Staff shortages hit aquatic centres<br />

Staff shortages are plungingaquatic<br />
centres into early closures.<br />
Areturn to tertiary studies and alack<br />
of internationalbackpackers, has<br />
impacted the Hanmer Springs Thermal<br />
Pools and Spa (HSTPS), and the Kaiapoi<br />
Aquatic Centre.<br />
The Hanmer Springs Thermal Pools<br />
and Spa willshut up shop at 7pm, two<br />
hours early,from Monday, <strong>February</strong> 13<br />
due to University, Polytechnic and<br />
school pupils,who have beenemployed<br />
as casual staff at the pools,returning to<br />
their studies.<br />
HSTPS general manager Graeme<br />
Abbot saysthe aquatic industry has<br />
‘‘started conversations’’ withone<br />
another to look at how thingsmightbe<br />
done differently to encourage more<br />
people intopositionsataquatic centres.<br />
He says having to close the complex<br />
early, for now, is really disappointing<br />
because using it in the evening is a<br />
magical experience.<br />
But to provideindustrystandard<br />
lifeguarding for its 22 pools and water<br />
slides for 11 hours per day, it requires<br />
about 37 fulltime equivalents(FTE).<br />
‘‘Unfortunately, we onlyhave 26 FTE,<br />
meaning we do not haveenoughstaffto<br />
safely sustain a9pm closingtime.<br />
‘‘Effectively we are 11 staff short, and<br />
we can’trun the complex,’’hesays.<br />
It is not as simple as closing half of it,<br />
because Health and Safety problems<br />
then arise, suchasayoung child<br />
wanderingoff and potentially falling<br />
underacover on an unused pool.<br />
‘‘The people who normally fill the<br />
positions are just not there. Backpackers<br />
are not flying because of the cost of<br />
flights, and the tight labourmarketisn’t<br />
helping at the moment either,’’ Mr Abbot<br />
says.<br />
Whilestudentshad left,the upside was<br />
they would be backfor the next school<br />
holidays.<br />
‘‘Ithas been areally difficult decision<br />
and really disappointing.’’<br />
HSTPS is actively recruiting staff but<br />
the pools are not alone, Mr Abbot, who is<br />
alsoproduct development manager for<br />
HurunuiTourism, says.<br />
‘‘Many businesses in the town are in<br />

the same boat. Vineyards and businesses<br />
acrossthe Hurunui Districtare all<br />
impacted and considering ways to cope<br />
with staff shortages.’’<br />
Mr Abbot says the same sortofproblem<br />
is happening rightacross the district.<br />
Some in the aquaticindustry are now<br />
talking to each other about ways to help<br />
ease the situation.MrAbbot sayshis own<br />
team at HSTPS is working on a<br />
discussionpapertogoout to the industry<br />
in the next week, lookingatsome long<br />
term initiatives to ease the situation.<br />

Ms Berginsays advertisements for<br />
some vacant positions are up on the<br />
WaimakaririDistrict Councilwebsite.<br />
Meanwhile, MainPower Amberley<br />
Poolmanager NaomiWoodham, says this<br />
year, the council had been lucky witha<br />
coupleoflifeguards remaining for the<br />
duration of the pool season before<br />
heading overseas.<br />
‘‘Another is completing her study<br />
online, so has flexibility to stillwork with<br />
us as well.Weare very grateful,’’ says Ms<br />
Woodham.<br />
This has allowed the pool to continue<br />
to operate as normal.<br />

Mr Logan has benefitted froman<br />
onlinecounselling initiative piloted<br />
by the Hurunui District Council’s<br />
Mayor’s Taskforcefor Jobs (MTFJ)<br />
programme.<br />
Known as Clearhead, the online<br />
platform has beenbeen designed to<br />
make it easier for young people to<br />
accesssupport.<br />
‘‘I have beengetting help with eating<br />
problems,soithas beengreat. Ihave<br />
benefitted alot,’’ he says.<br />
‘‘It has been awesome.<br />
‘‘It would be good to see it made<br />
available for more youngpeople<br />
because it has been really helpful’’.<br />
Mr Logan,who livesatLeithfield<br />
Beach,has been supported by the<br />
MTFJ on andoff for thelast three<br />
years.<br />
He said the costofcounselling could<br />
be daunting, while ‘‘amping yourself<br />
up’’ to drivetoappointments couldbe<br />
stressful.<br />
The Clearhead platform allowed<br />
young people to choose from a<br />
selection of counsellors to find the<br />
right fit.<br />
‘‘It is abit like eBayfor<br />
counsellors.’’<br />
As the sessions wereonline, ‘‘you<br />
can be in your own environment’’, he<br />
says.<br />

month spraying contractwith the<br />

option of getting support for<br />
employees, through Clearhead,as<br />
business owners did not always have<br />
the tools to offerthat support.<br />
The Hurunui District Council has<br />
beenanearly adopter of the service.<br />

people in ruralareas battling mental<br />
health issues ran into many<br />
challenges, includingremaining<br />
anonymous.<br />
‘‘Wait times, travel distance, the<br />
lackofchoice of counsellor.These<br />
are all things thateffect the chance<br />
of whether our young people reach<br />
out for help.<br />
‘‘That stigma around asking for<br />
helpisstillvery real in small town<br />
communities, so havingthe option to<br />
speak with aspecialist from a<br />
different region will be empowering<br />
for these kids.<br />
‘‘Everyone should have access to<br />
mental healthcare, no matterwhere<br />
theylive. It is acrucialpart in<br />
making sure fewer young peoplefall<br />
through the gaps.’’<br />

Growth catalyst for plan changes<br />

The Hurunui district’srapid growth<br />
could see somechanges in this year’s<br />
annualplan.<br />
Arecord numberofconsents(197) for<br />
new houseswere issued last year,<br />
which has led to anumberofcapital<br />
projects being brought forward, chief<br />
executive Hamish Dobbie says.<br />
Council staff are busy preparingthe<br />
draft <strong>2023</strong>/24 annual plantopresent to<br />
councillors in the coming weeks.<br />
‘‘Our mission focus is the<br />
continuation of the (2021/31) Long Term<br />
Plan and keeping ratesrisesaffordable.<br />
‘‘We have pulledanumber capital<br />
projects forwardbecause of the growth,<br />
so it might be alowercapital<br />
programme than we signalled.’’<br />
The bulk of Hurunui’s growth has<br />
been in Amberley and HanmerSprings,<br />
but there has beengrowthacross the<br />
district, Mayor Marie Black says.<br />
Last year’s 2022/23annual plan saw a<br />
rates hike of 10.5 percent, as<br />
councillors optedtostick to its<br />
commitmentsinthe Long Term Plan<br />
(LTP).<br />
Aratesrise of just 4.99% had been<br />
signalled in the LTP, but rising<br />
inflation and the impact of Covid19<br />
took its toll.<br />
Capitalprojectsincluded three<br />
waters infrastructure, roading,<br />
footpaths and building new public<br />
toilets.<br />
Roadingisset to feature again, as the<br />
councilfacesthe challenge of<br />
upgrading roads to be fit for purpose for<br />
today’stransport network.<br />
Mr Dobbiesays the recent heavy rain<br />
had demonstrated the vulnerabilityof<br />
the district’s roads.<br />
The Lake Sumner Road suffered<br />
extensive damage.<br />
‘‘The road mightonly service two or<br />
three properties, but for those<br />
properties the needs are equal to any<br />
other road,’’ he says.<br />
Hurunui received a52% subsidy from<br />
WakaKotahi New Zealand Transport<br />
Agency, but it was mainly for<br />
maintenance.<br />
Emergency funding was also<br />
available for severe weatherevents.<br />
‘‘This is an ongoing problem. We are<br />
seeing climate change in action,’’ Mr<br />
Dobbie says.<br />
‘‘Weare built for 1in20 or 1in50<br />
yearevents,but we are seeing alot<br />
moreevents and often quite localised,<br />
so just fixing things all the timeisnot<br />
the way of the future.<br />
‘‘Sofuture fundingoflocal<br />
governmentissoimportant.Atthe end<br />
of the day we wantresilient networks<br />
and our communities want resilient<br />
networks.’’<br />

Confusion over chlorination of Kaiapoi water<br />

north drinking water supply is causing<br />
confusion among residents.<br />
Residents havetaken to social media<br />
to venttheir frustrations at the ongoing<br />
chlorination.<br />
The Waimakariri District Council<br />
began chlorinatingthe Kaiapoinorth<br />
supplylast year as aprecaution,after<br />
routine testingshowed increasedlevels<br />
of organic materials in the water<br />
supply.<br />
He said the event<br />
reminded him that ``the<br />
importance of manaakitanga,<br />
looking after our<br />
people’’, is what we valueas<br />
adistrict.<br />
The event’s longtime<br />
presenter, Kaiapoi singer<br />
Sharon Russell, is<br />
recovering from pneumonia<br />
and was unable to fulfilthat<br />
role this year but her<br />
daughter Gina Keating<br />
steppedupatshort notice to<br />
do the job.<br />
However, Sharonwas able<br />
to join her daughteronstage<br />
for coupleofsongs.<br />

Kaiapoi.<br />
The firstdraftdecision, on the Cust<br />
water supply chlorineexemption<br />
application, was received just before<br />
Christmas and indicated that<br />
applicationwas likelytobedeclined.<br />

does not directly apply to Kaiapoi, it<br />

Milly to star in film<br />

At 96 years young Rangiora’s Milly Ward<br />
is loving life and about to become afilm<br />
star.<br />
On <strong>February</strong> 23 Milly will be guest of<br />
honour during afilm evening at the<br />
Rangiora Museum featuring afilm about<br />
her life growing up on the Chatham<br />
Islands.<br />
Willie Fraser, atour guide and<br />
fisherman who lives six months of the<br />
year in the Chathams Islands, and six<br />
months back on the mainland at his<br />
home in Ohoka, will be aguest speaker<br />
at the film evening.<br />
The Life Adventures of Milly Ward is<br />
the latest in aseries of films made for the<br />
museum by Tom McLaren, of Rangiora.<br />
Tom, whose wife Norma McLaren is<br />
patron of the Rangiora and Districts<br />
Early Records Society, decided to make<br />
the film about Milly after friends told the<br />
couple about her interesting life.<br />
Milly was born in the Chatham Islands<br />
where she was raised by her maternal<br />
grandparents and alarge extended<br />
family, before coming to New Zealand as<br />
a12yearold to live with the Holyoake<br />
family for her high school education.<br />
After finishing her schooling she left<br />
the Bay of Islands and headed south<br />
where she met her husband Frank Ward,<br />
in Ohoka.<br />
The couple had two children and<br />
bought afarm in Ohoka where they<br />
remained until Frank’s death. Milly then<br />
moved to Rangiora.<br />
Although Milly has idyllic memories of<br />
her early childhood in the Chatham<br />
Islands, growing up on the sheep farm<br />
owned by her grandparents in their huge<br />
family home, her early teenage years<br />
living with the Holyoakes in the Bay of<br />
Islands ‘‘were not such agood time’’.<br />
However, the vivacious, energetic,<br />
nonagenarian, who now lives solo in her<br />
tidy Rangiora home, chooses to focus on<br />
better memories.<br />
‘‘I love life and try to make the most of<br />
every day,’’ she says.<br />
Her daily ritual begins with abowl of<br />
porridge and ends most nights ‘‘if I<br />
remember’’, with asmall glass of<br />
sauvignon blanc.<br />

‘‘I give that piano hell,‘‘ she says.<br />
She also loves baking, particularly<br />
sponges filled with cream and jam, and<br />
rock cakes.<br />
Gardening, another skill learnt at her<br />
grandmother’s side, is also apassion.<br />
Her grandparents had ahuge<br />
vegetable garden and orchard where<br />
Milly spent many enjoyable hours with<br />
them, learning their gardening skills.<br />
She still loves getting her hands in the<br />
soil and maintains asmall garden,<br />
including her favourite vegetables,<br />
runner beans and silver beet, at her<br />
home.<br />
‘‘I love silver beet,’’ she says. ‘‘I even<br />
drink the water it is cooked in.’’<br />

Mr Fieldbegan hiscareer in the early<br />
90sinNelson.<br />
At home, hisfatherplayed andfixed<br />
pianos andelectronic organs.<br />
As ateenager, Mr Field says he found<br />
hisskillswith apiano were soonin<br />
demand.<br />
‘‘Peoplestartedasking me as a12<br />
/13yearold to come along withthemto<br />
rate apianobeforethey bought it.<br />
‘‘They thought if Ilikeditthen it should<br />
be agoodone.<br />
‘‘Icouldpick adud prettyquicklyand it<br />
saved them money,sothen Ithought I<br />
woulddobetter to find thesegood pianos,<br />
fixthemupand then sellthem myself.<br />
‘‘Iwas payingalocal tunertotune<br />
them,but Idecidedtolearnhow to tune<br />
pianos myself.’’<br />
Late in the1990s, he sat his Guild<br />
examstobecome an accredited tuner.<br />
‘‘Youweremarked on bothtechnical<br />
andtuningexams–you had to passboth.’’<br />
He saysthere is afraternity of tunersin<br />
thecountry, and like many otherskills<br />
trades, they were experiencingashortage<br />
of skilledworkerstoday.<br />
‘‘There are stillthousands of pianos<br />
sittinginpeople's houses that all needto<br />
be tunedand maintained,’’hesaid.<br />

To mend a120yearoldpianoproperly<br />
it could cost$20,000 to replace all the<br />
parts and rebuild it.<br />
‘‘Butmanyhave asentimentalvalue to<br />
owners andIdowhatIcan to help them<br />
preserve theirpiano.’’<br />

months agoand is still amazedatwho he<br />
mightfind sitting behind him when he<br />
visits retirement homes to fix their<br />
pianos.<br />

someone with prior governance experience, or looking for an entry-level governance role.<br />

residents of Aucklandwho have borne the<br />
brunt of therain and flooding at theother<br />
end of thecountry.<br />
Havingspentthe night at Auckland<br />
airportmyself on that stormy Friday, the<br />
wettestday on record,Ihave huge<br />
sympathy forthose affected by the<br />
flooding.<br />
While Iwas abletoreschedule my flight<br />
out of there,and get back hometoclean<br />
dry clothes,the reality for Aucklanders<br />
has been devastating.<br />
Justlooking at thepictures of the<br />
damagetopropertyand hearingthe news<br />
about the number of people displaced by<br />
the floodingisheartbreaking.<br />
The region will be in my thoughts as the<br />
slowcleanupand rebuild starts to take<br />
shape —itwillnodoubt be alongroad for<br />
many.<br />
As local MP Iampassionate about<br />
advocating for thoseinmyelectorate,and<br />
mostpeople willknow I’mcontinuingto<br />
pushfor afterhours health care in<br />
Waimakariri.<br />
Lastyear, after having to go to the<br />
MinisterofHealth foranswers,it<br />
transpired that there are huge failingsin<br />
the process to build an afterhours<br />
facility, with no start or enddateset outin<br />
the contract,meaningthe project could<br />
dragonindefinitely.<br />
HoweverIcontinue to callonTeWhatu<br />
Ora HealthNZtoprovide the services<br />
theypromised to thiscommunity in 2019.<br />
Theycommitted to afterhourshealth<br />
carefrom 2022,soIbelieve theyshould be<br />
honouringthis commitment,not expect<br />
the growingcommunity to wait patiently<br />
for another three years,ifnotlonger.<br />
Irecently attendedthe <strong>Canterbury</strong><br />
EmployersChamber of Commerce retail<br />
crime event to hearwhat is beingdone<br />
aboutthe soaringrates of retailcrime.<br />
With ram raids dominating the<br />
headlines andeven reachingRangiora’s<br />
High Street over thesummer, it’s vital<br />
retailoperatorshaveconfidence<br />
something is being done to addressthe<br />
escalating problem.<br />
Ourshopkeepers and other retail staff<br />
deservetofeelsafeatwork, and we are<br />
increasingly hearing theyare feeling<br />
anything but safe.<br />
Some of the stories are heartbreaking<br />
andthe retail sector has rightlyhad<br />
enoughofthis Government’sinaction.<br />
We know all too well thetragic<br />
outcomes antisocial behaviourcan lead<br />
to,aswell as the trauma associated with<br />
violenceand ram raids for thoseworking<br />
in retail.<br />
Localshopkeepershave everyright to<br />
feel letdown by thisGovernment when<br />
they continually readabout safety<br />
measuresbeing rolled out in Auckland<br />
andelsewhereinthe <strong>North</strong> Island, while<br />
they liveinreal fear aboutwhat is<br />
happening on their owndoorstep.<br />
Thesebusinessowners aresimply<br />
askingfor consequences forantisocial<br />
activities, andsomeresourcestodealwith<br />
them effectivelybeforethings get further<br />
outofcontrol.<br />
Lastlyitwasgood to catchupwith Alan<br />
Turner of the AA at the start of theyear to<br />
talk aboutwhat can be donetoadvocate<br />
forthe Woodend Bypass.<br />
TheAAand Isharearesolutepassion<br />
formaking thisroutesafer, and<br />
preventing the community of Woodend<br />
from beingfurther divided by an<br />
increasingly busy highway.<br />
It’s goodtohavepeople like Alanon<br />
board,and I’m sure we will be working<br />
hard together thisyear to fight forthe<br />

It is already <strong>February</strong>, whichmeanswe<br />
are well into the year.<br />
The council has been looking closely<br />
at our work programme for the year<br />
ahead, and will be coming to you shortly<br />
with our Draft Annual Plan.<br />
The Annual Plan is our yearly work<br />
programme and is an opportunity for<br />
residents to have asay on the major<br />
proposals affecting the District for the<br />
coming year.<br />
This year we are looking to keeprates<br />
affordable, while ensuring the critical<br />
work we do continues.<br />
You would have seen recently there is<br />
anew Ministerfor Local Government –<br />
the Hon Kieran McAnulty.<br />
The Minister has visitedthe District a<br />
number of times and made apoint of<br />
travelling the countrywhen he was the<br />
Associate Minister of Local Government<br />
to talk to provincial Councils about their<br />
concerns –especially around Three<br />
Waters.<br />
It’s my sincere hope anew Prime<br />
Minister and Minister for Local<br />
Government will mean Three Waters is<br />
paused until amoreacceptablemodel<br />
can be agreed to.<br />
Three Waters reform has been a<br />
shambles from the start.<br />
The sector was told reform was<br />
voluntary,only to find out the decision<br />
had already been made to mandate<br />
participation.<br />
Our feedback has beenignored<br />
throughout, and the Scottish modelthey<br />
have based the reform on isn’t fit for<br />
New Zealand.<br />
That said, it’s not toolate to rescue this<br />
reform.<br />
Communities 4Local Democracy as<br />
well as the Mayors’ Consensus model are<br />
both viable alternatives.<br />

keep rates affordable, while<br />
ensuring the critical work we<br />

We are confident that our plans are in<br />
line with what the majority of New<br />
Zealanders want.<br />
We’ve presented areform framework<br />
thatisdirectly supported by nearly half<br />
of councils in NewZealand, and is<br />

Ihope the revamped Government<br />
listens.<br />
We will continue to advocate for a<br />
better outcomenonetheless, whetherit’s<br />
withthis Government or the next.<br />
Over the weekend we celebrated<br />
Waitangi Day. This really is awonderful<br />
day for our country, our region, and our<br />
district.<br />
It fillsmewith so much pride when I<br />
see the children of our district puton<br />
suchincredible kapa haka<br />
performances and Iwas lucky enough to<br />
attend celebrations in both Kaiapoi and<br />
Rangiora.<br />
For me personally, Waitangi Day is a<br />
day of reflection and acknowledgement<br />
of the huge sacrifices made bymany to<br />
bringustothe point we are at today.<br />

Rangiora Festival atruly colourful occasion<br />

Rangiora’s Colour Festival is back.<br />
It will be held in Victoria Park,<br />
Rangiora on Sunday, <strong>February</strong> 26, 11am<br />
to 4pm.<br />

Event organiser Karl Horwarth says it<br />
is great to be back.<br />
‘‘After atwo year gap we are really<br />
excited to be able to run the PAK’nSAVE<br />
Rangiora Festival of Colour again after<br />
Covid and Mother Nature interrupted<br />
proceedings.<br />
‘‘It is such afun, colorful event, and it<br />
is so well supported by people and<br />
businesses in <strong>North</strong> <strong>Canterbury</strong>, that we<br />
had to do it,’’ he says.<br />
He says Festival of Colour <strong>2023</strong> will<br />
focus on bringing life and colour to the<br />
town, and celebrate its diversity and<br />
energy.<br />
‘‘The festival is all about bringing the<br />
community together.’’<br />
While colour is the focus, fun, dance,<br />
entertainment and food will share the<br />
spotlight.<br />
Mr Horwarth says more than 3000<br />
people are expected at the festival.<br />
‘‘Our intention is to provide an<br />
exciting community festival that reflects<br />
the multicultural nature of our <strong>North</strong><br />
<strong>Canterbury</strong> home.<br />
‘‘It will provide opportunities for the<br />
many ethnic and cultural groups in the<br />
area to make aconnection with the<br />
wider community through food, music,<br />
and performance in an exciting and fun<br />
way.’’<br />
Along with live music, there will be<br />
bollywood dancers, kapa haka,<br />
drummers, Chinese dancers, and more.<br />
The Festival philosophy is to address<br />
the lack of any largescale event<br />
celebrating the multicultural nature of<br />
the rapidly growing <strong>North</strong> <strong>Canterbury</strong><br />
population.<br />
‘‘We seek to recognise and celebrate<br />
not only the strong Maori and European<br />
heritage of the region, but the<br />
increasing growth of ‘‘other’’ New<br />
Zealanders as well,’’ Mr Horwarth says.<br />
He says along with fantastic food,<br />
drink, dance, music and performances,<br />
the highlight will be the ‘‘throwing’’ of<br />
vibrant colours by those attending the<br />
festival.<br />
‘‘Along with colour cannons, this<br />
throwing of colours is one of the most<br />
visually exciting, family friendly events<br />
in <strong>North</strong> <strong>Canterbury</strong>.’’<br />

Club Jubilee celebrations<br />

Club is celebratingits 75th<br />
anniversary at Rangiora<br />
RacecourseonSaturday,<strong>February</strong><br />

The Rangiora Trotting Club, as it<br />
was initially known, wasformed in<br />
August 1946 withthe firsttrotting<br />
totalisatormeeting on the course<br />
in 1948. Before thentrotting races<br />
were held on roads aroundthe<br />
Rangiora district,with the route<br />
between the AshleyHotel and the<br />
Sefton Hotelafavourite racing<br />
track.<br />
The club'sDiamondJubilee<br />
celebrationwas initiallyplanned<br />
for August 2021, and then <strong>February</strong><br />
2022,but boththose meetings were<br />
ruledout by Covid19 pandemic<br />
restrictions.<br />
However, club officials are<br />
hoping Saturday next week will<br />
provetobethirdtime lucky and a<br />
big picnicstyle, familyfriendly day<br />
is beingplanned.<br />
The meeting will begin at noon<br />
and the racing highlights will<br />
include the $25,000Rangiora<br />
Classic and the $14,000 75th<br />
Jubilee Trot.<br />
‘‘We are very grateful to our<br />
generous club stalwarts,Robin and<br />
Geraldine Wilson,for their<br />
sponsorship of the Rangiora<br />
Classic and Kurt Ganzl for his<br />
sponsorship of the 75th Jubilee<br />

Robin, the club’s past president,<br />
has also written acomprehensive<br />
history of the club to coincide with<br />
the DiamondJubilee celebrations,<br />
and there are plans to make his<br />

At that time peoplehad to pay to<br />
get in andthey would have queued<br />
up at six turnstiles, mannedby<br />
officials in white coats, to do so.<br />
Most of the racegoerswould also<br />
have been dressed up for their big<br />
day out.<br />
When public social functions<br />
were few and far between, aday<br />
out at the races was considered an<br />
importantsocial event which<br />
peoplealways dressed up for, but<br />
these days raceday protocolisfar<br />
more welcoming and the dress<br />
code casual.<br />
In those days,womenwouldnot<br />
have been allowed to drink alcohol<br />
in the barsoncourse, and only men<br />
drove in the races.<br />
Afar cry from the club’s<br />
Diamond Jubilee meetingwhen a<br />
special race just for women drivers<br />
will be held.<br />
The TeamTeal drivers are<br />
racingtoraise awareness and<br />
muchneeded funds for ovarian<br />
cancerresearch during six weeks<br />
in <strong>February</strong> and March at various<br />
race meetings nationwide<br />
including Rangiora on <strong>February</strong><br />
18.<br />
Women play abig role in race<br />
driving these days and many of the<br />
drivers included in the Team Teal<br />
fundraiser will also be driving<br />
against the men at Rangiora and<br />
the other meetings involved in the<br />
fundraiser.<br />
The clubwill also be holding<br />
socialfunctions on Diamond<br />
Jubilee Day for its members<br />
including two special veterans,<br />
Denis Power, who has beenaclub<br />
memberfor 73 years,and Russell<br />
Stalker, 72 years.<br />
‘‘Theyhave beengreatstalwarts<br />
of the club,’’ Greg says.<br />
Literacy progress<br />

to ‘‘get ahead of the game’’ on<br />
proposed newliteracy<br />
standards.<br />
The schoolhas been<br />
participating in aMinistry of<br />
Educationpilot of proposed<br />
new literacy and numeracy<br />
standards.<br />
‘‘We are so gladwejoined it<br />
earlyonbecausewewant to get<br />
aheadofthe game,’’ principal<br />
JasonReid said.<br />
‘‘It gives you an inside view<br />
into the criteria andwhat is<br />
required of our teachingstaff<br />
and to knowwhere the<br />
challenges are for our<br />
students.’’<br />
The pilot involved around 40<br />
percent of Kaiapoi’syear 10<br />
students,with students<br />
achievingthe curriculum levels<br />
3to4atthe start of the year.<br />
The aim was to bring the<br />
students up to aliteracy ‘‘pass’’<br />
at level 5, principal JasonReid<br />
says.‘Anonlinetool,easTTle,<br />
was used to track thestudents’<br />
progress, alongside the pilot<br />
assessment.Data collected was<br />
passed on to the Ministry of<br />
Education.<br />
Mr Reidsays the proposed<br />
model, as acorequisite, would<br />
have adetrimental effect on<br />
students earning NCEA<br />
qualifications.<br />
‘‘Every school we have<br />
discussed this with, who are<br />
also in thepilot, share the same<br />
concerns.’’<br />
He says therecould be merit,<br />
if new literacy and numeracy<br />
standardswere introduced, in<br />
assessing students at year 9and<br />
10. Students who ‘‘passed’’<br />
couldthen concentrate on<br />
NCEA in later years, leaving<br />
schools to concentrate on<br />
bringing the remaining<br />
students up to the required<br />
levelinyear 11. The trialis<br />
continuing this year,and if<br />
adopted all students will need<br />
to pass the literacy and<br />
numeracytestsasacorequisitetoNCEA<br />
qualifications.<br />
Whilethe literacy and<br />
numeracystandards were<br />
focused on high school<br />
students,MrReid says learning<br />
needed to startatprimary<br />
school.<br />
He was grateful for the strong<br />
relationships with local<br />
primary schools in Te Kāhui<br />
Ako Kātote (Kaiapoi learning<br />
cluster).<br />
Kaiapoi <strong>North</strong> School is one<br />
school which has embraced<br />
structuredliteracytogive<br />
childrenahead start.<br />
‘‘It all startsatage 5,’’<br />

‘‘It is essential for childrento<br />
develop foundational skillsin<br />

Oxford, Lana’s visitwas just four weeks.<br />
It meant stargazing opportunities were<br />
limited, with the observatory’s winter<br />
programme not due to start until April.<br />
But principal Mike Hartsuggested<br />
some solarobserving (of thesun) could be<br />
arranged before Lana returned to<br />
Germany.<br />
Lana said she is enjoying the laid back<br />
lifestyle in Oxford.<br />
‘‘New Zealand is beautiful, the people<br />
are so friendly and the school system is<br />
good here.’’<br />
Lana and Mike saidthey were<br />
impressed with the variety of subject<br />
choices and the ‘‘friendly teachers’’.<br />
Lana comes fromAnsbach, aruraltown<br />
in Bavaria.<br />
Mr Hart said the school is pleased to<br />
have its international programme back in<br />
full swing after hostingagroup ofeight<br />
students from rural Brazilonashort stay<br />
in term three lastyear.<br />

New fun activity at<br />
Hanmer Springs<br />

Hanmer Springs has anew fun, family<br />
activity and it’s free.<br />
Aninehole disc golf course opened<br />
at Brooke Dawson Reserve last month<br />
and it has already caught attention of<br />
visitors and enthusiasts for the game.<br />
‘‘It has only been open for acouple<br />
of weeks, but there is alot of people<br />
going through and the word is getting<br />
out,’’ local resident Graham Frith<br />
says.<br />
‘‘I’ve had people from Christchurch,<br />
Nelson and the West Coast ringing to<br />
find out when we will have this course<br />
and now Ican tell them to come.<br />
‘‘My vision was to have it so<br />
everyone staying in the village could<br />
do it for free and eventually if we have<br />
some guns come here, even better.’’<br />
Mr Frith came up with the idea for a<br />
disc golf course while serving on the<br />
Hanmer Springs Community Board.<br />
It came at acost of $7500 to buy the<br />
baskets, which are used instead of tees<br />
and were installed by volunteers.<br />
Disc golf is like ordinary golf, except<br />
you throw afrisbee or disc and aim to<br />
get into the baskets in as few throws as<br />
possible.<br />
All you need is afrisbee and some<br />
mates, or your family, Mr Frith says.<br />
‘‘The other day three of us went<br />
down there with one frisbee. We just<br />
took turns throwing it and walked<br />
around and had agreat chat.’’<br />
Mr Frith has been behind several<br />
initiatives in recent years, including<br />
the Hanmer Springs food forest and<br />
Music and Arts Hanmer Springs.<br />
He is also working on developing<br />
mountain bike trails around Mt Isobel.<br />
‘‘I just like to stir things up. If you<br />
are not going forward you fall off your<br />
bike.’’<br />
Mr Frith says the ideas tend to flow<br />
when he is out on his bike.<br />
With afive month cycling tour in<br />
Central America planned from next<br />
month, more ideas are sure to follow.<br />
‘‘We are travelling through Mexico<br />
and Iwill no doubt see something and<br />
think ‘that will work in Hanmer<br />
Springs’.’’<br />
The Brooke Dawson Reserve, in<br />
Bath Street, Hanmer Springs, has a<br />
toilet block and picnic area, making it<br />
the ideal spot for families.<br />
There is the option of extending it to<br />
an 18hole course if it proves to be<br />
popular.<br />

Jane has been an exhibiting and<br />
published artist since her graduation<br />
from Christchurch Polytechnic in 1997.<br />

Vicarage Views subdivision notified<br />

Submissions are open on Kaikōura’s<br />
much anticipated new housing<br />
development.<br />
The Kaikōura District Council has<br />
notified aresource application to build<br />
the proposed Vicarage Views subdivision<br />
on Mt Fyffe Road, Kaikōura.<br />
The seven hectare site was previously<br />
used as the <strong>North</strong> <strong>Canterbury</strong> Transport<br />
Infrastructure Recovery (NCTIR)<br />
workers’ village, following the 2016<br />
earthquake.<br />
The proposed development forms part<br />
of a$7.8 million funding agreement for<br />
Kaikōura from Kainga Ora’s<br />
Infrastructure Acceleration Fund.<br />
Acompleted development will<br />
provide some much needed elderly and<br />
low income housing for the town.<br />
Developer Garry Robertson is<br />
proposing to build 83 homes on the site,<br />
with 43 qualifying for the First Home<br />
Grant House Price Cap ($700,000).<br />
It is expected to include 20 older<br />
person’s housing units, comprising one<br />
to two bedroom units with acarport on<br />
250m2 to 350m2 sites, which will be<br />
located in the centre.<br />
The resource consent application<br />
aimed to build 67 lots in the residential<br />
Bzone, with noncompliant lot sizes,<br />
averaging 553m2, which was also noncompliant<br />
with density standards.<br />
The Kainga Ora funding would pay for<br />
roading, footpaths and acycle way to<br />
connect Vicarage Views with local<br />
schools, the town centre and the Ocean<br />
Ridge subdivision, to the south of<br />
Kaikōura.<br />
Stage two of the proposed project was<br />
the expansion of the Ocean Ridge subdivision.<br />
The total cost of the infrastructure<br />
over the entire project was estimated at<br />
$12 million, with the council’s<br />
contribution being $175,000.<br />

resource consent close on March 3.<br />

Just cleaning the filters helps<br />
with this, but agood thorough<br />
clean inside and out will make<br />
the world of difference to the<br />
unit’s efficiency and client’s<br />
power bills.<br />
John uses professional<br />
disinfectants and cleaners on<br />
the inside and outside units,<br />
including coil cleaner.<br />
He takes approximately one<br />
hour to clean each unit,<br />
depending on how dirty they<br />
are.<br />
‘‘It’s is all about where the<br />
units are located,’’ John says.<br />
‘‘Those mounted near<br />
kitchens tend to get more dirt<br />
and grime stuck to them, while<br />
midhallway units don’t, but<br />
those units mounted near doors<br />
can quickly get filled with dust<br />
and dirt.’’<br />
John says owners should also<br />
check how their outside units<br />
are.<br />
‘‘Outside Ihave come across<br />
units completely covered in<br />
climbers or plants. They are<br />
just as important as the<br />
internal units.’’<br />
He sees atrend now for<br />
homes containing more than<br />
one unit.<br />
‘‘Some houses have up to five<br />
units, and it is important to<br />
keep them all clean and<br />
operating at their optimum<br />
settings.’’<br />
He also does work for local<br />
businesses, and will work<br />
flexible hours so as not to<br />
disturb customers, and to meet<br />
clients needs.<br />
He is atrusted contractor for<br />
several rental managers and<br />
landlords.<br />

Intense racing action at Amberley Trots<br />

Amberley Trotting Club officials<br />
are struggling to understand<br />
why such asmall crowd turned<br />
out for their Waitangi Day race<br />
meeting.<br />
However, club president Ross<br />
Rennie believes the intense heat<br />
on race day, and during the days<br />
leading up to the usually<br />
popular grasstrack meeting, is<br />
the most likely reason.<br />
The picnicstyle, familyfriendly<br />
meeting usually attracts<br />
ahuge crowd, but with Waitangi<br />
Day temperatures soaring to the<br />
mid 30s, ‘‘it may have been too<br />
much of agood thing’’, he says.<br />
‘‘You always want to have fine<br />
weather for your meetings, but<br />
maybe people thought it would<br />
be just too hot to come out<br />
today.’’<br />
However, he also believes that<br />
the Waikouaiti Trotting Club's<br />
meeting, also run on agrass<br />
track, at Oamaru the day before<br />
Waitangi Day, may have had an<br />
impact with both clubs<br />
attracting smaller than expected<br />
fields for agrasstrack meeting.<br />
‘‘We had agoodsized field (of<br />
14) for our cup race but<br />
Waikouaiti only had six starters<br />
in theirs,’’ Ross says.<br />
With Rangiora Racecourse<br />
facing an uncertain future after<br />
a2022 review recommended ‘‘it<br />
should be disposed of after the<br />
<strong>2023</strong>/24 season’’, last Monday’s<br />
Waitangi Day meeting could be<br />
the last time the popular<br />
Amberley Club races at the<br />
course.<br />
Ross says he hopes that will<br />
not be the case and that<br />
‘‘common sense prevails’’ so that<br />
racing can continue at the<br />
historic course.<br />
‘‘We will be fighting hard with<br />
the Rangiora Harness Racing<br />
Club to make sure the right<br />
decision is made,’’ he says.<br />

‘‘It’s done subtly through play,and we<br />
also teach the children to respect<br />
othersand not to fight outside the<br />
dojo.’’<br />

party planner/clown/fairy/ninja at<br />
FuntimeParties and says she beganher<br />
interest in martial arts over 10 years<br />
ago.<br />

The international achievements of<br />
golfing star Amelia Garvey have been<br />
recognised at her home club in Kaiapoi.<br />
Apresentation was made to Amelia by<br />
the Kaiapoi Golf Club’s patron Janice<br />
Cattermole, during the opening day of<br />
the new season on January 14, to<br />
acknowledge her achievements<br />
representing New Zealand.<br />
Amelia, aged 22, was born in England,<br />
but moved to Christchurch with her<br />
family when she was five, and joined the<br />
Kaiapoi Golf Club ayear later.<br />
Club captain Sean Regan says Amelia<br />
was the runnerup in the 2019 Women’s<br />
Amateur Championship in <strong>North</strong>ern<br />
Ireland and has played on the ‘‘hallowed<br />
fairway’’ of the Augusta National Golf<br />
Club in the United States, but Kaiapoi is<br />
her home club.<br />
‘‘Other Christchurch club’s would like<br />
to claim her but she always says that she<br />
will never forget the club and the people<br />
who gave her her start in the game,’’ she<br />
says.<br />
Amelia joined Kaiapoi Golf Club at the<br />
age of six, went through the junior<br />
programme and won the club's senior<br />
women’s title at the age of 13.<br />
She then went through the local golf<br />
ranks representing <strong>Canterbury</strong> and New<br />
Zealand in an impressive display of<br />
teams over her amateur career.<br />
Amelia won agolfing scholarship from<br />
the University of Southern California in<br />
2018, then in 2021 the young Kiwi star<br />
had ayear to remember playing her first<br />
Women’s Amateur Championship at<br />
Augusta National, finishing second at<br />
the Pac 12 Championship, moving up to<br />
21st in the World Amateur Golf<br />
Rankings.<br />
She graduated with aBAin<br />
Communications, turned professional<br />
and made her professional debut at the<br />
US Women’s Open.<br />
Amelia also competed in her first<br />
Qschool (the annual qualifying<br />
Amelia Garvey<br />
tournaments for leading golf tours in the<br />
US and Europe), and secured Symetra<br />
Tour status for 2022.<br />
‘‘Last year Amelia competed on the<br />
LPGA (Ladies Professional Golf<br />
Association) Epsom Tour and, after<br />
making the first cut, missed out on<br />
qualifying for the LPGA Tour,’’ Sean<br />
says. ‘‘This year she hopes to be in the<br />
top 10 of the money list which will give<br />
her an LPGA card for 2024.’’<br />
The Kaiapoi Club is proud of their<br />
young star.<br />
‘‘Amelia never misses abeat, and<br />
every time she is back in New Zealand<br />
she plays with both club members and<br />
attends junior coaching at Kaiapoi Golf<br />
Club, helping to pave the way for future<br />
professionals and club members alike.<br />

Amelia was in Kaiapoi last month as<br />
part of her off season. But when she is on<br />
tour, her base is either in Florida or Los<br />

meeting held over weekend of January 28<br />

five gold,four silver, and fivebronze<br />
medals, plus two prestigious trophies.<br />

Evelyn Wilson,<br />
celebrated theirnuptials<br />
at the Mornington Baptist<br />
Church in Dunedin.<br />
Sixty years later, the<br />
Rangiora couple and<br />
their children held a<br />
small family party to<br />
mark their diamond<br />
weddinganniversary.<br />
‘‘We kept it smallthis<br />
time because we’vejust<br />
hadabig family gettogether,<br />
and we didn’t<br />
want to burden our four<br />
children, 18<br />
grandchildren andtwo<br />
greatgrandchildren with<br />
the cost of attending<br />
anothersoclose to the<br />
last one,’’Evelyn says.<br />
Sixty years ago,she<br />
remembers the day was<br />
hot as she walked down<br />
the aisletostand beside<br />
her husbandtobe.<br />
Des, from<br />
Kaukapakapa, had been<br />
studying at the Church of<br />
Christ Bible College<br />
when in 1961, he injured<br />
himselfwhile exercising.<br />
‘‘We met in the<br />
DunedinHospital where<br />
Evelyn was working as a<br />
registerednurse. She<br />
was anice lady, and<br />
things progressed from<br />
there,’’ Des says.<br />
Evelyn says he waited<br />
until he was well enough,<br />
and thenasked herout.<br />

Bromley in Christchurch<br />
in 1967,where Des<br />
worked in acarpet<br />

couple moved their<br />
family to Waipara, where<br />
Des became atravelling<br />
brushand broom<br />
salesman.<br />
Later, Des began<br />
working for NZ Railways<br />
at Waipara as atraffic<br />
operator,arole he<br />
enjoyed for 12 years until<br />
he was retrenched.<br />
The couple bought a<br />
smallbeef farm at<br />
Saltwater Creek, where<br />
theirson Sambecame<br />
involved with the<br />
Tasman Young Farmers<br />
Club.<br />
During this time,<br />
Evelyn returned to<br />
nursing parttime at<br />
Christchurch and later<br />
caredfor the elderly at<br />
Holmwood in Rangiora<br />
for nineand ahalf years.<br />
The couple retiredto<br />
Rangiora in 2012.<br />
But they haven’t been<br />
relaxing.<br />
Des joined the Jews for<br />
Jesusmissionin1990 and<br />
became the NewZealand<br />
representative.<br />
In 2006the couple went<br />
on ashortterm mission<br />
to Madagascar with the<br />
Baptist Church,where<br />
Evelyn says theyenjoyed<br />
the experience.<br />
She saystheir common<br />
love for Jesus has held<br />
them together for so long.<br />
‘‘It’s also toleranceof<br />
each otherand the<br />
respect we give each<br />
other. Our faithisso<br />
important forus, it pays<br />
big dividendsinour lives<br />
together,’’Evelyn says.<br />

It’s <strong>February</strong> 7, and 28 degrees here in Rangiora.<br />
In 1973 on this day 50 years ago, Rangiora achieved New<br />
Zealand’s highest recorded temperature of 42.4. 50 years ago!<br />
Those of us oldies who remember the oppressive heat, the<br />
precautions taken at schools, the drooping flowers and the<br />
sunburn that resulted 50 years can’t forget it.<br />
I’m surprised we don’t mark this day. We have New Zealand’s<br />
best microclimate, and highest temperature, at the moment,<br />
until some town in the <strong>North</strong> overheats from climate change.<br />
I’m sure other towns would have this on amemorial or on the<br />
entrance to their town.<br />
Ithink we may have missed an opportunity.<br />

Something Good is Coming…<br />
Work has started onanextensive upgrade<br />
to Good Street Laneway that will see<br />
the area between High Street and New World<br />
service lane become more attractive, inviting,<br />
and vibrant.<br />
The design, which is widely supported by the<br />
laneway’s businesses and tenants, includes new<br />
paving, street furniture and lighting, as well as<br />
vital upgrades to water infrastructure.<br />
Anew stage area and adjacent seating will take<br />
pride of place as the laneway widens, creating a<br />
performance space for busking or events.<br />
Mayor Dan Gordan says the design incorporates all<br />
the community feedback and will form akey part<br />
of the wider Rangiora Town Centre Strategy.<br />
“Since the earthquakes we’ve seen what well<br />
planned investment can do for revitalising and<br />
reinvigorating our town centres.<br />
“The upgrade of Good Street Laneway is the next<br />
step in our vision for Rangiora’s town centre,<br />
building onthe goal of being pedestrian focused,<br />
with avariety of spaces to sit, meet and play, and<br />
giving our visitors aboutique shopping experience<br />
that’s unique across <strong>Canterbury</strong>.”<br />
Council originally consulted with the community<br />
back in 2020 about changing the legal road<br />
status to alaneway toallow for the upgrade,<br />
before then seeking feedback on plans for the<br />
beautification in 2021.<br />
“The community, and particularly our businesses<br />
along the laneway, have given us really clear<br />
feedback about their desires for the space and I<br />
think we’ve managed to encapsulate all of that in<br />
this design,” says Mayor Gordon.<br />
Access from High Street, and to all businesses<br />
along the laneway, will be maintained throughout<br />
construction, however pedestrian routes may<br />
change from time to time. Signage will be in place<br />
to guide pedestrians.<br />
With an expected construction time of three months,<br />
the upgrade is due to be completed in April.<br />
“We look forward to opening the new Good Street<br />
Laneway in just afew months’ time and watching<br />
the space become ahive ofactivity.<br />
Temporary Changes to Kaiapoi Aquatic<br />
Centre's Weekend Opening Hours<br />
Kaiapoi Aquatics Centre will be closing atthe<br />
earlier time of 3pm onweekend days (Saturday<br />
and Sunday) due to staff shortages.<br />
The revised open hours will be in place for<br />
the next six weeks until mid-March when the<br />
scheduled end of season atOxford pool will free<br />
up anumber of staff.<br />
The evenings from 3pm are traditionally a<br />
quieter time at this facility and customers will<br />

Black spots remain<br />

Faster broadband is being distributed to<br />
more rural <strong>North</strong> <strong>Canterbury</strong><br />
communities, but black spots remain.<br />
ARural Connectivity Group (RCG)<br />
spokesperson said the group had been<br />
contracted to build 56 cell sites across<br />
<strong>Canterbury</strong>, with 42 cell sites now live<br />
and another 14 planned for this year.<br />
She said 12 rural <strong>North</strong> <strong>Canterbury</strong><br />
communities have been connected as<br />
part of phase two of the government’s<br />
Rural Broadband Initiative (RBI2).<br />
But gaps remained at Oxford, Glentui<br />
and Clarkville.<br />
Afurther five Hurunui communities,<br />
Marble Point, Molesworth Station,<br />
Poplars Station in the Lewis Pass,<br />
Poplars Ridge and Port Robinson, were<br />
expected to be connected with cell sites<br />
this year as part of an RBI2 expansion<br />
programme, if the funding can secured<br />
from Crown Infrastructure Partners.<br />
Seven cell sites have been connected<br />
in Hurunui communities over the last<br />
three years including Domett, Inland<br />
Road, Lyford, Lyford South, Mt Grey,<br />
Pyramid Valley and Teviotdale.<br />
In Kaikōura new cell sites were<br />
providing coverage to Mangamaunu<br />
Beach and the highway as well as the<br />
rural area west of the township.<br />
New connections at Okuku, The Pines<br />
Beach and Eyrewell were live last year<br />
in the Waimakariri district.<br />
‘‘This is asignificant investment under<br />
the government’s RBI2 and Mobile Black<br />
Spot Fund programme in <strong>Canterbury</strong><br />
providing 4G wireless broadband and 4G<br />
voice, data and text services from Spark,<br />
Vodafone and 2degrees,’’ the RCG<br />
spokesperson said.<br />
‘‘These cell sites will provide<br />
connectivity to around 4280 rural<br />
households and businesses, improve<br />
connectivity on the roads and<br />
connectivity at popular visitor<br />
destinations.’’<br />
Amuri.Net was connecting ultrafast<br />
fibre broadband to residents in the<br />
Ohoka /Mandeville area under an<br />
initiative announced last year by Digital<br />
Economy and Communications Minister<br />
David Clark, during avisit to the district.<br />
In December the government<br />
announced it was on track to see 99.8<br />
percent of New Zealanders receiving<br />
improved broadband speeds by the end<br />
of this year.<br />
In the Lifting Connectivity in Aotearoa<br />
report, the government stated its long<br />
term goal was for every rural and remote<br />
New Zealander to be connected to high<br />
speed broadband by 2032.<br />
More than $2.5 billion has been<br />
invested in improving digital<br />
connectivity to date from government<br />
and private sector contributions.<br />
Federated Farmers<br />
telecommunications spokesperson<br />
Richard McIntyre said the report was<br />
‘‘ambitious, but admirable’’.<br />
‘‘The report lifts the discussion from<br />
having to justify whether something<br />
should be done to one of ‘let’s get on and<br />
do it’.<br />
‘‘While it’s going to take alot more<br />
investment on top of the money already<br />
announced, we applaud the<br />
commitments made to longer term rural<br />
connectivity solutions.’’<br />
ASpark spokesperson said the<br />
company was continuing to work closely<br />
with the RCG on the planned projects.<br />
‘‘Spark upgraded one of the two<br />
Kaikōura sites prior to Christmas with<br />
5G technology and we will be continuing<br />
with 5G expansions on the existing<br />
Spark sites in the area over the coming<br />
months.’’<br />

councils to manage their weed spraying<br />
programmes, Environment <strong>Canterbury</strong><br />
(ECan) science director Dr Tim Davie<br />
says.<br />
Responding to concerns raised by<br />
Kaiapoi resident Michael Bate, Dr Davie<br />
said the Parliamentary Commissioner<br />
for the Environment and Environment<br />
Protection Authority (EPA) lacked the<br />
necessary clout to offer guidance to<br />
councils.<br />
Mr Bate tabled two Radio New Zealand<br />
articles from last year, at aWaimakariri<br />
Zone Committee meeting last week<br />
about the lack of mechanisms to govern<br />

‘‘The EPA, as it stands, is meant to<br />
have oversight around chemical use, but<br />
there’s very little legislative<br />
requirements and there’s no<br />
requirement to report it,’’ Dr Davie said.<br />
‘‘If the EPA had amandate and was<br />
properly funded we would have<br />
standards to respond to.’’<br />
Parliamentary Commissioner for the<br />
Environment Simon Upton presented a<br />
report to Parliament last year raising<br />
concerns about the regulations around<br />
chemical use.<br />
The report identified consequences<br />
such as lakes overloaded with zinc, too<br />
much antibiotics in wastewater and<br />
harm to bees from insecticidedipped<br />
seeds.<br />
It recommended expanding the EPA’s<br />
powers to require more data to be<br />
collected from chemical importers,<br />
manufacturers and sellers.<br />
But more funding was needed.<br />
Dr Davie said it was important for the<br />
PCE to highlight those issues.<br />
‘‘But he can’t enforce it and the<br />
government hasn’t responded.<br />
ECan managed 59 river rating and<br />
drainage districts.<br />
Weed management was essential to<br />
keep communities safe from flood risks<br />
and to protect biodiversity.<br />
Water ways were vulnerable to<br />
infestations of exotic pest plant species<br />
which choked braided rivers and<br />
restricted natural functions.<br />
Dr Davie said spraying was ‘‘the nasty<br />
compromise’’ to manage weeds and the<br />
spread of gorse around riverbeds.<br />
Glyphosate was widely used in New<br />
Zealand and other countries as a<br />
generalpurpose herbicide and was<br />
considered safe by the EPA.<br />
‘‘In an ideal world we would rather not<br />
spray,’’ Dr Davie said.<br />
‘‘Glyphosate is aspray which is<br />
reasonably short lived. It is a<br />
compromise and it is areally difficult<br />
thing to manage.’’<br />
The Waimakariri District Council is<br />
preparing areport on spraying practices<br />
and chemicals used in the district.<br />

Possum Control –Poison Warning<br />
Excell Biosecurity wishes to advise that a<br />
ground-based possum control operation will<br />
be taking place to keep possum numbers<br />
under control to prevent spread of TB. This<br />
operation will be conducted as part of the<br />
TBfree New Zealand programme.<br />
Areas covered: Control work encompasses<br />
9,442 ha along the river flats and hills on<br />
and around Blinkers Stream, and then again<br />
between Quail and Stoney Flats.<br />
Operation date: The operation is to be<br />
completed from <strong>February</strong> <strong>2023</strong> through to<br />
June <strong>2023</strong>. Excell personnel will keep in<br />
close contact with landholders regarding<br />
exact timeframes and methods on individual<br />
properties.<br />
Poisoning methods: Possum habitat will<br />
be targeted using Feratox cyanide capsules.<br />
Feratox will be placed in anon-toxic peanut<br />
paste, either inside biodegradable blue<br />
bait bags or in plastic baitstations. Bags<br />
and baitstations will be attached to trees in<br />
suitable habitat.<br />
Traps will be being used throughout the area<br />
in conjunction with poisoning methods.<br />
The public is warned to take care inthese<br />
areas and not to remove carcasses or baits.<br />
Baits are dangerous to people and dogs.<br />
