Approval of the Tentative Agenda of PACCC/12, and the Notes of PACCC/11 The Agenda of PACCC/12 and the Notes of PACCC/11 are approved without modification. 2. JACoW Matters, the Website, the Collaboration, Staffing (Christine Petit-Jean-Genaz) Christine Petit-Jean-Genaz reports on the JACoW Steering Committee meeting that took place Tuesday lunchtime in its new composition (see below). Volker Schaa, John Poole's successor as JACoW Chair, reported on developments over the last year. The meeting was organized via InDiCo and all transparencies can be found at http://indico.cern.ch/conferenceDisplay.py?confId=16927 EPAC'08/OC2/Annex 3 Christine notes that the SRF conference series has recently joined the JACoW Collaboration bringing membership up to 13 conference series', with a fourteenth, BIW, in the pipeline. Fiftyeight sets of proceedings are published at the JACoW site, which continues to deliver 250,000 downloads of papers each year. Christine briefly explains a recent proposal to modify the structure of JACoW, reproduced in Annex 1. The changes, approved by simple majority by the Chairmen of the Scientific Programme Committees (SPC) of the collaborating conference series', aim to provide a clearer definition of what JACoW is, what its objectives are, and how it is organized, following its almost 10 years of existence.
Essentially the past, current and future SPC Chairs of each of the collaborating conference series form the Steering Committee responsible for running JACoW business. The composition includes the JACoW Chair, Deputy Chair, Secretary and persons responsible for Regional Support (see below). Formerly the Editors representing each conference formed the Steering Committee. The new organizational structure proposes the creation of Regional Support Centres in the US (FNAL), Europe (CERN) and Asia (probably at KEK). In future, any conference wishing to use the SPMS as the conference management tool should find regional support to host the conference instance, as well as support for administrators. The new structure proposes a new condition for membership: that conferences make a financial contribution of at least 2500 Euros to JACoW costs, if requested by the JACoW Chairman. This is to respond to the need to bring editors to Team Meetings if funding cannot be found elsewhere, and to cover software upgrades. The PACCC notes these changes, however repeats remarks made during previous meetings, that it is extremely difficult, and sometimes not possible, to finance this type of expenditure via a conference budget. In particular PAC, where the books are closed once the conference is over. The PACCC is furthermore of the opinion that SPC Chairs are not qualified to make this type of commitment on behalf of the OC, and is surprised that they have voted this new proposal without reporting back to their respective committees. It is clear that further thought needs to be given as to how JACoW collaboration conferences may support Team activities. The JACoW Chair needs to make a more detailed proposal as to how financial support for JACoW could work in practice. 3. The Revised Reciprocity Agreement and the Three-year Cycle Stan Schriber reports that the PAC OC at its meeting on Tuesday 26 June voted a set of Bylaws for the future organization of PAC. These Bylaws (as proposed to the PAC OC, but prior to revision) are attached in Annex 2. The OC endorsed the Revised Reciprocity Agreement with some very trivial changes. The PACCC agrees to these modifications and decides to sign the modified proposal on behalf of their respective series. The Revised Reciprocity Agreement with the PAC OC modifications, as signed by members of the PACCC, is attached in Annex 3. Stan furthermore reports that the PAC OC also voted unanimously in favour of introducing a three year cycle of an international PAC, while maintaining a smaller, regional, North American PAC meshed with international PACs held in North America, perhaps in conjunction with APS meetings. The above-mentioned Bylaws include provisions for the organization of IPAC in North America. Norbert Holtkamp asks what would be the possibility to negotiate with the PAC'11 Hotel (New York) to postpone PAC'11 to '12, making this the first IPAC in North America. Any financial penalty could possibly be covered by the three regions. Stan refuses to consider this option. The PACCC discusses various scenarios for the introduction of IPAC and decides the following:
