publication. The NSPS Plaque was presented at the Fall
Technical Session.
CONFERENCE COMMITTEE – RON WHITEHEAD,
CHAIRMAN
• Ron Whitehead reported the New Mexico Association of
Land Surveyors and the Utah Council of Land Surveyors
have indicated interest in jointly sponsoring a conference
with WFPS in 2013. A conference committee was
established to review the proposals.
DIRECTION COMMITTEE-
• Chairman Baldwin requested several individuals
volunteer to put together an outline of how to implement
the following proposed programs: Conference; Speaker’s
Bureau; Workshops; GIS Education
NCEES –
• Fundamentals of Surveying Exam is on track to
become a computer and academic based test in 2013.
• NCEES has a free Registered Continuing Education
Program www.rcep.net which allows an individual to
track his/her Continuing Education Record. NCEES
evaluates providers for a nominal fee.
• The American National Standards Institute (ANSI)
recognizes the Model Law Surveyor as a standard
for a Professional Land Surveyor. The full text of the
MLS standard can be downloaded at www.ncees.org/
asd.php
• NCEES Board of Directors has been approached by
the EPS (Exam for Professional Surveyors) Committee
to assist in supporting the TwiST program on a
national level.
• Total number of resident licensees in the United
States as of August 2010 is 44,448. Up from 2009
when there were 39,632. Inquires made to the
NCEES staff regarding this information have lead to
the belief by the staff that member boards have under
reported for the 2009 number.
