Once again a record number of industry professionals<br />

contributed to our Who’s Who issue of Trends<br />

Magazine. Our goal with this special edition is to<br />

showcase the leaders of our industry in a fun and<br />

interesting way. Please enjoy this month’s issue of Trends<br />

Magazine which includes over 50 profiles of the top decision<br />

makers in <strong>Metro</strong> <strong>Denver</strong>. These are the individuals who are<br />

leading and shaping our industry.<br />

The first six months as AAMD President have been both<br />

exciting and rewarding. I’d like to recap and highlight several<br />

key accomplishments for the <strong>Association</strong> in 2010. But before<br />

I do, I’d like to thank all of our members for supporting the<br />

organization and our mission! This year we had record<br />

membership renewals and we greatly appreciate everyone’s<br />

commitment to AAMD.<br />

First of all- what an amazing effort our team put into the<br />

recent Fall Elections. Between AAMD and CAA our <strong>Association</strong>s<br />

contributed significant resources and contributions to both<br />

Republican and Democrat candidates who support the rental<br />

housing industry and whose positions on issues are aligned<br />

with our association. I’m pleased to announce our investments<br />

paid off! We were successful in 86% of the elections where we<br />

contributed!<br />

In addition to our electoral efforts our Government Affairs<br />

team had many victories throughout the State Legislative<br />

session. We were able to defeat or successfully amend nearly<br />

all of the significant bills we were actively following. Great job<br />

to our staff and lobbyist teams.<br />

Beyond government affairs, we had several important<br />

Educational achievements. With new EPA regulations it was<br />

critical for AAMD to update our members on new renovation<br />

standards. In 2010 we trained and certified over 350 people<br />

through the EPA Renovators Course! Also, recently we<br />

Highlights from 2010 includes Rental<br />

Rates topping $900 for first time ever<br />

launched our first Certified <strong>Apartment</strong> Portfolio Supervisor<br />

(CAPS) course (in decades) —and sold out with 26 students<br />

registering. Watch for more great things from our Education<br />

Department as we launch 40 new online courses in <strong>2011</strong>!<br />

In 2010 AAMD continued to establish itself as THE place to<br />

be seen, meet, learn and network with industry professionals.<br />

Several AAMD events broke attendance records or near records,<br />

including: Maintenance Olympics; Chili Cook Off; Power Lunch<br />

program; and we had a record year for Exhibitors at our Trade<br />

Show this year! One of our local Maintenance Olympics<br />

champions went all the way to Nationals and won the Race Car<br />

event- congratulations Lannon Quintana!<br />

2010 also marked a 20 year partnership with Family<br />

Homestead! By raising important funds for this Charity, AAMD<br />

has helped thousands of homeless children by enabling their<br />

parents to take control of their lives. Beyond the critical dollars<br />

we have together donated nearly Ten Thousand man hours to<br />

Family Homestead cleaning and upgrading their apartments<br />

over the years. Thank you to everyone who has contributed<br />

money and time to this outstanding cause – we all should feel<br />

very proud!<br />

Not only has the <strong>Association</strong> been setting some records, but<br />

our industry has too. For the first time ever, average monthly<br />

rent exceeded $900 ($912). This occurred in the 3rd Quarter,<br />

where at the same time vacancies dipped to 5.3%, which is the<br />

lowest mark since Q1 of 2001. Economic vacancy unfortunately<br />

increased in Q3 to nearly 19%. I’ll let you figure that one out…<br />

Acquisitions & Management Changes<br />

AMLI Arista On September 16th, AMLI<br />

acquired AMLI Arista (formerly Alexan<br />

Arista) from TCR. AMLI Arista is a 358<br />

unit Class A community located in the<br />

new Arista 200 acre mixed use development in Broomfield. Built<br />

in 2008, the community offers first class amenities as well as<br />

excellent proximity to the Broomfield Park-N-Ride and 1st Bank<br />

Center. Many thanks to AMLI’s Sr. Vice President Dan Gladden for<br />

the update.<br />

General Investment and<br />

Development Companies<br />

(We know the property<br />

management company as “Windsor) has acquired 12,000<br />

additional apartments units. The acquisitions are in multiple<br />

states, California, Washington and Utah to name a few. Many<br />

of the new regions are scheduled to report to Windsor Property<br />

Management’s <strong>Denver</strong> office. Congratulations to the Windsor<br />

team. I know that they are both excited and possibly a little<br />

crazy these days!<br />

Echelon Property Group assumed<br />

management of Fenton Place at the<br />

end of September. The owners of<br />

Fenton Place are anticipating a $2.5M<br />

renovation. Echelon will manage the property improvements,<br />

clubhouse renovation, new pools, roofs, elevators and unit<br />

improvements. Target date for completion of these upgrades is<br />

early Spring <strong>2011</strong>. The community will then be renamed!<br />

Echelon has also acquired management of Courtyard<br />

<strong>Apartment</strong>s at 5100 Leetsdale Drive. The 197 unit community<br />

will receive a makeover that includes new signage, wi-fi,<br />

landscaping, leasing office and common area improvements.<br />

The long time owner/manager group said they recognized<br />

the value that could be created for their asset by hiring a<br />

professional management company who demonstrated a<br />

positive track record for maximizing rents and saving expenses.<br />

They also feel that Echelon’s local presence is a great fit for them.<br />

Movers & Shakers<br />

RedPeak Properties COO , Mark Windhager<br />

has announced that Garrett Faillaci and Brian<br />

Owen have joined the company to broaden<br />

the scope of training and marketing. The duo<br />

will complement RedPeak’s focus on customer<br />

service and the steady growth of the company<br />

as a whole.<br />

Ms. Faillaci has a celebrated background in<br />

Marketing and Training and was a finalist<br />

for AAMD’s prestigious Tribute Award in<br />

2008. Garrett said that she believes in not<br />

only training associates, but training them<br />

to be leaders who in turn train those around<br />

them. She is also excited about expanding the<br />

company’s recruiting initiatives as Training and<br />

Recruiting Director.<br />

Brian Owen, Marketing Director, brings many<br />

years of marketing experience in the multifamily industry.<br />

Brian is known for his effective use of social media outlets for<br />

generating traffic and leases. Many of us will remember Brian<br />

for auctioning an apartment on eBay while at Village Green<br />

Companies – The auction drew national media attention.<br />

look at the overall <strong>Denver</strong> apartment industry by learning about the people<br />

who shape it. We do this by showcasing these individuals in a fun and<br />

interesting way. How else would we know that prior to joining the industry,<br />

Stephanie Brock bagged groceries? Or that Mike Colton has five kids? Or that<br />

years? I hate to say it but I never really focus on the budget<br />

I would just order what was needed and was able to almost<br />

always be under budget<br />

What is the hardest business decision you’ve ever had to make?<br />

Letting someone go.<br />

What percentage up or down is your NOI? I would guess 5% up,<br />

but it is property specific.<br />

What is your approval rating of President Obama? Every<br />

President starts out strong the first year of their term and then<br />

the media and fellow Americans turn on them, so I would say<br />

right now 5.<br />

What is one task/role/responsibility at work that you wish you<br />

didn’t have? Our M.P.M.S.<br />

If money were not a factor, where would you retire? St. Croix.<br />

If entertaining important guests, what would you prepare/serve<br />

for dinner? BBQ, you cannot go wrong with BBQ unless your<br />

guests are vegetarians.<br />

Who is responsible for helping you break into the industry and<br />

how did it happen? The assistant manager at the first property<br />

I ever worked at in the apartment industry. I had applied for a<br />

leasing consultant position and I had no prior experience. The<br />

manager asked the assistant to interview me and the assistant<br />

felt I should be hired, but the manager did not, so they kept<br />

looking. Six weeks later I heard back and was offered the job. I<br />

found out later that the assistant manager was my saving grace<br />

and had she not been so influential in convincing her manager, I<br />

would not be where I am today.<br />

What is the decision process on how you choose your suppliers?<br />

Reputation in the industry and references from colleagues is my<br />

first step to compile a short list. From there, bids on a specific<br />

scope, experience, customer service and the ability of the vendor<br />

to supervise their team and ensure quality control. At times we<br />

spend too much time calling vendors back out or inspecting<br />

their work defeating the convenience of a vendor, thus any extra<br />

steps I hear a vendor takes regarding managing quality control is<br />

a buzz phrase for me.<br />

What is the best career-related decision you ever made?<br />

Achieving my CPM designation through IREM. I learned many<br />

valuable skills that were above my pay grade at the time and it<br />

accentuated my education to allow for advancement.<br />

What high school stereotype were you (jock, band, nerd, etc)?<br />

Nerd, outcast, party animal, in that order.<br />

What movie title best describes your management style?<br />

What is the most valuable contribution you bring to your<br />

company? My tenure and dedication to the company. I am<br />

familiar with operations inside and out which helps drive<br />

efficiency and I also truly enjoy the work I do, thus I am committed<br />

to the team I work with and helping to produce great results.<br />

How has the approach to your budget changed in the past 3<br />

years? More of a willingness to be conservative to ensure we hit<br />

our numbers. In the past, we created budgets based on past<br />

trends and were fairly accurate. Some new trends have been<br />

seen that have not followed the norm creating a curve ball.<br />

What is the hardest business decision you’ve ever had to make?<br />

Without being too specific, a few times where I have to make<br />

the decision to part ways with an associate. At times, these<br />

decisions are not as black and white as we’d like them to be, but<br />

it is a necessary evil. I never for a second forget that while this<br />

is a business decision for the company, it is very personal for an<br />

associate and I never make these decisions lightly.<br />

What is the fastest growing amenity in the industry today? I<br />

have seen very few unique property amenities as of recently that<br />

appear to be catching on so I’d have to say interior amenities. For<br />

the longest time, apartments were pretty basic – beige carpet,<br />

white or tan walls, laminate counters, Hollywood vanity lights,<br />

etc, but the trend to more plush interiors and customization<br />

is wide spread. Granite counters, plank flooring, cherry-look<br />

cabinets, etc. is the new norm. Not just in new builds but in<br />

renovations in older properties as well.<br />

What percentage up or down is your NOI? Down 2.6% through<br />

Q3 2010 over the same period in 2009.<br />

What is one task/role/responsibility at work that you wish you<br />

didn’t have? Budgets! Of course I still want complete control of<br />

what is in the budgets, but the input and research can be brutal.<br />

If money were not a factor, where would you retire? Hawaii<br />

If entertaining important guests, what would you prepare/serve<br />

for dinner? If they were REALLY important I would not take any<br />

risks and either have catered food brought in or take them out. If<br />

they were somewhat familiar with me and my inability and fear<br />

of cooking, I’d probably make one of the few dishes I am capable<br />

of – Bruschetta – and my husband would cook!<br />

didn’t have? My least favorite task is reprimanding employees for<br />

how did it happen? Generally it was DU’s Masters in Real Estate<br />

and Construction Management Program, but I’d credit Dr.<br />

Mike Crean with first helping me break into the industry. I was<br />

deciding between CU-Boulder’s MBA Program and DU’s Real<br />

Estate Program and sat in on one of Mike’s classes and was sold<br />

on DU.<br />

What is the decision process on how you choose your suppliers?<br />

We primarily use smaller vendors to avoid the overhead costs<br />

associated with larger companies, but not so small that they<br />

cannot perform within 24 hours or so. We require $1M/$2M<br />

aggregate in insurance and prefer local, <strong>Denver</strong>-based<br />

companies. In general, we deal with owner/operators as well for<br />

accountability reasons.<br />

What is the best career-related decision you ever made? After<br />

graduating from the University of Illinois, I was in strategic, IT,<br />

and supply chain consulting for about 8 years, which really<br />

helped to learn all major aspects of business and to provide a<br />

strong foundation for starting my own company.<br />

What high school stereotype were you (jock, band, nerd, etc)?<br />

Ummm....I liken myself to one of the Glee cast members, but<br />

mixed with an NFL player’s athleticism without really the ability<br />

to sing, dance, or have any athletic ability.<br />

What movie title best describes your management style? This<br />

is tapping out my creative abilities...how about Cool Hand Luke -<br />

my business partner Judy Nguyen says I’m a servant leader that<br />

leads by example with my “Upside-down Pyramid” management<br />

approach where our management team if to support their team<br />

more and more as you get closer to the customer to make sure<br />

the customer has wonderful customer service....I think she just<br />

thinks I can eat a lot of hard-boiled eggs.<br />

called? Yes, Dear...<br />

What is the most valuable contribution you bring to your company?<br />

Leadership skills to drive process improvement and efficiencies that<br />

fruit has been grabbed (conservation investments,<br />

challenging taxes, implementing RUBS, and shopping<br />

insurance providers), but we’ll continue to decrease expenses<br />

via process improvements, leveraging our vendors’ scale, and<br />

using software/technological advancements.<br />

What is the hardest business decision you’ve ever had to make?<br />

Switching industries from strategy consulting to go back to school<br />

for my masters and the significant decrease in pay....either that or<br />

getting married since I lost all ability to make any future decisions.<br />

What is the fastest growing amenity in the industry today? We<br />

provide free hi-speed wireless, but we’re seeing our on-line bill<br />

payments increase each month.<br />

What percentage up or down is your NOI? 2010 over 2009 YTD<br />

is 3.4%, but the 4 months including June to September is 18%<br />

and we expect that to increase as the 4th quarter gets included.<br />

We did make quite a few investments earlier this year that we<br />

expense as well.<br />

What is one task/role/responsibility at work that you wish you<br />

didn’t have? Judy and I both get involved in the technology<br />

piece of our business and at some point in the future it will be<br />

nice to have a dedicated person to more focused on industry’s<br />

latest and greatest.<br />

how did it happen? My mother got me into the industry. She<br />

was earning extra money doing “flips” before it was cool. In the<br />

70’s she and my father would do all the work to rehab a house<br />

and flip it or make it a rental to provide income (or at least pay<br />

the mortgage). Helping them after school into the wee hours of<br />

the night and on weekends I learned everything from painting,<br />

drywall, pluming, electric, roofing, make ready and renting. It<br />

was not fun but certainly taught me the trade.<br />

It is all about good service, good product and a fair price.<br />

one always remembers the bad decisions and not the good ones?<br />

Some are already National accounts, some I have known and<br />

trusted for years, and others I engage in a slow learning process<br />

about their company and check industry references before<br />

bringing them into the bid process.<br />

What is the best career-related decision you ever made?<br />

Leaving Baron and joining Greystar. I loved working for Baron<br />

and Sharon Kraft in particular, but Greystar opened the door to<br />

the growth I desired.<br />

What high school stereotype were you? I was the artsy jock. I loved<br />

to draw and several of my drawings still hang in my High School. I<br />

also played football and was a gymnast.<br />

Running. I have a very laid back personality and rarely get<br />

If a reality show were made about your life, what would it be<br />

called? Seven is Enough. Between my wife and I, we have 5<br />

children, ages 15 to 22.<br />

company? Vendor relations and experience. I was fortunate<br />

to have worked on multiple types of facilities with Baron and<br />

Greystar, including renovations, which exposes you to so much<br />

in short periods of time.<br />

years? Our approach is still the same, which is requesting what<br />

we feel is best for each property in terms of physical appearance,<br />

structural integrity and operational needs. That said, our clients<br />

actually determine what they will be budgeting for both the<br />

operations and capital improvement of their assets.<br />

What is the hardest business decision you’ve ever had to make? I<br />

think terminating employees is always (usually) a hard decision,<br />

especially if you know that the decision will have a very negative<br />

impact on that persons family (children).<br />

What is the fastest growing amenity in the industry today? The<br />

extraordinary. Things that are over the top. For example, not just<br />

a clubhouse, but a huge clubhouse with outdoor TVs. Not just<br />

a nice swimming pool, but a black plaster swimming pool with<br />

purple lights. You get the picture.<br />

What percentage up or down is your NOI? Up 1-2%<br />

If money were not a factor, where would you retire? Vancouver<br />

vocal about where I wanted my career path to go. That way those<br />

years? It feels like it has been a fight to get the money needed in<br />

the places we need it for the past 3 years! I love seeing the strides<br />

the industry is taking to reduce operating costs with sustainability<br />

programs and alternative marketing. We have had to be creative<br />

and strategic with our monies and that has led to some innovative<br />

ideas that are paying off. It has also educated everyone that the<br />

standard advertising is not necessarily what we need to go with<br />

at every property, we need to listen to the personality of the asset<br />

and design plans for promotion based on that.<br />

What is the hardest business decision you’ve ever had to make?<br />

This is a bit too fresh…but coming back to work after having my<br />

baby. Then realizing that I was different, and my priorities were<br />

different and I needed to make a change for myself, rather than<br />

serving the needs of everyone else around me. I am rarely selfish,<br />

but now I have to be with my time, my work, and my future.<br />

What is the fastest growing amenity in the industry today? I<br />

would really like to see a resurgence of concierge type services<br />

that simplify life for our residents. If we can somehow give them<br />

time back in their day!<br />

While cost is certainly important, my first consideration is<br />

quality and consistency of services and/or products offered.<br />

Who is responsible for helping you break into the industry and how did it happen? Karolyn<br />

Smith, marketing and training manager for Lincoln Property Company in Las Vegas. I went<br />

through an employment agency when I moved to Vegas, and interviewed with Karolyn.<br />

I was so impressed with her enthusiasm, professionalism and was excited by how fun<br />

the leasing job seemed to be. I quickly became the worst leasing agent at LPC, so they<br />

promoted me to assistant manager since I was a better “numbers person”.<br />

What is the decision process on how you choose your suppliers? There are so many<br />

terrific suppliers to choose from in this market area, that it is always tough. The first step<br />

is competitive bidding and pricing-related screening. Then talking to my team to find<br />

out their experiences with each, why they would prefer one over another; looking at<br />

their ease of ordering and delivery, web-based programs; and, how well the company<br />

and its local representatives have delivered on their promises. I am very loyal to my good<br />

vendors and suppliers.<br />

What is the best career-related decision you ever made? Achieving my Certified Property<br />

Manager, (CPM) designation. This allowed me to move up faster than I otherwise would<br />

have in the Las Vegas market and gave me the opportunity to travel and meet a lot of<br />

different property managers from other states and countries, grow as an officer in the<br />

organization and learn to present, give speeches, organize large groups… it was my<br />

Masters Degree in property management.<br />

What high school stereotype were you? Cowgirl. I had new Tony Lama’s every year, rode<br />

with people who sported gun racks in the back window of their truck, went to all the<br />

rodeos and knew how to two-step at an early age!<br />

What movie title best describes your management style?<br />

Toy Story. I like to think I am “Buzz Lightyear” – encouraging, helping people try new skills,<br />

cognizant of my own faults and fallibility and stepping beyond this to form teams and<br />

create better results than I/they would have alone. I also optimistically form alliances with<br />

people who might think I am a little “off” and want to push me out a window who usually<br />

end up as an ally.<br />

have changed, the approach has remained the same – collect your information, look at<br />

past trends, predict future increases, write what you think is realistic and then forward<br />

it to someone to take to a realm that doesn’t resemble the realism that you and your<br />

team worked so hard to achieve. Listen to some budget review comments concerning<br />

“sandbagging” and “pessimism”, consult the Crazy 8 ball and move forward.<br />

What is the hardest business decision you’ve ever had to make? All decisions that I<br />

needed to make were appropriate at the time and so didn’t seem difficult.<br />

What is the fastest growing amenity in the industry today? Customer service. This may<br />

not be listed on your brochure as interior - or exterior - amenities, and is the one “extra”<br />

that will make people choose to make their home at your community and stay there.<br />

What is the decision process on how you choose your suppliers? 1st can they fulfill a need<br />

at the property? 2nd can they work well with the on site management team? 3rd are they<br />

members of the apartment association? 4th do they have competitive pricing?<br />

What is the best career-related decision you ever made? I decided to do what I enjoy and focus<br />

on apartment management. I have worked as a contractor and as a commercial property<br />

manager and realized that I get the most satisfaction from apartment management.<br />

What high school stereotype were you? I was an athlete in high school but my hair was<br />

pretty long by the time I graduated.<br />

What is the hardest business decision you’ve ever had to make? During times of change<br />

what is the best company to work for? It seems there is still plenty of luck and timing<br />

involved in the decision.<br />

What is the fastest growing amenity in the industry today? An interactive property<br />

web site. One where residents can go to write work orders, pay rent on line, and gather<br />

valuable time saving information at their leisure.<br />

What percentage up or down is your NOI? We are actually up around 13% YTD. Expense<br />

control has been critical to our success.<br />

What is your approval rating of President Obama? (scale from 1-10 with 10 being a<br />

high approval rating). In general I don’t support the liberal policies of President Obama<br />

however I do support the President of the United States. He has been able to pass<br />

legislation and remove the combat troupes from Iraq.<br />

What is one task/role/responsibility at work that you wish you didn’t have? I wish I didn’t<br />

have to call emotional angry residents.<br />

If money were not a factor, where would you retire? I would retire on a large working<br />

ranch (with a trout pond) right here in Colorado near family and friends.<br />

If entertaining important guests, what would you prepare/serve for dinner? It all<br />

depends on the preference of the guest. We have a vegan friend that challenges our<br />

culinary skills. We focus on a complimentary multiple course meal that includes a<br />

great wine. This year we had plenty of cucumbers from the garden so our friends had<br />

cucumber soup, cucumber salad, baked cucumbers… Always end with a seasonal<br />

desert that will be remembered like cucumber ice cream!<br />

What is the most valuable contribution you bring to your company?<br />

Flexibility. I may not always agree with the direction but remain<br />

willing to listen and open to the proposed change.<br />

How has the approach to your budget changed in the past 3<br />

years? The change has primarily focused on the reduction of entry<br />

time and shorter overall review process. Entry is completed on<br />

designated days at a computer lab and Regional Managers are<br />

available during entry to answer specific questions. This method has<br />

improved not only focus but also initial submissions thus reducing<br />

review time and revisions. It is also exciting that this year we return<br />

game room. I also think the ability to conduct all business from<br />

What is one task/role/responsibility at work that you wish you didn’t<br />

have? Following up on unemployment claims.<br />

If money were not a factor, where would you retire? Honestly, I<br />

really don’t know. I would travel the country in my Motorhome and<br />

then retire where it felt best-I’m sure it would in a location that my<br />

husband and I could continue to be involved with reining horses.<br />

The great thing about living in a Motorhome is you can change<br />

locations whenever you want a change of scenery!<br />

passion for it. I did go back to get my degree but it was in Business<br />

Management. I really enjoy what I do!<br />

would be cyber cafés. The old business centers are things of<br />

key to the future.<br />

At Greystar, we like to create relationships with suppliers that will<br />

be in our system for the long haul. We believe our relationship<br />

with our suppliers is about being loyal to them because they do<br />

have a home in Carribean with a sail boat and a home Telluride<br />

how did it happen? Peter Kudla and my Ex-Wife. I know, sounds<br />

like the start to a bad bar joke. My ex-wife knew Peter through a<br />

mutual acquaintance. I was in the restaurant/hospitality industry<br />

at the time and Peter owned a couple of restaurants in addition<br />

to a boutique fee management company. I interviewed for the<br />

restaurant job, decided the hours were too brutal and asked<br />

about property management. Peter made me spend 3 months<br />

reading books and interviewing with leaders in the industry.<br />

He then proceeded to put me on a lovely, quaint 450 unit<br />

receivership property in Montbello where I learned REAL property<br />

management and how to be held up without getting shot.<br />

What is the decision process on how you choose your suppliers?<br />

Eenie meenie minie moe, catch a supplier by the toe, if he<br />

hollers make him pay, a Compliance Depot fee today. Price is<br />

vital, but service rules. Just like golf, price for show, service for<br />

dough. Even in the penny pinching world today, world class,<br />

genuflecting service gets more contracts and saves more money<br />

than loss leader pricing schemes ever dreamed of.<br />

What is the best career-related decision you ever made? Staying<br />

in <strong>Denver</strong> and not grabbing the brass ring of a big time SVP job.<br />

That job no longer exists and the <strong>Denver</strong> apartment market,<br />

while maybe not 2000 like, is at least the tallest of the 7 drawfs.<br />

What high school stereotype were you (jock, band, nerd, etc)?<br />

I played football, played in the jazz band, had a 3.8 GPA, hung<br />

out with the “Weed Heads” (did not inhale of course), performed<br />

perfect keg stands weekly and worked 20+ hours per week.<br />

What movie title best describes your management style? Often it<br />

would be Wizard of Oz, but occasionally Dumb and Dumber.<br />

What is the most valuable contribution you bring to your<br />

company? I believe my most important job is to serve as kind<br />

of a pulling right guard for the site staffs – I am very good at<br />

blocking and running interference for the ball carriers that are<br />

the great staffs of the properties. There is so much red tape,<br />

politics, regulation, self inflicted brain damage, and other<br />

obsticals in the world today that its easy to forget our job is to<br />

serve residents maximize cash flow and NOI for owners. I help<br />

cut down the noise and focus the staffs on those two customers.<br />

for a reason. But seriously, the biggest challenge remains being<br />

cautiously optimistic so that numbers can be hit – but only by<br />

stretching. I think budgets work best when they take you out of<br />

your comfort zone, but still be achievable<br />

What is the fastest growing amenity in the industry today? I don’t<br />

know about fastest growing, but most consistently used would<br />

still have to be fitness centers, despite the fact that nobody<br />

wants third floor units anymore. Conceirge package services<br />

may be the next big thing…<br />

What percentage up or down is your NOI? NOI is up 7% - 9%<br />

over 2009, but a blind monkey could get those results. The<br />

true test will be whether growth in revenue can offset certain<br />

expense increases in a meaningful way in <strong>2011</strong> while we<br />

continue to struggle to obtain job growth and household<br />

formation, the Mothers Milk of multifamily profitability.<br />

What is your approval rating of President Obama? Reagan once<br />

asked, “are you better off now than 4 years ago?” My question<br />

to Mr. Obama is, “are my kids going to be the first generation<br />

in American history to be worse off than their parents?” Unless<br />

things change quickly and dramatically, my answer will be yes.<br />

What is one task/role/responsibility at work that you wish you<br />

didn’t have? SOX compliance. What a waste of time and money.<br />

I think I could single handedly end the recession by restoring<br />

productivity robbed by SOX crap. The socks on my feet don’t<br />

stink as bad as these SOX requirements.<br />

If money were not a factor, where would you retire? If money<br />

were not a factor, I would not pick one place! A house on a<br />

beach, a cabin in the mountains, a condo downtown, a<br />

castle in Italy (next to Clooney’s), a hotel room in a casino, all<br />

would be mine! And I would have me an office, gold records on<br />

the wall, and I’d have accountants pay for it all…<br />

went looking for an apartment to rent. I was pregnant and<br />

my husband was a student at the nearby school. The current<br />

manager had a small child and her husband was about to<br />

graduate from another nearby school. She asked me what I was<br />

going to do when the baby was born. She said she would be<br />

leaving soon and they liked to have moms with small children<br />

and student husbands manager their properties. They thought<br />

the small children would make the mom want to stay at home<br />

to work and that the student husbands would provide lots of<br />

referrals. Not sure anyone could hire based on that criteria now!<br />

What is the best career-related decision you ever made? Moving<br />

from CO to Phoenix in 1991 to become a Regional Manager -<br />

followed by moving back to <strong>Denver</strong> 3 years later because we<br />

missed <strong>Denver</strong>!<br />

3 years? Budgeting for operating expenses is more of a<br />

comparison to past years and adjustments based on trends.<br />

The budgets are primarily compiled by our Financial Services<br />

Managers. Regional Managers and VPs give input on capital<br />

needs and possible anomalies to historical trends for both<br />

income and expenses.<br />

What is the fastest growing amenity in the industry today?<br />

Concierge Services - Urban living is on the rise. Urban dwellers<br />

want service, someone to help with the things they can’t do<br />

while at work or busy in other parts of their life.<br />

What is your approval rating of President Obama? I may be in<br />

the minority, but when I consider what he inherited as far as the<br />

mess we were in, I think he’s doing very well. I think we tend<br />

to be shortsighted and Obama gets blamed for the current<br />

conditions. While recovery may not be as quick as we all wanted,<br />

the downward spiral started by the previous administration had<br />

not hit bottom by the time they exited. Climbing out of the deep<br />

hole is a slow and arduous process that requires more working<br />

together than we are seeing.<br />

What is the hardest business decision you’ve ever had to make?<br />

Letting go of people that have been with me for years, but do not<br />

fit our current business model.<br />

What is the fastest growing amenity in the industry today? In<br />

our segment, there are not a lot of amenities. Our demographic<br />

appreciates being respected, and their needs attended to. They<br />

are looking for a nice, clean and comfortable home. That is what<br />

we provide.<br />

percentages, but we make significant improvements in a owners<br />

NOI when we manage for them.<br />

fits my needs, I do plan to travel and visit a number of places, Italy,<br />

Western Europe, obviously any place with a beech and warm sun<br />

in the winter is a plus and then our beautiful state in the summer.<br />

how did it happen? It happened by mistake more or less. I could<br />

not find a job after graduating from college. I had moved to<br />

Phoenix and needed to pay the bills (imagine that!) I kept seeing<br />

ads for a leasing consultant and thought that I could do this until<br />

I find a real job. Well here it is 26 years later – and I still haven’t<br />

found a “real job”!<br />

What is the decision process on how you choose your suppliers?<br />

First of all we like to use <strong>Apartment</strong> <strong>Association</strong> Members. We<br />

also choose suppliers based on service and price. Many times,<br />

we choose several different suppliers and then allow our onsite<br />

teams to choose depending on the type of supplier.<br />

Believe it or not, I was a good student, but a bit on the wild side<br />

since I had attended strict Catholic schools all my life.<br />

was newly divorced and wanted to leave Houston. NHP offered<br />

to transfer me to either Jacksonville Florida or <strong>Denver</strong> Colorado.<br />

I really struggled with which state I wanted to live in and which<br />

boss I wanted to work for. I finally made my decision based on<br />

the fact that I was born in Colorado Springs and truly liked the<br />

supervisor for Colorado. I have never regretted my decision.<br />

going to sound strange but I feel that it is a sense of community.<br />

I realize sense of community is not an amenity but residents love<br />

to feel like they belong. Additionally residents love convenience<br />

to the communities and sell pizza’s etc on special nights of the<br />

week. This has been a huge success.<br />

<strong>Apartment</strong> industry weighs in on bed<br />

bugs during congressional forum<br />

leading industry, scientific and federal<br />

experts gathered yesterday as part<br />

of a Congressional forum convened<br />

to expand awareness of bed bugs,<br />

assess their impacts and discuss ways the<br />

federal government can support efforts to<br />

combat them.<br />

Representing NAA/NMHC was Brian<br />

Hendy, senior vice president of Wallick-<br />

Hendy Development in Columbus, Ohio.<br />

Hendy made it clear that the bed bug<br />

problem is a top issue for the apartment<br />

industry. Bed bugs “create unique<br />

challenges to the apartment industry”<br />

because of the density of multifamily units<br />

and the rapidity with which infestations<br />

spread among units, he said. Hendy<br />

described the many impacts on multifamily<br />

housing, including the significant costs<br />

associated with bed bug eradication<br />

which can run into thousands of dollars<br />

for treating a single unit. Such costs can<br />

be very difficult to absorb, especially for<br />

affordable multifamily properties.<br />

Hendy described three critical<br />

elements in dealing with bed bugs<br />

– establishing an “Integrated Pest<br />

Management Plan,” creating a shared<br />

responsibility between landlords and<br />

residents and, ultimately, using effective<br />

treatments for eradication. He also<br />

emphasized that property managers<br />

must establish an inspection regime,<br />

train maintenance staff and educate<br />

residents. Residents must do their part by<br />

understanding how bed bug infestations<br />

occur, how to prevent them and the<br />

importance of cooperating with treatment<br />

protocols. Treatments, whether with<br />

chemicals or heat, are costly and should<br />

be undertaken only by experienced pest<br />

control companies, he said.<br />

Hendy recommended that federal<br />

government expedite the re-labeling<br />

of existing pesticides, support research<br />

and development into new treatments,<br />

and educate the public on identifying<br />

bed bugs, protecting themselves when<br />

traveling, and the importance of reporting<br />

any suspected sighting of bed bugs.<br />

Hendy noted that inspection protocols<br />

of federally-assisted properties should<br />

acknowledge the unique nature of bed<br />

bug infestations. He praised the approach<br />

taken by the U.S. Department of Housing<br />

and Urban Development for inspections<br />

through its Real Estate Assessment Center<br />

(REAC) that requires inspectors to report<br />

the presence of bed bugs but does not<br />

penalize owners. He hoped that federal<br />

oversight of other affordable housing<br />

programs, such as the Low Income<br />

Housing Tax Credit, would take a similar<br />

form. “Our concern is that owners and<br />

managers of these properties are not<br />

penalized for something that is largely out<br />

of their control,” Hendy said.<br />

The “Don’t Let the Bed Bugs Bite<br />

Forum” was convened by U.S. Reps.<br />

G.K. Butterfield (D-NC) and Don Young<br />

(R-Alaska), who have co-sponsored<br />

legislation to, among other things,<br />

establish a grant program to assist states<br />

in inspecting hotel rooms for bed bugs.<br />

Additionally, the bill would add bed<br />

bug prevention and management to<br />

public housing agency plan reporting<br />

requirements by amending the US<br />

Housing Act of 1937.<br />

lame-Duck Session: little Time,<br />

long wish list<br />

The resurgence of the Republicans after<br />

the midterm elections has meaningful<br />

implications for the apartment industry’s<br />

legislative agenda.<br />

A test of the new political landscape will<br />

come in the next six weeks during the lameduck<br />

session. Democrats are unsure if they<br />

should use the short work period to advance<br />

a long list of items, or, as Republicans will<br />

argue, limit that activity to a few “must-pass”<br />

bills. These include a short-term continuing<br />

resolution or omnibus funding bill to<br />

continue funding the government, possibly<br />

an extension of unemployment benefits and<br />

an extension of the so-called Bush tax cuts<br />

for all income brackets.<br />

While the prognosis for much of the<br />

tax agenda is cautiously positive over the<br />

next six weeks, lawmakers are very likely to<br />

pass an Alternative Minimum Tax relief bill.<br />

Additionally, they will renew efforts to move<br />

forward on the long-stalled “tax extenders”<br />

measure for expiring tax provisions. The<br />

current thinking is that the tax extenders are<br />

unlikely to be paid for, which reduces the<br />

immediate threat of a carried interest tax<br />

increase to cover those costs.<br />

Federal estate taxes revert to pre-<br />

2001 levels ($1 million estate exemption<br />

and 55% tax rate) in January. Attempts<br />

to extend the 2009 law ($3.5 million<br />

exemption, 45% tax rate) have to this<br />

point been unsuccessful and Republicans<br />

continue to press for a higher exemption<br />

level and a lower tax rate. If a compromise<br />

can’t be reached, the issue will carry over<br />

to the new Congress and the pre-2001<br />

levels will be in effect until the issue is<br />

resolved. Our goal on this issue is to retain<br />

“stepped-up” basis in any reform.<br />

NAA/NMhC Testify on<br />

Challenges in Financing<br />

Commercial Real Estate<br />

On Wednesday, NAA/NMHC testified<br />

before the U.S. Senate Committee on<br />

Small Business and Entrepreneurship on<br />

the capital market challenges facing the<br />

commercial real estate sector.<br />

Jim Arbury, NAA/NMHC Senior Vice<br />

President of Government Affairs, reviewed<br />

the overall status of the recovery in the<br />

apartment sector and our industry’s<br />

unique liquidity issues. Given the<br />

increasing demand for rental housing, he<br />

stressed the importance of ensuring that<br />

policymakers not restrict the supply of<br />

multifamily capital as they work to reform<br />

the GSEs, Fannie Mae and Freddie Mac. He<br />

also detailed the strong performance of<br />

the GSEs’ multifamily activities compared<br />

to the well-documented problems in their<br />

single-family business.<br />

Finally, Arbury discussed the current<br />

financial regulatory environment,<br />

which has gone from little oversight to<br />

a “risk-averse” approach that threatens<br />

to prolong the financial crisis and<br />

interrupt the flow of capital to apartment<br />

companies. Particularly onerous is<br />

regulators’ demand that property<br />

valuations be based on marketplace<br />

appraisals--which are artificially low<br />

because of distressed property salesinstead<br />

of being based on a property’s<br />

projected discounted cash flow.<br />

Financing Delays<br />

NAA/NMHC and a coalition of other<br />

real estate organizations are working<br />

with HUD to address reports of significant<br />

delays in approving multifamily mortgage<br />

insurance applications.<br />

As FHA struggles to deal with an<br />

overwhelming increase in volume as<br />

a result of the credit crisis, they are<br />

taking several steps to manage their<br />

risk exposure. Earlier this year, they<br />

implemented new underwriting criteria.<br />

In addition, they have made policy and<br />

procedure changes in how they process<br />

loans.<br />

Among other things, they have<br />

created a central loan committee and<br />

are re-negotiating transactions and<br />

exploring additional recourse provisions.<br />

These and other policy actions are<br />

creating bottlenecks that have resulted<br />

in significant and costly delays in getting<br />

financing approved.<br />

The New Congress: New Balance of Power Complicates<br />

Industry’s legislative Agenda<br />

When the 112th Congress convenes on January 5,<br />

Republicans will control the House and will have eliminated the<br />

Democrats’ filibuster-proof majority in the Senate. The result will<br />

either be total gridlock or reluctant cooperation on a few issues<br />

in advance of the 2012 elections.<br />

The most obvious impact on the apartment industry’s agenda<br />

will be in the House, where the Republican takeover means<br />

they will control the flow of legislation and will appoint new<br />

committee chairmen.<br />

GSE and Financial Regulatory Reform<br />

All eyes are on the Financial Services Committee, which<br />

will lead efforts to reform Fannie Mae and Freddie Mac and<br />

will oversee implementation of the comprehensive financial<br />

regulatory reform bill passed this year. Rep. Spencer Bachus (R-<br />

AL) and Rep. Ed Royce (R-CA) are both vying to replace current<br />

chairman Barney Frank (D-MA). Both Bachus and Royce have<br />

said they will repeal or revise elements of the financial regulatory<br />

reform bill. And both have vowed to “end the bailout” of the GSEs.<br />

Democrats are expected to continue to press for retaining<br />

some kind of government guarantee. They are weakened,<br />

however, not only by the Republican takeover, but also by<br />

the loss of Rep. Paul Kanjorski (D-PA), who chaired the Capital<br />

Markets and GSE Subcommittee; Kanjorski lost his seat in this<br />

month’s election. The Obama Administration is set to release<br />

its outline for Fannie Mae and Freddie Mac in January, but the<br />

divided Congress means that beyond numerous hearings, final<br />

action on reform is unlikely until after the 2012 elections.<br />

Taxes<br />

Any tax issues not addressed in the lame-duck session will<br />

carry over to the beginning of the next Congress. Beyond those<br />

items, tax legislation is expected to be targeted (on issues such<br />

as energy incentives) as opposed to sweeping changes over<br />

the next two years. Even without a significant tax bill, the threat<br />

of a tax increase on carried interest remains real given the new<br />

deficit-reduction mantra on Capitol Hill and the fact that there<br />

are few other revenue raisers left.<br />

Environmental Policy and Energy Incentives<br />

Republican control of the House effectively kills comprehensive<br />

climate change (cap-and-trade) legislation in the 112th Congress.<br />

There is bipartisan interest among members from coal states to<br />

constrain the ability of the Environmental Protection Agency (EPA)<br />

to regulate greenhouse gasses through regulation as well, an issue<br />

likely to come up as early as the lame-duck session. Piecemeal<br />

energy bills may advance, and NAA/NMHC will continue to<br />

press for an array of grants, rebates and tax incentives for energy<br />

retrofits in apartments. We anticipate that Republicans will also<br />

hold hearings on a number of regulatory issues of interest to NAA/<br />

NMHC, including stormwater management and lead-based paint.<br />

Although a bill expanding the Clean Water Act was defeated in the<br />

last Congress, EPA retains considerable existing authority to carry<br />

out its stated objective to regulate post-development water runoff,<br />

among other things.<br />

Immigration Reform and “Card Check”<br />

Also considered dead in the next Congress are the NAA/<br />

NMHC-opposed Employee Free Choice Act (EFCA), also known as<br />

“card check,” and other legislative priorities for unions. (See “NAA/<br />

NMHC Weigh in on Union Elections” below.) Comprehensive<br />

immigration reform is also unlikely.<br />

With so many new members of Congress, one of our top<br />

priorities will be to continue our massive education drive to<br />

inform lawmakers about the importance of rental housing<br />

and the need for a more balanced housing policy as well as a<br />

continued federal role supporting capital liquidity.<br />
