We are back to bus<strong>in</strong>ess as usual - whatever<br />

'usual' has come to mean given the current<br />

circumstances - after our special issue of May<br />

which concentrated on the destruction and<br />

devastation that befell our cities and towns,<br />

<strong>in</strong>stitutions and <strong>in</strong>frastructure, follow<strong>in</strong>g Israel's<br />

massive <strong>in</strong>cursions <strong>in</strong>to Palest<strong>in</strong>ian territories.<br />

Everyone is slowly pick<strong>in</strong>g up the pieces <strong>in</strong><br />

an effort to return to a semblance of normalcy.<br />

Through the process of reconstruct<strong>in</strong>g what was<br />

damaged, it became apparent that reform was<br />

called for <strong>in</strong> most of the <strong>in</strong>stitutions and public<br />

bodies that govern our daily lives. In fact, reform<br />

was <strong>in</strong> order s<strong>in</strong>ce some time back but it became<br />

a press<strong>in</strong>g issue when it was evident that a return<br />

to the previous status quo was not acceptable.<br />

The feature article tackles this very issue and<br />

discusses what has been go<strong>in</strong>g on to put <strong>in</strong><br />

place mechanisms that ensure transparency<br />

and accountability at all levels.<br />

In Personality of the Month we look at the<br />

formidable lady who was beh<strong>in</strong>d a venerable<br />

Jerusalem <strong>in</strong>stitution - Dar Al-Tifl Al-Arabi, which<br />

You will notice that no events are listed for<br />

the Bethlehem area as the cultural centres<br />

there are still undergo<strong>in</strong>g repairs but elsewhere<br />

th<strong>in</strong>gs are return<strong>in</strong>g to their normal schedules.<br />

I th<strong>in</strong>k that you've done a good job on the spcial 'Jen<strong>in</strong>' edition. It's however amaz<strong>in</strong>g how all our<br />

agendas and activities ought to change upon (the) context we're liv<strong>in</strong>g <strong>in</strong>.<br />

One would suppose that the <strong>in</strong>tegrity<br />

and pro fession alism of the two legislative<br />

bodies of the only super power today to be<br />

im pecca ble. However, it is more and more<br />

evident that the members of the American<br />

House of Representatives and the Senate<br />

are, at best, grade B politicians. They are<br />

<strong>in</strong>fluenced, swayed, even bought. How<br />

else can one expla<strong>in</strong> the constant venom<br />

that comes out from these two 'prestigious'<br />

houses when it comes to the Palest<strong>in</strong>ian<br />

people and its leaders? You would th<strong>in</strong>k<br />

that we, the Palest<strong>in</strong>ians, are occupy<strong>in</strong>g the<br />

United States of America! Just listen to Dick<br />

Armey, Tom Delay, Tom Lantos, Jon Kyl or<br />

Evan Bayh, to name only a few, speak about<br />

the situation <strong>in</strong> the Middle East. The fervour<br />

and <strong>in</strong>tensity alone make you suspicious<br />

of an ulterior motive. The last resolution I<br />

heard of, that was passed <strong>in</strong> favour of Israel<br />

on May 2 nd , was by a vote of 94 yeas and 2<br />

nays!! All 94 yeas went to Israel, which has<br />

been occupy<strong>in</strong>g Palest<strong>in</strong>e for the past 54<br />

years, and the nays to occupied Palest<strong>in</strong>e.<br />

You know what? We have more support<br />

<strong>in</strong> the Israeli Knesset than <strong>in</strong> both Houses<br />

comb<strong>in</strong>ed!<br />

On the even<strong>in</strong>g of May 2 nd , a small group of<br />

Palest<strong>in</strong>ians braced themselves and headed<br />

to 'enemy territory,' Tel Aviv, for a political<br />

debate with supposedly ma<strong>in</strong>stream Israelis.<br />

The Palest<strong>in</strong>ian 'delegation,' be<strong>in</strong>g active<br />

society members, university graduates, fluent<br />

<strong>in</strong> English and probably th<strong>in</strong>k<strong>in</strong>g they knew<br />

better than anyone else that appeared on<br />

CNN, felt feisty and naturally prepared for<br />

a fight. After five and a half hours of talk<strong>in</strong>g,<br />

however, the overall outcome was very<br />

frustrat<strong>in</strong>g, to say the least, although, be<strong>in</strong>g<br />

part of the Palest<strong>in</strong>ian team, I cannot say that<br />

all was <strong>in</strong> va<strong>in</strong>. One Palest<strong>in</strong>ian, on the way<br />

back, said "I had all the arguments worked<br />

out very logically and systematically, but still<br />

didn't manage to conv<strong>in</strong>ce the Israelis." At<br />

the end, the only Palest<strong>in</strong>ian lady among<br />

the group was cry<strong>in</strong>g ma<strong>in</strong>ly because of what<br />

some Israeli hardl<strong>in</strong>ers had to say.<br />

It is no more a secret that every Senate<br />

and House of Representatives member<br />

has to pay homage to his highness Moshe<br />

sitt<strong>in</strong>g on the throne of the k<strong>in</strong>gdom of AIPAC<br />

(American Israeli Public Affairs Committee),<br />

and to get its bless<strong>in</strong>gs too. It amazes me,<br />

however, how, <strong>in</strong> a democratic country,<br />

one body can have so much power and<br />

<strong>in</strong>fluence over the most <strong>in</strong>fluential people<br />

<strong>in</strong> the land. President B. Frankl<strong>in</strong> will be<br />

toss<strong>in</strong>g <strong>in</strong> his grave if he knew that most<br />

of the American people's representatives<br />

have sold their soles for thirty pieces of<br />

silver. It is also shameful when supposedly<br />

the representatives of the free world take<br />

a bi ased and prejudicial stand aga<strong>in</strong>st an<br />

oppressed people yearn<strong>in</strong>g for free dom.<br />

Maybe the freedom of the gentlemen and<br />

ladies <strong>in</strong> the House of the Rep re sentatives<br />

and the Senate should precede ours.<br />

Rise oh ye Congress members and demand<br />

your freedom, start your own Intifada<br />

and call it the "C.H.I." (Capitol Hill Intifada!),<br />

but be warned, do not pick up arms, lest you<br />

be called … terrorists!!!<br />

The ma<strong>in</strong> <strong>in</strong>centive for us to go was<br />

two-fold: a) the conviction that ma<strong>in</strong>stream<br />

Israelis do not really know what is happen<strong>in</strong>g<br />

<strong>in</strong> the occupied territories, i.e. the cont<strong>in</strong>ual<br />

day-to-day suffer<strong>in</strong>g of all Palest<strong>in</strong>ians is a<br />

sure recipe <strong>in</strong> itself for further violence, and,<br />

b) because we believed that pressure for<br />

change <strong>in</strong> the Israeli attitude and policy will<br />

ma<strong>in</strong>ly come from with<strong>in</strong> the Israeli society.<br />

The debate was more of a tennis match<br />

than anyth<strong>in</strong>g else. For hours, accusations<br />

and counter accusations were thrown at<br />

each other and emotions were runn<strong>in</strong>g high<br />

all the time. It felt like both teams provided<br />

each other an opportunity to vent off bottled<br />

feel<strong>in</strong>gs. Fear, mistrust, stereotyp<strong>in</strong>g and<br />

mental blocks were the reign<strong>in</strong>g forces.<br />

The scary th<strong>in</strong>g for the Palest<strong>in</strong>ians was the<br />

fact that the sett<strong>in</strong>g was an Israeli high-tech<br />

company and the Israeli team was made up


of professional IT personnel. At some po<strong>in</strong>t,<br />

one Palest<strong>in</strong>ian noted that the debate might<br />

as well have been <strong>in</strong> Kiryat Arba, the extreme<br />

right w<strong>in</strong>g Jewish settlement near Hebron.<br />

S<strong>in</strong>ce that even<strong>in</strong>g, two additional meet<strong>in</strong>gs<br />

were conducted with fewer members on<br />

both teams. Emotions were cooler <strong>in</strong> those<br />

meet<strong>in</strong>gs but positions were unchanged.<br />

To the Israelis, security rema<strong>in</strong>ed<br />

their number one concern and to us, the<br />

Palest<strong>in</strong>ians, end<strong>in</strong>g the occupation was<br />

our ma<strong>in</strong> concern. We tried hard to conv<strong>in</strong>ce<br />

enjoyed full occupancy<br />

rate. It was the most<br />

prosperous week for the<br />

tourism <strong>in</strong>dustry s<strong>in</strong>ce<br />

the Israeli army closed<br />

the gates to the city, now<br />

located at the <strong>in</strong>famous<br />

Erez checkpo<strong>in</strong>t, almost two years ago. S<strong>in</strong>ce<br />

then, Gaza has been, quite literally, a place<br />

apart from the rest of the world.<br />

Despite some lack of practice, restaurants,<br />

tr<strong>in</strong>ket shops, hotels, cabbies, and self-styled<br />

tour operators and translators worked around<br />

the clock to accommodate the 200 plus<br />

journalists who were roam<strong>in</strong>g the city look<strong>in</strong>g<br />

for a "story." Several dozen <strong>in</strong>ternational<br />

peace activists were also <strong>in</strong> Gaza; not <strong>in</strong><br />

the city but rather at the front l<strong>in</strong>es <strong>in</strong> Rafah<br />

and Khan Younes. They slept on couches <strong>in</strong><br />

Gazan families' homes, shared their food and<br />

used public transportation rather than pay<strong>in</strong>g<br />

hundreds of dollars that the journalists were<br />

happily dish<strong>in</strong>g out <strong>in</strong> order to get "access."<br />

Like the journalists, the peace activists had<br />

come to Gaza because an imm<strong>in</strong>ent strike<br />

was expected. Early on it became evident<br />

that a full-scale <strong>in</strong>vasion of Gaza by the<br />

Israeli army would be avoided, partly out of<br />

fear of more Israeli casualties than the public<br />

<strong>in</strong> Tel Aviv would tolerate. But targeted attacks<br />

were still expected and journalists harassed<br />

Fatah and Hamas military leaders to make<br />

a show of force <strong>in</strong> front of roll<strong>in</strong>g cameras.<br />

The press needed to show the world that<br />

Gaza was a grand fortress prepar<strong>in</strong>g for<br />

a fight till death <strong>in</strong> the event of an Israeli<br />

<strong>in</strong>vasion. The homes of Hamas leaders<br />

the Israelis that the latter's security will<br />

only come by end<strong>in</strong>g the occupation, i.e.<br />

provid<strong>in</strong>g the Palest<strong>in</strong>ians their own security.<br />

Unfortunately, <strong>in</strong> my op<strong>in</strong>ion, most Israelis<br />

today suffer from paranoia to a po<strong>in</strong>t where<br />

they neither see themselves as the strong<br />

party <strong>in</strong> the equation, nor as the oppressors.<br />

As amaz<strong>in</strong>g as it might sound, some even<br />

saw themselves as the victims!<br />

to "get the picture" if the<br />

strike came. Meanwhile,<br />

journalists ate and moved<br />

around the city <strong>in</strong> packs<br />

with irritated looks <strong>in</strong> their<br />

eyes, which said, "where<br />

is the story?"<br />

Ultimately, the PR arm<br />

of the united leadership of the Intifada<br />

caved <strong>in</strong> and young men with masked faces<br />

paraded, patrolled and did tricks <strong>in</strong> front of<br />

the cameras to satisfy the hunger of the press<br />

for the "shot." Ismail Abu Shanab, the leader<br />

of the Hamas PR mach<strong>in</strong>e, gave dozens<br />

of <strong>in</strong>terviews a day. Speak<strong>in</strong>g <strong>in</strong> perfect<br />

English, he told journalist after journalist<br />

that Hamas was will<strong>in</strong>g to recognize the<br />

existence of Israel, if not its right, but its de<br />

facto presence. Shocked reporters did follow<br />

up questions. They were shocked and some<br />

were dismayed. Where was the militancy,<br />

where was the desire for vengeance, "come<br />

on," they seemed to be say<strong>in</strong>g, "get with<br />

it - be your militant self." To do so would,<br />

of course, accommodate the Israeli desire<br />

for "retaliation" and the "understand<strong>in</strong>g"<br />

for the need to do so by the <strong>in</strong>ternational<br />

community.<br />

Gazans have clearly learned a lesson: war<br />

and media are a bus<strong>in</strong>ess that, <strong>in</strong> Palest<strong>in</strong>e at<br />

least, Palest<strong>in</strong>ians have to pay for with their<br />

blood. And it was clear that the Palest<strong>in</strong>ians<br />

<strong>in</strong> Gaza might be ready to die for the liberation<br />

of Palest<strong>in</strong>e but not so the Israeli army. For<br />

the time be<strong>in</strong>g, the <strong>in</strong>ternational media has to<br />

wait a while to get its much-desired adrenal<strong>in</strong>e<br />

"shots."<br />

Damage to Civilian Infrastructure and Institutions<br />

In the West Bank Estimated at US$342 million<br />

An assessment conducted by <strong>in</strong>ternational<br />

donors estimated physical damage <strong>in</strong> the<br />

West Bank, result<strong>in</strong>g from Israel's recent<br />

military <strong>in</strong>cursions dur<strong>in</strong>g March/April 2002,<br />

at US$342 million, not <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>come<br />

losses and social and humanitarian costs.<br />

The Nablus region was hardest-hit, with<br />

repair costs estimated at US$113 million,<br />

followed by the Jen<strong>in</strong> region (US$88 million)<br />

and Ramallah (US$52 million).<br />

The private sector suffered the most, with<br />

repairs estimated at a total of US$100 million,<br />

of which US$50 million consisted of damage to<br />

build<strong>in</strong>gs and equipment and spoilage/loss of<br />

<strong>in</strong>ventory. Significant damage also occurred to<br />

roads (US$70 million), private hous<strong>in</strong>g (US$63<br />

million) and ancient cultural sites (US$52<br />

million), as well as to electricity and water<br />

networks, schools and cl<strong>in</strong>ics. In the Jen<strong>in</strong><br />

refugee camp, where 800 families are now<br />

homeless, damage to hous<strong>in</strong>g amounts to<br />

US$34 million. Serious damage was <strong>in</strong>flicted<br />

on historical sites <strong>in</strong> Nablus. <strong>This</strong> <strong>in</strong>cluded the<br />

destruction of Al Khadra mosque, an ancient<br />

public bath, old houses and unique traditional<br />

soap factories. The total cost of restor<strong>in</strong>g the<br />

old city of Nablus is estimated at $47 million,<br />

<strong>in</strong>clud<strong>in</strong>g the cost of br<strong>in</strong>g<strong>in</strong>g down structures<br />

and removal of debris.<br />

Palest<strong>in</strong>ian Authority m<strong>in</strong>istries <strong>in</strong> Ramallah<br />

were also seriously damaged. The offices of<br />

21 PA m<strong>in</strong>istries and agencies were entered<br />

and ransacked to vary<strong>in</strong>g degrees, with<br />

destruction focused particularly on office<br />

equipment, computers and data storage<br />

facilities. The estimated replacement and<br />

repair costs to PA office <strong>in</strong>teriors <strong>in</strong> Ramallah<br />

is US$8 million.<br />

Serious as it is, the damage to <strong>in</strong>frastructure<br />

and <strong>in</strong>stitutions is likely to be overshadowed by<br />

the economic losses result<strong>in</strong>g from the latest<br />

<strong>in</strong>cursions and their aftermath (<strong>in</strong> the form of<br />

tightened closures <strong>in</strong> the West Bank, should<br />

these persist). Dur<strong>in</strong>g the first 15 months of<br />

the Intifada, physical damage from armed<br />

conflict amounted to US$305 million while<br />

Palest<strong>in</strong>ian <strong>in</strong>come losses, due pr<strong>in</strong>cipally<br />

to restrictions on the movement of people<br />

and goods, totaled US$2.4 billion. United<br />

Nations agencies (UNDP, UNRWA, WFP,<br />

WHO, UNSCO and UNESCO), the World<br />

Bank, the European Union, USAID and the<br />

governments of Canada, Denmark, France,<br />

Germany, Italy, Japan, the Netherlands and<br />

Norway carried out the damage assessment,<br />

<strong>in</strong> close cooperation with the PA. The<br />

objective was to provide a sound basis for a<br />

credible donor response.<br />

Donors have already <strong>in</strong>dicated that they<br />

will provide at least US$155 million for priority<br />

repairs, on an urgent basis. <strong>This</strong> figure is<br />

likely to grow as the PA approaches donors<br />

for additional assistance.<br />

The establishment of the Coalition<br />

for Accountability and Integrity - AMAN<br />

has its roots <strong>in</strong> the experience of the<br />

Palest<strong>in</strong>ian Legislative Council (PLC)<br />

which failed to combat corruption <strong>in</strong> the<br />

Palest<strong>in</strong>ian National Authority (PNA) when<br />

the General Audit's Report showed 52<br />

cases of official corruption represent<strong>in</strong>g<br />

misuse of public funds. The PLC members<br />

who led the struggle found themselves<br />

alone <strong>in</strong> the battle, as the role of civil<br />

society organizations was weak <strong>in</strong> terms of<br />

organiz<strong>in</strong>g themselves for address<strong>in</strong>g the<br />

issue of corruption or <strong>in</strong> gett<strong>in</strong>g <strong>in</strong>volved<br />

<strong>in</strong> this battle.<br />

Analysis of this experience led AMAN's<br />

members to re-evaluate the role of civil<br />

society organizations <strong>in</strong> monitor<strong>in</strong>g the<br />

performance of the Executive Authority<br />

represent<strong>in</strong>g the public <strong>in</strong>terest. Accord<strong>in</strong>gly,<br />

a number of credible local organizations<br />

started to analyse the Palest<strong>in</strong>ian context,<br />

tak<strong>in</strong>g <strong>in</strong>to consideration the exceptional<br />

case of Palest<strong>in</strong>e, be<strong>in</strong>g <strong>in</strong> a transitional<br />

period comb<strong>in</strong><strong>in</strong>g both the national struggle<br />

aga<strong>in</strong>st occupation and the build<strong>in</strong>g of the<br />

state. However, the experience of other<br />

countries has also shown that transitional<br />

periods provide a suitable environment<br />

for corruption.<br />

worked on develop<strong>in</strong>g a local approach to<br />

enhanc<strong>in</strong>g transparency and accountability<br />

and combat<strong>in</strong>g corruption. <strong>This</strong> needed<br />

develop<strong>in</strong>g strategies that are specific to<br />

the Palest<strong>in</strong>ian context. AMAN has decided<br />

that work<strong>in</strong>g on combat<strong>in</strong>g corruption<br />

should be a long-term, cont<strong>in</strong>uous process<br />

through develop<strong>in</strong>g and implement<strong>in</strong>g<br />

the Palest<strong>in</strong>ian National Action Plan<br />

Aga<strong>in</strong>st Corruption, <strong>in</strong> cooperation with<br />

governmental and non-governmental<br />

organizations <strong>in</strong> addition to the private<br />

sector. <strong>This</strong> will require adopt<strong>in</strong>g a positive<br />

approach <strong>in</strong> work<strong>in</strong>g with different partners<br />

from the state and the civil society. The<br />

work of AMAN is perceived as back up<br />

to any reform<strong>in</strong>g process <strong>in</strong> order to<br />

guarantee its success.<br />

The Coalition has also developed a<br />

number of work mechanisms to fulfil its<br />

goals and objectives. AMAN functions<br />

as a network of specialized and active<br />

<strong>in</strong>stitutions on the basis of precise criteria<br />

and requirements that guarantee credibility,<br />

professionalism, and effective results.<br />

The member organizations of AMAN<br />

will implement some of AMAN's projects<br />

AMAN seeks to contribute to good<br />

governance through foster<strong>in</strong>g and<br />

enhanc<strong>in</strong>g <strong>in</strong>tegrity and accountability <strong>in</strong><br />

the political system as well as <strong>in</strong> all sectors<br />

of Palest<strong>in</strong>ian society. The Coalition was<br />

established to fulfil a number of goals,<br />

<strong>in</strong>clud<strong>in</strong>g establish<strong>in</strong>g the Palest<strong>in</strong>ian<br />

National Integrity System aga<strong>in</strong>st corruption<br />

and rais<strong>in</strong>g public awareness about<br />

corruption, its support<strong>in</strong>g environment, and<br />

its destructive consequences. In addition,<br />

AMAN seeks to contribute to the build<strong>in</strong>g<br />

organizations of the Coalition to th<strong>in</strong>k<br />

of systems of accountability and <strong>in</strong>tegrity<br />

about work<strong>in</strong>g on the issue of combat<strong>in</strong>g<br />

with<strong>in</strong> Palest<strong>in</strong>ian <strong>in</strong>stitutions, <strong>in</strong> order to<br />

corruption collectively, due to the sensitivity<br />

of the current situation and to th<strong>in</strong>k about<br />

the different <strong>in</strong>stitutions such as those of<br />

enhanc<strong>in</strong>g and strengthen<strong>in</strong>g the role<br />

the PNA, civil society organizations, and<br />

of civil society organizations <strong>in</strong> this<br />

the private sector. S<strong>in</strong>ce its establishment,<br />

mission. The United Nations Development<br />

the Coalition has worked on establish<strong>in</strong>g<br />

the Palest<strong>in</strong>ian chapter of Transparency<br />

cont<strong>in</strong>ued its support through build<strong>in</strong>g The Coalition of AMAN has <strong>in</strong>tensively<br />

accord<strong>in</strong>g to their fields of specialization and<br />

experience. <strong>This</strong> also requires coord<strong>in</strong>ation<br />

and cooperation with similar organizations<br />

locally, regionally and <strong>in</strong>ternationally,<br />

<strong>in</strong>clud<strong>in</strong>g parliamentary groups, government<br />

representatives and representatives from<br />

different sectors of civil society.<br />

AMAN will be directly address<strong>in</strong>g all<br />

concerned parties, <strong>in</strong>clud<strong>in</strong>g the executive<br />

authority and its public <strong>in</strong>stitutions, to ensure<br />

the implementation of recommendations,<br />

plans and suggestions. In addition, the<br />

Coalition will provide tra<strong>in</strong><strong>in</strong>g programmes<br />

<strong>in</strong> order to prepare qualified workers<br />

and contribute to capacity build<strong>in</strong>g <strong>in</strong><br />

the areas of systems of accountability<br />

and transparency. F<strong>in</strong>ally, AMAN will be<br />

work<strong>in</strong>g on enhanc<strong>in</strong>g the monitor<strong>in</strong>g of<br />

<strong>in</strong>stitutions and oversee<strong>in</strong>g and endors<strong>in</strong>g<br />

their activities by professional and legal<br />

means.<br />

Different Agendas for Reform <strong>in</strong><br />

Palest<strong>in</strong>e<br />

Recently, there have been different<br />

parties and forces call<strong>in</strong>g for reform <strong>in</strong><br />

Palest<strong>in</strong>e, with often conflict<strong>in</strong>g agendas.<br />

For the Americans, represented by the<br />

demands of President Bush, Palest<strong>in</strong>ians<br />

are requested to <strong>in</strong>itiate reform for security<br />

reasons. For Ariel Sharon, reform is<br />

a tool for additional delays <strong>in</strong> political<br />

negotiations with the Palest<strong>in</strong>ians. For<br />

the Palest<strong>in</strong>ians, the demand for reform<br />

varies from formal to substantive. The<br />

demand for genu<strong>in</strong>e reform, based on<br />

comprehensive assessment, transparency<br />

and accountability, is where the AMAN<br />

<strong>in</strong>itiative lies.<br />

The National Action Plan Aga<strong>in</strong>st<br />

Corruption: Long-Term Cont<strong>in</strong>uous<br />

Partnership<br />

AMAN has developed the draft for a<br />

national plan aga<strong>in</strong>st corruption, with an<br />

approach that will depend on jo<strong>in</strong>t efforts<br />

of the exist<strong>in</strong>g partners comprised of the<br />

six members of the Coalition, as well as<br />

partners from outside the coalition. The<br />

outside partners will be state bodies,<br />

<strong>in</strong>clud<strong>in</strong>g executive, legislative and judicial<br />

authorities; civil society partners such as<br />

non-governmental organizations work<strong>in</strong>g<br />

<strong>in</strong> the field of good governance; <strong>in</strong>terest<br />

groups such as unions, syndicates, and<br />

professional <strong>in</strong>stitutions; political parties;<br />

the media and the private sector.<br />

the judiciary system, reform<strong>in</strong>g the public<br />

sector and enhanc<strong>in</strong>g transparency and<br />

accountability at the local government<br />

sector; the cross-sectoral component that<br />

covers the areas of transparency and<br />

accountability <strong>in</strong> the electoral systems<br />

at all levels and promotes values of<br />

<strong>in</strong>tegrity and accountability throughout the<br />

educational system and the development<br />

of the Palest<strong>in</strong>ian Corruption Index as a<br />

tool for assess<strong>in</strong>g the level of corruption<br />

and recommend<strong>in</strong>g reforms based on<br />

its results; and the core programme<br />

component that will be implemented<br />

centrally by AMAN's secretariat to<br />

strengthen the <strong>in</strong>ternal and external<br />

network<strong>in</strong>g with relevant <strong>in</strong>stitutions,<br />

hold the annual conference of AMAN and<br />

establish the first specialized resource<br />

centre <strong>in</strong> issues of good governance,<br />

transparency and combat<strong>in</strong>g corruption.<br />

The task of rebuild<strong>in</strong>g Palest<strong>in</strong>ian<br />

<strong>in</strong>stitutions will be enormous and will<br />

face str<strong>in</strong>gent requirements for adequate<br />

performance. <strong>This</strong> has led Palest<strong>in</strong>ian civil<br />

society to quickly hold workshops, national<br />

conferences and public meet<strong>in</strong>gs, <strong>in</strong> which<br />

AMAN has actively participated, to evaluate<br />

the past performance of Palest<strong>in</strong>ian<br />

<strong>in</strong>stitutions and f<strong>in</strong>d ways to rebuild those<br />

<strong>in</strong>stitutions on transparent and accountable<br />

bases. The <strong>in</strong>itial evaluation showed that<br />

the past performance of Palest<strong>in</strong>ian<br />

<strong>in</strong>stitutions, whether official or nongovernmental,<br />

lacked adequate systems<br />

of transparency and accountability, which<br />

assisted <strong>in</strong> their quick collapse.<br />

the beg<strong>in</strong>n<strong>in</strong>g of cab<strong>in</strong>et meet<strong>in</strong>gs to put<br />

forward a programme for political and<br />

adm<strong>in</strong>istrative reforms at all levels of the<br />

PNA. At the civil society level, there were<br />

two important <strong>in</strong>itiatives. The first was that<br />

the Palest<strong>in</strong>ian NGO Network (PNGO) has<br />

decided to form a monitor<strong>in</strong>g committee to<br />

cooperate with organizations like AMAN<br />

that are work<strong>in</strong>g <strong>in</strong> the field of good<br />

governance and combat<strong>in</strong>g corruption.<br />

The second <strong>in</strong>itiative was the demand for<br />

monitor<strong>in</strong>g public performance, <strong>in</strong>clud<strong>in</strong>g<br />

demands for reform, transparency and<br />

accountability. The press release issued<br />

after a conference held <strong>in</strong> Ramallah this<br />

past May demanded free and fair elections<br />

at all levels, the separation of authorities<br />

and the rule of law, <strong>in</strong> addition to rebuild<strong>in</strong>g<br />

Palest<strong>in</strong>ian <strong>in</strong>stitutions on transparent and<br />

accountable bases.<br />

AMAN has already started hold<strong>in</strong>g<br />

meet<strong>in</strong>gs and preparatory workshops<br />

with representatives of different sectors to<br />

identify the possible areas of cooperation<br />

<strong>in</strong> develop<strong>in</strong>g and implement<strong>in</strong>g the<br />

national plan. The direct impact of those<br />

meet<strong>in</strong>gs was encourag<strong>in</strong>g those sectors<br />

to start discuss<strong>in</strong>g issues of transparency<br />

and accountability <strong>in</strong> their sectors and to<br />

Upcom<strong>in</strong>g Challenges<br />

Palest<strong>in</strong>ian society has been go<strong>in</strong>g<br />

through a transitional phase for a long<br />

period of time. On one hand, Palest<strong>in</strong>ians<br />

had to cont<strong>in</strong>ue their struggle aga<strong>in</strong>st<br />

occupation, and on the other they had to<br />

start build<strong>in</strong>g their <strong>in</strong>stitutions as the base<br />

for the future Palest<strong>in</strong>ian state. S<strong>in</strong>ce the<br />

sign<strong>in</strong>g of the peace agreements between<br />

the Palest<strong>in</strong>ians and the Israelis <strong>in</strong> 1993,<br />

there have been cont<strong>in</strong>uous setbacks <strong>in</strong><br />

the peace process, forc<strong>in</strong>g Palest<strong>in</strong>ian<br />

<strong>in</strong>stitutions to reconsider their priorities<br />

and postpone reform.<br />

<strong>This</strong> vision is not only adopted by<br />

AMAN, it is now shared by a wide spectrum<br />

of the Palest<strong>in</strong>ian public, civil society,<br />

political parties and the PNA. It can be<br />

said that the issue of reform is now put on<br />

the national agenda, after be<strong>in</strong>g ignored<br />

for a long time. The issue of reform has<br />

been recently discussed at different<br />

levels. At the official level, President<br />

Yasser Arafat has officially announced<br />

AMAN will be participat<strong>in</strong>g <strong>in</strong> the<br />

national effort to reform and rebuild<br />

Palest<strong>in</strong>ian <strong>in</strong>stitutions. <strong>This</strong> is considered<br />

a political opportunity to overcome the<br />

past weakness of the lack of political will<br />

to combat corruption. The opportunity is<br />

now available for civil society to activate<br />

its role <strong>in</strong> combat<strong>in</strong>g corruption. The<br />

strength of AMAN lies <strong>in</strong> the fact that it<br />

is a civil society <strong>in</strong>itiative that has a great<br />

opportunity to operate and assist <strong>in</strong> lead<strong>in</strong>g<br />

the process of change towards realiz<strong>in</strong>g<br />

the aspirations of the Palest<strong>in</strong>ian people<br />

to have a democratic state. What AMAN<br />

has been try<strong>in</strong>g to do, and will cont<strong>in</strong>ue<br />

do<strong>in</strong>g <strong>in</strong> the future, is to tackle the issue of<br />

reform as a local Palest<strong>in</strong>ian <strong>in</strong>itiative, to be<br />

implemented without any <strong>in</strong>terference from<br />

outside forces that might have a different<br />

agenda for reform <strong>in</strong> Palest<strong>in</strong>e.<br />

On April 2 nd , 2002, the<br />

Israeli army mounted<br />

the largest <strong>in</strong>cursion <strong>in</strong>to<br />

Bethlehem s<strong>in</strong>ce 1967<br />

and forced its entry <strong>in</strong>to the<br />

Bethlehem Peace Center,<br />

which is strategically<br />

located on Manger Square,<br />

right between the Church<br />

of the Nativity and the Mosque of Omar.<br />

Israeli soldiers blasted the rear door to the<br />

Auditorium from where they took control of<br />

the rest of the build<strong>in</strong>g. The army immediately<br />

set up its headquarters at the Center, mak<strong>in</strong>g<br />

liberal use of each office and space <strong>in</strong> the<br />

build<strong>in</strong>g for logistical, adm<strong>in</strong>istrative and<br />

military purposes for the duration of the reoccupation,<br />

which lasted 38 days, <strong>in</strong>clud<strong>in</strong>g<br />

us<strong>in</strong>g the roof and one of the exhibit halls<br />

as outposts for snipers aim<strong>in</strong>g at people<br />

both <strong>in</strong> the Church of the Nativity and on<br />

Manger Square. The space was also used<br />

for <strong>in</strong>terrogations and temporary detention<br />

of Palest<strong>in</strong>ians and foreign nationals, for<br />

various press conferences and to 'host'<br />

Palest<strong>in</strong>ian-Israeli negotiations to end the<br />

standoff at the Church of the Nativity.<br />

The traces of what must have transpired<br />

<strong>in</strong>side the Center speak of unimag<strong>in</strong>able<br />

arrogance, violence, <strong>in</strong>solence and a total<br />

disrespect for civil society and human<br />

dignity. It was certa<strong>in</strong>ly a furious rampage.<br />

The director of the Center entered the<br />

premises on the even<strong>in</strong>g of Friday, May<br />

10th. With<strong>in</strong> the hour, diplomats from the<br />

Swedish Consulate General <strong>in</strong> Jerusalem<br />

jo<strong>in</strong>ed him. What they encountered was a<br />

scene of utter devastation, <strong>in</strong>explicable and<br />

<strong>in</strong>excusable even under the circumstance of<br />

a military occupation. <strong>This</strong> was certa<strong>in</strong>ly not<br />

the hallmark of a civilized army.<br />

While the structure of the build<strong>in</strong>g itself<br />

was left largely <strong>in</strong>tact, the <strong>in</strong>side of the<br />

build<strong>in</strong>g was defiled <strong>in</strong> every possible way<br />

imag<strong>in</strong>able. <strong>This</strong> Center, which had been<br />

a gift from Sweden to Bethlehem and<br />

is dedicated to the promotion of peace,<br />

democracy, religious tolerance and cultural<br />

diversity, was coated <strong>in</strong> a mixture of dirt,<br />

beer, w<strong>in</strong>e, ur<strong>in</strong>e, eggs, rott<strong>in</strong>g food, and<br />

spilt coffee and tea. The bathrooms had<br />

faeces and vomit <strong>in</strong> the toilets, on the floors<br />

and on the walls.<br />

The kitchen, which had been recently<br />

<strong>in</strong>stalled and had never been used, was<br />

soiled beyond recognition,<br />

knee deep <strong>in</strong> oil and grit<br />

and grime, with egg yolks<br />

dripp<strong>in</strong>g from the walls<br />

and spread across the<br />

kitchen floor. The stocks<br />

of food, purchased with<br />

humanitarian donations<br />

and <strong>in</strong>tended for<br />

distribution to the needy, were entirely looted.<br />

Rott<strong>in</strong>g food and dr<strong>in</strong>k were everywhere - on<br />

the tables, on the floor, on the walls and on<br />

the ceil<strong>in</strong>gs.<br />

The galleries were apparently used<br />

for shoot<strong>in</strong>g and party<strong>in</strong>g. There was<br />

evidence of heavy dr<strong>in</strong>k<strong>in</strong>g of beer and w<strong>in</strong>e<br />

everywhere. A veritable mounta<strong>in</strong> of empty<br />

bullet cas<strong>in</strong>gs on the floor of the gallery fac<strong>in</strong>g<br />

the Church tells its own story. Photographs<br />

from an exhibit on Palest<strong>in</strong>ian architecture<br />

were used to cover the w<strong>in</strong>dows to protect<br />

the soldiers from <strong>in</strong>com<strong>in</strong>g bullets. Joseph<br />

from the exhibit of a Crèche from Hong<br />

Kong served as a dummy <strong>in</strong> a w<strong>in</strong>dow and<br />

lost its head.<br />

The elevator was destroyed, <strong>in</strong> addition<br />

to more than 25 cars parked <strong>in</strong> the garage<br />

of the Center. Theft was also extensive.<br />

The list <strong>in</strong>cludes at least seven computers<br />

and pr<strong>in</strong>ters, fax mach<strong>in</strong>es, a heavy-duty<br />

photocopier, all the telephones <strong>in</strong> the<br />

build<strong>in</strong>g, a lam<strong>in</strong>ator, two scanners, a video<br />

projector, a DVD, a VCR, two television sets,<br />

two slide projectors, two sound mixers, CD<br />

players, microphones and a digital camera.<br />

Tools and spare parts were stolen from the<br />

storeroom. Many official files and scores of<br />

personal items were taken.<br />

The price tag for restor<strong>in</strong>g the Center to<br />

the state it was <strong>in</strong> on April 1st is <strong>in</strong> the vic<strong>in</strong>ity<br />

of US$200,000 and will take weeks, if not<br />

months, to complete. <strong>This</strong> does not <strong>in</strong>clude<br />

the cars that were <strong>in</strong> the garage.<br />

To this day Israel <strong>in</strong>sists that reports of<br />

loot<strong>in</strong>g and vandalism are s<strong>in</strong>gle and isolated<br />

<strong>in</strong>cidents perpetrated by <strong>in</strong>dividual and<br />

exceptional crim<strong>in</strong>al elements <strong>in</strong> the army.<br />

The extent of the devastation and the fact<br />

that the Center served as the Israeli army's<br />

headquarters for 38 days belie Israel's<br />

denials of <strong>in</strong>tent. <strong>This</strong> proves beyond the<br />

shadow of a doubt that the destruction of<br />

Palest<strong>in</strong>ian civil society and the loot<strong>in</strong>g was<br />

not only tolerated by the military, but was<br />

orchestrated by the army at the highest level

The Jerusalem Festival is a yearly Palest<strong>in</strong>ian<br />

cultural activity organized by Yabous Productions<br />

<strong>in</strong> East Jerusalem. Yabous Productions has<br />

successfully organized ten festivals so far. The<br />

success of these festivals has been noted on<br />

many levels: the high-quality per for mances<br />

and technical support, the revival of cultural life<br />

<strong>in</strong> Jerusalem, the uniqueness of the selected<br />

performance venues, and the development of<br />

a loyal audience that eagerly awaits the annual<br />

festivals.<br />

The Jerusalem Festival has become a reference<br />

po<strong>in</strong>t for a country that does not know despair. It<br />

stems from our determ<strong>in</strong>ation not only to grasp the<br />

present but also to fulfil the potential of the future, a<br />

potential that becomes reality year after year. Each<br />

festival takes shape <strong>in</strong> its own way, as a result of<br />

new experiences, resources, circumstances and<br />

A Festival … That Yabous Will Keep Up<br />

<strong>This</strong> year's festival will take place dur<strong>in</strong>g the<br />

period of 18 -27 July 2002. It is unique <strong>in</strong> its<br />

vision and aims, and dist<strong>in</strong>ctive <strong>in</strong> its position<br />

and concept. It is a crystallization of our dreams<br />

and aspirations: to climb to the highest rungs of<br />

culture and civilization, and to explore the widest<br />

horizons of identity and language. The choice of<br />

the artistic programme for the 2002 festival was<br />

not arbitrary; it came as a response to the general<br />

situation that the entire region is undergo<strong>in</strong>g. It is<br />

an <strong>in</strong>ternational festival with a human dimension,<br />

with music that expresses joy and sorrow. Different<br />

genres of music that are attached to the sociopolitical<br />

situation of different countries are <strong>in</strong>vited,<br />

such as South Africa, Cuba, France, Chile and, of<br />

course, Palest<strong>in</strong>e.<br />

In times of war, people endure the horrendous repercussions<br />

imposed by man. The pa<strong>in</strong> and sorrow that<br />

you on a path that will allow you to witness life through<br />

the eyes of our martyrs. We search under the rubble<br />

of destruction caused by the Israeli armed forces for a<br />

glimpse of hope. For Majhool, the darkest hour of the<br />

night is that which is closest to the break of dawn. We<br />

believe <strong>in</strong> life and we <strong>in</strong>vite the audience on a journey<br />

to share our stories, to laugh our laughter and cry our<br />

tears. Majhool reaffirms its belief <strong>in</strong> the existence of<br />

hope and goodness among all mank<strong>in</strong>d.<br />

The play is a compilation of skits improvised by the cast<br />

of Majhool.<br />

People wish<strong>in</strong>g to attend the play need a ticket and a<br />

H<strong>in</strong>d Husse<strong>in</strong>i, a Jerusalem<br />

socialite and a dedicated<br />

Palest<strong>in</strong>ian social activist and<br />

humanist, was born <strong>in</strong> Jerusalem<br />

<strong>in</strong> 1916. She lived through times<br />

that were as turbulent as ours.<br />

The scene of the aftermath of the<br />

Jen<strong>in</strong> Refugee Camp massacre<br />

would have been all too familiar<br />

for her. In fact, an actual deja<br />

vue.<br />

In 1948, she was head of a small women's<br />

charity called the Social Work Endeavour<br />

Society. On one April morn<strong>in</strong>g dur<strong>in</strong>g that year<br />

she was on her way to a meet<strong>in</strong>g when she<br />

saw clusters of children <strong>in</strong>side Jaffa Gate. She<br />

stopped long enough to scold the young children<br />

and tell them to go home s<strong>in</strong>ce the streets were<br />

becom<strong>in</strong>g dangerous with shoot<strong>in</strong>g. Hours later<br />

she saw the children <strong>in</strong> the same spot. The<br />

eldest among them expla<strong>in</strong>ed: "We have no<br />

home. We are from Deir Yass<strong>in</strong>." These children<br />

were pulled out from under the rubble of Deir<br />

Yass<strong>in</strong> on April 10th, 1948. They had escaped<br />

death, but many had lost their entire families <strong>in</strong><br />

the Irgun massacre at their village: their mothers<br />

and fathers shot <strong>in</strong> front of them, their homes<br />

destroyed, everyth<strong>in</strong>g familiar lost.<br />

On the spot, H<strong>in</strong>d herded the 50 children<br />

she found on the streets and took them to the<br />

two-room crèche <strong>in</strong> the Old City that her society<br />

rented. After two weeks, the fight<strong>in</strong>g around the<br />

city forced them to move to the Notre Dame de<br />

Sion convent. She later took the children to<br />

live with her at her family home. S<strong>in</strong>ce then,<br />

her own house became the Child's Home, or<br />

"Dar Al-Tifl."<br />

From 1948 onwards, H<strong>in</strong>d Husse<strong>in</strong>i was busy<br />

establish<strong>in</strong>g Dar Al-Tifl Al-Arabi <strong>in</strong> Jerusalem,<br />

build<strong>in</strong>g-by-build<strong>in</strong>g and class-by-class. Today,<br />

it is a school for commuters as well as boarders,<br />

from nursery to college level. The roomy<br />

complex of build<strong>in</strong>gs is <strong>in</strong> a stately area <strong>in</strong> the<br />

heart of East Jerusalem. The Husse<strong>in</strong>i ancestral<br />

home, built by H<strong>in</strong>d's great grandfather <strong>in</strong> 1790,<br />

now houses the five-room museum of traditional<br />

Palest<strong>in</strong>ian art and folklore. Classes were<br />

gradually added onto the orig<strong>in</strong>al k<strong>in</strong>dergarten,<br />

one a year, s<strong>in</strong>ce the preschool began <strong>in</strong> 1949.<br />

The school which developed was meant to<br />

be a departure from the government school<br />

curricula. Dar Al-Tifl had the first library for the<br />

primary school level and the first 'hobby' section<br />

where children could learn creative skills.<br />

HIND HUSSEINI<br />

The Woman Beh<strong>in</strong>d Dar Al-Tifl<br />

H<strong>in</strong>d Husse<strong>in</strong>i, who was tra<strong>in</strong>ed<br />

<strong>in</strong> education and social work at<br />

Hamburg University, had def<strong>in</strong>ite<br />

ideas about children's education.<br />

She was unable to complete her<br />

own education as she had wished;<br />

the imm<strong>in</strong>ence of World War II<br />

prevented her from return<strong>in</strong>g to<br />

Europe.<br />

The idea of an orphanage <strong>in</strong> a<br />

society <strong>in</strong> which family l<strong>in</strong>es are<br />

all-important would have been an object of pity<br />

if begun by anyone of a lesser social stand<strong>in</strong>g.<br />

But H<strong>in</strong>d Husse<strong>in</strong>i was adamant about the<br />

right of children to grow up without complexes.<br />

"Raise your heads, never look down. Be proud.<br />

The prophet Mohammad was an orphan; Jesus<br />

was raised by his mother only. Weren't they<br />

respectable?" she used to tell the children<br />

generation after generation.<br />

Before the 1967 war, Dar Al-Tifl had as many<br />

as 40 children sent by wealthy parents <strong>in</strong> the<br />

Gulf as board<strong>in</strong>g students. The tuition fees<br />

from these students alone paid the expenses<br />

of the 120 other children. They also helped<br />

provide a social mix of children, which H<strong>in</strong>d<br />

considered important for the children's growth<br />

and self-awareness. Dar Al-Tifl is not called an<br />

orphanage; only one-third of the 1,000 students<br />

are children who have lost one or both parents.<br />

A greater number are social welfare cases:<br />

children who can no longer stay at home, or<br />

who cannot commute to school from distant<br />

villages.<br />

Mrs. Husse<strong>in</strong>i established a women's college<br />

<strong>in</strong> the early eighties. In addition to promot<strong>in</strong>g<br />

women's higher education, the college was<br />

a symbol of great defiance as the Israeli<br />

government repeatedly denied permission<br />

to build an Arab university <strong>in</strong> the city. The<br />

realization that uproot<strong>in</strong>g and dispersal did not<br />

only endanger Palest<strong>in</strong>ian life but its culture<br />

as well led Mrs. Husse<strong>in</strong>i to establish the<br />

Palest<strong>in</strong>ian Art and Folklore Museum Centre<br />

<strong>in</strong> 1978. She also established a large library<br />

for Islamic research with a core collection<br />

on the Arab heritage of Jerusalem., and a<br />

graduate programme <strong>in</strong> Islamic archaeology.<br />

H<strong>in</strong>d Husse<strong>in</strong>i was able to build a monumental<br />

<strong>in</strong>stitution because she was endowed with great<br />

compassion for human dignity, and because<br />

she loved her people and country passionately.<br />

She passed away <strong>in</strong> 1994.<br />

Artist of the Month<br />

Youssef Hbeish was born <strong>in</strong> the village of Yurqa<br />

<strong>in</strong> the northern Galilee, not far from<br />

the city of Acre, <strong>in</strong> 1967. He started<br />

play<strong>in</strong>g percussion at the tender age<br />

of eight, exhibit<strong>in</strong>g great promise<br />

and talent. He completed his studies<br />

<strong>in</strong> literature, philosophy, theatre and<br />

music from the University of Haifa.<br />

He is currently pursu<strong>in</strong>g further<br />

studies <strong>in</strong> music and is work<strong>in</strong>g on<br />

establish<strong>in</strong>g a specific curriculum<br />

for percussion. Hbeish imparts<br />

great sensitivity and emotion <strong>in</strong><br />

play<strong>in</strong>g his <strong>in</strong>struments with which<br />

he reacts mentally and spiritually. He does<br />

not limit himself to traditional percussion<br />

<strong>in</strong>struments; he uses unusual <strong>in</strong>struments to<br />

create a unique sound.<br />

Hbeish jo<strong>in</strong>ed the National Conservatory<br />

of Music (NCM) <strong>in</strong> 1996 where he teaches<br />

percussion at the Conservatory's three branches<br />

<strong>in</strong> Jerusalem, Ramallah and Bethlehem. He is<br />

a member <strong>in</strong> various musical groups and<br />

ensembles such as Karloma and<br />

the Oriental Music Ensemble of<br />

the NCM. Hbeish has performed<br />

at several Jerusalem Festivals<br />

that are organised by Yabous<br />

Productions and at seasonal<br />

festivals organised by the NCM.<br />

He has also participated <strong>in</strong> musical<br />

performances abroad with local and<br />

foreign groups. Youssef Hbeish is<br />

currently perform<strong>in</strong>g at the Spr<strong>in</strong>g<br />

Festival <strong>in</strong> Shefa'amr, Nazareth and<br />

Haifa and will be participat<strong>in</strong>g <strong>in</strong> the<br />

2002 Jerusalem Festival with Karloma, which<br />

will present a new programme composed by<br />

Suheil Khoury.<br />

Hbeish spends a good part of his time <strong>in</strong> Paris,<br />

work<strong>in</strong>g on record<strong>in</strong>gs and performances with<br />

artists such as Abed Azrieh, Issa Hassan and<br />

Elie Maalouf.<br />

In this fasc<strong>in</strong>at<strong>in</strong>g memoir, lead<strong>in</strong>g<br />

Palest<strong>in</strong>ian lawyer Raja Shehadeh<br />

offers a chill<strong>in</strong>g and mov<strong>in</strong>g view of<br />

life <strong>in</strong>side the Occupied Territories.<br />

Shehadeh describes the uncerta<strong>in</strong>ties<br />

of life dur<strong>in</strong>g a period of national<br />

difficulty, offer<strong>in</strong>g a glimpse <strong>in</strong>to the<br />

emotional and political turmoil of the region and<br />

possibly allow<strong>in</strong>g the reader to form a better<br />

understand<strong>in</strong>g of the troubles <strong>in</strong> the Middle<br />

East. Strangers <strong>in</strong> the House offers a mov<strong>in</strong>g<br />

description of the daily lives of those who have<br />

chosen to rema<strong>in</strong> on their land. It is a personal<br />

tale that offers a good way to grasp the region's<br />

conflict between Palest<strong>in</strong>ians and Israelis. It is<br />

also the family drama of a difficult relationship<br />

between an idealistic son and his politically<br />

active father complicated by the arbitrary<br />

humiliation of the "occupier's law."<br />

His father, Aziz Shehadeh, was also a<br />

prom<strong>in</strong>ent lawyer who, <strong>in</strong> 1967, was the first<br />

Palest<strong>in</strong>ian to advocate a peaceful, two-state<br />

solution for the Israeli-Palest<strong>in</strong>ian<br />

conflict. He predicted that if peace<br />

were not achieved, what rema<strong>in</strong>ed<br />

of the Palest<strong>in</strong>ian homeland would be<br />

taken away, bit by bit, through Israeli<br />

settlement. He was mysteriously<br />

murdered <strong>in</strong> 1985.<br />

The book, available <strong>in</strong> hardcover,<br />

<strong>in</strong>cludes a brief chronology at the<br />

beg<strong>in</strong>n<strong>in</strong>g that highlights the major events <strong>in</strong><br />

the history of Palest<strong>in</strong>e start<strong>in</strong>g with the first<br />

wave of Jewish immigrants <strong>in</strong> 1878 and go<strong>in</strong>g<br />

up to the present time.<br />

Raja Shehadeh is a lawyer and writer who<br />

lives <strong>in</strong> Ramallah. Three years after his family<br />

was driven from the coastal city of Jaffa <strong>in</strong> 1948,<br />

Raja Shehadeh was born <strong>in</strong> Ramallah <strong>in</strong> the<br />

West Bank. He attended the American University<br />

<strong>in</strong> Beirut, Lebanon, and studied law <strong>in</strong> London.<br />

He is a founder of the pioneer<strong>in</strong>g, nonpartisan<br />

human rights organization Al-Haq, an affiliate of<br />

the International Commission of Jurists <strong>in</strong> Geneva,<br />

and the author of several books about <strong>in</strong>ternational<br />

law, human rights, and the Middle East.


Palest<strong>in</strong>e, which is still battl<strong>in</strong>g for liberation and <strong>in</strong>ternational rec og nition as an <strong>in</strong> dependent<br />

state, ac quired autonomy <strong>in</strong> cyberspace on 22 March 2000, when the Internet<br />

Corporation for Associated Names and Num bers (ICANN), the regu latory body for net<br />

addresses, granted the Palest<strong>in</strong>ian National Au thority its own two-letter suffix to ad ver tise real estate on-l<strong>in</strong>e. Although it<br />

is not function<strong>in</strong>g yet, the au thority will now be able to register addresses under its own doma<strong>in</strong>, "ps," <strong>in</strong> l<strong>in</strong>e with other<br />

country codes such as "lb" for Lebanon and "it" for Italy.<br />

WEBSITE REVIEW<br />

<strong>This</strong> month's review highlights the website of<br />

an organization whose role is extremely vital as<br />

Palest<strong>in</strong>ian society tries to recover from the trauma<br />

caused by the Israeli aggression exhibited over the<br />

years and most recently <strong>in</strong> the past 20 months.<br />

As mentioned on the website, The Palest<strong>in</strong>ian<br />

Counsel<strong>in</strong>g Center aims to provide mental<br />

health services to the Palest<strong>in</strong>ian community <strong>in</strong><br />

Jerusalem, plan and implement programmes<br />

for the empowerment and development of<br />

children and youth, and rehabilitate the ecology<br />

(parents, families, school adm<strong>in</strong>istrations, and the<br />

community) of the <strong>in</strong>dividual through community<br />

development projects.<br />

Among the many programmes it offers<br />

and that are described on its website are<br />

<strong>in</strong>dividual counsell<strong>in</strong>g programmes, child to<br />

child programmes, <strong>in</strong>ternal and external tra<strong>in</strong><strong>in</strong>g<br />

sessions, remedial education programmes,<br />

social work programmes, big brother big sister<br />

programmes, youth empowerment programmes,<br />

and a mental health and education resource<br />

centre.<br />

Another <strong>in</strong>terest<strong>in</strong>g section lists publications<br />

(manuals, booklets, reports, and brochures) on a<br />

vast array of mental health issues, document<strong>in</strong>g<br />

cases as well as offer<strong>in</strong>g advice and counsell<strong>in</strong>g<br />

on issues such as depression and pregnancy. The<br />

website also offers a contact section <strong>in</strong> which it<br />

expresses its eagerness to enlist volunteers.<br />

The website's design is very basic and fairly<br />

unattractive; it could use an overhaul. Its availability<br />

<strong>in</strong> Arabic and English is highly commendable. The<br />

navigation was very simple and straightforward.<br />

Some suggestions I would like to offer would<br />

be to have the centre's publications available<br />

The Impact of the Political Crisis on the Private Sector<br />

In the two years prior to the crisis, the<br />

Palest<strong>in</strong>ian private sector was exhibit<strong>in</strong>g signs<br />

of becom<strong>in</strong>g the key driver of economic growth<br />

and job generation, after a period of stagnant<br />

growth <strong>in</strong> an economy ma<strong>in</strong>ly fuelled by public<br />

sector expansion. However, due to the political<br />

crisis, the Palest<strong>in</strong>ian private sector now<br />

faces serious challenges <strong>in</strong> an unpredictable<br />

environment of relative isolation, border<br />

closures, <strong>in</strong>creased movement restrictions,<br />

and very low bus<strong>in</strong>ess confidence. As such,<br />

the ma<strong>in</strong> challenge fac<strong>in</strong>g the majority of<br />

Palest<strong>in</strong>ian bus<strong>in</strong>esses is survival.<br />

S<strong>in</strong>ce the end of September 2000, the areas<br />

of the West Bank and Gaza under Palest<strong>in</strong>ian<br />

National Authority (PNA) jurisdiction have been<br />

subject to a comb<strong>in</strong>ation of border closures<br />

and <strong>in</strong>ternal movement restrictions. It can<br />

be argued that these closures constitute the<br />

most severe and susta<strong>in</strong>ed set of restrictions<br />

imposed by Israel s<strong>in</strong>ce 1967. The negative<br />

impact on the Palest<strong>in</strong>ian private sector has<br />

been severe, and damage has <strong>in</strong>tensified <strong>in</strong><br />

the last two months, due to the massive Israeli<br />

<strong>in</strong>cursions <strong>in</strong>to PNA territories.<br />

The immediate and direct impact has<br />

been job losses and/or reduction <strong>in</strong> <strong>in</strong>come<br />

<strong>in</strong> all sections of the private sector due to<br />

failure to reach places of employment or<br />

obta<strong>in</strong> bus<strong>in</strong>ess <strong>in</strong>puts and/or sell goods and<br />

services. On average, the direct economic<br />

losses were estimated at 51% of GDP<br />

produced <strong>in</strong> the period October-November<br />

2000 (UNSCO, January 2001 and PCBS,<br />

December 2000).<br />

Assum<strong>in</strong>g that the net value of goods<br />

and services produced <strong>in</strong> the Palest<strong>in</strong>ian<br />

economy is distributed evenly over the work<br />

year, the <strong>in</strong>ternal direct losses <strong>in</strong> <strong>in</strong>comeearn<strong>in</strong>g<br />

opportunities are estimated at US$9<br />

million per day. In the first n<strong>in</strong>e months of<br />

2000 there was an estimated average of<br />

130,000 Palest<strong>in</strong>ians employed <strong>in</strong> Israelicontrolled<br />

areas on a daily basis. The average<br />

worker was earn<strong>in</strong>g a daily wage of about<br />

US$27, or around US$3 million <strong>in</strong> total. Us<strong>in</strong>g<br />

the January - September 2000 period as the<br />

reference period, the average monthly wage<br />

<strong>in</strong>come loss is estimated at US$60 million,<br />

which is translated <strong>in</strong>to total cumulative wage<br />

loss of around US$600 million s<strong>in</strong>ce October<br />

2000. Therefore, aggregate direct losses<br />

<strong>in</strong>flicted on the Palest<strong>in</strong>ian economy may be<br />

estimated at US$2.7 billion, equivalent to over<br />

50% of the estimated GDP for 2000.<br />

Estimates of direct physical damage<br />

to private and public assets (build<strong>in</strong>gs,<br />

<strong>in</strong>frastructure etc.) vary. Some reports<br />

<strong>in</strong>dicate that upwards of 3,000 structures<br />

suffered from partial to total damage dur<strong>in</strong>g<br />

the October 2000 - July 2001 period. The<br />

value of such damage has been estimated <strong>in</strong><br />

the tune of tens of millions of dollars. While<br />

the M<strong>in</strong>istry of F<strong>in</strong>ance and the Palest<strong>in</strong>ian<br />

Central Bureau of Statistics give a total<br />

estimate of around US$272 million for direct<br />

physical damage, other reports place the<br />

figure much lower.<br />

Clearly, the most damag<strong>in</strong>g impact of this<br />

current crisis is the reduction <strong>in</strong> private sector<br />

<strong>in</strong>vestment <strong>in</strong> employment creation. A recent<br />

World Bank survey of private bus<strong>in</strong>essmen<br />

and <strong>in</strong>vestors <strong>in</strong>dicated that uncerta<strong>in</strong>ty (high<br />

risk perception) was deepen<strong>in</strong>g <strong>in</strong> the current<br />

circumstances. The World Bank estimates<br />

that total private <strong>in</strong>vestments would drop <strong>in</strong><br />

2000 <strong>in</strong> the range of 15-20% compared to<br />

1999 (West Bank and Gaza Update, February<br />

2001). An unpublished study by MAS<br />

estimated that drop to be around 24%.<br />

From the onset of the Israeli occupation of<br />

Palest<strong>in</strong>e, Israelis have taken the liberty of freely<br />

'borrow<strong>in</strong>g' items from the Palest<strong>in</strong>ian kitchen<br />

and adopt<strong>in</strong>g them as their very own. It is not<br />

uncommon to f<strong>in</strong>d <strong>in</strong> Israeli eateries such items as<br />

houmos, falafel, labaneh, za'atar and tabbouleh.<br />

Leaf<strong>in</strong>g through Israeli cookbooks one can spot<br />

such perennial Palest<strong>in</strong>ian dishes as maftoul,<br />

tajen, fatteh and sfeeha. One cookbook, dedicated<br />

to houmos and its many variations, went so far as<br />

to declare that the best houmos jo<strong>in</strong>ts are Israeli!<br />

Those defend<strong>in</strong>g the pilferage of Palest<strong>in</strong>ian<br />

culture claim that the role of the Palest<strong>in</strong>ians has<br />

been to preserve the Israelite culture dur<strong>in</strong>g the<br />

thousands of years that they were away. <strong>This</strong><br />

is ak<strong>in</strong> to say<strong>in</strong>g that the prophet Jacob, the<br />

grandfather of the tribe of Israel, used to have<br />

houmos and falafel for breakfast and musakhan<br />

and tabbouleh for lunch, followed by knafeh for<br />

dessert! <strong>This</strong> would have been true had Jacob<br />

been Palest<strong>in</strong>ian or had the Palest<strong>in</strong>ians been the<br />

descendants of Israel. The truth is that Palest<strong>in</strong>e<br />

is older than Jacob and his forefathers Isaac and<br />

Abraham. The Bible says that Abraham came to<br />

a strange land, when he landed <strong>in</strong> Palest<strong>in</strong>e. He<br />

was promised the land but not its cuis<strong>in</strong>e. If it were<br />

Abraham who had <strong>in</strong>troduced us to this cuis<strong>in</strong>e,<br />

how come that it is not known <strong>in</strong> the countries from<br />

which he had come, namely Iraq or the Arabian<br />

pen<strong>in</strong>sula? Unless it came to him as an <strong>in</strong>spiration.<br />

Alternatively, why had the Israelites entrusted us<br />

with their cuis<strong>in</strong>e rather than take it with them?<br />

stores <strong>in</strong> Europe and the U.S.A., one can see<br />

As part of the fabulous Al-Deira Hotel on the<br />

coast of Gaza City, the sight and the at mo sphere<br />

of the Andalusian style build<strong>in</strong>g coupled with the<br />

some French dishes, one cannot go wrong with<br />

food. Confusion is deliberate when our cuis<strong>in</strong>e is<br />

referred to sometimes as Arab and sometimes as<br />

Oriental. <strong>This</strong> makes for easy 'borrow<strong>in</strong>g.'<br />

The Israeli occupation of Palest<strong>in</strong>e has<br />

imposed on it a western style of liv<strong>in</strong>g, start<strong>in</strong>g with<br />

education and affect<strong>in</strong>g most aspects of life such<br />

as work, personal relationships and, of course,<br />

food. The Palest<strong>in</strong>ian dietary culture has been<br />

greatly affected and even altered. Hamburgers<br />

are quickly replac<strong>in</strong>g kiftah and pizza is tak<strong>in</strong>g the<br />

place of sfeeha. <strong>This</strong>, however, is more evident <strong>in</strong><br />

the cities than <strong>in</strong> the villages where the change<br />

was ma<strong>in</strong>ly <strong>in</strong> the raw materials used, with rice<br />

replac<strong>in</strong>g burghul for <strong>in</strong>stance.<br />

Occupation brought with it a decrease <strong>in</strong> the<br />

consumption of vegetables and pulses and saw a<br />

sharp and unhealthy <strong>in</strong>crease <strong>in</strong> meat consumption.<br />

In the city of Nazareth, for <strong>in</strong>stance, not a day passes<br />

<strong>in</strong> which its residents do not consume red meat,<br />

although history tells us that the dish of mjadarrah<br />

was the pride of the city, with its own festivals and<br />

celebrations. Most of these seasonal festivals have<br />

all but perished, largely due to the difficulty of mov<strong>in</strong>g<br />

from one village or town to another.<br />

The educational system is also to blame.<br />

Palest<strong>in</strong>ians do not have their own <strong>in</strong>stitutions<br />

of higher education when it comes to cul<strong>in</strong>ary<br />

studies. Therefore, anyone wish<strong>in</strong>g to undertake<br />

such studies must attend Israeli schools at which<br />

the Palest<strong>in</strong>ian kitchen is largely ignored.<br />

<strong>in</strong> lemon, oil, garlic, pars ley or any comb<strong>in</strong>ation<br />

thereof. Ca lamaries and shrimps are also<br />

mar<strong>in</strong>ated <strong>in</strong> a num ber of home made sauces,<br />

often served as an entrée and can be ordered<br />

as a ma<strong>in</strong> dish. Un for tu nately, like <strong>in</strong> all of Gaza,<br />

neither w<strong>in</strong>e nor beer are served <strong>in</strong> the restaurant.<br />

But as a con so lation, there are div<strong>in</strong>e fresh juices<br />

of strawberry, guava and mango served <strong>in</strong> large,<br />

elegant glasses.<br />

To top off any meal, coffee, cappucc<strong>in</strong>o, espresso<br />

or Turkish coffee accompany a va ri ety of Eu ro pean<br />

cakes, the best of which is quite a rich tiramisu.<br />

The service is slightly on the slow side, but then<br />

aga<strong>in</strong> we all know that heaven must wait. Prices are<br />

not cheap, at about 80 NIS for a three-course meal,<br />

but then aga<strong>in</strong> not excessive for a five-star meal.<br />

Several churches and monasteries were<br />

built <strong>in</strong> and around Jericho dur<strong>in</strong>g the<br />

Byzant<strong>in</strong>e period. The most important of<br />

those is the Monastery of Temptation 'Dair<br />

Quruntul' on the Mount of Temptation. The<br />

word 'Quruntul' derives from the Lat<strong>in</strong> word<br />

Quadrag<strong>in</strong>ta mean<strong>in</strong>g forty, to <strong>in</strong>dicate the<br />

forty days of Christ's fast. The Crusaders<br />

were the first to build a church here <strong>in</strong> the<br />

12th century. They named it Quruntul and<br />

the name came to designate the mounta<strong>in</strong><br />

as well. The mounta<strong>in</strong> rises some 350m<br />

west of Jericho overlook<strong>in</strong>g the Jordan<br />

Valley.<br />

The present monastery was built <strong>in</strong> 1895,<br />

replac<strong>in</strong>g the earlier Crusader church<br />

of the 12th century. The Greek monks<br />

<strong>in</strong>itially wanted to build their monastery at<br />

the summit of the mounta<strong>in</strong>, but the lack<br />

of funds prevented them from cont<strong>in</strong>u<strong>in</strong>g<br />

the project. The unf<strong>in</strong>ished monastery<br />

and the Herodian fortress at the top of the<br />

mounta<strong>in</strong> are great places to visit. There<br />

are more than thirty caves on the eastern<br />

slopes of the mounta<strong>in</strong>, but only those<br />

<strong>in</strong>side the monastery are accessible and<br />

<strong>in</strong> use today.<br />

Where to Go?<br />

The F<strong>in</strong>e Arts Museum<br />

<strong>This</strong> museum is housed <strong>in</strong> a beautiful new<br />

build<strong>in</strong>g on the ma<strong>in</strong> Bethlehem-Hebron road,<br />

close to the Jacir Palace Inter-Cont<strong>in</strong>ental<br />

Hotel. The museum was opened <strong>in</strong> July 2000<br />

with fund<strong>in</strong>g from the Japanese government<br />

through UNDP. It is one of the projects of<br />

the Arab Women's Society <strong>in</strong> Bethlehem,<br />

although the museum is to be managed<br />

by the arts department at the Palest<strong>in</strong>ian<br />

M<strong>in</strong>istry of Culture. <strong>This</strong> museum is the first of<br />

its k<strong>in</strong>d <strong>in</strong> Palest<strong>in</strong>e to feature contemporary<br />

works of art <strong>in</strong> addition to artwork that reflects<br />

Palest<strong>in</strong>ian life and culture.<br />

The Museum of Olive Oil<br />

Production<br />

Another project funded by the Japanese<br />

government through UNDP, this museum<br />

is located on An-Najajreh Street <strong>in</strong> the old<br />

city of Bethlehem. It is housed <strong>in</strong> one of<br />

the historical build<strong>in</strong>gs of Bethlehem dat<strong>in</strong>g<br />

back to the 18th century. "Bad Giacaman,"<br />

as the museum is called, is unique <strong>in</strong> its<br />

presentation of the Palest<strong>in</strong>ian rural economy<br />

and the history of<br />

the development<br />

of the olive oil<br />

production <strong>in</strong>dustry<br />

<strong>in</strong> Palest<strong>in</strong>e, which<br />

dates back to more<br />

than 5000 years.<br />

The Arabic word<br />

"Al-Bad" refers<br />

to the traditional<br />

<strong>in</strong>strument used<br />

to extract oil from<br />

fresh olives. At the<br />

museum one can<br />

view the traditional<br />

olive oil production<br />

methods and the<br />

various handicrafts<br />

related to it.

Where to Go?<br />

Nabi Samuel<br />

The skyl<strong>in</strong>e further north from Jerusalem,<br />

on the Nablus road, is dom<strong>in</strong>ated by a<br />

beautiful mosque on the top of the hill of<br />

Nabi Samuel, with its high m<strong>in</strong>aret. <strong>This</strong> is<br />

the traditional tomb of the prophet Samuel.<br />

The Crusaders called the spot 'Mount Joy.'<br />

From there their armies, <strong>in</strong> 1099, got a first<br />

glimpse of the Holy City. A church was built<br />

there <strong>in</strong> 1157 by the Premonstratensians<br />

but it was abandoned when the Crusaders<br />

retreated to Akko after the battle of Hitt<strong>in</strong><br />

<strong>in</strong> 1187. Richard the Lionheart spent a few<br />

hours there <strong>in</strong> 1192. It was his only glimpse<br />

of the city he had come so far to conquer;<br />

he was forced to abandon his plan to<br />

attack Jerusalem when expected support<br />

did not arrive.<br />

The site was a place of pilgrimage for Jews<br />

until the 16th century AD, when a mosque<br />

replaced the church. The mosque follows<br />

the l<strong>in</strong>es of the medieval church. The place<br />

was badly damaged by Turkish shells <strong>in</strong><br />

1917, but the edifice was restored dur<strong>in</strong>g<br />

the British Mandate. From the annex along<br />

the northern side, steps lead down to a<br />

crypt, which is a rock-cut tomb. <strong>This</strong> tomb<br />

may have been at the orig<strong>in</strong> of the tradition<br />

of Samuel's burial, a cenotaph of the Old<br />

Testament's most famous judge.<br />
