WINTER
Welcome to the Winter 2010 edition of <strong>Maribyrnong</strong> <strong>News</strong>. This issue<br />
is full of news and information about <strong>Council</strong> services and initiatives<br />
that will improve our <strong>City</strong>.<br />
Our 2010/2011 Budget and <strong>Council</strong> Annual Action Plan have a range<br />
of signifi cant improvements, such as improving community safety,<br />
renewing assets and reducing our inherited debt.<br />
Our $93.126m budget, of which $61.024m will be funded through<br />
residential, industrial and commercial rates, allocates funds to facilities<br />
and services where they are needed most to create a better future for<br />
our <strong>City</strong>.<br />
Every dollar of rates money that <strong>Council</strong> collects is spent directly on<br />
developing infrastructure and services for the residents of the <strong>City</strong> of<br />
<strong>Maribyrnong</strong>.<br />
Your rates dollars go directly into funding many <strong>Council</strong> services,<br />
including waste collection, libraries, community centres, child care<br />
facilities, youth services, meals on wheels, services for older people,<br />
and sporting clubs.<br />
This year, <strong>Council</strong> will begin work on Braybrook’s fi rst library at the<br />
Braybrook Community Centre.<br />
Your rates also help fund and maintain infrastructure across the <strong>City</strong>,<br />
including sports grounds, footpaths, roads, parks and gardens,<br />
<strong>Council</strong> is committed to enhancing and renewing these essential<br />
community services and infrastructure.<br />
Pages six and seven of this edition of the <strong>Maribyrnong</strong> <strong>News</strong> has<br />
more information on the budget.<br />

<strong>MAR</strong>IBYRNONG AQUATIC CENTRE AWARDED<br />
“SWIM SCHOOL OF THE YEAR 2010”<br />
The <strong>Maribyrnong</strong> Aquatic Centre (MAC) has won an award at the Aquatic and<br />
Recreation Victoria’s 10th Anniversary Industry Awards held on 28 May 2010.<br />
The <strong>Maribyrnong</strong> Aquatic Centre was awarded Swim School of the Year for its<br />
MACqua Education Program. The award recognises innovative and effective<br />
management practices to achieve excellence in swim school operations, focusing<br />
on programming, human resources, customer service, risk management,<br />
community involvement and partnerships.<br />
COUNCIL LAUNCHES NEW PARKING CAMPAIGN<br />
<strong>Maribyrnong</strong> <strong>City</strong> <strong>Council</strong> is launching a pro-active campaign over August which<br />
will inform and educate the community about the differences between ‘No<br />
Parking’ and ‘No Stopping’, and the convenience the No Parking zones allow.<br />
No Stopping means no stopping at all – unless you are outside the times<br />
specifi ed on the sign. No Parking means you can stop in a No Parking area for<br />
up to two minutes provided you are dropping off or picking up a passenger or<br />
loading and unloading goods, and you do not leave the vehicle unattended.<br />
Unattended means you are more than three metres away from the vehicle.<br />
The seven new No Parking zones within the Footscray CBD are located in Albert<br />
Street, Paisley Street, Leeds Street, Hopkins Street and Byron Street.<br />
The No Parking bays, along with the additional free short term parking provided<br />
in the CBD, will enable people to drop off and pick up passengers and help clear<br />
the congestion on the roads brought about by illegal parking.<br />

HELP GIVE <strong>MAR</strong>IBYRNONG’S<br />
STREETS THE GREEN LIGHT<br />
<strong>Maribyrnong</strong> <strong>City</strong> <strong>Council</strong> is taking a leading role in a<br />
Victoria wide campaign advocating for a switch to energy<br />
effi cient street lighting.<br />
The Give our Streets the Green Light campaign calls on<br />
the State and Federal Governments to help fund the<br />
switch to energy-effi cient street lighting.<br />
Residents are urged to show their support for the<br />
campaign by signing the online petition at<br />
www.greenlightourstreets.org.au<br />
Switching to energy effi cient streetlights can help<br />
combat climate change and reduce carbon emissions<br />
by up to 69 per cent.<br />

COUNCIL MAKES IT EASIER WITH NEW<br />
CAFÉ ACCESS GUIDE<br />
<strong>Maribyrnong</strong> <strong>City</strong> <strong>Council</strong> is making it easier for people with<br />
disabilities to fi nd a suitable café with the release of a new Café<br />
Access guide on <strong>Council</strong>’s website.<br />
The guide has a list of cafes within the <strong>City</strong> of <strong>Maribyrnong</strong>, with<br />
information on features needed by a person with disabilities, such as:<br />
■ a wide entrance without steps<br />
■ room within the café to turn a wheelchair or a pram<br />
■ an accessible toilet<br />
■ moveable furniture<br />
■ nearby accessible parking<br />
■ whether the café can be noisy<br />
■ the height of the counter or if staff come to the table<br />
COUNCIL CONDUCTS ANNUAL SURVEY<br />
<strong>Council</strong> will be asking residents how satisfi ed they are with<br />
selected services and what local issues are important as<br />
part of the Annual Community Survey in August.<br />
Door-to-door interviews will be conducted on weekends<br />
by professional interviewers.<br />
Door knockers have recently been spotted falsely claiming<br />
to be from <strong>Council</strong>, all annual survey interviewers will carry<br />

Bike path signage<br />
New signs and hoops make <strong>Maribyrnong</strong><br />
more ‘bikeable’<br />
More than 200 way-fi nding signs and 30 bike parking hoops<br />
have been installed along key bike routes as part of the Making<br />
<strong>Maribyrnong</strong> More Bikeable project.<br />
“The new signs and hoops make it easier for the community to<br />
choose a healthy, inexpensive mode of transport by helping riders<br />
to fi nd their way and a place to park their bike,” said <strong>Council</strong>lor for<br />
River Ward, Cr Dina Lynch.<br />
“The new way-fi nding signs show distances and directions to key<br />
destinations and will help cyclists get to the many attractions we<br />
have in our <strong>City</strong>,” said Cr Lynch.<br />
“Cycling is not only cheaper than other forms of transport but it also<br />
has health benefi ts for the whole community and we encourage<br />
people to cycle whenever possible,” said Cr Lynch.<br />
The project has been jointly funded by <strong>Council</strong> and the Australian<br />
Government through the Federal Jobs Fund.<br />

FOOTSCRAY UPDATE<br />
Footscray’s renewal makes steady progress<br />
Improvements bring benefi ts to Footscray<br />
Residents and visitors to Footscray will continue to see further<br />
improvements as part of the Footscray Renewal Initiative. The former<br />
bowls site in McNab Avenue will be the next area redeveloped within<br />
the Footscray Station Precinct.<br />
The State Government is due to make an announcement by Spring<br />
about the redevelopment of the area. A new intersection is expected<br />
to replace the existing roundabout at the end of Napier Street and<br />
the current roundabout land will be added to the bowls site to form<br />
a single area for the proposed offi ce and residential development.<br />
“This will be a great outcome for Footscray and the realisation<br />
of another strategic project following ten years of planning,”<br />
said <strong>Council</strong>lor for Saltwater Ward, Cr John Cumming.<br />
The State Government has added $9.5 million towards the<br />
development of the site on top of the $52.1 million already allocated<br />
to the Footscray Renewal Project.<br />
“This development will follow other improvements such as the<br />
redevelopment of the William Cooper Footbridge at the Footscray<br />
Railway Station and the upgrade of Leeds Street,” said Cr Cumming.<br />

STREET <strong>ART</strong> PROJECT<br />
to tackle graffi ti<br />
<strong>Maribyrnong</strong> <strong>City</strong> <strong>Council</strong>’s new Urban Signs street art project is helping to paint<br />
a new future for local artists.<br />
The project gives young people aged between<br />
16 and 25 a space to hone their aerosol art skills<br />
in a safe and legal environment at the<br />
Phoenix Youth Centre.<br />

NEW TRAFFIC ISLANDS<br />
for Braybrook pedestrians<br />
<strong>Council</strong> is installing pedestrian islands on<br />
South Road in Braybrook, close to the<br />
Central West Shopping Centre, to make it<br />
safer for pedestrians to cross the road.<br />
<strong>Council</strong> has also upgraded and installed footpaths on Hillary and<br />
Rutland Streets.<br />
The work was part of the Central West (Braybrook) Access and<br />
Urban Design Study, intended to transform the area into a vibrant<br />
and prosperous activity centre for people to work, shop and meet.<br />
“The new traffi c islands and upgraded footpaths are a key part of<br />
allowing people to walk to work or the shopping centre,” said the<br />
Mayor of the <strong>City</strong> of <strong>Maribyrnong</strong> and <strong>Council</strong>lor for Stony Creek<br />
Ward, Cr Sel Sanli.<br />
“They’re quite literally the fi rst concrete steps towards creating<br />
a more vibrant area of the <strong>City</strong> and to allow people to walk<br />
around safely,” said Cr Sanli.<br />
The construction of the traffi c islands was jointly funded by<br />
<strong>Council</strong> and the State Government.<br />
The project takes away the illegal aspect of street art and gives<br />
young people time and space to focus on the artistic values of<br />
street art.<br />
“The project is beginning to recognise and utilise the skills of<br />
local street artists,” said <strong>Council</strong>lor for Ironbark Ward, and Youth<br />
Leadership Advisory <strong>Council</strong> representative, Cr Sarah Carter.<br />
“We are proud to be partnering with Victoria Police and the<br />
Footscray Community Legal Centre to give our young artists a<br />
legal and public platform to display their art,” said Cr Carter.<br />
“Other community partners in the program include Bunnings<br />
Warehouse <strong>Maribyrnong</strong> store, Paint Spot at Footscray and<br />
Giant Productions,” said Cr Carter.<br />
By raising awareness of legal outlets available to street artists,<br />
<strong>Council</strong> aims to decrease the amount of illegal graffi ti in central<br />
Footscray and across the <strong>City</strong>.<br />

COUNCIL BUDGET<br />
2010/2011<br />
This year’s budget focuses on improving community safety, renewing community<br />
infrastructure assets and reducing inherited debt.<br />
The revenue collected through rates goes directly into improving services<br />
and community infrastructure across the <strong>City</strong> of <strong>Maribyrnong</strong>.<br />

Yarraville Community Centre was redeveloped as part of <strong>Council</strong>’s 2009/2010 Budget.<br />
BUDGET SNAPSHOT:<br />
• <strong>Council</strong>’s total Budget for 2010/2011 is $93.126 million, of which $61.024 million is<br />
funded through residential, industrial and commercial rates.<br />
• Pensioner rebate of $69 - one of few councils to off er it.<br />
• 2010/2011 rates increase: 5.9 per cent (3.9 per cent CPI and external impacts,<br />
2 per cent Sustainability and Community Infrastructure Fund).<br />
• The total amount spent on improving community assets and<br />
infrastructure in this year’s budget is $19.525m –<br />
with 83.74 per cent of this funded through rates.<br />

HIGHLIGHTS OF THE 2010/2011 BUDGET<br />
$19.525m for improving community assets<br />
and infrastructure, including:<br />
■ $720,000 for work on Braybrook’s Community and<br />
Sports Hub.<br />
■ $4 million for the improvement of roads across the <strong>City</strong>.<br />
■ $960,000 for the repair of footpaths across the <strong>City</strong>, including<br />
DDA compliance.<br />
■ $400,000 for the ongoing repair and maintenance of drains<br />
across the <strong>City</strong>.<br />
■ $100,000 for the improvement of laneways across the <strong>City</strong>.<br />
■ $320,000 for the Cross Street off-road shared pathway.<br />
■ $35,000 for sports ground turf renewal.<br />
Social, environmental and economic<br />
services, including<br />
■ $75,000 to begin work on the Geelong Road Avenue of<br />
Honour restoration and relocation.<br />
■ Completing the integrated child care hub at Clare Court.<br />
■ $1.1 million for increased security measures in Footscray’s<br />
CBD, including CCTV cameras.<br />
■ $68,000 to implement actions from <strong>Council</strong>’s public<br />
drinking strategy.<br />
■ An increase in the pensioner rates rebate by 5.9 per cent to<br />
$69 – <strong>Maribyrnong</strong> is only one of fi ve councils that offer this<br />
rebate, in addition to the State Government rebate.<br />
■ Reduce inherited debt by $4.152 million to under $10 million.<br />
■ $50,000 increase for Arts and Culture programs.<br />
■ $112,000 for graffi ti removal.<br />
■ $63,000 for a breastfeeding service for new mums.<br />
■ An additional $25,000 for community grants funding.<br />
■ $150,000 in resources for festivals in the <strong>City</strong>.<br />
The Sustainability and Community Infrastructure<br />
Fund is funded through 2 per cent of the rates<br />
increase, and will help fund:<br />
■ $44,000 for the upgrade of the Angliss senior citizens centre.<br />
■ $60,000 to improve on and off-road bike paths.<br />
■ $100,000 for the Edgewater playground.<br />
■ $178,000 to improve the playground and building at the<br />
Norfolk St Child Care Centre.<br />
■ $70,000 to upgrade and renew the playground in<br />
Cranwell Reserve.<br />
■ $60,000 for the upgrade of six free public tennis courts<br />
across the <strong>City</strong>.<br />
■ $100,000 for increased pruning and maintenance of trees in<br />
<strong>City</strong> parks.<br />
■ $265,000 for the refurbishment of Yarraville pavilion .<br />
■ $250,000 for improvements to Footscray Park.<br />

ACTING CEO’S MESSAGE<br />
I’ve been appointed as Acting CEO following former<br />
CEO Kerry Thompson’s move to Wyndham <strong>City</strong> <strong>Council</strong>.<br />
We will miss Kerry greatly and we would all like to thank<br />
her for her seven years of dedicated service. <strong>Council</strong> is<br />
currently recruiting for a new CEO.<br />
In late June, <strong>Council</strong> adopted the 2010/11 budget, which targets improvements in<br />
community safety, renews community infrastructure assets and reduces inherited debt.<br />
This year’s budget also allows for cost shifting – which is the increased costs passed to<br />
<strong>Council</strong> by other levels of Government. An example of this is the requirement for <strong>Council</strong><br />
to investigate and monitor all possible rooming houses in our <strong>City</strong> – an administrative<br />
burden that will cost the <strong>City</strong> an extra $190,000 a year.<br />
No doubt many of you have seen the recently unveiled State Government major<br />
transport projects that are expected to run through our <strong>City</strong>. <strong>Council</strong> will examine these<br />
transport plans and prepare a ‘whole of <strong>Council</strong>’ response, your views will be sought to<br />
inform <strong>Council</strong>’s position.<br />

VOLUNTEERS PLANT TREES<br />
in Beaton Reserve<br />
A recent tree planting day at Beaton Reserve in Yarraville saw a team<br />
of community volunteers pitch in to help plant 29 new trees.<br />

The <strong>Maribyrnong</strong> Clean and Green Team, with<br />
support from <strong>Council</strong>, planted new trees to replace<br />
11 dead, dying and diseased trees that needed to<br />
be removed.<br />
“Beaton Reserve is a wonderful local park and the tree planting<br />
was a fantastic opportunity for our community to really get<br />
involved in further beautifying our neighbourhood,” said<br />
<strong>Council</strong>lor for Sheoak Ward, Cr Martin Zakharov.<br />
“Clean and Green events are a great way to meet new people,<br />
have fun and make a difference to the environment and our<br />
community,” said Cr Zakharov.<br />
Clean and Green <strong>Maribyrnong</strong> is a volunteer based community<br />
group that undertakes a range of environmental activities in the<br />
<strong>City</strong> of <strong>Maribyrnong</strong>, including litter clean up days, tree planting<br />
and graffi ti removal. New members are always welcome.<br />

NEW SHARED PATH TO GET<br />
residents moving<br />
A new shared path in West Footscray<br />
will soon link cyclists and walkers<br />
between Tottenham and West Footscray.<br />
The shared path will run along the south side of Cross and Rupert<br />
Streets in West Footscray to provide cyclists with a safer and more<br />
direct route to Footscray and surrounding suburbs.<br />
“The new path will provide the community with an opportunity to choose<br />
a healthy and sustainable mode of transport to get to work, shops or<br />
school,” said <strong>Council</strong>lor for Bluestone Ward, Cr Catherine Cumming.<br />
“It will transform a previously unsightly bit of land into an attractive,<br />
landscaped pathway,” said Cr Cumming.<br />
The shared path is part of <strong>Council</strong>’s plan to improve cycling networks<br />
across the <strong>City</strong> of <strong>Maribyrnong</strong> and was jointly funded by <strong>Council</strong>, the<br />
State and Federal Governments and Melbourne Water. The path is<br />
expected to be completed by the end of October.<br />

the historic building.<br />
The centre once again offers the community a popular<br />
range of educational, cultural and recreational programs<br />
at the Francis Street site.<br />
“This building has been an important part of the Yarraville<br />
community for over a century and now the building is<br />
once again serving the community,” said <strong>Council</strong>lor for<br />
Wattle Ward, Cr Michael Clarke.<br />
The 120-year old building was deemed unsafe and in<br />
need for major structural repairs following a building<br />
inspection in 2007. Thanks to a community campaign<br />
and joint government funding, the centre was saved<br />
from closure.<br />
“The building is special to the Yarraville community and<br />
no one wanted to see it come to an end,” said Cr Clarke.<br />
“The fi erce community spirit which ensured the centre’s<br />
survival shows how valuable community centres are in<br />
our <strong>City</strong>,” said Cr Clarke.<br />

Western Bulldogs SpiritWest Services (SWS)<br />
recently received recognition for their work<br />
with new and emerging communities in<br />
the west, with the announcement that their<br />
Settlement Grants Program will continue to<br />
be funded for an additional three years.<br />
The funding, from the Department of<br />
Immigration & Citizenship (DIAC) will assist the<br />
Club to deliver programs aimed at increasing<br />
integration, participation and inclusion<br />
of refugees and humanitarian entrants<br />
that have arrived in Australia in the past 5<br />
years. SpiritWest Services use sport and<br />
recreation as a vehicle to assist refugees and<br />
humanitarian entrants into their settlement in<br />
Western Melbourne.<br />
The project aims to assist humanitarian<br />
entrants and family stream migrants with low<br />
English profi ciency in Western Melbourne<br />
to develop self reliance and integrate<br />
successfully into the broader community.<br />
This is achieved through practical group<br />
information sessions, referrals, local<br />
community tours, school-based activities,<br />
sports programs, mentoring and youth<br />
leadership group activities.<br />

Manager, Kiemi Lai says that “by engaging<br />
refugees and humanitarian entrants in sport<br />
and physical activities, it enables them to form<br />
relationships, learn more about Australian<br />
culture and feel more accepted in the<br />
mainstream.”<br />
“The project aims to assist with the<br />
integration of clients through employment<br />
and volunteering, sports and school based<br />
activities, and advocacy to mainstream<br />
agencies,” she said.<br />
The project uses a variety of tools to engage<br />
with refugee communities and address<br />
settlement needs and develop self reliance.<br />
Sporting Clubs are a cornerstone of<br />
Australian culture. The opportunity to open<br />
the doors of an iconic institution such as the<br />
Western Bulldogs and offer the ability for<br />
individuals, families and groups to use it as<br />
a social networking and integration medium,<br />
provides substantial opportunities for these<br />
new communities to engage in the everyday<br />
activity of Australian life as they establish<br />
themselves in their new environment.<br />
The Bulldogs Friendly Business (BFB) initiative<br />
continues to grow from strength to strength<br />
