mo<strong>the</strong>r, Mrs. Ella Semmler who<br />
passed away in <strong>the</strong> McKay Nursing<br />
home in South Burnaby. Mrs.<br />
Semmler was 85. She came to<br />
Canada from Lupzig, Germany<br />
in 1951, <strong>and</strong> lived in <strong>the</strong> Cariboo<br />
until ill health necessitated fur<strong>the</strong>r<br />
care. She is survived by her<br />
daughter here, Mrs. Hanna Wallin<br />
of Hope, Mrs. Marguerite<br />
Miller in Brazil <strong>and</strong> a bro<strong>the</strong>r,<br />

Mrs. Gladys Kelly accompanied<br />
at <strong>the</strong> organ when <strong>the</strong> attractive<br />
dark-haired bride entered<br />
<strong>the</strong> church with her fa<strong>the</strong>r, preceded<br />
by two charming flower<br />
girls, a young ring bearer <strong>and</strong><br />
three bridesmaids. For her marriage<br />
<strong>the</strong> bride chose a fulllength<br />
wedding gown fashioned<br />
of filmy white nylon. The sheared<br />
bodice, styled with swee<strong>the</strong>art<br />
neckline was detailed with<br />
lace b<strong>and</strong>s . of tiny mo<strong>the</strong>r of<br />
pearl sequins at <strong>the</strong> neckline <strong>and</strong><br />
waist <strong>and</strong> <strong>the</strong> bouffant skirt was<br />
posed over hooped crinolines<br />
<strong>and</strong> underskirts of bridal satin.<br />
A dainty tiara of sequins <strong>and</strong><br />
pearls caught a chapel length<br />
veil of illusion net <strong>and</strong> <strong>the</strong> bride<br />
carried a bouquet of white orchids,<br />
hly-of-<strong>the</strong>-valley <strong>and</strong> red<br />
velvet bows. Her only jewelry<br />
was pearl earrings belonging to<br />
her great gr<strong>and</strong>mo<strong>the</strong>r, Mrs. H.<br />

This is my third opportunity<br />
since becoming Minister of Labour<br />
to extend New Year's greetings<br />
to you. I do so with much<br />
pleasure <strong>and</strong> goodwill, confident<br />
in <strong>the</strong> knowledge that 1962 was a<br />
good year for labour in British<br />
Columbia.<br />
Contrary to an impression that<br />
may have gained credence because<br />
of exploitation of a few<br />
Industrial disputes. Labour relations<br />
procedures in British Columbia<br />
during 1962 operated with<br />
smoothness <strong>and</strong> efficiency. The<br />
year now closing was an important<br />
contract year in which em<br />
ployers <strong>and</strong> trade-unions conducted<br />
negotiations in all <strong>the</strong><br />
major industries in <strong>the</strong> province<br />
including <strong>the</strong> Forest Industry in<br />
<strong>the</strong> Coastal, Nor<strong>the</strong>rn <strong>and</strong> Sou<strong>the</strong>rn<br />
Interior regions, <strong>the</strong> Fishing<br />
Industry, <strong>the</strong> Pulp <strong>and</strong> Paper<br />
Industry, <strong>the</strong> Construction<br />
industry, <strong>the</strong> Mining Industry,<br />
<strong>the</strong> Fruit <strong>and</strong> Vegetable Industry,<br />
as well as <strong>the</strong> Manufacturing<br />
<strong>and</strong> o<strong>the</strong>r industries. It is<br />
proof of <strong>the</strong> effectiveness of our<br />
labour laws that less than 5% of<br />
"he disputes referred to <strong>the</strong> Department<br />
materialized in a strike<br />
or lockout. The fact that concili-<br />
Uion practices <strong>and</strong> procedures in<br />
this province have proven over<br />
95% effective is worthy of special<br />
note.<br />
I am sure everyone will agree<br />
that a workman is worthy of his<br />
hire. Certainly that is <strong>the</strong> position<br />
<strong>the</strong> Government takes. In<br />
order to help workmen collect<br />
<strong>the</strong>ir unpaid wages a new law,<br />
known as <strong>the</strong> Payment of Wages<br />
Act, was passed early in 1962.<br />
Since <strong>the</strong> time of its enactment<br />

<strong>the</strong> Act has proved to be remarkably<br />
effective <strong>and</strong> has resulted<br />
•> many thous<strong>and</strong>s of dollars<br />
being collected on 'oehalf of worknen<br />
who might not o<strong>the</strong>rwise<br />
have receivea uiem. Included in<br />
he collections were unpaid wages,<br />
tmpaid holiday pay <strong>and</strong><br />
.»ses wiiere less ihan <strong>the</strong> minimum<br />
wage was paid.<br />
The best interest <strong>and</strong> wellbeing<br />
of <strong>the</strong> youth of <strong>the</strong> province<br />
has always been of prime<br />
concern to <strong>the</strong> Department of<br />
Labour. Through its Apprenticeship<br />
Branch <strong>the</strong> Department has<br />
provided training in many lines<br />
of endeavour. Thous<strong>and</strong>s of workmen<br />
now earning <strong>the</strong>ir living on<br />
<strong>the</strong> production lines of <strong>the</strong> nation<br />
owe <strong>the</strong>ir start in life to <strong>the</strong><br />
training <strong>the</strong>y received while<br />
serving as apprentices. Last year<br />
an Apprenticeship Conference<br />
was held to suggest ways of making<br />
<strong>the</strong> apprenticeship program<br />
even more beneficial. Over 300<br />
persons representing labour,<br />
management <strong>and</strong> government attended.<br />
Governments of o<strong>the</strong>r<br />
provinces sent representatives<br />
<strong>and</strong> <strong>the</strong>y were so impressed with<br />
<strong>the</strong> conference as a means of improving<br />
apprenticeship training<br />
.hat <strong>the</strong>y are planning similar<br />
conferences in <strong>the</strong>ir own provinces.<br />
Undoubtedly a fresh approach<br />
<strong>and</strong> increased impetus has been<br />
provided to apprenticeship training<br />
in British Columbia. The<br />
gains made <strong>and</strong> new points of<br />
view presented will certainly be<br />
reflected in improved training<br />
methods.<br />
To fur<strong>the</strong>r assist <strong>the</strong> youth of<br />
our province, new technical <strong>and</strong><br />

o<strong>the</strong>rs were exp<strong>and</strong>ed. Additional<br />
ipprenticesTiTp counsellors have<br />
been added to <strong>the</strong> staff <strong>and</strong> a<br />
new office has been opened in<br />
Prince George.<br />
Recently <strong>the</strong> Board of Industrial<br />
Relations issued new Minimum<br />
Wage Orders in <strong>the</strong> Hotel<br />
<strong>and</strong> Ca.ering, Manufacturing <strong>and</strong><br />
Mercantile Industries, to bring<br />
minimum wages <strong>and</strong> working<br />
conditions into line with current<br />
conditions. The new Orders are<br />
effective January 1st, 1963, <strong>and</strong><br />
establish a minimum wage of<br />
$1.00 an hour in each case.<br />
The Orders were issued after<br />
consultation with representatives<br />
if labour, management <strong>and</strong> <strong>the</strong><br />
public <strong>and</strong> having regard to cur-<br />
.-ent economic conditions.<br />
The employment outlook continues<br />
to be encouraging. More<br />
people were working in British<br />
Columbia during 1962 than in any<br />
o<strong>the</strong>r year. As cons'.ruction progresses<br />

Benjamin Burry, 30, of <strong>Quesnel</strong>,<br />
was found guilty on a<br />
charge of public mischief December<br />
19, <strong>and</strong> sentenced by<br />
Magistrate .J. A. Dixon to three<br />
months in <strong>the</strong> Provincial Jail at<br />
Prince George. In addition, he<br />
was ordered to pay $10 for damage<br />
to a window at <strong>the</strong> Cariboo<br />
Hotel, <strong>and</strong> in default of payment<br />
to serve 10 days.<br />

•ifter a RCMP officer saw him<br />
throw a rock through a window<br />
at <strong>the</strong> rear of <strong>the</strong> Cariboo Hotel<br />
at 1:20 a.m. on <strong>the</strong> morning of<br />
December 19. The officer arrest-<br />
"d him rmmediately.<br />
Questioned by <strong>the</strong> arresting<br />
officer as to why he had smashed<br />
<strong>the</strong> window, <strong>the</strong> man replied.<br />
"I was mad at <strong>the</strong> bartender."<br />
When he appeared before<br />
Magistrate Dixon Burry said he<br />
"was heading home, <strong>and</strong> I felt<br />
sick <strong>and</strong> I djn't remember anything<br />
about it."<br />
The magistrate expressed disbelief.<br />
"Do you mean to tell me<br />
you can remember being sick,<br />
<strong>and</strong> that you were going home,<br />
but you can't remember throwing<br />
<strong>the</strong> rock? Am I supposed to<br />
think <strong>the</strong> officer just made up<br />
ibis story?"<br />
It was disclosed Burry had<br />
been released from <strong>the</strong> Prince<br />
George Jail after serving three<br />
months just recently.<br />
'So I sent him back," said<br />
Magistrate Di.xon. "He won't<br />
break any more windows for a<br />
while."<br />

An Encouraging Sign<br />
Dui-ing <strong>the</strong> past year <strong>the</strong>re has been<br />
ample evidence that <strong>the</strong> <strong>Quesnel</strong> area<br />
is growing: Building figures eclipsed<br />
all previous records <strong>and</strong> <strong>the</strong> fact that<br />
a very considerable percentage of that<br />
building was of commercial category<br />
is noteworthy.<br />
While installation of <strong>the</strong> new sewer<br />
system certainly had something to do<br />
with <strong>the</strong> spurt in rental construction<br />
it was really only coincidental. Before<br />
an investor goes ahead with a rental<br />
project he must have some assurance<br />
that his investment will be protected.<br />
It is quite evident that a number of<br />
investors felt <strong>Quesnel</strong> to be a good<br />
risk.<br />
But an even more encouraging sign<br />
of growing economic stability was<br />
brought to light last weekend by <strong>the</strong><br />
<strong>Quesnel</strong> Good Cheer Organization.<br />
Annually <strong>the</strong> Good Cheer Group<br />
di-^tributes Christmas hampers <strong>and</strong> <strong>the</strong><br />
1962 deliveries were made last Sunday.<br />
Since December a careful check<br />
had been under way to ensure that<br />
those needing assistance would receive<br />
a hamper.<br />

On Sunday <strong>the</strong>re w^ere 50 hampers<br />
to be distributed <strong>and</strong> <strong>the</strong>se went to<br />
families with a combined total of 166<br />
children. This is a sharp reduction<br />
from <strong>the</strong> year previous when 71 hampers<br />
were distributed to families with<br />
a total of 256 children.<br />
But it becomes even more significant<br />
when a fur<strong>the</strong>r look is taken at <strong>the</strong><br />
Good Cheer record for 1960 when a<br />
total of 119 hampers were distributed<br />
to families with a total of 342 children.<br />
While <strong>the</strong> Good Cheer Organization<br />
is always ready <strong>and</strong> willing to lend<br />
assistance, members were more than<br />
pleased this year at <strong>the</strong> minimum<br />
amount of assistance required. It is<br />
particularly encouraging at this time<br />
of year to know that fewer of our residents<br />
than ever before required <strong>the</strong><br />
assistance of <strong>the</strong> Good Cheer Group.<br />
This is truly a sign of economic<br />
health that is moi-e significant than<br />
all <strong>the</strong> building <strong>and</strong> o<strong>the</strong>r signs of<br />
growth that have been so abundantly<br />

be on Wednesday evening, January<br />
3—<strong>the</strong>re will be no game<br />
<strong>the</strong> next Monday evening because<br />
it is New Year's Eve.<br />

Christmas has all but wound<br />
down by now <strong>and</strong> from <strong>the</strong> comfort<br />
of your arm chair you can<br />
indulge in reflection ... In this<br />
lull between celebrations many<br />
oeople set cut to review <strong>the</strong> past<br />
year. Radio <strong>and</strong> Television will<br />
run tapes <strong>and</strong> film.s of <strong>the</strong> highlights<br />
of this year <strong>and</strong> <strong>the</strong> papers<br />
reprint <strong>the</strong> more interesting <strong>and</strong><br />
important photographs.<br />
This practice is also followed<br />
•"•y many families who just sit<br />
back <strong>and</strong> examine <strong>the</strong>ir doings<br />
in <strong>the</strong> past twelve months.<br />
It seems that <strong>the</strong> mere act of<br />
talking refreshes <strong>the</strong> memories<br />
af many of us <strong>and</strong> that once <strong>the</strong><br />
ball gets rolling its easy to while<br />
away a whole evening at this.<br />
This last year has been one of<br />
cautious hope.<br />
It's hard to assess<br />
how a family<br />
progresses or for<br />
that matter a<br />
business. Ordina<br />
r y economic<br />
growth, in hard<br />
cash, is not <strong>the</strong><br />
sole answer. Despite<br />
<strong>the</strong> efforts<br />
of <strong>the</strong> diehards,<br />
life in <strong>the</strong> Cariboo is increasing<br />
in tempo, <strong>the</strong> pace has changed<br />
even in <strong>the</strong> last year. This may<br />
Or may not be a good thing but<br />
it's a fact. There are rumblings<br />
of expansion in local industry<br />
<strong>and</strong> we have our own new stores<br />
all indicating a growing of confidence<br />
in <strong>the</strong> future of our community.<br />
Its getting a little harder<br />
to find a place to park in town.<br />
The persistent signs of growth<br />
are most heartening, especially<br />
as <strong>the</strong>y are <strong>the</strong> slow steady type<br />
—booms are fine for transients<br />
<strong>and</strong> casual workers but <strong>the</strong>y don'<br />
last, <strong>and</strong> <strong>the</strong> let-down which follows<br />
is always demoralizing to<br />
<strong>the</strong> permanent residents.<br />
The district seems to be having<br />
its own population explosion if<br />
construction is any indication.<br />
We have new apartment blocks<br />
?oing up, a new hospital addition<br />
<strong>and</strong> our school system is<br />
pushing its seams out. We just<br />
need more of everything because<br />
of this steady growth. Maybe<br />
vve could add a new Provincial<br />
Government building to our want<br />
list in 1963. This idea of doing<br />
your business in one office <strong>the</strong>n<br />
tearing around <strong>the</strong> block with a<br />
fistfull of papers, in <strong>the</strong> pouring<br />
rain, to ano<strong>the</strong>r office in <strong>the</strong><br />
same building is uncomfortable<br />
to say <strong>the</strong> least.<br />
The, town has quite a few new<br />
feafares On <strong>the</strong> books for 1963—<br />
we should see our hospital addidon,<br />
<strong>the</strong> Fraser Village, a new<br />
firs engine, possibly some park<br />
development <strong>and</strong> even a museum<br />
<strong>and</strong> tourist facilities.<br />
might be a road diversion to<br />
route heavy commercial traffic<br />
around <strong>the</strong> business area <strong>and</strong> a<br />
new crossing over <strong>the</strong> Eraser<br />
River. There has been talk of<br />
this for some time, maybe 1963<br />
will see <strong>the</strong>m become a reality.<br />
Whilst on <strong>the</strong> subject of wants<br />
perhaps a personal axe is due<br />
for a grind. Perhaps we could<br />
find some money to exp<strong>and</strong> <strong>and</strong><br />
add to <strong>the</strong> collection of our local<br />
library. This is a most valuable<br />
institution <strong>and</strong> one worthy of development.<br />
It serves no one special<br />
interest, anyone <strong>and</strong> everyone<br />
can use it free of charge, so<br />
it is one of <strong>the</strong> few municipal facilities<br />
that you can't complain<br />
about.<br />
Perhaps instead of making up<br />
a few New Year resolutions we<br />
could get up a community check<br />
list of all <strong>the</strong> things that we<br />
would like to see in 1963 <strong>and</strong> <strong>the</strong>n<br />
go to work on it.<br />
Its a certainty that <strong>the</strong> few<br />
listed here could easily be exp<strong>and</strong>ed<br />
but its a start. Maybe<br />
now that <strong>the</strong> Depot has had a<br />
face lift <strong>the</strong> PGE will wish us<br />
all a <strong>happy</strong> New Year by fixing<br />
up <strong>the</strong> crossing at <strong>the</strong> end of<br />
<strong>the</strong> old bridge — A Very Happy<br />
New Year to You All!<br />

Sir:—Your column of Thursday,<br />
December 13 on Christmas<br />
was most commendable, but you<br />
omitted a few of <strong>the</strong> main symbols<br />
of Christmas, <strong>and</strong> <strong>the</strong>se are<br />
<strong>the</strong> Gladness of Christmas, which<br />
is Hope. The Spirit of Christmas,<br />
which is Peace, <strong>and</strong> <strong>the</strong> Heart<br />
of Christmas, which is Love.<br />
Regardless of all <strong>the</strong> commercializing,<br />
as Christians let<br />
us be reminded this is what we<br />
are commemorating on this wonderful<br />
day, which is <strong>the</strong> birthday<br />
of Christ.<br />

Sir:—Since <strong>the</strong> chairman of<br />
<strong>the</strong> Chamber cf Commerce meeting<br />
last Thursday night alluded<br />
to my letter to you of December<br />
6 issue, may I beg <strong>the</strong> space to<br />
make a fur<strong>the</strong>r point.<br />
Mr. Williston stated that no<br />
representations were made to<br />
him concerning Farm Timber in<br />
<strong>the</strong> <strong>Quesnel</strong> area. He also confirmed<br />
that Farm Timber no<br />
longer existed.<br />
It should be <strong>the</strong> duty of <strong>the</strong><br />
Chamber of Commerce to point<br />
out that no representation was<br />
made (Mr. Williston refused a<br />
hearing), no advertising of <strong>the</strong><br />
Unregulated Area as part of <strong>the</strong><br />
Pulp Harvesting Plan has been<br />
done.<br />
This is a very serious oversight,<br />
that puts <strong>the</strong> old comment:<br />
