WINTER

Welcome to the Winter 2010 edition of Maribyrnong News. This issue
is full of news and information about Council services and initiatives
that will improve our City.
Our 2010/2011 Budget and Council Annual Action Plan have a range
of signifi cant improvements, such as improving community safety,
renewing assets and reducing our inherited debt.
Our $93.126m budget, of which $61.024m will be funded through
residential, industrial and commercial rates, allocates funds to facilities
and services where they are needed most to create a better future for
our City.
Every dollar of rates money that Council collects is spent directly on
developing infrastructure and services for the residents of the City of
Maribyrnong.
Your rates dollars go directly into funding many Council services,
including waste collection, libraries, community centres, child care
facilities, youth services, meals on wheels, services for older people,
and sporting clubs.
This year, Council will begin work on Braybrook’s fi rst library at the
Braybrook Community Centre.
Your rates also help fund and maintain infrastructure across the City,
including sports grounds, footpaths, roads, parks and gardens,
Council is committed to enhancing and renewing these essential
community services and infrastructure.
Pages six and seven of this edition of the Maribyrnong News has
more information on the budget.
I wish you success for the rest of 2010.
COUNCIL LAUNCHES NEW PARKING CAMPAIGN
Maribyrnong City Council is launching a pro-active campaign over August which
will inform and educate the community about the differences between ‘No
Parking’ and ‘No Stopping’, and the convenience the No Parking zones allow.
No Stopping means no stopping at all – unless you are outside the times
specifi ed on the sign. No Parking means you can stop in a No Parking area for
up to two minutes provided you are dropping off or picking up a passenger or
loading and unloading goods, and you do not leave the vehicle unattended.
Unattended means you are more than three metres away from the vehicle.
The seven new No Parking zones within the Footscray CBD are located in Albert
Street, Paisley Street, Leeds Street, Hopkins Street and Byron Street.
The No Parking bays, along with the additional free short term parking provided
in the CBD, will enable people to drop off and pick up passengers and help clear
the congestion on the roads brought about by illegal parking.
Bike path signage
New signs and hoops make Maribyrnong
more ‘bikeable’
More than 200 way-fi nding signs and 30 bike parking hoops
have been installed along key bike routes as part of the Making
Maribyrnong More Bikeable project.
“The new signs and hoops make it easier for the community to
choose a healthy, inexpensive mode of transport by helping riders
to fi nd their way and a place to park their bike,” said Councillor for
River Ward, Cr Dina Lynch.
“The new way-fi nding signs show distances and directions to key
destinations and will help cyclists get to the many attractions we
have in our City,” said Cr Lynch.
“Cycling is not only cheaper than other forms of transport but it also
has health benefi ts for the whole community and we encourage
people to cycle whenever possible,” said Cr Lynch.
The project has been jointly funded by Council and the Australian
Government through the Federal Jobs Fund.
FOOTSCRAY UPDATE
Footscray’s renewal makes steady progress
Improvements bring benefi ts to Footscray
Residents and visitors to Footscray will continue to see further
improvements as part of the Footscray Renewal Initiative. The former
bowls site in McNab Avenue will be the next area redeveloped within
the Footscray Station Precinct.
The State Government is due to make an announcement by Spring
about the redevelopment of the area. A new intersection is expected
to replace the existing roundabout at the end of Napier Street and
the current roundabout land will be added to the bowls site to form
a single area for the proposed offi ce and residential development.
“This will be a great outcome for Footscray and the realisation
of another strategic project following ten years of planning,”
said Councillor for Saltwater Ward, Cr John Cumming.
The State Government has added $9.5 million towards the
development of the site on top of the $52.1 million already allocated
to the Footscray Renewal Project.
“This development will follow other improvements such as the
redevelopment of the William Cooper Footbridge at the Footscray
Railway Station and the upgrade of Leeds Street,” said Cr Cumming.
STREET ART PROJECT
to tackle graffi ti
Maribyrnong City Council’s new Urban Signs street art project is helping to paint
a new future for local artists.
The project gives young people aged between
16 and 25 a space to hone their aerosol art skills
in a safe and legal environment at the
Phoenix Youth Centre.
NEW TRAFFIC ISLANDS
for Braybrook pedestrians
Council is installing pedestrian islands on
South Road in Braybrook, close to the
Central West Shopping Centre, to make it
safer for pedestrians to cross the road.
Council has also upgraded and installed footpaths on Hillary and
Rutland Streets.
The work was part of the Central West (Braybrook) Access and
Urban Design Study, intended to transform the area into a vibrant
and prosperous activity centre for people to work, shop and meet.
“The new traffi c islands and upgraded footpaths are a key part of
allowing people to walk to work or the shopping centre,” said the
Mayor of the City of Maribyrnong and Councillor for Stony Creek
Ward, Cr Sel Sanli.
“They’re quite literally the fi rst concrete steps towards creating
a more vibrant area of the City and to allow people to walk
around safely,” said Cr Sanli.
The construction of the traffi c islands was jointly funded by
Council and the State Government.
The project takes away the illegal aspect of street art and gives
young people time and space to focus on the artistic values of
street art.
“The project is beginning to recognise and utilise the skills of
local street artists,” said Councillor for Ironbark Ward, and Youth
Leadership Advisory Council representative, Cr Sarah Carter.
“We are proud to be partnering with Victoria Police and the
Footscray Community Legal Centre to give our young artists a
legal and public platform to display their art,” said Cr Carter.
“Other community partners in the program include Bunnings
Warehouse Maribyrnong store, Paint Spot at Footscray and
Giant Productions,” said Cr Carter.
By raising awareness of legal outlets available to street artists,
Council aims to decrease the amount of illegal graffi ti in central
Footscray and across the City.
ACTING CEO’S MESSAGE
I’ve been appointed as Acting CEO following former
CEO Kerry Thompson’s move to Wyndham City Council.
We will miss Kerry greatly and we would all like to thank
her for her seven years of dedicated service. Council is
currently recruiting for a new CEO.
In late June, Council adopted the 2010/11 budget, which targets improvements in
community safety, renews community infrastructure assets and reduces inherited debt.
This year’s budget also allows for cost shifting – which is the increased costs passed to
Council by other levels of Government. An example of this is the requirement for Council
to investigate and monitor all possible rooming houses in our City – an administrative
burden that will cost the City an extra $190,000 a year.
No doubt many of you have seen the recently unveiled State Government major
transport projects that are expected to run through our City. Council will examine these
transport plans and prepare a ‘whole of Council’ response, your views will be sought to
inform Council’s position.
For more information about the State Government’s Victorian Transport Plan (VTP):
• Visit the Info Hub at 61 Irving Street, Footscray, from Wednesday to Saturday.
Call the VTP Info Line on 1800 078 387 for more information about the Regional Rail Link or the Truck Action Plan.
Call the Linking Melbourne Authority on 8562 6800 for more information about the WestLink road project.
The Maribyrnong Clean and Green Team, with
support from Council, planted new trees to replace
11 dead, dying and diseased trees that needed to
be removed.
“Beaton Reserve is a wonderful local park and the tree planting
was a fantastic opportunity for our community to really get
involved in further beautifying our neighbourhood,” said
Councillor for Sheoak Ward, Cr Martin Zakharov.
“Clean and Green events are a great way to meet new people,
have fun and make a difference to the environment and our
community,” said Cr Zakharov.
Clean and Green Maribyrnong is a volunteer based community
group that undertakes a range of environmental activities in the
City of Maribyrnong, including litter clean up days, tree planting
NEW SHARED PATH TO GET
residents moving
A new shared path in West Footscray
will soon link cyclists and walkers
between Tottenham and West Footscray.
The shared path will run along the south side of Cross and Rupert
Streets in West Footscray to provide cyclists with a safer and more
direct route to Footscray and surrounding suburbs.
“The new path will provide the community with an opportunity to choose
a healthy and sustainable mode of transport to get to work, shops or
school,” said Councillor for Bluestone Ward, Cr Catherine Cumming.
“It will transform a previously unsightly bit of land into an attractive,
landscaped pathway,” said Cr Cumming.
The shared path is part of Council’s plan to improve cycling networks
across the City of Maribyrnong and was jointly funded by Council, the
State and Federal Governments and Melbourne Water. The path is
expected to be completed by the end of October.
COMMUNITY CENTRE COMES HOME
COMMUNITY CENTRE COMES HOME
to iconic Yarraville building
The Yarraville Community Centre
has reopened following the
completion of a $5.27million
restoration project to revitalise
the historic building.
The centre once again offers the community a popular
range of educational, cultural and recreational programs
at the Francis Street site.
“This building has been an important part of the Yarraville
community for over a century and now the building is
once again serving the community,” said Councillor for
Wattle Ward, Cr Michael Clarke.
The 120-year old building was deemed unsafe and in
need for major structural repairs following a building
inspection in 2007. Thanks to a community campaign
and joint government funding, the centre was saved
from closure.
“The building is special to the Yarraville community and
no one wanted to see it come to an end,” said Cr Clarke.
“The fi erce community spirit which ensured the centre’s
survival shows how valuable community centres are in
our City,” said Cr Clarke.
Western Bulldogs SpiritWest Services (SWS)
recently received recognition for their work
with new and emerging communities in
the west, with the announcement that their
Settlement Grants Program will continue to
be funded for an additional three years.
The funding, from the Department of
Immigration & Citizenship (DIAC) will assist the
Club to deliver programs aimed at increasing
integration, participation and inclusion
of refugees and humanitarian entrants
that have arrived in Australia in the past 5
years. SpiritWest Services use sport and
recreation as a vehicle to assist refugees and
humanitarian entrants into their settlement in
Western Melbourne.
The project aims to assist humanitarian
entrants and family stream migrants with low
English profi ciency in Western Melbourne
to develop self reliance and integrate
successfully into the broader community.
This is achieved through practical group
information sessions, referrals, local
community tours, school-based activities,
sports programs, mentoring and youth
leadership group activities.
COMMUNITY NEWS
ONE TEAM, ONE CLUB, ONE COMMUNITY
Bulldogs work in new and
emerging communities to continue
Western Bulldogs Engaged Communities
Manager, Kiemi Lai says that “by engaging
refugees and humanitarian entrants in sport
and physical activities, it enables them to form
relationships, learn more about Australian
culture and feel more accepted in the
mainstream.”
“The project aims to assist with the
integration of clients through employment
and volunteering, sports and school based
activities, and advocacy to mainstream
agencies,” she said.
The project uses a variety of tools to engage
with refugee communities and address
settlement needs and develop self reliance.
Sporting Clubs are a cornerstone of
Australian culture. The opportunity to open
the doors of an iconic institution such as the
Western Bulldogs and offer the ability for
individuals, families and groups to use it as
a social networking and integration medium,
provides substantial opportunities for these
new communities to engage in the everyday
activity of Australian life as they establish
themselves in their new environment.
The Bulldogs Friendly Business (BFB) initiative
continues to grow from strength to strength
and a partnership with Westpac as presenting
partner is the perfect fi t.
Like the BFB principles, Westpac have a deep
appreciation of local communities and small
to medium business needs and values.
Through an integrated marketing
program which leverages off the Club’s
membership base, now consisting of
over 34,000 Members, the BFB program
provides business owners with the perfect
platform to increase awareness and sales,
develop cross promotion and also provide
networking and information forums to assist
you in growing your business long term.
The Bulldogs through SWS remain
committed to delivering programs which
help new arrivals learn more about
Australian culture, increase participation
in sport (either as participants, volunteers,
offi cials or supporters) and address key
settlement issues.
