From the Vice-Chancellor’s Desk<br />
In our tryst with destiny through continuous<br />
pursuit <strong>for</strong> excellence, <strong>Assam</strong> <strong>University</strong> is now<br />
recognized by the Academic Community all around<br />
to have attained the visible phase of maturity. In our<br />
history of last 17 years, we have traversed quite a<br />
long way engraved with hillocks and meadows. But<br />
the visible academic ambience in the <strong>University</strong><br />
clearly sign -posts the unchallengeable fact that our<br />
relentless journey towards academic consolidation<br />
has gained momentum. We indeed take pride in<br />
reaffirming our motto, 'excelsior' i.e towards<br />
excellence. The preceding years have been eventful as we have successfully followed our policy of<br />
participatory management. As a result of this, the <strong>University</strong> premises have attained a countenance<br />
of a self-contained township. Except the Deptt.of Philosophy and Pharmaceutical Sciences, all<br />
other 32 Post Graduate and Integrated Departments have been accommodated in their respective<br />
permanent buildings and all the buildings have been named after illustrious sons and daughters of<br />
Mother India as also eminent personalities of great human family of academic excellence. India<br />
Today-Nielson survey 2010 ranked <strong>Assam</strong> <strong>University</strong> 48th among 519 Universities, while an AIU<br />
survey ranked it 7th in research in Sciences among the Central Universities in the country. We<br />
have successfully implemented choice based credit system (CBCS) in <strong>PG</strong> and integrated courses<br />
and also semester system in the <strong>UG</strong> programmes in affiliated colleges.<br />
We believe in the maxim that our essence is what we have been since this belief inspires us to go<br />
further and further. Hence, we remind ourselves that we could accredit ourselves by NAAC with<br />
B Grade with CGPA of 2.85 in the 4 point scale which is equivalent to B++ as per previous<br />
system.<br />
We developed a well orchestrated Office of the Director, Internal Quality Assurance Cell which<br />
added sharp dynamism in all academic activities. On the basis of our newly acquired strength, we<br />
have upgraded it as the Directorate of the Internal Quality Assurance which now has a Director, a<br />
Deputy Director and two Assistant Directors from amongst the faculty members to ensure rapid<br />
and systematic growth of academic attainment in the <strong>University</strong>. Very recently we have completed<br />
our preparation <strong>for</strong> Academic and Administrative Audit to be conducted by 5 external experts.<br />
Through the internal Academic Audit prior to the visit of the experts, we have been able to<br />
understand our strength more clearly and locate the grey areas <strong>for</strong> steady improvement in near<br />
future.<br />
The Construction works <strong>for</strong> a few hostels <strong>for</strong> the boys and girls, academic buildings <strong>for</strong> various<br />
Departments in the School of Technology and a few other projects are in various stages of<br />
completion. Here we sincerely recognize the generous help and co-operation of the Ministry of<br />
Human Resource Development and the <strong>University</strong> Grants Commission from time to time. That is<br />
how we could implement the reservation system of the Govt.of India <strong>for</strong> different marginalized<br />
Sections of the society in letter and spirit as per the scheme of capacity expansion. We hope that
we would be able to construct several other quarters <strong>for</strong> the teaching and non-teaching staff as<br />
well as the International Guest House during the remaining period of the XIth Plan. This massive<br />
expansion project could be successful only because of the cumulative ef<strong>for</strong>ts of our able officers,<br />
non-teaching employees and engineers. I take this opportunity to record my appreciation <strong>for</strong> all of<br />
them because only due to their contribution, the processes of regeneration and empowerment<br />
have been able to alleviate us to the level of multi-dimensional maturity in no time.<br />
I am delighted to in<strong>for</strong>m here that we could equip all our Departments with smart class room<br />
facility and internet connectivity through which our teaching and learning process is expected to<br />
soar up to higher altitude. Some other modern facilities are also under way. We are proud to share<br />
with you the in<strong>for</strong>mation that along with the Department of Life Sciences, Bengali, Fine Arts and<br />
Ecology, the Department of Physics, Chemistry, Mathematics and Bio-Technology have also been<br />
recognized by the <strong>UG</strong>C as Department with potential <strong>for</strong> excellence qualifying <strong>for</strong> financial support<br />
under Special Assistance Programme. In the <strong>for</strong>thcoming academic session, we plan to strengthen<br />
3 <strong>UG</strong>C recognized Advance Centres of Study on the one hand and on the other make all the<br />
contemplated 50 Centres of Study operational to usher in a decidedly new phase of creative learning<br />
in the <strong>University</strong>.<br />
Very soon, we would complete the <strong>for</strong>malities to sign memoranda of understanding with various<br />
Universities of Bangladesh, Canada, China and few other SAARC countries. In order to translate<br />
the Internationalization policy of the Govt.of India into reality, we have created a separate Cell<br />
under the leadership of a Director, National and International Academic Collaborative Cell through<br />
which we have already been able to <strong>for</strong>mulate academic collaboration with the Universities of<br />
Mauritius and United Kingdom. Undoubtedly, the sky is our limit. We are leaving no stone unturned<br />
to reap the harvest from the benefits made available by the National Knowledge Commission.<br />
The preliminary steps have already been taken to convert <strong>Assam</strong> <strong>University</strong> Campus into a digital<br />
Campus complete with the facilities of e-governance.<br />
Our Diphu Campus, which came into existence in July 2007, is having 8 Post Graduate<br />
Departments and one advance Centre <strong>for</strong> Tribal Studies. We have initiated the process of<br />
constructing Academic and Administrative Buildings. Faculty members of Diphu campus have<br />
been participating in National and International Seminars as well as publishing scholarly articles<br />
and books quite appreciably. We expect that our campus at Diphu will be able to register its presence<br />
among the academic community within no time.<br />
I sincerely hope that with the a<strong>for</strong>esaid phenomenal extension and augmentation of academic<br />
activities which include outreach programmes and rapidly increasing facilities <strong>for</strong> our students,<br />
researchers and teachers, <strong>Assam</strong> <strong>University</strong> would be able to nourish and produce the worthy<br />
citizens of our country as well as the flag bearers <strong>for</strong> the greater human world of knowledge. I<br />
reiterate once again that, yes, we have promises to keep and miles to go be<strong>for</strong>e we look back.<br />

<strong>Assam</strong> <strong>University</strong>, Silchar (a Central<br />
<strong>University</strong>) was established by an Act of<br />
Parliament promulgated in 1989 and en<strong>for</strong>ced<br />
by a Notification of the Government of India<br />
in January 1994. In 2008 the <strong>University</strong> has<br />
been accredited by NAAC with Grade B with<br />
a CGPA of 2.85.<br />
With the Bhuban and the Barail ranges<br />
of hills at the backdrop, the <strong>University</strong><br />
Campus is surrounded by lush green<br />
hillocks, natural lakes and the picturesque<br />
tea gardens of South <strong>Assam</strong>. The inner<br />
landscape is featured by sprawling lawns,<br />
well nurtured gardens and eco-<strong>for</strong>ests. The<br />
serene setting makes <strong>Assam</strong> <strong>University</strong><br />
Campus a unique one with exquisite natural<br />
beauty which captures viewers’ imagination<br />
and provides an ideal atmosphere <strong>for</strong> study<br />
and research.<br />
Distance between the main Campus and<br />
the Silchar city is about 23 km. Silchar city<br />
being the gateway to the entire southern part<br />
of North East India is the hub of commercial<br />
activities and is known <strong>for</strong> its history as the<br />
Tea Capital of South <strong>Assam</strong>.<br />
Away from the humdrum of the busy<br />
city-life of Silchar and set amidst its sylvan<br />
surroundings, the <strong>University</strong> engages itself<br />
in academic pursuits. The objectives of the<br />
<strong>University</strong>, as enshrined in Section 4 of<br />
<strong>Assam</strong> <strong>University</strong> Act, are –<br />
‘‘to disseminate and advance knowledge<br />
by providing instructional and research<br />
facilities in such branches of learning as it<br />
may deem fit and by the example of its<br />
corporate life to make provisions <strong>for</strong><br />
integrated courses in Humanities, Natural<br />

and Physical Sciences and Social<br />
Sciences in the educational programmes<br />
of the <strong>University</strong>; to take appropriate<br />
measures <strong>for</strong> promoting inter-disciplinary<br />
studies and research in the <strong>University</strong>; to<br />
educate and train manpower <strong>for</strong><br />
development of State of <strong>Assam</strong>; and to pay<br />
special attention to the improvement of the<br />
social, economic conditions and welfare of<br />
the people of that state, their intellectual<br />
academic and cultural development.’’<br />
The sprawling <strong>University</strong> Campus at<br />
Silchar is spread over an area of about 600<br />
acres on which has 34 Post Graduate<br />
departments and 3, Interdisciplinary Centres<br />
including School of Technology. In addition<br />
CIL (Central Instrumentation Laboratory) has<br />
also been established in the university. The<br />
institution provides state-of-the-art facilities<br />
to students coming from different parts of<br />
the country and abroad. The current roll<br />
strength is around 3600 at the Post Graduate<br />
and Integrated Courses including around<br />
1500 M. Phil, and Ph.D at research levels.<br />
These apart, there are nearly 20000 students<br />
in the 56 affiliated and permitted colleges in<br />
the five districts of South <strong>Assam</strong> which<br />
together constitute the jurisdiction of <strong>Assam</strong><br />
<strong>University</strong>. The colleges impart Under-<br />
Graduate teaching in Science, Arts,<br />
Commerce, B.Ed. and the Law streams.<br />
During the last one decade, the<br />
<strong>University</strong> has made impressive strides in<br />
establishing itself as a premier institution of<br />
learning by blending quality education,<br />
socially relevant academic endeavours and<br />
scientific research with mission-orientation<br />
and tireless striving <strong>for</strong> excellence. <strong>Assam</strong>
university has signed Memorandum of<br />
understanding (MOU) with university /<br />
institutes like Hyderabad <strong>University</strong>, North<br />
Bengal <strong>University</strong>, Pune <strong>University</strong>, North-East<br />
Institutes of Science and Technology (earlier<br />
RRL), CIDC (under Planning Commission,<br />
Govt of India) in India.International<br />
collaboration with Jiao Tong <strong>University</strong> of<br />
China and Nantes <strong>University</strong> of France and<br />
university of Montreal, Canada has been<br />
initiated through MOUs . The placement cell<br />
in the university provides help and support to<br />
the students through campus interview. In<br />
recent years organisations like TCS, WIPRO,<br />
IDBI, PRADAN, HSBC etc. have selected<br />
many of our students of different departments.<br />
<strong>University</strong> also arranged NET coaching <strong>for</strong><br />
SC/ST, minority students. It provides <strong>UG</strong>C-<br />
AUS fellowship to the full time M. Phil. and<br />
Ph. D. Scholars. The university has introduced<br />
Choice Based Credit System(CBCS) from the<br />
Academic Session 2010-<strong>2011</strong>. Students taking<br />
admission from other institutes, other than<br />
<strong>Assam</strong> <strong>University</strong>, Silchar have to submit<br />
Migration Certificates within 3 months of their<br />
admission.<br />
The <strong>University</strong> campus is fast developing<br />
and is endowed with amenities / facilities such<br />
as Post Office, Telephone Exchange, Public<br />
Call Offices, Bank, Police Outpost, Water<br />
Treatment Plants, Electric Substations,<br />
Students’ Hostels (both Boys’ & Girls’), Health<br />
Centre, Staff Quarters, Shopping Complex,<br />
School, Guest House, Central Library,<br />
Auditorium and Parks. In addition other<br />
amenities like ATM, Sports Complex, Cafetaria,<br />
E-Journals, INFLIBNET, DELCON, Bioin<strong>for</strong>matics<br />
and KIOSK facilities are also<br />
available. <strong>University</strong> has introduced Choice<br />
Based Credit System (CBCS) at Post<br />
graduate level and semester system in<br />

colleges affiliated to it. Choice of<br />
specialization / course offered by the<br />
respective department shall depend on the<br />
availability of seats, Human resources and<br />
other facilities.The decision of the<br />
department shall be final and binding on<br />
the concerned student.<br />
Diphu Campus<br />
Establishment of <strong>Assam</strong> <strong>University</strong><br />
Campus at Diphu has been long felt demand<br />
of the people of Karbi Anglong, <strong>Assam</strong>. A<br />
satellite campus of <strong>Assam</strong> <strong>University</strong> at Diphu<br />
has been launched from the Academic<br />
Session 2007-08. The authorities of Karbi<br />
Anglong Autonomous Council have allocated<br />
272 bighas of land in Diphu-Lumding Road<br />
about 8 kms away from Diphu town. The land<br />
so allocated has already been taken over by<br />
the <strong>University</strong> and is in the process of<br />
construction of boundary wall and other<br />
buildings. The campus site is located in a<br />
beautiful surrounding of the lush green hills.<br />
With the approval of the <strong>University</strong><br />
Grants Commission, New Delhi, <strong>Assam</strong><br />
<strong>University</strong> started <strong>PG</strong> courses in six academic<br />
departments from July 2007. The departments<br />
are (i) English, (ii) Political Science, (iii)<br />
History, (iv) Physics, (v) Life Science and (vi)<br />
Commerce. From the last academic session,<br />
<strong>PG</strong> courses in <strong>Assam</strong>ese and Anthropology<br />
and one centre on Tribal studies have also<br />
been introduced.<br />
We are delighted to share the in<strong>for</strong>mation<br />
that <strong>Assam</strong> <strong>University</strong> have been recognised<br />
as <strong>UG</strong>C-NET Centre reaping immense benefit<br />
<strong>for</strong> the students community of the Region.

Department of Linguistics<br />
The Department of Linguistics came into being in 1995 with<br />
the aim of developing a better understanding of language study and<br />
linguistics. With the diverse linguistic scenario in North East India<br />
providing its backdrop, the thrust of the department’s endeavour<br />
has been on analyzing the languages of North East India with special<br />
reference to the languages of South <strong>Assam</strong>. The department is also<br />
giving importance to the study of endangered languages of the North<br />
East India as a lot of minority languages are spoken in this part of<br />
the country which is considered to be endangered so that we can<br />
do something meaningful to preserve these. All the North Eastern<br />
languages show dialectal variations which need to be studied<br />
structurally as well as sociolinguistically. Such studies would help<br />
the standardization of languages and pave ways <strong>for</strong> their use in education and other fields of socio-culture life of North<br />
East India. Keeping this in view, the department has developed its course curriculum in such a way so as to enable<br />
students at the Post Graduate level to acquire capabilities to take up independent researches in future on various<br />
languages and their recent developments.<br />

Department of Bengali<br />
The Department of Bengali is one of the first six departments of the<br />
<strong>University</strong>. The department started its journey in the month of July 1994.<br />
Starting with only two-faculty members in 1994, the department has at present<br />
18 faculty members with different specializations. Since its inception, the<br />
Department has been trying to integrate teaching, research and cultural<br />
activities mainly centering around Bengali language, literature and culture.<br />
The department extended its activities to the area of research with a focus on<br />
Modern Literary theory, Social Science and the Folk traditions of this valley.<br />
The North East is full of different types of ethnic people and a splendid variety<br />
of ethnic culture. One of the objectives of the Department is to explore this<br />
ethnic culture. Since inception, it is the largest department of the university in respect of number of students.<br />

The major focus of the department is to promote creativity of the students as well as teachers. Research activities<br />

The Centre <strong>for</strong> Studies in Endangered Languages, Manuscriptology and Folkloristics (CELMF) started its functioning<br />
on official basis since 01-01-2009 under <strong>UG</strong>C approval. The Centre is attached to the Deptt. Of Bengali of <strong>Assam</strong><br />
<strong>University</strong> and is monitored by a Committee having Prof. S. Devi, Dean School of Language as Chairman, Dr. Biswatosh<br />
Choudhury, HOD, Bengali as Vice Chairman & Dr. D. Bhattacharya, Reader, Deptt. of Bengali as the Director i/c cum<br />
Convener. The members are the three faculties appointed at the centre along with some other teachers from different<br />
departments in the school of language.<br />
Aims & Objectives : The Centre is mainly a Research Centre. Its main objectives are :l<br />
To facilitate research activities on the areas relating to Manuscriptology, Folk Studies and studies in Endangered<br />
Languages of North Eastern part of India.<br />

The Department of Manipuri, established in July 1997, offers M.A, M.Phil and<br />

in the department is on areas like language, culture, Manipuri folklore, Manipuri<br />
literature and translation theories. Apart from teaching and research, the department<br />

Department of Sanskrit<br />
The Department of Sanskrit started its journey with an M.A. programme in<br />
1995. M.Phil and Ph.D. programmes were launched in 1998 and 1999 respectively.<br />
Since inception, the department through its multifaceted activities related to teaching<br />
and research has been engaged in popularising the study of Sanskrit language<br />
and literature in the region. The department organises Seminar/ Workshop/ Lecture<br />
Programmes to highlight the rich cultural heritage of India. The Department has<br />
initiated study and research with interdisciplinary approach. The Department<br />
organizes Simple Sanskrit speaking courses within and outside university campus<br />
to enable the learners speak simple Sanskrit. The Department also organizes<br />

The Department of History is one of the first departments of <strong>Assam</strong><br />

The Department of Social Work started its journey in July 1997. The<br />
department runs Five Year Integrated Course in Social Work which leads to<br />
BSW (three years) and MSW (two years) Degrees. The course curriculum is<br />

The Department of Mass Communication which started functioning in<br />
1996 has over the years established itself as a premier centre <strong>for</strong><br />
communication studies in northeast India. The department provides quality<br />
training and media education at post graduate and doctoral levels. Equal<br />
weightage is assigned to theoretical aspects and practical training. Special<br />
training programmes are arranged by the department enabling students to<br />
learn directly in different reputed media organisations in order to provide<br />
them with the necessary exposure to various media practices. The<br />
infrastructure of the department consists of a Video Studio, Audio Studio,<br />
associated control rooms and a comprehensive post production facility with<br />
audio edit suites, FCP non-linear editing, computer laboratory and screening hall. The department’s TV studio is fully<br />
equipped with broadcast quality equipment coupled with online multi-camera production facility. Adding yet another<br />
feather to its illustrious cap, the department has been recently granted a Major Research Project (MRP) by <strong>UG</strong>C, New<br />

Department of Physics<br />
The Department of Physics started functioning in 1996.The<br />
department offers a four –semester M.Sc. programme (of two years<br />
duration). In the first and second semesters of the M.Sc. programme,<br />
students have to take laboratory courses in Electronics, Computer<br />
Science, Optics, Spectroscopy and Nuclear Physics. In the third and<br />
fourth semester, students can opt <strong>for</strong> one of the two specializations<br />

The Department of Chemistry, established in 1996, has been imparting training<br />
at advanced level of Chemistry in general to produce M.Sc., M.Phil and Ph.D.<br />

science and technology, Liquid Crystal, Nanomaterials, Natural Products and<br />

The Department launched its M.Sc. Programme in July 1996.<br />
Duration of the Post Graduate course is two years. The first year training<br />
deals with core areas like cell biology, biochemistry, genetics,<br />
environmental science, biostatistics, bio-in<strong>for</strong>matics, research<br />
techniques, microbiology and biotechnology. In the second year,<br />
students are exposed to frontier areas in Plant and Animal sciences<br />
depending upon their previous background. A number of research projects<br />
funded by DBT, DST, <strong>UG</strong>C, TAI, ICAR, MOEF have been undertaken by<br />

Bioin<strong>for</strong>matics is the application of In<strong>for</strong>mation Technology to the Biosciences with the object of collation of<br />
knowledge. It is a bright new area, which refers to data management, algorithm development and data mining.<br />
Bioin<strong>for</strong>matics stands <strong>for</strong> the development and use of computational and mathematical methods <strong>for</strong> acquiring, storing,<br />
analyzing, retrieving and interpreting biological data to solve biological problems. Considering the importance of<br />
Bioin<strong>for</strong>matics <strong>for</strong> the growth of Life Sciences and Biotechnology, the Department of Biotechnology (DBT), Govt. of<br />

Department of Microbiology<br />
The department of Microbiology was established in the year 2009. The main objective and focus of the<br />
department is to guide and impart innovative education at par with International Universities. The department endeavours<br />
to specialize its students in distinct areas of Microbiology. The department is well equipped with modern and sophisticated<br />
instruments like gradient thermal cycler, gel documentation system, high speed refrigerated centrifuge, UV<br />
spectrophotometer, fermentor, water purification system, environmental shaker, deep freezer (-50 0 C), blotting apparatus,<br />
bio-safety cabinets and high quality research microscopes.<br />
The course contents have been kept according as per <strong>UG</strong>C-CSIR NET/DBT-JRF/GATE/ICMR-JRF/ICAR-JRF.<br />

Department of Biotechnology<br />
The Department of Biotechnology, <strong>Assam</strong> <strong>University</strong>, Silchar, offers<br />
M.Sc, M.Phil and PhD programs in Biotechnology. The Master Degree program<br />
of the department was started in July 2004, and is <strong>for</strong> two years duration. The<br />
Choice Based Credit System was adopted from July 2010 onwards. Case<br />
Courses as well as advanced courses like genetics, molecular biology,<br />
biochemistry, immunology, microbiology, biostatistics, bioin<strong>for</strong>matics, genetic<br />
engineering, plant biotechnology, animal biotechnology, medical biotechnology<br />
are covered. M.Sc. final Semester student also undertake a short term research<br />
project towards completion of the programme. Our main goal is to hands on<br />
practicals in six different laboratories, 1. Biochemistry, 2. Animal Cell biology<br />

Centre <strong>for</strong> Biodiversity and Natural Resources Conservation<br />
Aim and Objectives of the Centre<br />
Biological diversity is fundamental to the fulfilment of human needs. An environment which is rich in biological<br />
diversity, offers the broadest array of options <strong>for</strong> sustaining human welfare and <strong>for</strong> adapting to change. The Barak<br />
Valley falling in <strong>Assam</strong> in the Northeast India belongs to the Indo-Burma Hotspots, and one of the most biological<br />
diverse regions of the world. Barak Valley constitutes 8.9% geographical area of the state covering an area of 6922 sq<br />
km. The land use/land cover area of the Valley may be characterized by evergreen <strong>for</strong>est, semi evergreen <strong>for</strong>est, mixed<br />
moist deciduous <strong>for</strong>est, scrub <strong>for</strong>est, degraded <strong>for</strong>est, agricultural land and tea gardens. Barak Valley has 14 Reserve<br />
Forests (RFs) and one Wildlife Sanctuary (WLS). The Valley is richly endowed with plant and animal resources, which<br />
needs to be managed on a sustainable basis to serve as the main driver of development in the area. The sustainable<br />
development of any area depends on the proper utilization of its natural resources.<br />
Keeping these in view, the <strong>Assam</strong> <strong>University</strong>, Silchar being the highest academic institute in the region,<br />
advocated <strong>for</strong> the establishment of a Centre <strong>for</strong> Biodiversity and Natural Resources Conservation in the <strong>University</strong>. The<br />
Centre is mandated to carry out research works pertaining to biodiversity conservation and effective and scientific<br />

Central Instrumentation Laboratory<br />
The Central Instrumentation Laboratory was established in the year<br />
2007 with funding from <strong>University</strong> Grants Commission. The Central<br />
Instrumentation Laboratory houses sophisticated state of art analytical<br />
instruments like Gas Chromatography-Mass Spectrometry (GC-MS), Atomic<br />
Absorption Spectrometry (AAS), High Per<strong>for</strong>mance Liquid Chromatography<br />
(HPLC), Fourier Trans<strong>for</strong>m Infra Red Spectrometer (FT-IR), Impedance Analyser<br />
(LCR Meter) and a new 400 MHz FT-NMR with multi probe facility has been<br />
installed recently. The main objective of the Central Instrumentation Laboratory<br />
is to provide analytical instrumentation support to all science departments of<br />

Computer Centre<br />
The Computer Centre in <strong>Assam</strong> <strong>University</strong> was established in March<br />
‘1997 as a central facility to foster and support the essential teaching and<br />
research goals of the university by arranging computing and central networking<br />
services through Wired and Wireless media <strong>for</strong> the university’s faculty,<br />
students and staff.<br />
This centre is one of the 62 centres in India <strong>for</strong> conducting the LIVE<br />
Lecture sessions in the “Virtual Classroom” set up under CEC-<strong>UG</strong>C EDUSAT<br />
Network. EDUSAT based 4 months workshop in Remote Sensing,<br />
Geographical In<strong>for</strong>mation System and Global Positioning System is held<br />
annually in collaboration with Indian Institute of Remote Sensing, Dehradun.<br />
On completion of training programme, IIRS, Dehradun awards ‘off Campus out reach’ Certificate to the participants.<br />
The centre has three state of art laboratory connected to Campus wide Network. More than100 pc in WINDOWS<br />
/ SOLARIS plat<strong>for</strong>m are connected to IBM / SUN SERVERS to provide internet / computing facility. Besides the entire<br />

ACADEMIC AND STUDENT SERVICES<br />
l CENTRAL LIBRARY<br />
The <strong>University</strong> Central Library was established in<br />
1994. At present the Central Library has a collection<br />
of around One Lakh books. It also subscribes to<br />
more than 400 Indian and <strong>for</strong>eign journals. Facilities<br />
provided by the Library include reading / lending<br />
services, reference service, reprint service,<br />
literature search, photocopying, CD-ROM search.<br />
Besides these, access to internet is provided to<br />
students through 40 terminals. On line access to<br />
more than 2000 e-journals under <strong>UG</strong>C-Infonet,<br />
access to IFLIBNET Database service, access to<br />
DeLNET Database and Services and OPAC are<br />
also provided. The Library remains open from 9.30<br />
am to 7.00 pm on all working days including<br />
Saturdays.<br />
l HOSTEL ACCOMMODATION<br />
There are at present six hostels in the <strong>University</strong><br />

campus. The hostels are : three <strong>for</strong> boys and three<br />
<strong>for</strong> girls students having approximately 460 single<br />
and shared room accommodation. The Hostels are<br />
furnished with basic facilities, Hostel seats are<br />
limited and every student may not get the seat in<br />
hostel. Availability of seats depend upon the vacancy<br />
in the Hostel. A separate Booklet <strong>for</strong> Hostel Boarders<br />
and conduct Rules <strong>for</strong> the Hostel is also available.<br />
l HEALTH CARE CENTRE<br />
The <strong>University</strong> Health Centre, managed by<br />
experienced Medical personnel including Lady<br />
Medical Officer, supported by para-medical staff.<br />
<strong>University</strong> Health Centre<br />
The centre cater to the medical needs of the<br />
<strong>University</strong> community. The <strong>University</strong> is planning<br />
to introduce Medical Insurance to each student.<br />
Besides these, health camps are frequently<br />
organised in the campus with specialist doctors<br />
from Silchar Medical College. <strong>University</strong> is issuing<br />
Health Card to each student <strong>for</strong> extending Medical<br />
facilities to the students efficiently. In case of<br />
emergency, ambulance service is also provided to<br />
transfer patients to Silchar Medical College, around<br />
10 km from the campus. However, expenses<br />
related to medical emergencies and hospitalization<br />
shall be borne by the parents/guardians of the<br />
student concerned. The <strong>University</strong> initiated the
process of revamping health centre by procuring<br />
equipments like X-ray machine, auto analysis, one<br />
more ambulance etc. and setting up of diagnostic<br />
laboratory.<br />
l GYMNASIUM<br />
A well equipped Gymnasium exists <strong>for</strong> both<br />
gents & ladies. Interested students can enrol<br />
their names <strong>for</strong> availing the facilities in the<br />
Gymnasium.<br />
l NSS ACTIVITY<br />
Students are encouraged in participating NSS<br />
(National Service Scheme) activities organised by<br />
the Programme Officer and Coordinator, NSS Unit<br />
of <strong>Assam</strong> <strong>University</strong>. NSS is sponsored by the<br />
Ministry of Human Resource Development (MHRD)<br />
to train the youths in community services.<br />
l NCC TRAINING<br />

l GAMES AND SPORTS<br />
Since its inception in 1994, games and sports have<br />
been one of the important foci of <strong>Assam</strong> <strong>University</strong>’s<br />
endeavour to facilitate all-round development of<br />
students’ physical and mental abilities. Every year<br />
an Annual Social Meet is organized in the <strong>University</strong><br />
where along with cultural activities indoor and<br />
outdoor sports are held.<br />
The <strong>University</strong> is currently a member of the Inter-<br />
<strong>University</strong> Sports Board of India and its teams<br />
participate in Zonal and all-India <strong>University</strong><br />
tournaments bringing laurels and prizes and medals<br />
<strong>for</strong> the <strong>University</strong>.<br />
The Central Sports-complex which is in the process<br />
of coming up is expected to give a major boost to<br />
games and sports and to other extra-curricular<br />
activities of the students in <strong>Assam</strong> <strong>University</strong>.<br />
l BUS SERVICE<br />
In addition to State Transport Bus service, six<br />
<strong>University</strong> buses are available <strong>for</strong> the benefit of the<br />
students commuting between Silchar and <strong>University</strong><br />
campus.<br />
l STUDENTS’ WELFARE<br />
The office of the Dean of Students Welfare looks<br />
after the welfare of the students with active support
of the representatives of the students, faculty and<br />
administration. Student Community Centre has been<br />
added from the year 2010 <strong>for</strong> various students<br />
activities.<br />
For the benefit of the needy and deserving<br />
students, the <strong>University</strong> maintains and operates a<br />
Fund called the <strong>Assam</strong> <strong>University</strong> Students’ Aid Fund<br />
which is instituted out of the contribution from the<br />
students of the <strong>University</strong> and collections from other<br />
sources. The main objective of the Fund is to render<br />
financial assistance to poor and deserving students<br />
<strong>for</strong> payment of tuition fees, examination fees,<br />
purchase of text books, stationery etc. A student<br />
requiring financial assistance from the Fund shall<br />
have to apply in the prescribed <strong>for</strong>m through the<br />
concerned Head of the Department.<br />
There is a Students’ Council in the <strong>University</strong> which<br />
caters to the students’ interests and contributes<br />
towards the promotion of students’ extra-curricular<br />
activities.The Students’ Council also organises a<br />
week-long social meet every year. During these<br />
seven days, the students display their creative<br />
talents in the field of sports and other cultural<br />
activities.<br />
l THE UNIVERSITY JOURNAL<br />
<strong>Assam</strong> <strong>University</strong> publishes research papers in the<br />
Journals in Humanities, Science and Technology in<br />
addition to some departmental Journals.<br />
l THE UNIVERSITY MAGAZINE<br />
The <strong>Assam</strong> <strong>University</strong> Magazine – Prachi Prangan<br />
is published annually. The Magazine offers to the<br />

their literary and intellectual endeavours.<br />
l STUDENTS’ DISCIPLINE<br />
Each student with respect to his/her work in the<br />
course (P.G./Integrated course/ M. Phil/Ph.D./<br />
Certificate/Diploma) as well as his/her general<br />
conduct in the <strong>University</strong>, shall remain under the<br />
control of the respective School and the Department<br />
and shall be guided by the disciplinary code of the<br />
<strong>University</strong>. The Proctor looks after the discipline<br />
amongst the students.<br />
A student must have to attend a minimum<br />
of 75% of the lectures, seminars and tutorials<br />
organized by the Department during a semester to<br />
be eligible to appear at the end-semester<br />
examination.<br />
It is mandatory <strong>for</strong> the students to keep their<br />
respective photo identity card with them while<br />
moving within the university campus.<br />
There is complete ban on ragging in the<br />
campus as per order of the Supreme Court of<br />
India.<br />
As per guidelines, ragging is strictly<br />
prohibited inside or outside the university<br />
campus. Each student will be required to<br />
submit one affidavit as per the <strong>for</strong>mat provided<br />
by the MHRD at the time of admission. Format<br />
is enclosed along with the <strong>for</strong>ms of admission<br />
in the prospectus.<br />
If any incident of ragging or any other<br />
act of gross violation of discipline comes to<br />
notice of the authority, the concerned students<br />
will be given adequate opportunity to explain<br />
and if his / her explanation is not satisfactory<br />
he/she will be expelled from the <strong>University</strong>. It is<br />
being in<strong>for</strong>med to all that in the previous academic<br />
session two cases of ragging were detected and<br />
punishment was accorded to them.<br />
Also, there is one committee on violence<br />
against women and sexual harassment to combat<br />
the menace of violence and sexual harassment<br />
against women in the campus, if any, and another<br />
<strong>for</strong> looking after the maintenance of discipline and
decorum among the students.<br />
l COMPUTER CENTRE<br />
The <strong>Assam</strong> <strong>University</strong> Computer Centre is a central<br />
facility to facilitate, foster and support the computing<br />
and communication needs of <strong>University</strong> fraternity.<br />
Students have access to more than 50 computers<br />
<strong>for</strong> their lab or project work. To assist research,<br />
there is a range of computing environment available,<br />
backed by staff with considerable expertise.<br />
Currently, the Computer Centre extends help to<br />
different academic departments like Ecology, Mass<br />
Communication, Business Administration,<br />
Commerce, Social Work, Arabic, Physics,<br />
Chemistry, Mathematics, Life Science and Fine Arts,<br />
among others, in running theory and practical<br />
courses related to Computer Science and computer<br />
applications.<br />
The Centre has acquired all the latest<br />
softwares/ computers to cater to all types of<br />
computing requirements of the research scholars,<br />

Diphu Campus<br />
A new campus of the <strong>University</strong> at Diphu<br />
in the Karbi Anglong district of <strong>Assam</strong> was<br />
proposed as part of the <strong>University</strong>’s aim to<br />
provide the chance of Higher Education to a<br />
wider section of people as well as to satisfy a<br />
long felt demand of the people of Karbi Anglong.<br />
The foundation stone of the said campus was<br />
laid in 1999.<br />
Conceived as an outreach campus of<br />
<strong>Assam</strong> <strong>University</strong>, academic activities in the<br />
Diphu Campus started from the Academic<br />
Session 2007-08. The authorities of the Karbi- Administrative office at Diphu<br />
Anglong Autonomous Council have allotted 272<br />
bighas of land on Diphu-Lumding Road about 8 kms away from the Diphu town. The land so<br />
allotted has already been taken over by the <strong>University</strong> and the construction process is in<br />
progress. The campus site is located in a picturesque place surrounded on all sides by lush<br />
green hills.<br />
Academic and Administrative activities <strong>for</strong> the Diphu Campus is at present being carried<br />
out in a temporary accommodation as the construction of the appropriate infrastructure in the<br />
permanent campus site is in progress. Arrangement of Hostal accomodation <strong>for</strong> students in is<br />

Centre <strong>for</strong> Tribal Studies (Diphu Campus)<br />
The Tribal Studies Centre was established as an advance research centre of <strong>Assam</strong> <strong>University</strong> at Diphu<br />
Campus in 2010 with the prime objective to promote quality research among the tribal/indigenous population of the<br />
country in general and North East India in particular from a range of interdisciplinary and multidisciplinary perspectives.<br />
Although the centre is still at its inception, ef<strong>for</strong>ts are being made to concentrate on various aspects of research in the<br />
field of ethnography as well as gender, development, ethnicity, conflict, folklore and issues on globalization and so and<br />
so <strong>for</strong>th.<br />

CRITERIA FOR ADMISSION TO <strong>PG</strong>/INTEGRATED COURSES<br />
GENERAL<br />
Candidates who have passed Three-year<br />
Degree Course (TDC) examination (10+2+3) in a<br />
subject shall be eligible <strong>for</strong> admission to the four<br />
semester Post Graduate Course in the respective<br />
subjects. Preference in admission will be given to<br />
the students having Major/Honours in the relevant<br />
subject. However, subject to availability, up to ten<br />
percent of the seats may be filled up with students<br />
from other related subjects. Students who have<br />
secured at least 45% marks in the Major/Honours<br />
or at least 50% marks in the pass course<br />
examination in the relevant subject are eligible <strong>for</strong><br />
admission to the Post Graduate Course in that<br />
subject. However, some departments may have<br />
special prerequisites, as are given below, to<br />
determine eligibility of candidates <strong>for</strong> admission to<br />
those courses.<br />
Only those candidates who have passed HS or<br />
equivalent examinations (10+2) in the relevant<br />
streams shall be eligible <strong>for</strong> admission to five year<br />
Integrated Courses.<br />
Applications from candidates who have already<br />
obtained a Master’s Degree from this <strong>University</strong> or<br />
any other university may be considered <strong>for</strong><br />
admission in any allied subject only if there is any<br />
vacancy after considering all other eligible<br />
candidates. Candidates seeking admission <strong>for</strong> the<br />
first time in <strong>Assam</strong> <strong>University</strong> have to submit<br />
Migration Certificate within 3 months of their<br />
admission.<br />
Selection of candidates <strong>for</strong> admission will be<br />
made on the basis of merit in qualifying examination<br />

Pradesh, Meghalaya, Mizoram, Manipur, Nagaland,<br />
Sikkim and Tripura (For B. Tech. only).<br />
There will be a relaxation of up to 5% marks<br />
in the qualifying examination <strong>for</strong> the candidates<br />
from the reserved categories of SC/ST as per<br />
GOI regulations. This relaxation will also be<br />
extended to OBC candidates outside creamy<br />
layer. However, the candidates seeking<br />
admission against OBC quota must submit<br />
Income Certificate from the appropriate<br />
authority testifying exclusion from creamy layer<br />
category.<br />
Incase of all Internal students i.e., students who<br />
have graduated from colleges affiliated to <strong>Assam</strong><br />
<strong>University</strong> 20% marks shall be added in the subject<br />
concerned <strong>for</strong> the purpose of assigning weightage<br />
in their selection <strong>for</strong> admission.<br />
Other things being equal, weightage will thus be<br />
given to candidates who achieved excellence in<br />
sports/games or in cultural activities as evident in<br />
their participation in events at the national or<br />
international level. Documentary evidence must be<br />
submitted.<br />
Criteria <strong>for</strong> admission to the <strong>PG</strong>/Integrated<br />
courses in some select departments<br />
Candidates <strong>for</strong> admission to the Post Graduate<br />
courses in the following departments shall have to<br />
satisfy the eligibility conditions as specified below :<br />

a. For M.A. in Education : Candidates with at least<br />
45% marks in B. Ed. examination or with at least<br />

<strong>Assam</strong> <strong>University</strong> was accredited by NAAC with B grade with a CGPA of 2.85 in 2008. As a post-NAAC<br />

PAYMENT OF FEES<br />
l All payments including one time fees and refundable deposit shall be made at the time of<br />
admission. For subsequent year(s) fees shall be payble at the commencement of the<br />
academic year. Fees shall be payable at designated banks.<br />
l Late admission fees : 100.00 (fixed).<br />
A student whose name has been struck off from the rolls of the <strong>University</strong> <strong>for</strong> any<br />
reason may be re-admitted on the recommendation of the Dean of the School concerned and<br />
with the approaval of the competent authority on payment of requisite fees along with 100.00<br />
as re-admission fee.<br />
Whenever a student proposes to withdraw from the <strong>University</strong>, he /<br />
she will submit an application to the Dean of the School concerned<br />
through the Head of the Department intimating the date of his/her<br />
withdrawal. If he/she fails to do so, his / her name shall continue to be<br />
kept on rolls of the <strong>University</strong>. A student who wishes to withdraw his/her<br />
name from the roll of the university after commencement of class shall<br />
be permitted refund of refundable deposits only.<br />
Note : a. The rates of fees mentioned in the above Tables are applicable to the students<br />
admitted to the <strong>University</strong> with effect from the academic session <strong>2011</strong>-12.<br />

IMPORTANT RULES FOR GUIDANCE OF STUDENTS<br />
Conduct, Discipline, Attendance and<br />
Evaluation of students of <strong>PG</strong> /<br />
Integrated and other courses<br />
l Each student, with respect to his/her<br />
work in the Course as well as his/her<br />
general conduct in the <strong>University</strong>, shall<br />
remain under the control of the<br />
respective School and the Department<br />
and shall be guided by the disciplinary<br />
code of the <strong>University</strong>.<br />
l A student must have attended a<br />
minimum of 75% of the lectures,<br />
seminars, and tutorials organized by the<br />
Department during a semester to be<br />
eligible to appear at the end-semester<br />
examination.<br />
l The students who are not registered<br />
with <strong>Assam</strong> <strong>University</strong> should submit<br />
duly filled in application <strong>for</strong>m <strong>for</strong><br />
registration within three months from<br />
the date of admission.The students<br />
who have passed their qualifying/last<br />
examination from other <strong>University</strong> or<br />
Council/Board except AHSEC must<br />
submit original Migration/No Objection<br />
Certificate from concerned <strong>University</strong><br />
or Council/Board along with the<br />
application <strong>for</strong> registration.<br />
There shall be an end–semester<br />
examination and also continuous<br />
sessional evaluation <strong>for</strong> each course<br />
of study. Unless otherwise mentioned,<br />
75% of the total weightage of marks<br />
will be assigned to end–semester<br />
examination and 25% will be reserved<br />
<strong>for</strong> continuous sessional assessments<br />

during the semester. A student shall<br />
be required to pass the sessional<br />
assessment criterion to be eligible <strong>for</strong><br />
end–semester examination in each<br />
subject.<br />
l Evaluation of continuous sessional<br />
work shall be made based on<br />
students’ per<strong>for</strong>mance in (i) Tests<br />
organized <strong>for</strong> this purpose by the<br />
Department and (ii) written assignment<br />
and /or seminars, field work, etc.<br />
l The marks awarded <strong>for</strong> sessional<br />
test, as moderated and approved by<br />
the Departmental Examination<br />
Committee, shall be made known to<br />
the students within 10 days of the<br />
conduct of the test. Students may<br />
discuss and seek clarification, if any,<br />
about their per<strong>for</strong>mance in Sessional<br />
Tests from the Head of the<br />
Department, who shall be the exofficio<br />
Chairman of the Departmental<br />
Examination Committee, after the<br />
declaration of the test results.<br />
Students of Integrated courses will<br />
not be eligible <strong>for</strong> admission in 7 th<br />
Semester till they complete all the<br />
courses up to 6 th semester, as per<br />
the rules of the university.<br />
A student, who does not clear a<br />
course, owing to failure to pass or to<br />
appear in sessional work and/or endsemester<br />
examination, will have to<br />
clear the Course in the immediate next<br />
opportunity. Under no circumstances<br />
will a student be allowed to carry more
than three backlog courses to the next<br />
opportunity. A student has to get<br />
minimum of 35% of sessional marks<br />
in each course to be eligible <strong>for</strong><br />
appearing in the end-semester<br />
examination.<br />
l Ordinarily a Post-Graduate/Five-year<br />
Integrated Post-Graduate student<br />
should complete all courses during the<br />
period of four/ten semesters.<br />
However, a student may be allowed<br />
to participate in the academic<br />
programme up to a maximum of eight/<br />
twenty semesters.<br />
l No candidate shall normally be<br />
allowed to appear in any course<br />
examination more than twice and no<br />
candidate shall be allowed to appear in any<br />
course examination beyond the permitted<br />
number of semesters, stated hereinbe<strong>for</strong>e,<br />
counted from his/her first admission to the<br />
programme.<br />
l In order to qualify <strong>for</strong> the Master’s degree,<br />
a candidate must have secured at least 35%<br />
marks or equivalent grade in each course<br />
and 40% marks or equivalent grade in the<br />
aggregate of all courses.<br />
l A successful candidate shall be awarded<br />
grade on the basis of CGPA (Cumulative<br />
Grade Point Average) scoring under the<br />
CBCS (Choice Based Credit System)<br />
introduced since 2010-<strong>2011</strong> session. The<br />
details of Regulation <strong>for</strong> CBCS is available<br />
separately.<br />

CODE OF CONDUCT FOR STUDENTS OF THE UNIVERSITY<br />
l Students enrolled at <strong>Assam</strong> <strong>University</strong> must recognize their responsibilities to this university, to the teachers, to<br />
the officials and to fellow students bearing in mind the prestige and the reputation of the institution. Failure to maintain<br />
appropriate standards of conduct, decency and decorum would warrant disciplinary action.<br />
l 75% of attendance is compulsory to all the students. A student shall be considered to have satisfied the requirement<br />
of attendance <strong>for</strong> appearing the semester and examination, if he/she has attended not less than 75% of the<br />
number of classes held upto the end of the semester including tests, seminars and practicals etc.<br />
l However, there is a provision <strong>for</strong> condonation of attendance <strong>for</strong> the students those who have put up the attendance<br />
between 60% and 74% on Medical Grounds on production of medical certificate.<br />
l If a student represents his/ her institution, <strong>University</strong>, State or Nation in Sports, NCC, NSS or Cultural or any other<br />
officially sponsored activities, he/ she shall be eligible to claim the attendance <strong>for</strong> the actual number of days participated<br />
subject to a maximum of 20 days in a Semester based on the specific recommendations of the Head of the<br />
Department.<br />
l A student who does not satisfy the requirements of attendance shall not be permitted to take internal assessment<br />
as well as the Semester end examinations.<br />
l Students should not possess mobile phones/ pagers/ any other electronic device <strong>for</strong> communication in the class<br />
rooms/seminar halls/examination halls/library/any other place of academic interest within the <strong>University</strong>.<br />
l Any problem related to students must be processed through the DSW or Head of the Departments or Deans of<br />
Schools, whose copy may also be <strong>for</strong>warded to the Proctor & Students’ Council.<br />
l If Students have grievances, they are to register their grievances through the Grievance Redressal Committee of<br />
the <strong>University</strong>. Students are prohibited from approaching any outside agency regarding their grievances.<br />
l Consequent upon the order of the Hon’ble Supreme Court of India on curbing Ragging in educational institutions,<br />
it has been decided that, if any incident of ragging comes to the notice of the authority, the concerned student shall be<br />
given adequate opportunity to explain and if his explanation is not found satisfactory, the authority will expel him/her<br />
from the <strong>University</strong>.<br />
MISCONDUCT<br />
Student misconduct includes but is not limited to the following:<br />
1. Disruption of classroom activities or hindering the learning of other students anywhere in the <strong>University</strong>,<br />
2. Cheating on assignments or examinations,<br />
3. Behaviour which interferes significantly with the normal operation of the <strong>University</strong>, disrupts education, challenges<br />
the health or safety of staff or students, or causes disfiguration or damage to the property of the <strong>University</strong> or<br />
belongings of staff members or students.<br />
4. Possession and/or use of intoxicating beverages on campus,<br />
5. Possession of illicit drugs in the campus,<br />
6. Falsification of documents or the supply of false in<strong>for</strong>mation in order to obtain admission, the possession of<br />
weapons.<br />
7. Failure to return loaned materials to settle debts with the university<br />
8. Disobeying any instructions of any kind issued by the Head of the <strong>University</strong>, i.e. the Vice Chancellor, or the<br />
Head of the Department or any authority empowered by the VC to make decisions regarding matters related<br />
to students.<br />
9. Bringing the <strong>University</strong> into disrepute to the society by any action / behaviour / instigation with a proven<br />
intention to tarnish the image of the university.<br />
Failure to adhere to the guidelines as above shall invite strict disciplinary action<br />
which may lead upto expulsion from the <strong>University</strong>.<br />

The toppers in the Masters’ Degree Courses<br />

For purpose of award of medals, the topper in<br />

E. The <strong>for</strong>m should be accompanied by attested copies of the following documents :<br />
(i) High School Leaving, Higher Secondary, Degree and Masters Degree Certificate.<br />
(ii) Mark Sheets of all examinations passed.<br />
(iii) Certificate from college / university last attended.<br />
(iv) No Objection Certificate from employer, if employed.<br />
(v) Migration Certificate in case of applicants who passed their last examination from a college<br />
/ university other than colleges affiliated to <strong>Assam</strong> <strong>University</strong>.<br />
(vi) Certificate of good conduct issued by the principal of the college / school (in case of candidates<br />
seeking admission to integrated programme) last attended.<br />
(vii) SC / ST / OBC/ PWD certificate, if applicable.<br />
(viii) Certificate of good health from a registered medical practitioner.<br />
(ix) Certificate from Principal/Gazetted Officer regarding intervening period of gap, if any, as<br />
mentioned in point no. 21 in the Application Form.<br />
(x) Candidates seeking admission against reserved seats <strong>for</strong> OBC must submit Income Certificate<br />
<strong>for</strong> the appropriate authority.<br />
F. Candidates appearing in Silchar HQ & Diphu Centre are advised to collect their Admit<br />
Card from the departmental office from 1st July, <strong>2011</strong> to 11 AM of 3rd July, <strong>2011</strong>. For<br />
Siliguri centre admit card will be issued by the centre incharge on the date of examination<br />
upto 11 AM of 3rd July <strong>2011</strong> (No admit cards will be despatched through post).<br />
