9.0 Conclusions and Recommendations<br />

<strong>Converse</strong> has performed a Phase I Environmental Site Assessment in general<br />

conformance with the scope and limitations <strong>of</strong> ASTM Practice E1527-05 for the Nason<br />

Street Alignment, an approximate 2-mile stretch from Damascus Road to just south <strong>of</strong><br />

State Route 60 (<strong>Moreno</strong> <strong>Valley</strong> Freeway) in <strong>Moreno</strong> <strong>Valley</strong>, Riverside County,<br />

California. Any exceptions to or deletions from this practice are described in the<br />

Limitations and Exceptions <strong>of</strong> Assessment section <strong>of</strong> this report. This assessment has<br />

revealed no evidence <strong>of</strong> recognized environmental conditions in connection with the<br />

property except the following:<br />

• The east and west properties were historically used for agriculture as early as 1938<br />

until at least 2002.<br />

Based on this assessment, <strong>Converse</strong> has the following conclusions and<br />

recommendations:<br />

• The historical agricultural use <strong>of</strong> the east and west adjoining properties is a HREC.<br />

Agricultural chemical residues may be present in the surface and subsurface soils.<br />

Portions <strong>of</strong> the east and west adjoining properties have either been redeveloped or<br />

graded and concentrations <strong>of</strong> agricultural chemicals are not anticipated to be greater<br />

than regulatory levels due to mixing and turning <strong>of</strong> the soil. Further assessment<br />

does not appear warranted in these areas.<br />

Portions <strong>of</strong> the east and west adjoining properties that are currently vacant and have<br />

not been redeveloped or graded may contain residual agricultural chemicals. The<br />

boundaries adjacent to Nason Street <strong>of</strong> the following parcels should be assessed for<br />

the potential presence <strong>of</strong> agricultural chemical residues if they are to be affected by<br />

the realignment project: APNs 486-280-028, 486-290-032, 486-290-033, 486-290-<br />

035, 486-260-011, 486-260-010, 486-270-019, 487-470-023, 487-470-013, 487-470-<br />

016/17, and 488-190-026.<br />

Information was requested from the OSFM, but was not received in time for inclusion in this<br />

report.<br />
