the Customs authorities <strong>and</strong> relevant Ministries<br />

<strong>of</strong> AMS.<br />

The ASW Pilot project to determine the most<br />

appropriate network architecture <strong>and</strong> technical<br />

infrastructure for the electronic exchange <strong>of</strong><br />

information among the AMS will be carried out<br />

in three components:<br />

• Component 1 - Engage contractor/<br />

consultant to conduct study on the most<br />

feasible network architecture <strong>and</strong> approach<br />

for conducting the ASW Pilot Project;<br />

• Component 2 - Engage contractor/<br />

consultant to set up the network<br />

infrastructure including s<strong>of</strong>tware <strong>and</strong><br />

hardware agreed by AMS to implement the<br />

ASW Pilot Project; <strong>and</strong><br />

• Component 3 - Engage contractor/<br />

consultant to conduct the evaluation<br />

<strong>of</strong> outcomes <strong>of</strong> the Pilot Project <strong>and</strong><br />

formulation <strong>of</strong> recommendations for the<br />

eventual ASW.<br />

A Consultant has been engaged by the<br />

ASW Technical Working Group to carry out<br />

Component 1.<br />

Technical Feasibility Initiative for Electronic<br />

Exchange Of CEPT Form D<br />

Malaysia, Indonesia <strong>and</strong> the Philippines have<br />

implemented a Technical Feasibility Initiative<br />

for the electronic exchange <strong>of</strong> the Preferential<br />

Certificate <strong>of</strong> Origin, CEPT Form D. The<br />

objective <strong>of</strong> this initiative is to test technical<br />

feasibility, as well as viability <strong>of</strong> long term<br />

exchange <strong>of</strong> large amount <strong>of</strong> data between<br />

NSW Systems <strong>of</strong> ASEAN Member States.<br />

The scope <strong>of</strong> the initiative:<br />

• CEPT Form D will be electronically<br />

exchanged between the NSWs <strong>of</strong> Malaysia,<br />

Indonesia <strong>and</strong> the Philippines;<br />

• Malaysian exporters will submit the<br />

CEPT Form D application electronically<br />

through Malaysia’s NSW using the e-PCO<br />

application. Upon approval, the CEPT<br />

Form D data will then be transmitted to<br />

Indonesia NSW or the Philippines NSW.<br />

The respective NSWs will then transmit<br />

the data to Indonesian or the Philippines<br />

Customs for validation; <strong>and</strong><br />

• exporters from Indonesia or the Philippines<br />

will submit the CO application electronically<br />

through the Indonesia NSW or the<br />

Philippines NSW, which will then transmit<br />

the data to the Malaysia NSW <strong>and</strong> will<br />

be passed to the Malaysian Customs for<br />

validation.<br />

Malaysia <strong>and</strong> Indonesia began exchange <strong>of</strong><br />

live data on 1 July 2009. The Philippines has<br />

begun exchanging live data with Malaysia <strong>and</strong><br />

Indonesia on 19 October 2009. As at May<br />

2010, Malaysia had successfully transmitted<br />

9,305 CEPT Form D to Indonesia <strong>and</strong> 3,486<br />

CEPT Form D to the Philippines.<br />

The next step will be to invite other AMS such<br />

as Singapore, Brunei Darussalam, Thail<strong>and</strong><br />

<strong>and</strong> Viet Nam to participate in this initiative.<br />

ROADSHOW BY DELEGATES FROM 5 SOUTHERN PROVINCES OF<br />

THAILAND TO 5 NORTHERN STATES IN MALAYSIA<br />

H.E. Alongkorn Ponlaboot, Deputy Commerce<br />

Minister <strong>of</strong> Thail<strong>and</strong>, led a roadshow to five<br />

key Northern States in Peninsular Malaysia,<br />

i.e. Kelantan, Penang, Perak, Kedah <strong>and</strong><br />

Perlis from 10 - 12 June 2010. The roadshow<br />

comprised 34 business delegates from<br />

the five Southern Provinces <strong>of</strong> Thail<strong>and</strong>,<br />

namely Pattani, Yala, Narathiwat, Songkhla<br />

<strong>and</strong> Satun. The delegates focused on five<br />

economic sectors, i.e., trade, logistics,<br />

investment, tourism <strong>and</strong> halal. Objectives <strong>of</strong><br />

the roadshow, include:<br />

• strengthening cooperation between<br />

the business communities from the five<br />

Southern Provinces <strong>of</strong> Thail<strong>and</strong> <strong>and</strong> the<br />

five Northern States in Peninsular Malaysia<br />

in the identified economic sectors;<br />

• enhancing <strong>and</strong> advancing the “Dasar<br />

Lima” initiative (5 – 5 – 5), i.e., cooperation<br />
