DO—In a bid to improve the<br />

province’s performance in<br />

the fight against tuberculosis<br />

(TB), Gov. Lilia “Nan<strong>ay</strong>”<br />

Pineda allocated P5 million<br />

for the Directly Observed<br />

Treatment Short (TB- DOTS)<br />

course accreditation of all<br />

district hospitals and rural<br />

health units (RHUs).<br />

During the meeting of<br />

Pineda with the Municipal<br />

Health Officers (MHO), City<br />

Health Officer (CHO), and<br />

directors of District and<br />

Provincial Hospitals, she<br />

has learned that some of the<br />

government hospitals in the<br />

province and most RHUs<br />

are not TB DOTS certified<br />

because of inadequate equipment<br />

and facilities.<br />

TB DOTS is a treatment<br />

strategy for detection and<br />

cure of tuberculosis recommended<br />

by World Health Organization<br />

(WHO). This approach<br />

has five components:<br />

political commitment, case<br />

detection or sputum smear<br />

microscopy, drug supplies<br />

and a standardized recording<br />

and reporting system<br />

that allows assessment of<br />

treatment results.<br />

SUBIC BAY FREEPORT—Two top officials<br />

of the Subic B<strong>ay</strong> Metropolitan Authority<br />

(SBMA) have gone on indefinite leave following<br />

allegations that SBMA officials have connived<br />

with Freeport locators in an attempt to<br />

smuggle into the country 420,000 sacks of<br />

rice from India.<br />

SBMA Chairman and Administrator Roberto<br />

Garcia announced in a press conference<br />

on August that the SBMA board has designated<br />

the SBMA Committee on Governance,<br />

headed by Philip Camara, to investigate on<br />

the alleged conspiracy and submit the results<br />

of its investigation to the Senate.<br />

The two officials who went on leave are<br />

SBMA Senior Deputy Administrator for Trade<br />

and Investment Stefani Sano and SBMA Senior<br />

Deputy Administrator for Port Operations<br />

Red Tuazon.<br />

The Bureau of Customs earlier seized<br />

P500-million worth of illegally imported rice<br />

here after the consignee, Metroeastern Trading<br />

Corporation (MTC), failed to produce Allocation<br />

and Import permits from the National<br />

Food Authority for the shipment.<br />

In a Senate inquiry that followed on July 31,<br />

Cesar Bulaon, allegedly one of the owners of<br />

MTC, said Sano had asked them to help keep<br />

the rice in their warehouse and to look for a<br />

buyer from the Philippines. Bulaon also said<br />

it was Sano who introduced Protik Guha of<br />

New Delhi-based Amira Foods India Limited<br />

to Metroeastern, a Subic Freeport locator.<br />

Sano, however, denied both allegations and<br />

said he met with Bulaon, Guha and another<br />

all documents related to that transaction be<br />

forwarded to that committee.”<br />

“The Governance Committee will enlist<br />

the services of relevant government agencies<br />

like the National Bureau of Investigation or<br />

the Department of Finance in its investigation<br />

and submit its report to the Senate hearing<br />

the case, so that everything is above board,”<br />

he added.<br />

Admitting that the shipment was an illegal<br />

shipment, Garcia emphasized that the ongoing<br />

investigation will “not spare anybody who<br />

has committed infraction of the rules or has<br />

participated in this illegal shipment.”<br />

Tuazon, on the other hand, explained that<br />

he allowed the discharge of the cargo which<br />

arrived April 4, 2012, based on the representation<br />

made by Metroeastern that the NFA<br />

Allocation and Import Permit is being processed.<br />

He, however, added that when Metroeastern<br />

failed to produce the NFA permit within<br />

Central Luzon challenged President Benigno<br />

Aquino III to abandon interest on<br />

Hacienda Luisita and implement “genuine”<br />

land reform by junking the Comprehensive<br />

Agrarian Reform Program<br />

Extension with “Reforms” (CARPer) and<br />

passing House Bill 374 or the Genuine<br />

Agrarian Reform Bill (GARB).<br />

More than 100 farmers from Tarlac,<br />

Nueva Ecija, P<strong>ang</strong>asinan and Pamp<strong>ang</strong>a<br />

protested in front of the Department of<br />

Agrarian Reform (DAR) central office in<br />

Quezon City, joining farmers from other<br />

regions under the Kilus<strong>ang</strong> Magbubukid<br />

ng Pilipinas (KMP) and Anakpawis Partylist.<br />

The following d<strong>ay</strong>, the farmers protested<br />

at Mendiola bridge to challenge<br />

the Aquino government. CARPer or<br />

Republic Act 9700 is on its third year<br />

implementation after former president<br />

Gloria Macapagal-Arroyo signed it on<br />

“Aquino and everyone in the country<br />

should accept that without genuine land<br />

exposed and its multi-billion budget allocation<br />

would all go to waste or to the<br />

pocket of rich landlords,” AMGL Chairperson<br />

Joseph Canlas said.<br />

AMGL primarily demanded Aquino<br />

to abandon his and his family’s interest<br />

on Hacienda Luisita and immediately<br />

order its distribution to the 6,296 farm<br />

worker-beneficiaries (FWBs) as ordered<br />

by the Supreme Court.<br />

“Aquino is sending a wrong signal by<br />

del<strong>ay</strong>ing the distribution of Hacienda<br />

Luisita. He and the Coju<strong>ang</strong>co-Aquinos<br />

promised to follow the law but when the<br />

the prescribed period of 30 d<strong>ay</strong>s, the shipment<br />

was declared an importation contrary<br />

to law, and the Bureau of Customs issued the<br />

seizure order.<br />

“The important thing is that there was<br />

enough safeguard. So we held the goods. In<br />

fact it was very clear that our action was the<br />

reason why the BOC was able to seize the shipment”<br />

he stressed.<br />

Garcia also clarified that “the cargo was not<br />

concealed but was properly declared, properly<br />

manifested, the Customs was informed, and<br />

we have secured it. When it is not in accordance<br />

with rules allowed by law, we have given<br />

the BOC the legal basis for the seizure.”<br />

“I want to assure everybody that the<br />

(SBMA) board is quite serious about this issue,<br />

and we want to make sure that if there is<br />

anybody (found to be) at fault, we will prosecute<br />

him to the fullest extent of the legal remedies<br />

available to us,” the SBMA Chair said in<br />

the press conference which was, for the first<br />

time in the history of SBMA, attended by no<br />

less than 12 members of the SBMA board.•<br />

DO—A woman was arrested<br />

after selling illegal drugs in Ba-<br />

r<strong>ang</strong><strong>ay</strong> Poblacion, in Norzagar<strong>ay</strong>,<br />

Bulacan.<br />

According to Police Regional<br />

Office Region 3 (PRO3), the sus-<br />

pect was identified as Rebecca<br />

Palad, 31 years of age and a resi-<br />

dent of the said Bar<strong>ang</strong><strong>ay</strong>.<br />

Prior to her arrest, the Mu-<br />

nicipal Police Station (MPS) of<br />

Norzagar<strong>ay</strong> had received infor-<br />

mation from a concerned citizen<br />

that selling of illegal drugs takes<br />

place in the bar<strong>ang</strong><strong>ay</strong>.<br />

Acting on the information, the<br />

police conducted an anti-illegal<br />

drug operation where they cap-<br />

tured Palad.<br />

Confiscated from her posses-<br />

sion were four pieces of small<br />

plastic sachets containing sus-<br />

pected “shabu,” which were<br />

brought to the Bulacan Crime<br />

Laboratory Office for examina-<br />

tion.<br />

A criminal complaint against<br />

the suspect was prepared under<br />

Violation of Section 11 of Repub-<br />

lic Act 9165 or known as Posses-<br />

sion of D<strong>ang</strong>erous Drugs.<br />

Palad is presently detained at<br />

the Norzagar<strong>ay</strong> Municipal Jail.<br />

In a recent development, Ar-<br />

ies David Escarpe, 31 years old,<br />

was arrested by the virtue of the<br />

warrant for violation of section 15<br />

or use of d<strong>ang</strong>erous drugs of RA<br />

9165 by the San Jose Del Monte<br />

(SJDM) City Police Station.<br />

The suspect is a resident of<br />

Bar<strong>ang</strong><strong>ay</strong> Gumaoc East, SJDM<br />

He has a recommended bail<br />

of P40,000 which was issued by<br />

Shellfish Bulletin dated Au-<br />

gust 3 reported, “The coastal<br />

waters of Bulacan in Manila<br />

B<strong>ay</strong>; Masinloc B<strong>ay</strong> in Zam-<br />

bales; and coastal waters of<br />

Mariveles, Lim<strong>ay</strong> Orion, Pi-<br />

lar, Bal<strong>ang</strong>a, Orani, Abuc<strong>ay</strong><br />

and Samal in Bataan are now<br />

free of the toxic red tide.”<br />

BFAR said shellfish from<br />

the mentioned areas can now<br />

be gathered, harvested, and<br />

sold in markets and are safe<br />

for human consumption.<br />

Meanwhile, shellfish col-<br />

lected at Dumanquillas B<strong>ay</strong><br />

in Zambo<strong>ang</strong>a del Sur; Mur-<br />

cialagos B<strong>ay</strong> in Zambo<strong>ang</strong>a<br />

del Norte and Misamis Occi-<br />

dental; and coastal waters of<br />

Milagros in Masbate are still<br />

positive for paralytic shell-<br />

fish poison that is beyond<br />

the regulatory limit.<br />

And all types of shellfish<br />

and Acetes ap or alam<strong>ang</strong><br />

from the areas mentioned<br />

are not safe for human con-<br />

sumption.<br />

“Fish, squids, shrimps,<br />

and crabs are safe for human<br />

consumption provided that<br />

they are fresh and washed<br />

thoroughly and internal<br />

organs such as gills and in-<br />

testines are removed before<br />

cooking,” BFAR said. •<br />

AirAsia reduces Clark-Puerto Princesa flights<br />

MABALACAT CITY—After<br />

its cityhood declaration, M<strong>ay</strong>or<br />

Marino “Boking” Morales said<br />

local officials are set to draft a<br />

10-year development plan that<br />

mainly includes infrastructure<br />

development and efficient fis-<br />

cal management.<br />

In an interview Mond<strong>ay</strong>,<br />

Morales said the 10-year devel-<br />

opment plan will be composed<br />

of the construction of addi-<br />

tional building for the city col-<br />

lege; improvement of birthing<br />

station facilities; the establish-<br />

ment of a materials recovery<br />

facility (MRF) and a landfill;<br />

the expansion of the public<br />

cemetery and the renovation of<br />

the Mabalacat public market.<br />

Moreover, Morales said the<br />

development plan will also in-<br />

clude improvement of the city’s<br />

fire stations, the city jail and<br />

the slaughter house.<br />

“Above all that, we like to<br />

renovate our old municipal<br />

hall in Bar<strong>ang</strong><strong>ay</strong> Poblacion. We<br />

could turn it into a museum<br />

that would show important<br />

events on how our town be-<br />

came a city,” Morales said.<br />

Apart from the 10-year de-<br />

velopment plan, Morales plans<br />

to benchmark its governance<br />

with known progressive cities<br />

like Davao City, Puerto Princ-<br />

esa and Makati City.<br />

“We will benchmark with<br />

progressive cities and we will<br />

also get development consult-<br />

ants from the corporate world,”<br />

Morales said.<br />

Since its cityhood on July<br />

21, the local government unit<br />

is expected to have an addi-<br />

tional P200 million Internal<br />

Revenue Allotment from the<br />

national government. In total,<br />

the city’s budget allocation is<br />

about P800 million.<br />

“I appeal to Mabalaqueños<br />

to help us in this endeavor in<br />

improving Mabalacat,” Mo-<br />

Clark should fly high<br />

A welcome development, it is, the report<br />

that Clark International Airport (CIA) has<br />

been named third best airport zone in the<br />

world. This recognition is even sweeter to<br />

note that the body that gave the Clark Airport<br />

such distinction is the FDi magazine<br />

published by the London Financial Times<br />

Group.<br />

Being an authority in assessing business<br />

viabilities, FDi’s ranking of CIA further<br />

boosted Central Luzon’s bid of having<br />

the airport in Clark being declared as the<br />

country’s premier airport.<br />

This ranking by a world-wide and respectable<br />

organization should convince<br />

Malacañ<strong>ang</strong> that it is high time that it<br />

poured all its effort to develop CIA and its<br />

environs. This recognition is a total opposite<br />

of a recent survey where the Ninoy<br />

Aquino International Airport (NAIA) in<br />

Pas<strong>ay</strong> City ranked high among the worst<br />

airports in the world.<br />

With NAIA becoming a notorious port<br />

that shoo aw<strong>ay</strong> prospective tourists and<br />

investors, the government should now<br />

start to focus its energy in developing other<br />

airports—and CIA is the nearest option<br />

that the government has.<br />

It is a pity that the government remains<br />

stagnated in searching for solutions to the<br />

growing pains of the land-locked NAIA,<br />

which can no longer accommodate large<br />

aircraft as it does not have any room for<br />

expansion.<br />

The recognition of FDi magazine is a<br />

sort of pat on the back of Clark International<br />

Airport Corp. president and CEO<br />

Victor Jose Luciano, who had been looking<br />

for w<strong>ay</strong>s to entice the national government<br />

to take advantage of the airport’s full<br />

potential. This is a strong and convincing<br />

factor that should shake awake the people<br />

of Malacañ<strong>ang</strong> into allocating more funds<br />

for the Clark airport.<br />

If this recent development will not move<br />

Malacañ<strong>ang</strong> into action, then Clark, which<br />

is already taking off towards new heights,<br />

has no other w<strong>ay</strong> but down.<br />

institutions. Mosquitos propagate their<br />

numbers rapidly, they propagate their<br />

number of <strong>dengue</strong> victims, too.<br />

The number of individuals who are<br />

infected with the <strong>dengue</strong> virus for this<br />

year is much greater than that of last year<br />

in Pamp<strong>ang</strong>a. There were a total of 878<br />

For years there was protest<br />

against an investor who wanted<br />

to put up a golf course. The project<br />

did not continue. Everything<br />

was peaceful for those who initially<br />

fought for the retention of the natural<br />

flora and fauna of the mountain<br />

late last year, there<br />

was a lot of talk about<br />

another investor taking<br />

over the golf project.<br />

One morning, much<br />

like the massacre of<br />

the acacia trees along<br />

MacArthur highw<strong>ay</strong>,<br />

the mountain was no<br />

longer green like its<br />

neighboring views. It<br />

became the hot topic<br />

throughout the Pinatubo affected<br />

Those who’ve just taken over the<br />

reins of CDC should take a closer<br />

look and review the report submitted<br />

by LBII.<br />

ripped from the bounty of nature. In<br />

the aftermath, we see gruesome evidences<br />

of man’s inutile measures to<br />

show might and power against nature;<br />

that which takes him to build<br />

for months or even years are swept<br />

in one disaster.<br />

Why take the same path to sure<br />

destruction where we can avoid it?<br />

The disaster of Mt. Pinatubo is not<br />

so long ago. Our mountain r<strong>ang</strong>es<br />

have somehow recovered from the<br />

silver, gr<strong>ay</strong> light that blind the sight<br />

of those who took the road towards<br />

Clark. They have turned green and<br />

with lush vegetation. All these,<br />

thanks to birds and other creatures,<br />

which dropped seeds in their flight.<br />

No thanks to the human kind.<br />

Now that they have become a sight<br />

to see, a carpet of velvety green, they<br />

who care for nothing but business<br />

and personal gains, make the lame<br />

excuse of providing work to who and<br />

at what cost?<br />

What about the destruction and<br />

ugly landscape you blatantly displ<strong>ay</strong><br />

by your man-made mitigation<br />

measures which everybody can see<br />

from the distance as wanton displ<strong>ay</strong><br />

of a lack of respect for creations you<br />

yourself have no power to create but<br />

Sub-Zone. This policy would restrict<br />

building to certain areas but would<br />

not<br />

necessarily restrict the use of the<br />

land for agricultural or forestry purposes.<br />

Watersheds<br />

In the interest of watershed management<br />

and to conserve water<br />

quality for potential future water<br />

supplies, a policy will be formulated<br />

restricting development and the use<br />

of land for potentially polluting uses<br />

such as golf courses in the area of<br />

certain watersheds.<br />

Without a title of expertise to<br />

argue with those who learned it in<br />

the comfort of Powerpoint presentations<br />

and theorizing, my humble<br />

contribution from more than<br />

35 years, I have treaded the shaky<br />

cl<strong>ay</strong> and muddied soil of deforested<br />

mountains, and walked the disaster<br />

path in rescue and relief. This is the<br />

only truth I know after seeing remnants<br />

of man’s spoils from ravaging<br />

natural resources: That attempts to<br />

alter the contour of any natural creation<br />

will bring havoc and irreparable<br />

repercussions. It never strikes<br />

the “investors” the w<strong>ay</strong> the locals’<br />

lives are swept like debris because of<br />

Every citizen has the right to health.<br />

Thus, the government owes to the<br />

governed the provision of effective<br />

and efficient health care system,<br />

especially to those who have less<br />

or no means at all to acquire medical<br />

services.<br />

With this in mind, Governor Lilia “Nan<strong>ay</strong><br />

Baby” Pineda made public her plans of revolutionizing<br />

the province’s health care system<br />

through the rehabilitation of all 11 district hospitals<br />

to address the growing medical needs of<br />

the province.<br />

The lady governor made it her foremost priority<br />

to ensure that the less fortunate patients<br />

are well attended to in government hospitals<br />

and that every Kapamp<strong>ang</strong>an would receive<br />

the medical attention they truly deserve.<br />

However, Nan<strong>ay</strong> Gov’s desire to provide<br />

quality yet affordable health services would<br />

not be realized with the rehabilitation of infrastructures<br />

alone.<br />

Government hospitals are now engaged in a<br />

consignment scheme with various pharmaceutical<br />

companies to ensure that all medical supplies<br />

and medicines are alw<strong>ay</strong>s available in all<br />

district hospitals. Instances of medicines running<br />

out of stock are now eliminated.<br />

Furthermore, the Provincial Board, led by<br />

Vice Governor Joseller “Yeng” Guiao recently<br />

passed Ordinance No. 550 which marks the<br />

distribution of health access cards for the<br />

members of marginalized sectors.<br />

According to Board Member Monina “Monz”<br />

Laus, one of the authors of the said ordinance<br />

and chairperson of the Committee on Health,<br />

the “Health Access Card Program” for persons<br />

with disabilities (PWDs), senior citizens, indigent<br />

families, even village service providers,<br />

will augment the existing health projects of the<br />

provincial government and make medical services<br />

more accessible to the members of said<br />

sectors.<br />

The provincial board has also authorized the<br />

Provincial Social Welfare and Development Office,<br />

headed by Elizabeth Estiller-B<strong>ay</strong>b<strong>ay</strong>an, to<br />

facilitate the implementation of said program,<br />

including the establishment of a Database<br />

Management System to monitor its progress.<br />

B<strong>ay</strong>b<strong>ay</strong>an shared that the province will be<br />

distributing four types of health access cards<br />

varying in colors and discount rates, depending<br />

on the status of the recipients or beneficiaries.<br />

Gold access cards will be distributed to<br />

PWDs; senior citizens; appointed village service<br />

providers such as bant<strong>ay</strong> b<strong>ay</strong>an, health<br />

workers, and d<strong>ay</strong> care workers; and members<br />

of families with a combined monthly income of<br />

P4,000 below.<br />

Gold access card holders will be given 100%<br />

discount on all medical services including doctor’s<br />

fees, room fees, laboratory fees, and medicines<br />

in the 11 district hospitals of the province.<br />

Consequently, silver, bronze, and blue access<br />

card holders will be given 85%, 70%, and<br />

50% discount, respectively.<br />

PWDs from the 2 cities and 19 municipalities<br />

of the province have already been briefed<br />

of the new health program, during the celebration<br />

of the 34th National Disability Prevention<br />

and Rehabilitation Week, and welcomed the<br />

new development.<br />

Nan<strong>ay</strong> Gov’s mission to provide an integrated<br />

and comprehensive health care development<br />

program for the Kapamp<strong>ang</strong>ans will come to<br />

fruition with the distribution of health access<br />

cards, partnered with the rehabilitated health<br />

facilities and abundant supplies and medicines<br />

throughout the province.<br />

traffic congestions.<br />

leaving at about 11:30 a.m.<br />

Luciano earlier stressed that<br />

Clark airport is ready 24/7 for diversion<br />

flights from NAIA since<br />

the spacious aviation complex can<br />

accommodate wide-bodied aircraft.<br />

“The airport is alw<strong>ay</strong>s ready and<br />

our navigational systems are working<br />

round the clock,” Luciano said.<br />

Luciano said operations at the<br />

(FAWD) was awarded the<br />

Huwar<strong>ang</strong> Samahan ng<br />

mga M<strong>ay</strong> Kapansanan<br />

(Model Association of<br />

PWDs) in the recently con-<br />

cluded regional recognition<br />

of LGUs, groups, and<br />

individuals that promote<br />

the welfare of PWDs.<br />

The group has a membership<br />

of 964 PWDs and<br />

in existence for three years<br />

now.<br />

The FAWD worked on<br />

identifying the PWDs in<br />

the 33 bar<strong>ang</strong><strong>ay</strong>s of Floridablanca<br />

and formed<br />

them into organizations.<br />

They were also able to<br />

establish two SPED (Special<br />

Education) classes in<br />

bar<strong>ang</strong><strong>ay</strong>s Basa and Apalit,<br />

MABALACAT CITY—This city in<br />

Pamp<strong>ang</strong>a won an award that recognizes<br />

its efforts in caring for persons<br />

with disabilities (PWD).<br />

Mabalacat won the “Natat<strong>ang</strong>ing<br />

B<strong>ay</strong>an” award in the regional “Gawad<br />

Pagkilala sa Natat<strong>ang</strong>ing Pagkalinga<br />

sa mga M<strong>ay</strong> Kapansanan.”<br />

Compliance with the five criteria<br />

formulated by the Regional Council<br />

on Disability Affairs brought Mabalacat<br />

this recognition.<br />

As of June 2012, Mabalacat had<br />

issued 655 PWD identification cards<br />

to persons with different disabilities.<br />

The town maintains its own online<br />

registration of PWDs which shows<br />

valuable statistics about PWDs at<br />

the click of a button; this is important<br />

to its local policy makers.<br />

Mabalacat also conforms to<br />

Batas Pambansa 344 or the Accessibility<br />

Law. The municipal hall provides<br />

ramps on all its entrances and<br />

priority lanes in the different offices<br />

so PWDs can conveniently transact<br />

business. There are also parking<br />

spaces allotted for PWDs within the<br />

municipal grounds.<br />

Mabalacat has also established<br />

its Persons with Disabilities Affairs<br />

Office (PDAO), headed by Michael<br />

Miranda, and staffed by four more<br />

PWDs.<br />

The programs regularly undertaken<br />

by the municipality includes<br />

the celebration of the National Prevention<br />

and Rehabilitation (NDPR)<br />

Week on the third week of July,<br />

Christmas gift-giving for PWDs<br />

every December, the conduct of<br />

bar<strong>ang</strong><strong>ay</strong> fora where disability issues<br />

are ventilated, radio guesting<br />

of PWDs, feeding programs at the<br />

special education centers, distribution<br />

of wheelchairs, and distribution<br />

of mobile fishball carts as livelihood<br />

for PWDs.<br />

Training on the production of<br />

fabric softener, soap-making and<br />

candle-making were conducted by<br />

the town in coordination with the<br />

Department of Trade and Industry<br />

and the Department of Agriculture<br />

submerged into 2.5 deep floodwater:<br />

Batasan, Capal<strong>ang</strong>an, Sucad (Purok 3),<br />

San Vicente (Bagong Pag-asa).<br />

The Pamp<strong>ang</strong>a River has spilled<br />

over inundating Bar<strong>ang</strong><strong>ay</strong>s Capal<strong>ang</strong>an<br />

and Sulipan.<br />

In Candaba, the bar<strong>ang</strong><strong>ay</strong>s of San<br />

Agustin, Sitio Dukma in Paral<strong>ay</strong>a, Pescadores,<br />

In Macabebe town, 25 villages are<br />

under floodwater such as Castuli,<br />

In San Simon, 13 bar<strong>ang</strong><strong>ay</strong>s were<br />

Cruz, San Isidro, San Juan, San Pablo<br />

(Proper), Sto. Nino, San Agustin, San<br />

Jose, Sta. Monica, San Pablo Libutad,<br />

San Nicolas and San Miguel with one<br />

to 3.5 feet floodwater affecting 800<br />

families or 2,657 individuals.<br />

In Ar<strong>ay</strong>at, the bar<strong>ang</strong><strong>ay</strong>s of San<br />

Cory Aquino through her executive<br />

orders 407 and 448 in 1990, and<br />

Deed of Transfer (DOT) between<br />

DAR and the Dept. of National Defense<br />

(DND) signed by Sec. Benjamin<br />

Leong and Renato De Villa, respectively<br />

in 1990, but the process is<br />

being opposed by the AFP, a government<br />

entity itself,” Canlas said.<br />

of a genuine land reform program<br />

would lead to an agrarian unrest in<br />
