intensifies
campaign
vs. TB
By Jenna luMBang
CITY OF SAN FERNAN-
DO—In a bid to improve the
province’s performance in
the fight against tuberculosis
(TB), Gov. Lilia “Nanay”
Pineda allocated P5 million
for the Directly Observed
Treatment Short (TB- DOTS)
course accreditation of all
district hospitals and rural
health units (RHUs).
During the meeting of
Pineda with the Municipal
Health Officers (MHO), City
Health Officer (CHO), and
directors of District and
Provincial Hospitals, she
has learned that some of the
government hospitals in the
province and most RHUs
are not TB DOTS certified
because of inadequate equipment
and facilities.
TB DOTS is a treatment
strategy for detection and
cure of tuberculosis recommended
by World Health Organization
(WHO). This approach
has five components:
political commitment, case
detection or sputum smear
microscopy, drug supplies
and a standardized recording
and reporting system
that allows assessment of
treatment results.
The report was presented
to the public health doctors
and including the municipal
health officers in various municipalities
in the province in
a recent meeting held on Saturday.
It can be recalled that the
city government previously
led the country’s observance
of the Association of Southeast
Asian Nations (Asean)
Dengue Day at the Heroes
Hall here.
During the Dengue Day
observance, Health Secretary
Enrique Ona and Mayor Oscar
Rodriguez spearheaded
the launching of an antidengue
campaign dubbed as
“Sama-Sama Tayong Mag-
Aksyon, Barangay Kontra
Dengue.”
It was participated in by
hundreds of health workers,
barangay officials, and other
delegates from Central Luzon,
Calabarzon (Calamba, Laguna,
Batangas, Rizal, Quezon),
Mimaropa and Metro Manila.
Dengue is a disease caused
by the bite of Aedes aegypti
mosquito. Headache, fever,
muscle and joint pains, and
skin rashes characterized the
disease. (PNA)
SUBIC BAY FREEPORT—Two top officials
of the Subic Bay Metropolitan Authority
(SBMA) have gone on indefinite leave following
allegations that SBMA officials have connived
with Freeport locators in an attempt to
smuggle into the country 420,000 sacks of
rice from India.
SBMA Chairman and Administrator Roberto
Garcia announced in a press conference
on August that the SBMA board has designated
the SBMA Committee on Governance,
headed by Philip Camara, to investigate on
the alleged conspiracy and submit the results
of its investigation to the Senate.
The two officials who went on leave are
SBMA Senior Deputy Administrator for Trade
and Investment Stefani Sano and SBMA Senior
Deputy Administrator for Port Operations
Red Tuazon.
The Bureau of Customs earlier seized
P500-million worth of illegally imported rice
here after the consignee, Metroeastern Trading
Corporation (MTC), failed to produce Allocation
and Import permits from the National
Food Authority for the shipment.
In a Senate inquiry that followed on July 31,
Cesar Bulaon, allegedly one of the owners of
MTC, said Sano had asked them to help keep
the rice in their warehouse and to look for a
buyer from the Philippines. Bulaon also said
it was Sano who introduced Protik Guha of
New Delhi-based Amira Foods India Limited
to Metroeastern, a Subic Freeport locator.
Sano, however, denied both allegations and
said he met with Bulaon, Guha and another
Freeport Locator, Vicente Cuevas, on March
By ansBert B. Joaquin
20, 2012 in a restaurant inside the Freeport on
invitation by Cuevas only to confirm to Guha
that indeed Bulaon’s Metroeastern is a duly
registered locator in Subic Freeport and as
such is allowed to engage in importation and
transshipment business.
Sano also admitted he once assisted Amira
in looking for a warehouse inside the Freeport
but added that this was in connection with
Amira’s application to have its business registered
also inside the Freeport.
“We will be very, very transparent about
this,” Garcia said. “The (SBMA) board passed
a resolution assigning this issues for investigation
by the governance Committee and that
all documents related to that transaction be
forwarded to that committee.”
“The Governance Committee will enlist
the services of relevant government agencies
like the National Bureau of Investigation or
the Department of Finance in its investigation
and submit its report to the Senate hearing
the case, so that everything is above board,”
he added.
Admitting that the shipment was an illegal
shipment, Garcia emphasized that the ongoing
investigation will “not spare anybody who
has committed infraction of the rules or has
participated in this illegal shipment.”
Tuazon, on the other hand, explained that
he allowed the discharge of the cargo which
arrived April 4, 2012, based on the representation
made by Metroeastern that the NFA
Allocation and Import Permit is being processed.
He, however, added that when Metroeastern
failed to produce the NFA permit within
CL farmers ask PNoy:
implement ‘genuine’
land reform
By Charlene a. CayaByaB
CITY OF SAN FERNANDO—Farmers
from the Alyansa ng mga Magbubukid
sa Gitnang Luson (AMGL) in
Central Luzon challenged President Benigno
Aquino III to abandon interest on
Hacienda Luisita and implement “genuine”
land reform by junking the Comprehensive
Agrarian Reform Program
Extension with “Reforms” (CARPer) and
passing House Bill 374 or the Genuine
Agrarian Reform Bill (GARB).
More than 100 farmers from Tarlac,
Nueva Ecija, Pangasinan and Pampanga
protested in front of the Department of
Agrarian Reform (DAR) central office in
Quezon City, joining farmers from other
regions under the Kilusang Magbubukid
ng Pilipinas (KMP) and Anakpawis Partylist.
The following day, the farmers protested
at Mendiola bridge to challenge
the Aquino government. CARPer or
Republic Act 9700 is on its third year
implementation after former president
Gloria Macapagal-Arroyo signed it on
August 7, 2009.
“Aquino and everyone in the country
should accept that without genuine land
reform, there would be no social justice
and fundamental reforms and all deception
and lies about CARPer would be
exposed and its multi-billion budget allocation
would all go to waste or to the
pocket of rich landlords,” AMGL Chairperson
Joseph Canlas said.
AMGL primarily demanded Aquino
to abandon his and his family’s interest
on Hacienda Luisita and immediately
order its distribution to the 6,296 farm
worker-beneficiaries (FWBs) as ordered
by the Supreme Court.
“Aquino is sending a wrong signal by
delaying the distribution of Hacienda
Luisita. He and the Cojuangco-Aquinos
promised to follow the law but when the
cl fARmERs PAGE 11
the prescribed period of 30 days, the shipment
was declared an importation contrary
to law, and the Bureau of Customs issued the
seizure order.
“The important thing is that there was
enough safeguard. So we held the goods. In
fact it was very clear that our action was the
reason why the BOC was able to seize the shipment”
he stressed.
Garcia also clarified that “the cargo was not
concealed but was properly declared, properly
manifested, the Customs was informed, and
we have secured it. When it is not in accordance
with rules allowed by law, we have given
the BOC the legal basis for the seizure.”
“I want to assure everybody that the
(SBMA) board is quite serious about this issue,
and we want to make sure that if there is
anybody (found to be) at fault, we will prosecute
him to the fullest extent of the legal remedies
available to us,” the SBMA Chair said in
the press conference which was, for the first
time in the history of SBMA, attended by no
less than 12 members of the SBMA board.•
MABALACAT CITY—After
its cityhood declaration, Mayor
Marino “Boking” Morales said
local officials are set to draft a
10-year development plan that
mainly includes infrastructure
development and efficient fis-
cal management.
In an interview Monday,
Morales said the 10-year devel-
opment plan will be composed
of the construction of addi-
tional building for the city col-
lege; improvement of birthing
station facilities; the establish-
ment of a materials recovery
facility (MRF) and a landfill;
the expansion of the public
cemetery and the renovation of
the Mabalacat public market.
Moreover, Morales said the
development plan will also in-
clude improvement of the city’s
fire stations, the city jail and
the slaughter house.
“Above all that, we like to
renovate our old municipal
hall in Barangay Poblacion. We
could turn it into a museum
that would show important
events on how our town be-
came a city,” Morales said.
Apart from the 10-year de-
velopment plan, Morales plans
to benchmark its governance
with known progressive cities
like Davao City, Puerto Princ-
esa and Makati City.
“We will benchmark with
progressive cities and we will
also get development consult-
ants from the corporate world,”
Morales said.
Since its cityhood on July
21, the local government unit
is expected to have an addi-
tional P200 million Internal
Revenue Allotment from the
national government. In total,
the city’s budget allocation is
about P800 million.
“I appeal to Mabalaqueños
to help us in this endeavor in
improving Mabalacat,” Mo-
rales said. •
Clark should fly high
A welcome development, it is, the report
that Clark International Airport (CIA) has
been named third best airport zone in the
world. This recognition is even sweeter to
note that the body that gave the Clark Airport
such distinction is the FDi magazine
published by the London Financial Times
Group.
Being an authority in assessing business
viabilities, FDi’s ranking of CIA further
boosted Central Luzon’s bid of having
the airport in Clark being declared as the
country’s premier airport.
This ranking by a world-wide and respectable
organization should convince
Malacañang that it is high time that it
poured all its effort to develop CIA and its
environs. This recognition is a total opposite
of a recent survey where the Ninoy
Aquino International Airport (NAIA) in
Pasay City ranked high among the worst
airports in the world.
With NAIA becoming a notorious port
that shoo away prospective tourists and
investors, the government should now
start to focus its energy in developing other
airports—and CIA is the nearest option
that the government has.
It is a pity that the government remains
stagnated in searching for solutions to the
growing pains of the land-locked NAIA,
which can no longer accommodate large
aircraft as it does not have any room for
expansion.
The recognition of FDi magazine is a
sort of pat on the back of Clark International
Airport Corp. president and CEO
Victor Jose Luciano, who had been looking
for ways to entice the national government
to take advantage of the airport’s full
potential. This is a strong and convincing
factor that should shake awake the people
of Malacañang into allocating more funds
for the Clark airport.
If this recent development will not move
Malacañang into action, then Clark, which
is already taking off towards new heights,
has no other way but down.
Of nature’s design and man-made intervention
“When the water becomes scarce in the near future, will your office and business open your coffers
to provide clean unlimited supply for free?”
For years there was protest
against an investor who wanted
to put up a golf course. The project
did not continue. Everything
was peaceful for those who initially
fought for the retention of the natural
flora and fauna of the mountain
range in question. Until
late last year, there
was a lot of talk about
another investor taking
over the golf project.
One morning, much
like the massacre of
the acacia trees along
MacArthur highway,
the mountain was no
longer green like its
neighboring views. It
became the hot topic
on radio. Rudy Simeon
together Alvin
Dasal, made it their
daily fare over GV am 792 khz, as
they get on board their morning
show. Gary Bernardo’ show, another
news anchor and commentator on
an earlier slot of the same station,
called me up for comment on what
they have seen happening to the
mountain range in full view of the
naked eye. It came back to me, from
how I would translate in Kapampangan
or Filipino, what the engineers
from Portland, Oregon were saying
in English about what each community
can do to restore the balance of
the land area overtaken and buried
under tons of lahar.
Then the latest photos were on
the local and national broadsheets.
Having worked as a multi-lingual
interpreter for the Loius Berger Int’l
Inc. (LBII) during the years they
were gathering data and meeting
people post Pinatubo eruption. I
had the opportunity to read through
and file documents which were part
of the multi-sector assemblies done
throughout the Pinatubo affected
areas.
Those who’ve just taken over the
reins of CDC should take a closer
look and review the report submitted
by LBII.
The following are excerpts from
the LBII November 1996 report:
Chapter 3—
Data Collection
3.7 AESTHETIC FACTORS
...there are also a number of natural
features in the area which are
worthy of classification in terms of
their natural and unique beauty.
Some of the features created by the
Mt. Pinatubo eruption are worthy
of conservation and of measures
controlling their destruction or desecration
as a result of excavation or
quarrying.
Pictures tell no tales unless
they’ve been photo-shopped. However
what they have done to that
part of the mountain is visible to
the naked eye of one who has driven
to and from the Mabalacat gate.
Everyone—local or foreigner—sees
the decapitation of the mountain,
a ghastly sight which becomes the
focal point of tourists and travelers
going in and out of the Freeport
zone. Those who simply pass by will
greed. That a long-term impact to
the local population of their “shake
they are not locals anyway.
ties.
6.5 PROBLEMS, CON-
STRAINTS, and OP-
PORTUNITIES
-Impaired watershed hydrology
resulting in erratic
water supply, water shortage
and floods.
-the project area lies
along the typhoon belt
which can seriously hamper
such watershed activities
as reforestation and
agro forestry.
-the growing watershed
population will require
more livelihood opportuni-
Any person equipped with common
sense (which is turning out to
be on the verge of extinction) will
not accept the explanations of the
experts who studied inside air-conditioned
halls. The best learning we
can adapt for the drastic changes in
our weather patterns must be drawn
from the most recent disasters that
have plagued highly industrialized
countries. Every piece of man-made
structure lay twisted, deformed,
and pulverized by the avalanche of
rocks, mud and thick murky water
rushing from mountain tops whose
forest covers have been flattened
and tampered by man’s despicable
designs.
In all the recent disasters we’ve
watched like epic movies unfolding
before us from EAST TO WEST,
there is one common factor that
binds them all. Much too have been
ripped from the bounty of nature. In
the aftermath, we see gruesome evidences
of man’s inutile measures to
show might and power against nature;
that which takes him to build
for months or even years are swept
in one disaster.
Why take the same path to sure
destruction where we can avoid it?
The disaster of Mt. Pinatubo is not
so long ago. Our mountain ranges
have somehow recovered from the
silver, gray light that blind the sight
of those who took the road towards
Clark. They have turned green and
with lush vegetation. All these,
thanks to birds and other creatures,
which dropped seeds in their flight.
No thanks to the human kind.
Now that they have become a sight
to see, a carpet of velvety green, they
who care for nothing but business
and personal gains, make the lame
excuse of providing work to who and
at what cost?
What about the destruction and
ugly landscape you blatantly display
by your man-made mitigation
measures which everybody can see
from the distance as wanton display
of a lack of respect for creations you
yourself have no power to create but
only to destroy!
When the water becomes scarce
in the near future, will your office
and business open your coffers to
“Beauty is all very well at first sight; but who ever looks
at it when it has been in the house three days?”
---George Bernard Shaw
provide clean unlimited supply for
free? Or will you be posing like holy
philanthropists who come to save
the very people subjected to your
gross insensibilities to what truly
matters to make decent living?
Chapter 10 Conceptualization
of Plans
10.1 ...the conceptualization of
land use and development proposals
for the sub-zone is based on a number
of factors...
... ensure balanced environmentally
compatible development.
The key words in the principle are
“sustainable development”.
The local settlers in the Clark Special
Economic Zone(Clark Freeport
Zone) will not benefit from fashionable
“here today gone tomorrow”
enterprises. They are looking for
employment and/or for the opportunity
to develop their own enterprise
whether it be agricultural or industrial.
The prospect of land speculation
will only serve to force the local
people off the land due to escalating
land values. Little social and economic
benefit would ensue..
10.2. CONSTRAINTS
10.2.2 Policy
Policy constraints to development
include:
-High Quality Agricultural
Land
-Areas of Outstanding Natural
Beauty
The Sub-Zone has a great diversity
of landscape with outstanding
mountain views and beautiful rolling
countryside. In order to conserve
the most outstanding areas of
natural beauty, a policy will be formulated
and specially applied to the
Sub-Zone. This policy would restrict
building to certain areas but would
not
necessarily restrict the use of the
land for agricultural or forestry purposes.
Watersheds
In the interest of watershed management
and to conserve water
quality for potential future water
supplies, a policy will be formulated
restricting development and the use
of land for potentially polluting uses
such as golf courses in the area of
certain watersheds.
Without a title of expertise to
argue with those who learned it in
the comfort of Powerpoint presentations
and theorizing, my humble
contribution from more than
35 years, I have treaded the shaky
clay and muddied soil of deforested
mountains, and walked the disaster
path in rescue and relief. This is the
only truth I know after seeing remnants
of man’s spoils from ravaging
natural resources: That attempts to
alter the contour of any natural creation
will bring havoc and irreparable
repercussions. It never strikes
the “investors” the way the locals’
lives are swept like debris because of
their gratuitous greed. •
More accessible quality h
services for Kapampanga
By Angelique TuAzon
Every citizen has the right to health.
Thus, the government owes to the
governed the provision of effective
and efficient health care system,
especially to those who have less
or no means at all to acquire medical
services.
With this in mind, Governor Lilia “Nanay
Baby” Pineda made public her plans of revolutionizing
the province’s health care system
through the rehabilitation of all 11 district hospitals
to address the growing medical needs of
the province.
The lady governor made it her foremost priority
to ensure that the less fortunate patients
are well attended to in government hospitals
and that every Kapampangan would receive
the medical attention they truly deserve.
However, Nanay Gov’s desire to provide
quality yet affordable health services would
not be realized with the rehabilitation of infrastructures
alone.
Government hospitals are now engaged in a
consignment scheme with various pharmaceutical
companies to ensure that all medical supplies
and medicines are always available in all
district hospitals. Instances of medicines running
out of stock are now eliminated.
Furthermore, the Provincial Board, led by
Vice Governor Joseller “Yeng” Guiao recently
passed Ordinance No. 550 which marks the
distribution of health access cards for the
members of marginalized sectors.
According to Board Member Monina “Monz”
Laus, one of the authors of the said ordinance
and chairperson of the Committee on Health,
the “Health Access Card Program” for persons
with disabilities (PWDs), senior citizens, indigent
families, even village service providers,
will augment the existing health projects of the
provincial government and make medical services
more accessible to the members of said
sectors.
The provincial board has also authorized the
Provincial Social Welfare and Development Office,
headed by Elizabeth Estiller-Baybayan, to
facilitate the implementation of said program,
including the establishment of a Database
Management System to monitor its progress.
Baybayan shared that the province will be
distributing four types of health access cards
varying in colors and discount rates, depending
on the status of the recipients or beneficiaries.
Gold access cards will be distributed to
PWDs; senior citizens; appointed village service
providers such as bantay bayan, health
workers, and day care workers; and members
of families with a combined monthly income of
P4,000 below.
Gold access card holders will be given 100%
discount on all medical services including doctor’s
fees, room fees, laboratory fees, and medicines
in the 11 district hospitals of the province.
Consequently, silver, bronze, and blue access
card holders will be given 85%, 70%, and
50% discount, respectively.
PWDs from the 2 cities and 19 municipalities
of the province have already been briefed
of the new health program, during the celebration
of the 34th National Disability Prevention
and Rehabilitation Week, and welcomed the
new development.
Nanay Gov’s mission to provide an integrated
and comprehensive health care development
program for the Kapampangans will come to
fruition with the distribution of health access
cards, partnered with the rehabilitated health
facilities and abundant supplies and medicines
throughout the province.
The provision of quality yet affordable health services for the members of the marginalized sectors has always been the priority of Nanay Gov.
FLORIDABLANCA,
Pampanga—The Floridablanca
Association of
Persons with Disabilities
(FAWD) was awarded the
Huwarang Samahan ng
mga May Kapansanan
(Model Association of
PWDs) in the recently con-
cluded regional recognition
of LGUs, groups, and
individuals that promote
the welfare of PWDs.
The group has a membership
of 964 PWDs and
in existence for three years
now.
The FAWD worked on
identifying the PWDs in
the 33 barangays of Floridablanca
and formed
them into organizations.
They were also able to
establish two SPED (Special
illegal numbers game has
in the part of the
But the success of the
STL project was severely
affected by operations of
illegal bookies perpetrated
by unscrupulous individuals
with the desire to enrich
themselves through illegal
The operation of illegal
Mabalacat City
wins award
for PWD care
MABALACAT CITY—This city in
Pampanga won an award that recognizes
its efforts in caring for persons
with disabilities (PWD).
Mabalacat won the “Natatanging
Bayan” award in the regional “Gawad
Pagkilala sa Natatanging Pagkalinga
sa mga May Kapansanan.”
Compliance with the five criteria
formulated by the Regional Council
on Disability Affairs brought Mabalacat
this recognition.
As of June 2012, Mabalacat had
issued 655 PWD identification cards
to persons with different disabilities.
The town maintains its own online
registration of PWDs which shows
valuable statistics about PWDs at
the click of a button; this is important
to its local policy makers.
Mabalacat also conforms to
Batas Pambansa 344 or the Accessibility
Law. The municipal hall provides
ramps on all its entrances and
priority lanes in the different offices
so PWDs can conveniently transact
business. There are also parking
spaces allotted for PWDs within the
municipal grounds.
Mabalacat has also established
its Persons with Disabilities Affairs
Office (PDAO), headed by Michael
Miranda, and staffed by four more
PWDs.
The programs regularly undertaken
by the municipality includes
the celebration of the National Prevention
and Rehabilitation (NDPR)
Week on the third week of July,
Christmas gift-giving for PWDs
every December, the conduct of
barangay fora where disability issues
are ventilated, radio guesting
of PWDs, feeding programs at the
special education centers, distribution
of wheelchairs, and distribution
of mobile fishball carts as livelihood
for PWDs.
Training on the production of
fabric softener, soap-making and
candle-making were conducted by
the town in coordination with the
Department of Trade and Industry
and the Department of Agriculture
for the PWDs.
Mabalacat Mayor Marino Morales
said Mabalacat complies with
all the other laws such as the Magna
Carta for the Disabled or Republic
Act (RA) 7277 and RA 9442, an Act
Amending RA 7277, which promote
the welfare of PWDs. • --PIA 3

some distance and have nothing in mind--save your money and do your research--you will totally love the
end results and by this time next year you could be living your heart’s desire. You may conduct business via
a long-distance phone call. If you have prepared material for publication or have a lawsuit pending, judgment
can come at this time. You should have good mental stimulation to study and you will do well in exams. Exercise
honesty and patience. Self-improvement and the influence of those around you go along educational,
religious, philosophical or cultural lines. You will find it easy to communicate with most professional people.
LEO (JUL 23 - AUG. 23)
Through hard work and prudent organization, you will gradually build up your savings and wealth to the point
of early retirement, beginning your own business, travel, part-time work, etc. This may be where your mind is
focused. Your goals are enhanced and take on a deeper meaning to you now. It could be you feel it is time to
see some results for your hard work; success can only follow your efforts. Your time after work becomes either
political or community oriented and you may find yourself wanting to change or enhance the manner of
living for the helpless. There are things you can do to bring attention to the needed changes. You know that
the city hall meetings are most important. Later tonight a steamed vegetable with rice dinner would be ideal.
LIBRA (SEP. 23 - OCT. 23)
Now is the best time this month for you to put in for a raise, a new position, find a job or otherwise make
yourself known. You have a disciplined approach to work, health and others of life’s essential routines; these
are especially important now. Ask yourself if you are involved in activities that are favorable for you. If the
answer is anything but yes, you need to make some changes. Set your goals and then make a list of three
things you can do now to create the changes you want . . . do that again in a week. Others can be fascinated
by the way you present yourself. It is easy for you to work with those more experienced than you. You are not
intimidated. You may entertain or be entertained by your friends this evening.
SCORPIO (OCT. 24- NOV. 21)
The flow of events today makes it easy for you to make clear decisions; see the road ahead and move
forward. Things seem to fall in place and progress is easy. Be careful not to overextend yourself and promise
more of your time than you, or anyone else, could possibly produce. You feel friendly toward everyone you
meet and want to spend your time in pursuit of good-hearted fun. You will tend to avoid saying or doing
anything unpleasant in an effort to share these good vibes. This is an excellent time to mend fences and
iron out past conflicts. This period brings an awareness of your past behavior. Right now you can clearly
see a relationship that may need your analysis. You can enjoy dinner out or a good movie with a loved one
this evening.
SAGITTARIUS (NOV. 22 - DEC. 21)
You could find that you are appreciated or valued for your ability to act and get things done. You can take
action now to improve your finances and personal worth. With the extra courage you have during this time,
you can ask for a raise in pay or talk people into dancing to your drum beat. You can earn more or spend
to improve your security and comfort. This is a poor time to buy on credit unless you have planned. You
can expand your enjoyment of life with more recreation, entertainment and creative pursuit after the work
hours of the day. There are new opportunities for romance. Pleasant social activities are on the increase-
-particularly those related to educational, religious or cultural interests. It is a good time to travel for pleasure.
CAPRICORN (DEC. 22 - JAN 19)
Demonstrate your personal leadership today--you may be pleased at the results of your efforts. You may
deal with authority figures often during this day. You have good, practical ideas for improvement of business
as well as your own professional advancement. Spread the word . . . this is a better time to sell than to buy
and a period when pruning the excess is a good thing. This means business as much as it means plants.
You have opportunities to make steady progress in both career and domestic affairs. Your happy emotional
outlook makes you a popular one. This afternoon is a favorable time for family gatherings and social events.
General good feeling and a sense of harmony makes this a happy time. Smile, someone wants to take
your picture.
AQUARIUS (JAN. 20 - FEB. 18)You tend to express your intellectual authority in some way
this week and it could be that it will be your turn at hosting or presenting some product. Every year at this
time your company or some other sister company purchases new ideas or products and there is a sense of
nervous anticipation in the air. You take pride in your ideas and excel at influencing others with your writing
and speaking. You are prepared and if any last minute measures are to be done, you will do them professionally.
This afternoon you may relax with neighbors and talk of future ice cream parties or grilling contests
and all begin to make plans in that direction. It is surprising how much faster the neighborhood plans come
together as compared to the office conferences.
PISCES (FEB. 19 - MAR. 20)
You have an increased perception into the motives of others. Perhaps you are a bit intuitive but it could also
be the psychology classes or the interest in the social behavior of humans. The day is favorable for research
or for uncovering any inhibitions. If there are secret manipulations, or conspiracies, they can surface where
you can gain control. Managers, seniors and those in positions of power tend to give you their approval and
trust. The progress and completion of projects or routine work goes particularly well, as usual. This afternoon
you may enjoy your friends and some social involvement. You are very much the creature of habit and
habitat and the encircling network of friends, relationships etc., are crucial to your success or lack thereof.

While Darrel Flores, 9, of Barangay
Apalit in Floridablanca died after he
was electrocuted.
According to PDRRMC head Engr.
Lulu Alingcastre, as of Wednesday, 331
barangays from the 19 towns and two
cities were affected by the flooding.
Alingcastre said the provincial government,
along with the local government
units (LGUs), has evacuated
some 2,500 families to various temporary
shelters in the province.
In this city, hundreds of residents
from Barangays San Pedro Cutud and
San Nicolas were evacuated after floodwater
as high as three meters rushed
into the villages shortly after a portion
of the San Fernando-Sto. Tomas-Minalin
tail dike collapsed.
In Sto. Tomas, many residents were
stranded on top of their roofs as flood
rose drastically within a few-hour
period. Drinking water has become
scarce that some residents braved the
floods only to buy food and water from
nearby places.
On Tuesday noon, the Sangguniang
Panlalawigan of Pampanga approved
Resolution No. 2703, Series of 2012 declaring
the entire province under state
of calamity.
The scheduled visit of Vice President
Jejomar Binay in Nabuclod, Floridablanca
to turn over the first housing
project for the indigenous peoples to
Aeta beneficiaries had been cancelled.
Based on the monitoring of the
PDRRMC, the affected families came
from 215 barangays from the 19 municipalities
and two cities due to rising
flood water ranging from one to five
feet causing major roads impassable to
light vehicles.
“This is enough to paralyze the economic
activities in the said affected
municipalities,” PDRRMC said.
In Floridablanca, the barangays
of San Antonio, Maligaya, Portuna,
Cabangcalan, Sta. Monica and San Pedro
are under two to four feet floodwater
Supreme Court decided, here he
goes ordering DAR to make a new
list of FWBs, prolonging the process,”
Canlas said.
“DAR’s action on Hacienda Luisita
is risky as making the new list
would sow chaos and unnecessary
confusion among the farm workers.
It is apparent that DAR is making
the distribution process complicated,
thus, Aquino is not sincere in
abiding by the law or the SC order,”
he added.
AMGL is also demanding the immediate
distribution of 3,100-hectares
agricultural lands formerly
part of the Fort Magsaysay Military
Reservation (FMMR) in Laur, Nueva
Ecija being claimed by the 7th
Infantry Division of the Philippine
Army (IDPA).
“The issue of Fort Magsaysay
Military Reservation is the very concrete
example of the uselessness of
CARPer. Imagine, its coverage was
already ordered by former president
Pineda said the P5 million will
be used for the rehabilitation and
construction of rural health units
and sputum collection area, purchase
of medical equipment and
medicines and improvement of facilities.
“We want the accreditation the
soonest time possible to address
the increasing number of TB victims”,
Pineda said.
The governor instructed Provincial
Health Officer Dr. Marcelo Jaochico
to do the inventory of medi-
Matias, San Basilio, San Jose, San
Juan, San Agustin, Sta. Monica, Becuran
and Dila-Dila.
The Porac-Guagua-Dila Dila road
was not passable to light vehicles due
to knee-deep floodwater.
In Porac, Barangay Balubad experienced
two to three feet floodwater
while a landslide occurred at Barangays
Jalung and Babo Sacan. A barangay
health worker was injured.
In Sta. Ana, one foot floodwaters
inundated 14 barangays: San Agustin,
San Bartolome, Sa Isidro, San Joaquin,
San Jose, San Juan, San Nicolas, San
Pablo, San Pedro, San Roque, Santiago,
Sta Lucia and Sta. Maria and Sto.
Rosario.
In Apalit town, three barangays were
submerged into 2.5 deep floodwater:
Batasan, Capalangan, Sucad (Purok 3),
San Vicente (Bagong Pag-asa).
The Pampanga River has spilled
over inundating Barangays Capalangan
and Sulipan.
In Candaba, the barangays of San
Agustin, Sitio Dukma in Paralaya, Pescadores,
Bambang and Pasig are all
flooded.
In Macabebe town, 25 villages are
under floodwater such as Castuli,
Mataguiti, Saplad David, Tacasan,
Caduang Tete, Sta. Maria, San Gabriel,
Deed of Transfer (DOT) between
DAR and the Dept. of National Defense
(DND) signed by Sec. Benjamin
Leong and Renato De Villa, respectively
in 1990, but the process is
being opposed by the AFP, a government
entity itself,” Canlas said.
“CARPer could not even compel
the AFP to follow the law, thus, harassment
against farmers continue
and retired police and military officials
are grabbing lands in Fort
Magsaysay,” he added.
AMGL also demanded Aquino to
stop the massive land use conversion
(LUCs) in Central Luzon which
ejects farmers from their lands.
“These LUCs in Central Luzon is
a threat to farmers’ rights on land,
as well as to the food security of our
country,” Canlas said.
AMGL said that the construction
of Tarlac-Pangasinan-La Union
said Jaochico.
to legitimate farmer-beneficiaries,
but he did not. Hence, farmers are
now defending their rights,” Canlas
added.
“We call on other sectors to support
our demand to junk CARPer
and enact House Bill 374 or GARB.
We should learn that CARP and
CARPer are not real land reform
programs in its 24 years of implementation.
If we want to keep our
country’s food supply secure, we
must defend the farmers’ cultivation
of productive agricultural lands and
protect it from LUCs. The absence
of a genuine land reform program
would lead to an agrarian unrest in
our country,” Canlas said. •
party involved.
“Ah, parang nag-decide lang kami na i-end
muna ang relationship kasi may priorities
kaming dapat unahin. Like siya, ’yung career
niya at pagiging triathlete niya, siyempre
’yung oras mo, sobrang mahahati sa lahat,
tapos ako rin naman sa trabaho, ’yung taping
raw.
talaga ’yung schedule niya (Matteo),
kasi parang 5 a.m., gigising siya, tapos
magte-training siya, tapos, meron pa
siyang trabaho, ganyan. Tapos, kunyari,
magse-set kami, dinner, hindi na niya
kakayanin kasi sobrang pagod na siya,
he needs to sleep again kasi we-wake up ulit
Direk Joyce Bernal at Bayani Agbayani.
As we all know, noon pa naman ay
inihayag na ni Aga ang kanyang intensyong
tumakbo bilang congressman
sa 4th District (also known as Partido
District) ng Camarines Sur sa darating
na 2013 elections.
Iisa lang ang sagot ni Aga kapag tinatanong
kung bakit niya naisipang pumasok
sa pulitika at kung bakit sa Camarines Sur
niya napiling magsilbi.
“Well, my show is doing well, may isa
pang show that we’re working on. May
lalabas din kami na movie this year so
I’m really happy and grateful that I’m still
working.
“Dito naman sa pulitika, siguro everything
just fell into place. First, my
family is really from Partido, taga-Goa
kami. My lola is from there, my dad. Parang
lahat ng kamag-anak ko doon, nakilala
ko na – ’yung mga Amador, Go,
Borja, Romero, Abundabar, Calleja.
Matteo
at si Kim ulit ang
sumagot.
“Opo, ’yun po talaga ’yung gusto niya, effort.
But the effort, it’s already there, just keep pushing,”
say ni Kim.
Well, we guess, malaki ang chance na magkabalikan
ang dalawa kung magpapatuloy sa
pag-e-effort itong si Matteo.
“At ’yun din ang dahilan kung bakit
ako pumasok dito -- dahil sa rami ng
