at the Convention Centre and then at IFIC, Valencia<br />

1. Introduction<br />

Caterina Biscari welcomes the EPS-AG Board and <strong>EPAC</strong>’08 OC. She warmly thanks<br />

Angeles Faus-Golfe for organizing the meetings, and also for the hospitality of IFIC the previous evening.<br />

The visit of the Valencia Convention Centre was interesting and informative for the Committee.<br />

The venue is comfortable and spacious, though space for posters will be at a premium.<br />

2. Approval of the Agenda, Approval of the Notes of <strong>EPAC</strong>’06, OC/4, Actions Outstanding<br />

The Notes of <strong>EPAC</strong>’08 OC/1 and the Agenda are approved with a small modification to the order of<br />

items on the Agenda. Actions outstanding will be dealt with under the items on the Agenda.<br />

3. PAC'07 OC, Reciprocity Agreement, PACCC and Implementation of the 3-year Cycle<br />

Catrina Biscari reports on recent events and decisions in connection with the Reciprocity Agreement<br />

and the 3-year cycle.<br />

Reciprocity Agreement<br />

The Revised Reciprocity Agreement as adopted by the <strong>EPAC</strong> OC was agreed by the APAC'07 OC<br />

in Indore in January, and more recently by the PAC'07 OC in Albuquerque, with some very minor changes.<br />

The text was signed on 28 June 2007 by PACCC members present at PAC'07 (PAC: Holtkamp, Schriber,<br />

Schmor, <strong>EPAC</strong>: Prior, Biscari, Bruning, and APAC: Namkung, Sahni, Kurokawa). It is attached in<br />

Annex 1.<br />

PAC Bylaws<br />

The PAC'07 OC decided a set of Bylaws, attached in Annex 2.<br />

3-Year cycle<br />

The PAC'07 OC voted unanimously to support a 3-year cycle of an international PAC, while<br />

maintaining a smaller, regional, North American PAC meshed with international PACs held in North<br />

America, perhaps in conjunction with APS meetings.<br />

PACCC<br />

The PACCC took note of the discussions and decisions taken at the PAC'07 OC. The Notes of that<br />

meeting are attached in Annex 3. A schedule of future Regional PAC/IPAC meetings begins to emerge as<br />

follows:<br />

<strong>EPAC</strong>'08 in Genoa will be the last <strong>EPAC</strong> (20 years after the first which took place in Rome)<br />

PAC'09 in Vancouver will be the last PAC as an international conference<br />

APAC'10 in Kyoto will be the first IPAC, IPAC'10<br />

PAC'11 in New York will be the first smaller North American PAC<br />

<strong>EPAC</strong>'11 in Valencia will be the second IPAC, the first European IPAC'11<br />

PAC'12 (venue to be decided (Chicago or New Orleans) at the PAC'09 OC meeting in January in<br />

Vancouver), will be the first North American IPAC'12<br />

IPAC'13 (Asian IPAC) is likely to take place in China<br />

IPAC'14 (European IPAC), venue to be decided before 2010, or at latest in 2011.<br />

In response to a question from David Findlay, Paul Schmor expects that the smaller North American<br />

PACs will attract around 800 participants.<br />

The <strong>EPAC</strong> OC is very satisfied with the very positive developments. They underline the need<br />

- to revise the EPS-AG Statutes and Rules<br />

- to review the composition and mandate of the PACCC<br />

- to review the Reciprocity Agreement.<br />

Thus, while there is agreement in the three regions to move to the creation of an IPAC, it is as yet<br />

unclear what it will look like: 3 totally independent conferences, 3 conferences with an underlying<br />

coordination between them, or one conference series ....<br />

It is proposed that a small sub-committee be formed rapidly to discuss and propose options for the<br />

agreement of the regional committees. The group should be small, with no more than 5 representatives per<br />

region. Paul Schmor and Shin-Ichi Kurokawa, representing PAC and APAC at this meeting, agree to the<br />

setting up of this sub-committee. The current Chairs will consult with their committees and propose<br />

membership by end August or early September such that work may begin in October.<br />

It is hoped that the group could make a first report to the PAC'07 OC in January, and to the<br />

<strong>EPAC</strong>'08 OC in February. Shin-Ichi Kurokawa will liaise with ACFA. It is hoped that a preliminary<br />

agreement on the form of IPAC may be reached at the PACCC in Genoa such that the organization of<br />

IPAC'10 in Kyoto (and to a lesser degree IPAC'11 in Valencia) may get under way accordingly.<br />

3. EPS-AG Matters<br />

Financial Situation/Investments<br />

Christine Petit-Jean-Genaz reports that, following the Board's request to invest AG funds, the EPS<br />

has opened an investment account at the Crédit Suisse in Geneva, managed by EPS, as follows:<br />

100 kEuros have been invested for 1 year at 3.99%<br />

25 kEuros have been invested on call at 3.54%.<br />

Outside of this investment of 125 kEuros, the AG accounts stand at:<br />

- 3,312.04 Euros banked with EPS at EPS Headquarters<br />

- 21,075.86 Euros in the UBS Euro Account at <strong>CERN</strong><br />

- 735.10 CHF in the UBS Swiss Franc account.<br />

The Treasurer's regular report is attached in Annex 4.<br />

Status of Auditing the '06 Accounts<br />

David Findlay had not understood that he was to audit the <strong>EPAC</strong>'06 Accounts. Rüdiger Schmidt will<br />

be asked to undertake this task.<br />

EPS-AG Statutes and Rules<br />

The introduction of a 3-year cycle needs to be incorporated into the Statutes and Rules of the EPS-<br />

AG. It is generally felt that Board mandates should remain at 6 years, but participation in the organization<br />

of European, or non-European editions of the future IPAC conferences can only be incorporated once the<br />

implications of the implementation of the 3-year cycle are better understood.<br />

It is decided that Oliver Brüning should participate in the sub-committee on IPAC, and that he<br />

should also chair a small EPS-AG sub-committee on the revision of the EPS-AG Statutes. He will make a<br />

preliminary report to the Board at the next meeting in February. It is recalled that modifications to the<br />

Statutes must be approved by the General Assembly, which currently takes place biennially during each<br />

<strong>EPAC</strong>, but that a Board decision is sufficient to decide modifications to the Rules.<br />

EPS-AG Awards<br />

The '08 Awards Committee, chaired by Leonid Rivkin will be composed of two Board members<br />

(Susan Smith and Ulrich Ratzinger have volunteered), and two members proposed by the Chairman. The<br />

Board approves Lenny's proposal to invite Frank Zimmermann and Susanna Guiducci onto the Committee.<br />

Note that while the name of the Chairman is published, the composition of the committee should remain<br />

confidential. Christine Petit-Jean-Genaz will as usual manage the administration of the prizes:<br />

a) Achievement: Medal and Certificate, 30' oral presentation<br />

b) "Young" physicist: Medal or Cash Prize and Certificate, 30' oral presentation<br />

c) Student Prize for Merit and Promise for the Future: Cash Prize and Certificate, 15' oral presentation<br />

Following a proposal by Christine Petit-Jean-Genaz, the Board decides to introduce two new prizes<br />

for "best posters" – criteria to be decided - presented by students in the special session to take place during<br />

Conference Registration. The EPS-AG will offer 2 prizes of 500 Euros each, and PAC and APAC will be<br />

approached to see whether they would like to participate and contribute similar amounts.<br />

The jury of the Student Poster Prizes will be composed of the Awards Committee members, with<br />

some reinforcement via members of the OC, and several representatives of PAC/APAC to underline the<br />

international nature of these prizes, should they decide to participate. Lenny Rivkin will be invited to make<br />

a proposal as to how the "best posters" should be selected at the '08 February meeting when he reports on<br />

the winners of the <strong>2008</strong> awards.<br />

EPS-AG PhD. Prize<br />

It is proposed that the introduction and procedure for this prize be examined by the sub-committee<br />

on the revision of the Statutes and Rules. Chris Prior will be contacted to decide when he would like to<br />

introduce the prize. The Executive Secretary regrets she will not be able to provide administrative support.<br />

EPS Fellows<br />

Proposals for EPS Fellows must be received at EPS Headquarters by 15 January <strong>2008</strong>. Only IOMs<br />

may propose, or be nominated, EPS Fellows. The Rules for Nomination of Fellows of the EPS are attached<br />

in Annex 5, and the list of AG IOMs is attached in Annex 6. The full list of EPS IOMs is attached in<br />

Annex 7. The Board will be contacted for proposals by e-mail.<br />

It is decided that in future newly proclaimed EPS Fellows will be invited on stage during the<br />

Awards Session. Steve Myers, the 2007 Fellow will be invited together with a <strong>2008</strong> Fellow if there is one,<br />

and former Fellows, Tazzari and Hübner, may also be invited if they are at the conference.<br />

PRST-AB<br />

Special Issues<br />

Caterina Biscari reports on the status of the Special <strong>EPAC</strong>'06 Issue of PRSTAB (http://prstab.aps.org/speced/<strong>EPAC</strong>2006).<br />

According to Bob Siemann's mail of 30 May, all of the manuscripts are now<br />

either published or "dead". The final numbers are:<br />

Dead: 14 (manuscripts that have been rejected or returned to the authors, and they have not<br />

responded to the referee comments after several months).<br />

This special '06 edition accounts for over 10% of PRST-AB papers published in a year. It was a<br />

good score, in spite of the fact that only 50% of the 60 authors who had accepted to submit actually did so.<br />

<strong>CERN</strong>'s Frank Zimmermann has now succeeded Bob Siemann as PRST-AB Editor-in-Chief. In<br />

view of the problems with rejection of papers already reported, a new selection procedure in connection<br />

with the '08 Special Issue has been decided as follows:<br />

- a list of potential papers for publication will be identified during the SPC meeting in February '08<br />

(approximately 10 papers per Main Classification)<br />

- the list will be transmitted for review by Frank Zimmermann<br />

- Session Coordinators will check out all presentations during the conference<br />

- Session Coordinators will give a final list to Christine to follow up and encourage submission.<br />

PRST-AB Sponsorship and Support<br />

Christine Petit-Jean-Genaz reports on a meeting of the PRST-AB Editorial Board to which she was<br />

invited during PAC'07 (Frank Zimmermann's transparencies are published at the Organisers website). This<br />

completely open archive journal is funded in part by laboratories, and in part by APS. The larger US<br />

laboratories contribute $10k per year, the smaller laboratories approximately the same amount over a period<br />

of 3 years. <strong>CERN</strong>, a sponsor since 2005, recently increased its yearly funding from $10k to $14k to<br />

emphasize its commitment to PRST-AB and to the sponsorship of open-access publication in general.<br />

DESY sponsors PRST-AB, and KEK, INFN, Cockcroft Institute and the John Adams Institute are all<br />

responding positively to recent invitations to join this initiative.<br />

In 2006, the total cost of publishing PRST-AB was $157,650, of which $102,939 was laboratory<br />

sponsorship, and $54,711 was contributed by APS.<br />

Christine recalls that the EPS-AG previously agreed a sponsorship of 5 kEuros, with an undertaking<br />

to encourage European laboratories to do likewise. While this action has not yet been followed up, she<br />

invites the committee to consider the following initiatives:<br />

- to include a "modest" (say 3 Euros) contribution to funding PRST-AB in <strong>EPAC</strong> Registration Fees<br />

(would generate ~3 kEuros per conference) on top of the 5,000 Euros already voted – and<br />

encourage other JACoW conferences to do likewise<br />

- enter a link from the <strong>EPAC</strong>'08 website to JACoW and PRST-AB<br />

- propose that JACoW links to the PRST-AB website.<br />

The Board is in principle in favour of the first initiative, but before making it official decides to<br />

invite Frank Zimmermann to attend a future Board meeting to give a review of the PRST-AB financial<br />

situation. The other two initiatives will be followed up by Christine.<br />

Enhancing Communication with European Laboratories<br />

In the light of the PAC decision to support a 3-year cycle, the letter (still) in preparation to European<br />

laboratory directors will be modified to report on this. It will also cover the aim to develop the European<br />

student grant programme to make it more compatible with IPAC. Support of PRST-AB may also be<br />

mentioned in the context of the activities supported by the EPS-AG.<br />

JUAS<br />

Christine Petit-Jean-Genaz reports on a discussion with François Méot, the JUAS Administrator. In<br />

view of the introduction of the 3-year cycle, and the logistic difficulty to continue with EPS-AG sponsorship<br />

of JUAS with 4 student grants every 3 years, they propose, for the approval of the EPS-AG, that after<br />

<strong>EPAC</strong>'08 JUAS sponsorship would take the form of 1 scholarship per year to attend an IPAC as follows:<br />

<strong>EPAC</strong>'08: 2 scholarships, based on best students in '06 and '07 (end of old system)<br />

PAC'09: 1 scholarship for the student with the best average over the 2 modules in '08<br />

APAC'10: 1 scholarship for the student with the best average over the 2 modules in '09<br />

<strong>EPAC</strong>'11: 1 scholarship for the student with the best average over the 2 modules in '10<br />

The Board agrees to this proposal.<br />

EPS Meetings<br />

Caterina reports on the EPS Council meeting she attended in London together with the Chairs of<br />

Divisions and Groups and representatives of National Physical Societies. The nomination of Steve Myers as<br />

a Fellow was announced on this occasion. The EPS has set up a new website, making it easier to become a<br />

member online (http://www.eps.org/eps-members/individual-members).<br />

Caterina reports on the collaboration between the AG and the HEP Division on the organization of<br />

an Accelerator Session within the scientific programme of the HEP'07 Conference held in Manchester from<br />

19 to 25 July. Around 500 participants attended the conference, which offered 7 sessions in parallel on the<br />

first 3 days, and plenary sessions on the last 3 days.<br />

The Accelerator Parallel Session on 20 July featured talks on ILC Global Design Effort (Brian<br />

Foster), CLIC and CTF3 (Frank Tecker), SuperB Project Status and Perspectives (Maria Enrica Biagini),<br />

LHC Challenges and Upgrade Options (Oliver Brüning), Plans for Upgrading the <strong>CERN</strong> Proton Accelerator<br />

Complex (Roland Garoby), Neutrino Factory International Scoping Study (Michael Zisman), High Energy<br />

Accelerator of the Twenty First Century (Swapan Chattopadhyay), and Challenge of Polarized Beams at<br />

Future Colliders (Gudrid Moortgat-Pick). The Plenary Session on 23 July featured talks on LHC Status and<br />

Commissioning (Lyn Evans), ILC, CLIC, SuperB (Jean-Pierre Delahaye) and Other Accelerator R&D<br />

(Chris Prior).<br />

The Accelerator Session was well attended and there were questions from the floor. This was not<br />

the case for the ECFA HEP plenary session on the Saturday afternoon on the future of HEP, plus round<br />

table discussion. The topics were similar to those addressed during the Accelerator Session. The session<br />

was not well attended, and the discussion was not very lively ....<br />

4. Report from the SPC<br />

The Notes of SPC/3 are attached in Annex 8. They reflect the final decisions on invited orals<br />

following discussion by the OC, as well as the decision to replace the traditional Monday afternoon plenary<br />

session by 2 sessions in parallel. Following a vote, the OC approves the SPC proposal to devote the 2 extra<br />

hours to 6 extra 20' contributed oral presentations. Session Coordinators will finalize the brief abstracts to<br />

be included in the invitations, and Oliver and Christine will prepare the synoptic table showing the tentative<br />

schedule 1 .<br />

Following the meeting, the 6 extra contributed orals have been scheduled into the "traditional" conference layout<br />

changing the time devoted to Tuesday and Wednesday morning sessions (modifying from 1 hour 30 minutes before and<br />

after coffee to 1 hour 40 and 1 hour 20). The full OC/SPC was consulted and accepted the schedule annexed to the<br />

Notes of SPC/3.<br />

5. Report from <strong>EPAC</strong>'08 LOC<br />

Paolo Pierini reports on local arrangements for the conference. His transparencies are published at<br />

the Organisers website.<br />

The full LOC is now in place. Meetings have taken place in Genova to decide the Professional<br />

Conference Organizer, as well as Frascati, Milan (twice), Genova (twice) and the last meeting took place at<br />

<strong>CERN</strong>.<br />

The PCO will handle a number of activities, including the accounting, conference and industrial<br />

exhibition registration (using the SPMS), accommodation (an adequate number of rooms have been prebooked),<br />

social events, etc. Sponsorship has been obtained from INFN and Sincrotrone Trieste to be used<br />

for the student grant programme, as well as for other items of expenditure required before registration fees<br />

for exhibitors/delegates begin to arrive.<br />

The conference budget is now in place based on the template prepared by Hans-Arno Synal in<br />

connection with '04, and later by John Thomason for '06. Expenditure totals ~410 kEuros (VAT and EPS-<br />

AG Student Grant Programme excluded), and the assumptions for income are based on 700 paying<br />

delegates, 50 exhibitors (with space to increase to 60 or more), 20% VAT on all income, 4% banking fees,<br />

and no extra sponsorship. Fees are:<br />

The Industrial Exhibition Package (including Booth rental, 1 delegate registration plus 3 booth staff) is as<br />

follows:<br />

Early Fee: 3000 Euros + VAT<br />

Late Fee: 3300 Euros + VAT<br />

Double Booth, Early Fee: 5500 Euros + VAT<br />

Double Booth, Late Fee: 6000 Euros + VAT<br />

Delegates (including VAT):<br />

Early Registration Fee: 450 Euros (lower than '06)<br />

Late Registration Fee: 540 Euros<br />

EPS IOM: 420 Euros<br />

It is assumed that 60% of delegates will pay the early fee, 35% the late fee, and 5% the EPS reduced fee.<br />

Based on the above, expected income is approximately 270 kEuros from delegates and 140 kEuros<br />

from the exhibition.<br />

The OC approves the fees proposed by Paolo.<br />

Paolo further reports that the conference poster, and website are under development. It is expected<br />

to go on-line end September/October. Industrial Exhibition registration will go on-line as soon as possible<br />

around this date, on a first-come, first-served basis with an early booking fee up to 23 January. It is<br />

anticipated that delegate registration will be open by mid-December, with an early registration fee up to<br />

approximately 2 months before the conference.<br />

A number of options are under study for the social events, in particular the banquet, which should<br />

take place at the Stazione Marittima, though availability will only be known in January. The venues for the<br />

Chairman's Cocktail and the Conference Reception will all be decided soon, subject to slight modification in<br />

February when, based on the response to the call for papers, one may have a clearer idea of the number of<br />

delegates to expect and whether we could offer more attractive events.<br />

6. Inclusion of Local Organization Expenditure in the Conference Budget<br />

Following Håkan Danared's concern expressed at the previous meeting, and with reference to<br />

Paolo Pierini's request for guidance for '08, the OC needs to decide to what extent local staff costs outside of<br />

the cost of hiring a PCO for certain areas of the organization, should be included in conference budgets, and<br />

whether profits should go back to the LOC, or forward to future conferences to help reduce registration fees,<br />

support students, etc.<br />

David Findlay, who audited the '04 Lucerne conference accounts mentions that the cost of the PCO<br />

was included in the '04 budget under "organizational" costs, and that it can be argued that if this resource is<br />

provided by a laboratory, then this is equal to hiring a PCO.<br />

To sum up the discussion, the feeling is that IF a laboratory wishes to include its local staff costs in<br />

the conference budget, then this should be stated at the time of the bid, and initial budget proposal. It should<br />

not be later deducted from the profit.<br />

For <strong>EPAC</strong>'08, the conference budget includes the cost of the services of a PCO, and the hosting<br />

laboratories are covering the local staff costs. When the time comes to discuss a budget for <strong>EPAC</strong>'11, the<br />

budget should be perfectly clear, from the outset, to avoid the current impression that a laboratory is making<br />

money out of the organization of the conference.<br />

7. Any Other Business<br />

Christine Petit-Jean-Genaz reports that LOC'08 was impressed with the contribution of IEEE<br />

towards the technical organization of PAC'07: technical staff, computers, microphones, badging machines,<br />

etc. It would be interesting to learn about contributions from IEEE to conferences not organized within the<br />

USA, perhaps in the context of IPAC. This item should be pursued within the sub-committee on IPAC.<br />

Function:<br />

The Organizing Committee (OC) for the Particle Accelerator Conference (PAC) is a non-profit<br />

body overseeing the meetings in North America of individuals involved in aspects of research and<br />

development for accelerators, related technologies and applications. The OC determines the locale<br />

for upcoming conferences, ensures good local management for the conferences, ensures that<br />

effective conference programs are planned and is the body that holds the corporate memory of past<br />

and future PACs. The PAC OC operates under conference rules established by the IEEE. They<br />

also operate under a Memorandum of Understanding between IEEE-NPSS, APS-DPB and PAC<br />

OC.<br />

OC Membership:<br />

Membership on the OC consists of representatives from major North American institutions and<br />

organizations involved in active and significant accelerator activities, plus representatives from<br />

European and Asian xPAC committees. The OC can decide to add non-voting members and to add<br />

new voting members to the OC membership. The host institution has two voting members on the<br />

OC; the Conference Chair and the Scientific Program Committee Chair. All other institutions have<br />

one voting member.<br />

At the end of each conference, when the present OC chair becomes past chair and the next future<br />

chair becomes the OC chair, the onus is on present members to interact with their institution leader<br />

to ensure that they can continue as the member representing their institution. If not, the member<br />

must inform the chair to contact the institution leader for the name of the individual that will be<br />

representing their institution on the OC. A note from the new OC chair will remind members of<br />

this duty. If someone can no longer be a member of the OC during their term of tenure for a<br />

particular PAC, then the chair must get a replacement from the institution leader or have the present<br />

OC agree to the replacement suggested by the individual stepping down. Voting membership on<br />

the basis of institutions and organizations includes the following: the IEEE-NPSS technical chair<br />

for the Particle Accelerator Science and Technology (PAST) committee, the elected member to the<br />

IEEE-NPSS PAST committee, the APS-DPB chair-elect [also serves as the Scientific Program<br />

Committee (SPC) assistant chair], PAC conference chair, PAC SPC chair, past conference chairs of<br />

last two PACs, future PAC conference chairs approved by PAC OC, past chair of <strong>EPAC</strong> (or IPAC-<br />

Europe), past chair of APAC (or IPAC-Asia), and an industrial representative. Each of the 10<br />

following laboratories and 6 Universities has a voting member on the PAC OC unless their slot is<br />

covered via the PAC OC chair position: laboratories; Argonne National Laboratory, Brookhaven<br />

National Laboratory, Fermi National Laboratory, Los Alamos National Laboratory, Lawrence<br />

Berkeley National Laboratory, Lawrence Livermore National Laboratory, Oak Ridge National<br />

Laboratory, Stanford Linear Accelerator Center, Thomas Jefferson National laboratory, and TRI<br />

University Meson Facility (TRIUMF) Canada: Universities; Cornell University (LEPP), Indiana


University (IUCF), Michigan State University (NSCL), University of Colorado (Center for<br />

Integrated Plasma Studies), University of Maryland (Institute for Research in Electronics and<br />

Applied Physics), and University of Wisconsin (Synchrotron Radiation Center). For reference,<br />

PAC OC membership for PAC’07 initiated in 2005 by the PAC’07 chair is listed in Appendix A.<br />

Agenda items, voting and discussions follow the normal rules of parliamentary procedure as laid<br />

out in Robert’s Rules of Order (http://www.robertsrules.com/default.html). Approval of items<br />

voted on by members attending a meeting requires a 2/3 majority in favor of the motion, unless<br />

otherwise stated. The quorum for votes to be official is � of the voting OC membership.<br />

All matters associated with business related to PAC OC bylaws are only voted on by PAC OC<br />

members from North American institutions and organizations.<br />

Prior to a particular meeting, members unable to attend a meeting should let the OC Chair know<br />

who will attend on their behalf with their voting privileges or who has their proxy vote.<br />

OC Chair:<br />

At the conclusion of the last event for a particular PAC, the present OC chair passes on the<br />

chairmanship to the next host who becomes the chair of the OC until that conference is completed.<br />

In addition, the special bell and related equipment passes to the new chair.<br />

Replacement of IOC Members:<br />

OC members recognize that they are serving the international accelerator community and<br />

participate on the OC with the international community in mind, as well as their home institution<br />

interests. They should consider when it would be appropriate to have someone else represent their<br />

institute. They should inform the chair of a representation change by letter, E-mail or as an<br />

additional item at one of the OC meetings. Such changes need to be recorded in the meeting<br />

minutes.<br />

If a member is no longer able to communicate with the OC relative to a membership change, then<br />

the OC Chair will contact the Head of the Institute that individual represented, to obtain a new<br />

member nomination. A simple majority voice or memo vote by existing members will determine<br />

acceptance of the new representative.<br />

In addition, changes in the OC membership to accommodate new institutions or institution changes<br />

can be decided by a vote at one of the OC meetings.<br />

OC Meetings:<br />

The OC meets at least once a year to review finances, management and program of the most recent<br />

PAC, and to plan for six years in advance. One of the yearly meetings is held in conjunction with<br />

the site for the next PAC usually 1 � years before the event (held either in December or January).<br />

This meeting reviews the meeting space, hotel arrangements, proposed finances (approves draft<br />

budget and registration fees) and related conference items. The other OC meetings are usually held<br />

during the PAC.<br />

Minutes of OC meetings will be circulated to members within two months of the meeting date.<br />

The most recent past PAC chair should prepare a summary document on their conference within a<br />

year of the conference, to be available at an upcoming OC meeting (held during PAC). This<br />

document should include finances (planned and actual), conference agenda, invited speakers list,<br />

number of papers presented, brief summary of local arrangements, industrial exhibitors list, local<br />

committee list and responsibilities, comments from the chair and committees, comments collected<br />

from attendees and industrial exhibitors, number of attendees, institutions represented with attendee<br />

numbers, countries represented with attendee numbers and future recommendations.<br />

A PAC OC information archive will be passed from chair to chair within 3 months of chair change,<br />

which includes meeting minutes, conference reports and all correspondence to the PAC OC chair in<br />

their official position as OC chair. It is the duty of the present chair to maintain the existing<br />

archive.<br />

Proposals:<br />

The OC reviews the success of past conferences and follows the east-mid-west rotation cycle of<br />

conference venue so that all regions of North America have ample opportunity to participate at<br />

many levels. In the past it has been observed that best attendance occurs when the host is close to a<br />

major accelerator center. Host institutions should be prepared to make a presentation that discusses<br />

local management, finances, locale and amenities, program committee formation and schedule. A<br />

simple majority vote of those in attendance at the OC meeting determines where a future conference<br />

will be held.<br />

At the PAC conference OC meeting, the next PAC within a six year time frame will be discussed.<br />

A suggested OC chair for that future conference will be agreed upon and a letter sent to that<br />

individual requesting them to organize that future PAC in the series by the OC chair presiding at the<br />

meeting that picked the future OC chair. If the individual accepts the request, then that individual<br />

must obtain their institution’s agreement on hosting the conference and investigate possible<br />

conference sites that would be able to host the expected attendance. Status of the future site would<br />

be reported at the next PAC meeting, at which time the OC should either approve or request<br />

changes to the proposed venue and operation. If the proposed chair declines the request, then it is<br />

the responsibility of the present chair to work with the OC to obtain an alternate suggestion.<br />

Local Committee:<br />

The Conference Chair from the host institution arranges for a Local Organizing Committee (LOC)<br />

Chair, a Scientific Program Committee (SPC) Chair, a conference administrator, and a conference<br />

treasurer. The LOC Chair organizes all of the other activities important for the success of the<br />

meeting, including a subcommittee that reviews submitted student support applications and<br />

recommends those students whose participation at the conference will be supported financially from<br />

the conference budget.<br />

Selection of the SPC chair requires OC approval, and the SPC chair’s name should be included in<br />

the host institution proposal. The SPC chair organizes an international program committee to<br />

determine an exciting conference program, based on suggested names from the OC and other names<br />

to ensure that all areas of interest to the PAC are covered in the SPC. In addition, the SPC<br />

determines session chairs for all of the conference sessions. The OC will also pass on suggestions<br />

for invited talks and possible speakers that should be considered. The OC approves the invited<br />

program assembled by the SPC chair and their team.<br />

The OC Chair must be an IEEE member, as should the SPC chair. The conference treasurer should<br />

also be an IEEE member. Although not recommended, the chair can get dispensation from IEEE<br />

for a particular person as treasurer who is not an IEEE member based on their exceptional<br />

capabilities for the job and the fact that the chair will be their immediate supervisor and will sign<br />

for all large expenses.<br />

An approximate suggested timetable for conference planning is given in the attached Appendix B.<br />

Papers and Publications:<br />

Papers published are not peer reviewed. Only those papers presented as either invited oral<br />

presentations or posters that were manned by the author (or an author representative) will be<br />

published as a record of the conference. The JACoW format for papers is to be used, as are the<br />

associated SPMS systems developed for the xPAC conferences.<br />

Conference General Format:<br />

The PAC will be held at a location where most of the attendees can interact professionally,<br />

culturally and under a relaxed atmosphere that encourages friendly discussions and strengthening of<br />

contacts.<br />

The suggested meeting format consists of a welcoming reception Sunday evening, chair’s reception<br />

Monday evening for VIPs and the LOC, plenary sessions Monday morning and Friday afternoon,<br />

and poster sessions with no more than 3 parallel oral sessions each other morning and afternoon<br />

from Monday to Friday. A ‘Louis Costrell’ Awards Session should be planned for Wednesday<br />

afternoon. A conference banquet is usually held Thursday evening. A student poster session could<br />

be planned for Sunday afternoon and a Teacher’s Day for Wednesday morning.<br />

An industrial exhibit is held in association with the conference, with a suggested opening Monday<br />

morning and closing Wednesday afternoon.<br />

A strong companion program helps strengthen ties between participants.<br />

The poster areas should be coordinated with the industrial exhibit and the coffee breaks. Adequate<br />

space for coffee breaks, informal discussions, satellite meetings, computer internet cafes, and meals<br />

should be planned.<br />

Conference Registration Fees:<br />

Registration fees for the conference must be approved by the PAC OC at the PAC OC meeting 18<br />

months prior to the conference. Early registration fees (up to one month prior to the conference)<br />

should be at least 10% less than late registration fees. Registration fees for current members of<br />

IEEE-NPSS, APS-DPB and/or EPS-AG will be at least 10% less than the regular registration fees.<br />

In addition, retired, one day and student registration fees should be at least 1/3 of the regular late<br />

registration fee.<br />

Operations:<br />

After the books have been closed for the most recent PAC, any management reserve left over is<br />

shared between IEEE-NPSS and APS-DPB. The books should be closed within the calendar year<br />

of the conference. Start-up funds for the conference are available from IEEE-NPSS ($25k) and<br />

APS-DPB ($25k) once IEEE has approved the conference budget.<br />

Conference Sponsors:<br />

Obtaining sponsorship from various industries, government entities and learned societies is<br />

encouraged in order to reduce conference costs.<br />

International Particle Accelerator Conference (three-year cycle series):<br />

In the event of agreement to the formation of an international particle accelerator conference series<br />

(three-year cycle series), then the above bylaws would be used for the international conference<br />

series held in North America with a change to the OC that includes increased voting participation<br />

only for matters related to those conferences from Asia and Europe by including the past, present<br />

and future conference chairs of the <strong>EPAC</strong> (or new name) and the past, present and future chairs of<br />

the APAC (or new name).<br />

Bylaw Revisions:<br />

Revisions to these bylaws can be obtained using the following procedures:<br />

1. Submission of proposed bylaw change(s) to the present PAC OC chair from the standing<br />

subcommittee on bylaws (usually chaired by the past PAC OC chair).<br />

2. Chair distributes proposed bylaw change(s) to PAC OC membership within 5 working days<br />

of receipt at their workplace – regular mail, courier mail or E-mail.<br />

3. Discussion of proposed bylaw change(s) by meetings, teleconferences, telephone conference<br />

calls or E-mail to inform all PAC OC members of the proposed bylaw change(s) and to<br />

allow modifications, changes, and/or improvements – no more than 8 weeks allowed for this<br />

step.<br />

4. Once step 2 is complete, publication of the proposed bylaw change(s) to all PAC OC<br />

members for a period not less than 2 weeks and not more than 4 weeks.<br />

5. Voting on the proposed bylaw change(s) can be accomplished at a meeting, by<br />

teleconference, by telephone conference call or by E-mail.<br />

6. OC Chair collects vote information which is held in the PAC OC archives for at least two<br />

years.<br />

7. For a bylaw change to be approved, a 2/3 majority in favor of the bylaw change must be<br />

obtained on the basis of the total OC voting membership.<br />

If a bylaw change has an impact on the Memorandum of Understanding between IEEE-NPSS,<br />

APS-DPB and PAC OC, then prior to implementing the change approved by the PAC OC, the<br />

change must be endorsed by both the IEEE-NPSS AdCom and the APS-DPB Executive Council.<br />

1. Approval of the Tentative Agenda of PACCC/12, and the Notes of PACCC/11<br />

The Agenda of PACCC/12 and the Notes of PACCC/11 are approved without modification.<br />

2. JACoW Matters, the Website, the Collaboration, Staffing (Christine Petit-Jean-Genaz)<br />

Christine Petit-Jean-Genaz reports on the JACoW Steering Committee meeting that took<br />

place Tuesday lunchtime in its new composition (see below). Volker Schaa, John Poole's successor<br />

as JACoW Chair, reported on developments over the last year. The meeting was organized via<br />

InDiCo and all transparencies can be found at<br />

<strong>EPAC</strong>'08/OC2/Annex 3<br />

Christine notes that the SRF conference series has recently joined the JACoW Collaboration<br />

bringing membership up to 13 conference series', with a fourteenth, BIW, in the pipeline. Fiftyeight<br />

sets of proceedings are published at the JACoW site, which continues to deliver 250,000<br />

downloads of papers each year.<br />

Christine briefly explains a recent proposal to modify the structure of JACoW, reproduced<br />

in Annex 1. The changes, approved by simple majority by the Chairmen of the Scientific<br />

Programme Committees (SPC) of the collaborating conference series', aim to provide a clearer<br />

definition of what JACoW is, what its objectives are, and how it is organized, following its almost<br />

10 years of existence.


Essentially the past, current and future SPC Chairs of each of the collaborating conference<br />

series form the Steering Committee responsible for running JACoW business. The composition<br />

includes the JACoW Chair, Deputy Chair, Secretary and persons responsible for Regional Support<br />

(see below). Formerly the Editors representing each conference formed the Steering Committee.<br />

The new organizational structure proposes the creation of Regional Support Centres in the US<br />

(FNAL), Europe (<strong>CERN</strong>) and Asia (probably at KEK). In future, any conference wishing to use the<br />

SPMS as the conference management tool should find regional support to host the conference<br />

instance, as well as support for administrators.<br />

The new structure proposes a new condition for membership: that conferences make a<br />

financial contribution of at least 2500 Euros to JACoW costs, if requested by the JACoW<br />

Chairman. This is to respond to the need to bring editors to Team Meetings if funding cannot be<br />

found elsewhere, and to cover software upgrades.<br />

The PACCC notes these changes, however repeats remarks made during previous meetings,<br />

that it is extremely difficult, and sometimes not possible, to finance this type of expenditure via a<br />

conference budget. In particular PAC, where the books are closed once the conference is over. The<br />

PACCC is furthermore of the opinion that SPC Chairs are not qualified to make this type of<br />

commitment on behalf of the OC, and is surprised that they have voted this new proposal without<br />

reporting back to their respective committees.<br />

It is clear that further thought needs to be given as to how JACoW collaboration conferences<br />

may support Team activities. The JACoW Chair needs to make a more detailed proposal as to how<br />

financial support for JACoW could work in practice.<br />

3. The Revised Reciprocity Agreement and the Three-year Cycle<br />

Stan Schriber reports that the PAC OC at its meeting on Tuesday 26 June voted a set of<br />

Bylaws for the future organization of PAC. These Bylaws (as proposed to the PAC OC, but prior to<br />

revision) are attached in Annex 2.<br />

The OC endorsed the Revised Reciprocity Agreement with some very trivial changes. The<br />

PACCC agrees to these modifications and decides to sign the modified proposal on behalf of their<br />

respective series. The Revised Reciprocity Agreement with the PAC OC modifications, as signed<br />

by members of the PACCC, is attached in Annex 3.<br />

Stan furthermore reports that the PAC OC also voted unanimously in favour of introducing<br />

a three year cycle of an international PAC, while maintaining a smaller, regional, North American<br />

PAC meshed with international PACs held in North America, perhaps in conjunction with APS<br />

meetings. The above-mentioned Bylaws include provisions for the organization of IPAC in North<br />

America.<br />

Norbert Holtkamp asks what would be the possibility to negotiate with the PAC'11 Hotel<br />

(New York) to postpone PAC'11 to '12, making this the first IPAC in North America. Any<br />

financial penalty could possibly be covered by the three regions. Stan refuses to consider this<br />

option.<br />

The PACCC discusses various scenarios for the introduction of IPAC and decides the<br />

following:


<strong>EPAC</strong>’08 in Genoa will be the last <strong>EPAC</strong><br />

PAC’09 in Vancouver will be the last PAC as an international conference<br />

APAC’10 in Kyoto will be the first IPAC, IPAC'10<br />

PAC'11 in New York will be the first smaller North American PAC<br />

<strong>EPAC</strong>’11 in Valencia will be the second IPAC, the first European IPAC'11<br />

PAC’12 (venue to be decided at the PAC'09 OC meeting in Vancouver), will be the first American<br />

IPAC'12<br />

The IPAC schedule as outlined above is agreed unanimously. Stan will include this in his<br />

closing remarks for this conference.<br />

Discussion on IPAC organizational issues will take place during the <strong>EPAC</strong>'08 OC in July,<br />

and be reported to those PACCC members who will not be present. It will be pursued further<br />

informally at any coming OC meetings (PAC in January in Vancouver, <strong>EPAC</strong> in February, place to<br />

be decided) until the next PACCC meeting to be hosted by Caterina Biscari during <strong>EPAC</strong>'08.<br />

4. Information Exchange on Regional Conference Arrangements concerning Scientific<br />

Programmes, Local Arrangements, and Items of Mutual Interest: APAC‘07, PAC’07,<br />

<strong>EPAC</strong>’08, PAC’09, APAC'10, PAC’11, <strong>EPAC</strong>’11<br />

<strong>EPAC</strong>’08, Genoa, Italy, 23-27 June <strong>2008</strong><br />

Caterina Biscari reports that the OC has met once, the SPC twice and they will both meet<br />

again end July in Valencia where the programme of invited oral presentations will be finalized.<br />

Invitations will go out in August and it is hoped that the programme can be announced when the<br />

conference website goes online in the autumn. The deadline for abstract submission will be in<br />

January 2007, and the next OC/SPC meetings in February '08.<br />

The LOC, chaired by Paolo Pierini has met 4.5 times and it will meet next at <strong>CERN</strong> in July.<br />

A Professional Conference Organizer from Trieste has joined the team and everything is going<br />

smoothly. The cost of accommodation in Genoa goes from 80 Euros up to several hundred. So far<br />

there is no conference hotel though there is a very comfortable and convenient hotel very close to<br />

the venue. It is hoped that some good rates may be negotiated.<br />

PAC’09, Vancouver, Canada, 4-8 May 2009<br />

Paul Schmor reports that the first OC meeting will take place in Vancouver on Saturday<br />

26 January. He is chairing the OC and Shane Koscielniak, also at TRIUMF, is chairing the SPC.<br />

Proposals for the SPC meeting will be finalized in January.<br />

The conference will take place at the Hotel Vancouver (Fairmont), though some events will<br />

take place across the road at the Hyatt Regency. The banquet will take place at the Hyatt.<br />

There is some concern about the total space amount of space available and how best to use<br />

it, and thought is being given as to how to satisfy the needs of exhibitors when posters and the<br />

exhibition may be in different buildings.<br />

IPAC'10, Kyoto, Japan, 24-28 May 2010<br />

Shin-Ichi thanks the PACCC for giving its support to making APAC'10 the first IPAC. He<br />

estimates that it will attract at least 800 participants because May is a beautiful month in Kyoto,


which is also a beautiful, interesting and very historic and cultural venue for an international<br />

conference.<br />

Shin-Ichi will chair the OC, Akira Noda of Kyoto University will chair the SPC. The LOC<br />

Chair is still to be decided. There is plenty of latitude to decide the composition of the committees.<br />

PAC’11, New York, United States of America, March 2011<br />

This will be the first of the smaller North American PACs. Stan Schriber does not anticipate<br />

any problem from BNL on this issue. It will be organized together with APS meetings, under the<br />

new Bylaws.<br />

<strong>EPAC</strong>’11, Valencia, Spain, September<br />

Oliver Brüning reports that the conference venue is booked and that the local organizing<br />

committee will be composed of staff at Valencia University and at CELLS in Barcelona, plus<br />

possibly representation from CIEMAT in Madrid. Oliver will chair the OC. The SPC and LOC<br />

Chairs will be decided probably during <strong>EPAC</strong>'08.<br />

5. Next Meeting<br />

PACCC/13 (lucky for some) will take place in Genoa during <strong>EPAC</strong>'08.<br />

A Proposal to Change JACoW’s Organisational Structure and Management<br />

Resulting from the Team Meeting held in Trieste during March 2007<br />

INTRODUCTION<br />

JACoW was created a little over 10 years ago and has<br />

developed enormously since then. The activities have<br />

been strongly focused on the technical objectives with a<br />

somewhat casual approach to organisational matters. The<br />

collaboration has now matured and it is felt that it would<br />

be beneficial to formalise the structure and management<br />

and this note describes the proposed changes.<br />

The basic problem is that there is not a clear definition<br />

of what JACoW is, what its objectives are or how it is<br />

organised. This proposal presents JACoW’s objectives<br />

and defines the constituent bodies and their roles. In<br />

addition there have been developments in JACoW<br />

activities which need to be reflected in the organisation.<br />

Examples of these developments are the decision to<br />

establish regional support centres in N. America, Europe<br />

and Asia for the SPMS and the need to establish some<br />

more formal means of financial support for the<br />

collaboration.<br />

BACKGROUND<br />

It is proposed to make some minor changes to the<br />

existing Terms of Reference (reproduced here for<br />

comparison):<br />

CURRENT TERMS OF REFERENCE<br />

Introduction<br />

It is agreed that the electronic proceedings of the US Particle Accelerator Conferences (PAC), the European Particle<br />

Accelerator Conferences (<strong>EPAC</strong>), the Asian Particle Accelerator Conferences (APAC), the Linac, Cyclotrons, DIPAC<br />

and ICALEPCS series of Conferences are published on a Joint Accelerator Conferences Website (JACoW).<br />

Governance<br />

The rules for conducting the business of the Sites will be established by consensus decisions of the Organising<br />

Committees of each member series of conferences, via the Chairmen of the Scientific Programme Committees. The<br />

Organizers of each series undertake to adhere to the boundary conditions cited below.<br />

Changes to JACoW or to its activities should be approved by a simple majority of the Chairmen of the Scientific<br />

Programme Committees for the member conferences.<br />

It will be the responsibility of the Chairman of JACoW to communicate all proposals for change to the Scientific<br />

Programme Committee Chairmen.<br />

Rights of Individual Conference Organizers<br />

The existence of the combined site does not detract from the rights of individual conference organizers to publish<br />

their proceedings on other web sites, storage media or hard copies of their choice.<br />

Proposals for change can be formulated by a member conference, through the Scientific Programme Committee<br />

Chairman, or by JACoW Team Members.<br />

Editorial Responsibility<br />

The Proceedings of each conference are the responsibility of the Editors or Editorial Board of the proceedings, or a<br />

person designated by the Chairperson of the Scientific Programme Committee of the relevant conference.<br />

Web and Mirror Sites<br />

JACoW is located at <strong>CERN</strong>, with possible equivalent mirror sites in North America, Asia and elsewhere, at<br />

institutions agreeing to support the full functionality and content of the primary JACoW site. The Organizations hosting<br />

these sites undertake to provide the necessary hard- and software, backup and maintenance.<br />

JACoW Steering Committee<br />

The JACoW Steering Committee is involved in all aspects of the electronic publication of proceedings (for example,<br />

it agrees on templates, promotes author education, develops new techniques for processing papers etc.). In principle, it<br />

meets during the PAC and <strong>EPAC</strong> Conferences but meetings may also be called by Steering Committee Members.<br />

Composition and turnover of the JACoW Steering Committee:<br />

Previous, present, future and co-opted representatives of Editorial Boards of each series and the webmasters of<br />

JACoW Websites - the change happening immediately after the 'current' conference has taken place. Members may be<br />

co-opted at the discretion of the Steering Committee.


JACoW will be led by a Chairman appointed for three year periods, selected by the Scientific Programme Committee<br />

Chairmen of the member conferences following nominations from the Steering Committee.<br />

Also invited to attend JACoW Steering Committee Meetings are the "decision makers": the previous, present and<br />

future Scientific Programme Committee Chairmen (or persons delegated by them) from each series.<br />

JACoW Boundary Conditions<br />

• The acceptance of a measure of standardization (for example adherence to the basic requirements for publication<br />

on JACoW)<br />

• A collaborative approach to template preparation and software to be supported<br />

• A collaborative approach to the selection of Acrobat software for the CD-ROM to ensure backward compatibility<br />

• Attendance of at least the technical people at JACoW Steering Committee meetings during each PAC and <strong>EPAC</strong><br />

Conference<br />

• Attendance at annual JACoW Team Meetings<br />

• To continue and possibly expand the international collaboration in electronic publication<br />

• To encourage publication of post mortems.<br />

PROPOSED NEW TERMS OF REFERENCE<br />

JACoW Objectives<br />

1. To publish member conference’s proceedings on the internet at JACoW.org<br />

2. To provide support to member conferences by means of tools for conference organisation, proceedings production<br />

and shared software licenses.<br />

3. To train editors in the techniques and technologies involved.<br />

Basic Organisation<br />

The management of JACoW is the responsibility of the Steering Committee and the implementation and operation is<br />

done by the Team. The Team (the technical experts) reports to the Steering Committee which is composed of the<br />

decision makers of the member conferences.<br />

Requirements for Membership<br />

Each conference undertakes to adhere to a number of conditions which are listed below. Conferences wishing to join<br />

the collaboration should state their acceptance of these conditions and apply to the Steering Committee for membership.<br />

The application is approved by simple majority of the Steering Committee members.<br />

Conditions of Membership<br />

Each conference agrees to<br />

• Adhere to the basic requirements for publication on JACoW<br />

• A collaborative approach to template preparation and software to be supported<br />

• A collaborative approach to the selection of Acrobat software to ensure backward compatibility<br />

• Send their representatives on the JACoW Team to the annual JACoW Team Meetings<br />

• To continue and possibly expand the international collaboration in electronic publication<br />

• To encourage publication of post mortems by their editorial teams.<br />

• To make a financial contribution of at least 2500€ to JACoW costs if requested by the JACoW Chairman.<br />

Steering Committee<br />

The Steering Committee comprises the decision makers from member conferences (Scientific Programme Chairmen<br />

or their equivalent or someone nominated by them) and the JACoW officials. The representatives of member<br />

conferences are defined as: the previous, present and future Scientific Programme Committee Chairmen /their<br />

equivalent (or someone nominated by them) from each series. The change from present to previous etc. takes effect<br />

once the current conference has taken place. The JACoW officials are the Chairman and Secretary, Deputy Chairmen<br />

and Regional Support Managers.<br />

The Steering Committee should meet at least once per year at the conference in N. America, Europe or Asia.<br />

Extraordinary meetings may also be called by a consensus of five Steering Committee Members.<br />

The JACoW Team<br />

The Team is loosely defined but must contain a Chairman and Secretary, the Regional Support Centre Managers and<br />

a rolling set (past, present and future) of editors. Experts may also be co-opted to the team.


Deputy Chairmen may be appointed by the Team for three year periods. The role of the Deputy Chairmen is to assist<br />

the Chairman in the management of the collaboration and they report directly to the Chairman.<br />

Control of JACoW<br />

The activities of JACoW are to be carried out in accordance with the Terms of Reference.<br />

It is the responsibility of the Chairman of JACoW to communicate all proposals for change to the Steering<br />

Committee.<br />

Changes to the Terms of Reference must be approved by a simple majority of the Steering Committee members.<br />

The JACoW Chairman is proposed by the Team and the Steering Committee has to approve the nomination. The<br />

appointment as Chairman is for three year periods.<br />

The JACoW Team reports to the Steering Committee through the JACoW Chairman. The JACoW Team is<br />

responsible for the execution of the tasks which are necessary to meet the objectives of the collaboration.<br />

Rights of Individual Conference Organisers<br />

Regional Support Centres<br />

A JACoW regional support centre should supply the host environment for the JACoW tools for conference<br />

organisation, management and proceedings production. This requires that there is an Oracle system capable of installing<br />

the JACoW software, the provision of Oracle system support, an Oracle webserver and someone responsible for<br />

JACoW systems support. Institutes accepting this role are required to guarantee continuity for an initial three year<br />

period and to agree to give one year’s notice of the termination of such support.<br />

MODUS OPERANDI<br />

The JACoW Team reports to the Steering Committee through the JACoW Chairman.<br />

The Steering Committee must approve all changes to the organisation, membership and operation of JACoW by<br />

simple majority.<br />

The Steering Committee and Team should each meet at least once per year independently.<br />

The JACoW Team is responsible for the execution of the tasks which are necessary to meet the objectives of the<br />

collaboration.<br />

IMPACT OF THE PROPOSED CHANGES<br />

The changes should have a very minor impact apart<br />

from the financial support and regional support centres.<br />

The financial support issues are discussed in more detail.<br />

The changes to the membership of the Steering<br />

Committee (effectively removing the Team members, see<br />

Fig. 1) reflect the aim to have the Steering Committee as<br />

the governing body separated from the executive body<br />

(the Team).<br />

The other changes in the Terms of Reference aim to<br />

clarify the objectives and the roles of the various actors.<br />

FURTHER INFORMATION<br />

Financial Support<br />

In recent years it has proved increasingly difficult to<br />

have a full attendance at the Team Meetings due to lack of<br />

funds to send editors and also JACoW needs to purchase<br />

upgrades for its software licenses.<br />

The Team meetings bring together the technical<br />

expertise from all of the conferences and enable people to<br />

share their experience and new editors can learn from<br />

them. It is equally important to have feedback after a<br />

conference so that others can profit from their experience.<br />

The Team Meetings are therefore a fundamental element<br />

in the continued success of JACoW.<br />

JACoW is not a legal entity and has no means to handle<br />

financial matters and therefore the proposal is that<br />

conferences accept that they may be called upon to pay<br />

for some specific items.<br />

The costs incurred by the collaboration have been small<br />

up to now (several thousand Euros over a three year<br />

period) mainly for the purchase and upgrade of the<br />

software licenses. These licenses have been used by


several conferences each year and are therefore very cost<br />

effective.<br />

The idea behind the 2500€ minimum is that this amount<br />

should be sufficient to send someone to the Team<br />

Meetings if the funding cannot be found elsewhere and it<br />

would certainly cover upgrades of software. It seems<br />

reasonable that even a small conference (~75 participants)<br />

could afford this amount and clearly larger conferences<br />

should be capable of providing more. The proposal is<br />

worded in such a way that this support will be given if it<br />

is needed but if it is not requested, then the funds remain<br />

within the conference budget.<br />

Regional Support Centres<br />

The SPMS is based on a central repository of personal<br />

profiles (authors and conference participants) and<br />

institutes. Each conference has its own database which<br />

links to this central repository. Experience running SPMS<br />

since 2004 has shown that it can be very difficult for<br />

organisers to set up their own Oracle systems and install<br />

the SPMS. On the other hand, once the system has been<br />

set up it is a relatively trivial matter to install additional<br />

conference systems. It has therefore been suggested that a<br />

small number of centres host the conference databases for<br />

their region.<br />

<strong>CERN</strong> and FNAL have been providing some sort of<br />

regional support but it is now proposed to make this more<br />

formal and to have something in ASIA as well. On<br />

average there are about six conferences per annum and<br />

therefore the number of conference database systems<br />

should average to two per centre per annum. The support<br />

person in each centre would have to set up the database<br />

and web access. Typically the conference administrator<br />

will ask for help with a small (

Function:<br />

The Organizing Committee (OC) for the Particle Accelerator Conference (PAC) is a non-profit<br />

body overseeing the meetings in North America of individuals involved in aspects of research and<br />

development for accelerators, related technologies and applications. The OC determines the locale<br />

for upcoming conferences, ensures good local management for the conferences, ensures that<br />

effective conference programs are planned and is the body that holds the corporate memory of past<br />

and future PACs. The PAC OC operates under conference rules established by the IEEE. They<br />

also operate under a Memorandum of Understanding between IEEE-NPSS, APS-DPB and PAC<br />

OC.<br />

OC Membership:<br />

Membership on the OC consists of representatives from major North American institutions and<br />

organizations involved in active and significant accelerator activities, plus representatives from<br />

European and Asian xPAC committees. The OC can decide to add non-voting members and to add<br />

new voting members to the OC membership. The host institution has two voting members on the<br />

OC; the Conference Chair and the Scientific Program Committee Chair. All other institutions have<br />

one voting member.<br />

At the end of each conference, when the present OC chair becomes past chair and the next future<br />

chair becomes the OC chair, the onus is on present members to interact with their institution leader<br />

to ensure that they can continue as the member representing their institution. If not, the member<br />

must inform the chair to contact the institution leader for the name of the individual that will be<br />

representing their institution on the OC. A note from the new OC chair will remind members of<br />

this duty. If someone can no longer be a member of the OC during their term of tenure for a<br />

particular PAC, then the chair must get a replacement from the institution leader or have the present<br />

OC agree to the replacement suggested by the individual stepping down. Voting membership on<br />

the basis of institutions and organizations consists of the following: the IEEE-NPSS technical chair<br />

for the Particle Accelerator Science and Technology (PAST) committee, the elected member to the<br />

IEEE-NPSS PAST committee, the APS-DPB chair-elect [also serves as the Scientific Program<br />

Committee (SPC) assistant chair], PAC conference chair, PAC SPC chair, past conference chairs of<br />

last two PACs, future PAC conference chairs, past chair of <strong>EPAC</strong> (or IPAC-Europe), past chair of<br />

APAC (or IPAC-Asia), an industrial representative, and the following laboratories; Argonne<br />

National Laboratory, Brookhaven National Laboratory, Fermi National Laboratory, Los Alamos<br />

National Laboratory, Lawrence Berkeley National Laboratory, Lawrence Livermore National<br />

Laboratory, Stanford Linear Accelerator Center, Thomas Jefferson National laboratory, and TRI<br />

University Meson Facility (TRIUMF) Canada, and the following Universities; Cornell University<br />

(CESR), Indiana University (IUCF), Michigan State University (NSCL), University of Colorado<br />

(Physics Department) and University of Maryland (Physics Department). For reference, PAC OC<br />

membership for PAC’07 initiated in 2005 by the PAC’07 chair is listed in Appendix A.


Agenda items, voting and discussions follow the normal rules of parliamentary procedure as laid<br />

out in Robert’s Rules of Order (http://www.robertsrules.com/default.html). Approval of items<br />

voted on by members attending a meeting requires a 2/3 majority in favor of the motion, unless<br />

otherwise stated. The quorum for votes to be official is � of the voting OC membership.<br />

Prior to a particular meeting, members unable to attend a meeting should let the OC Chair know<br />

who will attend on their behalf with their voting privileges or who has their proxy vote.<br />

OC Chair:<br />

At the conclusion of the last event for a particular PAC, the present OC chair passes on the<br />

chairmanship to the next host who becomes the chair of the OC until that conference is completed.<br />

In addition, the special bell and related equipment passes to the new chair.<br />

Replacement of IOC Members:<br />

OC members recognize that they are serving the international accelerator community and<br />

participate on the OC with the international community in mind, as well as their home institution<br />

interests. They should consider when it would be appropriate to have someone else represent their<br />

institute. They should inform the chair of a representation change by letter, E-mail or as an<br />

additional item at one of the OC meetings. Such changes need to be recorded in the meeting<br />

minutes.<br />

If a member is no longer able to communicate with the OC relative to a membership change, then<br />

the OC Chair will contact the Head of the Institute that individual represented, to obtain a new<br />

member nomination. A simple majority voice or memo vote by existing members will determine<br />

acceptance of the new representative.<br />

In addition, changes in the OC membership to accommodate new institutions or institution changes<br />

can be decided by a vote at one of the OC meetings.<br />

OC Meetings:<br />

The OC meets at least once a year to review finances, management and program of the most recent<br />

PAC, and to plan for six years in advance. One of the yearly meetings is held in conjunction with<br />

the site for the next PAC usually 1 � years before the event (held either in December or January).<br />

This meeting reviews the meeting space, hotel arrangements, proposed finances (approves draft<br />

budget and registration fees) and related conference items. The other OC meetings are usually held<br />

during the PAC.<br />

Minutes of OC meetings will be circulated to members within two months of the meeting date.<br />

The most recent past PAC chair should prepare a summary document on their conference within a<br />

year of the conference, to be available at an upcoming OC meeting (held during PAC). This<br />

document should include finances (planned and actual), conference agenda, invited speakers list,<br />

number of papers presented, brief summary of local arrangements, industrial exhibitors list, local<br />

committee list and responsibilities, comments from the chair and committees, comments collected<br />

from attendees and industrial exhibitors, number of attendees, institutions represented with attendee<br />

numbers, countries represented with attendee numbers and future recommendations.<br />

A PAC OC information archive will be passed from chair to chair within 3 months of chair change,<br />

which includes meeting minutes, conference reports and all correspondence to the PAC OC chair in


their official position as OC chair. It is the duty of the present chair to maintain the existing<br />

archive.<br />

Proposals:<br />

The OC reviews the success of past conferences and follows the east-mid-west rotation cycle of<br />

conference venue so that all regions of North America have ample opportunity to participate at<br />

many levels. In the past it has been observed that best attendance occurs when the host is close to a<br />

major accelerator center. Host institutions should be prepared to make a presentation that discusses<br />

local management, finances, locale and amenities, program committee formation and schedule. A<br />

simple majority vote of those in attendance at the OC meeting determines where a future conference<br />

will be held.<br />

At the PAC conference OC meeting, the next PAC within a six year time frame will be discussed.<br />

A suggested OC chair for that future conference will be agreed upon and a letter sent to that<br />

individual requesting them to organize that future PAC in the series by the OC chair presiding at the<br />

meeting that picked the future OC chair. If the individual accepts the request, then that individual<br />

must obtain their institution’s agreement on hosting the conference and investigate possible<br />

conference sites that would be able to host the expected attendance. Status of the future site would<br />

be reported at the next PAC meeting, at which time the OC should either approve or request<br />

changes to the proposed venue and operation. If the proposed chair declines the request, then it is<br />

the responsibility of the present chair to work with the OC to obtain an alternate suggestion.<br />

Local Committee:<br />

The Conference Chair from the host institution arranges for a Local Organizing Committee (LOC)<br />

Chair, a Scientific Program Committee (SPC) Chair, a conference administrator, and a conference<br />

treasurer. The LOC Chair organizes all of the other activities important for the success of the<br />

meeting, including a subcommittee that reviews submitted student support applications and<br />

recommends those students whose participation at the conference will be supported financially from<br />

the conference budget.<br />

Selection of the SPC chair requires OC approval, and the SPC chair’s name should be included in<br />

the host institution proposal. The SPC chair organizes an international program committee to<br />

determine an exciting conference program, based on suggested names from the OC and other names<br />

to ensure that all areas of interest to the PAC are covered in the SPC. In addition, the SPC<br />

determines session chairs for all of the conference sessions. The OC will also pass on suggestions<br />

for invited talks and possible speakers that should be considered. The OC approves the invited<br />

program assembled by the SPC chair and their team.<br />

The OC Chair must be an IEEE member, as should the SPC chair. The conference treasurer should<br />

also be an IEEE member. Although not recommended, the chair can get dispensation from IEEE<br />

for a particular person as treasurer who is not an IEEE member based on their exceptional<br />

capabilities for the job and the fact that the chair will be their immediate supervisor and will sign<br />

for all large expenses.<br />

An approximate timetable for conference planning is given in the attached Appendix B.<br />

Papers and Publications:<br />

Papers published are not peer reviewed. Only those papers presented as either invited oral<br />

presentations or posters that were manned by the author (or an author representative) will be


published as a record of the conference. The JACoW format for papers is to be used, as are the<br />

associated SPMS systems developed for the xPAC conferences.<br />

Conference General Format:<br />

The PAC will be held at a location where most of the attendees can interact professionally,<br />

culturally and under a relaxed atmosphere that encourages friendly discussions and strengthening of<br />

contacts.<br />

Meeting format consists of a welcoming reception Sunday evening, chair’s reception Monday<br />

evening for VIPs and the LOC, plenary sessions Monday morning and Friday afternoon, and poster<br />

sessions with no more than 3 parallel oral sessions each other morning and afternoon from Monday<br />

to Friday. An awards session should be planned for Wednesday afternoon. A conference banquet<br />

is usually held Thursday evening. A student poster session should be planned for Sunday afternoon<br />

and a Teacher’s Day for Wednesday morning.<br />

An industrial exhibit is held in association with the conference, opening Monday afternoon and<br />

closing Wednesday afternoon.<br />

A strong companion program helps strengthen ties between participants.<br />

The poster areas should be coordinated with the industrial exhibit and the coffee breaks. Adequate<br />

space for coffee breaks, informal discussions, satellite meetings, computer internet cafes, and meals<br />

should be planned.<br />

Conference Registration Fees:<br />

Registration fees for the conference must be approved by the PAC OC at the PAC OC meeting 18<br />

months prior to the conference. Early registration fees (up to one month prior to the conference)<br />

should be at least 10% less than late registration fees. Registration fees for current members of<br />

IEEE-NPSS, APS-DPB and/or EPS-AG will be at least 10% less than the regular registration fees.<br />

In addition, retired, one day and student registration fees should be at least 1/3 of the regular late<br />

registration fee.<br />

Operations:<br />

After the books have been closed for the most recent PAC, any management reserve left over is<br />

shared between IEEE-NPSS and APS-DPB. The books should be closed within the calendar year<br />

of the conference. Start-up funds for the conference are available from IEEE-NPSS ($25k) and<br />

APS-DPB ($25k) once IEEE has approved the conference budget.<br />

Conference Sponsors:<br />

Obtaining sponsorship from various industries, government entities and learned societies is<br />

encouraged in order to reduce conference costs.<br />

IPAC:<br />

In the event of agreement to the formation of an International Particle Accelerator Conference<br />

(IPAC) series, then the above bylaws would be used for the IPAC held in North America with a<br />

change to the OC that includes increased participation from Asia and Europe by including the past,<br />

present and future conference chairs of the IPAC-Europe and the past, present and future chairs of<br />

the IPAC-Asia.


Bylaw Revisions:<br />

Revisions to these bylaws can be obtained using the following procedures:<br />

1. Submission of proposed bylaw change(s) to the present PAC OC chair from the standing<br />

subcommittee on bylaws<br />

2. Chair distributes proposed bylaw change(s) to PAC OC membership within 5 working days<br />

of receipt at their workplace – regular mail, courier mail or E-mail.<br />

3. Discussion of proposed bylaw change(s) by meetings, teleconferences, telephone conference<br />

calls or E-mail to inform all PAC OC members of the proposed bylaw change(s) and to<br />

allow modifications, changes, and/or improvements – no more than 8 weeks allowed for this<br />

step.<br />

4. Once step 2 is complete, publication of the proposed bylaw change(s) to all PAC OC<br />

members for a period not less than 2 weeks and not more than 4 weeks.<br />

5. Voting on the proposed bylaw change(s) can be accomplished at a meeting, by<br />

teleconference, by telephone conference call or by E-mail.<br />

6. OC Chair collects vote information which is held in the PAC OC archives for at least two<br />

years.<br />

7. For a bylaw change to be approved, a 2/3 majority in favor of the bylaw change must be<br />

obtained on the basis of the total OC voting membership.<br />

If a bylaw change has an impact on the Memorandum of Understanding between IEEE-NPSS,<br />

APS-DPB and PAC OC, then prior to implementing the change approved by the PAC OC, the<br />

change must be endorsed by both the IEEE-NPSS AdCom and the APS-DPB Executive Council.

The present report on the financial situation of the EPS-AG is to the best of my knowledge, and<br />

describes movements since the previous Memorandum dated 27 October 2006 prepared for OC/1.<br />

The total assets of the AG thus stand at 735.10 CHF and at 149,387.90 Euros.<br />

The IN2P3 contribution to the Student Grant Programme arrived late, and was credited to the<br />

Student Grant Account, post-conference.<br />

Still to be accounted is a 5,000 Euro sponsorship to PRST-AB, decided at <strong>EPAC</strong>'08 OC/1.<br />

4. Investment of AG Funds<br />

Following a meeting between the Treasurer, David Lee, EPS Administrator, and Rüdiger Schmidt,<br />

and e-mailed consultation with the Board, it was decided to invite the EPS to open an investment<br />

account in Euros. Following some further discussion on amounts, it was decided to invest as<br />

follows:<br />

100,000 Euros for 1 year at 3.99%<br />

25,000 on call at 3.54%.<br />

The above amounts were thus transferred from the EPS General Account and the UBS Account in<br />

Euros to an account opened especially with Crédit Suisse included in Table 7.<br />

Rules for the Nomination of Fellows of the European Physical Society<br />

Limitation on Numbers<br />

• The total numbers of Fellows at any one time should not exceed 5% of the total of Individual<br />

Members of the SOCIETY.<br />

Eligibility<br />

• Individuals whose achievements in physics, whether in research, industry or education and/or<br />

through commitment to the SOCIETY warrant specific recognition are eligible to become EPS<br />

Fellows. Examples of such achievements may be:<br />

Research: An outstanding publication and/or EPS conference presentation record. A<br />

remarkable discovery or an outstanding contribution to a field of physics.<br />

Industry: Development of a new instrument of broad use in the physics community. An<br />

outstanding invention. Development of innovative software of broad use. A major role in<br />

establishing or running a physics-based business.<br />

Education: An outstanding contribution to physics education is teaching, examining and/or<br />

establishing new curricula. Authorship of physics textbooks or other education material of<br />

broad use. Outstanding achievements in outreach of physics to young people.<br />

SOCIETY: Substantial service to the SOCIETY over a number of years in a variety of roles.<br />

• No one will be denied EPS Fellowship on the grounds of nationality, sex or religious beliefs.<br />

• Normally only those individuals who have been Individual Members of the SOCIETY for at<br />

least five years are eligible as EPS Fellows. However, exceptions will be made for those who<br />

have made significant contributions to the running of the SOCIETY.<br />

Nominations<br />

• Only EPS Members (Individual Members, Member Societies and Associate Members) may<br />

make nominations for EPS Fellows.<br />

• No person can be nominated while that person is a member of the Executive Committee.<br />

• No person may make a nomination while a member of the Executive Committee.<br />

• No self-nominations will be accepted.<br />

• Nominations may be made at any time. Nominations must be received no later than 15 January<br />

of the year of the Council meeting that will decide on the Fellows to be admitted that year.<br />

• All nominations must be accompanied by the following documentation:<br />

- Support letters from at least three EPS Members, including the principal nominator. These<br />

support letters should not all come from the same country nor from the same institution.<br />

- A CV of the proposed Fellow.<br />

- A brief description (maximum one A4 page) describing why the individual deserves to<br />

become an EPS Fellow. This should include the achievements in research, industry,<br />

education and/or service to the physics community or the SOCIETY that justify the<br />

nomination.<br />

- A short citation.


Elections<br />

• Nominations will be made to the EPS Fellowship Committee (care of the EPS Secretary<br />

General). The committee will review all nominations and offer recommendations to the<br />

Executive Committee. The Executive Committee will prepare a list of candidates recommended<br />

for EPS Fellowship for approval by Council.<br />

• Council shall be asked to elect EPS Fellows during its regular annual meetings. A simple<br />

majority of Council Members present and voting is necessary to elect an individual to EPS<br />

Fellowship.<br />

Right and Duties of EPS Fellows<br />

• EPS Fellows shall have all rights and responsibilities of Individual Members. In addition the<br />

person may add ‘EPS Fellow’ to his/her title, and use the designation ‘EPS Fellow’ on business<br />

cards, letterhead, etc.<br />

EPS Fellows shall pay membership fees as an Individual Member.<br />

Revocation<br />

• Fellowship is terminated upon termination of Individual Membership in the SOCIETY.

1. Introduction, Approval of the Agenda, Approval of the Notes of SPC/1<br />

Oliver Brüning opens the meeting and thanks Angeles Faus-Golfe for managing local arrangements.<br />

The Agenda is approved, as are the Notes of SPC/2, without modification.<br />

2. Report and Discussion on PAC'07 Scientific Program<br />

Oliver recalls the brainstorming which took place during PAC'07, the Notes of which are published<br />

at our website. Oliver's transparencies are also published at the Organisers website. He summarizes the<br />

lessons learned and of most interest to <strong>EPAC</strong>'08 as follows:<br />

- Sunday poster session for students is very good and should be maintained<br />

- no more than 2 oral sessions should be scheduled in parallel<br />

- de-coupling of oral from poster sessions to be continued for <strong>EPAC</strong><br />

- social side of conference programme makes for a good atmosphere – it is a good idea to combine this<br />

with poster sessions (margarita tasting)<br />

- avoid overly empty auditoria<br />

- social side-events are a nice added extra at conferences<br />

- presence of organizers is added value<br />

- discussion after presentations is possible only if the Chair can see the audience, and the microphones are<br />

mobile<br />

- the awards ceremony should either be more entertaining, or shorter ...<br />

- new EPS fellows should be announced during the Prizes Session<br />

- good speakers for the opening session are crucial<br />

- presentations using 2 screens are challenging<br />

- PAC'07 felt smaller than the announced number of delegates<br />

- how does one avoid so many "no show" posters?<br />

3. Time Allocation of Main Classifications<br />

While it is useful to follow movements of the fields of activity of contributors participating at<br />

conferences, and if necessary to take this into account in shaping the scientific programme, the SPC feels<br />

this should not be the guiding criterion for assigning more or less time to the different main classifications.<br />

The target of 4 hours for each session, agreed at Hamburg, is thus confirmed. The SPC is furthermore in<br />

favour of starting the presentations at 09:00.<br />

Following discussion, it is agreed that the Monday afternoon plenary oral session should become a<br />

parallel session, bringing the total amount of time available for oral presentations up to 38 hours. It is also<br />

decided that the extra 2 hours should be allocated to 20-minute contributed oral presentations.<br />

The time allocations and division between invited and contributed orals for each Session are as<br />

follows (the allocation of one extra contributed oral to Sessions 1, 2, 3, 4, 5 and 7 was decided following the<br />

meetings):<br />

4. Oral Presentations<br />

Invited Oral Presentations<br />

Following two iterations for each Main Classification, the SPC decides the invited orals to be<br />

proposed to the OC the following day. Coordinators are invited to rapidly update the SPMS with their 1 st<br />

priorities, with preferred speaker, and alternative speakers, and a few lines of abstract to be included in the<br />

invitations to be mailed as soon as possible following the OC.<br />

Annex 1 lists the invited oral presentations, approved by the OC, and Annex 2 is a synoptic table<br />

showing the schedule.<br />

Opening, Closing and Entertainment Presentations<br />

The SPC decides a shortlist of opening, closing and entertainment talks. This was subsequently<br />

discussed and modified by the OC the following day. Annex 1 shows the presentations finally retained:<br />

Asia 11%, USA 22%, Europe 65% (of which <strong>CERN</strong> 15%), Other 2%<br />

The Committee will aim to improve the regional balance via the choice of contributed orals.<br />

5. Schedule and Next Steps<br />

With the approval of the OC, the invitations to speakers will be mailed as soon as possible following<br />

the meeting, with deadline for response mid-September, in time for publication of the invited orals at the<br />

conference website, which should go on-line in October/November.<br />

The deadline for abstract submission will be mid-January <strong>2008</strong>. The OC/SPC will meet on<br />

Thursday and Friday, 21 and 22 February <strong>2008</strong> (tentative dates), in Genoa, to decide contributed orals. A<br />

small SPC sub-committee to decide the scheduling of posters will meet early in April, probably at <strong>CERN</strong>.<br />

6. Report on Scientific Programme vs. the Venue<br />

Paolo Pierini reports on progress in fitting the conference and its scientific programme into the<br />

venue. His transparencies are published at the Organisers Website.<br />

While there is ample space at the venue to satisfy all requirements, the LOC will make the best<br />

possible use of space, in particular for the exhibition and the poster sessions. Basic rental is currently for the<br />

Main Auditorium, plus 2 modules. This satisfies the need for 50 exhibition booths, but more space can be<br />

rented if, as hoped, the number of booths is greater.<br />

Registration will take place in one of the Foyers on the ground floor, and the other will be used on<br />

the Sunday afternoon for delegates to pick up their conference bags, and for the Student Poster Session, as<br />

well as for "prime" booth space. A number of poster panels will remain during the week for<br />

announcements, and tables and chairs will also be available for participants to work and interact.<br />

Because of the unusual arrangement of the 2 facing auditoria (1500 seats) for the plenary sessions, it<br />

will be necessary to ensure that the lateral screens are large enough and well placed. Some means for the<br />

speakers to be able to point to transparencies is under discussion. This Auditorium will be divided into 2<br />

(2 x 750 seats) for the parallel sessions.<br />

The venue does not provide WiFi as a service, and the LOC is currently exploring how best to<br />

provide it.<br />

Abstract: During the recent years a remarkable increase of the TEVATRON luminosity was achieved. The<br />

presentation discusses the collider performance, how this was achieved and illustrates today¿s limitations.<br />

The TEVATRON will shutdown soon and further upgrades are unlikely, but many ideas that emerged from<br />

the TEVATRON are of great interest for future (hadron) colliders. As an example, the experience gained at<br />

the TEVATRON in understanding of beam-beam effects in hadron colliders is highly relevant for future<br />

projects.<br />

ID: 2062 Performance of KEKB with Crab Cavities<br />

Abstract: 20 years after they were initially proposed, in February 2007 crab cavities are for the first time<br />

installed in an operating collider, KEKB. The commissioning of KEKB with crab cavities is presented, and<br />

the performance of the collider is compared to the performance without crab cavities. Lessons learned from<br />

the operation with such cavities for future projects are discussed.<br />

Abstract: The new ISIS Second Target Station (TS-2) represents a major enhancement of the capabilities of<br />

the successful ISIS spallation neutron source ISIS, and correspondingly major enhancements have had to be<br />

made to the accelerator systems. As well as providing an outline of the new target station itself, the talk will<br />

describe the new dual harmonic RF system for the ISIS synchrotron which significantly increases the<br />

accelerated beam current to meet the needs of TS-2, and also the new proton beam transport line which<br />

diverts one out of every five pulses from the synchrotron to TS-2. In addition, the talk will summarise the<br />

substantial upgrades that have had to be made elsewhere on the ISIS accelerator system to underpin<br />

ID: 2081 Molecular Gastronomy: The Art of Cooking<br />

Abstract: This is a proposal for a 'light' enterntaiment talk, given by a physicist, who applies the science to<br />

the gastronomy. The Art of Cooking is evolving fast in this 21st century. New food products are being<br />

designed with the help of molecular technology, genetic discoveries or space research before arriving in our<br />

kitchens. Molecular gastronomy is the analysis of physicochemical laws while cooking and the use of recent<br />

discoveries for creating unusual recipes. This is a new tendency, which appears in Europe mostly and has<br />

restaurant chefs, matter physicists and experts on chemistry among its participants. And even renowned<br />

chefs and scientists are using technology to cook "molecular dishes." In Italy the most famous representative<br />

of the new trend is Davide Cassi, Professor in matter physics at the University of Parma. We could integrate<br />

the talk with a taste of the 'molecular ice cream', which is one Cassi's recipes.<br />

ID: 2141 Precision of Clocks, from History to Present Day<br />

Abstract: The presentation should cover the history of the precision of clocks from about 1000 to the<br />

present day. It should include the techniques of the clocks in history up to the latest development resulting in<br />

the Nobel Prize 2005, with emphasis on their precision (drift). The proposed speaker is the Nobel Laureate<br />

2005. The Nobel Prize in Physics 2005 was awarded to "the father of quantum optics", Roy Glauber, along<br />

with John Hall and Theodor Hänsch, who achieved a previously unattained precision in laser spectroscopy.<br />
