Protecting the interests <strong>of</strong> c<strong>on</strong>sumers who have no direct way <strong>of</strong><br />
making their voices heard.<br />
Vulnerable customer protecti<strong>on</strong>s required during fibre rollout<br />
During <strong>2022</strong>, the <str<strong>on</strong>g>GCRA</str<strong>on</strong>g> issued a final decisi<strong>on</strong> to change the fixed telecommunicati<strong>on</strong>s<br />
licences <strong>of</strong> operators in Guernsey so that as those operators replace copper lines with fibre<br />
to the customers, vulnerable c<strong>on</strong>sumers were still able to make emergency calls in the<br />
event <strong>of</strong> a power failure. Those licence obligati<strong>on</strong>s and the guidelines the <str<strong>on</strong>g>GCRA</str<strong>on</strong>g> developed<br />
are now applied by Sure during its fibre installati<strong>on</strong> rollout.<br />
