reformproposals.<br />

An independent panel,chairedby<br />

former Waimakariri District Council<br />

chief executiveJim Palmer,has<br />

comeupwith 29 draft<br />

recommendationsand anumberof<br />

questions .<br />

Among the proposals are scenarios<br />

for the future structureoflocal<br />

government, includingmovingtoa<br />

unitary authority model with local<br />

community boardstoensure some<br />

local representation.<br />

Apopulation of no less than70,000<br />

would be necessarytobesustainable,<br />

the reportsays, meaning underthis<br />

scenario the Waimakariri District<br />

Council could survive, but Hurunui<br />

and Kaikōurawouldnot.<br />

Other scenariosincludedlocal<br />

councils and mayorscontinuing to<br />

operate undereitheraregional<br />

council and mayor,oracombined<br />

authority with an elected mayor and<br />

representatives from thelocal<br />

councils.<br />

‘‘I can’t help butsee averysimilar<br />

situation to after the [2016]<br />

earthquake when they saidthatwe<br />

werehistory.<br />

now we in abetter position thanwe<br />

haveever been.<br />

‘‘Wehave doneitwithalot of work<br />

and alot lessmoneythan the officials<br />

saidweneeded to spend.’’<br />

HurunuiMayor Marie Black saysit<br />

‘‘would be avery sad day’’ if local<br />

representation was lost.<br />

‘‘Havingasenseofbelonging anda<br />

placeofbelonging is important to<br />

people,but when youmarginalise<br />

people because they don’t have the<br />

numbers theycan losethat.’’<br />

The panel was set up 18 months ago<br />

by LocalGovernment Minister<br />

Nanaia Mahuta.<br />

Suggestedchanges include<br />

allowing 16­year­olds to vote, Mana<br />

Whenua appointees potentially<br />

sitting alongside electedMāoriward<br />

councillors, moving allcouncilsto<br />

theSingleTransferableVotesystem,<br />

four­yearterms and more money for<br />

councillors.<br />

Thereport also addresses<br />

‘‘unfunded mandates’’, where central<br />

governmentpasses on<br />

responsibilities to local government<br />

such as liquorlicensingand building<br />

regulations withoutthe necessary<br />

funding.<br />

MrsBlack saysthere are no<br />

surprises in thereport’s core<br />

principles, but ‘‘thedevil will be in<br />

thedetail’’.<br />

‘‘I support local government as the<br />

best placetoservelocal<br />

communities, butwhenthere is no<br />

funding to train staff or implement<br />

new regulations it places the burden<br />

on ratepayers.<br />

‘‘If we canpressure governmentto<br />

providethe funding, then we can<br />

strengthenlocaldemocracy.’’<br />

She supports ManaWhenua<br />

representation,but it ‘‘needs to be<br />

authentic’’tothe localcommunity.<br />

time of theday or night,’’hesays. ‘‘They<br />

arethe backboneofmost volunteers as<br />

they keephomelife on track whenitis<br />

suddenly disrupted.’’<br />

started work as an apprentice butcher<br />

‘‘Since1987 Ken,Veronica and Robin<br />

Brown, from RangioraNew World, have<br />

generouslyallowed us volunteers to<br />

respond to calloutsduringwork time,still<br />

to this day35yearson,’’ Kerry says.<br />

‘‘Iwouldn’thave beenable to become a<br />

firefighter if wasn’t for the Browns'<br />

generoussupport so Iwould love to thank<br />

them for this,and for continuing to<br />

support our brigade.’’<br />

Kerry’s longserviceasavolunteer<br />

firefighter was recentlyrecognisedwitha<br />

Community Service Award.Hewas ‘‘truly<br />

humbled’’ to receive the award,but<br />

believeseveryone whoispassionate<br />

aboutvolunteering likeheis‘‘doesn’t<br />

deserve’’suchawards.<br />

‘‘It is apleasure andprivilege to serve<br />

anddosome good forour community,’’ he<br />

says.<br />

Kerry wanted to become avolunteer<br />

fire­fighter from ayoung age, joining the<br />

RangioraBrigadewhenhewas 17.<br />

He wasinspired by hisdad Ray, who<br />

wasavolunteer for the RangioraBrigade<br />

for10yearsfrom1972, and beforethat<br />

hadserved in the Methven VolunteerFire<br />

Brigadefor three years.<br />

Rayretired fromthe RangioraBrigade<br />

in 1982 for health reasonsand was made<br />

an Honorary Life Memberfor his service.<br />

Kerry is proud of his family’slong<br />

association withthe brigade and they<br />

haveshared many highlightswithother<br />

firefightersover theyears.<br />

He treasures the friendships, memories<br />

of competition days, servingalongside his<br />

brother,son anddaughter­in­law, and<br />

being abletogive back to hiscommunity<br />

‘‘inthis amazing volunteer brigade, who<br />

are passionateaboutthe community,<br />

safety and assisting people andsaving<br />

property when needed.’’<br />

There is nowagreaterworkload on<br />

firefightersthan everbefore,partly due<br />

in theWaimakaririDistrict dueto<br />

population growth.<br />

But co­responding withStJohnat<br />

motor­vehicle accidents andmedical<br />

calls is abig newrequirementwhichis<br />

increasing firefighters’ workload, and<br />

‘‘We think we have agood relationship<br />

with NgāiTūāhuriri and it seems to work<br />

well,’’ Mr Millwardsays.<br />

Mr Palmer sayslocalgovernment would<br />

be strengthened by beingable to take ate<br />

ao Māori approach to local issues. But<br />

decisions aroundthe numberof<br />

appointeesshould be left up to councils,<br />

ratherthan legislation.<br />

with whatwas going on in our area,<br />

dealingwithour families and our<br />

emotionsand then having in place from<br />

the timeofthe earthquake a24­houra­dayroster<br />

for crews goinginto<br />

Christchurch for 21 days straight, then<br />

tryingtoprovide abit of counselling to the<br />

teams returning,especially afterthe first<br />

coupleofdays,’’Kerrysays. It was<br />

fortunate to have afantastic teamoflife<br />

members who weretravelling in and out<br />

daily to Central Christchurch to pickup<br />

dirty equipment, hoses,pumps etc, to<br />

bring it outtothe Rangiorastation,<br />

washing, dryingand fixingwhenneeded,<br />

then returning it to the brigadesinthe<br />

city as theyhad no runningwater.’’<br />

Kerry retiredfrom the Rangiora<br />

Volunteer FireBrigade earlier thisyear.<br />

He is enjoyinghaving thefreedom to<br />

spend more time withhis familywhile<br />

also continuing hisclose association with<br />

brigade.<br />

‘‘We think it’s amore nuanced<br />

conversation than just ‘one person, one<br />

vote’.’’<br />

Submissions on the draft report close<br />

on February 28, withthe final report due<br />

to be deliveredtothe minister by June<br />

next year.<br />

Teddy is home safe and sound<br />

Bernard and Vivienne Fearsare grateful<br />

and humbled by the Facebook<br />

communityand the communities of<br />

Mandeville,Clarkville and Swannanoa,<br />

for helping bring Teddy home.<br />

Teddy, an 18­month­old Schipperkes,<br />

took fright while attending ashow at<br />

Mandeville at Labour Weekend.<br />

For five nightsthe little jet black dog<br />

wandered around the area, lost and<br />

alone. Reports came in to adistraught<br />

Bernard via Facebook and by phone,<br />

frompeoplewho had sightedTeddy,<br />

which encouraged him to keep up his<br />

search efforts.<br />

But Teddyremained on the run,with<br />

Bernard dashing from theirExmoor<br />

Schipperkes Kennels on the Woodend­<br />

Rangiora Road everytime he received a<br />

report.<br />

Afriend had been holding Teddy while<br />

Bernard tookTopsy,his bitch,into the<br />

ring. When he came out of the ring proud<br />

to have won the class, his friend and<br />

Teddy were missing.<br />

His friend returned franticbecause<br />

Teddy had taken fright and shot off<br />

throughthe crowd and he lost sight of<br />

him.<br />

Bernard searched for him till dark, and<br />

was back at the crack of dawn on the<br />

Sunday, and searched until7pm.<br />

Reports of Teddy turning up in<br />

driveways, and runningoff before<br />

anyone could catch him, started to filter<br />

in as the fate of Teddy spread on<br />

Facebook and through the community.<br />

Bernard,down­hearted and tired, did<br />

not give up even whenthere was areport<br />

awhite van had stoppedtopick up a<br />

black dog on Tram Road.<br />

Bernard’s searches on Monday,<br />

Tuesday and Wednesday came to<br />

nothing, with the occasional report of<br />

Teddy being seen, raising his hopes, and<br />

the possibility he might be trying to get<br />

home.<br />

At 5am on Thursday Bernard set off to<br />

search again.At7am he received acall<br />

sayingadog had beensighted. Two<br />

ladiesinapick up had seenhim heading<br />

along the north side of Tram Road, and<br />

realised it was Teddy.<br />

Bernard fortuitously was just two<br />

minutes away, and turned up in<br />

Swannanoa to find Teddy frightened and<br />

tired in apaddock off Tram Road,thanks<br />

to the directions of the two in the pick up.<br />

‘‘The whole community were looking<br />

out for him. He was missing for five<br />

nights and was very luckynot to have<br />

beenclipped by avehicle, as he had been<br />

seen on both sides of TramRoad,’’ says<br />

Bernard.<br />

‘‘He wasn’t hurt, just very tired and<br />

hungry.’’<br />

Bernard wantstoexpress his sincere<br />

thanks to everyonewho helpedinsome<br />

way to bring Teddy home.<br />

‘‘They didn’t evenknow us, but were<br />

compassionate and caring.’’<br />

Views sought on paua fishery<br />

Fisheries New Zealand is inviting people<br />

to havetheir say on proposals to reopen<br />

the Kaikōura pāua fishery.<br />

Acting director fisheries management,<br />

Allen Frazer says using the best available<br />

science and information,the proposals<br />

takeaprecautionary approach with<br />

options includingloweringrecreational<br />

daily baglimits, increasingthe minimum<br />

sizelimit, and introducing anew vehicle<br />

and vessel limit.<br />

‘‘We’ve worked closely with tangata<br />

whenua andkey stakeholders to develop<br />

proposalswhich consider both the longtermhealth<br />

and sustainability of the<br />

fishery andthe communityitserves.<br />

‘‘We know fishing forpāua was a<br />

popular activity for visitors last season,<br />

andwe’ve included options for a<br />

recreational fishing season that avoids<br />

thepeak summer period whenthe region<br />

experiences its highestvisitor volumes.<br />

‘‘In addition, options for loweringthe<br />

recreational daily bag limitand<br />

introducing anew vehicleandvessel<br />

limit would further restrict recreational<br />

catch, while allowing peopletofish fora<br />

feed and not for the freezer,’’MrFrazer<br />

says.<br />

He says proposalstoincrease the<br />

minimum legal sizefor recreationally<br />

caught pāua would provide greater<br />

protection for spawning biomass, and<br />

also align withlimits forthe commercial<br />

pua fishery.<br />

Alsoincluded, areproposals to reopen<br />

the area to limited commercial and<br />

recreationalfishing of allshellfish and<br />

mostseaweed species, and permanently<br />

reopen thecommercialpaua fishery.<br />

Consultation will close at 5pmon<br />

Wednesday, <strong>November</strong> 30.<br />

Garden festival very popular<br />

Hailingfrom as far afield as<br />

Australiaand allpointsbetween<br />

<strong>North</strong> Auckland and Invercargill,the<br />

bus loads of visitors andself­drives,<br />

weregreetedwithacacophony of<br />

colour, delicate arrangements,unique<br />

flowerbeds and expansive lawnsas<br />

theytoured the25sites spreadout<br />

betweenAmberley and Hanmer<br />

Springs withsidetrips to Cheviot,<br />

Greta Valley Hawarden andWaipara.<br />

Thiswas the fifth yearthe festival<br />

has been run.<br />

counterparts to call for aThree<br />

Waters consensus.<br />

Auckland Mayor Wayne Brown<br />

and Phil Mauger, of<br />

Christchurch, are seeking<br />

support for their alternative<br />

model based on the Communities<br />

4Local Democracy proposal.<br />

Mr Gordon joined the pair in<br />

Auckland on Monday, October 31,<br />

to call for unity and an end to<br />

‘‘divisiveness and party politics’’.<br />

‘‘We are saying to the<br />

government, let’s get back to the<br />

table.’’<br />

The Mayors want control over<br />

Three Waters to remain with<br />

local councils, with the authority<br />

to determine their own future.<br />

The new proposal would<br />

maintain crucial aspects of the<br />

government’s existing plan,<br />

including the new water<br />

regulator, Taumata Arowai,<br />

while maintaining local<br />

ownership, control and<br />

accountability, and allowing for<br />

meaningful roles for mana<br />

whenua.<br />

Regional Water Organisations<br />

(RWOs) could be established,<br />

which would be unable to be sold<br />

outside local authority<br />

ownership, rather than the<br />

government’s proposed four<br />

entity model.<br />

It is proposed the RWOs have<br />

‘‘This is aclear alternative<br />

which would get general support<br />

from councils around the<br />

country,’’ Mr Gordon says.<br />

‘‘Our communities have asked<br />

us to come up with abetter<br />

alternative. We are not opposed<br />

to there being awater regulator<br />

and alot of what is being<br />

proposed makes sense ­but not<br />

the four entities model.’’<br />

Mr Gordon says the three<br />

Mayors have not had adirect<br />

conversation with Iwi on the new<br />

proposal.<br />

Kaikōura Mayor Craig Mackle<br />

says he backs Mr Gordon’s<br />

initiative.<br />

‘‘Three Waters is<br />

fundamentally flawed and they<br />

need to see it and that voice is<br />

building.’’<br />

He is keen to continue the<br />

conversation with Mr Gordon<br />

around what an RWO might look<br />

like.<br />

‘‘We are certainly not opposed<br />

to working with NgāiTahu and<br />

we have supported that the<br />

whole way through.<br />

‘‘But it comes down to the fact<br />

each runanga in each area has a<br />

better understanding of the<br />

issues than acorporate entity.’’<br />

Atkinson to do asecond term.<br />

‘‘He was my choice after the<br />

last election and he has been<br />

aloyal and hard working<br />

Deputy Mayor and he<br />

provides exceptional support<br />

to myself and to the council.<br />

‘‘There is no other choice<br />

for me.’’<br />

Cr Atkinson’s appointment<br />

was confirmed on Thursday,<br />

October 27, following the<br />

swearing in of councillors for<br />

the new term.<br />

‘‘It is quite athrill to be<br />

back and Iamenthusiastic for<br />

another three years. The<br />

comments around the table<br />

yesterday were very<br />

supportive.<br />

‘‘Support from your<br />

community is fantastic, but<br />

support from your peers is<br />

He says the next three years<br />

are sure to be abusy time with<br />

reform coming from central<br />

government, particularly<br />

around the future of local<br />

Gender balance lost<br />

Waimakariri’s council has lost its gender<br />

balance.<br />

Three years ago Waimakariri Mayor<br />

Dan Gordon hailed the gender balance,<br />

when he was joined by five men and five<br />

women around the council table after<br />

the October 2019 local government<br />

election.<br />

But when the Mayor was sworn in for<br />

his second term last Thursday, October<br />

27, he was joined by eight men and two<br />

women.<br />

The change of personnel follows the<br />

retirement of Kirstyn Barnett and<br />

Wendy Doody, while Sandra Stewart lost<br />

her seat in the election on Saturday,<br />

October 8.<br />

The trio have been replaced by three<br />

men ­Jason Goldsworthy, Tim Fulton<br />

and Brent Cairns.<br />

Mr Goldsworthy, of Rangiora, is now<br />

the youngest councillor around the table<br />

at 29.<br />

He is fresh from aterm on the<br />

Rangiora­Ashley Community Board.<br />

The new councillor admits it will be<br />

tough juggling his new role around a<br />

young family, working at Rangiora New<br />

World and his volunteering.<br />

‘‘It is particularly difficult for people<br />

in my demographic to get involved in<br />

local politics, juggling amortgage,<br />

children and acareer.<br />

‘‘I will be having an interesting chat<br />

with my manager over the next few<br />

weeks.’’<br />

Outside of work, Mr Goldsworthy is<br />

married to Amber, has a1­year­old<br />

daughter Manawa, is afirefighter with<br />

the Rangiora Volunteer Fire Brigade<br />

and aStJohn youth leader.<br />

and my goals will be focusing on land<br />

and water management and making sure<br />

we are preserving our natural assets.’’<br />

He plans to ‘‘sit, look and listen’’ in the<br />

coming weeks as he becomes familiar<br />

with his new role.<br />

‘‘I’m pleased Iran and it was great to<br />

get aresult, but now is the time to<br />

establish those relationships.’’<br />

Kaiapoi resident Mr Cairns was<br />

elected to council after serving on the<br />

Kaiapoi­Woodend Community Board.<br />

He is afamiliar face in the community<br />

with his volunteer work, including<br />

playing an integral role in establishing<br />

the Kaiapoi Food Forest.<br />

‘‘I look at the community groups that I<br />

am already involved with, so my time<br />

with the council over the next three<br />

years will be all about creating safer,<br />

connected communities and making this<br />

district agreat place to live.’’<br />

Mr Cairns expects his new role will be<br />

afast learning curve.<br />

‘‘I am ajoiner by trade, so Iamavery<br />

practical person.<br />

AIC awarded $1.49m for farming project<br />

Aa$2.5 million project led by Amuri<br />

Irrigation Company (AIC) has been<br />

awarded $1.49 million from the Ministry of<br />

Primary Industries(MPI)Sustainable<br />

Food and FibreFutures (SFF Futures)<br />

fund to support its AmuriBasin: Future<br />

Farming project.<br />

The three­yearpartnership programme,<br />

led by AIC with co­funding by<br />

Environment<strong>Canterbury</strong>and Dairy NZ, is<br />

geared to accelerate irrigated farmers<br />

movestowards afuture of sustainable<br />

farming and buildonAIC’sexisting<br />

strategytofarm beyondregulatory<br />

minimums.<br />

It has acombined focus on the<br />

environment(freshwater, climateand<br />

biodiversity), farm profitabilityand<br />

community resilience.<br />

AgricultureMinister Damien O’Connor<br />

says the project is awholesystem<br />

approach looking at land use,farming<br />

practices and wider considerations such<br />

as biodiversity and culturalvalues.<br />

‘‘It will also seek to findthe best ways to<br />

engagewith farmers to createchange,’’ he<br />

says.<br />

AICchair DavidCroft says AIC has been<br />

developing the projectfor the last year.<br />

to identify and understand environmental<br />

applied,both on­farm and at awider<br />

catchment level.<br />

This includes arisk­basedland and<br />

watermanagement system that combines<br />

on­farm and catchment mitigations such<br />

as ripariancorridor restoration, sediment<br />

control,wetland enhancement/<br />

construction,managed aquifer and stream<br />

recharge.<br />

An additional focus for the projectwill<br />

be to develop amechanism whichseeks to<br />

financially incentivise sustainable land<br />

use.<br />

The pilot will explore whether it is<br />

possibletocharge farms, proportionally,<br />

to theiron­farmnutrient loss.<br />

‘‘Farmers in the Amuri Basin have a<br />

historyofworkingtogether to address<br />

issues. From AICs formation, through to<br />

the creation of the Pahau Enhancement<br />

Group, whoseeffortsled to the Pahau<br />

River being awarded the Supreme award<br />

at the 2017National RiversAward for<br />

improvedwater quality.<br />

What's happening Hurunui?<br />

THE SATISFY FOOD HUB<br />

Satisfy Food Rescue has partnered with Council and local Hurunui food banks to develop the<br />

‘Satisfy Food Hub’ which is planned for Waipara, funded by the Ministry of Social Development<br />

(MSD).<br />

The hub will be aconvenient centralised storage facility for Hurunui’s foodbanks, providing easy<br />

access to resources provided by Satisfy.<br />

The hub will also allow Satisfy to help other community organisations who may benefit from their<br />

resources, such as local groups hosting events.<br />

REWI ALLEY’S 125TH ANNIVERSARY<br />

Last month, Ambassador Wang and Chinese Consul to the South Island Madam He visited<br />

Springfield School, Darfield High and Amberley School to share the story of Rewi Alley, this year<br />

being the 125th Anniversary of his birth.<br />

His roots in Amberley, Alley went on to spend 60 years in China as an advocate for the Chinese<br />

people, establishing industrial cooperatives and technical training schools.<br />

During his visit, Ambassador Wang joined Mayor Marie Black for awalk around Chamberlain Park,<br />

planting atree in memory of Alley in the Chinese Garden.<br />

COUNCIL PARTNERS WITH NATIONAL RECYCLING SCHEME<br />

Council has partnered with Agrecovery, anorganisation that recycles NZ farm plastics, torecycle<br />

its low-density polyethylene (LDPE) recycling bags.<br />

Both Council’s recycling bags and the bags recycled by Agrecovery are made from LDPE plastic,<br />

so the Waste Minimisation Team offered to use Amberley Transfer Station to store the public’s<br />

used fertiliser bags, and in return Agrecovery collect Council’s recycling bags along with the<br />

fertiliser bags.<br />

The bags are sent away tobe recycled into plastic pellets which can be used to make items such<br />

as cables, vehicle parts and compost bins.<br />

<strong>North</strong> Canty business confidence slumps<br />

staff has hit business confidencein<br />

<strong>North</strong> <strong>Canterbury</strong>.<br />

The latest<strong>North</strong> <strong>Canterbury</strong>Business<br />

OpinionSurvey,released by Enterprise<br />

<strong>North</strong> <strong>Canterbury</strong> (ENC), showslocal<br />

business confidence has slumped to net<br />

­12%optimism.<br />

While this figure compares welltothe<br />

nationalstatistics of net ­42% optimism,<br />

it is anotable decrease from the last<br />

survey in April, which showed anet +4%<br />

optimism.<br />

no surprise.<br />

‘‘It’s definitelytough times in <strong>North</strong><br />

<strong>Canterbury</strong> at the moment withalmost<br />

all indicatorsshowingthe difficulties<br />

businesses are experiencing.<br />

‘‘<strong>North</strong> <strong>Canterbury</strong>does appear to be<br />

cushionedfrom the worst of world­wide<br />

influences, with our resultsmore<br />

positive than New Zealand as awhole.<br />

‘‘And New Zealand appears to be<br />

coping better than most of the world.’’<br />

Mr Dalton puts it down to the strength<br />

of the localagriculture and construction<br />

sectorsand less reliance on<br />

international tourism.<br />

But the increasing cost of doing<br />

business is having an effect on<br />

businesses in the Waimakariri and<br />

Hurunui districts.<br />

Eighty percent of survey respondents<br />

recordedanincrease in business costs<br />

overthe lastsix months, with 80% also<br />

seeing risesinthe six months before<br />

that.<br />

Mr Dalton says theseincreases are<br />

onlypartlyreflected at the till.<br />

‘‘<strong>North</strong> <strong>Canterbury</strong>businesses are<br />

feelingthe pressure of growing<br />

inflation.<br />

‘‘This is only partially reflected in<br />

selling prices,indicating businessesare<br />

wearingalot of this cost in ordertokeep<br />

their prices competitive.<br />

‘‘Asaresult,businesses are seeing<br />

decreasing profit levels.’’<br />

Profitability has dropped 21% in<br />

<strong>North</strong> <strong>Canterbury</strong> in the last six months,<br />

despite an increase in sales, while 30%<br />

of businessesexpect further profit<br />

decreases in the coming half­year.<br />

Finding staff continues to be a<br />

headache for local businesses, with<br />

statistics showing it is harder to find<br />

staff now than at any other time since<br />

the survey began in 2013.<br />

‘‘Businesses are reportingitisharder<br />

to find bothskilledand unskilled staff<br />

thanever before,’’ Mr Dalton says.<br />

‘‘The main reason is simplythat there<br />

is asupply shortageofsuitable<br />

applicants. The current immigration<br />

policy settings and unaffordablewage<br />

rates new staff are expecting are also<br />

adding to staffingissues.’’<br />

Despitethese difficulties, the number<br />

of peopleemployed in <strong>North</strong> <strong>Canterbury</strong><br />

continued to grow thisyear, with net 13%<br />

of employers reporting an increase in<br />

staff numbers.<br />

the 121st show held at the DomaininAmberley.<br />

dayand the turnout,’’ said theimmediate past<br />

president of the Amberley A&P Association Annette<br />

Marr.<br />

‘‘It has gone amazingly welland it’s all theresultofa<br />

lot of hard work by agreatmanyvolunteersand<br />

helpers,’’ shesaid.<br />

She says therewerearound 120volunteerswho<br />

stepped up to help out at the show.<br />

“It wasamazing how manypastpresidents, life<br />

membersand former members responded to the<br />

Facebook calltocome along and help setup, and run it<br />

on theday,’’ she said.<br />

They alsoturned outthe followingday to help clean<br />

up andpack away all theequipmentfor another year.<br />

‘‘Shows like this just don’t happen.<br />

‘‘We hadagreat committeeand it’sonly on days like<br />

thisthat yourealise the depth of commitment made by<br />

people in our community to make it aspecial family<br />

day,’’she said.<br />

association’s patronsKeith Stackhouse,who saidthe<br />

atmosphere and the friendliness of the people there on<br />

Saturday remindedhim of the first shows he attended<br />

back in 1947.<br />

Food parcel demand grows<br />

Agrowing needinthe community for<br />

food parcels is ‘‘deeplyconcerning’’, but<br />

not surprising,says Waimakariri Deputy<br />

MayorNeville Atkinson.<br />

The CommunityWellbeing <strong>North</strong><br />

<strong>Canterbury</strong> Trust’s Kaiapoi food bank<br />

has givenout 1585food parcelssofar this<br />

year,compared to last year’s total of 548.<br />

‘‘It shows how tough it is for families<br />

and it is not justthose on low wages, it is<br />

gettinginto the medium income earners<br />

as well,’’ Cr Atkinsonsays.<br />

‘‘Inflation is so high and pricesare<br />

ridiculous, so thecountry needs to take<br />

stockofwhere it is.<br />

‘‘Unfortunately it has been bubbling<br />

away for quite awhile, as wages haven’t<br />

been keeping up with inflation, but there<br />

is no easy solution.’’<br />

Cr Atkinsonsays the region’s welfare<br />

teamsare working hard behindthe<br />

scenes to support families in need, but<br />

they urgently need help.<br />

organisation has beenfacing funding<br />

gaps as it struggles to meet agrowing<br />

worksinlocal primary schools, and has<br />

support from the Waimakariri and<br />

Hurunui councils, it reliesoncommunity<br />

‘‘We havenogovernment contractfor<br />

the foodbank and all our operational<br />

stufflike carsand computers we have to<br />

fundraise for.<br />

‘‘But some of the groups and<br />

businesses who fundraise for us haven’t<br />

been able to in the last two years due to<br />

Covid.’’<br />

As the trust looks ahead to Christmas<br />

it is looking to the community for<br />

support as it looks to provideits annual<br />

Christmas giving programmetosupport<br />

familiesinneed.<br />

Kaiapoi New World has stepped up<br />

to offerupto$2500 of matched funding<br />

fordonationstosupportthe food bank.<br />

Thetrusthas also launched anew<br />

service to support parents of secondary<br />

school students.<br />

‘‘Parents can get freeadvice and<br />

supporttohelp with wellbeing,’’Ms<br />

Ryan says.<br />

The long­ awaited arrivalofthe CT<br />

scanner at Rangiora Vet Centre<br />

represents asignificant investment in the<br />

care of animals, andanalmost two­yearlong<br />

projectfor the team.<br />

Directorand Equine Vet Andrew Bailey<br />

says it is ahuman scanner, with<br />

modifications, to incorporate additional<br />

infrastructuretoallowits use for animals,<br />

as they ‘‘don’t just lie stilland listentothe<br />

music’’.<br />

It is the firstmachine in the South<br />

Islandcapable of accommodating horses,<br />

but the technologyisnot newfor pets.<br />

However,itisthe onlyCTscanner<br />

available to small animal owners in <strong>North</strong><br />

<strong>Canterbury</strong>.<br />

Dr Bailey sayspatientswill no longer<br />

have to traveltothe <strong>North</strong> Island or wait<br />

for aspot at aclinicinChristchurch.<br />

Previouslypatients havealso been sent<br />

to Pacific Radiology and scanned on<br />

humanmachines.<br />

The pets have been accompaniedbya<br />

veterinary team, making this optioncost<br />

prohibitive for anumberofowners.<br />

Dr Bailey says the computer software<br />

canput these slices togethertoform 3D<br />

models to helpinvestigate causes of<br />

problems or create more detailed surgical<br />

‘‘It is fantastic having aCTscanner<br />

onsite for smaller animals, catsand dogs<br />

also.<br />

‘‘CT scans help thesmall animal vet<br />

team see the difference between fluid and<br />

tissue, thismeansnot only can theysee<br />

organs and lesionsintheir true<br />

3­dimensional locations, they can see if<br />

they contain fluid,solid tissue or bone<br />

whichcan be very helpful in deciding<br />

what the problem is and howbest to fix it.’’<br />

SmallAnimal Veterinarian Bryn<br />

Morgan, says CT scanning is excellentfor<br />

surgical planning with oncology patients,<br />

as it allows them to see the extent of a<br />

tumour and how muchreconstruction will<br />

be needed.<br />

‘It is alsofantastic forplanning a<br />

numberofcomplexorthopaedic<br />

procedures,asitallows 3D reconstruction<br />

of the bones.<br />

‘‘The uses for CT in smallanimal<br />

practice are many, and it is really exciting<br />

to be able to offer it to all of our patients,’’<br />

he says.<br />

The CT scanner is available for use by<br />

patients referred fromany vet practice,<br />

and do not need to be accompaniedby<br />

their own vet team.<br />

Members of the Equine and small<br />

animalteams,vets and nurseshave had<br />

intensive training on using the CT scanner<br />

and processing images.<br />

The entire teamisextensivelytrained in<br />

monitoring of sedationwhich is required<br />

for CT scanningofanimals and alsoin<br />

emergency procedures in the event of a<br />

problem.<br />

Once the scanning is complete, images<br />

are processed and sent to aspecialist for<br />

interpretation if required.<br />

The animal remains in the care of the<br />

Best Practice Hospital Accredited<br />

Rangiora Vet Centreteam until it is safe<br />

for them to go home, or proceed to the<br />

hospital for further diagnostics or surgery.<br />

Accidents and medical emergenciescan<br />

happenatany time, and the reality of<br />

the American Classic Car Club’s annual<br />

USA day being heldatGladstonePark in<br />

Woodend on Sunday,<strong>November</strong>6,from<br />

10am to 3pm.<br />

American ClassicCar Club <strong>Canterbury</strong><br />

clubcaptain Ray Bewley says everyone is<br />

invited to attendand see the wonderful<br />

array of cars on parade at Woodend.<br />

‘‘The invite goes out to anyone with an<br />

American origin vehicle to bring it along<br />

and show it.<br />

‘‘And yes that includes Teslas.Wehad<br />

one of them on displayatour lastshow a<br />

couple of yearsago,’’ he says.<br />

Ray says the club expects alarge<br />

turnout, but it all dependsonthe<br />

weather.<br />

‘‘In past shows we’vehad up to 650 cars<br />

on displayand they havecome from far<br />

and wide, from BlufftoNelson.’’<br />

The club reminds everyone the entry<br />

fee is just$5per head at the gateand kids<br />

Sharyn Buschstumbled across Sharyn’s<br />

dreamcar for sale ­a1968 Ford Mustang<br />

convertible, aperfectpartner forDave’s<br />

1969 Mach1Fastback.<br />

When theyfound it in Californiaitwas<br />

red, but Sharynsays that didn’tmatteras<br />

the carrequired abit of workand she had<br />

abold planfor it.<br />

‘‘I had always wanted apink car because<br />

Iwanted something abit different, abit<br />

more girly thanall the men’s colours.’’<br />

She was lookingfor aconvertible<br />

because being an ex­motorcycle ridershe<br />

lovedthe feel of the wind in herhair.<br />

The 1968 Ford Mustangconvertible<br />

came with its original 289 cubic inch stock<br />

Windsor V8 under the hood, and afour<br />

speedstickonthe floor.<br />

Sharyn based her pink Mustang on the<br />

famous Playboycars.<br />

Apparently,eachPlaymate of theyear<br />

couldchoose her preferred Mustang style<br />

–coupe, convertible or sport roof.<br />

The pink Mustang programme ran for<br />

six years withavery limited number of<br />

thesecars beingreleased. It soon became<br />

an instant classic, and demand was high.<br />

The couple imported the ‘68 Ford<br />

Mustangconvertible hometoRangiora<br />

where Dave and theirson Luke set about<br />

restoring it,stripping it back to the bare<br />

bones.<br />

‘‘Luke and Dave rebuiltitand resprayed<br />

it, makinganexcellent jobofit, especially<br />

the interior,’’ Sharyn says.<br />

Sharynsays it fun seeing the reactions<br />

on the faces of Ford enthusiasts at car<br />

shows,often screwing theirnosesupatit.<br />

‘‘But thenyou see them catching aquick<br />

sly snapofitontheirphones.”<br />

Dave’s1969 Ford Mustang Fastback<br />

Mach 1was originally imported in the<br />

early 70’sfromSan Jose. When he bought<br />

it over 30 years agoithad been sitting in a<br />

shed in bits. It took ayear to rebuild.<br />

Under the hoodisa351 cu in (5.8 L)<br />

Windsor(351W)2Venginewith a3­speed<br />

manual transmission,and a9­inch(23 cm)<br />

28 splineopen rear axle. Dave says it’s<br />

specialbecause it is afactory model.‘‘The<br />

‘69 Mach 1was the top of the line model,<br />

with tintedglass, discbrakes in the front,<br />

high back seats and afully fitted factory<br />

interior, with lots of goodies.<br />

Sharyn and Dave drivetheir cars up and<br />

down the countrytovisitfriendsand<br />

attend shows,asthey would rather drive<br />

them,than store them.<br />

For the third year in arow the<br />

number of New Zealanders<br />

suspected to have taken their<br />

own lives has fallen.<br />

The Office of the Chief Coroner<br />

released its provisional<br />

suspected suicide statistics last<br />

week for the year ending June 30,<br />

<strong>2022</strong>, with 538 people suspected<br />

to have died by suicide and at a<br />

rate of 10.2 per 100,000 people.<br />

This compares to 607<br />

suspected suicides in the year to<br />

June 30, 2021, at arate of 11.6 per<br />

100,000.<br />

But Waimakariri MP and<br />

Opposition Mental Health<br />

Spokesperson Matt Doocey says<br />

the number is still too high.<br />

‘‘One death by suicide in New<br />

Zealand is too high, but it is<br />

encouraging that the numbers<br />

have come down.’’<br />

‘‘There is unfortunately tens of<br />

thousands who have attempted<br />

or thought about suicide, so it is<br />

about ensuring we have support<br />

for those in crisis.’’<br />

Mr Doocey says he is<br />

encouraged by the work of<br />

Parliament’s cross­party working<br />

party on mental health, which he<br />

established and now chairs.<br />

The working party produced a<br />

report, Zero Suicide two years<br />

ago, which aimed to improve<br />

grassroots support.<br />

‘‘The report found that what<br />

would work for middle­aged,<br />

support needed for young Māori<br />

in south Auckland.<br />

‘‘It is encouraging those<br />

recommendations are now being<br />

Mr Doocey says the country is<br />

doing abetter job at ‘‘starting the<br />

conversation’’.<br />

‘‘I have been encouraged by the<br />

ability of New Zealanders to have<br />

an open conversation on mental<br />

health and we have seen some<br />

local responses to suicide<br />

prevention such as Lifekeepers.<br />

‘‘And we are very lucky to have<br />

anumber of community<br />

organisations like Community<br />

Wellbeing <strong>North</strong> <strong>Canterbury</strong> and<br />

the Oxford Community Trust who<br />

are doing life­saving working the<br />

community.’’<br />

Initiatives such as last week’s<br />

Gumboot Friday are also playing<br />

an important role, he says.<br />

Mr Doocey advocates for a<br />

whole of community approach to<br />

suicide prevention.<br />

‘‘The government of the day<br />

has arole in making sure<br />

publicly funded services are<br />

performing, but the rest of<br />

society needs to step up, whether<br />

NGOs or businesses, to address<br />

mental health issues in society.<br />

‘‘I think we have done agood<br />

job where people can talk more<br />

openly and there is less stigma.<br />

‘‘The problem is sometimes the<br />

support is not there, so we need<br />

to ensure there is arange of<br />

support available.’’<br />

Community Wellbeing <strong>North</strong><br />

<strong>Canterbury</strong> Trust manager<br />

Deirdre Ryan says the local<br />

community has been through a<br />

lot over the last decade.<br />

‘‘We have all been through alot<br />

with various events including<br />

earthquakes, drought and Covid,<br />

which impact on people in all<br />

sorts of ways.<br />

‘‘The statistics are trending in<br />

the right direction, but we all<br />

need to work on strengthening<br />

the wellbeing of our young<br />

people in particular.’’<br />

She says Wellbeing is focusing<br />

on providing support to parents,<br />

as well as young people, and<br />

ensuring they can access the help<br />

they need.<br />

For the second year in arow,<br />

the <strong>Canterbury</strong>’s region suicide<br />

rate was lower than the rest of<br />

the country at 8.4 per 100,000.<br />

But suicide among Māori and<br />

young people aged 20 to 24<br />

continues to be<br />

disproportionately high<br />

nationally.<br />

Hospital needed for injured sea birds<br />

Sabrina Luecht has been providing<br />

sanctuary to injured, sick and under<br />

weightsea birdsfor the last five years,<br />

but says this is no longer sustainable.<br />

She brought together supporters to<br />

establish the Kaikōura Wildlife Centre<br />

Trust last year with the goal of<br />

establishingawildlife hospital and<br />

conservation centre.<br />

The new trust has been working<br />

closely with the Kaikōura District<br />

Council, Environment <strong>Canterbury</strong>,<br />

local businesses, filmcrews and<br />

organisations suchasTeKorowai ote<br />

tai ō Marokura and the Hutton’s<br />

Shearwater Charitable Trust.<br />

Ms Luecht admitscreatingamulti<br />

million dollar facility was ‘‘neverpart<br />

of the plan’’.<br />

‘‘WhenIfirststarted doing it, I<br />

thought there wouldbeafew birds a<br />

month,but Iendeduptakingon500<br />

birds ayear on my own withoutany<br />

support, financialorotherwise.<br />

‘‘If we had aproper facility we could<br />

help 1500 birds ayear and that willonly<br />

increase with climate change.’’<br />

The council recently madeagrant to<br />

the trust to assist with community<br />

outreach costs, as it looks to raise<br />

awareness of the plight of local sea<br />

birds.<br />

‘‘At the moment Ihave dedicated all<br />

my timetothis project, so either we<br />

need funding to employ aco­ordinator<br />

or we need more volunteers.’’<br />

Buttobeavolunteer, one needs a<br />

background in conservation to<br />

understandthe sea birds’ needs, she<br />

says.<br />

Basic animal medical and animal<br />

husbandryskills are also useful.<br />

Ms Luecht studied zoologyatthe<br />

University of <strong>Canterbury</strong>and visited<br />

Ms Luecht was later contracted by the<br />

Hutton’sShearwater Charitable Trust<br />

as its co­ordinator in 2015,before<br />

settling in Kaikōura.<br />

But she says thereare limited options<br />

to study marine lifeand sea birds at<br />

universitiesinNew Zealand.<br />

Kaikōura is the ideallocation for<br />

marine research, but there is alack of<br />

facilities.<br />

‘‘There is areal opportunity to extend<br />

research on marine mammals and sea<br />

birds.’’<br />

She says many of the birdsare under<br />

weight rather thaninjuredwhen they<br />

find theirway into her care,<br />

particularlythe Hutton’s shearwaters.<br />

As well as caring for injured, sickand<br />

under weightsea birds, Ms Luecht says<br />

the trust has an arrangementwith<br />

Contiki Tours to bring visitors to view<br />

her makeshift sanctuary and learn<br />

about local wildlife.<br />

ourselves as atourist destination, but<br />

there’s threats to wildlife and species<br />

decline every year so if we can educate<br />

and inspirepeople we can make a<br />

‘‘Being such asmall town we cannot<br />

rely solely on sponsorship and<br />

funding.’’<br />

Christchurch law firm Tavendale and<br />

Partners has alsosupported the trust by<br />

offering legalservices pro bono.<br />

Ms Luecht says the trust plansto<br />

conduct afeasibility study to determine<br />

the nextsteps in settingawildlife<br />

hospital and conservationcentre.<br />

‘‘Once we have the study we will know<br />

whatitlooks like.<br />

‘‘There is not many examples in this<br />

country of awildlife/hospital centre<br />

which the public can visit.<br />

‘‘Hopefully in the future there will be<br />

lessneed for people likeme, because<br />

there will be amore dedicated effortto<br />

support wildlife.<br />

‘‘Each region essentiallyhas its own<br />

specieswhich rely on some form of<br />

treatment,and here it is sea birds ­<br />

especially Hutton’sshearwaters.’’<br />

Centre opensfor the new season this<br />

weekend.<br />

After the winter closure, centre<br />

manager Sean Madden and ateam of<br />

volunteers have been gearing up to<br />

reopen on Saturdayand Sunday,<br />

<strong>November</strong>5and 6.<br />

‘‘With temperatures now regularly in<br />

the 20s, it’s time to start the summer<br />

season at the pools. It’s pretty special<br />

to be opening for our second season,’’<br />

Mr Madden.<br />

‘‘The community went without a<br />

publicswimmingpool for five years<br />

after the Kaikōura earthquake, so it<br />

was great to see everyoneenjoying<br />

themselves last summer.<br />

‘‘It was ahuge effort on the part of the<br />

Kaikōura Community Charitable Trust<br />

to fundraise and developthis fantastic<br />

facility.<br />

‘‘We exceededour expectations with<br />

over 12,000 people using the pools last<br />

summer, andwe’re hoping that even<br />

more people will come and check us<br />

out over this summer.’’<br />

The open­air centre has two heated<br />

pools –a25 metre pool for lap<br />

swimming, asmaller 6metrepool for<br />

learn to swim and hydrotherapy, along<br />

with atoddler splash pad.<br />

‘‘We’ve got some great things<br />

planned for the opening day, including<br />

afree barbecue,’’ Mr Madden says.<br />

Dave’s DivingKaikōura will offer<br />

some free ‘try dives’ on Saturday<br />

afternoon try out scuba diving.<br />

Everyone who comes in for aswim<br />

during the opening weekend can enter<br />

the draw to wina10­swim pass.<br />

Mr Madden says it has all been made<br />

possible by hard­working volunteers,<br />

and supporters including Kaikōura<br />

community gym,Kaikōura District<br />

Council, the Kaikōura Community Op<br />

A150 year school celebration<br />

Celebrations for West Eyreton<br />

School’s 150th Jubilee beganwith an<br />

Agricultural Extravaganza held in the<br />

school grounds last Friday.<br />

It was afun family day out, withthe<br />

more formal jubilee celebrations held<br />

on Saturday.<br />

The family day included the school’s<br />

pet day,stalls, abouncy castle,a<br />

machinery display, plus arts and<br />

crafts, baking and floral displaysmade<br />

by studentsatthe school.<br />

School principal LisaDuff said the<br />

jubilee celebrations were highly<br />

successful.<br />

‘‘Theevent brought together past<br />

and present students,families,staff<br />

and the wider community,’’she said.<br />

‘‘Thetwo days showcasedWest<br />

Eyreton School and it wasawonderful<br />

opportunity to mark such asignificant<br />

milestone for the school.<br />

‘‘It was incredibly special to have<br />

many ex pupilsinattendance,with<br />

John Creamer being the oldest expupilinattendance<br />

at 94 years of age.’’<br />

What is your free hour of<br />

power really costing you?<br />

As electricity retailers have begun offering customers“free<br />

hours of power”, wehave started to see aspike infaults<br />

and outages due tooveruse.<br />

While these offers are valid during “off-peak” hours,<br />

customers have begun turning multiple appliances and<br />

lights on at the same time. When this happens in 10 -12<br />

homes along astreet this can cause aseries of transformer<br />

overloads, and unplanned power outages which can range<br />

anywhere between 30 minutes to multiple hours.<br />

If you caused the transformer overload due to over use<br />

you can also find yourself liable for the replacement costs<br />

and call out fees related to the incident!<br />

In order to avoid unplannedoutages, make sure to stagger<br />

your applianceuses.Plan your usage everyday at the same<br />

time. Staggered and monitored usage of your households<br />

consumption patterns maysave you heaps in thelong run,<br />

‘‘It is beingable to take alook<br />

into our pastand this attracts<br />

membersofall ages,’’says Anne<br />

Sugden.<br />

Anne, amember for over 20<br />

years, says it is fascinating being<br />

able to go back through her family<br />

historyand see what her<br />

ancestors got up to.<br />

The society meets once amonth<br />

at the brassband roomson<br />

<strong>North</strong>bank Road in Rangiora, and<br />

always find curiouspeople<br />

waitingtouse theirservicesand<br />

resources.<br />

‘‘We often find people waiting<br />

there for us to open, many have<br />

hit abrick wall conductingtheir<br />

own research and come seeking<br />

help and guidance to take them in<br />

new directions.<br />

‘‘We havehundredsofhistory<br />

books in our library,stacks of<br />

micro­fiche files for our readers<br />

and of courseour computers can<br />

search hundreds of online<br />

directoriesand genealogy sites<br />

world­wide,’’ Anne said.<br />

She says the many booksthey<br />

have on­handcoverpublished<br />

family and regional histories,<br />

thesis,familyreunion booklets<br />

and anumber of how­to books<br />

which can guide people on how to<br />

use the ancestrysites and tools on<br />

Anne says they oftenget people<br />

who were adoptedatbirth<br />

lookingfor their extended<br />

families.<br />

‘‘We follow all the established<br />

protocols whendealing with<br />

adoptions, thereare so many<br />

rules,but it is nice to help people<br />

when we can.’’<br />

Anne says she became<br />

interestedingenealogywhen her<br />

aunt rang up one day seeking her<br />

mother’s adviceontheir family<br />

history.<br />

‘‘I was hooked and just kept<br />

going with it.’’<br />

She once created asimple<br />

familytree and it turned out to be<br />

several metres long.<br />

costshave dealt farmers and<br />

contractorsadouble blowinthe <strong>North</strong><br />

<strong>Canterbury</strong> region.<br />

Contracting,Steve Murray says the recent<br />

spellofcoldweatherishampering grass<br />

growth.<br />

‘‘That and the soaring on­farm costs<br />

have caused aslow down of work in the<br />

district.<br />

‘‘We had agood planting seasonand had<br />

afew jobs linedup, then the rains came.<br />

Now we all seem to be waiting for abit of<br />

warmth in the ground to helppush the<br />

grassalong.<br />

‘‘Oneminute farmers were saying they<br />

are struggling with sticky soil and the next<br />

they say it’s too dry,but it has been cool so<br />

the grass growth ratesare suffering.’’<br />

He says contractors and farmers alike<br />

have also been impacted by the soaring onfarm<br />

costs as high pricesfor fueland other<br />

commodities are forcingmany farmersto<br />

rethinkwhat theyare needing done right<br />

now.<br />

‘‘I feel there is alot of financial caution<br />

out there, and the work and job numbers<br />

are down on recent years as the hard<br />

economic climateishaving abig effect on<br />

wheremoney is being spent in the industry<br />

today,’’ he says.<br />

SteveMacaulay, owner of Oxford<br />

Agricultural Services, also saysthe<br />

growing season for the grass is latethis<br />

year.<br />

‘‘We are acouple of weeks behindatthe<br />

moment compared to the pasttwo years<br />

but we are ready to go with staff arriving<br />

soon from overseas to help,”hesays.<br />

Mr Macaulay says the increasingcosts<br />

dominatingthe news in the farming<br />

industry are alsoachallenge and believes<br />

we haven’t seen for along time, it concerns<br />

the supply and variability of fuel. The<br />

uncertainty over where our fuel is coming<br />

from is at anational level,and its<br />

availability causes me alot of concern.<br />

‘‘The supply and availabilityofnew<br />

machinery and skills shortages,are also<br />

some of our biggest challenges at present,’’<br />

he says.<br />

/purchasers an agile contractthat<br />

can caterfor spikesinthe cost and<br />

help ensure no­oneisunfairly out<br />

of pocket.’’<br />

He said Covid­19and disruption<br />

to supply chains, leading to<br />

‘‘roller­coaster’’ pricesfor fuel<br />

and fertiliser hadsparkedthe<br />

problem,which had not beenan<br />

issueinthe past.<br />

This wasfollowed by the‘‘curve<br />

ball’’ of impactsfrom theRussia­<br />

Ukraine war that saw further<br />

sharp fuelincreases,hesays.<br />

‘‘‘A yearago thepriceofurea<br />

was about $800 atonne and that<br />

was alreadyupfrom afew months<br />

beforeand nowits $1300/tand the<br />

dieselprice has shot up as well.<br />

‘‘Quiteoftenwhen we signa<br />

contract, we don’t always know the<br />

costs,sohaving thisflexibility<br />

develops afairnessfor all.<br />

everyone had theirown costand<br />

pricingmodels.<br />

The template is aguide to assist<br />

farmersand contractors to<br />

calculate price changes, eitherup<br />

or down.<br />

‘‘Weare nottelling people what<br />

to charge,weare just giving<br />

farmers andcontractorsthe tools<br />

to determinehow things could be<br />

priced.<br />

‘‘Whenyou getthese hugeshifts<br />

in volatileprices itsnot about<br />

winnersorlosers, its about us all<br />

having afair outcome.’’<br />

So farthe reaction hadbeen<br />

positive and they would like<br />

further feedbacktoensure the<br />

datawas suitable for allforage<br />

crops and to cater for other costs.<br />

the sheep and beef sector<br />

and may drive some farmers<br />

changes the Government has<br />

departure from the option<br />

recommended by the He<br />

WakaEke Noa Primary<br />

Sector ClimateAction<br />

Partnership.<br />

‘‘The properrecognition of<br />

sequestration, methane<br />

price setting that looks at<br />

wider effects and impacts,<br />

and delinking of the nitrous<br />

oxide price from the<br />

EmissionsTrading Scheme<br />

(ETS) are critical to ensuring<br />

sheep and beef farmers are<br />

not unfairly penalised,’’ says<br />

Mr Morrison.<br />

‘‘Itiscritical that we get<br />

thisright. It makes no sense<br />

to put the most carbon<br />

efficient producers of red<br />

meatout of business.<br />

‘‘This will not save the<br />

planet in fact, Government<br />

modellingshows it will lead<br />

to an increaseinglobal<br />

agricultural emissions.<br />

‘‘Sheep and beef farmers<br />

<strong>North</strong>ern PhoenixPaddling Club’s<br />

mixeddragon boatracing teamisjust<br />

two weeks away and training is well<br />

underway.<br />

Coach/Manager Mike Robinson says<br />

the first outingwill either be held on<br />

Pegasus Lake or at Kerrs Reach<br />

dependingonthe weather.<br />

He says the<strong>North</strong>ern Phoenixare a<br />

team of all ages, sexes and<br />

backgrounds keenondragon boat<br />

racing.<br />

“Someofuscomewith paddling<br />

experience and some with none, but<br />

we all come together with the same<br />

enthusiasmfor the sport,tobepart of<br />

ateam, enjoy the camaraderie­and<br />

with abit of ahealthy competitive<br />

streak, too”<br />

The club wasformed in 2016 when a<br />

groupofpaddlers decided to break<br />

away fromanother team to help grow<br />

the sport of dragon boatracing in the<br />

Waimakariri district.<br />

“We are afocusedteam on the water<br />

and get the most out of the sport, but<br />

we neverforget that we are afamily/<br />

social teamsoalways have some fun<br />

off the wateralso.”<br />

He says dragon boatracing is asport<br />

the whole familycan enjoy together,<br />

“We encourage them all to giveita<br />

go or just to comealong and support,”<br />

said Mike.<br />

The club is looking for more<br />

paddlers as they are wanting to<br />

expand the club to include awomen’s<br />

for the new council term.<br />

Councillorsvoted to change themeeting<br />

day from Thursday to Tuesday at the first<br />

ordinary meetingonTuesday,<strong>November</strong> 1.<br />

Monthly council meetings willnormally<br />

be heldonthe last Tuesday of the month,<br />

with the next meetingon<strong>November</strong> 29 and<br />

the last meeting for the year scheduled on<br />

December20.<br />

confirmed, includingthe operations<br />

committee which willmeet on the second<br />

to last Tuesday of the month.<br />

The strategy and community committee<br />

Howden chosen for 3rd term<br />

Julie Howden has been appointed for a<br />

third term as Kaikōura Deputy Mayor.<br />

Mayor Craig Mackle’s nomination for<br />

Deputy Mayor was confirmed on<br />

Wednesday, October 26, after the new<br />

council was officially sworn in.<br />

Cr Howden served as Deputy Mayor for<br />

Winston Gray’s third term as Mayor from<br />

2016, before being chosen by Mr Mackle<br />

three years ago.<br />

Mr Mackle acknowledged Kaikōura’s<br />

high voter turnout of 62.02 percent, the<br />

highest in the country.<br />

‘‘The results show me we are on the<br />

right track in the eyes of the greater<br />

majority, but we should never stop<br />

listening to all as there is always<br />

something new to be heard.’’<br />

He said the council had abusy term<br />

ahead with work on the Link Pathway,<br />

Wakatu Quay, the South Bay Harbour<br />

Project, the Long­Term Plan and ‘‘some<br />

lovely reforms’’.<br />

Re­elected councillors Tony Blunt,<br />

Lisa Bond, Vicki Gulleford and Robby<br />

Roche were also sworn in along with<br />

former Mayor Kevin Heays and former<br />

Deputy Mayor John Diver, who have<br />

returned to the council table.<br />

The new council’s first ordinary<br />

meeting will be held on <strong>November</strong> 30.<br />

According to the latest <strong>2022</strong> Neilsen readership<br />

report, readership has grown<br />

by a further 3000 this year, to 54,000.<br />

The survey results are testament to a great team reporting news to<br />

readers that is engaging and trustworthy, says Star Media regional<br />

manager Steve McCaughan. This is backed by advertisers keen to<br />

grow their sales and profits by using <strong>North</strong> <strong>Canterbury</strong>’s best read<br />

newspaper.<br />

The <strong>North</strong> <strong>Canterbury</strong> <strong>News</strong> team is local, fiercely parochial and<br />

passionate about its product, says managing editor Robyn Bristow.<br />

‘‘I thank all our readers as we strive to deliver an informative weekly<br />

newspaper across the region, connecting communities and their<br />

people. It is really encouraging to see the readership of the <strong>North</strong><br />

<strong>Canterbury</strong> <strong>News</strong> grow, offering our advertisers top value,’’ she says.<br />

Several Star Media titles have also experienced growth.<br />

In the Christchurch urban area The Star is now 96,000, up 33<br />

percent, while the Bay Harbour <strong>News</strong> has increased to 12,000, up<br />

3000 on last year, and Selwyn Times has increased to 48,000 —up<br />

‘‘It was very pleasing to see our titles are now read 210,000 times a<br />

Major Upgrade to Stormwater<br />

Network Completed<br />

Work wascompleted last week and the new pumping<br />

stationonOtaki Street was turned on. Thissignalsthe<br />

completion of amajorportion of theStormwaterand<br />

FloodingImprovements‘Shovel Ready’project in Kaiapoi.<br />

In 2020, the Council was successful insecuring ‘Shovel<br />

Ready’ funding from the Government to upgrade and<br />

increase the stormwater network across Kaiapoi and<br />

reduce the likelihood of flooding in big storm events.<br />

General Manager -Utilities and Roading, Gerard Cleary<br />

says the Otaki Street pumping station is the first to<br />

become operational from the programme ofworks<br />

constructing pumping stations and other infrastructure<br />

across multiple locations in the township.<br />

“Aer amassive effort from our contractors to deliver<br />

these works, Iamdelighted our Kaiapoi residents will<br />

now beable sleep better when they hear the sound of<br />

rain on their rooops.”<br />

Over the past nine months there has been alarge<br />

amount of disruption tothe neighbourhood, where<br />

multiple contractors have been working atthe same<br />

time to deliver the works as quickly aspossible.<br />

Mr Cleary said that residents will bepleased tosee the<br />

back ofthe diggers, but relieved to know that they are<br />

much better protected from major floods.<br />

“We’d like to extend our appreciation to the residents<br />

for putting up with the disruption during construction<br />

as well as our own team for the successful delivery of<br />

the project.”<br />

Te Kōhaka oTūhaitara Trust take over<br />

Temporary Lease of Holiday Park<br />

Following the departure of long-term operators<br />

at Waikuku Beach Holiday Park the Te Kōhaka o<br />

Tūhaitara Trust has been appointed as temporary<br />

lease holders to cover the busy summer period.<br />

Waikuku Beach Holiday Park is one of anumber<br />

of camping grounds owned by the Council and<br />

operated privately.<br />

Te Kōhaka oTūhaitara Trust is aregistered charity<br />

responsible for the rehabilitation and management<br />

of Tūhaitara Coastal Park along Pegasus Bay and are<br />

well known in the Waikuku community.<br />

Greg Byrnes says his team are well known and have<br />

great relationships across Pegasus Bay and are well<br />

connected to the Waikuku community.<br />

“We know how special Waikuku beach is to locals as<br />

well as the many people and families who regularly<br />

holiday in this special part of New Zealand.<br />

“While there isachange inwho is running the<br />

campground, there are no other changes for people<br />

who have abooking in place for summer. We are<br />

looking forward toproviding agreat camping<br />

experience for everyone over the coming months.”<br />

The Council has appointed the Trust as atemporary<br />

lease holder through to mid 2023.<br />

Public feedback on proposed<br />

planning rules and the Ohoka<br />

private plan change application<br />

is keeping Waimakariri council<br />

staff busy.<br />

Council staff say they have<br />

received more submissions than<br />

expected.<br />

The new Waimakariri District<br />

Plan was notified last year, but<br />

the council was required to<br />

notify two variations in August<br />

for housing intensification and<br />

financial contributions.<br />

This followed the passing of<br />

the Resource Management<br />

(Enabling Housing Supply and<br />

Other Matters) Amendment Act<br />

2021 in December.<br />

This directed the council to<br />

adopt medium density housing<br />

standards for the district’s main<br />

urban areas.<br />

Submissions closed last<br />

month.<br />

Staff are compiling a<br />

summary of submissions,<br />

including summaries of<br />

Kaiapoi River Wellbeing Walk<br />

The 4th annual Kaiapoi River Wellbeing Walk is<br />

being held on Saturday, <strong>November</strong> 12, meeting at<br />

the Kaiapoi Food Forest at 10am to raise<br />

awareness and raise funds to support Community<br />

Wellbeing <strong>North</strong> <strong>Canterbury</strong>.<br />

spokesperson says.<br />

commissioner(s) will hear the<br />

application, but it will be some<br />

time before commissioners are<br />

appointed, the spokesperson<br />

says.<br />

‘‘Until we are aware of the<br />

full range of submitters and<br />

further submitters, the<br />

council cannot engage<br />

commissioners as they will<br />

need to be in aposition to<br />

fully consider any conflicts of<br />

interest that may arise.’’<br />

The implications of the<br />

recently announced National<br />

Policy Statement on Highly<br />

Productive Land are also<br />

being considered.<br />

The new NPS requires<br />

developers to demonstrate<br />

land they wish to develop<br />

does not contain ‘‘highly<br />

productive soil’’.<br />

‘‘Given this is arelatively<br />

recent National Policy<br />

Statement we have not yet<br />

considered aview on how this<br />

may impact both the District<br />

Plan Review and Plan<br />
